Exactly three years after he had ditched the party at the last minute, Taleigao’s unattached legislator and Education Minister Atanasio Monserrate today rejoined the Congress party ending months of speculation.

Monserrate had ditched the Congress during 2007 Assembly elections when he filed his nomination on UGDP ticket at the last moment after getting the

Congress ticket.

The Congress claimed that Monserrate had not only joined the party but also merged the UGDP, a claim which has been categorically rejected by the regional outfit’s senior members.

Education Minister Atanasio Monserrate who rejoined the Congress party today said that not much should be read into development and termed it as the return of the prodigal.

“The entry was long overdue we were just waiting for a green signal from the party High Command and AICC President Sonia Gandhi,” Monserrate told reporters after joining the party.

47 killed in Chinese coal mine PTI BEIJING, JUNE 21

An explosion in a coal mine in central China today killed 47 miners while 28 others were brought out to safety in yet another major mishap in the collier y sector notorious for accidents.

The blast occurred in coal mine when a pack of gunpowder kept underground detonated trapping 75 miners in Weidong district at around 1:40 am (local time) the State Administration of Work Safety said.

The official said 28 miners were brought out to safety while 47 were confirmed killed. The cause of the explosion is still unknown.

Preliminary investigations said that the mine with a production capacity of 98,000 tonnes was operating illegally and the mine owner Liu Jianguo was arrested, state media reported.

Of the 28 miners rescued six were reported to be in serious condition including one person who suffered more than 78 per cent burns.

“It is the return of prodigal.

Not much should be read into the development,” he asserted thanking the AICC president, chief minister and the GPCC president for allowing him to rejoin the party.

Asked whether there was any compromise on the Rajiv Gandhi IT Habitat, which he opposed in 2007, he said “There is no connection between the IT habitat and me joining the Congress.”

Sources said the health minister is in Delhi for the final round of talks with Congress High Command.

The exact deal between the Congress and Babush could not be ascertained as both maintained that the entry was unconditional.

Addressing a press conference at the Congress headquarters Chief Minister Digambar Kamat said that the party welcomed Monserrate into the party fold “unconditionally”.

“Monserrate has entered the Congress without any conditions,” Kamat said.

Asked whether there would be any portfolio reshuffle after Monserrate’s entry into Congress, he replied, “the question does not arise as the entry is unconditional.”

GoM recommends Rs 1,300 cr package PTI NEW DELHI, JUNE 21

The Group of Ministers on Bhopal gas disaster today recommended a Rs 1,300 crore package for the victims enhancing the compensation for the kin of dead to Rs 10 lakh and for permanently disabled Rs five lakh.

The GoM, headed by Home Minister P Chidambaram, concluded four-day deliberations and submitted its report to Prime Minister Manmohan Singh, which will be considered by the Union Cabinet at a special meeting on Friday.

The Bombay High Court at Goa on Monday rejected anticipatory bail applications filed by the absconding former tourism minister Mickky Pacheco and his aide, Officer on Special Duty, Lyndon Monteiro even as the defence tried to highlight contradictions in the police investigation. The accused have been named as main accused in the Nadia Torrado death case who died on May 29 in Chennai hospital, a fortnight after she consumed rat poison.

The Single Bench of Justice A S Oka in a special seating heard both the applications. The Chief Justice of the Bombay High Court assigned the matter to Justice Oka as applicants approached him after Justice N A Britto, on June 18, declined to hear them saying ‘’not before me’’.

Will the government finally set up the kabrastan for Margao’s Muslim community at Sonsodo?

Well, a high-level meeting convened by Chief Minister Digambar Kamat on Monday morning has strongly favoured setting up a kabrastan for the Muslim community at Sonsodo near the Christian cemetery.

In fact, the meeting has told the Margao Municipal Council to begin the process of acquiring land admeasuring around 30,000 square meters behind the existing cemetery at Sonsodo.

Chaired by the chief minister, the meeting issued instructions to government agencies, including the Town and Country Planning Department to issue all required NOCs to the civic body for the acquisition of land.

On the legal front, the GoM recommended that the Centre will file a curative petition in the Supreme Court to seek restoration of the stringent charges filed in the CBI chargesheet against the accused in the case.

In 1996 the apex court had reduced the charge from Section 304-Part II (culpable homicide not amounting to murder) to Section 304 A (criminal negligence) of IPC. While Section 304 II provides a maximum imprisonment of 10 years, Section 304 A provides a maximum jail term of two years.

Muslims oppose Sonsodo site for kabrastan

The meeting also did not take up the issue of a cemetery as requested by the Our Lady of Grace Church, Margao.

Coutinho said that as per the instructions from the Committee, the proposal to have a kabrastan at Sonsodo would be placed before the Council meeting scheduled on June 28.

In fact, the June 28 meeting of the Council was scheduled to deliberate on the long-pending demand of the Muslim community for a kabrastan in the city since the existing burial grounds at Pajifond has reached a point of saturation. “The Council was scheduled to discuss the kabrastan at its meeting on June 28. The proposal made at today’s meeting convened by the chief minister would be placed before the Council meeting,” he added.

Incidentally, at their last meeting on the burning kabrastan issue, the City Fathers could neither identify any suitable land for the kabrastan nor take any concrete decision. Instead, the civic body had passed the buck on the district collector, South to identify and shortlist sites for the burial grounds.

After the tough talk and retaliation, BJP today appeared keen on not breaking its alliance with JD(U) in Bihar while Chief Minister Nitish Kumar kept the cards close to his chest.

“The potter does not want his pot to break,” BJP spokesperson Shahnawaz Hussain said hinting that despite differences with the JD(U), the BJP would like the alliance to continue.

He, however, made it clear that though his party wanted to work with the JD(U) for the development of Bihar, it would not compromise on self-respect.

Stepping in to apparently cool down tempers, senior leader L K Advani, who is in favour of the 15-year old alliance continuing in the run-up to the assembly polls in the state likely in October this year, discussed the developments with Bihar’s BJP unit chief C P Thakur.

‘Govt should take over heritage Poor infrastructure hindering properties for commercial use’ growth of heritage hotels: Mathur HERALD REPORTER PANJIM, JUNE 21

Indian Heritage Hotels Association (IHHA) has proposed that Goa government should take over crumbling properties and develop it.

“There are many heritage properties in ruin. These properties can be taken over and dev e l o p e d b y G o a To u r i s m Development Corporation (GTDC) and handed over for running on commercial basis,” IHHA’s executive member Ajit Sukhija told reporters.

He said that the first priority of such developed heritage property should be given to the owner. “If not then the state government can maintain it or go for auctioning of the same,” Sukhija added.

The association feels that a push by the government will help in preservation of heritage houses, many of which are in bad shape due to family dispute and other related issues.

IHHA’s President Maharaja Gajsingh of Jodhpur believes that in Goa there is so much potential, where a heritage building or a structure can be

developed into productive assets (especially hotel business).

“The main purpose is to protect these structures from being deteriorating. People owning such heritage structures need to make aware about its importance,” he said.

IHHA has decided to approach all those heritage structure owners to join hands with them and try to develop and maintain the same for better prospects.

Similarly, Sukhijha himself has converted his 1888-built ancestral house at Fountainhas into a heritage hotel, ‘Panjim Inn’, located in the heart of the city.

The general body meeting of IHHA, which held in Panaji on Sunday also pointed out that the government should bring out a financial package for heritage hotel owners, which will get them much-needed monetary assistance.

“In 2008 the state government had proposed financial assistance to heritage house owners through ‘heritage house scheme’, but it is in limbo,”

Sukhijha said.

Sukhijha cleared that Goa government had planned a concession in form of cash incentives to the tune of 25 percent for the project upto 50 lakhs, where the interest won’t exceed 4 percent.

“But the proposal is yet to get the approval…its still on papers,” he lamented. The meeting also decided to demand for a Transfer of Development Rights (TDR) to heritage structure.

“As per TDR, any builder can opt for development rights of a building if he purchases the rights from heritage structure,” Sukhijha cleared.

IHHA feels that government officers, while on official visits, should be made to stay in heritage hotels rather than in fivestar resorts, Sukhijha said.

The Goa Heritage Action Group (GHAG) in association with the Corporation of the City of Panaji (CCP) has listed 1000 heritage structure in Panaji and around 3,500 structures across the state.

However, only two hotels in Goa are classified under IHHA

by Union Tourism Ministry.

Bettered infrastructure facilities in country’s rural areas pose hindrance for development of heritage hotels in the country, a senior heritage hotel officer said.

“More then 80 percent of heritage structures are in rural areas of the country, which are ignored and needs attention. But there are various aspects that restrict us from developing these structures into a productive asset,” Rakesh Mathur, president, Welcome Heritage told reporters.

Mathur, in his recent meet with the Union Tourism Minister Kumari Selija pointed out various difficulties that one has to face while taking up heritage development project in rural areas.

“The most important is the cost, which is very high. Be it while converting a heritage building into a hotel or its further maintenance. The structures in rural areas are very broad and strong, which need huge investment for its facelift,” he said.

The lack of skilled workers

and the infrastructure facilities in these areas are yet another key hindrance for the development, he added.

“Apart from this, once the business is set we have to suffer losses along with profit. Being a seasonal business there is no stability of income,” Mathur lamented.

He feels that in order to develop these structures, the center government need to provide financial assistance to the owners, which will give a better prospect to the locals.

Indian Heritage Hotels Association (IHHA), President Maharaja Gajsingh of Jodhpur, feels that development of better infrastructure facilities in rural areas will make a difference by attracting larger number of tourists.

“Tourists don’t prefer to go in rural areas, where we have maximum numbers of heritage structures. The economy of rural areas can be changed, if developed in a more productive way employing large section of people,” Maharaja said.

He said that the heritage

tourism does not only provide direct employment through hotels but also provide indirect employment to various peoples linked with the industry.

“The conversion of heritage structure into a hotel or any other business provides employment opportunities to the locals, either in form of tourist guide, an entertainer; a craftsman with his stall….It improves the standard of living,” Maharaja stated.

Maharaja, who owns chain of heritage structures in Rajhastan, has 90 percent locals employed in his business.

Maharaja said that the richness of heritage structures cum hotels has attracted large number of domestic tourists compare to foreigners.

“The main purpose of heritage movement was to increase the foreign tourists flow in the country. But the scenario is different now. More and more Indian travellers are checking in heritage hotels. The ratio was 80:20 earlier with foreigners leading the chart but now it is domestic tourists with 40:60 percentages,” he cleared.

With Benaulim MLA Mickky Pacheco on the run since the last fortnight with the Crime branch hunting him in the Nadia Torrado death case, PWD Minister and Navelim MLA Churchill Alemao along with daughter Valanka made their presence felt in Benaulim on Monday.

Though the obvious reason was to distribute free fertilizer bags to the 200-odd farmers, both Churchill and Valanka announced the revival of their office in Benaulim from August 15 and cherished the fond memories the Alemao family had with the Benaulikars in the late 80’s and 90’s.

The decision to revive the Alemao’s office in Benaulim comes at a time when Pacheco has publicly set his sight on the new Nuvem constituency.

“Benaulim and my daddy Churchill had close ties since 1989. This constituency had

elected my daddy many times, we cannot forget this kind gesture from the people. Benaulim people are our people. I told daddy, who is representing Navelim, that Benaulim people are our people and we have to give the fertilizers to the farmers from Benaulim”, Valanka added.

Valanka who had nursed the ambition to contest the Lok Sabha polls from South Goa in the past said the people are welcome to their residence with any difficulties. “From August 15, we are opening our office in Benaulim. I and ZP Chairperson Maria Rebello will sit in the office to resolve the grievances of the people”, she said.

Churchill told the people that he cannot forget them for their love and affection since the 80’s.

The High court has issued notices to the PWD and the Dongorim bridge contractor in a contempt petition filed by the farmers of Aquem-Baixo.

The farmers who are Interv e n e r s i n Wr i t Pe t i t i o n No.297/2010 filed before the High Court of Bombay at Goa, have in their Contempt Petition prayed that the Court be pleased to initiate the contempt proceedings against the respondents namely Anil S Ringane, the Executive Engineer of PWD Division VI and the Contractor Mrs Bernadette D’Silva of M/S DC Construction in accordance with the Contempt of Courts Act 1971 which includes punishment in accordance with law.

Claiming to be agriculturists belonging to the Scheduled Caste and Scheduled Tribes, the petitioners said they have in possession of their respective properties consisting of paddy fields and are dependent on the income received from these properties. They alleged that the respondents have commenced construction activity in the adjoining properties, which construction is for the proposed RCC bridge linking Dongorim

and Firgulem in the village Panchayat of Navelim in Navelim constituency.

They stated that on account of the construction activity undertaken by the respondents, who have been dumping construction material like mud, rubble, stones etc in the paddy fields of the petitioners; that the dumping of the material is on a large scale and is being done in a haphazard manner, that the respondents have dug huge trenches in the property for constructing the approach road to the proposed bridge etc.

Alemao said he has cleared a number of developmental projects in Benaulim village, including drainages and roads and assured to hot mix the internal roads in the village after the monsoons.

Before distributing the fertilizers – which he has already done so in his Navelim constituency, Alemao reminded that he has borne the expenses towards the fertilizers. And, he made it clear that he would continue his gesture the next season as well, indicating that the Alemao’s appears set to return in the new Benaulim constituency comprising of the villages of Benaulim, Colva, Seraulim, Varca, Orlim, Carmona and Cavelossim – the last four village which are now part of Navelim constituency represented by the PWD Minister.

Khola house burgled in daylight HERALD CORRESPONDENT CANACONA, JUNE 21

In a daylight robbery, burglars decamped with cash and gold ornaments with Rs 1.60 lakh from a residence at Saleri-Khola on Monday.

In her police compliant, one Ashmita Nandu Pagui told Canacona police that some culprits gained entry into her house in their absence between 10 am and 6.30 pm by removing rear side roof tiles.

She claimed that the culprits had decamped with cash of Rs 40,000 and gold ornaments like chains, bracelets, earrings, rings, worth around Rs 1.20 lakh.

With the high court rejecting the bail application of former Tourism minister, Mickk y Pacheco, the Colva police resumed its hunt for the Benaulim along the coastal belt on late Monday evening.

As news of the high court rejection of his bail plea reached the Margao district headquarters, a police team from the Colva police station went in search of the eluding former Minister along the coastal belt. The police team made its presence felt in Colva, Betalbatim and Majorda as part of the hunt for the MLA. Police sources in the know, however, say the police were unsuccessful in laying their hands on the former Tourism Minister, even as the police wondered whether the Benaulim would surrendered to the Crime branch or knock the doors of the Supreme Court for bail.

A senior police official, when contacted, said the hunt for the former minister resumed late this evening after his bail plea failed to find favour with the High Court.

The hunt for the former Minister comes against the back-

drop of his so-called visit to the office of the Notary Adv Joey Rodrigues located in the congested New Market of the Commercial capital. The police had to face flak over its failure to lay their hands on the eluding former minister during his visit to the city.

Senior police officers, however, say the police are still verif ying whether the former minister had visited the notary’s office in Margao or whether the notary register was despatched to Pacheco’s hideout for his signature.

Vehicles damages property at Benaulim HERALD REPORTER MARGAO, JUNE 21

A Swaraj Mazda van rammed against a telephone pole, compound wall and a Swift vehicle at Pedda-Benaulim on Monday morning.

Benaulim Deputy Sarpanch Stanley Fernandes said the vehicle went off the road and crashed on the telephone pole

before it rammed against the compound wall causing damage.

The incident occurred around 10.45 am, he said. It is believed the driver of the ill-fated vehicle suddenly got fits and lost control before crashing on the compound wall.

The Colva police are investigating.

Illegal hutments have re-surfaced in the open fields near the KTC bus stand here, with the authorities turning a blind eye to the illegalities.

In fact, the hutment dwellers have literally converted the open fields into a scrap yard, with bundles of scrap waste lying dumped all over the area.

Local farmers have bitterly complained over the presence of the migrants and the waste dumped in the fields.

They complained that they

cannot cultivate the field because of waste and defecation by the migrants in the fields.

“Why is the government dragging its feet to crack a whip on the migrants. We cannot even step in the fields due to foul odour and human excreta all around”, informed a farmer.

Incidentally, the Margao Municipal council had razed down illegal huts from the KTC and other areas of the city, but the same have resurfaced right under the nose of the authorities.

The accused had withdrawn his bail application after he was asked to remain present in the Court that was filed by him through his mother. Thereafter, he filed a fresh application.

A major fire gutted a shop at the KTC Bus stand here late Monday night. Fire personnel said goods worth around Rs 90,000 has been gutted in the major fire.

The incident is believed to have occurred due to a suspected short circuit.

Fire personnel said they had found a cylinder inside the shop and the same was removed out of the premises, thus averting a major tragedy.

Goa Pradesh Congress Committee president Subhash Shirodkar today said unattached legislator Atanasio (Babush) Monseratte’s entry into Congress was cleared by the Congress president Sonia Gandhi and the Congress High Command and he had no role to play.

In 2008, Monserrate along with supporters had been accused of assaulting Youth Congress workers in his Taleigao constituency, while they were peacefully demanding the setting up of the Rajiv Gandhi Information Technology (IT) habitat in Dona Paula.

The legislator had also led a mob and attacked the Panjim police station in which several policemen were injured, which is being investigated by CBI. The case is scheduled to come up for hearing on June 23.

When these cases per pointed out to the GPCC president he just tried to pass on the buck to the Congress high command and the president.

“Monseratte joining Congress does not make any difference to us but we want that whoever is guilty in the assault case be punished,’ he stated. NH17 Porvorim Action Committee Vice Dr Ravi Chodankar has stated that though the government claims that 45 sq mtrs of land would be acquired for road widening for national highway, in reality an additional 5 mtrs setback will have to be left from either side of the road.

Dr Chodankar was speaking at the meeting organized by NH17 Porvorim Action Committee in Azad Bhavan, Porvorim, on Monday evening.

“Though the government claims that 45 sq mtrs of land will be required for widening of national highway, but considering the setback of 5 mtrs to be left from either side of the road, the government will acquire 55 mtrs of land and as such more structures then specified will go in for demolition,” stated Dr Chodankar.

“The proposed highway will render more than 10,000 people unemployed and if government does not pay heed to our suggestions and demands, then the

people will be forced to come on the road to get the grievances redressed,” added Dr Chodankar. He further said the government says that 50% of the people from Porvorim are prepared to demolish part of their structures to pave way for widening of the road.

“This is a blatant lie. Nobody will agree for the demolition of their structures, which have been built with their hardearned money. We are living in democracy and hence people have every right to voice their grievance. The government should not use dictatorial tactics to suppress voices of the people,” said Dr Chodankar.

Corporation of the City of Panjim Councilor Patricia Pinto said Porvorim has now developed into a city and hence it was decided to incorporate it in the City of Panjim in 2002.

“No highway can pass through the city. Porvorim is located almost on the coastal belt and hence government has no right to destroy this coastal city,” voiced Pinto.

Sai Acupuncture Research Centre Director Dr M B Prabhu said if the national highway comes into existence, there will be heavy vehicular traffic in Porvoirm moving at the speed of 120-130 kms per hour.

“The residents will face a lot of difficulties in crossing the roads. Prior to building my Research Centre at Porvorim, I had enquired with the Town and Country Planning and other related departments about the national highway,” he added.

He further said the national highway will not pass through Porvorim and hence he had invested crores of rupees towards purchase of land and construction of Research Centre.

“All my expenditure will go down the drain if my structure is demolished,” said Dr Prabhu.

Committee Advisor Dinesh Vaghela suggested that the action committee should submit a memorandum to the Governor obtaining signatures of the residents of Porvorim.

“Panchayats of Penha de Franca, Socorro, Salvador-do-Mundo and Marra-Pilerne should adopt resolution objecting to the national highway and if the government does not pay heed to the grievances, then people should observe total bandh at least for four hours in a peaceful manner,” said Waghela.

Calangute police on Sunday arrested three persons from Calangute on charges of assaulting a resident of Madda Vaddo, Calangute.

According to Calangute police, Gonsalo Silveira (28), Bernard Silveira (34) and Domacian Silveira (60), all residents of Tivai Vaddo, were arrested

and later released on bail on charges of assaulting Joao Fernandes (43) of Madda Vaddo on Sunday.

Police informed that the incident occurred outside a resort at Naikka Vaddo, Calangute, where the Sao Joao bash was in progress.

Police further informed that an altercation took place between the accused and Joao, where the Silveiras hit Joao with

According to Calangute police, a gold chain and a bracelet went missing after the attack.

Joao was rushed to a nearby hospital for medical attention.

South-west monsoon has slipped into a weak phase and is unlikely to make any major progress for next couple of days, says Met department.

“The weakening of the monsoon currents is on with subdued rainfall activity over most parts of the state. We expect monsoon currents to get intensify in next three days,” official stated.

“Once the monsoon current develops, the state will receive a good amount of rainfall,” official added.

In the absence of rains, the maximum temperature has gone upto 32 degree Celsius against 28 degree Celsius last week.

Last week, the state witnessed widespread rainfall with gusty winds and thunderstorms with Met department recording 16 inches of rainfall for the month of June.

The monsoon had hit Kerala coast on May 31, while Goa received its first monsoon showers on June 10.

The cyclone Phet that originated in the Arabian Sea last week had halted further development of monsoon current across the country.

The Met department predicts more then 98 percent of showers for the state.

Close on the heels of the raids where harmful chemicals were discovered in the artificial ripening of mangoes, the Food and Drugs Administration on Monday conducted raids at four places to check if bananas were ripened in a similar fashion.

Raids were conducted at Margao (at the KTC Bus Stand), Vasco, Ponda, Mapusa and Panjim. However, no chemicals were found at any of these places, according to FDA Directior Salim Veljee, who maintained more surprise raids were in the offing.

GOACAN conducted a surprise raid at the Kadamba Bus Standat Margao on Monday as part of the ongoing awareness week on consumer rights and got officials of the Department of Legal Metrology and Directorate of Food and Drug Administration to book offences against the owners of the shops for violations of the Acts & Rules in force.

The department of legal Metrology also seized 342 packets of eatables from the six shops located at the Bus stand.

Volunteers of Civic and Consumer forums participated in the raid at the bus stands following complaint from public that the eatables were being sold in the stalls without authorized labels.

The Bombay High Court at Goa on Monday issued directions to restore the eco-sensitive area to its original form in Galgibag beach where a by pass road was being built. The authorities have been also directed to file a compliance report by August end.

In reference to a news item published in one of the English dailies, Adv Norma Alvares had written a letter seeking intervention of the High Court.

“When almost all the public toilets are in a mess, the Chief Minister has thought it fit to built an air-conditioned toilet. He should have first put these toilet”, Nayak added.

No incidents of ragging in State, says Governor

Tiatr Academy of Goa (TAG) organized a meeting of tiatr artistes as well as Khell-Tiatr artistes recently at TAG's Conference Hall, Campal, Panjim.

The purpose of the meeting was to decide about the correct format of tiatr as well as that of Khell-Tiatr.

According to a press release issued by Tomazinho Cardozo, President of TAG, says that the most of the Konkani tiatrs staged in the recent times are not as per the original format of tiatr. He requested the artistes that the original format must be preserved.

The veteran artistes from the field of Tiatr and Khell-Tiatr along with the artistes of present times attended the meeting.

After a thorough discussion it was decided that the presentation of tiatrs must have the following aspect so that the uniqueness of Goan Tiatr is preserved, promoted and developed.

The details are: 1-Tiatr: A story is divided into 6 or 7 parts. Each part can be called one act but in tiatr language it is called a 'podd'ddo'. Hence a tiatr can have six to seven 'podd'dde'. The story begins in 1st 'podd'ddo', runs without any disconnection through all 'podd'dde' and ends in the 6th or 7th 'podd'ddo' as the case may be.

The tiatr begins with an opening song 'Kantar'. It may be a solo, duet, trio etc. Its theme has no relevance to the theme of the play.

Therefore, the tiatr script should be written in such a way that the part of the story in every 'podd'ddo' must have a meaningful happening as far as possible.

(2)Comedy in the Tiatr: The history of the tiatr is a witness

to the fact that no tiatr has become successful without comedy sequences in it. Hence tiatr since its inception, always had comedy sequence in every 'podd'ddo' and the comedy sequence was directly linked to the theme of the play. In other words the comedy sequences in tiatr were integral part of the theme of the play.

(3)"Canto": 'Canto' is a small song mostly one verse and one chorus or two verses and one chorus. 'Canto' is the result of emotions of the happenings in the story of the tiatr which are expressed through singing.

In the past there used to be practically one 'canto' in every 'podd'ddo' in the tiatr. Hence, inorder to maintain the characteristics of tiatr, there should be at least four 'cantos' in four of the six or seven 'podd'dde' of the tiatr.

(4)Kantaram:(i)Kantaram were also called as 'side show' of the tiatr. The themes of these kantaram had no relevance to the theme of the story of the tiatr. Infact one, two or three kantaram were presented in between two 'podd'dde' on the road scene so that enough time is provided to have new stage setting done behind the curtain.

It also provided enough time for the artistes to change their costumes.

In brief kantaram are songs which are sung in between every two 'podd'dde' and which have no relevance whatsoever to the story of the tiatr. (ii)Types of kantaram:- Kantaram are of following types:solos, duets, duos, trios, quartets, etc. In the past, if there were twelve kantaram in a tiatr, it always had atleast two duets, one or two duos, a quartet and even a quintet besides solos.

This package of variety of songs

is the uniqueness of the Goan tiatr.

The exact nature of solos, duets, trios, quartets as depicted in the past is as under:(a) Solo:- Normally it was called a 'clown'. They use to have comedy as well as non comedy solos. A solo is a song sung by one singer. However, singing a solo kantar in front of the curtain by one singer and allowing singing in different voices for one or two lines or for the chorus behind the curtain was also permitted in the past. The same trend needs to be strengthened. (b) Duet: - If a song is sung by a male and a female singer then such a song is called a duet. The lyrics of all duets sung on the tiatr staged in the past were an interaction between two different characters.

Hence, this nature of duet needs to be preserved. There should be at least two duets in a Tiatr. (c) Duo:- It is a song sung by two male singers or two female singers. Lyrics of this song too were of interactive nature as in the case of duet. This trend of duos should also be encouraged.

There should be at least one duo in a Tiatr. (d) Trio: - It is a song sung by three singers which may include all males or all females or males and females. The lyrics of trios were also interactive in nature as in the case of duets or duos.

There should be at least one trio in a Tiatr. (e) Quartet:- Quartet is a song sung by four singers which may include all males, all females or males and females. The lyrics of this song too were displaying interaction between the different characters through singing as in the case of duets, duos and trios. There should be at least one quartet or quintet in a Tiatr.

(f) Choral Kantar:- TAG has also observed the new trend on singing a song in different voices on the tiatr stage. Such songs are very pleasant to hear and enrich the quality of Konkani songs. Such songs should also be encouraged.

Hence, there should be at least one choral song which may be a choral duet, choral duo, choral trio, choral quartet etc.

The songs listed at 'b', 'c', 'd', and 'e' which were presented on the tiatr stage in the past had the following characteristics: (a) Each singer was a different character in the theme of the song. (b) The lyrics were composed in such a way that there was complete interaction between the various singers on the stage. (c) Due to this, every song appeared to be musical presentation on a particular theme. (d) These songs were comedy songs as well as non comedy songs. (e) These songs were based on various issues such as social, political, religious, and historical; etc. TAG will preserve this uniqueness in Tiatr.

A tiatr must have a minimum of 10 songs and maximum of 14 songs. These songs must include at least two duets, one duo, one trio, one quartet and one choral song be it choral duet, duo, trio or quartet besides solo songs.

TAG is of the opinion that the present tiatrists should venture in bringing innovations on the tiatr stage but should take care that the format of tiatr should not be disturbed or altered. TAG is of the view that in this technological developed atmosphere, all compartments of tiatr must be technologically taken to greater heights without adversely affecting the unique format of Tiatr, adds the press release.

Metro enters Gurgaon, cable theft only glitch on day 1 PTI NEW DELHI/GURGAON, JUNE 21

Gurgaon got a little nearer to Delhi today as the Metro train service reached the millenium city but the inaugural day was marred by theft of signalling cable between two stations, leading to delay in train services for some time.

Without much fanfare and sans a formal function, the 14.47-km link connecting Qutub Minar with HUDA City Centre in Gurgaon was thrown open to the public at 8 AM as services commenced simultaneously at both stations with jubilant commuters hopping on to the first train for a ride.

Passengers can hope to cover the entire 14.47 km in around 27 minutes at a rate of Rs 18 and the minimum ticket rate is priced at Rs 8.

However, the trains started running slow due to the theft of signalling cable between Sultanpur and Qutub Minar stations by unidentified persons, following which they were run on manual mode.

Though DMRC said the theft delayed the train services only by five to ten minutes, passengers complained the services got delayed by 30 to 35 minutes in the evening due to bunching of trains.

This is the second such incident in DMRC's history as a 108-metre-long section of the signalling cable was stolen between Indraprastha and Yamuna Banks stations in September last year.

A metro train heads towards the IFFCO Chowk station of the Delhi Metro Rail in Gurgaon,on Monday. The metro is the pride of the city of 14 million, where commuters were long forced to rely on rickshaws, motorcycles or smoke-belching buses.

Two trains were flagged off from Qutub Minar and HUDA City Centre stations by the station controllers at 8 AM after which the services began. DMRC Directors held a special puja and a 'havan' at the Qutub Minar metro station before the services began.

A brand-new broad gauge train entered the HUDA City Centre station at around 8.50 AM.

With this, Gurgaon became the second satellite city to get Metro connectivity after Noida where it reached last November.

Till 8 pm today, the ten stations on DelhiGurgaon route grossed over Rs 2.45 lakh from sale of tokens and smart cards and registered a footfall of over 30,000.

Madhya Pradesh Chief Minister Shivraj Chouhan has expressed surprise over his predecessor Arjun Singh's statement that he had nothing to do with the release of Warren Anderson after Bhopal Gas Disaster in 1984.

"It is unbelievable that Arjun Singh had no connection with the administrative action of releasing Anderson and sending him to Delhi by a state government plane," Chouhan, who is now abroad, said in a statement late last night.

The Chief Minister said that such irresponsible statement was not expected from a senior and experienced politician like Singh.

He said that the victims of Bhopal Gas Tragedy would not get any justice until the truth about release of Anderson was made public.

The Chief Minister expressed hope that Singh would reveal the truth to the public without any further delay and said, "This was not any political issue but an important question related to human sensitiveness". had quoted Mr Singh as having said that he had no role in Anderson leaving the country after the tragedy which left more than 15,000 dead and thousands others affected by the poisonous gas.

The report had quoted Singh as saying that he had nothing to with the matter.

The statement released by the former Minister today de-

Anderson was arrested in Bhopal on December 7 but bailed out within hours and flown to Delhi in a state government plane.

Managing students in municipal schools is a big task as the children come from slum areas, do not have a good family background and have bad habits, the Municipal Council of Greater Mumbai (MCGM) has said in an affidavit before the Bombay High Court.

The MCGM affidavit was filed before the High Court in reply to a petition filed by the mother of a seven-year-old child seeking for issuance of guidelines to municipal schools with regard to providing children with a safe and secured environment.

Sherbano Khan approached the HC after her son, Sohail Mohammad, studying in second standard in a BMC school in suburban Sion, lost vision in his left eye after one of his classmates accidentally jabbed a pencil into his eye on January 15.

According to the petition, the school authorities and the teacher did not take immediate steps to provide medical treatment to Sohail.

The HC had on June 8 directed the MCGM to file its reply to the allegations.

With the term of vice chancellor of Visvesvaraya Technological University (VTU), Belgaum, Prof H P Khincha set to end on June 30, the fourth VC for the university is likely to be named within the next one week.

Although several noted academicians in the state are lobbying for the post, principal of National Institute of Engineering Mysore Prof M S Shivakumar is expected to emerge as the consensus candidate due to his vast experience as an educationist and administrator.

The VTU has already nominated former VC of Goa University B S Sonde and NAL director A R Upadhya as its VC search committee members from the university

executive council and academic senate.

Once the governor and government appoint their search committee members, the four will recommend finally probables for the coveted post shortly.

Highly placed sources in the government said Prof M S Shivakumar, who served as registrar of VTU besides being academician of repute in NIE, is a strong contender for the post.

“Shivakumar has rendered an outstanding job as registrar of VTU and brought many changes during his tenure to improve the functioning of VTU. For many years, he also has been associated with the field of engineering serving as principal of NIE and member for various noted organisations. His name was dropped at the last moment by the four-

member panel of search committee members three years ago when Prof Khincha was named as VC. The panel is certain to pick him this time,” sources within the VTU circle informed.

It was also understood that the outgoing VC Dr H P Khincha is trying for an extension for the post which is unlikely to be extended for another year, though he is eligible to get another year’s extension as VC. “At least three other persons are in contention for the post including VC of Tumkur University Dr S C Sharma. As the latter already is the VC of Tumkur University, he may not be considered,” said sources.

“The government is keen on having somebody with a rich experience in

the field of engineering. Principal of BVB Engineering College Hubli Ashok Shettar and Principal of UVCE Bangalore Dr K R Venugopal are the two able candidates for the post,” sources observed.

A case filed by former VC of VTU Dr K Balaveera Reddy against Prof Khincha over violation of Copyright Act by the latter and the recent allegations leveled by former VC Selvidas against Khincha of making atrocity on her may also come in the way of Khincha’s claim to get extension as VC. Sources said the government may consider Ashok Shettar at the last moment if the lobby of leaders from north Karnataka to appoint an academician from this region clicks.

Gujarat Government is positioning the state as the gateway for tourism development in India and making the sector the engine of growth by 2025.

'Honour' killings: SC seeks reply from Centre, 8 States Scare on IndiGoa PTI NEW DELHI, JUNE 21

Taking note of the recent spurt in 'honour' killings, the Supreme Court today sought response from the Union Government and eight States on steps taken to prevent such incidents.

A Bench of Justices R M Lodha and A K Patnaik issued notice to the Centre and the States of Haryana, Punjab, UP, Rajasthan, Jharkhand, Bihar, Himachal

Pradesh and Madhya Pradesh on the PIL filed by Shakti Vahini, an NGO. The NGO voiced grave concern over the increasing number such killings allegedly carried out at the instance of khap panchayats (caste councils).

The PIL alleged that the Union/States have neither taken any preventive steps which are required to be done to combat such crimes which involves mass

fury nor drafted a policy/mechanism to protect such couples and individuals.

"The States have remained mute spectators of such crimes and have remained completely silent on even strengthening the law enforcement to combat such crimes. The States have not drafted any monitoring mechanism for keeping a watch on such crimes.

"In many cases they have

failed to prosecute the people who are involved in disturbing public tranquility. This has resulted in severe violation of fundamental rights under Article 14 (equality before law) and Article 19 (freedom of expression and speech) of the Constitution of India, the PIL said.

According to the NGO, the khap panchayats were resorting to crimes like torture, mutilation, rape, forced marriage, im-

prisonment within the home and even murder.

"These crimes are intended to protect the family honour by preventing and punishing women for allegedly violating community norms of behaviour, particularly sexual behaviour.

"Women have been abducted, arrested or raped and are often blamed for shaming their families.

These crimes are often collective and premeditated," the NGO states citing a number of honour killings reported in the media.

The NGO urged the apex court to direct the respective Governments to constitute a special cell in each district where young couples can approach for safety measures. This can prevent honour killings to a certain extent, it said.

Over 160 people onboard an IndiGo flight from Delhi had a narrow escape today when one of the tyres of the aircraft burst while landing at the airport here.

"The tyre of the flight coming from Delhi burst during landing at around 1:10 AM," Airport Director Mohammad Israr said.

All 158 passengers and six crew members are safe, the airline said.

Israr said the tyre had been replaced and the IndiGo flight 6E-551 was ready for take off.

The Airbus A-320 was operating on the Bangalore- DelhiSrinagar- Jammu sector and the incident happened soon after it landed at Srinagar airport, airport sources said here.

Airline spokesperson said that a tyre was found damaged during routine inspection by aircraft engineers and had to be changed. "The IndiGo team had carried out necessary inspection, and changed the tyre to ensure we meet all safety standards. Owing to this development, there has been a delay in the flight take-off from Srinagar,"

the spokesperson said.

The incidents adds to a string of close calls for various flights.

On June 16, an Air India plane from Mumbai to Delhi with 140 passengers and six crew members had a close shave when it suffered a bird hit while landing at the city airport here, a day after two tyres of the same aircraft were found deflated on landing at Delhi.

Earlier this month, an Air India Express Dubai-Pune flight with 112 passengers on board, dropped several thousand feet over Muscat air space after hitting an air pocket, giving anxious moments to those on board.

About a week later, a mid-air collision was averted by pilots as a Jet Airways and an Air India plane came 'dangerously close' on the same flight path over Tamil Nadu.

Air India flight IC 671 and Jet Airways flight 9W 4758, carrying nearly 250 passengers and crew, came close to colliding with each other at a height of 17,000 feet near Trichchirapalli air space, triggering an Air Traffic Collision Avoidance siren in both the planes.

Pak troops fire near Jammu border AGENCIES SRINAGAR, JUNE 21

Violating the ceasefire yet again, Pakistani troops fired at a forward border outpost along the international border in the wee hours of Sunday drawing retaliation from Border Security Force troops. An IED explosion also took place along the border line.

"There was a cross-border firing from Pakistan's Suragpur post on Abdullia border outpost along the international border in R S Pura sub-sector, around 30-km from Jammu", the official told PTI. BSF jawans guarding the Border Outpost and patrolling party took positions and retaliated, resulting in exchange of small arms fire, he said, adding it continued for nearly

one-and-half hour intermittently and was continuing intermittently since then.

"There was also an explosion triggered by IED near the border line. There was no loss of life or injury to anyone in the explosion and firing on this side of the border," he said. It was not immediately known whether the explosion was carried out by any intruding militant or anybody else, he said.

Massive search operation has been launched in the area, the official said, adding further details would be known latter. Pakistani troops had violated the seven-year-old ceasefire on the LoC on Sunday, firing at Indian positions at Machhil sector in Jammu and Kashmir killing two porters and injuring two jawans.

Name in merit list confers no right over post: CAT PTI NEW DELHI, JUNE 21

The Central Administrative Tribunal has held that mere appearance of a person's name in the merit list does not confer the candidate any right over a post.

"Mere inclusion of name in the result notice does not confer any right upon the candidate over the post.

While every care has been taken in preparing the result, DSSSB reserves the right to rectify errors and omission if any," the Tribunal comprising members Shailendra Pandey and Meera Chhibber said.

It passed the order on a petition by Subodh Gahlot seeking claim on the post of Assistant Superintendent in the office of the Director General of Prisons.

Gahlot had contended that he and another candidate got

equal marks in the examination but he was not selected by the Delhi Subordinate Services Selection Board (DSSSB) for the post despite that fact that he was senior in age.

The DSSSB had rectified the merit list, after it claimed that it had "inadvertently" not taken into account the age of candidates, but did not select the petitioner for the post, saying Gahlot was found junior to another candidate, following which he approached the Tribunal.

The Tribunal said that the senior-most person from among the candidates who had secured equal marks had correctly been nominated for the post.

"In view of above, no relief can be given to the applicant in the given circumstances," it said.

Body scanners for Tihar prisoners!

PTI NEW DELHI, JUNE 21

Tihar prison is likely to install body scanners to screen inmates to check smuggling of narcotics and restricted items like alcohol inside its premises.

"We are considering installing body scanners inside the prisons so that the inmates can be screened to prevent them from carrying restricted items like drugs and alcohol inside the jail premises," B K Gupta, Director General of Tihar Prison said.

Officials said that most of the prisoners lodged inside the jail have a history of addiction to drugs and alcohol.

Despite strict checking, "we have caught prisoners carrying these restricted items inside," Gupta said.

"Prisoners hide these restricted items, which they get from people who come to meet them, inside their body cavities like rectum or earhole which cannot be detected during normal checking," said S u n i l Gupta, law officer of Tihar jail.

Even after security officials at the gates have checked every person properly, these items make their way inside, he said.

The issue came to light after a prisoner's post-morterm report revealed presence of alcohol in blood last year.

"It was surprising as to how alcohol reached inside the jail premises. An inquiry was set up to find out as to how the prisoner had access to alcohol," Gupta said.

Following the inquiry, G S Meena, Deputy Commissioner, West, wrote to the Lieutenant Governor to allow installation of body scanners inside the jail.

The jail authorities have used body scanners on trial basis.

"Body scanners are very expensive. We have used them on trial basis in two prisons," B K Gupta said, adding that no prisoner was caught as they were aware that the body scanner will catch them if they carry any restricted item.

"We are conducting more such trials before we finally decide to install them," he said.

head of every Legislative Assembly session, the Bharatiya Janata Party (BJP) threatens that it will take the government to task and expose all its scandals. Then, when the session actually begins and the public is expecting to see lots of fireworks and controversy, they get a taste of it just for the first day or two, after which events settle down into the usual dull routine.

On Sunday, BJP Goa President Laxmikant Parsekar told reporters that his party would expose the ‘family members’ of ministers in the Digamber Kamat-led government who are acting as ‘dalals’ and ‘collection agents’. “Wait and see; we will expose everyone playing the role of dalal and collection agent during the upcoming assembly session,” he promised.

The Mandrem MLA alleged that every infrastructure project in the state is tendered for a price. He said corruption is rampant at all levels of governance, including work orders given by the Public Works Department (PWD), recruitment for government jobs, excise scams, illegal mining and the police-politician-drug nexus. He said cabinet ministers are increasingly getting into criminal activities, and that there was a “total failure” of the law and order machinery, reflected in a sharp increase in cases of murder, rape, drug peddling, etc.

In a slightly different vein, he said that Congress-led governments had increased the state’s dept liability by almost 100 per cent over the last five years to over Rs7,000 crore, leading Goa into a debt trap. This means that each and every Goan has a debt of Rs45,000 on his or her head, and the administration’s reckless expenditure on the creation of redundant assets is responsible for this. Most of these, he said, are not assets but liabilities, with a high capital cost and even higher recurring expenses. The examples he cited were the proposed Kala Bhavan at Zuarinagar, the proposed Vasco-Dona Paula Sea Link, and the under-utilised bus stands at Honda, Shiroda and Cuncolim.

He also claimed that during the past three years, the bureaucracy had expanded by 20 per cent, giving Goa the dubious distinction of having the highest government-servant-topopulation ratio in the country with zero improvement in administrative services, because massive nepotism and corruption was involved in the recruitment process.

We are glad the BJP is aggressively taking on the government and exposing its bad deeds. After all it is the main opposition party in the state and that is what the role of the opposition is supposed to be in a democracy. We are also glad that the BJP executive committee has ruled out any attempts to topple the Congress-led coalition government before the next assembly election scheduled in 2012. Declaring that the BJP was “not interested in coming to power with the help of these sorts of people”, Mr Parsekar said the BJP would go to the people’s court in 2012 and let them vote the party to power.

The problem is, the BJP makes dramatic promises to expose the government before every Assembly Session, only to disappoint during it. We hope that the coming session will be different, and that all the government’s misdeeds will be laid down on the floor of the House. That is why we have listed each one of Mr Parsekar’s announcements above; we intend to hold him and his party to its promise.

Mr Sinha should also enlighten the public about how Gujarat Chief Minister Narendra Modi’s action of deliberately placing full-page advertisements in the Patna newspapers to embarrass Mr Kumar was any less childish.

Root and moot causes Tabrez Mahamad, Davorlim With due respect for Arwin Mesquita’s letter (‘Behind the Kabrastan’, Herald, 18 June), I would like to point out that what he terms as an ‘unnecessary controversy’, incidentally, is the fundamental right of every citizen of India and not just Goa. It has been a subject of concern for Goan Muslims since well over 30 years, long before the so-called influx of migrants from adjacent states became noticeably distressing to Goans.

These migrants are from all religions, and the majority of them are obviously not Muslims. Still, it seems the Muslim migrants catch the eye of the Goan watchdogs, as they assertively dress differently. Again, it is the right of every Indian to do so.

While we Goans boast of our cultural diversity to foreigners, it is of course a liability on our part to have true religious and cultural tolerance. Mesquita suggests that the non-Muslim Goan population runs the risk of alienating Goan Muslims. I can hardly

rading of charges and countercharges over the death of young Nadia Torrado shows how morality and respectability in Goa are at their lowest ebb. We seem to specialise in dubious firsts. We had the first toppled woman chief minister, the first countermanding of elections, the first defection after the anti-defection law was enacted, the first temporary chief minister for two weeks, the first state to legislate against a Supreme Court judgment, so as to save a fivestar hotel faced with the SC’s demolition orders, the first state with 120 inches of rainfall to pass a Legislative Assembly resolution calling itself a ‘water deficient state’.

And, starting with the death of Scarlet Keeling to the suicide of Nadia Torrado, it seems rape and suicide – with ‘accidental death’ written dubiously all over it – is the flavour of the times. It is amusing to observe that the Goa Police have somehow been made to look guilty of both underperformance and over-enthusiasm. In the case of Scarlet, they were faulted for concealing facts.

In Nadia’s case, the police are accused of transforming an accident into a murder by her family members.

Why do we interfere in the work of the police?

Normally, the family members of the deceased leave no stone unturned to get to the bottom of it all. They want all help and assistance from the police and the government. In the circumstances leading to Nadia’s death, this is especially so.

So the argument of the family members that her body should not be sent for a second post mortem seemed suspicious. In fact, that the police sent the body for a second autopsy should be commended. In the Aarushi murder case in Noida, even the father was jailed initially as a prime suspect. Therefore, accusing the police of harassment or writing to human rights organisations accusing the state administration of harassment was totally ill-founded and dubious.

Haste makes waste. In its hasty decision of going public over what it said was an accidental death, the family unnecessarily dragged itself into the charge of abetment to suicide. When a young woman married for less than seven years dies under suspicious and mysterious circumstances, it is duty of the police to make thorough and transparent investigation of the case. The

NADIA TORRADO CASE family should know that the police would have to answer responsibly to the courts, as well as insurance companies or lending and funding institutions with which Nadia may have had dealings.

Public money is involved. Insurance payments are not made until the cause of death is accurately determined. There are no payments in the case of suicide, while there are for murder and accidents.

No one can deny the fact that Nadia was a close friend of a politician in power (now out of office and in hiding), and political blackmail cannot be ruled out. Public fury often comes as a package deal with public glory. Politicians and sportsmen must accept this reality. It is sadly true and that the aam admi often dies like a rat in Goa, as (s)he does not have political patronage or economic power. Not only does the aam admi die by consuming Ratol, but even feni.

In Nadia’s case, the Margao to Mumbai to Chennai to Loutolim journey for relief, medical treatment and investigation by all those connected to the Ratol episode in the ongoing investigation may have involved up to Rs1 crore in private and public money, unlike the thousands who die on Goan roads with little or no strain on the public exchequer.

A Tale of Two Meetings

The Accidental Activist

T

his is the story of two meetings. One took place in North Goa and the other in South Goa. One saw 300 people turn up, the other featured reportedly a thousand people. And they together represent what is both, wrong and right with Goa. The first meeting consisted of a bunch of amateurs. All ordinary everyday folk who responded to the GBA call to make a ‘chain in the rain’. They were protesting the delay in the finalization of the Regional Plan. They were there because each one was personally affected and concerned about the rape of their land while they waited eternally for a proper planning document to be put into place. No one had paid them to be there. They belonged to no party. Nobody had organized buses to transport them to Panjim.

They had put work, house and family on hold to come and protest.

And they protested peacefully.

The other meeting featured supposedly a thousand angry people who threatened to cut off the hands of the police, if they touch their beloved minister. This is both disturbing and shocking.

They were there in support of their local MLA who is absconding and wanted in a case of abetting suicide – maybe even having a direct hand in it. They raved and ranted against the police – who were doing their job. They wanted their man free no matter what.

What we need is a proper burial ground for our Muslim brethren, not some kind of hypothetical situation we may have faced if we had acted differently.

Samba supremacy

Sebastian Mascarenhas, Siolim The qualifying stages for the 16 contestants of the 2010 World Cup in South Africa witnessed a magnificent game between fivetime world champions Brazil and Cote D’Ivoire. What enthralled television audiences in Goa and India – sans Kaka’s controversial send-off – was a superb display of football by the Brazilians.

The way the South Americans demolished their opponents with the first and third goals was truly a display of samba soccer at its pinnacle. Brazil’s short passing, which moved in tandem towards the Ivorian goal, was a treat I will never forget.

It is resplendent of one of the world’s greatest footballing nations. Even Sven Goran Ericsson shook his head in disbelief.

The Brazilians with their accuracy and flair surely deserve a sixth crown if they repeat their immaculate display during the knock out stages.

Goa Niwas for whom?

Xavier Louis, Margao With fanfare, Goa Niwas was inaugurated in New Delhi, built with hard-earned tax payer’s money for the benefit of the 40 thieves. How is the aam admi benefited?

Can (s)he avail accommodation at Goa Niwas when the rates are so exorbitant?

Medical scams Stephen Dias, Dona Paula The startling revelation by the media about the role of politicians and practitioners in the purchase and distribution of ‘free’ insulin by the Goa Medical College and the Health Department must be investigated. It benefits only Novo Nordisk, an insulin manufacturing company from whom several crores of rupees of insulin was purchased using public money and injected into gullible victims wrongly pronounced as diabetics by manipulating ‘free’ diabetes testing.

Being a police case involving public money and societal causes, what is normally considered by the family as a private affair comes into the public domain. It is definitely not a natural or purely accidental death. To get to the root cause of the death, the police have to delve into the tricky emotional angles of the deceased. Were Nadia’s activities above board? Was she insecure owing to lack of support from family and exploitation by friends? Was the deceased deceived, jilted, jostled and conned, and put under pressure to use a poison as toothpaste? Was the deceased under control of a ‘powerful personality’, as a result of which she was compelled to take her own life out of helplessness? Last, but not least, was the poison administered forcibly?

Nadia’s statement, recorded in a hospital in Thane, near Mumbai, was under physical agony and mental torture, with those under suspicion of causing her death in close proximity.

What makes the family doctor so cocksure to come out in the open and make a statement that Nadia was not pregnant? Did the doctor know all about Nadia’s itinerary and schedule while her estranged husband was abroad? In any case, what is wrong if the Goa police take up the investigation with diligence to ensure that any such

suspicion is thoroughly investigated by DNA finger printing, to rule out any recent pregnancy or even medical termination of pregnancy (MTP)? There could be implications not reported by the autopsy report made at Chennai.

Pregnancy, abortion, blackmail, harassment, divorce, estrangement, family squabbles, property disputes, settlement of compensation, extra marital involvements, insecurity, exploitation, etc, can all have grave repercussions on the mind of an individual. People in these situations often find themselves like a ‘kati patang’ (loose or cut kite), drifting helplessly on the winds of fate.

For the police, getting to the root cause of the motive behind Nadia’s death was dauntingly complex – so near yet so far – since the family members were uncooperative. Without ruling out the possibility of it being an accident, the Goa Police had to find out conclusively whether it was a murder or a suicide – whether voluntary or abetted – by bringing out the motive. This draws into the ambit of suspicion all those near and close to Nadia; as suspects or as accused in committing the crime, even by abetment.

Incidences of divorces, separations, intolerances, exploitation and deceit are at an all-time high in Goa. From the Mahanand episode to Nadia’s demise, a string of murders – of local woman as well as foreigners – coupled with many suicides, estrangements and separations inflicts our society. It is time for society at large, as well as religious institutions, to wake up to the reality of declining morality, exploitation and deceit mushrooming in our society.

Instead of concentrating on building concrete religious structures, legal or illegal, we must lay stress on human life and values. Pro-life should not only mean opposing abortions, but also increasing the dignity of the oppressed and exploited. In particular, we must stand up against exploitation of woman for monetary gain or temporary sexual exploits. William Barreto, Nadia’s husband, was unable to save his marriage and lost his wife too. It takes two hands to clap. The problems of husband and wife must be analysed in their entirety and understood in totality. Religious and social institutions must endeavour to save marriages and the lives of people by stemming the degradation of values in our society.

Justice and law obviously had no meaning to them. While the first meeting was of people who were asking government and administration to do their job, the second was demanding that they not do it. And therein lies all that is right and wrong with Goa. A worthy meeting saw a turnout of 300. A meeting organized to threaten and obstruct justice saw a turnout of more than double that. The GBA meeting did not have the support of a single MLA. Not one elected representative has offered to help or take their demands further. Everyone is sitting on the fence.

The meeting to support Mickky Pachecho had the support of the NCP and many supporters who all spoke in support. One wonders what it cost the minister to get so much support. And whether these outraged citizens would have leapt so heroically to his defence had it been their daughters who had died a horrible lingering death. And, as evidence has unravelled that points more clearly to the minister’s clear involvement – are any of these worthy citizens spending sleepless nights?

In those two meetings you have exactly what the bane of Goa is. The ordinary man struggles along, trying to get the government and elected representatives to basically do their job. Creating a viable Regional Plan and putting it into place in time is not some

great favour that the government is doing us. It is no less than their job. The elected MLAs on the other hand, seem to get away with murder. And the second meeting told you why. Who gives a damn about the larger good of Goa her people as long as you have your vote bank that will stand by you through thick, thin and suicide? As the Chief Minister was famously reported to have said to the Village Action Committee – ‘I don’t rely on your votes’.

What that means is that democracy has been completely hijacked.

And it doesn’t take much to do that. Find yourself a nice little vote bank, preferably a migrant one. Woo, pay and support it – and to hell with Goa and her people. You are sure you will be re-elected.

And then the real Goan can stand in the rain for hours demanding you do your job – there is no way he can make you accountable.

The ‘Chain in the Rain’ was a small meeting, but one that Goa has reason to be proud of. It is the latest initiative in a long struggle that is truly a people’s struggle, untainted by politics. The meeting to support Mickky Pacheco stinks of political manipulation. It is also bankrupt of all morality The next time you are called upon to stand up and be counted – make sure that you know which meeting you are turning up for.

In your choice lies the salvation or destruction of Goa.

Do we need this ground?

The proposed ground at Colva in front of the Church is an ill-conceived project. More than 31,000 sq metres of low-lying land has been acquired, without a plan in place.

Development is needed, but one cannot ignore damage to the environment and other consequences.

Approval for land acquisition has been obtained by distorting facts. It was claimed that no water course or drainage channel exists at the site. This is false. Water from nullahs 1km north, and half a km east and west discharge water into these fields.

The BDO has approved the playground citing the lack of one in the village. But there is a playground near Colva beach. It was built after reclaiming paddy fields, but is rarely used for sports and more for car parking and the night bazaar!

Rain water used to be harvested at the proposed site. Documents of the Comunidade of Colva reveal that the last time the sluice gate was built was in 1977. I was a student of Infant Jesus High School and have vivid memories, the ‘tollem’ used to be adorned with beautiful water flowers and visited by migratory birds. There would be water from October till March, recharging the village wells.

The sluice gate can still be built and will cost just a few thousand rupees, but no one is interested as it is a very small amount; no kickbacks. Nowadays there is water scarcity at so many places. But, rather than preserving and continuing this simple, time tested and cost-effective method of water harvesting, we are destroying it.

The project proposes to fill the land to a height of half a metre. This will require a huge quantity of soil, which will most probably come from hill cutting. It will create two ecological disasters.

Looking at the unscrupulous means used to get approval, one can only conclude that this project is meant basically to misappropriate public funds by deceiving the public that it is for ‘development’.

Each week we see Dr Jindal and Dr Wiseman Pinto issuing press statements about Continuing Medical Education (CME) programmes. They never say who sponsored these CMEs. It is well known that pharmaceutical companies illegally sponsor them.

Doctors entertain themselves, wining and dining at the cost of the pharma companies in the name of CMEs, which are basically pharma public relations exercises.

Smoking and youth Errol D’Souza, Porvorim It is appalling to see youth – both boys and girls – indulging in the smoking habit. Smoking cigarettes and shisha-hookahs has become a modern trend among the youth.

The government has made it compulsory to display pictures depicting the dangerous effects of smoking on the human lungs on

cigarettes packs. But neither this nor price hikes has any effect to discourage youth from smoking.

In the end, we must all realise some hard facts. No matter how much the government does to stop smoking, it will not work; smoking will not decrease. It only increases day by day. How sad!

Suppression Joseph Pereira, Divar We have no total freedom, although we believe firmly in the democratic doctrine preached by Abraham Lincoln. Often, our freedom of expression is suppressed by newspaper editors, and this is the main reason we are not able to expose corruption in this state.

Often, journalists do not give important coverage if ministers and high ranking officers

are involved. That is why till this day, people of Goa are unaware of which minister’s son is involved in the drug trade with the police.

Miss Lucky was pleading to come to Goa to testify about the involvement of the minister’s son, but pressure did not permit her testimony. Big money is involved to keep these matters under cover. In the above case, journalists got their share for keeping silent.

But the media cannot keep everything under the carpet. They have to expose a few things, just like the Police Department has to show some arrests. How could Atala and Dudu dominate and consolidate the drug trade? Could it be without the support of high ranking political figures?

Jobs for minorities J M de Almeida, by email The army of unemployed educated Goan youth has grown in geometrical proportion.

The few government jobs available are for auction; the one who makes the highest bid gets selected. Written tests and interviews are conducted, but it is merely a farce; merit and qualifications have no relevance.

Those selected are not only incompetent, but a burden on the public exchequer.

During the three years of Digambar Kamat’s government, the minority Catholic and Muslim communities have been subjected to injustice in matters of employment in government service. Leader of the Opposition Manohar Parrikar has recently proved this, with facts and figures. He castigated the Catholic MLAs for not providing jobs to their community, except the MLAs of Navelim and Loutolim.

It is high time that the Goa government reserves a quota for the minorities, as is being done by Andhra Pradesh. In the coming Assembly session, MLAs belonging to the minority community need to forcefully demand reservation of a quota for the Goan minority communities, whose unemployment figures are galloping. Till then, the recruitment process should be stayed to avoid further injustice to the minorities.

Once a young man aged 22 years went to Sankara who was teaching his disciples. He interrupted and asked Sankara why should all humans not be treated as equal as the same blood flowed in their veins. Sankara smiled at this young man and replied that the blood flowing through the young man’s veins was hot and fast and so he was trying to push things too far. It is not possible for man to distinguish between permanent and impermanent things. One can adopt the notion of non-duality or advaita in one’s own thoughts and attitudes, but it is not possible to equate everything in the world, in practice. The young man insisted that this does not seem right. He stated that to him, the proper thing appeared to be to treat all living beings in the same manner.

Sankara recognised that if this young man continued his present train of thought he was likely to reach some absurd conclusions. Sankara decided at once to teach him a lesson and immediately asked whether he had a mother.

The young man replied that his mother was alive and he respected her very much, and that he also had two sisters.

When questioned about his status he affirmed that he was married and that his wife had come with him to the ashram. When questioned further by Sankara, he replied that his mother-inlaw was in good health then asked him if he had a mother-in-law. The young man replied that the mother-in-law was quite hale and healthy. Sankara asked if all these people were women. Sankara 5hen asked if he regarded all the women equally and treated them as tsuch.

In this world of multiplicity one has to recognize qualitative and quantitative differences.

World Cup 2010

By IrINEu GoNSAlvES n June 11 2010, 32 teams began their quest for the glittering FIFA World Cup Trophy. The football World Cup is without doubt the biggest sports event in the world. The enthusiasm, joy and excitement that have engulfed South Africa in recent weeks have not been witnessed since Nelson Mandela was released from prison in 1990. Even though, our country does not feature anywhere in the competition and is unlikely to do so in the near future, at least in our lifetimes, the World Cup always lights up our enthusiasm. And true to the rising football fever, every conversation starts or ends with football. Certainly, people don’t call football ‘the beautiful game’ for nothing As the World Cup Championship in South Africa rolled into its second week, viewers across the world were in for some nasty surprises. Brazil, the favourite team of most Goans have to redeem themselves in the eyes of their legion of supporters after their insipid game against North Korea. This year’s Brazil isn’t the Brazil of 1994 or 2002. Their new players just don’t compare with the Romarios, Bebetos, Dungas, Ronaldos, Ronaldinhos, or the Roberto Carlos’ of years past. Kaka’s form is a big worry for Brazil. Kaka is a shadow of the player who was voted the best in the world by FIFA in 2007. Unless he hits form, it will be very difficult for Brazil to make a significant headway. Brazil are in the ‘Group of Death’. They have to play Ivory Coast and Portugal. But we have to remember that Brazil is Brazil, and it will be difficult to beat them if they hit form at the right time. As of now they are struggling.

Spain, the European Champions have what they need to accomplish the task. It appeared before the competition got underway, that Spain will be the leading challenger in this edition’s World Cup. But they lost to rank outsiders-Switzerland. The biggest upset so far. Spain’s frontline moved the ball well, but when faced with a herd of Swiss defenders, they lacked imagination. The player who impressed most was Barcelona’s midfielder Iniesta. His rampaging runs down the left flank was a treat to the eyes. He sent in numerous crosses to Villa and Silva and fought gallantly. Swiss defending was exceptional.

History weighed England down. Individually England have better players than most of the teams in the World Cup. But somehow, they are not clicking. With Rooney and Heskey up front, Lampard and Gerrard in the midfield, John Terry and Cole in the back, they have enough to win it all. However, it will need some luck as well. But we all know how demanding the British fans and the press can be. In their minds, since England invented soccer, then England should be the best at it. But of course it’s not that simple. For the Brits, it never has been. And this time is not different.

The game that was eagerly awaited was Ivory Coast vs. Portugal. But the game was a damp squib. Cristiano Ronaldo disappointed. He had only one good shot on target. The Ivory Coast “Elephants” are the best African team at this year’s World Cup. With Didier Drogba on the pitch after suffering an injury to his forearm, they may well repeat the success that Senegal found in South Korea/ Japan. Drogba is simply the best African player. With his class, speed, and finishing touch, he’s going to be a terror for the defenders. As they are in the “Group of Death”, they are going to have to play the best soccer of their lives in order to advance. Nigeria gave a good account of themselves against Argentina. Even against Greece, they were in control of the match until a moment of madness saw Kaita red carded for foolishly kicking out Greece’s player. The sending off played a big part in the game. Greece bolstered the attack by substituting a defender for a forward and mounted relentless attack. That was expected.

India for visible anti-terror collaboration PC, Malik likely to meet PTI NEW DELHI, JUNE 21

Strengthening of police cooperation will be high on agenda of the upcoming SAARC Home Ministers' conference during which India is expected to press for visible collaboration by member countries in the fight against terrorism.

Home Minister P Chidambaram, who will represent India, is also expected to press for early ratification by Pakistan, Afghanistan and Nepal of the SAARC Mutual Legal Assistance agreement on criminal matters to ensure that terrorism is combated effectively.

India is expected to underscore that if any country is serious about fighting terrorism, its cooperation should be visible in terms of information-sharing and other aspects, sources told PTI. The conference in Islamabad on June 26 will also discuss ways to strengthen the Colombobased SAARC Terror Offences Monitoring Desk and Drug Offences Monitoring Desk, which are the nodal agencies for fight against these scourges, they said.

A new proposal for maritime security and anti-piracy under the SAARC format will also be discussed. The proposal has been mooted by Sri Lanka and Maldives.

The main issue on the agenda will be strengthening of cooperation among police forces of the eight member countries for dealing effectively against terrorism.

The conference will deliberate on ways to implement police networking and exchange of information, sources said.

A mechanism for police cooperation is already in place for the last two years but it has not

really taken off, the sources said, adding India will underscore the need for making it an effective tool to fight the menace of terrorism afflicting South Asia.

The Mutual Legal Assistance agreement, reached at the SAARC Summit in Colombo in 2008, has also not been ratified

by Pakistan, Afghanistan and Nepal and India is expected to press them to do so quickly.

The conference will also discuss issues related to SAARC visas in the backdrop of proposals for expanding this category of travel documents.

At present MPs, judges, 100 identified business leaders, sports persons and 150 journali s t s a re availing SAARC Visa facility.

This will be reviewed at the upcoming conference.

India is open to the idea of liberalisation of visas to enable more people to people contacts but underlines the need to keep security interests in mind.

SAARC comprises India, Pakistan, Nepal, Afghanistan, Bhutan, Maldives, Sri Lanka and Bangladesh.

Meanwhile, Pakistan Interior Minister Rehman Malik is likely to hold a separate meeting with his Indian counterpart P Chidambaram on the sidelines of the third SAARC interior ministers’ meeting scheduled to be held in Islamabad on June 26.

According to sources, during the meeting, both the ministers would discuss the new dossier concerning the November 2008 Mumbai terror attacks that India recently handed over to Pakistan.

Pakistan is also expected to raise the issue of India’s alleged involvement in the Balochistan insurgency, The Daily Times reports.

With growing importance being placed on climate change and mitigation strategies, India's space agency ISRO is in the process of launching a satellite to study greenhouse gases, "In the next 2-3 years, ISRO will carry out the first of the launches which will be dedicated to (studying) greenhouses gases like carbondioxide, carbon monoxide, nitric oxide and things of that kind," Planning Commission Member and former chief of ISRO, Dr K Kasturirangan told reporters here

today.

The satellite was in design stages and the Ministry of Environment and Forests, which will play a substantial role in the funding of this project, has asked ISRO if the measurements relating to the gases could be made globally.

"The US and Japan have already put such satellites and the idea is to see if India can look at the greenhouse gases using satellite sensors," Kasturirangan said.

He said the Environment Ministry has decided that such missions will be also supported in

a big way by it.

"So there is going to be a partnership. ISRO alone is not going to do it. The Ministry will have a substantial role in that partnership. How much and what kind of terms (of funding), they will work out," he said.

Such an effort will not only be useful in policy-making but also act as evidence of 'something happening,' he said.

ISRO was also planning a 50 metre tall geosynchronous altitude imaging mission to monitor vegetation, flooding and probably even forest fire, Kasturiranan said.

MNS chief Raj Thackeray today surrendered before a local court in a case of rioting registered against him in 2008 and was later released on bail.

Raj was granted bail by a judicial magistrate (first class) in Umergaon village of Osmanabad on a bond of Rs 15,000. He was accompanied by his lawyer Sayaji Nangre.

The MNS chief was arrested on October 21, 2008, in Ratnagiri in connection with an agitation launched by his party against north Indians. The party had claimed that north Indians deprived the sons of the soil from getting employment in the state.

Following arrest of Raj, riots broke out in Mumbai, Jalgaon, Aurangabad and various other parts of the state. Several cases were registered against the MNS Chief and his supporters.

In the case registered at Umergaon court, Raj has been booked under IPC sections 336 (dangering life or personal safety of others), 337 (causing hurt by such act), 338 (causing grievous hurt by act which endangers human life) and 109 (abatement of offence). Raj got bail for all the offences.

Gadkari to decide on ties with JD(U) PTI NEW DELHI, JUNE 21

Amid the growing rift with JD(U) in Bihar, BJP today said a decision on continuing the alliance will be taken by party president Nitin Gadkari after consultations with the State unit.

Bihar State unit chief C P Thakur called on senior BJP leader L K Advani this morning to discuss the status of the party's alliance with JD(U).

After the meeting, Thakur told PTI, "Advani has asked me to meet Gadkari by this evening to apprise him of the new developments in the alliance. A decision on the issue will then be taken by the party president."

A separatist-sponsored strike to protest the death of a teenager in police firing disrupted normal life in the Kashmir valley today even as curfew-like situation prevailed in the city with security forces strictly imposing prohibitory orders.

Life in the valley came to a standstill as shops and business markets, educational institutions and semi-government off i c e s re m a i n e d c l o s e d i n response to a call given by both factions of Hurriyat Conference against what they called "systematic killing of innocent youths".

Nineteen-year- old Javid Ahmad Malla, who was returning home after attending funeral of his cousin, Mohammad Rafiq Bangroo, was killed and four others were injured when CRPF personnel opened fire on a group of agitating youth trying to set on fire the mobile bunker of 161 battalion of CRPF at Noorbagh locality of the old city.

The death sparked off massive protests in the city till late last night resulting in injuries to 45 people, including ten policemen.

Residents of old city complained that curfew has been imposed as they were not allowed to move out of their houses, but police denied having imposed curfew and said law enforcing agencies were strictly implementing the prohibitory orders.

Despite stringent restrictions, people took to streets in Sanatnagar area of uptown city and Shalimar on the banks of Dal Lake to protest the alleged "unabated" violation of human rights in Kashmir.

Three policemen were today injured when heavily-armed militants launched two attacks on police personnel and fired rifle grenades at a security camp in Sopore town of North Kashmir today.

All the three attacks took place within a span of two hours this morning.

A police spokesman said two policemen were injured as heavily-armed ultras attacked a police party in the main chowk of the town, 55 kms from here, around 10.40 am.

Handwara town of Kupwara district to protest against the killing of Malla and two others in old city within a week.

Inspector General of Police, Kashmir, Farooq Ahmad termed the situation in the Valley as calm.

"Barring minor protests in some parts, the situation in the rest of the city is calm," Farooq said.

"There isn't any curfew in a strict sense, we just have imposed Section 144 of CrPc. The rest of the valley is peaceful and we expect it to remain placid throughout the day," he said.

Minor protests broke out in Shalimar area of the city and Handwara in Kupwara district, which were soon dispersed, he added.

He said restrictions have been imposed in the areas of old city falling under police stations of Safakadal, Maharajganj, Khanyar, Rainawari and Nowhatta.

NRIs help raise blood money for Indians in UAE prison AGENCIES SHARJAH, JUNE 21

Indian expatriates in UAE have raised a fund of over Rs 62 lakh to help fellow countrymen languishing in prisons because of their inability to pay blood money.

Indian Business and Professional Council, Sharjah, and the Indian Golfers Society-UAE, raised a sum of 500,000 dirhams (Rs 62.14 lakh) at a golf tournament dinner to create a fund, on Saturday.

"We are doing this to help our fellow Indians as part of our social responsibility," Chairman of both the organisations Sudesh Aggar wal said in a statement.

The initial beneficiaries of the fund would be chosen from a group of 13 workers who have been shortlisted for receiving such an aid.

Under Shariah law, blood money is the compensation paid by an offender to the relatives of the victim. It is paid not only for murder but also in case

the responsibility of an unnatural death like in an accident falls on a person.

"Lot of funds are needed for the cause and the IGS and the IBPC-Sharjah shall continue this drive and write to companies in the UAE to contribute towards the Fund as part of their Corporate Social Responsibility," chairman of both the organisations Sudesh Aggarwal said in a statement.

JD(U) President Sharad Yadav had also said yesterday that though the events of June 12 when Bihar Chief Minister Nitish Kumar returned the flood relief money given by Gujarat Chief Minister Narendra Modi were "unfortunate", it would not affect the alliance.

In Patna, Kumar sought to downplay the flood aid row with ally BJP, saying there was no cause for tension.

"Tension mat lijiye, relax kijiye (Don't take tension, relax)," Kumar replied to a volley of questions.

He was asked about suggestions by BJP leaders that he should reconsider his decision on returning Rs 5 cr or spell out his strategy whether he wanted to continue the alliance with the saffron party.

US, China on collision course over helping Pak build nuke reactors AGENCIES WASHINGTON, JUNE 21

The Nuclear Suppliers Group (NSG) meeting in New Zealand starting on Monday is likely to witness the US and China locking horns over the latter's decision to help Pakistan set up two nuclear power plants.

The US has already voiced its concerns over Beijing's decision to provide technical and logistic support to Islamabad over the planned 650-megawatt reactors in Punjab's Chasma region, and is likely to try and forge a consensus on updating the rules designed to prevent the spread of nuclear weapons.

The Obama administration fears that Pakistan, which has not signed the Nuclear Non-Proliferation Treaty (NPT) yet, would divert some technology to its nuclear weapons programme or to another country, especially when the country has a history of nuclear proliferation.

It is pertinent to mention here that in 2004, Dr Abdul Qadeer Khan, who is considered as the father of Pakistan's nuclear programme had confessed to selling nuclear secrets to North Korea, Iran and Libya.

However, China and Pakistan maintain that the US had itself sealed a similar deal

to sell nuclear fuel and technology to India in 2006 even though New Delhi had not signed the NPT, The Times reports.

Experts also believe that it would be difficult for the White House to forge a consensus against China's deal with Pakistan, mainly because of its civil nuclear deal with India.

"Because Washington pressed the NSG and China to exempt India from NSG trade sanctions, it is now more difficult to complain about China's desire to export reactors to Pakistan," Mark Hibbs, a nuclear expert at the Washington-based Carnegie Endowment for International Peace, said.

Nuke row: Iran bars two UN inspectors Reuters TEHRAN, JUNE 21

Iran has barred two UN nuclear inspectors from entering the Islamic Republic, a senior official was quoted as saying on Monday, in a further escalation of an international dispute over Tehran's nuclear ambitions.

The United Nations Security Council on June 9 imposed a fourth round of sanctions on the major oil producer because of nuclear activity the West suspects is aimed at making bombs.

Tehran denies the charge.

The head of Iran's Atomic Energy Organisation, Ali Akbar Salehi, said the two inspectors were declared persona nongrata for filing an ''untruthful'' report by the UN International Atomic Energy Agency (IAEA) about the country's nuclear work.

Salehi, in comments carried by the ISNA news agency, did not name them nor give details over what elements of the report he did not believe were accurate, adding Tehran had asked the UN agency to replace the two inspectors.

ment from the IAEA, but a diplomat confirmed that Iran had notified the agency of the ban.

Theodore Karasik, research director at the Institute for Near East and Gulf Military Analysis, said Iran's move was ''the first of what will be many retaliations'' for the sanctions. ''It is part of the escalation ladder of tit-for-tat that is now beginning to emerge,'' he said in Dubai.

In its latest report on Iran in late May, the IAEA said the country was preparing extra equipment to enrich uranium to higher levels and also continued to stockpile nuclear material.

Enriched uranium can provide fuel for nuclear power plants, or material for bombs if refined much further.

The nine-page report showed Iran pushing ahead with higherlevel enrichment and failing to answer the agency's questions about possible military dimensions to its nuclear work and address concerns about possible undisclosed activities.

Pakistan is still courting militant groups and needs to abandon militancy as a tool of its foreign and domestic policy as this has the potential to backfire, a new study has warned.

"Pakistan's decision to support some militant groups has been counterproductive and a key objective of US policy must be to get Pakistan to end its support to militant groups", leading US think tank Rand Corp has said in its latest study.

"The US should continue to make this position clear as it began to do so in 2010", the report said.

Similarly, other states and international organisations, such as China and the North Atlantic Treaty Organisation, should issue similar statements. The report said Beijing had become increasingly concerned about militant groups, including the Uighur groups that have used Pakistani soil for training and sanctuary.

The country's policy of use of militancy is not new and acquisition of nuclear weapons by Islamabad appears to have em-

boldened its support of militant groups by dampening its concerns about Indian retaliation, the think tank said in its latest report 'Pakistan: Can the US secure an insecure state?'

Rand has said that the policy of supporting militants began to backfire after 9/11, some changes were discernible in 2010 following the capture of top Taliban leaders like Mullah Abdul Ghani Baradar.

"But Pakistan has not yet made a systematic break with militant groups", the study, released on Monday said.

The Rand said rising number of terrorist plots in the US with roots in Pakistan, were the outcome of Islamabad still following a strategy of keeping links alive with some groups.

Citing the botched Times Square bombing, the report said it was an example of how militant groups, some with shadow links with the government can export terrorism far beyond Pakistan's border.

The US is not getting its moneys worth for all the billions it is pumping into Pakistan as aid, and the report suggests that Washington should withhold some aid until Pakistan makes "discernible progress".

While acknowledging that Pakistan has met some goals in the hunt for wanted terrorists, but has also at times undermined the US interest, the report said.

The report by the American think tank said that the Pakistani Army has limited success in its counter insurgency operations against Taliban in the tribal areas close to Afghan border.

"The performance of the army in operations like Al Mizan in South Waziristan suggest serious deficiencies in conducting cordon-and-search operations and holding territory", the report said.

It said that US assistance and training was helping in building the capacity of Pakistani forces, but the Pakistan army appears reluctant to establish "such a close relationship".

The US should continue seeking alternative routes for re-supply, including through Iran and Central Asia.

The Rand is a non-profit study group frequently hired by the Pentagon. The report was produced by a division of Rand that receives Pentagon funding, but was not specifically commissioned by the government.

Fourteen suspected Taliban prisoners have been released in Afghanistan after their cases were reviewed as part of a peace deal that seeks to win over insurgent foot soldiers, an official said on Monday.

Twelve prisoners were freed from US detention in Bagram while two would-be suicide bombers were released from Afghan custody, said deputy attorney general Fazl Ahmad Faqiryar.

Hundreds of suspected militant prisoners, many without access to lawyers or other rights, have been languishing in jails run by foreign and Afghan forces for years.

The decision to review the cases came after a peace "jirga," or gathering, of Afghan tribal leaders and other notables earlier this month approved a plan

by President Hamid Karzai to seek a peace deal with moderate elements of the Taliban, who have waged an insurgency since being overthrown in 2001.

Among other things, the plan

called for the cases of all Taliban suspects to be re-examined, with allegations that many were imprisoned on false charges or by flimsy evidence.

IAEA report underscored Iran's refusal to comply with the international requirements.

Stock market benchmark Sensex today rallied 306 points to settle at its highest level in more than two months, buoyed by the end of the regulatory dispute over ULIPs and China’s move to make the yuan more flexible.

The 30-share barometer of the Bombay Stock Exchange, which fell marginally on Friday following a seven-day winning streak, recovered smartly on aggressive purchasing in metal and financial stocks to finish at 17,876.55, up 305.73 points, or 1.74 per cent.

This is the best closing of the Sensex since April 9. The bellwether opened on a strong note, tracking firm global cues, and never looked back. During the session, the Sensex breached the 17,900 level, but ended slightly below that mark.

It is way too early to judge the concrete impact on the rupee and on other variables of China's pledge to let the yuan appreciate gradually, Reserve Bank of India Deputy Governor Subir Gokarn said on Monday.

He said a sense of reassurance has set in post the yuan pledge and one should not be worried about the short-term volatility of the rupee post the pledge.

"Let us not get into it. Let us wait and watch," Finance Secretary Ashok Chawla said when asked what impact a yuan revaluation would have on the Indian economy.

Chawla also said India would support financial regulation reforms when leaders of the Group of 20 major economies meet over the weekend in Toronto.

ULIPs account for more than 50 per cent of the life insurance business and the money collected from policy holders is invested in equities.

World stocks up as yuan move triggers risk rally REUTERS BEIJING, JUNE 21

World stocks hit a five-week high, oil jumped and the euro rose briefly on Monday after China pledged at the weekend to unshackle the yuan, easing tensions with the West and boosting confidence in the global economy.

Spot yuan climbed to its highest level against the dollar since its last revaluation in July 2005 in a clear signal that Beijing was sticking to its word that it would allow greater currency flexibility.

Coming just days before a Group of 20 summit in Toronto, China's move would boost purchasing power and demand in the world's third largest economy, encouraging investors globally to buy risky assets.

A higher yuan would also help temper inflation in China by pushing down import prices, which in turn could mean Beijing would have less

need to tighten monetary policy aggressively.

"China's flexibility comment has shown that it has confidence in its own economy and that is good news for the global economy, which is lifting commodity prices and therefore miners," said Richard Hunter, head of equities at Hargreaves Lansdown.

MSCI world equity index rose 1 percent, hitting its highest level since mid-May. The FTSEurofirst 300 index was up 1.4 percent, rising for the ninth straight session to hit a 5-1/2 week peak, with basic resources stocks being the biggest gainers.

Emerging stocks rose 2.3 percent to a six-week high while emerging sovereign debt spreads tightened 8 basis points to 302 bps, their narrowest in five weeks.

US stock futures rose around 1.5 percent, pointing to a firmer open on Wall Street later.

"The move appears to reflect increased confidence that the Chinese and world economies are growing in a stable and sustainable fashion," UBS said in a note to clients.

"Almost certainly, China's leadership would not have taken this step unless they were confident about economic and financial stability."

US crude oil rose 1.4 percent to $78.25 a barrel while spot gold hit a record high of $1,264.90 an ounce, helped by the fall in the dollar, which lost around 0.1 percent against a basket of currencies.

The euro rose to a onemonth high near $1.2490 before erasing gains to $1.2382, down 0.4 percent on the day.

Breaking the peg might mean China needs to buy less US dollars in intervention, which would leave it with fewer dollars to buy US Treasuries, but also less need to diversify its holdings into currencies like the euro.

Cox and Kings to raise Rs 2,000 cr Travel firm Cox and Kings (India) today said it would raise Rs 2,000-crore of equity and debt to fund its expansion plans and has sought approval from the Board.

"We have sought our Board's approval to raise Rs 1,000 crore equity and Rs 1,000-crore debt to fund our future expansion which also includes merger and acquisition plans," Cox and Kings (India)'s CFO Anil Khandelwal said.

He said he is looking at a few travel companies, both domestic and overseas, for acquisition, but things were still at an initial stage and nothing has been finalised as yet.

The company is looking at multiple opportunities in the travel segment and there could be more than one acquisition.

"We want to be ready with resources whenever such an opportunity emerges and hence we have approached our Board with the proposal to raise finance," he said.

Cox and Kings (India) has appointed global merger and acquisitions specialist, Peter Diethelm, as a strategic adviser to the Board recently.

The company is in the process of finalising the mode of raising the Rs 1,000-crore of equity.

"We are looking at all options, the mode will be decided soon," he said.

Chinmay Kamat and Anushka Kuvelkar shared a common trait at the Rich Builders All-Goa Major Ranking Tournament both the upcoming youngsters won triple crowns at the season’s first tourney organized by Goa Badminton Association at indoor stadium, Campal, here on Sunday.

Chinmay won the under-16 boys singles title beating Prathi Naik 21-18, 7-21, 21-19 in a close fought encounter. Later partnering Rahul Chandrashekar in the under-16 boys doubles event, the talented pair defeated Yash Angle and Prathi Naik 2115, 17-21, 21-15.

The duo also clinched the under-19 boys doubles crown by upsetting the top seeded pair of Sharmad Mahajan and Aniket Shenoy 22-20, 12-21, 21-19.

Chanderpaul, Nash lead Windies fightback agencies DAMBULLA, JUNE 21

Shivnarine Chanderpaul and Brendan Nash cashed in on a flat pitch to score centuries and lift West Indies to 424 for four on Day three of the second Test against South Africa in St Kitts on Sunday.

India have flown in Dinesh Karthik as a stand-by player for injured Virender Sehwag as the visitors gear up for Tuesday's last league match of the Asia Cup against Sri Lanka.

The stumper batsman arrived in Dambulla on Monday morning as Sehwag pulled his right hamstring during the match against Pakistan on Saturday and is a doubtful starter.

“We flew in Karthik as a standby for Sehwag. But we will have to await the Asian Cricket Council's clearance to play him in tomorrow's match against Sri Lanka," said team India manager Ranjib Biswal.

India captain Mahendra Singh Dhoni on Monday regained the number-one batting position while his team returned to the second spot in the ICC ODI Championship after back-toback victories in the ongoing Asia Cup in Sri Lanka.

Dhoni, who had started the tournament in third place trailing number-one ranked Michael Hussey of Australia by eight ratings points, scored 38 not out against Bangladesh and 56 against Pakistan.

These match-winning efforts, combined with Hussey's batting failure with the bat against Ireland in Dublin last week, has helped the India captain to jump two places to regain top spot while the Australian left-hander has been pushed down two

places to third.

India's successive victories in the Asia Cup also ensured that it returns to number-two position in the ICC ODI Championship.

Harbhajan Singh, who hit the winning six in the see-saw match against Pakistan, has said India won't lose their focus in the Asia Cup after the high of beating their arch-rivals. He had launched the penultimate ball of Saturday's contest to pull off a thrilling victory which secured India's place in the final against Sri Lanka.

“You obviously feel proud and happy that we won the game against Pakistan, but this tournament isn't over yet," Harbhajan said after India's practice session on Monday. "There are two more important matches to play, and we are looking to finish the tournament on a good note."

Harbhajan also stressed that his focus was mainly on his bowling and not on his batting.

“I'm not an all-rounder," he said.

BY DOLCY D’CRUZ HERALD FEATURES ne question on everyone’s minds while attending a motivational course is ‘How long will I be able to pay attention?’ Imagine talking to children as young as 12 years old; their focus keeps shif ting and to make them listen to you is really a feat. But Laxmi Khalap Bhatt enjoys every moment of it. A counsellor from Mapusa who is now settled in Florida, USA since the last ten years, Laxmi conducts workshops for children and women in the US and has conducted a two-day workshop at Mapusa, in the beginning of the academic year to help in goal setting and to motivate students, especially in the age group of 12-16 years.

“It was quite successful. I got a lot of calls from parents saying that they saw a change in their kids. I myself was a bit worried in the beginning of the workshop wondering how I will be able to connect to the students but they were very receptive once I started,” says Laxmi who introduced mind games and activities between her talks to freshen the minds of the children. “Everyone can get fed up listening to long lectures, even our brain needs a break. What I do is, I first conduct a half hour talk wherein I gave them a lot of examples.

I follow this with some fun activity and then resume with another talk. Most of the activities involve methods of focus and memorising techniques.”

According to Laxmi’s observation, children in India are more respectful in a very traditional way. They respect elders because they are taught to do so at home and find it rude to correct someone elder to them. “This can have its drawbacks too as the children will not be able to question anyone. They might feel inferior and lack a positive attitude. Some children don’t open up when they see their parents around, they shy away. Once the language barrier is crossed and you gain the confidence of the children, they really participate in the workshop. My workshops usually help in build-

Praising the education system in India, Laxmi says, “India has a good basic foundation especially with regard to Mathematics and Science. Even in the US, parents teach their children at home while in school they teach it in a very complicated method. Eventually, Indian students tend to do well in America. Some Americans also approach Indians for tuitions.

In India, it is important for every school to have a counsellor and the syllabus should be more practical- than theory-based as practicals make students learn on their own.” Previously, Laxmi gave tuitions for Math and Science and SATs in Florida. She now runs a website called Narishakti which motivates women to interact on the internet, share recipes and even share their achievements.

“I would like to advise parents to treat their children with equality. Don’t compare them to other children as it puts them down. Prevent taunting them by calling them dumb or goodfor-nothings; children too have feelings and your words might scar them for life. One more thing that I noticed is that parents often tell their children’s complains to the teachers in front of the child, which is not right. Appreciate the good things in your children and don’t criticise them in front of others. Parents should be motivating and encouraging to their children. This encouragement will surely payoff in building a brighter future for the children,” says Laxmi.

Conquering the Treacherous Southern Seas

BY CHRISTINA VIEGAS HERALD FEATURES here is a very fine line between being adventurous and being crazy.

After I complete my voyage, I will know which one I am,” were interesting words uttered by 42 year-old Commander Dilip Donde before he set forth on his ‘Solo Circumnavigation under Sails’ on August 19, 2009. The project was flagged off by the Chief of Naval Staff at Mumbai. Cdr Donde successfully completed his voyage on May 19, 2010. Today, quiz him as to which category he belongs to and he humorously replies, “No one will ever admit to being crazy. So, I leave it to others to gauge me.” In the same light mood, he continues, “Since I am successful, people are calling me adventurous but had I not succeeded, they would have been all out saying, ‘I told you so crazy man’.”

The ice is broken and the conversation sails smoothly. In fact, one look at him and you notice that he comes across as most unassuming. No exaggerated flourish in language or articulation. Yet, he is the gallant man who has set a new Indian record: the first solo circumnavigation of the world. To question him on the challenges of his voyage is surely an understatement, right? The reply is, “Full of challenges, great fun!” And he goes on to elucidate on adventure, “The fact that I am with the Indian Navy for the last 20 years is adventurous in itself. I am a professional diver. I have been to Tibet on foot through the Himalayas. I have skied in Manali and indulged in many more adventurous events.”

Even his participation in this project is brushed off with a, “Oh! I just liked the idea and found it exciting.” Sponsored by the Indian Navy, the project named ‘Sagar Parikrama’, was aimed at putting the name of an Indian on the Solo Sailing map of the world and to gather important information about weather conditions and other data prevailing in the southern ocean. So, what can the commander tell us about the southern seas? There is an air of mystery when he explains that he has encountered the winds that sailors call the ‘Roaring 40s’, ‘Fearsome 50s’ and ‘Screaming 60s’. Cdr Donde says, “Sailors equate sailing the southern ocean to climbing Mount Everest. Not many venture into the southern hemisphere where there is very little land mass and so the winds are not obstructed and blow violently. The waves are really, really huge. It is very cold too.”

Expounding further, he says, “You never know what the sea can throw at you. One moment you are sailing in perfectly smooth conditions and the

Even at night you need to keep waking up to check that everything is going fine.”

The commander attributes a lot of his success to the ‘Mhadei’, which is named after river Mandovi and is based on Goan tradition of honouring the Boat Devi of Goa. He says, “She is a wonderful beauty and attracted a huge fan following throughout my voyage. She is the first of her kind sailing yacht in the country and is home grown which is a proud feat for the Goans.”

Constructed in Goa with the pioneering efforts of Aquarius Fibreglass Pvt Ltd, Goa, the ‘Mhadei’ is built at a cost of Rs 4.15 crore and is a 56 feet long sail boat based on design acquired from Van de Stadt Design Bureau, Netherlands.

And how interesting was it to meet the different kinds of people as Cdr Donde anchored at the four ports, Fremantle (Australia) 4,000 Nms (7,200 kms), Christchurch (New Zealand) 3,600 Nms (6,480 kms), Port Stanley (Falkland Islands) 5,000 Nms (9,000 kms) and Cape Town (South Africa) 3,200 Nms (5,760 kms) respectively? He says, “People were excellent and very helpful in all four ports. I didn’t get much time to sightsee as at each port I would first rush in search of hardware stores for repairs and maintenance of the boats.”

And what lessons did the brave heart learn from the mysterious, majestic howling sea as he sailed her waters? The reply is, “It is humbling when you realise how insignificant you are in the scheme of things.” The commander goes on to talk about his connect with the boat. He says, “You are totally dependent on your boat as you are thousands of miles away from land; if she sails, you sail and if she capsizes, so do you.”

Did the sailor enjoy his ‘aloneness’ during the ample free time? Laughing, he replies, “Actually, there is hardly any free time during sailing. You need to cook for yourself and look after your boat through repairs and maintenance.

But yes, I caught up on my reading and kept in constant touch with the world through my blogging as ‘Mhadei’ is fitted with internet broadband. The response was huge; loads of comments from all over the world.”

To aspiring sailors, Cdr Donde advises, “Go for it, start sailing. It’s fun! It is not as difficult as it is made out to be.” And his concluding plea to Indians is, “Look after your seas. Oceans the world over are clean and as we sail, we connect with a lot of wild life. But in India, unfortunately, this doesn’t happen.”

Amanda Bynes retires from Acting at 24

he’s the Man’ star Amanda Bynes, who started working at the age of seven, has decided to retire from acting at the ripe old age of 24 because she doesn’t find her career ‘fun’ anymore. The ’Hairspray’ star and Forbes young rich-lister used Twitter to announce she had quit the film industry because “being an actress isn’t as much fun as it may seem. “If I don’t love something any more I stop doing it,” she told her 300,000-plus followers in a series of frank tweets on the weekend.

“I’ve never written the movies and TV shows I’ve been apart of. I’ve only acted like the characters the producers or directors wanted me to play. Being an actress isn’t as fun as it seems. If I don’t love something anymore, I stop doing it,” Bynes posted.“I know 24 is a young age to retire but you heard it here first. I’ve retired,” she added.

She later thanked her father for his “words of wisdom” and the advice that “the truth will set you free”. Bynes has appeared on screen since the age of seven, when she was first cast in a confectionery advertisement.

She shot to fame on US kid’s channel Nickelodeon and was given her own skit show, ‘The Amanda Show’, before starring in teen gender-bender comedy ‘She’s The Man’ in 2006 and as Penny Pingleton in musical smash ‘Hairspray’ in 2007.

The California native has had a recent run of bad luck, being cast as the female lead in 2009 comedy ‘Post Grad’ only to be replaced by ‘Gilmore Girls’ star Alexis Bledel before shooting. She filmed a pilot for the ABC sticom ‘Canned’, which was cancelled in the same year, and a five-year deal to design a clothing range was cut short when the company involved went bust about the same time.

‘Hairspray 2’ was also canned. Bynes, who reportedly earned $2.5 million in 2007 and was named the fifth highest-paid celebrity under 21 by Forbes, said her lack of creative involvement in her screen roles was behind her decision to quit.

Her latest film ‘Easy A’, also starring Emma Stone and ‘Friends’ actress Lisa Kudrow, is due for release in September.

areena Kapoor is happy that she has a loyal set of friends, family members and supporters around her who help her keep her chin up. “And then of course there is Saif,” she gushes.

“He has been around for so long and keeps me happy and smiling.”

Kareena was referring to the low phases in her life when uncharitable remarks are made about her or her performance.

Though the actress doesn't mind healthy criticism, she isn't amused when comments are made without any provocation or reason. “I have realised over a period of time that the higher you go, more and more people will try to pull you down. I used to

hear about this from my sister (Karisma) but had experienced this first hand only recently. It isn't really funny actually," Kareena added.

Even as their professional relationship grows, the emotional bonds between Kareena and Saif appear to be strengthening. Kareena has also started to bond with Saif's two children from his earlier 13 year-old marriage with Amrita Singh.

It may still be some time before Kareena gets to do Mommy duties but that sure is the road down which she is headed. For the time being Kareena is just getting to know Saif's daughter Sara and son Ibrahim, both of whom live with their mother.

TAG outlines Guidelines for Tiatr HERALD FEATURES he Tiatr Academy of Goa (TAG) organised a meeting of tiatr artistes as well as khell-tiatr artistes on June 20, 2010 at TAG's Conference Hall, Panjim. The purpose of the meeting was to decide about the correct format of tiatr as well as that of khell-tiatr. Tomazinho Cardozo, President of TAG, brought to the notice of the tiatr artistes that most of the Konkani tiatrs staged in recent times are not as per the original format of tiatr.

He requested the artistes that the original format must be preserved.

Veteran artistes from the field of tiatr and khelltiatr along with the artistes of present times attended the meeting. After a thorough discussion it was decided that the presentation of tiatrs must have the following aspects so that the uniqueness of Goan Tiatr is preserved, promoted and developed.

The format followed is that a tiatr should have its story divided into 6-7 parts with each act called a ‘podd’ddo’. The story begins with the first ‘podd’ddo’ and runs without any disconnection through all ‘podd’dde’ and ends in the last ‘podd’ddo’. The tiatr should begin with an opening song called ‘kantar’. It may be a solo, duet, trio etc. Its theme has no relevance to the theme of the play. Therefore, the tiatr script should be written in such a way that the part of the story in every ‘podd’ddo’ must have a meaningful event.

Comedy sequences are an integral aspect of tiatr hence every ‘podd’ddo’ had a comic sequence which was directly linked to the theme of the play. ‘Canto’ is a small song, mostly one verse and one chorus or two verses and one chorus. ‘Canto’ is the result of emotions of the happenings in the story of the tiatr which are expressed through song.

A tiatr must have a minimum of 10 songs and maximum of 14 songs. These songs must include at least two duets, one duo, one trio, one quartet and one choral song be it choral duet, duo, trio or quartet besides solo songs.

TAG is of the opinion that the present tiatrists should venture in bringing innovations on the tiatr stage but should take care that the format of tiatr should not be disturbed or altered.

HERALD FEATURES hile the whole state is gearing up to celebrate the feast of St John the Baptist, the tiny village of Salvador de Mundo showed the world how you can have fun the right way, by hosting an eco-friendly Sao Joao celebration on June 20. The celebration, which clearly stated that there was no prizes, no plastic, no alcohol, no sponsors, no chief guest and no competition, was a completely unique idea to celebrate a festival.

“Our basic aim was to revive the old traditions and train youngsters to keep the traditions alive for the future generations,” said Mario Fernandes, one of the organisers. The celebrations which saw a huge attendance, mostly through the propagation on one social networking site, had a multilayered aim. “We tried to promote our age old traditions, to give a platform for the younger people to perform, to pass on a message of the ecology of a place and to foster cross community harmony,” explained Mario.

Everything done was a voluntary service, where people came together to cook the meals a day in advance. “People voluntarily came forward to donate rice, fish and everything else; the food items were all traditionally Goan, with pez, olsande, sanna, along with chicken xacuti,” said Mario.

A team could advance from the group stage of the World Cup for the first time ever by having their name drawn out of a hat later this week.

With results and standings in six of the eight groups being so close, a number of teams in each section could all finish level on points, goal difference and goals scored as well as matches between themselves.

The provision for a team to advance by the luck of drawing lots is buried away in Article 39 near the end of FIFA's book of World Cup regulations and has never been activated.

Replays and playoffs were used in the World Cup until 1958 and since then, despite the expansion of the tournament from 16 to 24 and then 32 teams, all qualifying issues have been settled by the six fac-

tors used to determine a team's group ranking.

The first is obviously points, followed by goal difference in all matches, and if that is equal then goals scored.

If two or more teams are equal on the basis of those criteria, then head-to-heads come into play.

If teams still cannot be separated then the greater number of goals scored in all group matches between the teams involved is used and finally, if they are still equal, FIFA draws lots.

FIFA spokesman Nicolas Maingot told reporters Groups A, C, D, F, G and H could yet be decided by the drawing of lots. ''The possibility still exists in six groups out of the eight,'' he told reporters.

Any draw would take place at Soccer City at 7 pm local time (1700 GMT) after the last group matches that kickoff at 4 pm and 11.30pm for the games starting at 8.30pm and would be conducted by a member of the World Cup Organising Committee.

Courts fast-track justice AFP CAPE TOWN, JUNE 21

South Africa's special World Cup courts are handing out swift justice, many for petty offences committed by foreigners, defying the fears of violent crime that dogged the host before kick-off.

The 56 dedicated courts have handed down 10 convictions and one acquittal in more than 20 cases that have seen mainly foreigners in the dock since opening at the end of May to fast-track World Cup crimes.

“The majority of accused persons are non-South Africans," Mthunzi Mhaga, spokesman for the National Prosecuting Authority, told AFP. Fears over high crime levels, with an average of 50 killings a day, were a major concern ahead of the World Cup with a British company marketing stab-proof vests for fans and headlines warning of possible machete attacks.

But while armed robbers have hit during the tournament, charges range from fraud, drunken driving, ticket scalping and marijuana possession to assault.

The most high-profile case so far was the arrest of two Dutch women for bringing 36 women to a World Cup match in orange miniskirts made by a brewery, in a case of “ambush marketing".

The courts -- which cost 45 million rand (six million dollars,

4.8 million euros) -- run for 15 hours a day with 256 prosecutors and advocates working countrywide in two shifts.

On a public holiday this week, the Cape Town magistrate's court sat for the first appearance of a local man accused of robbing a Mexican tourist.

On Saturday, the city's regional court heard a case of a knife-armed robber threatening to kill a group of Americans fans after they returned to a rented house, local media reported.

“We start at eight in the morning and it goes up until 11 in the evening. All of us are here.

There's none of us who are on call," said senior prosecutor David Jacobs who is based at the magistrate’s court.

“Our objective is to deal with the cases as soon as possible."

The new World Cup courts were set up to not burden the already backlogged justice system and will remain open two weeks after the July 11 final.

The sentences have been quick and tough.

A trial in a Johannesburg court this week took 20 minutes to sentence a cellphone thief to five years in jail, the Saturday Star reported.

“Because the eyes of the world are on us, this court has a duty to send a strong message that these kinds of crimes will not be tolerated," the prosecutor

was quoted as saying.

A Nigerian would-be ticket tout was sentenced this week to three years in jail after he was found with 30 match tickets.

And two Zimbabweans and one Nigerian were sentenced to up to 15 years for the armed robbery of three journalists covering the Portuguese team.

The speed of convictions has raised some concerns about whether the rights of the suspects are being respected.

“While justice delayed is justice denied, expedited justice too has inherent dangers," the leading Star newspaper said in an editorial.

“We are all innocent until proven guilty. We are also all entitled to a fair defence. These rights can never be subverted to a short-term goal."

The high number of foreigners behind the crimes led South Africa's police chief Bheki Cele to accuse non-South Africans of taking advantage of the country's rampant crime rate.

“We have observed a trend where foreigners commit crime -- taking advantage of the fact that we have an unacceptable crime level -- to tarnish our credibility and image," he was quoted as saying earlier this week.

For prosecutors like Jacobs, the new system has offered a glimpse of justice working without delays.

Fabio Capello was firmly back in control of England's World Cup campaign on Monday after a player revolt launched by John Terry fizzled out, leaving the former captain isolated.
