Khan, alias Hamza, 51, an accused in 1993 Mumbai blast case, who was arrested from a village in Navi Mumbai in February last year and was handed over to CBI for further investigation. CBI had issued an Interpol Red Corner Notice against Khan in 1994 but the notice was not withdrawn even after the agency has got his custody. “CBI has conveyed to the Home Ministry that the lapse was on the agency’s part. When CBI forwarded the list to MHA, they forgot to delete the name of this person”, a Home Ministry spokesperson said. In the second instance, the name of Raj Kumar Meghen, a UNLF leader, figures in the list. He is now in the custody of the National Investigation Agency.

Accused Mahanand Naik on Thursday landed in the dock when the South Goa Sessions court ordered framing of charges of murder, abduction and robbery against him in the Deepali Jotkar murder case. Judge Bimba Thaly ordered that charges under section 302 of the IPC for murder, 364 abduction, 394 robbery and 201 for destruction of evidence be framed against the accused. The Judge further ordered framing of charges against the jeweller Ulhas Rivonkar under section 411 of the IPC for receiving stolen property.
Adv Joe Antao, who appeared for Mahanand Naik, under the free legal aid scheme, did not argue during arguments before framing of charges. In this case, the Maina Cur-
torim police had chargesheeted accused Mahanand Naik for allegedly adducting deceased Deepali Jotkar from the housing board and later allegedly murdered here at Fatorda after relieving her of the gold ornaments. The police said both Deepali and Mahanand were last seen together near the Maruti Temple at the Rumdamol Housing board before her body was found murdered at Fatorda. Incidentally, Mahanand was acquitted in two other murder cases reported from South Goa, including the one which kicked up a row, leading to the suspension of Additional Sessions Judge Desmond D’Costa.

Anjuna Rakhonn Manch (ARM) has demanded arrest of two government officers and local sarpanch for illegally demolishing structure in the village when occupants were not around. The delegation led by Nationalist Congress Party (NCP) Goa state general secretary Rajan Ghate has given a deadline of 48 hours for the police to arrest Block Development Officer S S Naik, Sarpanch Levina Jude Rebello and panchayat secretary. In a memorandum submitted to Director General of Police (DGP), ARM has alleged that around 10 structures were ar-
bitrarily demolished by Village Pa n c h a y a t A n j u n a - C a i s u a terming them as illegal, without issuing notices and following principles of natural justice. “An inquiry on our part has revealed that demolitions were done by BDO at the behest of Sarpanch, as per requisition for demolition squad to demolish illegal structures erected within the jurisdiction of the VP. But their names did not figuring on the list attached to the order passed by S P Shetye, in-charge of demolition squad North Goa,” the memorandum reads. “The Sarpanch, secretary and BDO have misused their powers and demolished Vaishali Shirodkar’s house from Anjuna village,”
the memorandum, which is also forwarded to the Directorate of Panchayat and the district collector, added. The Manch has alleged that principles of natural justice were not followed by Sarpanch and Secretary, when these structures were identified for demolition. “There are many more illegal structures, which were not even sent show cause notices and constructions are still going on,” the Manch alleged adding that this was done in-order to settle personal scores of enmity with the affected parties. “We therefore demand to direct Anjuna Police to arrest the culprits within 48 hours,” the memorandum reiterated.
Crime Branch has summoned Mines and Geology department director Arvind Lolienkar again for questioning on Friday, in connection with illegal mining issue allegedly involving NCP leader Jitendra Deshprabhu. “Lolienkar has been called on Friday for further interrogation. He was not questioned today as investigating officer Chandrakant Salgaoncar was busy,” sources informed. Lolienkar was already interrogated on Wednesday for over four hours, wherein he had provided details of action taken by them since 2007 when this alleged illegal mining activity was brought to the department’s notice. Meanwhile, sources stated that interestingly Gitesh Naik, a contractor from Dhavli Ponda has already been quizzed by the crime branch earlier mistaking him to be son of Home Minister Ravi Naik. Deshprabhu who has been accused of involvement in illegal mining activity will be summoned after the statements of all government officers are recorded. Next in the line for interrogation is then Conservator of Forest Dr Shashi Kumar, who also incidentally headed the committee to stop illegal mining in the state. Apart from him, Goa State Pollution control Board Chairman Simon D’Souza and Director of Transport Arun Desai will also be interrogated by the Crime Branch during course of inquiry.

Former Pernem MLA and National Secretary of Nationalist Congress Party Jitendra Deshprabhu has taken up issue of Sand Extractors Association of Goa and asked the government to withdraw its order banning extraction in Tiracol River. Addressing a hurriedly called press conference in the presence of a large number of ore extractors, at his Panjim office, Deshprabhu has warned of an agitation if their demands were not met. “We have sought an appointment with Chief Minister and expect to meet him tomorrow. We will raise the issue before him. We want government to revoke mamlatdar’s order banning sand extraction within seven days, else 1,500 trucks will occupy the length of the road from Patradevi to Chief Minister’s official resident in Altinho driving at a snail’s space,”
Deshprabhu announced. Around five days ago, mamlatdar of Pernem had issued an order banning sand extraction from Tiracol River along Northern border between Goa and Maharashtra. The revenue officials also seized boats used for sand extraction and stopped its transportation. Mamlatdar’s order was based on an order passed by Judicial Magistrate First Class (JMFC) Pernem, which directed police to investigate into a complaint of corruption against government authorities for not acting against those involved in illegal sand extraction in coastal regulation zone (CRZ) areas in Pernem taluka. The order, based on a complaint filed by Narayan Kerkar Sopte and Kashinath Shetye and others, also pulled up government officials for failing to act in the case. The sand extractors have cited reasons like the loans they
need to repay on money spent on buying trucks as well as building boats, the need of sand for ‘development’ of the state, as well as booming construction industry, and the fact that sand extractors on the Maharashtra bank continue to extract sand from the same river. “What should we do? Should we stare blankly at the mechanised sand extraction being carried out by extractors on the Maharashtra side? Isn’t it the same river,” Deshprabhu asked. The association claims that Maharashtra government has a policy for sand extraction based on which mechanised dredging of the river is being carried out as opposed to manual sand extraction being carried out by Goa extractors. When asked whether they would appeal against the decision of JMFC Pernem Deshprabhu said, “It is for the government to take a decision on the issue.”

They wanted to have a blast in the jail with “dosas”, but their plea found no favour with Sessions court on Thursday. The plea made by all six accused in the Margao bomb blast case, to have 12 pieces of Dosa, inside the jail, was turned down by the South Goa Sessions court. Lawyer for the accused, Adv Sanjeev Punalyekar moved a joint application on behalf of all six accused seeking permission to deliver 12 pieces of Dosa to them, which was objected to by Special Public Prosecutor representing the National Investigation Agency (NIA) S B Faria. In his application, Adv Punalyekar, quoting a Bombay High court Judgement by Justice Bilal Jazki allowing food items to undertrials, pleaded that Dosas be allowed to be delivered to the accused Thursday since they are perishable items. “This court
may please allow the items to be delivered to the accused in accordance with the high court directives”, he said. The application was strongly objected to by Faria, who maintained that jails in Goa are regulated by jail manuals. Meanwhile, an accused in the bomb blast case, Prashant Ashtekar today filed a bail application before Sessions court maintaining that there was absolutely no evidence against him about his involvement in the bomb blast and the NIA had only charged him for destruction of evidence. The application will come up for hearing on Saturday. Meanwhile, Adv Punalyekar said the accused Prashant Juvekar and Dilip Mangaonkar has moved the high court for discharge from the case on grounds there’s no evidence against him. He said the applications will come up for hearing next month.
The disputed classification of the stretch from Dona Paula cove to Vainguinim Beach as CRZ-II will be reviewed here on May 30 by the National Coastal Zonal Management Authority (NCZMA). The Environment Ministry sources said the review is in the light of an order issued by the Goa Bench of the Bombay High Court on December 10 to reconsider the classification of the areas done by the ministry back in December 2001. Sources said the meeting on May 30 will also hold a detailed discussion on the steps taken by the Goa State Coastal Zones Managements Authority on the directions issued by the ministry for steps warranted to enforce the new CRZ notification of 2011. The issue was on the agenda in the last meeting on April 19 but it was deferred for want of time, they added. On a petition of Carlos Noronha, the Bench had earlier
in October 2007 stayed operation of the December 3, 2001 notification classifying four stretches as falling under CRZII, prohibiting constructions in the area. The stretches so classified were Cabo (Raj Niwas) up to Dona Paula cove, second from Dona Paula cove up to Vainguinim Beach, the third from Vainguinim Beach to Panaji municipal limit towards Siridao and the fourth entire stretch of land at Ribandar (within Panaji municipal limit) along the Mandovi river. In its December 10 order, the Bench had held that the NCZMA considered the issue in June 2008 but failed to record whether the affected areas are within the municipal limits or other legally designated urban areas and hence this should be examined, particularly regarding the first, second and third stretches re-classified as CRZII. The order also requires the authority to take into consideration objections raised by the residents.

A bus conductor was seriously injured in a scuffle with another bus conductor at Barajan-Usgao on Thursday morning. According to Ponda Police, the incident occurred at about 10 am when both the buses were proceeding from Ponda towards Bicholim. It is learnt that both the con-
ductors clashed over the bus timing issue. Ponda Police have identified the conductors as Bablo alias Anand Gad and Yuvraj Naik. Bablo, who was seriously injured, was shifted to GMC Hospital in Bambolim, while Yuvraj escaped with minor injuries. Both the conductors have filed counter complaints against each other.

Curchorem ML A Shyam Satardekar was on Thursday examined and cross examined in the South Goa Sessions court in connection with the ongoing trial in the Sameer Mapari murder case. During cross examination, Satardekar said it is not true that he has come to depose before the court only because accused no one is the brother of former MLA Ramrao Desai who had contested elections against him. The MLA voluntarily said he has no enmity nor rivalry with Ramrao Desai. Saying that he was not related to deceased Samir Mapari, Satardekar said the deceased was his voter, adding, “other than this, I had no relation with him”. Further during cross examination, he said he does not know whether accused no one and two were campaigning on behalf of Ramrao Desai during the 2007 Assembly polls. And, he denied a suggestion that he was sponsoring daily bread and butter to the family members of deceased Samir Mapari to come to the court during hearings of the case. He further denied that he had kept a bus for the people from the village to come to the court on the dates of hearings of this case. Meanwhile, the Curchorem MLA told newsmen after his cross examination that he was told by DySP Mohan Naik that the Mapari murder has taken place after he was supposed to raise the question of the attempt to murder of Marian Mascarenhas.

Reis Magos Panchayat Secretary Clifford Azavedo has been accused of manipulating and forging the document of the panchayat. Porvorim Police registered an offence against Azavedo for allegedly manipulating and forging the document of the panchayat by inserting the name of another person and issuing him a house number in the property, which is in the possession of one Vivek Panvelkar and his mother. In his complaint, Vivek Panvelker told Porvorim Police that the property belongs to him and his mother. “However, Panchayat Secretary Azavedo issued a house number to another person illegally without knowledge of the panchayat,” added the complainant. Porvorim Police registered the offence against the panchayat secretary under Sections 466 and 468 of IPC and PSI Sagun Sawant is investigating.

Panjim police have arrested a 32 year old casual labourer for snatching a chain from a banker by drugging him through a soft drink. Mariano Rodrigues, a banker, has filed complaint with Panjim police accusing Virendra Kumar Kashyap of robbing him of the gold chain by offering the soft drink which was spiked. The incident happened on May 4 at Mariano’s office at Gurudatt building in the city. Panjim police have arrested Virendra who is temporarily staying at Betim. As per the complaint, Virendra Kumar was called by Mariano to discuss about the painting of his building. The accused after striking a discussion with Mariano went downstairs the office to fetch a soft drink. Police said that the soft drink, which was in the pet bottle, was offered to Mariano, who felt giddy after having it. The accused, as per the complaint, robbed gold chain from Mariano’s neck when latter was unconscious.

Fresh deposits of the oily substance have washed ashore on the Benaulim beach since Thursday morning, posing a nuisance to visitors and the water sports operators alike. A local resident John Fernandes said the oily substance has literally turned the white sandy Benaulim beach black and sought immediate government attention to clear the beach of the mess. He pointed out that the government was callous and indifferent to the problem, leaving the task of clearing the oily substance to the locals. A water sports operator Mahesh Rathod said the presence of the oily substance has hit water sports in a big way. He said that tourists and visitors shy away from the beach on account of the oily substance and called upon the government to tackle the menace on a war footing.

A disqualification petition has been filed against Quepem Municipal Council (QMC) Vice Chairperson Dayesh Naik for alleged gross misconduct and abusing his power during his earlier tenure as councillor. In a complaint filed before QMC chief officer, Amrut Shetkar has stated that during the tenure of last council (2005-10), Dayesh Naik was a councillor and a member of QMC’s standing committee. “As member of the standing committee, Naik preferred to be signatory to a resolution, dated June 20, 2008, which was taken by the standing committee to approve and regularize the illegal and unauthorized building structure within QMC’s jurisdiction, which belonged to Naik’s mother at Amona,” states
the complaint. “It is the basic principle of law that when there is conflict of interest in deciding a matter in authoritative capacity, the person in authority and passing any order/resolution where he is aware of his conflict of interest should recuse from the authoritative capacity in passing any order or taking or passing a resolution in that specific case,” states the complaint. The complaint further stated that the property documents submitted along with the application for regularization of the structure are not genuine documents having any legality. “Councillor Naik has abused his powers as a member of the standing committee and committed a gross misconduct in discharge of his duties. Hence, he is liable for disqualification
as a councillor,” adds the complainant. When contacted, Councillor Dayesh Naik stated that the allegations levelled against him are false and are levelled out of enmity. “As a councillor, I had proposed Shetkar’s paddy for Children Park and hence out of frustration, the complaint is filed,” claimed Naik. “The council has not regularized the house, but only house tax has been imposed,” said the councillor. “I was not a member of the standing committee as alleged in the petition, but vice chairman when the resolution to impose house tax by the standing committee was taken. Even the standing committee implemented the direction given by the then chairperson and the chief officer,” said Naik.

Fire engulfed the Sonsodo garbage dumping yard on late Thursday evening. A fire tender rushed to the yard after receiving a call at around 8.20 pm and extinguished the fire.
Fomento Green Chief Executive Officer, Sridhar Kamat said the fire broke out at the site near the existing shed this evening, but was immediately brought under control. He suspected methane gas to be the cause behind the fire. “The area where the fire occurred is totally
inaccessible. Moreover, there are no overhead wires passing through the area”, Kamat said. This is the second time in the last one month that fire has engulfed the Sonsodo dumping site. Last time round, the fire incident broke out following a spark in an overhead power cable.

CBI to take over police-drug nexus cases HERALD REPORTER PANJIM, MAY 19
Central Bureau of Investigation (CBI) will take over the infamous police-drug nexus cases in the state by next week. Addressing media persons, Deputy Inspector General (CBIACB) Pravin Salunke said that CBI’s Goa office was asked to take over the case by its Delhi headquarters through a May 18 communiqué. Salunke said that they are waiting for the formal notification by Department of Personnel and Training (DOPT), Delhi to start the investigations. “CBI will go into all aspect of the drug nexus in the state. We will summon each and everyone related to the drug nexus cases irrespective of their position in society,” Salunke said replying to a question. He, however, expressed reservation that the time gap between the actual crime and investigation by CBI could be a factor to worry about. The three police-drug nexus cases wherein seven policemen led by Inspector Ashish Shirodkar and police sub Inspector (PSI) Sunil Gudlar, were found involved in drug trade and having connections with Israeli drug dealer Yaniv Benaim alias Atala and David Driham alias Dudu. Though all policemen allegedly involved stand suspended, Atala and Dudu are out on bail. State government, which was initially reluctant to hand over these cases to CBI, was forced to

It was the National Students Union of India (NSUI) who pleaded for handing over the investigation to CBI raising suspicion about the way the investigation was conducted by Crime Branch, especially deputy superintendent of police Chandrakant Salgaoncar. Talking to reporters, the central investigating agency has said that they will resort to all legal remedies like arrests and searches during investigation of the cases, which are booked under Narcotics Drugs and Psychotropic Substances Act and also under Anti Corruption Act. “We will form three different teams under independent Investigation Officers and Superintendent of Police (CBI) will be supervising these cases overall,”
Salunke said. With only a dozen staff present at CBI’s Goa office, Salunke said that they will have to pull in resources from its other branches to investigate these cases. It may be recalled that Atala was caught on camera by his former girlfriend Lucky Farmhouse while confessing about his close links with policemen. Similarly, Gudlar was shot on spy camera befriending two female foreigner girls – Dudu’s girlfriend, and his sister. Responding to a question, DIG said that CBI would probe only drug nexus and not entire drug ring on Goa’s beaches. “CBI is also adequately equipped to investigate the international links of these drug lords through its offices and connections with the Interpol,” he added.
Central Bureau of Investigation (CBI) will be taking over extradition proceeding of Israeli drug dealer Yaniv Benaim alias Atala, who had jumped bail and was arrested in Peru after Interpol issued red corner notice. Deputy Inspector General (CBI-ACB) Pravin Salunke said that the extradition process will depend on whether that country has signed MoU with India. “There are other matters such as red corner notice, which can be used for the purpose,” he said adding that the CBI is a nodal agency for such process. “A legal officer will assist us in this job,” he said. Atala, who was caught on camera by his former girlfriend Lucky Farmhouse while confessing about his close links with policemen in Goa, was granted bail by Narcotics Drugs and Psy-
chotropic Substances (NDPC) court, Mapusa, in June, 2010. He was released on condition that he should not leave Goa without permission of the court and to further co-operate with the investigating authorities. However, Atala fled India in August 2010 and was later arrested in Peru in January after an Interpol notice was issued. Environmental clearance granted to various mines located around wildlife sanctuaries and forest areas might turn ‘invalid’ after experts’ panel on Western Ghats submits report to the state government, a senior officer said Thursday. Additional Principal Chief Conservator of Forest Dr Shashi Kumar said that the experts’ panel, headed by Madhav Gadgil, is re-looking at the eco-sensitive spots in the western ghat region and will place fresh recommendations before government. Dr Kumar said that once eco-sensitive areas around wildlife sanctuaries
or forest areas are marked by the panel, the department will have to cancel the clearance of all those mines, existing in the eco-sensitive zone. The panel, which was formed on March 4, 2010, was supposed to give its report within six months. Dr Kumar said that whatever clearances were granted to mines after the committee was formed, were issued on a condition that they would be withdrawn if found going contrary to Madhav Gadgil report. “All the clearances given to the mining firms are temporary and subject to cancellation or change depending on the state government’s policy,”
Kumar stated. Kumar said that Ministry for Environment and Forest (MoEF) has recently added a new condition to its list of norms, wherein a mining firm to whom the clearance is issued will not be in contravention of the court judgments or orders. “If so, then we will withdraw the NOC,” he informed. Meanwhile, Dr Kumar said that it’s been almost 16 months since no fresh clearances have been issued by the department. “Since August 2009, not a single wildlife clearance has been issued by us,” he said adding that whatever permissions granted to mining leases prior to August 2009 were based on the report prepared by state

The state forest policy will undergo modification after including suggestions made by various stakeholders, according to Additional Principal Chief Conservation of Forest Dr Shashi Kumar. He said that another committee may be formed to include suggestions given by various stakeholders. The draft forest policy has already been kept open for suggestions and recommendations about a fortnight ago. He said that the department has been receiving various suggestions recommending alterations to the draft. “We have also read some articles in the
newspapers and we will try to include suggestions made in the articles,” Kumar said referring to the article in Herald. The forest department is contemplating the possibility of forming another committee that would include social scientist and wildlife experts, to give final shape to the policy. The policy which was made public earlier this month speaks of overall management of forest areas. The draft has highlighted effective forest management and also its use for eco-friendly revenue generating avenues such as ecotourism. The policy had also emphasized protecting Sacred Groves by social forestry.
Keeping up with the tradition, the Corporation of the City of Panjim (CCP) is set to buy a new car for its mayor. The proposal to purchase a Volkswagen at estimated cost of Rs 8.5 lakhs was approved in the Standing Committee (SC) meeting. When contacted Mayor Yatin Parekh said that every time a new mayor has taken over, a new car was purchased. Whether it was Ashok Naik or Tony Rodrigues, both had new cars when they assumed the post. He further pointed out that mayor’s car is five years old which he has used since he has become a mayor. “I have been using my own car for the last two months .The new car is being purchased for the prestige of the post and not for Yatin Parekh,” he added. But when pointed out that cost limit for purchasing a car for mayor is Rs 5 lakhs and new purchase will exceed the limit, Mayor justified the decision, saying the cost limit was set some four-five years ago.

Renovation work, to convert old secretariat into a museum, has been painstakingly slow and three years after the government conceived of the idea, a concrete plan is far from reality. Some hope lingers if Director of Art and Culture Prasad Lolayekar is to be believed. He says the museum will at least be partially inaugurated on Goa Liberation Day, this year. “It is going to be a separate museum. The Goa State Museum will not be shifted there. At least the first floor will be inaugurated on December 19 this year. The ground floor, which requires more work to be done on it will take at least another

year,” Lolayekar told Herald. However this has not satisfied heritage lovers, who more than anything are looking out for a concrete plan of what is conceived. “The government has no plan in place. They have not decided what exactly is going to be put therein,” Prajal Sakhardande of Goa Heritage Action Group (GHAG) told Herald. Heritage lovers have been longing for a place for interactive and intellectual discussion on matters of heritage within the city and have in the past made representations to this effect. “What we want is that Goa State Museum be shifted here. In its current location nobody
visits it. They can have a very lively and interactive place with a seminar hall, besides various galleries and even one special one dedicated to the history of the secretariat building,” Sakhardande said. Currently, most private museums and institutes play host to intellectual activities such as Sunaparanta Centre and Xavier Centre for Historical Research (XCHR) run by Goa Jesuits. The government is however unlikely to budge on its commitment to keep Goa State Museum where it is especially with the new central library coming up right next to it. Work on the old secretariat began in 2008 and initial estimates were pegged at Rs 6.93 crore. In the past, the delay in handing over of old furniture to General Administration Department (GAD) held up work. Even now, some furniture is still lying in the building. There are wooden chairs, tables, steel tables, wooden cupboards, steel racks and wooden rack lying in the Old Secretariat. The secretariat is Panjim’s oldest surviving building with its sloping tiled roofs, carved stone coats of arms and wooden verandas. It was originally the Summer Palace of Goa’s 16th century Muslim ruler, Adil Shah. Later, the Portuguese converted it into a temporary rest house for the territory’s Governors and then a residence for the Viceroy.

Central Bureau of Investigation (CBI) official on Thursday said that they have submitted closure report on corruption case filed against Opposition leader Manohar Parrikar in connection with IFFI infrastructure scam before the local court. Talking to reporters, Deputy Inspector General (DIG) Pravin Salunke said “We have filed a closure report with the court last month for lack of evidence,” Salunke said. CBI was probing Parrikar after a complaint was filed by Congress legislator Mauvin Godinho for alleged financial misappropriation while building infrastructure for the 2004 IFFI. Parrikar was interrogated under sections 409, 421, 423, 431, 432, 463, 468, 471 & 120 B IPC and Sec 10 & 12 of Prevention of Corruption Act, 1988, for irregularities found in the matter. Chief Minister Digambar Kamat, who was then a BJP leader and a key member of IFFI organizing committee, was also questioned by CBI in connection with the case.

.S. Subbulakshmi is a name that is synonymous with the world of Carnatic music. Along with Lata Mangeshkar and Sarojini Naidu, Subbulaskhmi is often called the ‘Nightingale of India’. She was born on 16th September 1916, to a family deeply involved in music. Her grandmother Akkammal played the violin and her mother was a veena artist. Her full name was Madurai Shanmukhavadivu Subbulakshmi, but she is known as M.S. Subbhulakshmi.
Musical Beginnings
True to her roots, M.S. Subbhulakshmi was a child prodigy in music. She released her debut album at a tender age of 10. She received training in classical Carnatic music under the tutelage of the famous Semmangudi Srinivasa Iyer, and subsequently learnt Hindustani classical music under Pundit Narayan Rao Vyas.
Subbulakshmi gave her first public performance at Kumbakonam during Mahamaham festival. She then went on to the Madras Music Academy and gave a stunning performance at the age of 17. Apart from her mothertongue Kannada, she sang in Tamil, Malayalam, Telugu, Hindi, Sanskrit, Bengali and Gujarati.

She attained much acclaim and success in films, but, in time, they lost their appeal for her. She continued to pursue music, as it was her first love. After she quit films, she continued to give public performances and concerts.

In the year 1936, she met Sadasivam who was a freedom fighter. They both got married after four years, in 1940. Sadasivam already had children from his previous marriage, and the couple did not have any children of their own. It was said that she treated his kids like they were her own.
She passed away on 11th December, 2004, in Chennai, at the age of 88. The rich legacy of music that she left to the world will live forever. It would be difficult to estimate the impact made by M.S. Subbulakshmi, not just in the field of Carnatic music, but also as a philanthropist and a selfless person, who placed her life at the service of her country and its people. She was much larger than life and completely unforgettable.

The Anjuna Rakhon Manch (ARM) on Tuesday criticised the State government and its machinery for demolishing houses of the common people. The speakers referring to the recent CRZ demolitions in Anjuna-Caisua Panchayat jurisdiction were of the opinion that the State government could have come up with a resolution to save the houses belonging to common people. The Manch has decided to fight the CRZ demolitions by petitioning Chief Minister Digambar Kamat over the issue. Addressing a press conference, ARM President Damas Fernandes called upon the villagers to unite and fight against the Anjuna-Caisua Panchayat for demolishing the legal houses which existed prior to 1991. Vaishali Shirodker of ChivarAnjuna claimed that the act of Anjuna-Caisua Sarpanch Lavino Rebello to first allow re-building their house and later notifying it for demolition was like stab-
bing from behind. Ramesh Kambli said that the State government could have saved their houses likewise it did to save a hotel in North Goa, but regretted that the government has no such desire for poor Goans. KRCL public relations manager, Telugu said the KRC so far offered employment to 1978 land loser candidates after they were found eligible for employment since May 30, 1996. “So far, the KRC has issued 35 notifications inviting applications from eligible land loser candidates from various Group C & D category of employment. Besides, 25 notifications for filling up of vacancies in Group-C post have been issued and land loser candidates have been employed in categories like Asst Station Master, Commercial Assistant, Goods Guard, Passenger Asst, Diesel Asst, Electrical Signal & Telecom Maintainer, Accounts Asst, Blacksmith Tinsmith & Welder, Artisan. Government can give us schemes but not water and oxygen, stated noted environmentalist Rajendra Kerkar at the award ceremony of Vavraddeancho Ixtt at the Black Box of Kala Academy on Thursday. “The two main sources of water of Goa lie in the Chorla Ghat and Netravali region of Sanguem. The main rivers of Goa, Mandovi and Zuvari, originate in these forest area. Therefore it is a prerogative to protect the forest of Goa,” said Kerkar, who was speaking as chief guest at the function to mark the 78th anniversary of the Konkani weekly ‘Vavraddeancho Ixtt’. Noting that Goa is increasingly losing its forest cover, Kerkar said: “In future we may have to, like some places in Mumbai, go to an oxygen parlour. But if our forests are destroyed, our simple Goan people will not afford to go to the oxygen parlors.” “To take care of nature is the greatest religion of modern times. In today’s context of Goa, we need not build churches or
temples but we need to preserve our environment especially the mangroves,” Kerkar said. Valanka Alemao, guest of honour for the function, urged the youth to come forward to take up the challenge and keep Konkani alive. Fr Tony Lopes, superior general of the Society of Pilar, stated that, the identity of Goa disintegrates when one looks only for his/her wants. “The challenge is to face such a context. Today in Goa, we need simple people who with their education, talent and religious upbringing are ready to preserve and renew their identity of Goa,” he said. Vavraddeancho Ixtt Editor-inchief Fr Feroz Fernandes claimed that people’s responsibilities as Goans does not end with the slogan speak, read and write Konkani. “But they should encourage others to speak, read and write Konkani.” “We need to preserve the identity of Goa not just as it is but rather renew it with the changing times. Our responsibility is to bring such a renewal

Speaker Pratapsing Rane recently launched several development works in Poriem-Sattari. At Mauxi, Rane laid the foundation stone for improvement of rural water supply scheme, construction of ground level reservoir and the work is estimated to cost Rs 19.05 lakh. The water supply to Mauxi, having a population of 1,132
residents, is from 5 MLD Dabose water supply scheme. The scheme will provide assured potable drinking water supply to all the sectors in the village. Rane inaugurated improvement of water supply at Narayan Nagar, Honda. The cost of the project is Rs 57.31 lakh. At Pissurlem, construction of 800 m3 ground lever reservoir, 300 m3 overhead reservoir and laying of conveying and distri-
bution pipelines project was inaugurated by Rane in the presence of Pale MLA Pratap Gawas. The total cost of the projects at Pissurlem is Rs 306 lakh and the objective of the project is to meet the total water demand of Pissurlem village, which was the long pending demand of the villagers. The scheme will provide assured potable water supply to domestic, commercial, industrial and other sectors in the village. After slowing down a bit which caused some concern among the villagers, the work on the Bandolem (lake) is going on a fast pace with the concrete embankment on one side being almost complete. In fact, the slow progress of the work had caused some concern with the villagers raising the issue at the recently held gram sabha. Acting Sarpanch Ramakant Borkar had assured the villagers that the work would pick up after the paddy harvesting was over as it would thereafter be possible to bring down the water level of the lake.
Borkar who inspected the work told Herald that the work is on schedule and he would try his best to get the work completed before the onset of monsoon. The first phase of work is taken up at an estimated cost of Rs 95 lakh and also includes desiltation and is done from the funds of Water Resources Department (WRD). Violators seem to thrive on illegal activities during the weekend or on government holidays and in a recent case, truckloads of mud was being dumped in a paddy field at Pazentar-Cortalim. Despite notices from the Mormugao Mamlatdar and Cortalim Panchayat on two occasions, the illegal activity was in full swing to dump mud and debris in the field. “Violators undertake such operations during the weekend, when the government is closed,” remarked a villager. On Saturday morning, a local villager tipped off a reporter about the incident and matter was reported to Mormugao Deputy Collector Levinson Martins. Martins immediately directed Talati Hanumant Mandrekar and Verna police ASI Kamlakar Bhandari to rush to the site and stop the activity. Speaking to reporters, Mandrekar and ASI Bhandari claimed that a contractor, identified as one Barad, had engaged his truck to illegally dump mud in the field. “The Mormugao deputy collector has asked us to investigate the matter and if the activity violates TCP norms, the police has been asked to seize the machinery,” said Mandrekar. He further said the deputy collector had also directed Verna police to arrest the contractor under Section 151 of CrPC. Valpoi residents irked with telephone exchange service
BSNL customers in Valpoi have expressed great resentment over poor and irregular service provided by Valpoi Telephone Exchange since the last few days. The students’ community on Wednesday expressed anguish as they could not check the HSSC results on the Internet despite repeated requests to the authority at Valpoi exchange to repair landline phones, which have remained dead for several days at Valpoi. “BSNL landlines in Valpoi frequently remain non-functional and in a month more than 15 days our phones remained dead and the Valpoi Exchange do not even provide any relaxation or reduction in rental charges,” complained the customers. “Most of the time in a month, our landline phones remain dead and are repaired only after repeated requests and that too repair work is carried out at a snail’s pace. The reply we get from the exchange often is that cables are broken or damaged and will be replaced once it is brought from Panjim,” added the customers. When contacted, sources in BSNL Exchange Valpoi admitted that during last few months landline customers in Valpoi had to suffer due to frequent damage of cables by Goa State Infrastructure Development Corporation (GSIDC), which is engaged in the ongoing beautification work at Valpoi. “They frequently damage the

Porvorim Police have registered an offence against a man on charges of threatening his wife and for violating the court order which restricts him and his parents from visiting his wife and children. Offence has been registered against Gaurav Gupta under Section 31 (1) of Protection of Women from Domestic Violence Act 2005 for allegedly threatening his wife, Radhika, in the presence of minor daughters and also violating the court order which restricts him and his parents from entering the building complex of his wife and children. It may be recalled that Radhika had filed criminal proceedings against her husband Gaurav, father-in-law and mother-in-law under Section 31(1) of Protection of Women from Domestic Violence Act 2005 in 2009. A police complaint has also been filed against them in Women Police Cell on October 10, 2008, for allegedly throwing her and her minor daughters out of the matrimonial house at Green Valley in Alto Porvorim and treating her and her children with mental and emotional cruelty. Goa humiliates itself on Medium of Instruction
I
t was another agonizing wait for the Goa delegation in the court of the centre to get a verdict on English as a medium of instruction. On day one, Kapil Sibal the union HRD minister, expected to decide on an issue which should have been settled in Goa, was missing, attending far more important matters. On day 2, the delegation consisting of several Goa heavyweight ministers bided their time chit-chatting in the confines of Goa Niwas in Delhi, waiting again for the Centre to take a decision. The signals are that the deadline given by the AICC General Secretary in charge of Goa J S Brar of giving a decision regarding the medium of instruction issue on May 20, will be extended by two to five days. The FORCE representatives present there are insisting that the decision should be given by Friday. Irrespective of the decision the Centre gives, do we realise that Goa has humiliated and insulted itself by the manner in which it has conducted itself? The issue was a very simple state matter which would have been resolved in any other state. Frankly, neither Kapil Sibal or for that matter the AICC president Sonia Gandhi will not, in their right senses, put this issue on the top of their to-do lists. The party will squeeze some time out to hear the delegation on the issue but that must not be mistaken for the Centre giving too much merit to the urgency of this. Goa has allowed itself to be a subject of ridicule, because it’s Chief Minister has lost the capacity to take firm decisions on matters which are under his jurisdiction and control. It is actually shameful to see senior ministers and the deputy speaker wait in the Delhi durbar, to settle an issue which the Goa leadership should have strongly dealt with. If Goa’s Chief Minister and Education Minister cannot decide on whether to include English as a medium of instruction and give parents of Goa a choice, then they should not be holding those jobs. Alternatively, they should declare officially themselves puppets of the Centre and absolve themselves of any trouble of decision making in the future. Let there be no doubt that the Centre will not take a firm decision which goes in favour of any one group in a hurry. They will, in a quintessential manner take a middle of the road approach or take the time-tested approach of appointing a committee consisting of representatives from all sides. This is all the more certain because the Chief Minister himself is not completely in favour of including English in the holy sanctum sanctorum of aided subjects, because of a perceived political fallout in north Goa talukas. Moreover, Speaker Pratapsingh Rane, is one of the strongest behind the scenes advocates of maintaining the current status quo of having Marathi and Konkani as the medium of instruction only. The current exercise of the Goa delegation may be meaningful and sincere and perhaps there is a need felt to solve this issue. But the truth is that the right doors are not being knocked. An issue which could have so easily been settled in Goa, is lingering in the corridors of uncertainty in Delhi. Now, as before, the writing is clear. The overwhelming majority of parents, and all right thinking people of Goa, want a choice of the medium of instruction for their children, including the choice of English. The government should go ahead and give that choice because this takes nothing away from the present choices. This doesn’t need Kapil Sibal’s decision. This needs common sense.

Parents with little or no education have mothered the shining stars of the world, says JAMeS ferNANDeS
T
he cry of a child immediately conveys a message to the parent the reason for crying and waking up in the middle of the night. The parent is able to identify the various sounds in a child’s cry and attends to the child accordingly. Their parental instincts, instructs them what is good and what is bad for their child, they are well equipped to understand the foods that are nutritious, the foods that can cause complications, the foods that strengthen their metabolism and immunity and the foods that damage their metabolism and immunity and accordingly, the child is fed. On many occasions, an illiterate parent brings up the child in a manner far better than a literate parent. Since time immemorial, parents have played a pivotal role in the success of their children. Tens and thousands of individuals, including inventors, scientists, scholars, academicians, musicians, and sportsmen owe their success to their parents, elders, friends and relatives. The examples cited by the Bhatikars, Bhembres, Sandesh Dessai’s and others, who have categorically expressed their view that even though they have received their formative education in Konkani, Marathi or other vernacular language, they have been successful individuals in professions inclined towards the English language. The admissions made by these successful gentlemen reinforces our belief that with parents, the elders and relatives around us that lifts, advises, supports and teaches you to shoulder the difficulties before you. It is these fundamentals that do not exist in millions of unfortunate homes and therefore, the disparity in education, standard of living, financial status is eloquently vivid between a child of an enlightened parent and unenlightened parent. It would be worth pondering if the Bhatikars, Bhembres, Sandesh Dessai’s, Mousinho Athaides, Jamie Coutos and others who subscribe to similar views, would have been successful individuals if they were born of poor or backward parents. The present day parent is well versed in the knowledge that knowing English language would help their siblings to move out of their home, their village, their state and their country and that one day, the knowledge of English would render their siblings to be economically successful individuals. The other parents have accepted that
LoverS of GoA pursuing English language would help them to be successful professionals. One may call it selfishness, rashness or just indifference to their own mother tongue. Economic imperatives, financial rewards and status, drive the parent to educate their siblings in English language. It is these selfish and self-centered views of these parents that require to be fine tuned. While their selfish desire to educate their children in English should be encouraged, supported and incorporated, the mother tongue Konkani should be supported and incorporated in a manner that the mother tongue Konkani gets positioned to walk hand in hand with English and the two languages should be insulated and fortified in a way, that would assist the languages to feed, depend and support each other. Let us for a few moments introspect the decision of the government of Dayanand Bandodkar to open hundreds of government funded Marathi primary schools across the state, which has left tens of thousands of students, who had attended these schools, backward, poor and insecured. Let us consider a situation where, instead of government primary schools, the government of

In Europe and North America, it was inevitable as unemployment soared and there was a need for vicarious living. But in India, where the Planning Commission tells the Supreme Court, ‘No urban Indian spending more than Rs578 a month on all their basic needs – less

For this coming academic year, the government of Goa needs to immediately acknowledge and fulfil the request of parents seeking funding for English as a MoI and stopping discrimination towards English. A long term decision can be reached in the near future. Goa is likely to go to the polls soon to elect a new government. Why don’t we add the medium of instruction issue to the ballot paper and ask all eligible voters to cast their votes and decide for themselves in true democratic fashion? This will definitely boost the poll numbers because polling stations would be swarming with people eager to secure their child’s future. The current set of MLAs seem to have based their opinion on the medium of instruction issue, purely on political issues. Why should parents be at the mercy of these 40 MLAs who more often than not, are not even sure which party they should be in...leave alone the best language to educate their children? Uneducated ministers and wily politicians cannot decide on the future of our kids. And why should parents in Goa be at the mercy of high command in New Delhi? Allow parents to vote on this issue. She must be Indian! The Queen gives awards and titles to those who can curry favour. We have a patent on curry. So Indian! The Royal family has huge weddings. Like the great Indian wedding. abiding hatred for Goa and Goans. All their activities seemed geared to the destruction of both. Over construction has destroyed the coastal areas, over-mining is destroying the hinterland and just when you thought things could not get worse, education goes for a toss. The mother tongue issue seems small compared to Section 16 of the Right to Education Act. It doesn’t matter if the child cannot understand or speak English in standard V because no student will be expelled or failed till Std VIII. Given the kind of teachers we have (yes, yes, there are a few exceptions) this is a red-letter day for them. They won’t need to do any research on their subject, or correct exam papers. Children can be delinquents with no fear of being expelled or failed. Teacher’s jobs are secure. They will be laughing all the way to the bank. The children will appear for exams in Std IX and then, corrections will be lenient since it will be their first. Next follows Std X. I wonder how many suicides will take place then.

The contribution made by Babasaheb Ambedkar to the nation and his community, and the Buddhists in particular, would not have been possible had he not received substantive guidance and assistance from his parents and certain well placed persons and above all, his alma mater, his temples of learning, which included the University of Bombay, Columbia University, University of London and the London School of Economics. Every one of these temples of learning were English institutions which begs the question: would Babasaheb Ambedkar have known the success he achieved if he had not received the guidance from parents and other prominent individuals? Would he have reached the pinnacle of success if he had not pursued his education in English? All of these institutions were English based institutions. Certain communities, primarily the socially and economically backward, in several parts of the country have begun to experience enlightenment and understanding. A perception that influences them to move into localities that have a predominant, educated, disciplined and reasonably successful people as residents. The parents and elders of these people gain this knowledge at the place of work or from friends or purely based on an inclination that informs them that the reason for their backwardness is their inability to move with the times. These parents on getting enlightened, make a calculated decision to educate their children in English language, that could bring them prosperity, enlightenment and success and with this objective in mind, they undertake a journey that asks them to change their present residence to a locality where reasonably disciplined and educated people reside. The politicians, certain religious leaders and above all, the self righteous feed and depend on the poor and illiterates. They have vested interest in seeing that the poor and backward are not enlightened with the knowledge of English that would assist the poor and backward to move away from the ghettos and become independent individuals. (‘Compassion not revenge’, Herald, 18 May), then in the first case, you would have not replied. You say Osama was killed like a dog and deserves a fair trial. But was he ready to surrender? Take the case of Saddam. He evaded arrest, but was finally captured and hanged to death. In both cases, the US Special Forces tried to capture these terrible fanatics. In one case, they succeeded in imparting a trial but in the other, it was unavoidable. And if you read the newspapers and read them well, then it says he was offered a chance to surrender. He instead chose to resist. About compassion, Osama is the guy who killed innocent people and his disciples were involved in the 26/11 attacks in Mumbai. One can have neither compassion nor sympathy for such dreaded human beings.

Would you read out a passage of forgiveness from the Holy Book or shoot his brains off?
On Bin Laden’s death Agnelo Dias, Calangute I feel funny and insecure when Sarjano says that he has compassion for Osama Bin Laden, who was a dreaded terrorist. Is Mr Sarjano a radical or an extremist? How can anyone even have sympathy for a dreaded terrorist like Osama known for his evil doings? As per my knowledge, merely surfing an Al Qaeda website or any other terror related websites is considered to be done with evil intentions. And now, here is someone who speaks in favour of Osama, asking for a fair trial.

In Karnataka where BJP Chief Minister B S Yeddyurappa has been the on-again, off-again and repeatedly on-again leader for about 16 MLAs, five of whom are independents. They did not support Yeddyurappa for some time, when the Speaker disqualified them (on the behest of Yeddyurappa). Now after quite some time during which Yeddyurappa had a good run of his sort of governance, the SC has nullified the disqualification. By this time, Yeddyurappa has got back the allegiance of a majority of these people who had denounced him earlier. The Governor though, had different views. Morality of the whole issue apart, this is the form of number game we are always playing in the Indian democracy.
Paths of Wisdom Enjoin good forbid evil By Samir Khan “Abu Hurairah reported the Holy Messenger (blessing and peace upon him) as saying: for those who call people to righteousness, there will be reward assured for them like the rewards of those who adhered to it, without their rewards being diminished in any respect. And those who call people to error, they shall have to carry (the burden) of its sin, like those who committed it, without their sins being diminished in any respect.” (Sahih Muslim) Islam enjoins the believers to call people to all that is good, virtuous and righteous, and prohibit them from all that is evil. This duty of amr bil ma’roof and nahi anil munkar (enjoining good and forbidding evil) forms the nucleus of the socio-religious life of the believers. Here in this hadith (Sayings of prophet Muhammad) the Holy Messenger (may Allah bless and greet him) brings into light the rewards of those who take care to do this duty as well as the burden of those who choose to go contrary to it. Islam enjoins the believers not to content with doing good to themselves only but to invite others as well to do good and virtuous. The emphasis it lays on this duty is so great that it becomes obligatory upon the believers to invite others to ma’roof (good). If a believer invites his fellow beings to do good and righteous, the Holy Messenger (may Allah bless and greet him) assures to him (By Allah’s will) of a reward equal to the reward of those who adhere to the call. And, similarly, if a person invites his fellow beings to evil, the Holy Messenger (may Allah bless and greet him) warns him that he would have to bear the burden of its sin equal to those who commit the evil. And in either case, there will be no diminishing of the reward or burden of sin of the adherents.

OPinionated The Dignity Debate By SABINA MARTINS
The dignity of a human being is fundamental and universally accepted, making it mandatory for governments across the world to uphold and protect this dignity, a human right of every individual. The objection to the dialogue in ‘Dum Maro Dum’ promos demeaning the women of Goa, and derogatory writings – poetry or prose – stems from this principle. When people are treated differently because of their colour, we do not hesitate to decry racial discrimination. After all, the dignity of a human being is facing attack. When people are treated differently because of the religion they follow (or do not follow), we do not hesitate to decry communalism. The dignity of a human being is under assault. When persons belonging to certain communities are treated differently – say they are prevented from drawing water from a community well – we do not hesitate to decry casteism. The dignity of a human being is being assailed. The dignity of the human being is the common underlying cause in the struggle against racism, communalism, casteism, and even gender bias. Dignity is the birth right of every human, regardless of colour, religion, caste, gender, class, education, region, nationality, language, ideology, disease, age, etc. So when a whole population of women from Goa is labelled cheaper than liquor, or when voices are raised against writings derogatory to women, why do some decry women activists repulsing these attacks on the dignity of women? Double standards exist, because the grouping determines whether dignity will be respected or not. That is why intellectuals and writers will express outrage when an individual is referred to derogatorily by a caste name. But when a section of marginalised and vulnerable women is referred to in a derogatory manner, they may dismiss the issue as a personal matter or trivialise it. It is not common to hear abuses linked to the sexuality of women when debating issues ranging from communalism, environment, identity, workers’ rights, land rights or politics. Wife beaters can even include those who are vociferous in condemning communal and caste violence. Members of gram sabhas fighting for their legitimate rights sometimes slip up and use derogatory language against women panchas. Workers fighting for their just wages end up hurling sexual abuses that insult women. A debate on issues could easily slide into character assassination of women activists. These digressions happen irrespective of gender. This is a shortcoming of progressive movements fighting for the dignity of human beings. While the law states that all are equal before the law, the debate in the media centres on the right of expression of only ‘creative people’. Does the freedom of expression of one set of people supersede the freedom of expression of another group? Gender bias stares us in the face .When women activists review and critique the language and content of poetry, prose or films, an unprecedented undermining of the rights of women to freedom of expression begins. Why? Every right comes with a corresponding duty. Does freedom of expression have no corresponding duty? Can one right infringe on another right? It is settled by law that one cannot play loud music under the name of freedom of expression and harm the eardrums or destroy the peace of others. When under the guise of creative expression character assassination of women and activists was resorted to and vulgar language used in a publication meant for children, there was complete silence in the media. No critique appeared in the public domain, though in private opinions were expressed against it. However, when women activists raised a policy demand that only those people who respect the dignity of women should head institutions funded by the government, several writings appeared against the demand, to the extent of calling it personal. These double standards become stark. ‘Personal is political’ has been a long-standing slogan of the women’s movement. If a woman is beaten at home, it is a personal problem that is political. That is why legislators were forced to make a law against domestic violence. The same is true for dowry, rape, molestation, sati and other indignities on women That the authorities do not care for the dignity of women is evident from their policies, and the non-functional systems meant to address the concerns of women – whether it is rape, trafficking, molestation, domestic violence… The coming together of women’s groups has triggered the dignity debate, a move in the right direction. The alteration of the derogatory dialogue in ‘Dum Maro Dum’ is a small success. We still have a long way to go. When we do not respect the dignity of human beings because of their grouping, violation of human rights begins. That is why laws are made to protect the rights of women, children, senior citizens, HIV-afflicted people, transgenders, tribals, ethnic people, workers, and other marginalised and vulnerable people. It is time we recognise that the dignity of a human being is important, and cuts across all issues. We should all be on the same side. No marriages of convenience…
Rs 1 cr blood money offered for 17 Indians in Dubai death row PTI DUBAI, MAY 19
Blood money to the tune of Rs 1 crore was offered in a Dubai court today to save the 17 Indians on death row for murdering a Pakistani following which the case has been adjourned till June 16. Local businessman, S P Singh Oberoi, who is founder president of Indian Punjabi Society, told PTI that he made the offer of Rs 1 crore in Pakistani currency, in the presence of the judges, Indian convicts and the media. On March 28, 2010, the Sharjah Court of First Instance pronounced the death sentence on 17 Indians who were accused of killing a Pakistani national in January 2009. The Government of India hired a law firm Mohammad Salman Advocates and Legal Consultants to defend the accused. Today's hearing was the 13th in the case. "When the attorney (Ramzan)
representing the victim (Misri Nazir Khan) refused to acknowledge that we have made an offer before today's hearing, I offered a sum of 1 crore Pakistani rupees (over USD 120,000) to settle the matter," Oberoi told PTI. According to him, individuals from Indian and Pakistani consulates in Dubai and members of the media were present in the court when the offer was made. Bindu Suresh Chettur, one of the lawyers representing the case confirmed that the offer was made. "We wanted to convince the court that we are abiding by the procedures and are pursuing the matter with Ramzan. Now they have to decide before June 16 whether they are accepting this offer," she told PTI. A statement from Indian consulate in Dubai said that safeguarding the interests of the 17 accused remains the paramount concern of the Government of India.

CBI team in Denmark with expired warrant for Kim Davy PTI NEW DELHI, MAY 19
After the goof up in India's '50 most wanted' list given to Pakistan, Government faced another embarassment when a CBI team landed in Copenhagen to seek extradition of the main accused in the 1995 Purulia arms drop case Kim Davy with an expired warrant. A two-member CBI team, which reached Copenhagen on May 16, was left red-faced after Davy's counsel pointed out during the court proceedings there that the arrest warrant issued by a special CBI court in Kolkata against his client had expired in January this year. The team which was in the Danish capital to assist local authorities immediately sought a fresh warrant against Davy from the special CBI court. The Kolkata Special Crime Branch officials of the agency scrambled to get the fresh warrant which was issued by the special CBI court and a scanned copy was sent to the team in Copenhangen. The agency then sent an original copy of the warrant as well so that team there is fully equipped when hearing resumes today. "All documents are in order
with the CBI team," CBI spokesperson Dharini Mishra said today. A CBI official was earlier quoted as saying that an oversight had led the CBI team go to Denmark with an invalid warrant. A five-member constitutional bench of the Denmark High Court is hearing the plea of the Denmark government which challenged a lower court order against the extradition of Davy
to India. The decision to despatch the CBI team was taken days after Davy and one of the convicted persons in the case, Peter Bleach, had alleged that the Purulia arms drop operation was planned by the Indian government and its intelligence agencies to destabilise the Left Front government in West Bengal. The government had, however, quickly denied the allegation saying it was aimed at misleading the prosecuting agency and the court in Denmark which are seized with the matter of his extradition to India. The CBI had registered the case on December 28, 1995 after sophisticated arms including AK-47 assault rifles, anti-tank grenades and other weapons were dropped from a foreign plane in the fields of Purulia in West Bengal on the night of December 17, 1995. An Interpol Red Corner Notice was issued against Kim Davy in 1996 on the request of the agency. Since he was traced to Denmark in 2001, efforts continued to extradite him to India even though there was no extradition treaty between the two countries.
ED slaps money laundering charge against Kalmadi PTI NEW DELHI, MAY 19
Troubles mounted for the sacked CWG Organising Committee chief Suresh Kalmadi with the Enforcement Directorate registering a money laundering case against him in connection with financial dealings during the 2010 Commonwealth Games. The Directorate, which had earlier charged Kalmadi for alleged violation of foreign exchange rules, has now moved a court to seek the custody of Congress MP from Pune and record his statement. Kalmadi, arrested by CBI last month on charges of cheating, conspiracy and corruption in the Timing, Scoring Result system (TSR) relating to Commonwealth Games, is currently in judicial custody. Sources said today the ED has registered the case under the Prevention of Money Laundering Act (PMLA) against Kalmadi as he had a role in every financial dealing of the OC, by virtue of being its Chairman. The findings of the CBI and the ED in the entire Games probe were also taken into account while pressing the money
laundering charges, the sources said. The ED, after obtaining the court's permission, will also question Kalmadi in connection with the money laundering and foreign exchange cases that it has registered in the overlays and the Queens Baton Relay (QBR) scams. The agency has also asked Kalmadi to furnish details of his bank accounts, movable and immovable properties, instances of foreign travel before the Commonwealth Games held last year, and transactions of foreign exchange in the last few years. Sources said Kalmadi has asked for a few weeks' time to furnish these details to the ED.

Four Pakistani youths taking bath in Jalalia rivulet entered into the Indian territory near Jaitpur Post in Bamial sector and were arrested by BSF jawans. The incident occurred last evening, a senior official said today. Gurdaspur BSF DIG D S Bains said the four Pakistani youths had told them that they were taking bath in Jalalia rivulet and swam into the Indian side in the absence of any demarcation. Bains said during preliminary inquiry, BSF authorities found that they had "inadvertently" entered the Indian territory and in case they were found to be innocent and if the officials were convinced that they had not made a forced entry into the Indian side, they will be handed over to the Pakistan Rangers. So far, Pakistani authorities have not made any formal request for getting them back, Bains added.

There will be 36 Trinamool Congress ministers, while seven are likely to be from the Congress in the new West Bengal government to be headed by Mamata Banerjee. A list of 36 names of MLAs from the Trinamool Congress, barring Banerjee, has been received by the chief secretary's office from the Raj Bhavan, secretariat sources said. "The Congress list of ministers has not yet been received," the sources said. The Congress was likely to have seven ministers. Four cops killed in Naxal attacks PTI NAGPUR, MAY 19
Four policemen including a commander of an elite anti-Naxal force and two special police officers were killed and two injured in separate Naxal attacks in Maharashtra's Gadchiroli district today. "A commander of C-60 battalion Chinna Menta was killed when a group of Naxalites attacked a police party at Nargonda in Bhamragarh taluka of the district while three other policemen were killed in Bejurpalli area in Allapally taluka, where another team was engaged in a face-off with ultras," Additional SP (Operations) Rahul Sheth told PTI. The three other deceased policemen have been identified as constable Surendra Pathan, Sudhakar and Pungati (both SPOs), police said. A chopper brought the bodies of all the policemen to Gadchiroli, besides the injured cops, they said. The injured have been admitted to Gadchiroli Civil hospital. Police claimed casualties among Naxals in the second encounter but their bodies have not been recovered so far.

Various delegations from Goa are still camping in Delhi and were hoping to have an audience with Sibal, even as the Forum for the Rights of Children’s Education (FORCE) has insisted on a decision on the controversy by Friday. It is learnt that the eight-member delegation of FORCE has decided to return to Goa on Friday after having put forth its views with the central leaders. Sources said FORCE leaders maintained that a decision should come by Friday as per the assurances given by the Congress high command functionaries, though the central leaders have agreed to come out with a solution in the next three-four days. FORCE Secretary Savio Lopes said the delegation is hopeful of a positive outcome after it convincingly put across its view on the Medium of Instruction. Section 16 of the central government’s RTE Act states: “No child admitted in a school shall be held back in any class or expelled from school till the completion of elementary education”. Three major bodies — Goa Headmasters Association (GHA), Goa School Managements Association (GSMA) and Nationalist Educational Institutions Management Association (NEIMA), have in the past opposed the Directorate’s unilateral last minute decision, saying that the circular needs to be withdrawn as it as led to chaos in the educational institutions. Most academicians want that the RTE be implemented from next year onwards. Questions on why the Government remained dormant on the RTE even though it was passed by the Centre in 2009 and have suddenly woken up in May this year remain unanswered.

Under pressure from Opposition parties, Bihar Cooperative Minister and BJP leader Ramadhar Singh, declared an absconder by a court 16 years ago, resigned from the Nitish Kumar Cabinet. Singh sent his resignation to Chief Minister Nitish Kumar late last night, officials at the CM's office said today. Singh told PTI today that the allegation against him of being an absconder since 1995 was true. "Therefore, I decided to put in my papers. I was not aware of a court declaring me as an absconder in this case," he said. "If I was aware, I would have approached the court for bail. Even my lawyers did not inform me about this," he claimed. "After coming to know about being declared as an absconder in this case, my first duty was to resign before taking legal remedy," he said.

Govt creates elite unit to probe financial crimes PTI NEW DELHI, MAY 19
Faced with a plethora of frauds and scams, the Finance Ministry has decided to set up a specialised wing to probe financial crimes like terror financing, money laundering and trail black money. The specialised wing -- Directorate of Criminal Investigation (Income Tax)-- will be manned by hand-picked officers who are experts in financial and forensic investigations. The I-T department, which has unearthed about Rs 30,000 crore blackmoney in the past two years, has begun putting necessary infrastructure for the new unit. Finance Minister Pranab Mukherjee gave his approval for the creation of the new unit earlier this month and this has come as a 'shot in the arm' for the department which is currently probing some very highprofile and big-ticket financial transactions in the country and abroad. This is on the lines of the action plan, called 'Vision 2020' unveiled by Mukherjee earlier this year. The document, among other things, focuses on the department's efforts to unearth black money. Under the provisions of the new Direct Taxes Code (DTC) which is set to replace the I-T Act by next year, the department, with the operationalisation of this elite unit, will have powers to investigate and summon for evidence on the lines of the Enforcement Directorate
and the CBI. The new unit will enable the department to deploy additional intelligence and investigation tools to detect and combat terror financing, money laundering, offshore tax evasion and other illegal trades which impact national security. "The department has begun putting the infra in place for the new directorate which will have enhanced powers than the present investigation and intelligence units of I-T. "The new unit will function under the provisions of the Income Tax Act but will have additional resources to check terror financing and financial proceeds of crime," a senior I-T officer said. The creation of the new unit comes in the backdrop of a new plan of action developed by the Finance Ministry for the I-T department keeping in view the multitude of financial scams in the country and ramifications of national security through illegal funding and Hawala dealings. "Income Tax department intends to use innovative methods to supplement its traditional enforcement tools in order to reduce the tax gap during the strategic plan period 2011-15. A conscious effort will be made to move towards non-intrusive targeted enforcement tools," the 'Vision 2020' document of the department said. regularities from and to overseas destinations and is of the view that the "next decade" will see an increased role (of I-T) in scrutinizing such transactions and fund flows. "This will require the income tax department to deploy considerable resource and energy on criminal investigation. "Effective criminal investigation will necessarily include a comprehensive international strategy to combat offshore tax evasion, and fund flows that threaten security of the country," the official document said. The document, which will undergo a mid-term review in 2013, aims at taking forward the strategic planning of the department and its policies from 2011-2015 along with the new Direct Taxes Code (DTC) which is proposed to replace the current Income Tax Act from next fiscal. The roadmap seeks to strategise the policies of the department as new technological development, accelerated globalisation, exchange of information between revenue authorities and the new Direct Tax Code offer both challenges and opportunities. The department also proposes to hone its cyber forensic skills, keep tab on fund flow relating to money laundering, narcotics and terror and "ensure exemplary enforcement against abusive schemes and corporate tax frauds." The I-T department accounts for 60 per cent of the central revenue.

PANJIM (HBD) -- Defence Minsiter A K Antony will formally commission the 1st and 2nd phases of Goa Shipyard’s Infrastructural Modernisation Project Ltd (GSL) on May 21, 2011 at GSL. The commissioning of the 1st and 2nd phases of GSL’s ambitious infrastructural modernisation project at a cost of Rs 400 crore will enhance its infrastructure by two repair berths, transfer area and shiplift piers in addition to the shiplift facility. The ‘Shiplift System’ – first of its kind in defence shipbuilding yards in the country, will be dedicated by the Defence Minister on the occasion. AK Antony will be also lay the foundation stone for the 3rd and 4th phases of GSL’s Modernisation Project. The commissioning of the Shiplift facility is synchronized with the launching of the 3rd in the series of Naval Offshore Patrol Vessels indigenously designed and being built by Goa Shipyard Ltd for the Indian Navy by Elizabeth Antony, wife of the Defence Minister. The modernization plan at a cost of Rs 800 crore aims at creating capacity in the shipyard for the production of cutting edge technology warships. The World Bank on Thursday approved a USD 15.36 million credit and USD 8.14 million grant for a project to conserve high-value forest areas while improving the livelihoods of forest dependent communities in India. The Biodiversity Conservation and Rural Livelihood Improvement Project will conserve biodiversity, while improving rural livelihoods by applying culturally appropriate and tested participatory approaches to support opportunities for improving rural livelihoods, the Bank said in a statement. "India is among the most diverse countries, with up to 47,000 species of plants and some 90,000 species of animal and the country's biodiversity is fundamental to human well being," said Malcolm Jansen, World Bank Senior Environmental Specialist and Project Leader.
The Corporation Bank today announced that it will increase its lending to the agriculture sector from existing nine per cent to the stipulated 13 per cent by opening branch-less banking operations in 6,000 villages by the end of the current fiscal. Corporation Bank's Chairman and Managing Director Ramnath Pradeep told reporters today here that the existing operations of branch-less banking facility in 1,700 villages would be extended to almost 6,000 villages, particularly reaching out to the farmers' doorstep. Pradeep claimed that RBI restrictions of disallowing the landing to the farmers through via-media like Food Corporation of India (FCI) or Mills has resulted in the bank falling short of its target of 13 per cent lending to the agrofield.
Jet dives into red on fuel costs PTI

The country's largest airline, Jet Airways today reported a consolidated March quarter loss of Rs 124.5 crore against a profit of Rs 58.6 crore year-on-year on rising fuel cost that soared by a whopping 51 percent. The loss is despite the airline improving its cost per seat km and implementing strict cost control measures across various areas along with effective route rationalising, the Naresh Goyal-promoted airline said in a statement here. A 14.3 percent jump in revenue could not offset the 51 percent spike in fuel cost. While revenue rose to Rs 3,288 crore in the reporting quarter, fuel cost rose to Rs 1,279.7 crore against Rs 846.3 crore in Q4 of FY10, a growth of a full 51 percent, the airline said. Accordingly, the weight of fuel cost in the overall coast too rose by a full 7 percentage points to 39 percent in the March quarter, which was just 32 percent y-o-y. Going forward, the airline warned that the full impact of the crude shock would only be known in the April-June quarter of the current fiscal.

"The recent dramatic rise in crude price has severely impacted margins and softening in May should help. But the full impact of all the fare increase and surcharge increases will come through only in Q1 of FY12," the airline said. "To the extent, crude price and fares continue to remain higher, it could impact some traffic growth in the shortterm, though the medium-term growth outlook remains intact," it added. However, for the full year, the group has massively narrowed its losses to Rs 85.84 crore from Rs 420 crore in FY10 on a total income of Rs 14,737 crore during the year compared to Rs 12,000 crore in the previous fiscal, a growth of 20.3 percent.

The bank has now decided to directly connect to the farmers with the landing facility and a bank account of their own. "They would be serviced through Branch-less banking wherever there is no place available to set up a branch," the CMD said. The branch-less banking is a model pioneered by the Corporation Bank since November 2006. "The bank has adopted a unique model where the business correspondent is a permanent resident of the village and is available throughout the day for the villagers for the banking," Pradeep said. The bank, which brags of less than one per cent NPA, is also wary about the high percentage of NPA in the agriculture sector. Pradeep said that agriculture sector has 3 per cent NPA while housing has 2 per cent and the corporate is less than one per cent.

wrote to the Washingtonbased IMF board. "Dominique Strauss-Kahn has today informed the Executive Board of the International Monetary Fund (IMF) of his intention to resign as Managing Director with immediate ef-
fect," the IMF said in a statement after it received a formal letter in this regard from Strauss-Kahn. Strauss-Kahn, 62, who has claimed innocence, is locked up in a New York prison since Saturday when he was bundled out of a Paris-bound flight and taken into custody on charges of sexually assaulting a chambermaid at a Manhattan hotel. "To all, I want to say that I deny with the greatest possible firmness all of the allegations that have been made against me. "I want to protect this institution which I have served with honour and devotion, and especially—especially—I want to devote all my strength, all my time, and all my energy to proving my innocence," he said. In his letter Strauss-Kahn maintained his innocence and said he would fight off the charges. The IMF said John Lipsky, the First Deputy Director, remains the acting MD of the agency. "The Fund will communicate in the near future on the Executive Board's process of selecting a new MD. Meanwhile, John Lipsky remains Acting Managing Director," the IMF said in a short statement. The 24-member executive board votes to fill the top post, with votes weighted based on member countries' and region's subscription quotas.

India today said it is watching the situation following the resignation of International Monetary Fund Managing Director Dominique Strauss-Kahn, who is facing charges of sexual assault in the US. "Strauss-Kahn has tendered his resignation... We are watching the situation," Finance Minister Pranab Mukherjee said. Battling damaging allegations of sexual assault, Dominique Strauss-Kahn tendered his resignation from the top post of the IMF yesterday, while maintaining that he was innocent. Planning Commission Deputy Chairman Montek Singh Ahluwalia is being talked about as one of the contenders for the post of the next IMF chief, besides Kemal Dervis of Turkey, Christine Lagarde of France, Trevor Manuel of South Africa and Britain's Gordon Brown. Yesterday, talking to the reporters, Chief Economic Advisor Kaushik Basu had said, "In my view, Montek is the best name... not only from India's point of view, but from the world's point of view also." A small commercial plane crashed in an isolated part of Patagonia in southern Argentina, killing all 22 people on board, officials said. “We did not find anyone alive. There were no survivors. The plane is in multiple charred fragments. Everything is burnt and smashed to pieces,” said local hospital director Ismael Ali, who participated in the rescue mission. Ali said a witness had reported seeing a fireball crash into a field near his home, indicating a possible mid-air explo-
sion. The plane had earlier been reported missing on a flight
between the southern cities of Neuquen and Comodoro Rivadavia, in Rio Negro province. Horacio Farre, a spokesman for the private company Sol, which owned the plane, confirmed that there had been no survivors. The company said the plane had taken off at 8:08 pm (0438 IST) and crashed around 45 minutes later, shortly after issuing a distress signal. The passengers on the Saab 340 twin-engine aircraft included 18 adults, one minor and three crew members, the company said, adding that an inves-
tigation would be carried out to determine the cause of the crash. Isabel Yahuar, the mayor of the nearby town of Los Menucos, said the recovery had been difficult as the plane crashed in a remote region in the foothills of the Andes. “In the area of the accident there is no mobile phone signal,” she told local television. “It’s very cold and the conditions of the rescue were very difficult.” The crash came two days after a small plane crashed outside Sao Paulo in neighbouring Brazil, killing its four passengers.

A spate of bomb attacks against police in the disputed northern oil-rich city of Kirkuk on Thursday killed at least 27 people, the worst violence to hit Iraq in nearly two months. A further 89 people were wounded in the three attacks, with months to go before US forces, who participate in confidence-building tripartite patrols and checkpoints with central government forces and Kurdish security officers in Kirkuk and across north Iraq, must withdraw from the country. Three explosions — two car bombs and a magnetic “sticky bomb” attached to a car — occurred around one hour apart in the oil-rich ethnically-mixed city, security officials said.
The first of the blasts took place at 9:20 am (06:20 GMT) when the “sticky bomb” exploded in the parking lot of the city’s police headquarters, Major Salam Zangan said.When police and emergency responders arrived at the scene shortly afterwards, a car bomb detonated. “I ran out from the headquarters after I heard the first bomb — I went with my colleague to check the parking lot but as we arrived, a huge bomb went off,” said Sherzad Kamil, a policeman who suffered wounds to his abdomen and face. “I fell on the ground and saw several of my colleagues killed and wounded,” he said, speaking from Kirkuk general hospital, adding that he saw colleagues whose bodies caught fire as a result of the second blast.
China today said the international community “must respect” Pakistan’s sovereignty, tacitly confirming reports that it has asked the US not to violate Islamabad’s territorial integrity, following the killing of Osama bin Laden. Asked about reports that China has asked US during its recently concluded strategic dialogue with Washington to respect Pakistan’s sovereignty as Islamabad came under heavy pressure after bin Laden’s killing, Chinese Foreign Ministr y spokesperson, Jiang Yu told media here that “sovereignty and territorial integrity of Pakistan must be respected.” “We believe that Pakistan has made great contribution to international counter-terrorism efforts, as well as huge sacrifices. The international community should understand and support Pakistan’s efforts to restore national stability and develop its economy,” she said. According to Pakistan’s state run APP news agency, Gilani told Pakistan media here last night after his meeting with Chinese Premier Wen Jiabao that “China supported Pakistan’s cause on its own.”

US President Barack Obama has slapped sanctions against Syrian President Bashar Assad and six of his deputies as the regime continued oppressive measures against its own people. The slapping of sanctions came a day before President Obama was to make a major policy speech on the recent developments in the Middle East and North African region including Tunisia, Egypt and Libya. Obama signed the Executive Order imposing sanctions against President Assad and six senior officials, including Vice
President, Prime Minister and Defense Minister, in an effort to increase pressure on his government to end the use of violence against its people and begin transition to a democratic system that protects the rights of the Syrian people. In his statement, Obama said the Syrian Government was continuing with escalation of violence against its people through attacks, arrests and harassment of protestors and political activists, and repression of democratic change, overseen and executed by numerous elements of the government. Simultaneously, the Depart-
ment of the Treasury announced designation of 10 individuals targeting Syrian officials and others responsible for human rights abuses, including repression against the Syrian people, as well as a set of companies tied to Syrian corruption. “The US continues to strongly condemn Syrian government’s use of violence and intimidation against its people and urges President al-Assad and his regime to answer calls of their people for a more representative government and embark upon the path of meaningful democratic reform,” the Treasury said in a statement.

It was indeed a game of two halves but Salgaocar Sports Club’s performance in the second half was more fulfilling after a 3-2 win over East Bengal at Nehru Stadium, Fatorda, Thursday. For 45 minutes, Salgaocar looked all drowned as they were trailing 2-1. The fear of East Bengal’s midfield dominating the centre c a m e t r u e w i t h Pe n O r j i , Mehtab Hussain, Sushanth Mathew and Harmanjot Singh Khabra making Salgaocar look ordinary with strikers Tolgay Ozbey and Baljit Sahni constantly on the prowl. East Bengal’s Australian striker Tolgay Ozbey created the first opportunity in the ver y 3rd minute when he picked up the ball from his own half and outpaced Salgaocar defender and captain Luciano Sabrosa and unleashed a snap shot which missed the mark narrowly. The Red and Gold brigade finally shot into the lead in the 10th minute through a penalty. East Bengal goal poacher Ozbey was tripped by Salgaocar stopper back Irungbami Meitei inside the box and Delhi referee Mohammed Kamil pointed to the dreaded spot. Ozbey fired to the left of Salgaocar keeper Karanjit Singh to put his team in front. Salgaocar’s players disputed the penalty,
claiming it was not a penalty but the referee stood to his ground. On the other hand, Salgaocar were on the receiving end most of the time especially in the opening session. The second reverse took the wind out of the Salgaocar side when striker Baljit Sahni gently tapped the ball in off a defence splitting pass by striker Ozbey via hardworking Pen Orji from the left in the 16th minute. East Bengal continued their hard work and nearly made it 3-0 but Salgaocar’s keeper Karanjit was equal to the task to block Ozbey’s blistering right footer. Bengal had a chance to inflate their tally but midfielder Orji ballooned over from close range after being fed by Ozbey on the left flank. But the setback was just what Salgaocar needed to spur them on. In the 33rd minute, Salgaocar reduced the margin through left back Rino Anto. Following a throw in from Rino on the left, went to midfielder Gilbert Oliveira and the latter essayed a fine pass to Rino, who unleashed a left footer which dipped into the net easily. Dempo Sports Club boss Srinivas V Dempo today said he was in two minds on releasing Armando Colaco, who has been selected by the AIFF to succeed Bob Houghton as India's next National football coach. Angry at the media crew which followed him to one of the shops in Brigade Road here, the explosive batsman, a member of the IPL team Royal Challengers Bangalore (RCB) reportedly pushed the reporter and verbally abused the team, police said. Beaches from the North to the South are crowded with people who come to stay in rented rooms for a day or two and enjoy the pleasure of annually visiting the beaches. The elders are more cautious and stay near the shore, just dipping their legs in the water while the children enjoy spending their time building sand castles. The adventurous ones are spotted in the water taking the waves on their back. For most Goan families across the state, a family visit to the beach is an annual event where the entire family and even extended family get together and spend some quality time on the beach. The elders, especially those ailing with blood pressure and pains, find this time very relaxing and rejuvenating and they think it is a healing touch by the salty water. Dr Sushila Fonseca, a Pathologist from Panjim, says, “I don’t believe that the beach has a healing touch. It is because of the faith that the elders put in their feel good experience to the beach that they make a trip annually. It is still more of a myth than a fact. During the summer season, the water is warm and the salt water is a type of fomentation that makes them feel better for maybe a day or two. The temperature outside is too hot and the visit to the beach is very cooling. Scientifically, we did not learn anything about visiting the beach to improve health but the salt water fomentation can be a cause for their rejuvenating feeling. Psychologically, when a visit to the beach is mentioned, they start preparing even if it is week later. The outing itself helps them to take some time off and if these visits are more frequent, they might feel even better. They are usually at home so when an outing with the family is introduced, they feel free.” She further advices, “In the summer season, the elderly should take it easy. The temperature is already hot so they should keep their body cool. They can sit outside and spend some siesta time but don’t work against nature. Too much walking should be avoided especially in the

Dr Rufino Monterio says, “Scientifically nothing has been proved so far but the salinity in the water is a major factor for the elders. At this point of time in summer, the water is more warm compared to the rest of the year and the salinity in the water is also high though it decreases after the first rains. These factors when combined give the body a salt fomentation which is good for the elders. The psychological effect also plays an important role as it is a change for them coming to the seaside. The relaxation they get from it adds to their belief that the beach visit is healing them. I recommend the elderly to have a lot of fluids like fruit juices to keep the body temperature normal in the heat. And avoid being exposed to extreme heat. If possible, even take a bath twice a day, in the morning and evening, as it is already hot, the body feels cool and it doesn’t affect one’s health compared to the other seasons.”
A Life of Selfless Service A holy man, an educationist, a messenger and a simple, kind man, Father Anil Soares was this and much more. His sad passing away is not just a loss to his people but the Catholic community as a whole

BY MARIE SOARES n April 28, the day Father Anil Soares died, his sister told me this story: as youngsters together in Poona, his siblings would say “Good heavens, Anil, aren’t you going to sleep?” only to be told “After I've said my prayers". And there Anil would be, a mere stripling of thirteen, kneeling with hands joined, eyes closed, reciting his simple prayers. Anil received the call then, and when he died, aged 66, just a year short of the golden anniversary of his joining the Jesuits, many at his funeral said simply, “He was truly a good priest” - indeed a rare tribute these days, and a well- deserved one. As one of the eight children of the educationist Edward Soares, founder of the well known St Thomas School, Aldona and Beatrice Soares, a school teacher, it was inevitable that Anil adopted the teaching line after joining the Jesuits at age sixteen. His B Ed and M Ed were done from Pune University and he earned a Masters in English from Loyola University, Chicago. He then served as Principal of St Britto's, Mapusa and of Loyola High School, St Vincents and St Joseph's Night School, Pune. He left his mark on the numerous lives he touched - his students knew him as a strict disciplinarian, but also very fair, impartial and never unkind. The boys enjoyed his English and History classes. The teachers held him in high esteem and the parents found him to be approachable, sincere and genuinely concerned, but completely impervious to inducements and pressure. When he died, he was ‘Socius’ (Assistant and Companion) to the Provincial, a most demanding post, and one he performed with his usual dedication. Anil's commitment to his priestly calling was evident in his humility and austerity. Despite his family's teasing, he went his simple way, only buying for himself the bare necessities, carrying for years a well-worn cloth bag and wearing large spectacles of ancient vintage! He never had his own bike and only recently acquired a cell phone, which he ‘inherited’ from a fellow priest. Anil always said he truly enjoyed pastoral work. Whenever possible, he gladly lent a hand in one parish or another. He gave retreats and was Confessor to the nearby religious communities, who found him most approachable, likeable and very kind. He liked to visit the sick and the poor, for whom he had a special concern, and very particularly devoted himself to his priest companions when they were sick and alone. Serious and earnest though he was, he took childlike delight in social events, and his happy chuckle and good humour are a pleasure to recall.
Though he held positions of authority, he was ever self-effacing and never lost the common touch. In fact, it embarrassed him hugely to be praised and commended. At his funeral, St Xavier's Church was packed to overflowing with priests, nuns, ex-students and people from all over Pune. They did not come out of duty - there was a palpable feeling of love, deep regard and admiration for this man. There was no eulogy, no paeans of praise and fine oration; just a little voice in people's hearts that said, “This was God's own good man. We were privileged to have known him. How we wish we could be like him.”

Scripted For Success: Mamata’s Life On Stage
A
defiance born from the rough and tumble of the streets, a long struggle against an entrenched power system, a stunning blow to the world’s longest ser ving elected Communist government...the script of Mamata Banerjee’s life would do any Greek dramatist proud. It will now be depicted in a jatra, West Bengal’s popular folk theatre form. Titled Banglar Kshamatay Eibar Mamata (Mamata - Now at the Helm in Bengal), the play on the Trinamool Congress chief will be directed by Kanak Bhattacharya, who has been associated with top Bengali film stars. “It is my humble way of thanking the leader who has always stood up for the poor and the oppressed,” said Bhattacharya, who had planned the jatra well before the assembly polls in West Bengal, where the Trinamool ended the 34-year-long reign of the Left Front. “After I came out with an advertisement in a Bengali daily March 8, the response I got was tremendous. If there were people who congratulated and wished me for my idea, then there were others who would threaten me with dire consequences. I would often be asked how I could plan such a drama when the polls were yet to start,” he said. “I replied it’s my gut feeling, my intuition. I had taken a big risk - if she had lost, I would have been ruined. But, fortunately, everything turned out well. Usually such dramas are enacted after people have won, but I did it much in advance; so it was a kind of gamble,” he said. Mamata Banerjee, who still lives in a bylane of the congested Kalighat locality of Kolkata, will be the first woman chief minister of the state. On the theme of the drama, Bhattacharya said, “It’s about Banerjee’s political struggle, her political life. How did she reach the ultimate glory? From the attack on her at the Hazra crossing to her giant killing act of defeating Somnath Chaterjee as well as how she was dragged out of the Writers’ Buildings by policemen, all will be included.” Banerjee had made people sit up and take notice when she upset Communist Party of India-Marxist (CPI-M) heavyweight Somnath Chatterjee in the 1984 Lok Sabha elections from Jadavpur constituency. In 1992, Banerjee, then a union minister, had stormed the state secretariat, the Writers’ Buildings, dragging a rape victim along. In the then chief minister Jyoti Basu’s absence, she sat on the floor in front of his chamber, demanding a meeting with him. After three hours of persuasion failed, police personnel forcibly lifted Mamata and bundled her out of the building. Bhattacharya said he had bought two books on the life of Banerjee, 57, for the script that is yet to be finalised. Although most of the actors are more or less finalised, the actress for the lead role is yet to be confirmed. Bhattacharya also said Banerjee’s agitation against forcible acquisition of land in Singur and Nandigram will be the centrepiece of the play. The three-hour long play would culminate with her getting the chief minister’s chair. The director, who is working day and night on the play, is yet to inform Banerjee. “I haven’t informed her yet, but I will invite her at the inaugural show,” he said. The first show is planned for Aug 15. “It was the day when India got independence. As Bengal is also now independent, I have chosen that day,” added Bhattacharya, talking on the same lines as Banerjee who had said soon after defeating the Left Front that Bengal had found freedom again. The four suits in a deck of cards, now used in most of the world, spades, hearts, diamonds, and clubs, originated in France in approximately 1480. Verma is shortly going to present the collection in a fashion show in Goa. The collection has drawn an inspiration from the lives and professions of people from the rural areas of Goa. Traditional professions like farmers, coconut pluckers, bakers and fishermen play and even often forgotten occupations like cane makers and shell-craft workers will be brought into focus through this collection. “Goans are all talented but very few of them are brought to the forefront. ‘Salam Goenkar’ is a salute to ‘amche Goem’. Through this collection, I have tried to make every profession glamorous. Why should a Kunbi sari be worn only as a sari? I have changed it to a cocktail dress. I have visited every village and seen how these villagers live and yet are happy. I want to make them happy and feel wanted, right from the ‘pavwallas’,

HERALD FEATURES he Margao Crafts Festival 2011 was inaugurated on May 18, 2011 at the hands of Bollywood actor Vivek Oberoi in the presence of Digambar Kamat, Chief Minister, Sameer Salgaonkar, Chairperson, GHRSSIDC, Asha D Kamat and other dignitaries. Before the inauguration ceremony, a group of traditional folk dancers escorted the dignitaries from the Pandava Chapel Junction to the venue, the Costa Grounds. The Festival, organised by the Goa Handicrafts, Rural Small Scale Industry Development Corporation (GHRSSIDC) in association with Kalashree Sameer Salgaonkar Asha Kamat and Sushila Naik Mahila Mandal, Margao is a part of the state’s celebration of the completion of 50 years of Liberation. It also celebrates the achievements of traditional Goan craftsmen and artisans. The 130 stalls displayed works from select handicraftsman and artisans from all over Goa. Goa Chitra, the ethnographic museum set up a special gallery depicting the evolution of Goan crafts and artistic traditions. A seminar, titled, ‘Problems and Prospects associated with Traditional Coconut Craft and Toddy Tappers Trade’ was also held. Big Foot, Lotoulim also set up a special depiction of Goa’s traditional craftsman community and conducted a brief session on the preservation and conservation of the traditional art forms of Goa. Besides, the event will witness various activities like seminars, workshops, competitions, live demonstrations, guidance sessions for the benefit of women and self help groups, as well as entertainment and cultural programmes and competitions. On May 22, Digambar Kamat will lay the foundation stone of the proposed ‘Sourcing Hub’ near Ravindra Bhavan, Margao. This project will provide artisans with an opportunity to showcase and market their products and designs. Goan hand-woven fabrics as well as handicrafts items like cane products, shells and fish have been used for the outfits. “For my research I visited villages like Sanvordem, Bainguinim, Collem, Mangueshi and Bicholim besides a few others. Each place is known for their works. “Each outfit has a Goan element to it. Some outfits are very entertaining and add drama to the show. I made an outfit out of cane and added corn as embellishment. The outfit was completely ready and the next day I found it eaten by rats. I was so annoyed and wondered how those farmers were living in tiled houses. So I have made the same type of outfit and added something new for effect on the ramp,” said Verma.

Public BY ELVIS SEQUEIRA HERALD FEATURES scene or a song lashing out at the politicians for their misdeeds has become a regular feature of tiatrs, as tiatr lovers relish every punch-line that is delivered to their elected representatives by the tiatrists through songs and acts. Comedian Agostinho’s tiatr Public marches a step ahead in this direction – it lambastes both, the takers as well as the givers as far as corruption is concerned. We cry hoarse that system is corrupt, but we fail to identify the source of this malaise and eradicate it – even to a slight extent even if not all at once. Comedian Agostinho gives a clarion call to the public to rise and fight against corruption. But the moot point is, will the thunderous applause that Public gets at the end of every scene turn into action or will we elect the same bunch of looters by selling our votes for a paltry 500 rupee note? This is a million dollar question. Comedian Agostinho’s cast of seasoned artistes such as Jaju, Salu de Loutolim, Jr Nelson, Janet, Xeneda, Filipe Almeida, P Cabral, Peter and others have all done justice to their given roles. Comedian Agostinho portrays the character of the main protagonist leading the fight against corruption and performs his role with élan. He tries to deliver his message not by preaching but in a very light way so that people can understand and act on his message. He also performs comic acts along with the seasoned comedian Selvy and comedienne Janet also has a double act in an interesting character as a lady Sarpanch. Public also has a number of interesting songs by Francis de Tuem, Jr Nelson, P Cabral, Janet, Filipe, Xeneda, Salu de Loutolim and Comedian Selvy. Amongst the solos, Francis de Tuem’s solo on the medium of instruction, Jr Nelson’s solo on the recent Japan Tsunami, P Cabral’s solo on the ill effects of alcohol, along with Comedian Selvy’s comic solo stand out. Francis-Selvy-Jr Nelson trio sing a parody on the tariff at the Delhi parliament canteen with an authentic scene displayed. Salu-Filipe-Jr Nelson-Jaju (chouko) and the ladies’ duo of Xeneda and Janet also deserve a special mention. The music for Public has been written, arranged and played by Mestre Agnelo Dias (Trumpet) along with Sherrif (Keyboards), Arif (Bass guitar) and Jack (Drums).

Rochnnar BY JOEL E f man has faith in God, then he can move mountains, but if he believes only in his strength and intelligence, then he should expect the unexpected. This is the message conveyed by John D’Silva in his drama Rochnnar. Dr Melwin (Joe) is a renowned cardiologist, who runs his private hospital successfully. There are patients at his doorstep seeking his advice or receiving treatment to their ailments. He believes that his fame and success is out of sheer hard work and intellect. When Savita (Mita) decides to interview him on HCN channel, he confesses that he does not believe in the existence of God and he has his own valid reasons to support his statement. His revelation about God upsets most of his patients. They tend to lose faith in him and there is a gradual decline of patients visiting his hospital. Dr Melwin’s wife Ria (Roma) as well as his close friend Nixon (Peter de Pedda) make all efforts to convince him about God, but everything proves futile. Upset with the decline of patients at his hospital, Dr Melwin decides to take a break and proceeds to Chennai on a three-month holiday along with his wife. He returns with yet another false proclamation that he was suffering from cancer and as he was healed from that dreaded disease, he believes in God. That revelation prompts patients to return to his hospital and he prospers again in his medical profession. Over a period of time, Dr Melwin suffers from cancer and he is convinced by his driver Salvador (John D’Silva), besides his wife and friend, to believe in the creator and repent for his mistrust in God. What steps does Dr Melwin take to gain back his health? Who steps in to throw more light on the power of God? Does Dr Melwin recover from cancer? What is his final public statement? John D’Silva has made concrete efforts to show the power of the mighty and the introduction of the Holy Bible convinces the audience to have staunch faith in God. Through various instances, stress is laid on faith in God. Child artistes John (Benhur) and Joe (Jonas) as new entrants on the Konkani stage have done justice to their short roles. Dr Pio (Anthony San) plays a convincing role, besides Roma and Joe have a fair deal in their respective characters as husband and wife. Comic interludes by John D’Silva and Nato are worth watching. Songs rendered by Roma (Ostoreo tiatramni), Joe (Maim-paiche tras), Anthony San/Roma (Satvo sacrament), S (Lemos Krikett khell), Anthony San (Panch bottam), John D’Silva (Sun gharant) are worth listening to as they convey a message to the viewers. Music for the songs was provided by Philip de Sanvordem and his troupe.

ctor Shah Rukh Khan is apparently trying to gain the weight that he had lost while shooting continuously in a specially made superhero suit for his upcoming film. Sources say that the suit, which cost him about Rs 4 crores, used to heat his body up quickly, resulting in rapid weight loss. Sources also say that SRK had lost close to seven kilos as he used to wear the suit all day long while shooting. “I have lost a lot of weight and Gauri (his wife) is trying to make me gain the lost weight fast. So, yes, I am eating a lot these days,” says Shah Rukh, confirming the fact that he is on an eating binge these days. Shah Rukh says that he is working out a lot too. “I really had to work hard to lose those kilos for my superhero role. At this point of time, I am working doubly hard to regain all that weight that I had lost. And Gauri is ensuring that I do that,” he adds. Shah Rukh has said previously that his favourite food is chicken and whenever he is at home, Gauri ensures that he gets his full of just that. “Shah Rukh has a very cute way of eating. Whenever he is very hungry, he will take a lot of food on his plate. But he will never take a second helping. He will finish all that is on his plate in one go,” says a source close to Khan.

The much anticipated sequel of the Emraan Hashmi-Mallika Sherawat has been making news for its sexual quotient, so much so that even before the first look of the Mohit Suri directed film is yet to be out, there are already talks of the Bhatt franchise to be not just shocking in content but also going the next level when it comes to explicit scenes involving Emraan and Jacqueline Fernandez. When Jacqueline was asked about this, she said, “What you see on the screen is definitely not graphic. The only slight element that you would see in Murder 2 around these lines is me being a pin up girl but that’s about it. The character I play may be a pin-up model but she is not cheap. She is someone who is successful in her own way in whatever she does. She is not crass though; she is doing a job that is paying her well.” On a parting note, Jackie adds, “If you are expecting no holds barred nudity then that’s not the case. It would be shocking nevertheless.”

Hopefully, I have some of those qualities as well,” said Sheen. Mcadams and Sheen have been dating since they met on the sets of Midnight In Paris, but the couple never admitted their relationship. ennifer Lawrence refused to look like a “prepubescent 13year-old boy” when she appeared in the buff in X-Men: First Class. The 20-year-old actress, who plays shape-shifting mutant Mystique in the superhero prequel, appears naked apart from blue body paint in numerous scenes in the film and she was determined viewers would see her with womanly curves. She said: “I knew that if I was going to be naked in front of the world, I wanted to look like a woman and not a prepubescent 13-year-old boy. I’m so sick of people thinking that’s what we’re supposed to look like.” Jennifer is proud of her shapely figure and will eat whatever she likes, even though she knows it’s a rare occurrence in Hollywood. Despite her new-found fame, Jennifer, who was up for the Best Actress award for her role in Winter’s Bone, is still uncomfortable with being treated like a star. “When you’re on set, everybody’s like, ‘Oh, do you need water? Yoga offers Tremendous Relief for Women with Breast Cancer
Sunshine plays Vital Role in Protecting Kids from Asthma

new research from the University of Texas MD Anderson Cancer Centre has indicated that for women with breast cancer undergoing radiation therapy, yoga offers unique benefits beyond fighting fatigue. While simple stretching exercises improved fatigue, patients who participated in yoga that incorporated yogic breathing, postures, meditation and relaxation techniques into their treatment plan experienced improved physical functioning, better general health and lower cortisol (stress hormone) levels. They also were better able to find meaning in their cancer experience. The findings are the latest in an ongoing effort to scientifically validate the age-old belief that mindbody interventions have a beneficial impact on the health of cancer patients. The research was conducted in collaboration with India’s largest yoga research institution, Swami Vivekananda Yoga Anusandhana Samsthana in Bangalore, India. “The combination of mind and body practices that are part of yoga clearly have tremendous potential to help patients manage the psychosocial and physical distress associated with treatment and life after cancer, beyond the benefits of simple stretching,” said Lorenzo Cohen, professor and director of the Integrative Medicine Program at MD Anderson. According to Cohen, developing a yoga practice also helps patients after completing cancer treatment. “The transition from active therapy back to everyday life can be very stressful as patients no longer receive the same level of medical care and attention. Teaching patients a mind-body technique like yoga as a coping skill can make the transition less difficult,” said Cohen.

new study led by Valencian researchers has shown that children who live in colder, wetter cities are at greater risk of suffering from asthma, since there are fewer hours of sunlight in such places. “Prolonged exposure to the sun can cause cancer, but it’s also dangerous to avoid it. There has to be a balance between the pros and cons,” said Alberto Arnedo-Pena, an epidemiologist at the Public Health Centre in Castellón and lead author of the research, which is part of the International Study of Asthma and Allergies in Childhood (ISAAC), led by Luis García Marcos of the University of Murcia. In fact, 90 per cent of our vitamin D is synthesised through exposure to the sun. This vitamin, which can be found in various cell receptors, is usually found at lower levels in people with asthma. The study results show that there is a higher prevalence of this illness among children in wetter places with less sun. “Although we need more studies on this issue – this hypothesis is not even five years old – it is clear that an average level of sun exposure is important for the assimilation of vitamin D, a compound that is extremely important in preventing illnesses such as asthma, tuberculosis and other infectious diseases,” added Arnedo-Pena.

Hacking to soon be made Ineffective!

omputer passwords are never fully secure. Hackers have by all means and ways taken advantage of security loopholes, as can be seen by the increasing number of websites and databases that are compromised everyday. But now, computer scientists from Beirut have pioneered a new approach called Key-Pattern Analysis (KPA), to verify passwords that also takes into account the speed with which a user types in their login and the gaps between characters would render a stolen password useless. Ravel Jabbour, Wes Masri and Ali El-Hajj of the American University of Beirut, in Lebanon has incorporated ‘intra’ timing that measures how long each key remains depressed, which they say gives them the beat of the typing and is a much more robust parameter. The program gathers information about how the user is typing in their password by recording the electronic signals from a standard keyboard as keys are pressed and released. It then compares the pattern of the password typed with a pre-stored pattern recorded when the account is initially setup. A user would be expected to repeatedly type their password at the login registration stage to record a reproducible typing pattern. The validation algorithm then looks at the various parameters, intra and inter timing the relationships between two keys (digraph), three keys (trigraph) and up to the number of keys that are the password length.
