...slaps notices on 13 hotels HeRaLD RePORTeR PANJIM, MAY 21
The Goa State Pollution Control Board has issued show-cause notices to 13 hotels in Colva for violating the Hazardous Waste Rules and Air and Water Acts. Chairman GSPCB Simon de Souza said three teams of the Board had carried out inspections of several eateries, hotels, restaurants and shacks on May 3 and 4 and these show-cause notices issued yesterday, May 20, were a result of the same. He said some of the 13 hotels were found to be operating without sewerage treatment plants while some had the STPs, but the same were nonfunctional. A few of these were

found operating generator sets without authorisation of the Board, he stated. De Souza said during the inspection some of these hotels were caught releasing their waste in the Colva Creek and fields nearby. DG sets were being operated without obtaining the necessary air consent and emission reports were not prepared as required by the Board, he stated. The GSPCB Chairman said the show-cause notices have been served through the Colva Police Station. “The hotels have
been given 15 days time to meet the requirements under the Hazardous Waste Rules and Air and Water Acts. After 15 days inspections will be carried out again and if there is no compliance from any of the 13 hotels then we will move for closure of these establishments,” he warned. He informed 13 of the hotels were slapped with notices for flouting the Air and Water Acts and six among these were also found to be operating in contravention of the Hazardous Waste Rules.
The six hotels that were issued show-cause notices under the Hazardous Waste Rules for operating DG sets by violating Section 5 of the Environment Protection Act are: Hotel Bollywood, Vailankani Cottages, Colmar Beach Resort, Soul Vacation, Pearl Oceanique and C o l v a Re s i d e n c y o f G o a Tourism and Development Corporation. Man plays God, creates ‘artificial’ life agenCIeS WASHINGTON, MAY 21
Scientists announced a bold step on Thursday in the enduring quest to create artificial life. They’ve produced a living cell powered by manmade DNA. While such work can evoke images of Frankenstein-like scientific tinkering, it also is exciting hopes that it could eventually lead to new fuels, better ways to clean polluted water, faster vaccine production and more. Is it really an artificial life form? The inventors call it the world’s first synthetic cell, although this initial step is more a re-creation of existing life changing one simple type of bacterium into another - than a built-from-scratch kind. But Maryland genome-map-

ping pioneer J Craig Venter said his team’s project paves the way for the ultimate, much harder goal: designing organisms that work differently from the way nature intended for a wide range of uses. Already he’s working with ExxonMobil in hopes of
turning algae into fuel. “This is the first self-replicating species we’ve had on the planet whose parent is a computer,” Venter told reporters. And the report, being published Friday in the journal Science, is triggering excitement
in this growing field of synthetic biology. “It’s been a long time coming, and it was worth the wait,” said Dr George Church, a Harvard Medical School genetics professor. “It’s a milestone that has potential practical applications.” Following the announcement, President Barack Obama directed the Presidential Commission for the Study of Bioethical Issues he established last fall to make its first order of business a study of the milestone. “The commission should consider the potential medical, environmental, security and other benefits of this field of research, as well as any potential health, security or other risks,” Obama wrote in a letter to the commission’s chairwoman, Amy Gutmann, the president of the

Lucky said that she was waiting for them to ask me to come. “I’m sure they know I’ve been in Mumbai,” she added. Crime Branch which is dragging its feet to interrogate Lucky, who exposed police drug peddler nexus through spy cam, had said that the model was unwilling to come to Goa before August. “We can go wherever she is. University of Pennsylvania. Obama also asked that the commission develop recommendations about any actions the government should take “to ensure that America reaps the benefits of this developing field of science while identif ying appropriate ethical boundaries and minimizing identified risks.” Scientists for years have moved single genes and even large chunks of DNA from one species to another. At his J Craig Venter Institute in Rockville, Md., and San Diego, Venter’s team aimed to go further. A few years ago, the researchers transplanted an entire natural genome — the genetic code — of one bacterium into another and watched it take over, turning a goat germ into a cattle germ.
