In a major breakthrough for security agencies, four militants allegedly belonging to the banned Manipur terror outfit ‘Peoples United Liberation Front’ (P ULF) were nabbed at Cansaulim on Wednesday. The joint operations were carried out by Verna police along with Manipur Commando Police and the Indian Army. The four militants, including a kingpin of PULF, who were residing on the third floor of a flat at Bazarwado-Cansaulim, were operating in the State and managing their alleged terror activities for the last three months with their counterparts in Manipur, sources told Herald. According to Mormugao Deputy Superintendent of Police Mahesh Gaonkar, kingpin of terror outfit Samsat Khan alias Sauda (30), who is the wife of M I Khan (founder member of PULF) was operating along with other accused, Samir Khan (19), Imphal Nursafir alias Safi (30) and Ayakpam Maniram (30). Case against Gudlar after probe: police HERALD REPORTER PANJIM, Jan 19
Goa Police today said that they will file a case against Sub Inspector Sunil Gudlar only after going through the findings of the probe by the special investigation team (SIT). “SIT is conducting a focused investigation into the case. We will register a case depending on the findings of the probe,” police spokesperson Superintendent of Police Atamram Deshpande told reporters today. Crime Branch initially conducted an inquiry in the fresh tape expose wherein Gudlar is seen negotiating with two foreign women over the sale of drugs. Its findings were submitted to the Director General of Police Bhim Sain Bassi after which Gudlar was placed under suspension. Goa Police formed the SIT to probe the case on government’s recommendation. Police action was delayed in Gudlar’s case as he is yet to be arrested. In a similar case last
year, seven police officers including Ashish Shirodkar were immediately arrested and suspended when they were found to be involved in the drug nexus. “Gudlar’s arrest will follow after a first information report (FIR) is filed against him,” he said adding that the FIR will also depend on the findings of the probe. Responding to a question, the spokesman said that Gudlar would not be foolish to wipe out evidence in the case against him. “Police have all the concrete evidences in their possession including the tapes…don’t think Gudlar will indulge in such foolishness as damaging evidences will affect him,” he said. Replying to yet another query on what was delaying inquiry against the then Anti Narcotics Cell (ANC) Superintendent of Police Veenu Bansal, the officer said that SIT is looking into the issue seriously and that they are focused on this case. “It is quite possible that the department is already in touch with Bansal.”

Those opting for any of the 15 Indian institutes of Technology (IITs) will have to fork out Rs 2.50 lakhs a year instead of Rs 50,000 if the IIT Council that decides matters relating to these institutes approves a recommendation of the committee headed by IIT Bombay Chairman Anil Kakodkar at its meeting here on Friday. To protect the poor students who may not be able to afford this fee hike, the committee has suggested a low interest rate educational loan scheme. The committee has, however, proposed no hike in fee for the post-graduate courses. The council is also expected to discuss the format of the IIT joint entrance examination, based on the report of another committee headed by Science Secretary T. Ramasami that wants the Class XII marks counted while preparing the merit list that is not done now. The five-member Kakodkar committee, formed to suggest a road map for the IITs’ autonomy and growth, wants the fees increased for the undergraduate courses to make the IITs more self-sufficient and pave the way for more autonomy. Its report says the IITs will no longer depend on government grants for their recurring expenses, and would be able to create faculty and non-faculty posts on their own without having to seek government clearance. It cites the IIM fee structure in this regard. The IIMs charge fees ranging from Rs 3 lakh to Rs 6.5 lakh a year per student for their postgraduate programmes. This allows the IIMs to pay the faculty salaries on their own; so they can create posts and fill them without having to approach the government.
Concerned over growing burglaries and desecrations in Catholic places of worship, the Archdiocese of Goa and Daman has issued a security advisory to administrative committees of Fabricas and Cofres of churches and chapels in the archdiocese. In a recent circular, Fr Santana Faleiro, secretary of the Secretariat of the Confraternities, said the church had received a letter from the police regarding thefts and desecrations of places of worship, along with a security advisory, enlisting various measures to be taken to ensure safety of Catholic places of worship. In a 15-point advisory, the archdiocese has advised that adequate number of security personnel be employed for proper security check and guarding of

The exercise, described as “minor” by Prime Minister Manmohan Singh, who promised a “more expansive exercise” after the budget session of parliament starting next month, saw the elevation of three ministers of State—Praful Patel, Shriprakash Jaiswal and Salman Khursheed— to cabinet rank and induction of three new faces—Beni Prasad Verma, Ashwani Kumar and K C Venugopal—as ministers of State. Kumar made a re-entry into the government having been a minister in UPA I. Verma was inducted as minister of State with independent charge while ministers of State Ajay Maken and K V Thomas got promotions when they got ministries with independent charge. The change of portfolios adversely affected Sports Minister M S Gill who has been moved to statistics and programme implementation, Virbhadra Singh from steel to micro, small and medium enterprises, Vilasrao Deshmukh from heavy industries to rural development and Murli Deora from petroleum to corporate affairs. The Supreme Court today pulled up the government for witholding information on black money stashed in foreign banks, saying it is not just limited to tax but a “mind boggling crime” amounting to “theft” and “plunder” of national wealth having security ramifications. “It is a pure and simple theft of national money. We are talking about mind-boggling crime. We are not on the niceties of various treaties,” a bench comprising justices B Sudershan Reddy and S S Nijjar said when the Centre contended that it was case of tax evasion and it cannot make public the names of Indian account holders. A Swiss court today found former banker Rudolf Elmer, who handed over secret data to whistleblowing website Wikileaks, guilty of breaching bank secrecy laws and handed down a suspended fine. A judge said the 55-year-old was found guilty of seeking to blackmail the bank, making threats and violating banking secrecy laws.
