Why is Govt hiding Mopa consultant when Centre confirms it’s Ammann & Whitney? aJaY thaKur & suJaY Gupta Goa has been kept completely in the dark about one of it’s Government flagship Public Private Partnership projects — the Greenfield international airport at Mopa. Herald’s investigations have revealed the steering committee to finalise the consultant for Mopa, after many postponed meetings finally zeroed in on one consultant,
the New York-based Ammann and Whitney. The Joint Secretary Union Ministry of Civil Aviation looking after Greenfield Airports, Alok Sinha told Herald on phone from Delhi Tuesday last “Yes the consultant has been finalised. It is Ammann and Whitney”. The Goa Government, however, has gone into confusion-mode deliberate or otherwise with its senior most bureaucrat Chief Secretary Sanjay Srivastava saying
Yes, the bids have opened and the Consultant selected. But I can’t divulge the names”. Replying to the same question the PP Director Anupam Kishore said “No, we haven’t selected anyone even though all bids have been opened”. It’s important to know that a very critical decision on the future of Mopa has been taken. Herald will continue to investigate and bring to its readers facts about Ammann and Whitney, its background
SPECIAL CORRESPONDENT
Panjim, Feb 18: Many top bookies and big punters have shifted base from Mumbai on the eve of the Cricket World Cup to avoid the attention of the police. While some have moved to plush farmhouses on the outskirts of Mumbai, others have moved to Gujarat and a few are camping at casinos in Goa, according to a report in Mid-Day. Law enforcement agencies are now equipped with phone tracking systems, making bookies vulnerable to arrests. India remains the firm favourites given the advantage of home turf, and betting on the World Cup is going to be a huge money-spinner, says the report. The underworld, it says, is going to make a killing on the upcoming World Cup matches. Sources say the turnover from the 49 World Cup matches could be higher than the >Continued on pg 10

TEAM HERALD Margao, Feb 18: Demanding forthwith revocation of the suspension of Judge Desmond D’Costa, an impressive rally-cum-public meeting of advocates and citizens on Friday demanded justice for the suspended judge within 15 days and rooted for an independent High Court for Goa. The meeting held at the historic Lohia Maidan here this evening resolved to intensify the agitation after 15 days if justice is not done to Judge D’Costa.

the agitation if justice is not done within 15 days”, thundered president of South Goa Advocates Association, Adv Anacleto Viegas. The meetingfurtherresolved >Continued on pg 10
‘Dum’ punch for Goa’s tourism? No, get real, say film makers TEAM HERALD Panjim, Feb 18: Film Maker Rohan Sippy has just canned his Goa-based film, Dum Maro Dum, a potboiler of sex, drugs and the underbelly. But a can of worms is opening up, a week before the release of this much anticipated film. The tourism industry is apprehensive that tourist footfalls will hit the pause mode as soon as the play button is pressed on Sippy’s movie. Film makers though, have called for reality check saying “If it’s true why can’t it be portrayed?”. “Unfortunately throughout the history of Bollywood, Goa is portrayed negatively. While men are shown as drunkards, women are shown as loose characters. Such depictions are damag-
ing but nonetheless the world knows real Goa”, Travel and Tourism Association of Goa spokesman Ralph D’Souza told Herald. Travel and Tourism Association of Goa (TTAG) President Gaurish Dhond said that the
censor board should have cut off the objectionable parts, if it portrays the State in a bad light. “Goa is rejuvenating from its sluggish past and we cannot afford to go back to negative publicity. Our major economic activity (tourism) will be at stake”. Filmmakers though, took a much more real view than their tourism counterparts. Award winning filmmaker, Laxmikant Shetgaonkar, said there should be no hassles if a movie is based on true issues without exaggeration. National award winning Goan filmmaker Rajendra Talak also echoed Shetgaonkar’s opinion. “True facts should be made known. If DMD is based on true facts, it should not be >Continued on pg 10

and projects and activities of its parent companies. But an
immediate red flag needs to be raised on whether the se-
lection of the consultant was fair and above board. Was the process transparent? Of the 13 bids that came in, 4 were apparently short-listed. Why weren’t the names of the four disclosed? Can the Government also assure that the consultant chosen to prepare a road map of the project including the selection of the final company to design and construct the project, will not itself be in line for being selected as the executor of the project. Ammann & Whitney,
with its corporate office in Morton Street New York, provides design and construction services for public and private sector clients. It has worked on several airport projects including the expansion of the Chennai Airport. Significantly, its architectural affiliate, A&W Architects and Engineers, executes many of these projects and there is a huge possibility of Ammann and Whitney being in the race for >Continued on pg 10
