Govt may hike DA by 6 p.c. The Centre is likely to increase dearness allowance (DA) by 6 per cent to 51 per cent, benefiting over 50 lakh employees and 38 lakh pensioners. The decision to hike DA is likely to be taken by the Union Cabinet at its meeting scheduled tomorrow, sources said. The new DA, which will be effective from January 1, is provided to Government staff and pensioners to compensate them for rising prices. — (PTI)

Batcha’s doc quits, to contest polls The doctor, who conducted autopsy on the body of former Telecom Minister A Raja’s aide Sadiq Batcha, has resigned from Government saying he wants to contest the Assembly elections in Tamil Nadu, giving a new twist to the mysterious manner of the death. Though reports of his resignation came days after the alleged suicide of Batcha on Wednesday last, Dr V Dekal said he had put in his papers in the first week of March as he had intended to contest the Tamil Nadu Assembly elections. – (PTI)

The call for making English as the medium of instruction is gaining momentum as around 15,000 parents gathered in the city demanding a change from the forthcoming academic year. The parents under banner of ‘Forum for Rights of Children’s Education’ (FORCE) had called for a massive rally on Monday at Azad Maidan to unite the cross section of people over the

issue and demanded that by March 25 the Government convey its decision. Speaking at the public meeting, former headmaster Tomazinho Cardozo said, that while English should be allowed in aided primary schools, Marathi and Konkani should continue as one of the compulsory subjects. In 1990, Goa Government made Konkani as compulsory medium of instruction with a provision not to grant permission for new primary English schools in the State. Flouting its own provision, the Government has authorised 120 new primary English schools in the last two decades.

He further stated that Government should modify the existing Act and include English as the medium of instruction while Konkani should remain as one of the compulsory subjects. “Government can take a Cabinet decision and implement English in primary schools”, he said. The State Education Department is besieged with issue as several parents are demanding that education in Konkani or Marathi, which are State languages, will cap the student’s job opportunities outside the State. FORCE Secretary Savio Lopes argued that although Right To Education states that medium of instruction at the elementary stage should be in the mother tongue, it also quickly adds ‘as far as practicable’, “To maintain continuity not only at the elementary level but also at all levels, it has been discerned by some of the State Governments that it is practicable to have English as medium of instruction as performance of students will improve, drop out rate will decrease, enrolment in higher education will go up and quality of education will be enhanced”, Lopes remarked. Pen down stir fails to make impact on Day 1 HERALD REPORTER PANJIM, MARCH 21

The indefinite pen down strike called by Goa Government Employees Association (GGEA) from Monday pressing for various demands including parity in pay scales, evoked mixed response from the employees on the first day. Life in the State, however, was partially paralysed after employees from Health Department, Mamlatdar and other departments joined the strike in a show of solidarity. Government has appointed five Officers on Special Duty (OSD) to inspect the departments. An officer confirmed that the staffers attended work actively. (Continued on page 15)

Uproar in House over Babu-Parrikar spat HERALD REPORTER PANJIM, MARCH 21

The Goa Legislative Assembly witnessed unprecedented pandemonium this afternoon as Opposition legislators and Sports Minister Babu Azgaonkar almost came to blows over the latter’s charges of corruption against Leader of the Opposition Manohar Parrikar in the International Film Festival of India (IFFI). The situation returned to normal soon after, and the House resumed at 2.30 pm as the Sports Minister tendered an apology and the Leader of the Opposition regretted his behaviour.

The exchange of words started during Question Hour, when the Sports Minister was grilled by Opposition MLAs seeking to know why the Sports Ministry was promoting fivestarred hotels under Public Private Partnership (PPP) as part of ‘infrastructure development’ for the National Games scheduled to be held Goa in 2014. The Sports Minister’s reply to queries raised by the Leader of the Opposition was deemed to be unsatisfactory by the latter. At this point, Babu made a remark against Parrikar. Unable to tolerate Babu’s remark, Parrikar rushed to the Well of the House. The Leader of the Opposition

had earlier made it clear that charges against him had been dropped both by CAG and the CBI, and the Minister should be clear while making allegations. What followed was total disorder, as Mapusa MLA Francis D’Souza and Saligao MLA Dilip Parulekar also rushed towards the Well of the House as the Sports Minister by now had also moved out from his seat. The situation was salvaged by the active intervention of Chief Minister Digambar Kamat and PWD Minister Churchill Alemao, who both restrained the agitated Opposition MLAs and tried to cool down an angry (Continued on page 15)

Cong okays deal with Mamata Settles for 65 seats PTI NEW DELHI, MARCH 21

Ending days of suspense, Congress and Trinamool Congress reached seat-sharing agreement with the former settling for 65 seats, against its original demand of 90, in the 294-member West Bengal Assembly. The deal was announced within hours of a meeting between Congress President Sonia Gandhi with Finance Minister Pranab Mukherjee and the latter’s telephonic talk with Trinamool chief Mamata Banerjee. “Congress has entered into a seat-sharing agreement with Trinamool Congress for West Bengal Assembly polls. We expect that the alliance will give a

chance to the people of Bengal to end misrule of the Left”, AICC spokesman Shakeel Ahmed told reporters here. Under the agreement, Congress will contest from 65 seats while Trinamool will contest from 229 seats, Ahmed said. Congress initially had demanded 90 seats but Trinamool was not ready to give more than 45. During the several rounds of negotiations, Congress dropped the demand to 70 seats but Trinamool said it could give only 64 seats. As the stalemate continued, Trinamool went ahead and unilaterally declared candidates for 228, saying it could not wait endlessly.

without prejudice to all the rights and contentions of the parties. Further respondents shall not take possession of the land which is the subject matter of the petition”. Either an overzealous State Government went overboard in stating to the Centre that land was already with them or an insensitive Centre cocksure that any opposition did not exist, either ways the land users of Mopa left stunned whom to believe. Even though the Court Room Battle for Mopa’s emergency land acquisition is not yet over and a final round of hearing happening this week, SLAO Vasta has sprung up another surprise.
