IN BRIEF Kasab refuses to appear in court Pakistani terrorist Ajmal Kasab on Wednesday refused to appear before the Bombay High Court through a video conference link saying he was not interested in hearing arguments on confirmation of his death sentence but the judges told his lawyer to find out his grievances. Kasab, who had thrown tantrums by spitting at a webcam on Tuesday, told jail officers that he would not come for the video conference. – (PTI)

The fate of both candidates, Vishwajeet Rane (Congress) and Santosh Haldankar (BJP), who contested the Valpoi by-election on Monday, will be known by Thursday afternoon. A large number of supporters from both parties are expected to be transported from various parts of Valpoi constituency to Panjim to know the fate of their candidates. Sources in BJP informed that vehicles have been arranged to transport the supporters and well wishers to Panjim, where counting will take place. Supporters of Vishwajeet Ra n e i n Va l p o i h a v e a l s o arranged vehicles to transport people to Panjim. On Wednesday evening, some former and candidates for the forthcoming municipal election were seen contacting their supporters and well wishers to go to Panjim. It is learnt that about 50 per-

the votes polled by their candidates in the elections. The Congress candidate went to the people with three issues, development, employment, and women empowerment. The BJP candidate went to the people with issues like illegal mining, besides allegedly exposing irregularities in the Rs 200 crore ongoing beautification project in Valpoi. Incessant rain hits paddy cultivation HERALD REPORTER PANJIM, OCT 20
The incessant rains in the past couple of days came in as a misery to farmers as it destroyed nearly 25 per cent paddy cultivation across the State. Speaking to Herald, Agriculture Director Satish Tendulkar said that the crop is mostly affected in North Goa. The worst affected talukas are Pernem, Bardez and Ponda. “Harvesting could not be done because of the unending rainfall. Whereas fields at Velsao (Mormugao) village, where harvesting was almost complete, are destroyed…We have received several complaints from these villages,” he said. As a result of this, he said, the paddy cultivation is likely to drop by 20 per cent as rains continue to lash Goa.
Asked whether the affected farmers will be compensated for losses, Tendulkar replied that they are yet to take a decision. While, 70 per cent harvesting in Salcete taluka has been complete, farmers of Canacona taluka are yet to garner paddy crop. “Canacona is a low lying area and as waters get accumulated, it damages crops. But harvesting in Tiswadi taluka has been good,” he said. Goa covers 31,000 hectare land under paddy cultivation that produces 1.20 lakh tonne. According to official statistics, more than 15,000 Goan families are dependent on farming. “Harvesting of only 20 per cent kharif crop is complete as on date, and 80 per cent paddy is still in the field. Job visas only for highly skilled foreigners PTI NEW DELHI, OCT 20
The Government has decided that only highly-skilled foreigners, drawing annual salary of over USD 25,000, would be given employment visas but has lifted the cap on the number of overseas workers that can be engaged in a project. In an order, the Home Ministry nullified a Labour Ministry circular that capped foreign workforce to one per cent of the total strength in a project, with a minimum of five and maximum of 20 people. The removal of the cap is expected to help power and steel projects, among others. “An employment visa is granted to a foreigner if the applicant is a highly skilled and/or qualified professional, who is being engaged or appointed by a company/ organisation/ industry/ undertaking in India on contract or employment basis,” according to the Home Ministry guidelines.
Govt okays welfare scheme for mother and child PTI NEW DELHI, OCT 20
To check rampant under-nutrition and anaemia among women and children, the Government on Wednesday approved the implementation of a Rs 1000 crore scheme for the welfare of mother and child. The Indira Gandhi Matritva Sahyog Yojana (IGMSY) was approved by the Cabinet Committee on Economic Affairs on a pilot basis in 52 select districts for the remaining period of the XIth five year plan. The scheme will be implemented by using the infrastructure, personnel, systems and structures of ICDS including support of health systems along with the additional personnel on contractual basis as approved in the scheme. The plan will be centrally sponsored with 100 per cent assistance from the Centre. Accordingly, Rs 390 crore and Rs
610 crore have been allocated for 2010-11 and 2011-12 respectively, Union Home Minister P Chidambaram told reporters after the CCEA meeting. Under the scheme, cash transfers will be made to all

Each pregnant and lactating woman will receive a total cash incentive of Rs 4,000 in three installments between the period from the second trimester of pregnancy to the child attaining the age of 6 months. The beneficiaries would be pregnant women of 19 years of age and above for first two births. Each beneficiary will be required to open individual account in the nearest bank or the post office for cash transfer.
CWG: Centre cracks whip on builder PTI NEW DELHI, OCT 20
The Rs.183 crore bank guarantee furnished by Commonwealth Games Village builder EmaarMGF was on Wednesday ordered to be confiscated on charges of irregularities, as the ED prepared to question top officials of the OC for alleged foreign exchange violations. A Rs 760 crore bail out package given by Delhi Development Authority (DDA) for Emaar-MGF, a private builder, also came under the scanner, sources said.
As the multi-pronged probe into alleged corruption and financial irregularities in the Games scam gathered momentum, the Comptroller and Auditor General (CAG) seized files relating to various construction works carried out by CPWD and DDA.
Official sources said the Enforcement Directorate (ED) is likely to issue summons to top OC officials including Secretary General Lalit Bhanot in a case of alleged foreign exchange violation related to the Queen Baton Relay in London. Bhanot said he has not received any summons by the ED. Cracking the whip, the Government ordered legal action against the private builder Emaar-MGF after the DDA detected “irregularities” and deficiencies in the Games Village.

UK to cut 500K public sector jobs PTI LONDON, OCT 20
In the largest public spending reform since World War II, Britain on Wednesday announced sweeping changes that are expected to nearly 500,000 public sector jobs losses and perceptions of Prime Minister David Cameron leading a government by thousand cuts. Outlining the ‘slash and burn’ measures in the House of Commons, Chancellor George Osborne said at least 83 billion pounds need to be saved during the term of the current parliament until 2015 so that along with tax rises, Britain’s deficit of 156 billion pounds can be eradicated. Millions of people who were glued to their television screens soon realised that the jobs they were doing would soon be lost. “It is a hard road, but it leads to a better future,” Osborne told lawmakers in a long anticipated statement to outline the coalition government’s long-term fiscal plans. These included many Indianorigin professionals working at various levels of the economy in Britain, including universities whose funding has taken a major hit. Osborne said: “Today is the day when Britain steps back from the brink, when we confront the bills from a decade of debt. It is a hard road, but it leads to a better future.” Osborne did not announce cut in British aid to India, but said the Department for International Development will “change the way it delivers in order to achieve maximum impact with the aid the UK provides, and to further improve transparency and accountability.”
