Exactly three years after he had ditched the party at the last minute, Taleigao’s unattached legislator and Education Minister Atanasio Monserrate today rejoined the Congress party ending months of speculation. Monserrate had ditched the Congress during 2007 Assembly elections when he filed his nomination on UGDP ticket at the last moment after getting the

Congress ticket. The Congress claimed that Monserrate had not only joined the party but also merged the UGDP, a claim which has been categorically rejected by the regional outfit’s senior members. Minister downplays return HERALD REPORTER PANJIM, JUNE 21

Education Minister Atanasio Monserrate who rejoined the Congress party today said that not much should be read into development and termed it as the return of the prodigal. “The entry was long overdue we were just waiting for a green signal from the party High Command and AICC President Sonia Gandhi,” Monserrate told reporters after joining the party.

47 killed in Chinese coal mine PTI BEIJING, JUNE 21

An explosion in a coal mine in central China today killed 47 miners while 28 others were brought out to safety in yet another major mishap in the collier y sector notorious for accidents. The blast occurred in coal mine when a pack of gunpowder kept underground detonated trapping 75 miners in Weidong district at around 1:40 am (local time) the State Administration of Work Safety said. The official said 28 miners were brought out to safety while 47 were confirmed killed. The cause of the explosion is still unknown. Preliminary investigations said that the mine with a production capacity of 98,000 tonnes was operating illegally and the mine owner Liu Jianguo was arrested, state media reported. Of the 28 miners rescued six were reported to be in serious condition including one person who suffered more than 78 per cent burns.

Addressing a press conference at the Congress headquarters Chief Minister Digambar Kamat said that the party welcomed Monserrate into the party fold “unconditionally”. “Monserrate has entered the Congress without any conditions,” Kamat said. Asked whether there would be any portfolio reshuffle after Monserrate’s entry into Congress, he replied, “the question does not arise as the entry is unconditional.”

GoM recommends Rs 1,300 cr package PTI NEW DELHI, JUNE 21

The Group of Ministers on Bhopal gas disaster today recommended a Rs 1,300 crore package for the victims enhancing the compensation for the kin of dead to Rs 10 lakh and for permanently disabled Rs five lakh. The GoM, headed by Home Minister P Chidambaram, concluded four-day deliberations and submitted its report to Prime Minister Manmohan Singh, which will be considered by the Union Cabinet at a special meeting on Friday. The Bombay High Court at Goa on Monday rejected anticipatory bail applications filed by the absconding former tourism minister Mickky Pacheco and his aide, Officer on Special Duty, Lyndon Monteiro even as the defence tried to highlight contradictions in the police investigation. The accused have been named as main accused in the Nadia Torrado death case who died on May 29 in Chennai hospital, a fortnight after she consumed rat poison. The Single Bench of Justice A S Oka in a special seating heard both the applications. The Chief Justice of the Bombay High Court assigned the matter to Justice Oka as applicants approached him after Justice N A Britto, on June 18, declined to hear them saying ‘’not before me’’. Will the government finally set up the kabrastan for Margao’s Muslim community at Sonsodo? Well, a high-level meeting convened by Chief Minister Digambar Kamat on Monday morning has strongly favoured setting up a kabrastan for the Muslim community at Sonsodo near the Christian cemetery.

In fact, the meeting has told the Margao Municipal Council to begin the process of acquiring land admeasuring around 30,000 square meters behind the existing cemetery at Sonsodo. Chaired by the chief minister, the meeting issued instructions to government agencies, including the Town and Country Planning Department to issue all required NOCs to the civic body for the acquisition of land. 5,000 crore package. On the legal front, the GoM recommended that the Centre will file a curative petition in the Supreme Court to seek restoration of the stringent charges filed in the CBI chargesheet against the accused in the case. In 1996 the apex court had reduced the charge from Section 304-Part II (culpable homicide not amounting to murder) to Section 304 A (criminal negligence) of IPC. While Section 304 II provides a maximum imprisonment of 10 years, Section 304 A provides a maximum jail term of two years.

The meeting also did not take up the issue of a cemetery as requested by the Our Lady of Grace Church, Margao. When contacted, Margao Municipal Chairperson Savio

Coutinho said that as per the instructions from the Committee, the proposal to have a kabrastan at Sonsodo would be placed before the Council meeting scheduled on June 28. In fact, the June 28 meeting of the Council was scheduled to deliberate on the long-pending demand of the Muslim community for a kabrastan in the city since the existing burial grounds at Pajifond has reached a point of saturation. “The Council was scheduled to discuss the kabrastan at its meeting on June 28. The proposal made at today’s meeting convened by the chief minister would be placed before the Council meeting,” he added. Incidentally, at their last meeting on the burning kabrastan issue, the City Fathers could neither identify any suitable land for the kabrastan nor take any concrete decision. Instead, the civic body had passed the buck on the district collector, South to identify and shortlist sites for the burial grounds.

After the tough talk and retaliation, BJP today appeared keen on not breaking its alliance with JD(U) in Bihar while Chief Minister Nitish Kumar kept the cards close to his chest. “The potter does not want his pot to break,” BJP spokesperson Shahnawaz Hussain said hinting that despite differences with the JD(U), the BJP would like the alliance to continue.

He, however, made it clear that though his party wanted to work with the JD(U) for the development of Bihar, it would not compromise on self-respect. Stepping in to apparently cool down tempers, senior leader L K Advani, who is in favour of the 15-year old alliance continuing in the run-up to the assembly polls in the state likely in October this year, discussed the developments with Bihar’s BJP unit chief C P Thakur.
