Giving a new twist to the recent political developments in the State, a dissident group within the Congress party, led by PWD Minister Churchill Alemao, has threatened to topple the Digambar Kamat government, if NCP legislator Mickky Pacheco is inducted into the cabinet.

The NCP has asked the chief minister to induct Mickky into the cabinet by dropping Jose Philip D’Souza.

The group of 10 Congress legislators, including five ministers, addressing a press conference here took a strong exception to Chief Minister Digambar Kamat’s statement early on Wednesday wherein he said the Benaulim legislator would be inducted once the green signal comes from the Congress high command.

Besides Churchill, Education Minister Atanasio Monseratte, Urban Development Minister Joaquim Alemao, Water Resources Minister Filipe Neri Rodrigues, Sports Minister Babu Azgaonkar and legislators Agnelo Fernandes, Francis Silveira, Babu Kavlekar, Pandurang Madkaikar and Alexio Reginald Lourenco attended the conference to express their resentment.

The electronic music event slated to begin on Candolim beach on December 27 is expected to get some of the biggest names in the electronic music industry.

Goa State Information Commission on Wednesday issued notice to Governor Dr S S Sidhu directing him to appear in person before the Commission on January 4, 2011 in connection with Right to Information (RTI) complaint.

The Commission has also issued notice against Special Secretary to the Governor Dr N Radhakrishnan to appear on the date of hearing.

The notices follow the petition filed by a lawyer activist Aires Rodrigues against the duo for not furnishing information under Right to Information (RTI) Act. Rodrigues was refused information under the RTI wherein he sought details of action taken on complaints made by him to the Governor against Advocate General Subodh Kantak.

The advocate had also sought copies of noting sheets and correspondence pertaining to the processing of his complaints

against the AG. The reply letter undersigned

by Radhakrishnan declined to furnish the information stating that information under RTI Act could not be furnished as the Governor is not a Public Authority.

Law dept approves notice to off-shore casinos HERALD REPORTER PANJIM, DEC 22

The government has got a clearance from the law department to issue show cause notices to off-shore casinos which are doing business without obtaining valid permissions such as registration certificate and a trade licence.

The government had sought legal opinion from the Law Department about action to be initiated against off shore casinos operating without trade licence.

A law officer who did not want to be named told Herald that the department has recommended to the government that notices could be issued to offshore casinos that are conduct-

ing business without valid permissions. The department of River Navigation and Home Department have been intimated about these.

However, in view of petitions pending before High Court, it has been suggested that it would not be appropriate to issue direct order to “stop operations,” to off-shore casinos, the officer said.

In September this year, the government had revoked its earlier decision wherein it had ordered off-shore casinos to shift to Aguada Bay. The decision was challenged before High Court by the stake holders of off-shore casinos while off-shore casinos contin-

ued to operate after obtaining temporary relief from the Court.

Meanwhile, after dilly-dallying for some months -- in September the government took another policy decision revoking its earlier decision. The off shore casino vessels anchored within city limits of river Mandovi were asked to move a little away from their present locations but not as far as Aguada Bay. Subsequent to policy decision by the government in October, the High Court granted three months time to casino stake holders to comply and submit all relevant documents required to operate and conduct business. The deadline fixed by the Court ends on January 23.

CM inspects Mapusa shops gutted in fire

Gold ornaments, camera and cash, all worth Rs 98,000, were reported stolen from a residence at Marra-Pilerne on Wednesday.

In her complaint, Rekha Ramnath Naik of Marra told Porvorim Police that some persons entered her residence by removing the window grills when the family members had gone out.

The burglars broke open the cupboards and decamped with cash of Rs 40,000, camera worth Rs 5,000 and two gold bangles, four earrings and one necklace worth Rs 53,000. Porvorim Police rushed to the spot along with the dog squad and finger prints experts, but could not get any clue.

Goa Government is at the receiving end in the land allotment scam for allotting land to SEZ promoters with legal experts demanding ‘jail’ to those responsible for encouraging criminal activity.

“Goa Industrial Development Corporation (GIDC) officials and all those involved in granting land to SEZ promoters should be jailed. Such criminal activity should not be tolerated,” Supreme Court senior counsel Collin Gonsalves today said.

Gonsalves represented SEZ Virodhi Manch (SVM) in the Public Interest Litigation (PIL) filed by them against the State and SEZ promoters at Goa Bench of Bombay High Court.

The High Court in its order last month had observed that the allotment of lands to the companies was made in undue haste and arbitrarily without proper scrutiny of their applications.

Goa’s Movement Against SEZ (GMAS) has demanded that Government of India de-notify the three SEZs in Goa within one month (i.e. by January 20), now that the High Court dismissed the petition filed by SEZ promoters.

Like SVM’s demand, GMAS convenor Mathany Saldhana has also demanded judicial probe in the scam.

“GMAS took note of the critical observations made by the High Court with regards to the manner in which huge tracts of the scarce land in Goa was given to SEZ promoters who were merely real estate developers,” Saldhana said at a press conference on Wednesday.

The activists asked that GSIDC should revert back the land to the villagers and it will be for the land owners to decide on the nature of land use. In its list of demands, the association has warned the Government against allotting land to any of the six SEZ promoters and blacklisting the latter from being entitled for any land in Goa. not fair and transparent and the allotments by the GIDC do not stand the test of reasonableness.

GIDC and the seven petitioners are given status quo of four months.

“It is a terrible case of fraud… this is a clear case of corruption, criminal fraud, misappropriation and cheating,” he said adding that the land should be reverted back to the people of Goa. The activists including Coun-

cil for Social Justice and Peace convener Fr Mavrick, Pravin Sabnis and others also demanded resignation of all those officials who fraudulently allotted lands to the industrial enclaves.

The State was forced to denotify the allotment of 32 lakh sq mtrs of land to SEZ promoters following stiff opposition from the Goans. The SEZ promoters then approached the High Court challenging the government’s de-notification, which is set aside in a recent order.

Goa’s Fishing Community has given a furious ultimatum of eight days to the Government to allot the fishing jetty at Candolim exclusively for the use of fishermen, failing which they have threatened launch agitation across the State.

The threatening call comes a week after the brawl between traditional fishermen and water sports operators over dominating the use of Candolim jetty for their respective business.

“We have written to the Director of Fisheries that if the jetty is not handed over to the fishing community within eight days, the fishing community will agitate on the streets of Goa,” Genchea Raponkarancho Ekvott President Agnelo Rodrigues told reporters today.

Chief Minister Digambar Kamat on Wednesday evening visited the shops which were gutted in the fire that broke out in Mapusa Municipal market early Monday morning.

Burglars decamped with cash and silver ornaments worth Rs 1.50 lakh from Sateri Temple in Curchorem on Tuesday night.

According to Curchorem Police, the burglars entered the temple by break opening a side door and decamped with silver ornaments and some cash from the cash box.

Police further informed that the stolen goods include two silver masks of the deity, two silver chains and a silver umbrella.

Incidentally, this is the third time the burglars have committed theft in Santeri Temple, Curchorem.

Anti Narcotics Cell (ANC) sleuths seized 1.5 kg Ganja and 130 gms Charas from Dharmadev Rajbhar when he was waiting for his prospective customer near Shantadurga Temple at Candolim, today.

The total amount of narcotics is calculated to Rs 28,000. The ANC also seized Rs 5000 cash from his possession.

The raiding team was acting on a tip-off by another UP resident Mahesh Bin, who was arrested by ANC in another narcotics case earlier. Both accused were employed as sand extractors at a private company.

“During interrogation, Mahesh revealed that the accused resided at Ozari in Pernem for the last two years and dealing in drugs. We kept a constant watch on his activities for few days before arresting him on Wednesday night,” ANC officer said.

Will this courtesy telephone call bring together once again Chief Minister Digambar Kamat and his friend-turned-foe former tourism minister Mickky Pacheco.

Well, only time will tell, but the Benaulim MLA is believed to have called up the chief minister on his cell phone on Wednesday – the first in recent times -- after the NCP supremo cleared all decks for his induction into the ministry. Pacheco is believed to have called up the chief minister to find out when he would be inducted in the Kamat Ministry after a gap of nearly eight months.

The telephone call comes against the backdrop of the request made by Sharad Pawar to the chief minister to induct the former tourism minister in the Cabinet.

“It was just a courtesy call from me to the chief minister. Basically, I wanted to inquire when the chief minister would translate Pawar’s request into action by inducting him in the ministry,” Pacheco said.

When contacted, the chief minister admitted having received the telephone call from the tourism minister but hastened to add that he has conveyed to Pacheco that

Mining firm denies violating eco-norms HERALD REPORTER PANJIM, DEC 22

A mining firm alleged to be violating environmental norms near Netravali wildlife sanctuary told the state government today that they have been extracting the ore to the permitted capacity.

Goa State Pollution Control Board (GSPCB) was informed

by M/s A X Poi Palondicar mining firm that they have not exceeded the capacity of manganese ore and they are extracting only that much quantity as permitted by the

Ministry of Environment and Forest (MoEF). The firm is currently extracting manganese ore with a capacity of 1,800 MT per year.

GSPCB Chairman Simon Dsouza said that the mining firm has clarified that they are not going ahead with their planned expanded capacity that is 10,000 MT per year as their proposal has been refused by the National Board of Wildlife (NBWL).

“Prima face it looks like they are not violating the law but we need to investigate the mat-

ter further,” D’Souza said after the hearing.

GSPCB had issued show cause notice to M/s A X Poi Palondicar last month after an NGO alleged that the firm was extracting ore despite refusal of permission by NBWL. Accordingly, the company was called for hearing today morning, where they submitted the documents which clearly stated that they had environmental clearance from MoEF over extraction of ore upto 1,800 MT per year.

“However, they do not

have clearness for the expansion nor for extraction of iron ore,” D’Souza said adding that the firm has cleared that they are also not extracting iron ore.

The 18th meeting of standing committee of NBWL had rejected the proposal by M/s A X Poi Palondicar for production of Iron Ore with the production capacity of 0.20 MTPA and expansion in the capacity of manganese ore.

The committee had directed Goa chief Wildlife Warden to stop the said mine, which is

operating near Netravali Wildlife sanctuary.

Accordingly, Goa chief Wildlife Warden had directed the South Goa division to carry out inspection of the said mine. However, the department failed to point out whether the mining firm has violated the laws.

The Committee was of the view that, mining activities, even though outside protected areas would have negative impacts on the Wildlife in the sanctuary as well on bio-diversity and environment.

Western Ghats corridor Theft on Princess: police file FIR protected area: Filipe Neri HERALD CORRESPONDENT CALANGUTE, DEC 22

Calangute Police on Wednesday filed an FIR against unknown persons in connection with the reported theft of copper wires worth Rs 6.2 crore from the grounded ‘River Princess’.

It may be recalled that Judicial Magistrate First Class at Mapusa had directed Calangute Police to file an FIR in this connection.

However, police are yet to receive the JMFC Mapusa order.

It is reliably learnt that Calangute Police had sought opinion of the Director of Tourism and North Goa Collector in the matter on receipt of letter from Shetye and Govekar, as the grounded ‘River Princess’ is the property of Goa government.

It may be recalled that Ketan Govekar of St Inez and Kashinath Shetye of Ribandar had complained to Calangute Police Inspector and Superintendent of

Saying that the Western Ghats has been declared as one of the 18 biological hot spots of the world, Forest Minister Filipe Neri Rodrigues has said the Goa government has declared the entire Western Ghats corridor as protected area on account of the rich bio-diversity in the region.

“We should be aware of the biological richness of our state and also be able to recognize the biological diversity in our own backyards. Only then, we can move ahead to preserve and

conserve our biodiversity,” Filipe said, after inaugurating an exhibition of photographs titled “Bio-diversity of our Forests” in the foyer of Ravindra bhavan, Margao on Wednesday.

The forest minister appealed to the people to make use of this awareness programme so that they can respond adequately to the environmental crisis.

The photographs depict the flora and fauna of Goa in the varying aspects, namely bio-diversity of eco-systems, bio-diversity of species and bio-diversity within species.

Quepem civic body to impose octroi on ore HERALD CORRESPONDENT QUEPEM, DEC 22

Quepem Municipal Council (QMC) in its meeting on Wednesday proposed to impose octroi on transportation of iron ore that is being transported via Quepem municipal area.

QMC chairperson and all the councilors present for the meeting unanimously decided to impose 2% Octroi on iron ore.

The council has taken the decision based on the petition by Quepem Taluka Mining Affected Peoples Front (QTMAPF).

In its petition, QTMAPF requested QMC to impose Octroi under Sections 131 to 133 of Goa Municipalities Act 1968 on transportation of iron ore that is being transported via Quepem

town.

The QTMAPF further brought to the notice of QMC that ore transportation via Quepem town does extensive damage to the town, as the trucks transporting iron ore are over loaded, which causes spillage which in turn causes dust pollution.

“It also causes damage to infrastructure which can be compensated by imposing Octroi,” states the petition further.

QMC also resolved to propose a by -pass road from Copelabhat-Ambaulim to GudiParoda, which will reduce the distance by about 5 kms to proceed to Margao and it will be an alternate road when Paroda gets flooded during the monsoon.

“The richness of our bio-diversity can be vividly experienced as you walk among the exhibits. The photographs cover plants, plant parasites, epiphytes, flowers, fruits, fungi, insects, reptiles, birds, mammals etc”, he added.

Earlier, the first segment of the exhibition was inaugurated

by Dr Shashi Kumar, Additional Principal Chief Conservator of Forests on December 19 in the Art Gallery of Kala Academy.

The exhibition has been organized by the Research & Utilisation Division of the Forest department.

Police (North), Porvorim, that copper wires worth Rs 6.2 crore had gone missing from the vessel.

The complaint further stated that subsequent to the inspection carried out by various government departments like Tourism, GCRZMA, Navigation, Panchayat, Inland waterways and Salvage Companies, the copper wires from the vessel have gone missing in connivance with the original owners of the vessel, thereby causing losses to the State government and the Exchequer.

The complainants had prayed to the Calangute and Goa Police to take immediate cognizance of the complaint and file an FIR under Sections 378, 379, 461, 462, 120B and 34 and also under sections of Prevention of Corruption Act and conduct a thorough inquiry/investigation in the matter and nab the culprits involved in the theft.

Police further informed that as the flat door of the deceased was closed since early Wednesday morning, neighbours intimated Babu’s parents, who

reside at Vaddem-Vasco, who in turn informed Vasco Police.

Police said the deceased had married one year ago and police suspects that the deceased

might have committed suicide due to frustration.

Vasco Police has registered a case of unnatural death and is investigating the case.

He was speaking at the function organized by NCP at Guirim to felicitate the meritorious students of the high schools at Porvorim, who excelled in the SSC examination of the Goa Board. The programme was organized as part of birthday celebration of Union Minister for Agriculture Sharad Pawar.

“If a student joins a course which he/she is passionate about, then his desire, dedication, enthusiasm and effort will be of the highest order and he will be successful in his career,” said Sirsat.

Sirsat further said the parents should not force the children to study all the time, but they should also allow them to play for few hours.

It is the classical music of Southern India. The basic form is a monophonic song with improvised variations. There are 72 basic scales on the octave, and a rich variety of melodic motion. Both melodic and rhythmic structures are varied and compelling. This is one of the world's oldest and richest musical traditions.

The origin of Carnatic music can be traced back to the age of Vedas – more specifically Bharata's Natya Sastra, from around the 5th century A.D., and Saranga Deva's Sangita Ratnakara, from the early13th century A.D. The CD produced by Anthony Fernandes and Cajetan de Curtorim has a total of 13 songs on politics and football.

The songs have been sung by noted Konkani singers Lawry Travasso, Nefy Rod, Xavier Gomes, Bhuska, Jacob, Anil/Olga, C Dod, Marcelin, besides Cajetan de Curtorim. Music for the CD has been provided by Lenoy Gomendes.

Anthony, who hails from Manora-Raia told newsmen after the release that this is his first Konkani audio CD and disclosed his plans to come out with similar audio CDs in the future.

Christmas celebrated

PANJIM (HND): A pre-Christmas celebration was held at Our Lady of the Rosary High School, Dona-Paula on Wednesday.

The day began with a Eucharistic celebration by Fr Avito. In his homily, Fr Avito explained that meaning of Christmas symbols of a candle, mistletoe, Christmas tree, bell and candy were offered to represent joy, peace, love, sacrifice and hope.

The choir created the ambience of Christmas by singing hymns.

All classes participated in the carol singing competition with colourful costumes and a variety of musical instruments. A star making competition was also held. CANACONA (HC): About 250 students from Canacona taluka took part in the taluka-level drawing competition organised

by Kala Academy recently.

Kala Academy organized drawing competition to schoolgoing children in three different groups and the competition was held simultaneously at eight different centers in the State.

About 250 students in the age groups of upto 7 years, above 7 years but below 12 years and above 12 years from most of the schools in Canacona taluka participated in the drawing competition at St Teresa of Jesus High School, Chaudi.

According to sources, students were informed about the topics half an hour before the commencement of the actual competition.

Kala Academy has reportedly allotted 400 entry forms for Chaudi centre.

For 52-year-old Santan Rodrigues of Firguem Bhat, Merces, crib-making began as a fun filled activity when he was just 12 years old, however, after 40 years, the love for crib-making has deepened and Santan has continued the activity without fail.

Speaking to Herald, Santan informed that he has been able

to continue with the same zeal as crib-making brings out a childish passion in him. He also said that his cribs won him many prizes in the local contests.

The BJP delegation on Wednesday urged Bardez Mamlatdar Gourish Shankhwalker to make alternative arrangement to supply essential commodities to the poor people of Khorlim, as the fair price shop in their area has been sealed.

A BJP delegation comprising Mapusa Mandal President Rajsinh Rane, MMC Councilors Gurudas Vaiganker and Antonio Alvares, ex-councilor Ro h a n K a v l e k a r, R u p e s h Kamat, Yogesh Khedekar and Swapnil Shirodkar called on Mamlatdar Shankhwalker and handed over a memorandum to him.

The memorandum stated that Fair Shop No 10 at Khorlim has

been sealed by Mapusa Police, as the owner has been charge sheeted on charges of diverting PDS rice to Maharashtra to be sold in the open market.

“The poor people residing in Khorlim have not availed of ration commodities during December due to closure of the fair price shop and they are forced to purchase commodities from the open market at exorbitant prices,” stated the memorandum.

“Since Christmas is round the corner, the government should make alternative arrangement to supply essential food grains to them or allow ration card holders to purchase their requirement from another fair price shop,” added the memorandum.

The Directorate of Official Language in association with the Departments of Political Science and Konkani at Carmel College, Nuvem, organised a one-day career awareness programme on Competitive Civil Services Examinations on December 17 in the college.

Lolita D'Souza of the Department of Political Science and coordinator of the programme spoke on the purpose of the career awareness programme.

The keynote address was delivered by G D Padgaonkar, Director of Official Language, while Naguesh Sardessai, resource person for the day's proceedings, motivated the young student participants.

What’s wrong with a little Sunburn?

I

t’s what every foreign tourist goes back with after coming to sunny Goa in quest of the perfect tan. Why should anyone demand a ban on the mega music party ‘Sunburn Goa’? The festival is very high profile in the electronic music circuit, and is ranked among the top ten musical events of its kind in the world. Little wonder that the state Tourism Department as well as stakeholders in the tourism indistry have welcomed the three-day event to be held at Candolim from 27 to 29 December.

Whether we like it or not, we must concede that electronic music, known variously as ‘house’ or ‘trance’ music, has a huge public of its own, spread all over the world. The fact is that Sunburn as a brand has become very high profile. It has a huge public of its own that has considerable spending power. In the long run, there is little doubt that it will be greattly beneficial to the state, and bring in more tourists.

Tourism Director Swapnil Naik has displayed a great deal of foresight, maturity and courage by associating his department with the party, even though it has not given the event any monetary funding.

In fact, the 2010 edition of Sunburn Goa, which will be held at Candolim beach, is its best yet. It is expected to bring in some of the top names in the world of electronic music, like Paul Van Dyk, Ferry Corsten and Dave Seaman.

For those of us who are not part of this sub-culture, these names may sound unfamiliar and the music they play may sound strange. But that is not the case for its fans. The festival attracts thousands of revellers, mostly youngsters from urban India, who flock to Goa for the event. As its profile grows, more and more of their counterparts from other countries will also come for this mega event. These are tourists, just like any others. And their sheer numbers have made the stakeholders of Goa’s tourism industry interested.

The Sunburn festival is a big one, and it has been happening in Goa every year. It not only brings in national and international tourists but, because of its size and high profile, attracts many companies and corporates that want to associate with the event. Many high-spending tourists visit the state especially for this event. The event is good for the state. It must be allowed to go on. In fact, it needs to be promoted by the Goa government, just as the Carnival and monsoon packages are promoted.

The criticism against the Sunburn festival, when scrutinised closely, comes down to just one point – drugs. The question we want to ask the naysayers is: will a ban on the Sunburn festival significantly reduce the consumption of drugs in Goa? Drugs are everywhere in Goa, Sunburn or no Sunburn.

It requires police action to get rid of drugs and drug mafias; bans on events are of little or no use. Take the example of the Flea Market. It was banned for years on the flimsy ground that it was a centre for the drug trade. In all the years that it was banned, did consunption of drugs in Goa go down?

Not at all. Then why are some people pushing for the same stupid ‘ban’ that is no solution?

People come to this state for different reasons. Some come for the sand and sun; others for the liquor. Still others come for watersports and adventure. And there are the thousands who come for pilgrimages. If some have started coming for good electronic music, they should be welcome too. Any drugs and mafias can be controlled with proper policing. All the talk that it gives Goa and the village of Candolim a ‘bad name’ is just so much poppycock.

Today, the lives of seafarers are in danger, as increasing acts of armed piracy have occurred, and go unreported in local and national media.

Many ships are hijacked near the Gulf of Aden and lots of seafarers, are held as hostages, off the ports of Somalia.

Though the waters are patrolled by warships, but this has not deterred pirates from carrying out deadly attacks on ships.

Creating thinking individuals

Teachers have expressed fears that the grading system will not reduce stress on students, says fReddY diAS

T

he controversy over the newly introduced grading system through ‘internal assessment’ which has been implemented by the Goa Board of Secondary and Higher Secondary education (GBSHSE) for the students of standard 10 and 12 Board exams from this year, seems to continue unabated, with parents as well as teachers, opposing the move.

The Goa Board had begun putting an end to the practice of declaring the three toppers at the Board exams, from the academic year 2002-03 and thereafter, a grading system was implemented in Standard 8, 9 and 11 from the year 2007-2008, in the first phase. The introduction of this system, Board officials say, is intended to give importance on identification of hidden talent in students and also, to minimize pressure on them, at the time of answering final examination. According to Board officials, the grading system implemented in Standard 10 and 12 this year, is the same prevailing in Standard 8, 9 and 11 with minor changes.

Parents, however, have been asserting that the grading system puts tremendous stress on the students, as now, every mid-term and terminal exam must be answered, as if it is the final exam.

If students do not have satisfactory performance in one of the exams, then it will affect their board results. Besides, marks on assignment projects are also taken into account in students’ performance data, which is taken into consideration, in the final results. The grading system, parents complained, is contrary to the Education department’s avowed intention of ‘decreasing pressure’ on students.

Teachers have raised similar fears in the implementation of the grading system, saying that the same will not help in reducing students’ stress. During a meeting of the Goa Board members a few months back, teachers contended that the grading system still allows students to know in which bracket of marks they fall under, and therefore, it will not help reduce the pressure on them. Moreover, they pointed out that the grading system may, in turn, adversely affect the outcome of students who score high, as there will be no competition to achieve the top merits.

Countering the argument of Board officials, that the drop out rate in the state had reduced after implementing grading system at standard 8, 9 and 11, teachers say this is a misconception, as the drop-out rate could be reducing, because of increasing awareness with regard to importance of education, among people.

Sound of Silence An official in the State Education Department says assessments in the field of education are very important, as it helps to see how much a student has understood, of a lesson. In the past, most school papers tested only book knowledge retrieval abilities of a student, rather than her/his understanding of the subject. International assessment tests like the SAT (Scholastic Aptitude Test), TOEFL (Test of English as a Foreign language), etc., have evolved after years of research, to grade various analytical skills of students. International assessment in schools, is a similar initiative of the Educational Testing Centre, a self-funded unit within the University of New South Wales, Australia.

The ETC conducts international assessments in schools throughout Asia and the Pacific, from all academic backgrounds. Tests are conducted in English, Science, Mathematics and Computer Studies for students from class 3 through to Class 12. They provide students with a worthwhile and challenging experience, and are recognised by many prestigious universities in Australia and the US. e are all brought together by Bethlehem night. Every year, it is the same night. We call it down the centuries, generation after generation, with the same emotion of hope, inscribed in the heart of man, for his earthly destiny.

The grace of God has appeared. The night is holy for us. What is grace? We put the question to this night, Bethlehem night. For, it is similar to so many other nights, which in their unchanging rhythm, pass, one after another. The night is apparently a night, like any other. But it is the night when, in a little corner of the earth, near Bethlehem, the house of bread, south of Jerusalem, the darkness of the night, was transformed into light.

In this light, there was accomplished, the divine mystery. The glory of God totally illuminated the shepherds, who at the place, were keeping watch over their flock, so that they were filled with fear. The light became a voice: "Do not be afraid, to you is born this day, in the city of David, a saviour... I bring you good news of a great joy" (Lk 2-10-11) The light and the voice show the place, and the meaning of his

In view of the continuing developments in the field of education, and the resultant need to prepare students for international assessment tests, the state Education department has approved the implementation of the grading system at the Secondary and Higher secondary level of education in the state. Education authorities are of the

opinion, that there is a need to create a critical mass of thinkers, and therefore, the role of education must ensure that children become lifelong learners. True learning often takes place outside the classroom, and therefore, encouragement of students to excel in Arts and Sports is also greatly important, authorities point out.

Recently, the state cabinet has approved a number of incentives and benefits to Goan sportspersons, including the grant of special leave of absence to students of 10 plus 2 level, as part of the Goa Sports policy. The policy envisages an award of sports merit marks, ranging from 5 marks for taluka level to 40 marks for international level participation in sports, and an award of additional marks for achievement, at various stages of competition.

The sports merit marks, as envisaged in the policy at various levels, are as follows: For taluka 5, district 10, state 15, zonal 20, national 25 and international 40. Additional marks for securing gold, silver and bronze medals for taluka 3, 2 and 1; district 5, 3 and 2; state 7, 5 and 3; zonal 8, 7 and 5; national 10, 8 and 7 and international 12, 10 and 8 respectively. Besides, 50 per cent exemption in attendance of the students is considered upto the taluka, district, state and zonal levels of sports participation, and 75 per cent exemption in attendance, are applicable to those who participate at the national and international levels.

Other incentives and benefits include reservation of 30 per cent in 10 plus 2 plus 3 level educational institutions to sportspersons, and the conduct of special examination or supplementary examination for sportspersons. The policy also envisages the broad basing of sports, achieving excellence in sports, achieving self-sufficiency for sports associations, making sports equipment available to sportspersons, integration of education, physical education and sports, making physical education one of the optional subjects on par with other academic subjects, development of sports culture for all ages, training of coaches and sports administrators, and more.

Moreoever, in order to draw talent, the government has also made a conscious effort to offer scholarships and bursaries to students who are unable to afford their education fees. The overall education policy of the government appears to be quite noteworthy, as it is aimed at creating thinking individuals, through development of character and creativity in students.

What justice has been provided so far, not to mention compensation, to these victims and law abiding citizens of democratic India? By dragging on with the case, and in the process, spending judicial time and resources, the agony of the victims dead and alive, has been prolonged.

Fast and fitting retribution and justice, is the best option available. Stretching the statutes of law to the unlawful, makes a mockery of justice.

In support of ‘Ratol’ ban Merlyn Fernandes, Sao Jose De Areal Although some attempted suicide cases involve a premeditated plan, many suicides are the result of impulsive, “on a whim” decisions.

Since impulsivity is strongly linked to suicide attempts, removing pesticides, rat poison or firearms from store shelves will effectively control deaths by suicide. So I do agree with Stephen Dias’ letter ‘Ban Ratol’ (Herald, 16 Dec).

However, counselling is also important, and should be easily available at schools, colleges and community centers. Many suicidal people don’t really want to die; they just want to end their pain. Suicide is permanent solution to a temporary problem. And that’s why all those who are depressed, need to be filled with hope.

Paths of Wisdom When the waters were changed

By Idries Shah Once upon a time Khidr, the teacher of Moses, called upon mankind with a warning. At a certain date, he said, all the water in the world which had not been specially hoarded, would disappear. It would then be renewed, with different water, which would drive men mad.

Only one man listened to the meaning of this advice. He collected water and went to a secure place where he stored it, and waited for the water to change its character.

On the appointed date the streams stopped running, the wells went dry, and the man who had listened, seeing this happening, went to his retreat and drank his preserved water.

When he saw, from his security, the waterfalls again beginning to flow, this man descended among the other sons of men. He found that they were thinking and talking in an entirely different way from before; yet they had no memory of what had happened, nor of having been warned. When he tried to talk to them, he realized that they thought that he was mad, and they showed hostility or compassion, not understanding.

At first, he drank none of the new water, but went back to his concealment, to draw on his supplies, every day. Finally, however, he took the decision to drink the new water because he could not bear the loneliness of living, behaving and thinking in a different way from everyone else. He drank the new water, and became like the rest. Then he forgot all about his own store of special water, and his fellows began to look upon him as a madman who had miraculously been restored to sanity.

With Christmas round the corner, the traditional cake-mixing ceremony which has in the past been a family event from the sixteenth century, is a tradition synonymous with the Taj Exotica to promote good-will and happiness.

Christmas cake is an English tradition that began as plum porridge. People ate the porridge on Christmas Eve, using it to line their stomachs after a day of fasting. Soon dried fruit, spices and honey were added to the porridge mixture, and eventually it turned into Christmas pudding.

In the 16th century, oatmeal was removed from the original recipe, and butter, wheat flour and eggs were added. These ingredients helped hold the mixture together and in what resulted in a baked plum cake. Richer families that had ovens began making fruit cakes with marzipan, almond sugar paste For Christmas, they made cake using seasonal dried fruit and spices. The spices represented the exotic eastern spices brought

by the Wise Men. This cake became known as "Christmas cake."

The Kaka Karmarkar Memorial Trust has been named after late Laxman G Karmarker.

In their first press briefing, the trustees informed media that the idea of forming the Trust emerged on the Remem-

brance Day of late Karmarker.

Briefing the press, Trust President Dr Premanand Dalal informed that late Karmarker was a versatile personality, a freedom fighter, progressive farmer, visionary and was active throughout his life in social and educational fields.

He further informed that the Trust in his memory has been formed with an objective to

work in social, educational and agricultural fields.

Curfew continued to remain imposed in parts of Bandipora district in north Kashmir for the third day today following sectarian clashes three days ago in which four persons were injured.

“Curfew continues to remain in force in Inderkoot and Sumbal areas of Bandipora district due to law and order problems,” a police spokesman told PTI. The curfew was imposed on Monday after sectarian clashes broke out in Inderkoot area of Sumbal town, 40 km from here.

Of the four persons injured in the clashes, three were wounded when the security personnel guarding the house of political activist Abdul Rehman Kawoosa in Sumbal allegedly opened fire to control a mob that was pelting stones on Monday evening.

While two persons received bullet injuries, another man was injured in stone pelting.

Sectarian clashes broke out in Inderkoot village in Sumbal town on Sunday in which one person was injured and a house was partially damaged in arson.

The clashes erupted after a youth belonging to a minority Muslim sect was allegedly severely injured in a thrashing by a youth from the majority sect following an altercation.

Members of the minority sect went on a rampage and a l l e g e d l y s e t f i re t o t h e kitchen of the house belonging to a member of the majority sect.

Curfew was imposed to bring the situation under control and prevent the clashes from spreading to nearby areas, sources said.

Although no fresh clashes have taken place in the curfew bound areas, tension continues to prevail which has left the authorities with no option but to clamp the restrictions for an indefinite period, officials said.

Justice Arun Mishra and Justice Mahesh Bhagwati held that Gujjars cannot be given special reservation and an act of 2008 has no substratum of quantifiable data that could justify the reservation.

The move to provide reservation by government could not, therefore, be acted upon, the judges said.

The court also directed the state government to carry out an exercise within a year to establish the backwardness of Gujjars, Raikas, Raibari and Gadiya Lohar communities in the fields of education and government employment. Gujjars have been agitating for the last two days in support of their demands, including quota in jobs.

In a veiled criticism of Environment Minister Jairam Ramesh's approach, the Planning Commission today said there should be a "sensible" definition of 'no-go' areas where mining activities are prohibited.

"If we get a sensible definition of what is 'no-go'... something that is called 'no-go' for now does not have to be 'no-go' for ever," Planning Commission deputy chairman Montek Singh Ahluwalia said on the sidelines of public private partnership (PPP) conclave.

Of late, there have been widespread concerns over the Environment Ministry's classification of 'no-go' areas, which have hit projects of companies like Hindustan Zinc, UltraTech and Essar group, said such areas need not be excluded from mining activities for ever.

The Ministry of Environment and Forests (MoEF) has divided mineral bearing regions into 'go' and 'no-go' areas. As per the guidelines, the mining is allowed only in the 'go' areas.

Recently, the Coal Ministry had sought the Cabinet approval for its proposal that mining be allowed in 90 per cent of coal blocks labelled as 'no-mining' areas by the environment ministry.

There are 206 coal blocks spread across 4,039 sq km in nine coalfields, with a production potential of 660 million tonnes (MT), which have been designated as 'no go' areas.

Recently, the Coal Ministry sought the Cabinet approval for its proposal that mining be allowed in 90 per cent of coal blocks labelled as 'no-mining' areas by the environment ministry.

The Coal Ministry, in a note to the Cabinet Secretary is believed to have sought expeditious forest clearance for all coal blocks under 'no go' areas except 10 per cent of them.

'The company, which has 35 stores at present in the country, will have 58 stores by the end of the current financial year,' Ananthanarayanan, Head, Supply Chain, Reliance Retail, said after opening its 36th store here and the second in Tamil Nadu. The company, with a Rs 14 crore turnover from 21 stores in the previous year, expected a turnover of Rs 350 crore during the fiscal, he said, adding that each store has an investment of Rs six crore to Rs eight crore, including stocks.

OCIL hopes to cross sales of Rs 500 cr Orient Ceramics and Industries Limited (OCIL) today said its combined sales after the acquisition of Bell Ceramics would cross Rs 500 crore mark.

"The combined sales of Orient Ceramics and Bell Ceramics will cross Rs 500 crore by end of 2010-11," company's Chief Financial Officer Vijay S Sharma told reporters here today.

OCIL decided to acquire 63 per cent stake in Bell Ceramics in September this year with Enterprising Value (Net Equity and Debt) of Rs 120 crore in line with plans to deepen its foothold in the southern market. From the open offer, the company has been able to buy additional 6 per cent of equity from the public.

Stress levels of Indian entrepreneurs have risen markedly in the last two-years, but are still less than their peers globally, a survey said.

While 40 per cent of entrepreneurs in India have said that their stress levels have risen in the last two-years, the figure stands at 46 per cent globally, a survey by Regus said.

nance Ministry is expecting further decline in headline inflation numbers.

However, food inflation, which has been on the rise for the past three weeks, is likely to go up in the weeks ahead on account of sky-high higher onion and other certain other vegetables. For the week ended December 4 food inflation rose to 9.46% as vegetables turned expensive. The previous week it was 8.69%.

Against this, in the corresponding week last year, food inflation was ruling at 20.90%.

The rising crude prices as well as the commodities are likely to have their cascading impact on inflation back home.

Also, last week oil marketing companies had upped the retail price of petrol by Rs 2.95 a litre and the group of ministers is meeting end of the month to review subsidy on diesel and cooking gas. While petrol price hike will not have any serious adverse impact on headline inflation, any spike in diesel will have a serious implication on it.

Indicating that more policy tightening measures will have to be undertaken, Reserve Bank Deputy Governor Subir Gokarn today said headline inflation is not easing as fast as the apex bank would like it to do and that upside risks still remain high.

"Inflation is not easing as we would like it to be... Upside risks to inflation are still high", Gokarn told newsmen on the sidelines of a seminar on debt markets organised by the credit rating agency Care here today.

However, he said, the current skyrocketting price of onions will only have a temporary impact on inflation. "I don't think high onion prices will have a long-term impact on inflationary pressures, as the Government has said that it has been doing everything to manage supply side issues.

Also, high food price inflation was driven more by persistent rise in nutritional food items like cereals," he said.

Gokarn further pointed out that the rising commodity prices in the global markets also point to the rising risk of headline inflation.

The RBI had left interest rates on hold last Thursday at its mid-quarter review but warned that inflation was still well above its comfort level and unveiled steps to address the persistently tight liquidity by permanently bringing down the statutory liquidity ratio-a prudential measure that requires banks to invest a portion of their funds into government bonds, gold and other illiquid assets-by 100 basis points to 24 per cent, which would release Rs 48,000 crore into the system.

Due to the persistently high inflation numbers, the RBI has revised upwards its annual inflation numbers to 6.5 per cent by end March, which is one full percentage point above its earlier projection.

Headline inflation eased in line with expectations to7.48 percent in November, its lowest level in a year. And the Fi-

On the major preoccupation behind that stress, the survey found that in India, in particular, late payments were the main concern of entrepreneurs followed by lack of cash or working capital to invest and cost of fixed overheads.

Globally, entrepreneurs related that they are most concerned with falling profits and revenues.

"The second key concern, however, was a lack of cash or working capital to invest in the economic upturn, followed closely by worries over late payment," the survey said.

This high level of stress among entrepreneurs should ring warning bells among policy-makers as SMEs play a vital role in fuelling the growth of the Indian economy by contributing 45 per cent of industrial output, 40 per cent of exports, employing 60 million people, create 1.3 million jobs every year and produce more than 8,000 quality products for the Indian and international markets, it said.

Beto rescues Dempo against Mumbai On the other hand, Mumbai impressed in the opening stages. They breached the Dempo citadel on a couple of occasions dangerously. Both Nigerian strikers, Ebi Sukore Theophlous and Henry Ezeh caught the rival defence napping with striker Ebi Sukore outpacing a couple of defenders but they tumbled at crucial moments. After the wakeup call, Dempo came close in surging ahead but Nigerian midfielder Ogba Kalu’s goal-bound try was blocked by Dempo keeper Laxmikant Kattimani.

Stung by the humiliating defeat against South Africa at Centurion, Indian captain Mahendra Singh Dhoni today said it is imperative for his team to rectify

the growing tendency of losing the first Test match of a home or overseas series.

"That's one quality we have," a sarcastic Dhoni told reporters here, referring to India's innings and 25 runs defeat in the first Test.

"We don't really do well in the first Test. It's not only in India but even overseas. However, if you look at the previous records, we have come back well in the later stages.

Hopefully, we will be back in the next two Test matches," an optimistic Dhoni said.

The Indian captain conceded that even though they devised a few plans for the South African batsmen, it didn't work out well.

The Indian bowlers were plundered for 620 runs at the Centurion and they managed to dismiss only four South African batsmen.

"It was difficult because there was not much help from the wicket. We don't have bowlers with express pace. They don't bowl in 140s so they have to be even more precise with their line and length," Dhoni tried to defend the pace trio of S Sreesanth, Ishant Sharma and rookie Jaydev Unadkat.

Harendra Singh might have stepped down as national hockey coach after India's unexpected loss in the Asian Games semi-finals but he, along with former captain Dhanraj Pillay, has applied for the top job of the national team.

The newly-formed development committee of Hockey India, headed by former India captain Pargat Singh, met here today for the first time and discussed at length the various aspects related to the game, including prospective candidates for the posts of national team's coach which is lying vacant after Spaniard Jose Brasa's contract expired last month.

According to a highly-placed source in Hockey India, the development committee has so far received 10 applications from

within the country for the vacant coach's position and has also approached the International Hockey Federation to suggest some foreign candidate's name.

"Today, the development committee met for the first time and discussed in length about all the issues, including that of coaches.

The committee will meet here again January 5," the source told PTI. "The committee has so far received 10 applications for the coach's post. Among Indians, Pillay, Harendra and Clawrence Lobo are the notable names who have applied. They are discussing every angle and have also approached FIH for suggestion on foreign candidates," he added.

The source also said that the committee was of the view that giving the next coach a long tenure will enable him to build a team for the future.

Sachin never treated game as source of income: Ranatunga

The glamour and glitz of Twenty20 has had its adverse affect on Test cricket and only someone of Sachin Tendulkar's stature can help restore the waning popularity of the traditional form of the game, feels former Sri Lankan captain Arjuna Ranatunga.

The Lankan captain lavished praise on Sachin for not treating the game as a source of income.

"Sachin is an iconic figure. We need cricketers like him to save Test cricket. As long as Sachin is playing, I am sure Test cricket is safe," Rantunga told PTI Bhasha from Colombo while congratulating the champion batsman on his 50th Test century.

"He has been playing for more than 20 years now. I think he is a rare cricketer who does not consider cricket as a source of income. This is the secret of his longevity and phenomenal success as well," the cricketer turned politician said.

The skipper of the 1996 World cup winning Lankan team also believes that some of the greatest attributes of Sachin like dedication, commitment and passion for the game is lacking in cricketers of modern era.

"Sachin has sacrificed a lot to reach the pinnacle. He has sacrificed playing T20 international cricket which is all about money and glamour.”

"Young players, who do not hesitate sacrificing playing for

the country for financial gains, should learn quite a few lessons from him,” Ranatunga took an indirect dig at some senior Sri Lankan players who had refused to tour England to take part in cash-rich IPL. Ranatunga, who has played in country's inaugural as well as 100th Test match feels that it will be unfair to compare Tendulkar with Sir Don Bradman.

"I have not seen Sir Don playing but Sachin is the best batman in modern era. It is not fair to compare two legends of different generation.

Bradman was the best in his era and Sachin is the best in his era," said Ranatunga.

Rantunga also dismissed criticism that Sachin hasn't been a match-winner or a finisher of the game.

"I don't endorse these kind of media generated arguments. This man has scored so many runs, centuries and has played several crucial knocks. Whar else do you expect from him?" said the burly former Lankan captain.

He feels that it was privilege to compete with Sachin for more than a decade.

"Sachin is very humble. A real gentleman. He is very down to earth despite his stupendous achievements. I consider myself fortunate that I have played enough cricket against him," said Ranatunga who had retired after the 1999 World Cup. Ranatunga feels that it's entirely upto Sachin as to how long he wants to continue playing.

"It is upto him as to how long he wants to play. As far as I am concerned, we are fortunate that we can watch him bat. Once he retires, the cricket fraternity will need him even more as he will remain the biggest amabassador of the game," Ranatunga concluded.

The Indian team's arrival at the coastal city of Durban on Thursday for the second Test against South Africa may again turn out to be a damp affair with rain forecast for the next four-five days.

The left-hander, who will feature in the One-day and Twenty20 matches against the Proteas, said he is preparing well for the assignment.

"It's not going to be an easy tour for us. It's tough out there.

The wickets will be different.

So, we need to practice accordingly," Yuvraj said about one-day and Twenty20 series.

Yuvraj said the series against New Zealand that India won 50 gave him a lot of confidence.

"The Ranji matches that I played before the New Zealand ODIs gave me a lot of practice.

I played in three games, spent

enough time on the wickets and got runs as well.

"It definitely helped me to prepare for the one-dayers.

Hopefully, in the coming few weeks, I will be able to tune myself up for the ODIs in South Africa," he said.

breaking batsmen, found yet another child prodigy when Armaan Jaffer, nephew of Ranji Trophy captain and former India opener Wasim, compiled the highest-ever score of 498 in school cricket history. Armaan, playing for Bandra school Rizvi Springfield against Raja Shivaji of Dadar, struck as many as 77 fours in 490 balls at the Karnatak Sports Association ground at Cross Maidan before he was caught behind two short of a well-deserved 500.

It was a chanceless knock by Armaan in his school's Giles (under 14) Shield league match. Incidentally Armaan's 498 also bettered the record set last year of 439 by Sarfraz Khan in the Harris (under 16) Shield inter-schools tournament.
