Demands ranging from restoration of autonomy to withdrawing all security forces from Jammu and Kashmir were made to the all party delegation headed by Home Minister P Chidambaram as top leaders of PDP and the separatist factions kept away. But small teams of the delegation reached out to the separatists by meeting their leaders at their residence where they were given their frank views. The 42-member delegation that included BJP leaders Sushma Swaraj and Arun Jaitely, Left leaders Sitaram Yechury and Gurudas Dasgupta embarked on a twoday visit to the State to assess the ground situation against the backdrop of unabated unrest that has claimed over 100 lives in the last three months. There has also been a strong demand for withdrawal of the controversial Armed Forces Special Powers Act from NC, PDP and other sections in the State.
The Election Commission on Monday announced the Valpoi by-election on October 18 to fill up the vacancy caused by resignation of independent MLA Vishwajit Rane in June while joining the Congress along with Puti Gaonkar of BJP whom he had defeated in the 2007 elections. Notification for filling up the casual vacancy will be issued on Wednesday calling nominations up to September 29. Scrutiny will be on October 1 and withdrawals allowed up to October 4. The counting of votes will take place on October 21 from 8 am. The polling fixed for October 18 will be from 8 am to 5 pm. The pre-delimited electoral rolls have been revised and published on September 14. The Commission has decided to use EVMs in this by-election in all the polling stations. Adequate number of EVMs has been made available and all steps have been taken to ensure that the poll is conducted smoothly with the help of these machines. In consonance with the past practice, the Commission has decided that the voter’s identification shall be mandatory. Elec-
toral Photo Identity Cards (EPICs) shall be the main document of identity of a voter. However, in order to ensure that no voter is deprived of his/her franchise, if his/her name figures in the electoral rolls, separate instructions will be issued to allow additional documents for identification of voters at the time of poll. MODEL CODE: With the announcement of the poll schedule, the Model Code of Conduct comes into force with immediate effect in the North Goa district, binding all candidates, political parties and the State Government, an Election Commission press release said. The Model Code of Conduct shall also be applicable to the Union Government, debarring it from making any announcements concerning Goa until the by-election is over.
Govt employees firm on strike
A visibly agitated RDA Minister, Churchill Alemao on Monday ordered the suspension of four RDA employees and demanded the immediate transfer of Project Director, Melvyn Vaz after a surprise inspection of the RDA office, South this morning. Project Director, North G P Pilarnekar told Herald that the four employees were served memos seeking explanation on the queries raised by the Minister during the surprise check. Alemao made his presence felt at the RDA office, housed at the Junta quarters, Pajifond this morning and to his surprise found that a peon had put three signatures on the attendance register. After questioning the Head clerk, Vaishali Naik, the RDA Minister issued directions for the suspension of the Head Clerk as well as the Peon Ramdas Naik. Besides, instructions were issued for the suspension of LDCs Madhuri Bhandari and Teja Naik. and supervision over the staff. He has also called for the transfer of Prashant Shirodkar from the RDA Office. “RDA works in south Goa has suffered over the last three years, while North Goa has progressed because of the officers and the staff. I will not tolerate any indiscipline amongst the employees in the future”, Alemao warned. Goa stands second in the national Youth Development Index, says a study, but that is only in the context of India, which has largely ignored the needs of its youth, reveals the country’s first youth development index (YDI). Sponsored by the Rajiv Gandhi National Institute for Youth Development, Chennai, and conducted by the Tata Institute of Social Sciences (TISS), Mumbai, it shows that the average index for India is low (0.453), even though youth comprise the largest single section (41 per cent) of the Indian population. Himachal Pradesh ranks first (0.590) in India’s YDI, followed closely by Goa (0.588) and Delhi (0.587). Neighbouring Maharashtra (0.555) ranks fifth. While 21 States have YDI greater than
the national average, Bihar ranks the lowest (0.383) among 29 States for which the YDI was calculated. “The aim was to assess the status of India’s youth and help identify the gaps that need policy intervention,” said Lata Narayan, who conducted the study along with Anil Kumar at TISS. The parameters included education, work, health and amenities. “A YDI of 0.453 is low. It indicates that the youth population needs greater attention from policy makers and programme planners,” Narayan said. However, Goa fails to rank among the top three in the Education sub-index. The highest ranking States here are Himachal Pradesh (0.611), Delhi (0.603) and Kerala (0.575), while the lowest are Bihar (0.298), Jharkhand (0.315) and Rajasthan (0.325).
Salgaonkar Mining Industries Private Limited (SMIPL) today told the Bombay High Court at Goa that it does not accept the Government’s decision to increase the bank guarantee to Rs 10 crore in the M V River Princess case. The reply comes after the State in an oral statement to the Court, last week said that it has asked SMIPL to hike the bank guarantee to Rs 10 crore from Rs 1 crore. The modification in the SMIPL terms and conditions also asked the Company to deposit the money from scraps of the vessel to the Court till the entire vessel is cut into pieces and re-floated. All Goa Government Employees Association today declared that they will go ahead with their indefinite strike from September 22 if their demands of upgradation of pay scales are not met by the Government. Addressing a press conference GGEA President M L Shetkar, who was accompanied by Secretary John Nazareth, said if a notification announcing parity in pay scales is not issued by tomorrow, they would proceed on an indefinite strike from September 22. Making a case against selective upgradation adopted by the Government, the GGEA had met Chief Minister Digambar Kamat earlier, Shetkar said. the Court that has turned down the fresh modification put forth by the Government. The Division Bench comprising of Justices D G Karnik and F M Reis adjourned the matter for final hearing on Wednesday. The Court is hearing the petition filed by River Princess Hatao Manch (RPHM). Advocate General Subodh Kantak earlier this month had informed the Division Bench that the Government agreed to the SMIPL to remove the stranded vessel from the Candolim shore free of cost. Meanwhile, RPHM has also shown keen interest to cut the vessel without charging any fee from the Government. It has, however, not filed any application in the Court on the same, till date.
Dayanand Narvekar had criticised the Government for not taking action against offshore casinos. But it appears the Government has now completely forgotten its promise to the House. Last week, the Cabinet took a decision to allow offshore casinos to continue to operate within the city limits of Panjim on the Mandovi River, but chang-
ing their present positions. In fact, the Cabinet seems to have accepted the proposal submitted by the casino operators about changes in their present locations, even though the chief minister had assured the House “to examine the issue in totality”, when Opposition Leader Manohar Parrikar caught the Government on the wrong foot.
