Former Union minister Shashi Tharoor today tied the knot with Dubai-based entrepreneur Sunanda Pushkar in a typical Malayali wedding ceremony in his ancestral home at Elavanchery village near here. Fifty-four-year-old Tharoor, a former UN Under Secretary General and now a Lok Sabha MP, tied the ‘thali’, symbolising the marital bond as per the Hindu custom, amid playing of ‘Nadaswaram’ and beating of drums at the auspicious moment shortly before 8.30 am. While Tharoor was clad in traditional Malayali attire of kurtha and mundu, 48-year-old Sunanda, who hails from Jammu and Kashmir, turned up in an off-white ‘veshti-mundu set’ like any Malayali bride would have preferred on her wedding. Before the wedding ceremony, the two sought the blessings of gods and elders of the family, who included Tharoor’s 94-year-old maternal grandmother Jayasankari Amma.

Two days before it is moved in Parliament, the Nuclear Liability Bill today ran into fresh trouble with the BJP and the Left parties slamming the government for “diluting” the suppliers’ liability through changes in the draft legislation. The BJP and the Left parties have apprehensions over an amendment in the Bill which they feel protects foreign companies and domestic private players in the event of a nuclear accident caused by gross negligence or defective supplies on their part. “We are very clear that the scope of Clause 17 (B) (relating to suppliers’ liability) cannot be diluted,” BJP spokesperson Nirmala Sitharaman said. “We need that to be addressed and if it is being diluted by this amendment which the Government has cleared in the Cabinet, BJP will stand up and object to it,” she added. The Left was categorical that it would not give its nod to such a change in the text of the Civil Nuclear Bill. In a joint statement, the Left parties criticised the new amendments proposed by the Government which, according to them, would make it impossible to ascribe liability to suppliers of equipment for nuclear plants. “The formulation of 17 (b) proposed in the amendment is in fact worse than the provision contained in the original bill,” CPI(M) General Secretar y
Prakash Karat, CPI General Secretary A B Bardhan, Forward Bloc leader Debabrata Biswas and Abani Roy of the Revolutionary Socialist Party said in a statement. The amendments to the Civil Liability for Nuclear Damage Bill, 2010 proposed by the Government not only goes against the grain of the crucial recommendations of the Standing Committee, but also seeks to further dilute the provisions of the original bill to protect the interests of the foreign suppliers of nuclear equipment and domestic private players, they said. However, the Congress said that the Bill was still a “work in progress” and Government was open to build the “widest possible consensus” by taking on board concerns voiced by political parties.

Match point? Soccer brings Faleiro, Sardinha together HERALD REPORTER MARGAO, AUG 22
A football match at Fatorda grounds on Sunday evening brought Congress stalwarts under a common platform, but the assembly also raised eyebrows in the camp of Salcete’s powers that be. The odd man out on the platform might have been BJP Fatorda MLA Damu Naik, but the presence of Congress Working Committee member Luizinho Faleiro and South Goa MP Francisco Sardinha was enough to give anxious moments to their detractors. And, not to mention Congress Mahila Chief Monica Dias, former MLA and Minister, Luis Alex Cardozo, besides Councilor Piedade Norohna – the bete noire of GPCC general secretary Vijay Sardessai. The assembly of these political stalwarts comes against the backdrop of reports that the former Navelim MLA, Luizinho Faleiro might throw his hat in the ring in the next Assembly hustings in either Fatorda or Navelim. But, apparently aware that his presence at the football venue

may be kick off a row of sorts, Faleiro sought to play down his presence by saying that he is on the platform given his long relationship with late Assis Norohna – in whose memory the soccer tourney was organized by the Late Assis Norohna memorial Trust. Faleiro took the opportunity to pay rich tributes to Assis, saying it’s difficult to get good contractors like Assis in the present times and recalled his participation in many a movement, including language, statehood, for recognition of
rights of the OBCs and STs. Incidentally, when these stalwarts were busy watching the football match at Fatorda, the GPCC general secretary was at the Chowgule grounds, attending another football final. “I don’t see much in the assortment of political leaders at Fatorda this evening. Faleiro is a seasoned politicians and I don’t expect him to make inroads in a constituency by attending a football match”, he said. (Continued on page 2)
Locals wade through knee-deep waters to reach home after the mass at St Anne’s Church, Agonda. Heavy downpour which continued till Sunday morning raised alarm bells after the three major rivers — Galgibaga, Talpona and Saleri — flowed above the danger mark. The flooding gave villagers the shivers of the devastating flood that hit Canacona on October 2, 2009 which rendered hundreds of villagers homeless. (Report on Page 2) Photo by Kathy Pereira

Pentagon played ‘role’ in rape charge: Assange PTI NEW YORK, AUG 22
Wikileaks founder Julian Assange believes that the Pentagon could be behind the false rape charges that were filed against him on Friday by Swedish prosecutors and then withdrawn after a few hours. “I don’t know who’s behind this but we have been warned that, for example, the Pentagon plans to use dirty tricks to spoil things for us”, Assange told Swedish daily Aftonbladet. So far, Pentagon has not reacted to the charge. The website is set to publish 15,000 more secret papers about the war in Afghanistan in coming weeks, having recently released nearly 77,000 papers and sparking charges that it had endangered the lives of informants and others. The information supported existing suspicions like Pakistan’s ISI links with extremists and extra-judicial killings by US forces. Assange has been asked by the Pentagon not to release another 15,000 documents, which has blasted him for endangering the lives of local informers in Afghanistan mentioned in the documents.

BlackBerry told to install server or close messenger PTI NEW DELHI, AUG 22
The Government has conveyed to the BlackBerry makers to install its server in India for tracking its messenger and enterprise mail service as the offer made by it to provide data from its Canada-based server could be detrimental to national security. Officials of BlackBerry maker RIM (Research In Motion) had offered to provide information on a deferred basis after it faced the threat of a shutdown of the core features by August 31 if security agencies cannot gain ac-
cess to heavily encrypted corporate email sent on a Blackberry handset. The RIM had provided an option to the security agencies and officials of the Home Ministry that they could hand over the details of BlackBerry phones needed to be monitored and the firm in turn will
decrypt the BlackBerry Messenger (BBM) and BlackBerry Enterprise mail Service (BES) of the smart phones in question, sources in the Telecom Ministry said. The RIM officials were ready to provide the information initially manually and later through a non-human interface using the “cloud computing environment” method under which a separate wall created in the server and code and pass-code is handed over to the overall coordinator, in this case India, the sources said.
