There was never a fight between the Bharatiya Janata Party and the Congress at the Valpoi byelection with the result on Thursday, a victory margin of 8,405 votes for the latter, speak-

ing for itself. In the first round of the result declared at 8.25 am, Congress candidate Vishwajeet Rane polled 3,612 votes compared to BJP ’s Santosh Haldankar ’s measly 678. By the end of the second round, it became amply clear it was Rane who was the victor with 8,217 votes and the BJP candidate polling 2,339. The final tally, the biggest ever in history as claimed by

India, Australia teams in Goa for final ODI PTI MARGAO, OCT 21

India and Australia on Thursday arrived here from Vishakapatnam ahead of the third and final one-dayer scheduled to be held at the Jawaharlal Nehru Stadium in Fatorda on Sunday. Af ter the first ODI was washed off in Kochi, India won the second match by five wickets on Wednesday at Vizag to take an unassailable 1-0 lead in the three-match series. The Australians arrived here with only 12 playing members after injured speedster Doug Bollinger and key middle order batsman Michael Hussey flew home at the conclusion of the second match. Cricket Australia’s Communications advisor Lachy Patterson, who is traveling with the visiting team, said that no replacements have been called for as the October 24 fixture was the concluding tie of the rubber. “Yes, that’s correct. We have come here with 12 players. There won’t be any replacements (for Bollinger and Hussey), as this is the final match,” he told PTI. The two teams are set to have their first practice sessions at the Nehru Stadium here on Friday. Goa has been experiencing off-season rains over the last few days but with the sun coming out in full force the wicket has dried out nicely. The last two matches at this venue have gone in India’s favour – after they had lost the earlier three ties. India defeated England by 49 runs in 2005-06 and got the better of Sri Lanka in 200607, the last ODI held here, by five wickets. Off-shore casinos get a breather CoP issues NOCs for 3 months HERALD REPORTER PANJIM, OCT 21

Off-shore casinos which had been operating without NOC from the Captain of Ports (CoP) for long, can heave a sigh of relief – for some time atleast. Pursuant to change in government decision, the CoP has issued conditional NOCs to offshore casinos with validity of three months. Speaking to Herald on condition of anonymity, an official in the CoP said that off-shore casinos have been granted NOCs to ply in Mandovi River. However, the validity of the NOC is only for three months, the official said. During which period, he added, the casino operators will require to submit all relevant documents mandatory for their operations. It must be recalled that the CoP declined to renew NOCs granted to off-shore casinos pursuant to policy decision of the State government last year wherein all off-shore casinos operating within city limits of Mandovi River were directed to shift at outer anchorage of Aguada Bay on grounds of navigational problems. The BJP has opposed the op-

erations of off-shore casinos within city limits of the river. However, the off-shore casinos operators continued their operations and moved High Court challenging the government’s decision and also got temporary stay. During this period, it also came to light that most off-shore casinos were operating without obtaining NOC from the Director General of Shipping (DGP) as also they had faltered on many other counts. But the government continued its dilly-dallying in taking stern action against erring offshore casinos even as Leader of the Opposition Manohar Parrikar questioned the government’s commitment on the issue in the monsoon session of the Assembly in August. Parrikar had also highlighted that validity of the stay obtained by the casino stakeholders from High Court had expired and there was nothing to hold back the government from taking action against off-shore casinos. Intervening on this occasion, Chief Minister Digambar Kamat had assured the House “to study the issue in totality.” Moreover, it reversed its own (Continued on page 10)
