Despite the State Government’s efforts, it will take at least three years for the complete removal of M V River Princess, which ran aground off Candolim beach 10 years ago. Not only time, the removal of the vessel which has already caused enough damage to the beach will cost the State around Rs 125 cr. Sources told Herald that the bidders have asked for time ranging from nine months to three years to remove the ship. After unsuccessful bids by Jaisu Shipping Company to tow away the vessel, the State Government early this year decided to float new tenders with only one option of cutting it into pieces. In all, 12 companies had submitted their bids for the removal the ill-fated vessel which included Jaisu, Salgaocar Mining Company and Madgavkar Salvage besides two foreign companies Titan Salvage and Smith International from Singapore. Out of these, two have been short-listed -- Madgavkar Salvage and Titan Salvage — Director of Tourism Swapnil Naik told Herald. and even if you consider the nine-month period it will take one year from now to cut the vessel”, he stated adding “the complete removal will need minimum three years”.

The director, however, did not speak about the financial details of the bids stating “it is still to be checked by the State Disaster Management Committee”. Sources in the department told Herald that the Singaporebased Titan Salvage had quoted Rs 125 crore for the removal of the ship, with a time period of three years. “The only hitch in this bid is that the company will cut the vessel and hand over the scrap to the Government”, sources added. The other company Madgavkar Salvage has given five different options. Anil Madgavkar of Madgavkar Salvage told Herald he had presented five options to the Government with different rates and time required. “The first option is to remove the ship upto water level for which we would not charge the Government but will keep the scrap for us; the second is to cut the vessel upto ground level which will cost Rs 25 cr; the third is to cut the ship upto two meters inside the sea bed, costing Rs 45 crore; the fourth is to remove the ship completely for Rs 98 crore and the fifth is to remove the ship completely and replenish the beach at a cost of Rs 125 crore”, he said. Madgavkar said it is now for the Government to decide on the options stating that the complete removal will take a minimum of three years.

Registrar of Co-operative Societies P K Pattidar who was allegedly caught red-handed accepting a bribe on Tuesday was suspended today pending inquiry. The Director Vigilance Arun Desai speaking to Herald said the file regarding the suspension of the officer was moved by him along with the report. The decision of suspension was left to the disciplinary committee. When questioned if Pattidar could be taken into police custody, the director stated that the decision on the arrest solely lies on the Superintendent of ACB. “Under the prevention of Corruption Act the SP is the complainant and if he deems right, he can arrest the officer”, Desai stated adding, the Vigilance has already searched the premises and other places for gathering evidence. The senior scale officer, who also holds additional charge as Director of Animal Husbandry, was allegedly trapped by the ACB yesterday while taking a bribe of Rs 15,000 from a contractor for release of his payment. Officials also raided the registrar’s house in a bid to get an account of his assets. ACB Superintendent Bosco George told Herald that since the amount was small it was my decision not to arrest him. If at all it was in lakhs I could have arrested him, he said. He, however, refused to say anything on the findings so far.

Air tickets to be costlier from today PTI NEW DELHI, JUNE 30

Domestic and international air fares will rise by Rs 103 and Rs 515 respectively with a Government notification to bring air travel into the service tax ambit coming into effect from tomorrow. Government had proposed in the 2010-11 Budget that 10 per cent ser vice tax be charged on air travel aiming at raising Rs 600 crore and Rs 1,000 crore annually. It had proposed to expand the scope of air transport services to attract service tax to include domestic and international journeys in any class. However, airline crew travelling on duty and UN staff are exempted from paying this service tax. The notification, issued by the Department of Revenue over a week ago, said that for domestic travel, “10 per cent of the gross value of ticket or Rs 100 per journey, whichever is less” would be charged from passengers travelling in any class — business or economy. Firmly backing the State Government in dealing with the violence in the Kashmir valley, the Centre on Wednesday said that anti-national forces that were fomenting trouble were clearly l i n ke d t o Pa k i s t a n - b a s e d Lashkar-e-Toiba (LeT). Prime Minister Manmohan Singh on Wednesday chaired a high-level meeting to review the situation in the Valley which has witnessed stone-pelting and attacks on security forces for the past six days during which five persons have lost their lives when fired upon by security personnel. Home minister, Defence Minister and officials were present. The Centre’s approach to the situation is two-pronged, the security forces should exercise maximum restraint but people should not violate the curfew wherever it has been imposed. “We will support the State Government in restoring the law and order situation. I hope the situation will come under control in the next few days”, Chidambaram told a media briefing. Asked who was the anti-national elements involved in the trouble, the home minister said the “anti-national elements are

clearly linked to LeT which is active in Sopore area”. Two militants belonging to LeT were killed in an operation in the Sopore area few days ago, he pointed out. The meeting appreciated the statement of chief minister Omar Abdullah yesterday appealing for calm and asking people not to allow their children to violate the law. “The chief minister’s statement has been reasonable, clear and firm. We have instructed the para-military forces to exercise maximum restraint in dealing with stone-pelters and also asked the chief minister and his ministers to visit the disturbed areas,” Chidambaram said. Referring to the annual Amarnath pilgrimage that commences tomorrow, the home minister said that the Government was committed to providing full protection to the pilgrims.

The Bombay High Court at Goa on Wednesday admonished six coastal village panchayats stating it will initiate contempt of court proceedings against them if its order of June 14 is not complied before the next date of hearing. The coastal panchayats of Anjuna, Velsao-Pale, Betalbatim, Benaulim, Varca, and Cavellosim were reprimanded by the High Court for their failure to file affidavits in the terms of the Court order of June 14. The Court was hearing a suo motto writ petition on CRZ violations.

BJP gears up for all India July 5 bandh HERALD REPORTER PANJIM, JUNE 30

The Goa unit of the Bharatiya Janata Party today pledged support to the all India bandh on July 5 called to protest against price hike in the oil prices and to press for roll back in the price hike. Announcing this at a press conference on Wednesday here, Leader of the Opposition Manohar Parrikar maintained that they are not opposed to the decontrol of oil prices, but don’t want any kind of artificial increase in taxation or unlimited taxation. He also suggested that the State Government can surely share some burden by lessening impact of price hike by Rs 2-3. Recent price hike will further heighten inflationary pressure as rise in oil prices always have cumulative effect, he said pointing out that further increase in the prices of vegetables and other products will be felt twothree weeks later. While BJP will protest on Monday throughout the country against the price hike, the All Goa Bus Owners Association (AGBOA) will agitate by keeping the buses off the road demanding rise in bus fare. Interestingly, BJP will call for support of the bus owners association for their bandh.

A Division Bench of Justice A S Oka and Justice F M Reis on June 14 had directed all coastal panchayats (twenty-six) to file affidavits on structures that were demolished; proceedings pending before the director of panchayats; cases where there is an order of remand passed by the director of panchayats and further steps taken by the pan-

chayat. They were also directed to set out parameters for action and if applications had been made for providing demolition squad and if the applications were not acted upon. Advocate General Subodh Kantak was directed to take instructions regarding pendency of proceedings before the director of panchayats and submit a chart before this Court indicating the position of pending matters. Air travellers would be exempted from paying this tax while embarking on a journey originating or terminating in an airport located in the northeastern states of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura and Bagdogra in West Bengal. They would also be exempted for journeys originating in Jammu and Kashmir from the airports of Srinagar, Leh and Jammu. The move to impose the tax in this year’s budget was opposed by all Indian carriers as well as the global airlines body. International Air Transport Association sought a roll back, describing it as “unacceptable” and “counter-productive”.
