Three labourers were injured and 35 vehicles gutted, when a naphtha pipeline which was damaged burst into flames at Zuari Agro-Chemical Industry Limited (ZACIL), ZuarinagarSancoale, on Monday morning. The fire broke out at the entrance gate of Zuari industry, damaging property worth crores of rupees. The fire that broke out at about 11.20 am was brought under control at
4 p.m. The three injured persons are Ramakant Gaonkar (47) from Quepem, Savio D’Costa from Shiroda and Kailash Ram (38) from Bihar. They were rushed to GMC Hospital in Bambolim. Two of the injured were discharged later in the evening. According to fire fighters and emergency service personnel, the incident occurred when a negligent heavy earth mover driver damaged an underground naphtha pipeline while
undertaking excavation work. “It generated a spark, due to which traces in the naphtha pipeline burst into huge flames,” they informed. Immediately, af ter the pipeline was damaged, a blast occurred and flames reached upto 40 ft high and engulfed the earth moving excavator machine, 23 two-wheelers, six cars, three trucks, one tempo and one phosphoric acid tank, which were parked at the entrance gate of the industry.

Dogs are a man’s best friend and here’s an example why. The funeral service of 48-yearold Luis Philip at Cortin, Panjim was delayed by almost one hour on Monday due to ‘extraordinary forces’ — his dogs. In a tale that could very well go down in pet books, eight pet dogs of Philip refused to let their master’s body be taken away by people and police. Eyewitnesses said that Philip who was living alone at Cortin died a natural death last night in his sleep. When people came to know about his death, they tried to shift his body from the house to be taken for final rites. But they encountered an unusual resistance in the form of his pet dogs, who refused to budge almost for one hour. Even the police failed to control the dogs as they did not allow Philip’s body to be touched. As the situation went out of control, the police called in the the Panjim Animal Welfare Society (PAWS). PAWS personnel finally managed to calm down the dogs and took them away. Later people shifted Philip’s body to the crematorium.

Upset over the “smear” campaign launched against civil society leadership, Anna Hazare today complained to Congress President Sonia Gandhi that “corrupt forces” have united to derail the process of drafting an effective Lokpal bill. Hazare, who is leading a campaign for a strong anti-graft legislation, today wrote a two-page letter to Gandhi, making veiled references to Congress General Secretary Digvijay Singh, who has been attacking him, and to Human Resource Development Minister Kapil Sibal, and asked her to advise her “colleagues” not to try to derail the process of drafting of law. Former Tourism Minister Francisco ‘Mickky’ Pacheco has acc u s e d t h e P u b l i c Wo r k s Department (PWD) Minister Churchill Alemao of generating several crores of rupees by defrauding the State exchequer. Mickky has lodged a complaint before the Crime Branch alleging that Churchill violated
the Central Vigilance Commission (CVC) guidelines and the Central P ublic Works Department (CPWD) manual, to manipulate Public Works Department (PWD) tenders. The Benaulim legislator claimed that his personal investigation revealed that the minister caused loss of crores of rupees to the State exchequer ever since he took over the PWD
ministry in 2007. “In order to achieve his sole purpose of defrauding the State exchequer and amassing wealth for himself, he intentionally manipulated, changed and bypassed government directives after fraudulently assuming unto himself total administrative and financial powers, which otherwise was not bestowed upon him as the PWD minister,” the complaint copy attached with other documents, reads. Copies of the complaint set have been furnished to the Union Ministry of Home Affairs, Chief Minister Digambar Kamat, Home Minister Ravi Naik, Goa Police, State vigilance officer and chief auditor general. Speaking to reporters outside the Crime Branch, after filing the complaint, Mickky alleged that Churchill was responsible for manipulating PWD bids with the help of an illegal circular introduced in 2007. “Just a day after Churchill was sworn in as PWD minister in 2007, he had introduced the controversial circular, against (Continued on page 9)
Binayak Sen free after four months in jail PTI RAIPUR, APRIL 18
After remaining behind bars for nearly four months, civil rights activist Binayak Sen was released this evening from the Chattisgarh’s central prison where he is serving a life sentence, three days after the Supreme Court granted him bail. Binayak who was sentenced to life by a local court on charges of sedition and links with Maoists, was reunited with his family amid emotional and poignant scenes. Hours before he walked free out of his cell in the Raipur prison, Additional District and Sessions Judge BP Verma directed Sen to surrender his passport as a bail condition in line with the Apex Court order and that he be released on a personal bond and surety of Rs 50,000 each.
