IN BRIEF IIT-JE on April 10 next The IIT joint entrance examination (IIT-JEE) for the year 2011 will be held in April 10 and the format of the exam remains unchanged. The test will conducted in the morning and evening. The morning test will begin from 7 am to 12 am while the evening test from 2 pm to 5 pm. The decisions were taken at the IIT Joint Admission Board meeting and attended by directors or their representatives from all 15 IITs all over the country. -- (PTI)

Goa takes guard after terror alert

Call it an impact of large scale conversion of land for construction purpose or the youth moving away from the business, agriculture in the State has seen a drastic downward trend in the year 2009-10 compared to the earlier ones. Though the State has made impressive progress in terms of agricultural production since Statehood in 1987-88, it has been on a decrease in the recent years. Figures in the Government brochure ‘Goa Economy’, complied by the Directorate of Planning, Statistics and Evaluation, on the State’s progress since Statehood, reveal a sorry picture

Statehood was 1,30,575 hectares, which increased to 1,65,953 in 2008-09. It, however,

reduced to 1,60,532 in 200910. Also, the figures of net area sowed show a drastic drop of nearly 3000 hectares. In 2008-09 the net area sown was 1,34,601 which fell to 1,31,769 the next financial year. The area sown more than once also declined to 28,763 from 31,352 in 2008-09. There was significant rise in the area irrigated since statehood from 16,206 hectares to 38,563 ha only to see a drop in 2009-10 to 31,352. Although the population of the State has increased from 10 lakh to 14 lakh since Statehood there has not been any significant increase in foodgrain (Continued on page 2)

Goa has been put on high alert following a nationwide alert that a terror outfit may strike during the upcoming festive season. Chief Secretary Sanjiv Srivastava speaking to reporters here said that police had been asked to intensify night patrolling and beef up their presence at sensitive installations following the terror alert. “We have issued a statewide terror alert. All the necessary steps have been taken to thwart any untoward incident in the State”, Srivastava said. “We have also intensified the process of intelligence gathering to ensure that we are on top of the situation”, he said. The Union Home Ministry has sounded a nationwide alert, asking States to step up vigil following intelligence inputs which said that terror organisation Lashkar-e-Toiba could try to strike during the upcoming festive season. The next few weeks are choca-bloc with festivities. Onam will be celebrated on August 23, Raksha Bandhan on August 24 and Eid-ul Fitr on September 13.

Unfazed by news of PWD Minister Churchill Alemao’s bid to get a Congress ticket for daughter Valanka for the Benaulim seat, the Nationalist Congress Party Spokesperson Trajano D’Mello on Saturday maintained the NCP would not give up its claim for Benaulim constituency that is presently represented by its MLA Mickky Pacheco. Addressing a press conference on Saturday, Trajano asked media persons to think over the recent statement of Churchill wherein he stated if his daughter was denied the Congress ticket she would contest as an independent. This is a clear indication Churchill knows in his heart Valanka is not getting the Congress ticket, he mentioned. HOUSING BOARD PLOTS: Harping on service to the comm o n m a n , t h e o u t s p o ke n spokesperson claimed his party minister Nilkanth Halarnkar had made it easy for the salaried class to bid for plots under a scheme of the Housing Board. For the very first time the salaried class will be able to bid for plots of 150 square metres at an average rate of Rs 4 to 4.5 lakh, he mentioned. He said, Halarnkar, who is the Housing Board minister, had reduced the size of the plots from 300 square metres to 150 square metres so that the common man in rural areas will be able to buy the same. “Earlier 300 square metres was the minimum area one had to compulsorily bid for — something that was impossible for the salaried class because the rate of the plot would work out to Rs 10.5 lakh”, he stated. It’s official. The Government has gone ahead with the acquisition of land at Sonsodo for the proposed kabrastan for Margao’s Muslim community. If Chief Secretary, Sanjay Srivastava is to be believed, the Government has notified Section 4 of the Land Acquisition Act for the acquisition of land at Sonsodo for the burial ground. That’s not all. The Chief Secretary informed that the Government would invoke the urgency clause to ensure that the entire land acquisition process is wrapped up at the earliest. Speaking to Herald on the sidelines of the Founder’s Day celebration of Vidya Vikas Man-

But, when his attention was drawn to stiff protests and opposition from the Muslim community to the Sonsodo site, the Chief Secretary said that the site is not bad as it is made out by some people. “There is an existing cemetery near the land which is proposed to be acquired for the kabrastan. Besides, a school is located some meters away from the proposed burial ground”, he added. Herald inquiries with the Land Acquisition office, Margao revealed that the Government has notified Section 4 of the Land Acquisition Act to acquire the land at Sonsodo. “Section 4 of the Land Acquisition Act has been notified by the Government to acquire the land at Sonsodo. The notification has been sent for publication in the official gazette”, informed Deputy Collector, Land Acquisition, Agnelo Fernandes. The Sonsodo site was cleared for the proposed kabrastan after a high-level meeting chaired by Chief Minister, Digambar Kamat gave the green signal, following which the site was approved by the Margao Municipal Council.

Government has brought some fresh amendments to the Nuclear Liability Bill that are likely to trigger a fresh controversy as these could be seen as diluting the right of recourse of operator to seek damages from supplier in the event of an accident. One of the 18 amendments cleared by the Union Cabinet yesterday suggests that an accident in a nuclear plant should have occurred as a consequence of an act done with an “intent” if an operator has to claim damages from supplier. Illegal coal exporters to get jail PTI NEW DELHI, AUG 21

Warning that illegal exporters of coal will land in jail, the Government today said nobody had the powers to take away India’s wealth outside. Coal Minister Sriprakash Jaiswal told the Lok Sabha that any one found guilty of illegally exporting coal would attract strong penal action. “Nobody has the power to take away even a single gram of coal outside India. They will cool their heels in prison if they try to export the country’s coal wealth”, he said replying to a debate on Mines and Minerals (Development and Regulation) Amendment Bills, 2010, that was passed by the House. Referring to the alleged illegal export of coal through Haldia port in West Bengal, he said his inquiries had revealed that coal was being taken for a thermal power plant near the port town and not for export. “For poverty alleviation and eradication of unemployment, industries are needed, power is needed by these industries and

I am confident that we will be able to curb such activities and since it is a law and order subject, the States will have to resolve the prob-

Jaiswal said the Government’s policy on coal blocks was not aimed at preventing the private sector, but encouraging only serious players in the bidding process so that mining process could start soon after the award of contract. He said the Government would consider awarding coal blocks to the public sector Coal India on a priority basis. He was responding to a BJP member’s contention that Coal India had sought 134 blocks. To a BJD member’s concern over dilution of State’s rights over allotment of contracts in coal mining, the Minister said they need not worry as their

rights would be fully protected. Jaiswal said the Government was seized of the issues arising out of frequent fires at abandoned coal mines in Dhanbad area of Jharkhand and the resulting damage to environment. “We have decided to provide Rs 10,000 crore towards rehabilitation of the people of the areas where fires erupt in abandoned coal mines. Every life is precious and lakhs of people live in these areas”, he said. Jaiswal said rehabilitation of these people would be given priority and it would ensured that there was no irregularity in the programme. Noting that “certain problems” in the rehabilitation programme had resulted in Naxal menace and law and order problems in some States, Jaiswal blamed State Governments for “carelessness and dereliction of duty”. Lok Sabha members cutting across party lines, opposed allocation of blocks of coal and other mineral to private companies saying the rich national resources should be used judiciously rather than be frittered away.

in accordance with Section 6, shall have a right of recourse where — (a) such right is expressly provided for in a contract in writing; (b) the nuclear incident has resulted as a consequence of an act of supplier or his employees, done with the intent to cause nuclear damage, and such act includes supply of equipment or material with patent or latent defects or sub-standard services; (c) the nuclear incident has resulted from the act of commission or ommission of an individual done with intent to cause nuclear damage.” Experts feel that the mention of “intent” in the sub-clauses (b) and (c) regarding an accident may give a route to suppliers to

escape responsibility because it would be difficult to prove intent in any such mishap. This amendment in the Civil Liability for Nuclear Damage Bill, 2010 will be moved along with 17 other amendments in the Lok Sabha on August 25. Significantly, neither the original bill nor the recommendations of Parliamentary Standing Committee which examined it had contained such a proposal. Only earlier this week, the Government had to beat a hasty retreat when a controversy arose over inclusion of a word “And” between sub-clauses (a) and (b) in Clause 17 which the BJP and Left parties feared diluted the supplier’s liability in case of an accident.
