State to buy additional 400 mw HERALD REPORTER PANJIM, JULY 22

The Goa government will buy additional 400 mega watts of power to meet the State’s requirement, the House was informed today. Chief Minister Digambar Kamat said that the government will speak with the power grids on the issue. However, he said, “if need be we will buy it from the open market by floating tenders.” Kamat was replying to Opposition Leader Manohar Parrikar’s statement that the industries are not coming to Goa as the Electricity Department has put a ban on new electricity connections to the new units. Earlier clarifying his stand, Power Minister Aleixo Sequeira stated that he was forced to take such a drastic step. “The ban is temporary and will be revoked in the next 15 days,” Sequeira said. The Nadia Torrado death case took a strange twist with lawyers representing former tourism minister Mickky Pacheco today withdrew from the case following which United Goans Democratic Party (UGDP) Secretary General, Anacleto Viegas was roped in to take up the case. The twist is interestingly at the time when Pacheco’s police remand concludes on Friday. Advocates Surendra Desai and Amit Palekar opted out of the case after a handful of the total bunch of 100-odd supporters’ hurled abuses to the pair on losing bail to former minister. “I will not handle this case anymore for personal reasons,” Palekar said. Whereas, Adv Desai preferred not to offer any comments on his sudden move.

Chief Minister Digambar Kamat today said that the Special Economic Zones (SEZs) which were not notified and scrapped will die a natural death in wake of the State withdrawing the SEZ Policy. Replying to cut motions tabled by the Opposition in the House, Kamat said that the State had asked these SEZ companies to revert back the land allotted

by the government. However, they have approached the High Court, which has asked for a status quo on the matter. “We are hopeful the case would be in our favour as the State has withdrawn the SEZ Policy. Except in three SEZ cases which were notified, others will cease to exist naturally,” Kamat said. The government had scrapped all 15 SEZs after mas-

Goa’s mining industry and the Mines Department came in for close scrutiny on the fourth day of the Monsoon Session of the Goa Legislative Assembly with Aldona and Congress ML A Dayanand Narvekar maintaining there was no accountability from mining companies operating in the State and the department was clueless on what exactly is the ground reality. Narvekar, who is known for taking digs at his own Government, charged that mining companies were having a free run while the Mines Department with pitiful staff strength had no one to work on the field to keep checks and balances over an activity that’s churning out revenue in crores of rupees. He informed the House that it was shockingly learnt that the staff strength of the Mining Department controlling such a big activity was a mere 70 and out of these 35 were D-category workers like peons and attendants. The remaining 35 were clerical staff and superintendents, he mentioned. He said humorously even the Goa Cricket Association staff strength was the same as that

The body was handed over to his relatives after post mortem. The State has seen a spate of suicide cases involving students in the recent past, even as parents expressed serious concern over such incidents.

The Employees State Insurance Corporation will start a medical college in the State, with 50 per cent seats reserved for Goans, the House was told today. Labour Minister Joaquim Alemao disclosed this while replying to the cut motions tabled by the Opposition. “The ESIC will build a hospital on its own with an expenditure of Rs 75 crores and they have also offered to start a medical college,” Alemao said adding “the corporation will meet all the expenses for the college.” Alemao said the land for the project is being identified and the initial process of setting up a college will start soon.

Speaker Pratapsing Rane intervened that the State must get 85 per cent reservation to which Alemao replied that a former union minister has agreed for 50 per cent reservations to Goans. Earlier, Parrikar was highly critical of the ESIC saying the Goans are not benefiting from the corporation which is collecting crores of rupees from the State. “ESIC collects about Rs 120 crores annually from the State. BJP’s Mapusa MLA Francis D’Souza maintained the CM was holding the mines portfolio for 10 long years and would be in a better position to answer many questions. “Who is the real owner in mining? The prices of fish have gone up and when consumers spent Rs 150-200 to buy a small portion of fish, there’s no guarantee that they will get a good deal. “Vendors cheat consumers by keeping fish in ice as it appears fresh for sometime but later it stinks,” she pointed out urging the government to do something.

Victoria makes case for gender justice cell Says State needs new industrial policy HERALD REPORTER PANJIM, JULY 22

The lone woman MLA in the 40member House Victoria Fernandes on Thursday made a case for establishment of a Gender Justice Cell to check indiscrimination meted out to the fairer sex in the industrial sector. Victoria said women were discriminated when it came to jobs in the industries. They are rejected on grounds that they can’t work late hours. “Industries should have facilities so that they can work late hours. This has to be checked and industries should not get into discrimination,” she stated. The Santa Cruz MLA said the State was in need of a new industrial policy like how Karnataka and Punjab had done. “These States are doing well. It is time we review our existing policy,” she mentioned. Speaking in support of some of the well-known traders in the State, she also highlighted the

need for a new policy on trade and commerce. Victoria impressed upon the need to form a House Committee to see the implementation of the Factories Act so as to provide safety to women in industries and basic facilities like separate toilets, change rooms, etc. She also called for a separate act for unorganised farmers who have no protection. These people should have an insurance scheme, she held. Creation of Labour Welfare Fund and implementation of the Minimum Wages Act were also suggested by the lone woman MLA. Talking on tourism, she maintained a lot of wrong publicity was being carried out in the form of ads which are bad in taste. She demanded a ban on night parties stating these created a lot of tension and fearful atmosphere. She also highlighted the need to review the tourism policy and

suggested the State should concentrate on hinterland tourism. The State should also establish an ethical code for international tourists flocking to the State for their own interest, she suggested further. On the electricity scenario she said the State should look at the proposition of having a power plant operating on natural gas. The minister concerned should come out with a policy for the next 20 years, she stated. She said there was a need to strengthen the Bambolim SubStation by bringing in equipment and allotting the requisite manpower. The MLA made case for underground cabling in some pats of her constituency like Chimbel and Merces and recalled such a proposal was made when she was the deputy speaker. Victoria also impressed upon the need to have an ITI in Santa Cruz so that local youth will benefit in terms of employment.

Govt urged to boost tourism sector HERALD REPORTER PANJIM, JULY 22

Opposition MLAs on Thursday maintained the State wasn’t doing enough to boost the tourism sector in terms of infrastructure and attracting more tourists. Mapusa MLA Francis D’Souza said as highlighted in the media the State was ranking behind as compared to other States like Kerala and Rajasthan. These States have snatched tourists from Goa, he asserted. Drugs and rapes will not bring tourists to Goa and the State wasn’t doing enough, he mentioned. The MLA rubbished an ad hoc committee report that had furnished wrong figures of tourist arrivals. He said the re-

port showed more foreign tourist arrivals when in reality it was the domestic ones that flock in larger numbers. He said not all people coming to Goa go to casinos. There is a need to portray the State as a family and honeymoon destinations, he mentioned. Mandrem MLA Laxmikant Parsekar maintained there was a good scope for tourism in his constituency but there was a need to infuse basic facilities on the lengthy coast that houses many beaches. Coastal areas like Arambol and Morjim lack the requisite facilities. We are also in need of additional shacks so that local youth can see employment potential. I say so because there

is no potential for our youth in employment because Sattari taluka seems to be taking the cake when it comes to jobs, he maintained. “GMC is full of people from Sattari. Where do our youth go for jobs?” he questioned. Congress MLA Francis Silveira said there was a great potential for tourism in Siridao which has a beach that needs maintenance by utilising development funds from the Centre. He called for

beautifying the chapel of Jesus Nazareth that is located in a scenic environment overlooking the Arabian sea. Poinguinim’s BJP MLA Ramesh Tawadkar yet again called upon the need to promote agriculture tourism in places like Gaondongrim and Cotigao in his constituency. These places are bountiful in nature’s beauty. Agriculture tourism here will create employment for the less educated, he highlighted.

He took strong objection to the written reply that read as, “ according to medical ethics, patients are never forcibly removed from the ventilators to accommodate other patients.” “As per Medical ethics you can’t throw a patient out but consistently patients from GMC have been shifted elsewhere,

“Parrirkar said. As per the minister’s written reply , since January 2010, about 44 patients have been transferred from GMC to private hospitals. The Minister agreed to procure more ventilators taking up the number to twenty and things will be better once upgradation of casualty, pay unit and trauma units is completed.

Saipem locals concerned over waste discharge by companies into drains HERALD CORRESPONDENT CALANGUTE, JULY 22

The Saipem Villagers Anti Pollution Front (SVAPF) has voiced concern over the discharge of waste by companies at the Pilerne Industrial Estate in open drains leading to the Candolim village. Some residents of Candolim noticed a bluish liquid being discharged from a factory in the open drain leading to Saipem, a part of Candolim. The impact of the discharge was such that the earthworms found were found dead in the streams and drains. Locals immediately reported the matter to the notice of Saipem Villagers Anti Pollution Front, who lodged a complaint with Calangute Police and alerted officials at Goa State Pollution Control Board (GSPCB). Acting on the complaint, the GSPCB inspected the site and found paint sludge being released in the open drains by the company, causing environmental pollution in the vicinity. The officials summoned company officials along with

At the hearing, company officials put forth their views and claimed that the discharge had been an accident. However, SVAPF members contradicted these views and argued that the discharge has

been deliberate in nature, which has been polluting streams and wells in the village. They demanded the immediate closure of the company. Underground power cable emits fumes; officials kept on toes HERALD REPORTER VASCO, JULY 22

In an unusual incident, fumes from an underground high powered electricity cable near the PWD sewage pump at IOC Bridge, here, kept the Disaster Management team and Zuari Industries Limited (ZIL) on their toes on Thursday afternoon. PWD workers at the sewage pumping station near IOC Bridge on Thursday afternoon noticed fumes from the ground, while stagnant water was also boiling at the same place. Suspecting it could be a leakage of naphtha gas, workers intimated their higher officers. Since the oil tanking and port is located nearby, Deputy Collector Levinson Martins, after getting the information from PWD officials, intimated the disaster management team and ZIL officials, who rushed to the site and verified the fume and boiling water. They ruled out that it was leakage of naphtha gas and found the live electricity cable that connects the transformer close to it, was burning underground. Thus for preventive measure, all authorities engaged in disaster management cell were summoned at the site,” added the deputy collector. “The underground live electricity cable wire, which connects the transformer, was

The forensic cases under different sections of the law have been referred to laboratories in Hyderabad and Kalina in Mumbai. live electricity alignments threatened neighbouring residential houses, besides several pedestrians. Before fire services personnel led by senior fire fighter S K Dessai could take up cutting of the almost uprooted tree, electricity supply was disconnected while its officials including a junior engineer guarded the site. Meanwhile, rains continue to lash, as most of the rivers in Canacona are seen constantly flowing upto their brinks, while almost all the low-lying areas, including paddy fields, are inundated with floodwaters. Few farmers in the taluka also informed their inability to transplant paddy saplings situated in their low-lying paddy fields which most of the time remains inundated with floodwater.

Said ZIL officials: “Since our pipeline is not passing from that area, we immediately ruled out leakage of naphtha gas.”

Heavy downpour for the third consecutive day on Thursday has led rivers in Bicholim and Sanquelim to cross the danger levels, prompting some villagers from Bhatwadi-Nanora, Bicholim, to be evacuated to safer places. Even though the water level at Anjunem dam has not reached the danger mark, some villagers from BhatwadiNanora, Bicholim, were evacuated to safer places, when their houses were flooded amid rumours that water had been released from the Tillari dam. As the water level from the Walwanti River rose, villagers fearing that water from Anjunem dam would be released, started shifting their goods and other belongings from the shops. Four water lifting pumps have been installed at Sanquelim to keep the situation under control. Irrigation department engineer Badami has denied that water had been released from the Anjunem dam. “Rumours that water was also released from the Tillari dam are certainly untrue. The

Opposition members literally ragged the government over “air condition toilet” providing fodder for laughter. Shiroda MLA, Mahadev Naik tabled his question seeking to know from Urban Development Minister Joaquim Alemao, whether there was any proposal to construct air condition public toilet in Margao; for which, he got a written reply that there was no such proposal under consideration of the government. But in contradiction to the government’s reply, Shiroda MLA started reading a newspaper item published in Marathi daily, saying air condition toilet will be built in Margao with cost of involving Rs 12. 21 lakh. The House was in laughter when he read out that Chief Minister Digambar Kamat had laid foundation stone for the air condition toilet to be built in Margao. Mandrem MLA, Laxmikant Parekar said instead of spending Rs 12 lakh on air condition toilets -- hundreds of ordinary toilets can be build for needy people.

Parishioners of St Anthony Church, Cabo-de-Rama, have lauded Quepem MLA Babu Kavlekar for raising the issue in the ongoing Assembly session government’s reported move to handover Cabo-de-Rama fort to a private agency for adaptive reuse, which led to government’s clarification of denying any such moves. Residents of Khola also felt satisfied with the assurance given by Minister for Archives and Archaeology Atanasio Babush Monserrate that the fort will not be handed over to any private agency. The minister had also stated that the traditional religious rites conducted at the fort by local people would not be disturbed or forbidden as widely feared by Khola people. St Anthony’s Church Cabode-Rama Fabrica Committee Attorney Francis Fernandes was ecstatic and a relieved man saying: “We, all the parishioners of Cabo-de-Rama are really grateful of Quepem MLA Chandrakant Babu Kavelekar for raising the issue in the assembly session.” “The fact that our own MLA (Canacona) not even bothered to inquire our needs, after people of Khola reacted angrily over government’s move to hand over the fort having a religious place to private agencies,” claimed Fernandes. Says Fabrica Treasurer Etelvina Cardozo: “Kavelkar’s move to raise the question has helped in getting a seal for our demand that none should interfere with public sentiments, as Minister for Achieves & Archaeology Monserrate went on to clarify on the floor of the house that government has finalized plans only for the preservation of the fort and the fort will not be actually handed over to any private agency.” Khola Bachao Abhiyan President Precopio Fernandes said: “Our village may have been merged with Quepem constituency for future elections, but the commitment shown by Quepem MLA is really com-

Longer international presence needed in Afghan: Krishna PTI NEW DELHI, JULY 22

With the US having announced that it will begin pulling out its troops from Afghanistan from July 2011, India today said that "international presence" in the war-torn country was needed for a much longer time. Just back from Kabul after attending an international conference on Afghanistan, External Affairs Minister S M Krishna told PTI here that he shared President Hamid Karzai's enthusiasm for Afghan forces to take over security of the entire country from 2014. "He is very enthusiastic and I am very happy about it. He is also confident that he will be able to raise his own security force," said Krishna, who had discussions with Karzai and U S Secretary of State Hillary Clinton in the Afghan capital. Asked if India was willing to help in raising the security forces necessary for the task, the minister replied, "Well, if Afghanistan asks India shall help. We have been helping Afghanistan in our own way. It depends on what kind of help they seek and what kind of help we can render." Responding to a question as to whether the US decision to commence troops pull out in a

year was premature, Krishna said, "I feel that international presence is needed in Afghanistan for a much longer time than it has now been projected. We hope that international presence will act as some kind of insulation to Afghanistan for normalisation." Asked whether India would like the US to take a fresh look at its decision, the minister said that New Delhi had conveyed its views to the US and to Afghanistan in bilateral meetings. To a question on Pakistan's efforts to play the power broker in Afghanistan, Krishna said that India had emphasized that initiative for future set up in the country had to be "Afghanled and Afghan-owned". Asked whether there was a shift in India's stand on good Taliban and bad Taliban, he said, "Well, we cannot wish away Taliban. Who are Taliban-they are all citizens of Afghanistan. "There is a realisation among individual members of Taliban that their movement is not going to be helpful to Afghanistan and that they should reconsider their association with Taliban. Then I think they should go back to the mainstream."

Curfew lifted from Baramulla, Sopore towns PTI SRINAGAR, JULY 22

Curfew was today lifted from Baramulla and Sopore towns but restrictions continued on the movement of people in most parts of the Kashmir Valley. The decision to lift curfew from the two towns in North Kashmir came after Deputy Commissioner, Baramulla, Bashir Ahmad Bhat held a meeting with local representatives and discussed various measures to restore law and order last evening. During the meeting locals had demanded the release of youth, who were detained during the recent protests in the two towns, official sources said. Bhat assured them that the issue will be seriously considered on a case-to-case basis

after proper investigation. Baramulla and Sopore towns were brought under curfew yesterday after protests over the killing of a youth, Fayaz Ahmad Khanday, in police firing on Monday. Locals have also been demanding action against security forces allegedly involved in the death of Class VII student Faizan Ahmad Buhroo, who drowned in river Jhelum during a clash between police and protestors last week. Though curfew has been lifted from the two towns, restrictions continued in many places on the movement of people as a precautionary measure, police said. Police and paramilitary forces were deployed in strength in Baramulla and Sopore this morning to strictly enforce prohibitory orders.

PM to host lunch to Sushma, Jaitley Herald Bureau NEW DELHI, JULY 22

In a run-up to Parliament's monsoon session beginning Monday, Prime Minister Manmohan Singh is hosting a customary lunch on Friday to leaders of the two Houses -- Sushma Swaraj and Arun Jaitley -- to seek their cooperation in the passage of the government business. The PMO sources said Finance Minister Pranab Mukherjee, who is leader of the Lok Sabha, and Parliamentary Affairs Minister Pavan Kumar Bansal will also be attending the lunch. Though the exercise is exchange views on what the government and the opposition want from the session, the Prime Minister will be seeking

support of the Opposition for the passage of the nuclear liability bill, now under a standing committee's scrutiny, as a perquisite to do business with American firms for setting up the nuclear power plants as also on clearance of the Goods Services Tax (GST) bill for implementation from April 1. Mukherjee will be broaching the issues at the luncheon meeting that he had already discussed with the two BJP leaders whom he had invited over a lunch, alongwith BJP Parliamentary Party chairman Lal Krishna Advani here last week. Both Jaitley and Sushma were positive on ushering in the new GST regime to end a plethora of the central and state indirect taxes.

Poor telecom network in NE a concern: ASSOCHAM PTI SHILLONG, JULY 22

The Northeastern states are plagued by low tele-density and inadequate telecom services, hindering economic growth and development, a study said. "In addition to the low tele-density, the quality of services in the region is also a matter of concern. The telecom network is inadequate to handle the traffic resulting in repeated congestion, a statement by Associated Chambers of Commerce and Industry in India (ASSOCHAM) quoting the study said today. "Closely linked with the expansion and growth of IT is stable and quality infrastructure like telecommunication. The hilly region having a difficult terrain has limitation in terms of physical connectivity and has sparse habitations," it said.

Stating that the Nort East has only reached a nascent stage of e-governance, it said concerted efforts were needed for capacity building and technology upgradation to bring it on par with the rest of the country. Billing disputes were frequent due to non-availability of online payment while the processing centre was outside the region, the study entitled 'Serving the Common Man through e-governance' said. Most service providers faced difficulty in securing permission to lay cables, getting land for base transreceiver stations and other infrastructure for which the charges are also high. Poor quality of roads affected transport of telecom equipment and machinery while cables are frequently damaged by natural causes like landslides or mischief by miscreants.

The Wizard of Galle

rave words need to be backed by brave deeds. The Indian cricket team, regrettably, failed to live up to its boast of frustrating spin genius Muttiah Muralitharan’s bid to take eight wickets in his last test match to become the first cricketer in history to bag 800 wickets. While they were about it, they also slumped to a humiliating ten-wicket loss in the first Test in Sri Lanka at Galle, putting their position as the number one test team in jeopardy. India put up a pathetic display in the match, being made to follow on and then being trounced even though a whole day’s play was washed out because of rain. India’s performance was all the more shocking because, while nothing great was expected from the hamstrung bowling attack, the failure of its so-called star-studded batting line up was quite unexpected. This was seen more clearly in the second innings, in which India’s fighting total of 338 runs was mostly built around gritty contributions from the tailenders. Ahimanyu Mithun (25), Ishant Sharma (31 not out) and Pragyan Ojha (13) showed the class that most of the top order sorely lacked, making the Lankan bowlers sweat to get the visitors out and taking India out of the possible ignominy of an innings defeat to take a slender lead. This, Sri Lankan openers Tillakaratne Dilshan and Tharanga Paranavitana efficiently and rapidly overhauled, to give Sri Lanka a 1-0 lead in the three-match series. But the day belonged to Muthiah Muralitharan, as indeed did the entire match. The spin wizard dominated his swansong Test at Galle. He captured five wickets in the first innings and then three in the second, to take his overall wicket tally to the 800 he had set for himself as a challenge in his final test; a case where − unlike India − his deeds matched his words. Appropriately, Murali was given a guard of honour on the third day of the match by both the teams. His entire family turned to watch him get to the record on the final day. Sri Lankan President Mahinda Rajapakse flew in to congratulate him, and presented him with a special memento. Legendary Australian leg spinner Shane Warne is the second-highest wicket-taker in the world, but he has a tally of only 708, and he is already retired. Most of the remaining Top 10 wicket-takers in the world have also retired, so Murali’s record is likely to be unmatched for a long, long time to come. But will Murali’s departure bring any relief for India? It has to put up a much better performance in the second Test starting on 26 July in Colombo. For, another defeat could dislodge India from the number one position. If Sri Lanka wins the series, India would lose four rating points and come down to the third position behind South Africa. Sri Lanka, on the other hand, will gain six points and become the number one test team.

PPP plague

oes the Goa government realise what its responsibility is to the ‘aam admi’ in whose name it rules? If it did, we would not have a plague of PPP (public-private partnership) projects on our hands. When the government cannot assure basic necessities like electricity and water, how can it even talk about privatising these things? Several parts of North Goa get extremely irregular water supply. In these circumstances, to pursue a PPP project for supplying potable water from Opa is plainly irresponsible. The Selaulim Dam has a plentiful supply of water, but that is not the case at Opa, where water levels dip precariously during the summer. Under these circumstances, giving water to private entities to sell at premium prices will only deprive the ‘aam admi’ further.

The people of Goa are desperately looking for a brand new script, not recycled superstars, says Dr OSCAR REBELLO

S

ome of the most successful Hollywood/ Bollywood producers and directors will tell you that there is only one salient magic mantra that makes a movie a blockbuster: “It’s the script, honey.” Actors, stars, music, special effects, publicity, all play their role. But if you have a bad script, the movie just won’t click. Stephen Spielberg, Raj Kapoor, Satyajit Ray and Shyam Benegal are the best protagonists of this theory. They are firm in the conviction that the script was the bedrock of their careers. So watch a ‘Jurassic Park’ or an ‘ET’, a ‘Pather Panchali’, a ‘Bobby’ or even ‘Prem Rog’. The music and the FX was there, but the stars at the time of release were no big names. What made these movies legendary was their script and substance. Then check our very own ‘Satya’ or ‘Ardh Satya’, ‘Manthan’ or ‘Mirch Masala’, ‘A Wednesday’ or ‘Love, Sex aur Dhoka’. Small budget films, unknown actors, no special effects… but the script was king. There could be one valid argument against this theory. How was it that trash scripts churned out by, say, Manmohan Desai or Prakash Mehra, or often Karan Johar, became such resounding hits? A filmsy ‘Laawaris’ or a falsetto ‘Kuch Kuch Hota Hai’ or the sickly ‘Kabhi Khushi Kabhi Gham’ or the legendary lost-and-found rubbish from Manmohan Desai flicks like ‘Suhaag’ or ‘Parvarish’, ‘Aa Gale Lag Ja’ or ‘Mard’. These were bonafide hits despite shoddy scripts, and the reason for their success was the presence of larger-than-life superstars like Amitabh or Shah Rukh Khan, who could sell this gibberish to the gullible masses only on the power of their performances and undeniable charisma. Therefore, the movie-going public in Goa will forever watch movies and convert them into hits for two reasons: (1) Because the script / screenplay is awesome. (2) Because the superstars have strutted their stuff. And thereby lies another important strategy lesson for our political parties in Goa. Let me elucidate further. In Goa we have the ruling Cong-NCP-MGP combine, which is playing out its script at a feverish pace This script includes rampant mining, crazyas-a-shark real estate development, a drug / casino / sex-based economy, a pliable police force and, of course, the all-pervasive stench of corruption. Despite this shoddy script that most Goans

GOA DIARY abhor, their movie features huge superstars in the eyes of the starry-eyed voting public. So with their humungous budgets, their flashy cars, designer bandanas and glitzy ad spends, the Babushes, Vishwajeets, Churchills and Mickkys can sway the public easily, and have them eating out of their hands by liberally signing their autographs on cheques and handing them out. The stars rule, even if the script is a sham. This then brings me to our combined opposition in Goa, principally the Bharatiya Janata Party (BJP), the United Goans Democratic Party (UGDP) and the Goa Su-Raj Party (GSRP). They don’t have the superstars from the other army and that is why they keep wooing them [the Group of Seven (G7) or whatever], thinking that otherwise they can

never get their magnum opus to be a hit. The catch, however, is that the G7 types will join hands with, say, the BJP, if and only if the script were to remain the same. Imagine Shah Rukh Khan playing the lead role in ‘Ardh Satya’… ! So the combined opposition’s major dichotomy all these years is that they have been wooing the same maverick, untrustworthy, self-serving superstars, when what they really needed to do was to go back to the drawing board and come up with a BRAND NEW SCRIPT. That is what the people of Goa – whether they lean towards the Congress or the BJP – are desperately looking for: A sparkling, crackling, brand new script, not the palpably nauseating shenanigans of the faux superstars newly bottled up in

the same old script! This brand new script must talk and pursue aggressively the issues of sustainable development and environment protection, address the issues of land grabbing and incarcerate illegal slumdog millionaires, tackle head-on the Godzilla of corruption, and defend human rights. If you have a script like this, even without bigbudget superstars there are good chances that you could be sitting on a jackpot – a really big one. There are two caveats to this however: (1) There can be no compromises on the script. If tomorrow we have a BJP government in power with some Congress superstar, we can’t be fed garbage that the BJP has now discovered that all the tonnes of drugs they were fighting against was actually talcum powder, or that privatisation of government hospitals is actually the greatest idea since the Internet. (2) For your movie to be a blockbuster hit, even if your script is brilliant, you have to get more and more people to see your movie. If you stand outside the theatres with black caps on your heads, in shorts, twirl your moustaches and wave a ‘danda’, throwing all the Muslims, Christians, Communists, modern Hindu girls in skirts and boys in T-shirts – as well as other folk who are ‘repulsive’ in your imagination – out of the theatre, the movie is a sure fire flop; trust me. To yank the crown from the heads of these deadly superstars we will have to dream the alternate script. But will anyone bite the bullet? As they say in that biggest Hindi hit of them all: “Dilwale Dulhaniya Le Jayenge!” Hitting the Target After a couple of days in the lock-up, Nadia’s mother, Sonia Torrado, finally got bail. One wonders whether this whole long-drawn-out exercise is to get to the truth, or it is to get to Nadia’s family? A rumour floating around is that the cops now plan to exhume the body of Nadia’s long deceased father and arrest him as well. They need all the ‘clues’ they can gather to bolster their fast-faltering case. Also, there is a new offence mooted in the IPC. If you wink at a girl, you could be booked for ‘Culpable Rape’, defined as ‘visual intercourse not amounting to penetration’. All of us with blinking problems had better get in line and file for anticipatory bail. Wouldn’t all this be morbidly funny if it wasn’t so tragic?

Age before beauty

Life Lines

F

unny isn’t it, how life’s many facets keep coming and going before our eyes, at times without being noticed. But life goes on as it must, inevitably. And when attaining senior citizenship status, there are a few plums, like reserved seats in buses, but by and large it is reminiscing… the good old days. Travelling by BEST bus the other day, a couple of incidents really put age in perspective. At one of the stops, that is, after the bus restarted, a wily old man with stick in hand, kept banging it against the side of the bus to draw the driver’sattention. And draw attention he did, because the driver stopped the bus and allowed him to enter from the front. So I moved further back to allow him an accessible seat, he was older than me. The bus crawled on in the crowded Kalbadevi area, but then we were not in a hurry. Time to go down memory lane. Old college mate Colin had phoned that morning to tell me of the St Xavier’s High

School Class of 50-something reunion and the fun they had. Meeting Ramzan and his brother, both doctors in West Germany for decades. And others. “There’s nothing better than meeting old friends,” Colin mused. But may be there is, because he was due to visit his two daughters next month, one in the United Kingdom and the other in the United States. “I’ve not seen Michelle for a-year-and- a- half,” he went on fondly. Guess senior citizenship is a time for travelling too. Guess there are a few bright spots and one should cherish them, not mourn the slowing pace and the aches in our bones. It’s a package deal, can’t get one without the other. They said that about love and marriage a long, long time ago. My weekly morning talks with Vinay and comparing notes on the change of human values. A gentleman to the core and a Man United fan like me, we have much in common. ‘Kya karen’ is a common refrain with regard to the political imbroglios, but then life has to go on and when we can’t bear things anymore, we move out of the picture. As the sage once said “the only thing sure about life is death.” Who can doubt that? But back to the BEST bus where we started. By now we had reached the Bombay Gymkhana traffic lights junction. As the driver had the green lights he drove past the Flora Fountain stop. Normally, when they do such a thing, they stop after the junction for the passengers to alight, but this guy did no such thing. He just drove on despite the cries of “stop, stop, stop.” But the commuters were all able-bodied young men. Guess, the driver used his prerogative, “age before beauty.” he thought. And didn’t we old guys have a broad smile and think of how in India age is still respected?

Letters to the Editor We sympathise, but… Sebastian Mascarenhas, Siolim The letter ‘Goodbye Goa’ by Julie Long (Herald, 21 July) leaves a lot of Goans with heavy hearts, now that she has decided to move on. With the LeT-sponsored attack on Mumbai, visa regulations for all visitors entering India were changed, with the stipulation that foreign nationals holding a multi-entry visa have to spend two months in another country before returning. This has sparked nationwide outrage. The Indian government’s decision was no flash in the pan. David Headley’s repeated visits to India and the LeT’s plans to spread terror across the length and breadth of the country was the main reason. One startling

Margao menace Soter D’souza, Socorro On reading the article ‘The Margao-Salcette disconnect’ (Herald, 19 July), one gets the impression that this is an old ploy to market Margao (socio-political manipulators) as the ‘golden chariot’ of intellectualism, ethics and morality. For the last 49 years, innocent Goans have unknowingly been taken around Gogol Circle in Margao and tricked into believing that it is Trafalgar Square! A popular joke doing the rounds is: “When Goans take a break on the weekend, Margao’s conspiracies begin.” The list is endless: mergers, communalism, defection, the ongoing caste hegemony over the Konkani script, designs for Vishal Gomantak… One need not be surprised if, at some point of time, it is declared that Margao is in fact the epicentre of most of the pressing problems and a threat to Goa’s future. All it takes is to scrape just a little of the deceptive glitter like ‘samata’ and ‘asmitai’ to glimpse the realm of filth and deceit. Good and bad seem relative terms in Margao, depending on who benefits in terms of money and power. The name ‘Mar-gaon’ means ‘a place of beating’. If Salcette remains vibrant today, it is because of Saxttikars wisely maintaining a safe distance from the socio-political designers of Margao.

Comba footbridge wanted

Pachu Menon, Margao

Even the mangled and decapitated body of the young college girl who was run over by a speeding train at the Comba railway level crossing in Margao is not enough to shake off the apathy of an indolent administration that refuses to accept that this particular transition point in the heart of city is not safe for vehicular and pedestrian movement. This area has a number of schools, a college and a temple in its vicinity. The railway level crossing is a junction for roads coming out from the city. A subway constructed with a lot of fanfare lies unused – a waste of public money – because come monsoons, it resembles a humungous puddle. What has the administration done to clear the waterlogging? As the level-crossing becomes the only conduit for entry and exit from the city via this route, traffic virtually comes to a standstill when school gets over for the day, and there is a melee with parents and guardians rushing to collect their wards. The subway being an unusable route, not many options are left for commuters. A steady stream of college students and others cross the tracks. It would be in everybody’s interest to have an overhead footbridge here. But this demand has been ignored in the past by the authorities. Will they pay attention now at least? blocks and family feuds – two warring and opposing groups combat each other, creating terror for the villagers. Our Parish Priest keeps calling every Sunday Mass for village unity, but to deaf ears. Greed for money is the main motive, to reign supreme over the poor villagers owing to false promises by mining companies to turn our village slumdogs into millionaires.

Goans first Arwin Mesquita, Abu Dhabi One aspect destroying Goa and its identity is specific politicians and vested communal interests keeping Goan religious communities divided, to continue with their illegitimate exploits, be it Catholic-dominated Talukas or Hindu dominated talukas. Goans, irrespective of religion, should unite and fight the anti-Goan politicians and their destructive colleagues. Else, we will all be losers in the end. Goa without an identity could easily be merged into a neighbouring states!

Don’t want bridge Justin Fernandes, by email The proposed new bridge on the River Zuari

will be a total disaster for the villagers of Cortalim and Agassaim; plenty of houses will be demolished on either side of the river. When the present bridge is serving road traffic on NH17, there is no need for a second bridge. The government should demolish the present weak bridge and replace it with a new one. We have 40 idiots serving us. They are trying to make four lanes on each bridge, and demolishing houses unnecessarily. What is the logic for this? If the government wants to go for a second bridge, let them go for two lanes, not four, as it will save more houses. This four-lane / six-lane nonsense serves only politicians. Cortalim and Agassaim were completely ripped apart by the Konkan Railway; the new bridge will put the final nail in their coffins.

Subways and safety Lucas DSouza, Qatar Offshore/Verna The tragic loss of young lass under a train at Margao should be an eye-opener. I have seen with my own eyes school/college-going youngsters led by their teachers avoiding subways at Verna and Belloy Nuvem, and

Migrants’ duplicity Diogo Fichardo, UK Stephen Dias’ letter ‘Not false, but true’ (Herald, 21 July) is shocking, if it is true that migrants are demanding tuition fees from politicians. I believe him when he says that these migrants will be candidates for elections soon. For Goa’s sake, this story must be followed and the facts exposed. Poor Goans should be looked after first. These non-Goan Asian migrants are no better in the UK. If there is a good school in an area, they pay any resident living near the school to use their address for admission. Some have been exposed and prosecuted. They are full of tricks.

Gandhigiri Cicero Lourenco, Curtorim In true Gandhigiri style, the people of Goa should felicitate and compliment the Crime Branch for its ‘feats’ as enunciated by the honourable Chief Minister Digambar Kamat. All the dirt has been swept under the carpet. Honourable CM, you can fool some people all the time. Not all the people all the time. Paths of Wisdom Be Upholders of Justice

By Samir Khan Believers! Be upholders of justice, and bearers of witness to truth for the sake of Allah, even though it may either be against yourselves or against your parents and kinsmen, or the rich or the poor, for Allah is more concerned with their well-being than you are. Do not, then, follow your own desires lest you keep away from justice. If you twist or turn away from (the truth), know that Allah is well aware of all that you do. (Al-Qur’an – 4:135) Justice, like peace, is the hallmark of Islam. The Islamic concept of justice is so wide and comprehensive, it addresses every aspect and sphere of life, leading Man to sail in the boat of life smoothly. It is so perfectly ingrained in the very foundations of social and spiritual life of the believers that we do not find it in any other system of life. This verse of the Holy Qur’an enjoins the believers to be the upholders of justice, emphasizing the fact that it is not enough to uphold justice themselves: they are expected to be its standard-bearers. They must not merely be just in their own dealings but also strive for its triumph. They have to do all they can to ensure that injustice is eradicated and replaced by equity. A true believer must be the pillar supporting the establishment of right and justice. This verse also emphasises that whenever a believer witnesses something , it should be solely for God. His testimony should not be biased in favour of any of the parties concerned. He should not use any opportunity for personal aggrandizement, and should seek to please only God. At another place, in the verse 8 of Surah 5, the Holy Qur’an exhorts the believers to “be upright bearers of witness for Allah, and not let enmity move you to deviate from justice. Act justly, that is nearer to God-fearing. And fear Allah. Surely Allah is well aware of what you do.”

Clinton bats for Indo-Pak ties; says would benefit Pakistan PTI WASHINGTON, JULY 22

Pressing for resumption of Indo-Pak ties, US Secretary of State Hillary Clinton has told Pakistanis that normalisation of relations with India would benefit them "even more," as she said even Pakistani businessmen desire expansion of trade that would offer them access to huge Indian markets. At a round table with Pakistani journalists in Islamabad on Sunday, Clinton batted for Indo-Pak friendship, and applauded the leadership of the two countries for reviving peace talks despite opposition at home. Favouring a resumption of ties, she said: "I happen to think, on balance, it's even more in Pakistan's interests, because opening markets – every businessman I speak with in Pakistan kind of whispers to me, 'Please, can't we get the markets open, because I want to go compete inside India'," Clinton said in response to a question". Suspected Yemen Qaeda attack kills 5 Reuters SANAA, JULY 22

Gunmen killed at least five Yemeni soldiers on Thursday in a suspected al Qaeda ambush on a military convoy in the south, while a northern battle with Shi'ite rebels killed 19 people, officials said. The attack in the south would be the third by a resurgent regional arm of al Qaeda against the Yemeni government in five weeks. "There was an ambush targeting the soldiers' vehicle and five were killed and a sixth was wounded. There is suspicion that al Qaeda was behind the operation," an official in the southern province of Shabwa said. Yemen, neighbouring top oil exporter Saudi Arabia, leapt to the forefront of Western security concerns after al Qaeda's Yemenbased regional wing claimed responsibility for a failed attempt to bomb a US-bound plane in December. Al Qaeda in Yemen had mostly focused its high-impact attacks on hitting foreign targets, but last month gunmen raided the regional headquarters of the political security office in Aden, killing 11, an attack al Qaeda said was revenge for a state assault on a militant stronghold.

on the Kashmir issue, saying it was not a possibility as for that to happen both sides need to agree and that is not the case now. The US, she said, stands ready to encourage the dialogue between India and Pakistan that is absolutely in both countries' interests. She said she appreciated the leadership of the two countries for going ahead with the talks despite opposition. "I really give the leadership in both countries high marks because it is not popular. They are attacked in the press, they're attacked by organisations," she said. But to a question on the prospect of former President and her husband Bill Clinton assuming the role of Special US Envoy for Pakistan and India to resolve Kashmir, she said: "Well, in order to have anyone play that role, both sides have to agree. And that has not been the case as of now". She said the US would like to encourage more dialogue between the two neigh-

bours. "So there are many ramifications to the longstanding disputes over Kashmir and other issues between India and Pakistan. So even though the officials of both governments have been meeting, we want to encourage much more dialogue," Clinton said according to the transcripts made available by the State Department. External Affairs Minister S M Krishna met his Pakistani counterpart Shah Mahmood Qureshi in Islamabad on July 15 and the talks ended on an acrimonious note with sharp differences coming out in the open at their joint press conference. "We should work as hard as we can to encourage the leadership of Pakistan and India to persevere despite the attacks in both countries," Clinton said. She observed that that it would be in the interest of long-term security and economic benefits to try to resolve bilateral disputes.

LeT as dangerous as Taliban, Al-Qaeda: US PTI NEW DELHI, JULY 22

The US on Thursday said Lashkar-e-Taiba terror outfit was as dangerous as Taliban and AlQaeda with which it was working in close coordination and that Pakistan has been asked to deny it a foothold in that country. US Special Envoy on Afghanistan and Pakistan Richard Holbrooke also emphasised the urgent need for bringing to justice the perpetrators of Mumbai attacks, saying Pakistan has taken "some steps" in this regard but these were not enough. Holbrooke, who met Prime Minister Manmohan Singh here Wednesday evening to give his assessment of the situation in Afghanistan, said India has a "vitally important role" to play in the peace and stability in that country and insisted that the US was not trying to "diminish" that scope. At the same time, he emphasised that Afghanistan cannot be stabilised without the participation of Pakistan, which has "legitimate concerns" in that country. In an interaction with a group of journalists here, he said the

LeT's goal was to create "maximum problems" between India and Pakistan besides working against the interests of western countries. "When we talk about major terrorist groups we consider it as dangerous as other groups," Holbrooke said when suggested that the US did not appear to be keen on tackling LeT on the same lines as Taliban and Al Qaeda. "We understand, as government, that it (LeT) is a threat and we talk about it all the time with Pakistani military (asking them) to deny their territory to this organisation," said Holbrooke, who arrived here yesterday after a visit to Islamabad. The Special Envoy said, "We all know what it (LeT) did and what they want to do." He identified LeT as a part of terror conglomerate comprising Afghan Taliban, Pakistani Taliban and Haqqani network. "Taliban has almost become a brand," he observed. "Under intense pressure these groups seem to be growing closer to each other. Two or three years ago, they were more distinct than now," Holbrooke said. He said these groups work

more closely and help each other as their long-term objective is similar – to hurt western ideologies and create "maximum problems between India and Pakistan. "Tackling it (LeT) is equal to any other priority in the region," he said. To a question on Mumbai attacks, he said Pakistan has taken "some steps but these are not enough". He said the US was talking "frankly" to Pakistan on such issues. Holbrooke, who attended the Kabul Conference on Tuesday, said the US recognises that Afghanistan's "neighbours and near neighbours have genuine security concerns" in that country and "that includes definitely India." To a question about worries here that India's stakes and role were not being appreciated by the US, he insisted that "nobody wants to diminish India in Afghanistan." The US Envoy, who also met National Security Adviser Shivshankar Menon, said "India has a vitally important role to play" in Afghanistan. He, however, refused to define that role saying it was for the Indian leadership to do so.

The new Philippine government wants to move witnesses to the massacre of 57 people to protect them after a confrontation in the Manila detention facility where they are being held with others accused in the case. Justice Secretary Leila de Lima said some police officers, who were among the 197 charged with taking part in the murders but had agreed to testify against the key suspects, members of the powerful Ampatuan clan, were worried over their safety. "Our main job is to provide protection to our witnesses from any threats and harm," de Lima told reporters, saying there had been a near-violent con-

archbishop of letting a priest in Birnau on Lake Constance, who was accused of child abuse in the 1960s, be reappointed to a parish job there in 1987. ''Since no concrete abuse cases or victims' names have come to light from the priest's second period in Birnau from 1987 to 1992, there are no grounds for holding Dr Zollitsch criminally responsible,'' said the prosecutors office in a statement. Neither was there any evidence that the archbishop, who was head of Church personnel in the area at the time, acted in the knowledge that the priest might commit new offences, it said.

Scientists dig deep into ocean warming conundrum Reuters SINGAPORE, JULY 22

In the remote, frigid abyss of the deep oceans, temperatures are slowly rising. Not by much, but spread over the vast depths of the deep the change is significant, adding to sea level rise and possibly heralding even greater impacts for mankind and the planet. While scientists aren't yet certain if the warming is caused by climate change, they are scrambling to learn more about what's going on. This is because the layer starting roughly 2 kilometres from the surface makes up about half the world's oceans and plays a key role in regulating the planet's climate. ''A decade or so ago we had this picture in our minds that deep oceans were pretty stable and that things didn't change much there,'' said oceanographer Steve Rintoul of Australia's state-backed science and research body CSIRO. ''What's changed in the last decade is that we've started to accumulate enough measurements to show there are widespread changes happening in the deep ocean. And those include really remarkably widespread warming of the deepest layers of the ocean,'' he told Reuters from Hobart, Tasmania. Water expands as it gets warmer and this, along with the melting of glaciers and ice caps, is a major force behind rising sea levels. Seas, on average, are rising at a rate of 3 millimetres a year but some studies suggest they could rise by up to a metre

by 2100, inundating low-lying coastlines. ''The heat storage aspect is important because over the past 50 years, about 90 per cent of the extra heat stored by the earth is now found in the ocean,'' said Rintoul. The deep ocean takes up 10 to 20 per cent of this. Scientists say that extra heat is being trapped by greenhouse gases released by agriculture, deforestation and the burning of fossil fuels. WARMER WATERS The greatest warming of the deep oceans has been recorded near Antarctica and the North Atlantic. These are the two regions where very cold, salty water sinks from the surface to the depths in a motion that helps drive a global circulation of ocean currents that regulates the climate, for example by giving northern Europe its mild weather. The water that sinks off parts of Antarctica heads north into different ocean basins as it branches out. It can take centuries to make its way back to the surface. ''We're seeing warming. We've only seen this pattern for a decade or two now,'' said Gregory Johnson, an oceanographer of the US National Oceanic and Atmospheric Administration. He pointed to the difficulties of taking measurements in the crushing depths, which have limited scientists to taking samples every decade on costly voyages that transect an area of ocean. ''When we go out and do these measurements, we go out and stop the ship and lower the instrument down to the

bottom and bring it back. It's sort of like going across the ocean at a slow jog because you spend more than half your time stopped and sampling''. He said the observed warming rate for the deep layers of the Southern Ocean, between Australia and Antarctica, was about 0.03 degrees Celsius per decade. ''It seems very small but it's actually a huge amount of energy uptake. Compared with mankind's global energy consumption rate, it's three times that rate going into the deep ocean,'' he told Reuters from Seattle. ''That's about four Hiroshima bombs every 5 seconds, or five hairdriers for all 6.8 billion people on the planet going continuously,'' he said. CARBON IMPACT Some areas, such as the Southern Ocean, have been sampled more than others. And what scientists have found is worrying. The water sinking off Antarctica is becoming fresher and therefore less dense, though it's unclear if this will lead to long-term changes in the speed of deep ocean currents. Changes in wind patterns are also causing more deep, carbon-rich water to come to the surface. The oceans are a major carbon ''sink'', soaking up large amounts of the main greenhouse gas carbon dioxide, including about a quarter of all the CO2 emitted by human activity. Oceans store about 50 times the CO2 in the atmosphere. And most of this is stored

general of the Paris-based Nuclear Energy Agency, told Reuters. ''It is something every country has the right to have. Everybody should have the benefit of this energy. This is more difficult for some countries than for others, but conceptually nuclear power is available for everyone.'' Wood Mackenzie energy consultancy in a report this month said energy demand on the Arabian Peninsula could increase by 85 percent by 2030 levels, compared with 2008 consumption.

Southern China was lashed on Thursday by its second typhoon in a week, with shipping and flights disrupted by heavy rain and strong winds, state media said. Chanthu was upgraded from a tropical storm after gathering strength over the South China Sea. It hit the Leizhou Peninsula in Guangdong province, close to the northeastern tip of the resort island province of Hainan, in the early afternoon, the official Xinhua news agency said. Shipping between Hainan and the mainland had already been suspended and dozens of flights cancelled, Xinhua added. More than 26,000 fishing boats are also taking shelter in Hainan ports. The government has warned people to stay inside and shut doors and windows. At least 701 people have died since the start of the year as a result of torrential rains which have swept large parts of southern and central China, and another 347 are missing, the government said yesterday. The scale of the devastation, with more rain forecast, has raised fears of another mass disaster on the scale of the 1998 Yangtze River floods, when more than 4,000 people died, though the government says it is now much better prepared.

in intermediate and deep ocean waters. ''There are huge amounts of carbon stored in those waters below the 2,000 metre mark,'' said Bernadette Sloyan of the CSIRO's Marine and Atmospheric Research division in Hobart. ''And changing the temperature changes the ability of the ocean to hold and store that carbon as a reservoir,'' she said. Mankind's fossil fuel emissions are the equivalent of about six billion tonnes of carbon annually, a fraction of the estimated 38 to 40 trillion tonnes of carbon stored in the intermediate and deep ocean layers. At present, while the ocean naturally releases carbon dioxide gas in upwelling currents off Antarctica and in parts of the tropics, the world's oceans overall soak up more than they emit. PUTTING THE HEAT ON But scientists say that could change. ''The changes we project will happen in the Southern Ocean will tend to make the ocean less effective at storing CO2,'' said Rintoul. The deep oceans are also a major source of nutrients, such as iron, that ocean ecosystems need to survive. ''Changes in the circulation of the ocean and deep ocean and how it interacts with the upper ocean will have significant impacts on bringing nutrients back up to allow ecosystems to keep thriving,'' Sloyan said. For now, scientists are trying to speed up measurements to figure out if mankind has woken up a monster in the deep.

frontation between the witnesses and Ampatuan loyalists inside the detention facility at the weekend. "We've asked the interior secretary to order jail authorities to separate our state witnesses from the rest of the suspects to insulate them from threats, intimidations and even bribery attempts." In June, a witness in the case was shot dead. Earlier this month, de Lima ordered prosecutors to charge two people for attempting to bribe two witnesses to retract their testimony against the Ampatuans. De Lima said the department

had petitioned the high court to move the state witnesses to another detention facility while a local court considered motions to dismiss the cases and disqualify the judge hearing the massacre case. There has been an expectation the government of President Benigno Aquino III, in office since June 30, will be more aggressive than the previous administration in prosecuting those involved in the massacre last November. The Ampatuan clan had ruled southern Maguindanao province on Mindanao island for a decade and were strong supporters of

former president Gloria Macapagal Arroyo. The massacre happened on November 23, 2009, when about 100 armed men attacked a convoy on their to way to witness the filing of nomination papers for a member of the Mangudadatu family, rivals to the Ampatuans, to stand in local elections. The armed men also killed people who were not in the convoy but had seen the attacks, and then tried to bury the bodies and their vehicles in mass graves. All up, 57 people were killed in the country's worst incident of political violence.

Its Cayenne S Hybrid's highly sophisticated parallel full hybrid drive ensures fuel consumption of just 8.2 litres/100 kilometres. Cayenne Diesel with its 240 bhp three-litre V6 likewise reduces fuel consumption by 20 per cent, down from 9.3 to 7.4 litre/100km. ‘Biometrics best for data in India’ PTI NEW DELHI, JULY 22

As the country's economy is on the rise, experts today said biometrics is the only way to store data in a safe manner in a vast country like India and the unique identity numbers will provide that security. "As the Indian economy grows, there is a necessity for some kind of a system through which information about an individual can be known and the unique identity numbers will provide that", said Rajesh Mashruwala, Member, Unique Identification Authority of India (UIDAI). Biometrics is the only way to store data in a safe manner, it guarantees that there is no duplication of data, he said during a workshop. Checking program for cars soon PTI HYDERABAD, JULY 22

The Federation of Automobile Dealers Association (FADA) of India will soon launch a program for checking cars which are more than three years old across the country for Rs 500, liable to be reimbursed while going for insurance, a top official said today. FADA has a tie up with ICICI Lambord and Bajaj Allianz who will accept the fitness certificate issued by the car dealer after due inspection and allow Rs 500 as a rebate for insurance, its President S P Shah said here. "The program will be initially launched in Delhi, Mumbai and Hyderabad and slowly expand to cover the country," Shah told mediapersons. He said dealers across the country are being educated on this and all the records will be computerised to prevent tampering of documents. "We are in discussion with more insurance companies and also automobile manufacturers to join in this program that would benefit the customer as well as reduce the risk of accidents," Shah said. Speaking on the auto sales this he said the growth could be around 12 per cent and even be higher than that. He said recently they had a meeting with representatives of auto dealers from BRIC countries and are mulling to form international auto dealers association.

IDBI Bank Q1 net up 46% PTI MUMBAI, JULY 22

Government-owned IDBI Bank has posted a 46 per cent jump in its net profit for the quarter ended June 30, helped by a healthy jump in its net interest income and despite a significant rise in its bad loans. Net profit grew to Rs 251crore during the quarter from Rs 172-crore in the year-ago period buoyed by a good jump in its net interest and fee-based revenues to Rs 851-crore and 385-crore, respectively. Total income grew to Rs 4,755-crore from Rs 4,219-crore in Q1 last year. During the quarter, the bank witnessed a 38 per cent growth in its loans to Rs 1.35-lakhcrore while deposit-base expanded by 36 per cent to Rs 1.57 lakh crore. For the full fiscal, IDBI Bank has targeted a loan growth of 20 per cent with demand expected to come from SME, agriculture, infrastructure and mid-corporate segments, IDBI Bank chief financial officer, P Sitaram told PTI here. "Although there was a slight decline in the loanbook-size in Q1 compared to the Marchquarter, the growth should improve from here and for the full fiscal we target a 20 per cent

loan growth," Sitaram said, adding the deposit book is also expected to grow at 20 per cent in FY 11. Corporate loans currently contribute more than 70 per cent of IDBI Bank's loanbook. The net interest margin, which is the spread between interest earned and interest expended, stood at 1.64 per cent at end-June. The bank hopes to maintain its NIM in the range of 1.6-1.7 per cent throughout the year, Sitaram said. Bad loans of the bank, during the quarter, escalated with net non-performing assets standing at 1.92 per cent against 1.23 per cent in the year-ago period, mainly due to some NPAs from the restructured assets. The bank plans to bring down the net NPA level below one per cent by the yearend, he said.

Lots of Wal-Mart stores if rules eased REUTERS NEW YORK, JULY 22

Wal-Mart , the world's top retailer, will be ready to open hundreds of stores in India if the country opens up the sector to freer foreign direct investment, the chief of its Indian joint venture said. India does not allow foreign investment in multi-brand retail, but permits 51% foreign investment in single-brand retail and 100% in wholesale ventures. Earlier this month, the commerce and industry ministry took a tentative step towards opening up of the organised retail sector in the country to foreign companies and put out a paper which discussed lifting investment caps. "If the laws of the country change to opening of FDI in retailing, we could open hundreds of stores," Bharti Wal-Mart MD and CEO Raj Jain said on Thursday. "It is essential that FDI in retail opens up, because then we can open our own stores and carry the product in hygienic,

safe conditions not only at the farm-gate but also right up to where the consumer buys from us," he said. When asked whether WalMart would continue with the joint ventuer if the government relaxed foreign investment in retail, Jain said: "We have not decided. Depending upon how and what the laws will be we will decide." "We are very happy with our joint venture," he added.

Bharti Wal-Mart operates wholesale stores under the Best Price Modern Wholesale brand, and has so far opened two stores. The US retailer also plans to have a total of 140 retail stores by the end of 2010, up from the current 80, which are operated by Bharti Retail under a franchise arrangement. UK's Tesco has a joint venture with Tata's Trent while Ger-

many's Metro AG has a solo operation of wholesale stores in the country.

“A

Recent deeds bode well for your career. You're driving for success in the fast lane! You're making (21 Mar – 19 Apr) the most of the people around you, which not only makes you an ideal manager, but also means that it's that much easier for you to get ahead. Keep driving yourself and others. This would be a good time to take a personal day. Spend time celebrating yourself. It's a (20 Apr – 20 May) great day to take care of your own business -- though that could include work projects, community programs or other tasks that are personally driven but still affect others.

Get in touch with your ambitions. Big or small, they're what you should aim for. You're feeling in(23 Oct – 21 Nov) spired to handle the next big wave of business with even more than your usual levels of skill and finesse. It might not be all that romantic, but you sure do get the job done!

Someone you're working with may soon be someone you're working for. Embrace it. You are sure (21 May – 21 Jun) to get bossed around today -- but not by the people you expect! Your best friend or mate turns into a tyrant for a day, and while you may not like it, at least it doesn't last too long.

Use a more direct manner when talking to authority figures. Be assertive and frank. Your (22 Nov – 21 Dec) mind turns today toward the aesthetic side of life -- music, art, theater and other creative pursuits. Make sure that your people are on your side as you find new ways to explore life.

When someone swings between extreme opinions, they want to be told what to do. Your mood (22 Jun – 22 Jul) swings are all over the map today -- except for the calm center! You may find it easier to indulge your dramatic flair at home than at work, but no matter where you are, people take notice!

All your plans are working so put things on autopilot for a while -- take a break! You're finally (22 Dec – 19 Jan) recognized for your contributions to the workplace, the home or wherever else you've felt under-appreciated lately. Your good energy helps you make real progress, too!

Remember, your self-respect does not depend on what others think of y o u . Yo u r o c k ! Yo u (23 Jul – 22 Aug) should have a firm grasp on what you need today -- and should also be ready to go for it! Your commitment might have a lot to do with your desire for a better situation at work or at home.

A new responsibility restricts you more than expected. Things will balance out soon. You (20 Jan – 18 Feb) may spend much of the day backtracking or working to little purpose if you can't discipline yourself. It's one of those days when you're sure that your energy can be better spent.

It took a while, but finally all your hard work has paid off. A long calm is coming. Kick (23 Aug – 22 Sep) back and live a little today -- your fun-loving attitude should go a long way! Coworkers and neighbors should enjoy the vibe you're giving off, so be sure to mix it up a little.

Friends in high places are eager to help you. Why won't you let them? Call them up. You are (19 Feb – 20 Mar) even more helpful than usual, largely because your friends or coworkers are having a hard time figuring out which end is up -whereas you can plainly tell what's going on.

While tiatros are about giving good morals, what good are our morals if we end up doing this at the cost of detrimentally affecting another’s life? Ron Fidelis gets an insight from Tomazinho Cardozo, president of TAG

“A

BY RON FIDELIS lthough we are in a democracy, we must be within our limits,” feels Tomazinho Cardozo as he explains this stance further on. The president of the Tiatr Academy of Goa says, “The academy has been set up to preserve the art of tiatro, the academy has nothing to do with the liberties of a playwright.” Commendably however, the current times we are in seem to be the golden years of tiatro so-to-speak. Possibly for the first time in history, everyone has come together and assisted this platform of the TAG to preserve the unique art of the ‘traditional tiatro’. As such, the particulars of what is meant when we say ‘traditional tiatro’ have also been pointed out in order to separate the unique tiatro from theatre depicted in the rest of the world. “I feel the basic four points of seven scenes, songs in between them not relevant to the play, comedy imbibed within the main plot and certain compulsory variety of songs (duos, duets, trios, quartets, choral songs) are enough to keep as a guideline,” opines Tomazinho. “Earlier, tiatrists such as Prem Kumar have staged tiatros with even four scenes. So not to keep rigidity, a levy of between six to seven scenes was suggested. However all this will be deliberated upon at the general body meeting of the TAG sometime before the first or second week of August and only then finalised,” he reveals. While not keeping things rigid is a good point, “if we are looking at giving options anyways, then an ideal situation of options would rather be 4 to 7 scenes than merely six to seven,” he reasons. Cardozo goes on to speak of the new element of modification. “While duos, duets, or trios were sung, each individual sometimes played a character and sung out his or her part, others would sing in voices. So now, this choral song category is to encourage this style of singing in voices.” So while the academy seems to have been successful in standardising elements that make a ‘traditional tiatro’, he also sheds light on what is a non-stop tiatro. “Non-stop tiatros were basically street plays performed on stage. Originally, these had no dialogues, all happened in song. It was alike a mini-opera or better still, a musical for all practical purposes. Then again, like traditional carnival Konkani street theatre today, these have three stories. When Antonio Moraes first performed these plays on stage, they would show two plays; one before and one after the interval. Then in 1976, Rosario Rodrigues made it one single play.” Irrespective of the number of scenes like any other theatre anywhere and with no ‘cantarams’, these however had 80% song and only few and necessary dialogues, mostly in limericks or rhymes (which is what also

possibly explains the ‘tak-dish’ effect of the drums as soon as the dialogue ends). Due to a lack of dedication to the cause of preserving this in its purest form however, many Goan plays of the current times come across as a botched up mix and match of tiatros, non-stop or khell tiatros, khells and possibly even more. When asked about the detrimental effect of reality themes being used in tiatros like Mahanand or even the upcoming two tiatros on the recent tragic suicide, Cardozo only reiterates the fact that the TAG is in no way answerable to a plot used by a tiatro producer, playwright or director. “That will need to be the responsibility of the writer,” he mentions. “I had personally asked Anil Kumar, who is an executive member of the TAG, about his play. He denied it being the story of this ill-fated girl. Many good morals are highlighted through his plot he claims,” informs Cardozo. “Personally, I feel this is a personal matter that we tiatrists shouldn’t delve into. While anything political is definitely food for the audiences, up until a cantar, it’s all fine. Beyond that, it is not appropriate. Tiatro is meant to be a medium to bring about a transformation in society for good and not meant to hurt anyone’s sentiments.” Everyone makes mistakes. A teacher by profession, Sonia may have excused thousands of her students for their mistakes. And yet, far from getting sympathy from the right minded people for a mistake she might have or have not made whilst experiencing her daughter’s suicide and a now mentally unstable MBA son, for our tiatrists to expose this all to exemplify morals in society is probably uncalled for. “There are many other plots that can be creatively written to highlight the same,” adds Tomazinho. “How come these NGO women did not come out in support of the poor women who were killed by…,” sings out Francis de Tuem in his song. The law however, has its own course they say. In a recent interview in a weekly, advocate Joe Antao had quoted that a tiatro could be legally taken to task for its mis-showings. This man is Mahanand’s defense counsel. While this tiatro made a lot of money, with its tickets even being sold in black for as high as Rs 500, for all of its entertainment worthiness, it tainted the image of a human named Mahanand – who remains acquitted from three out of sixteen alleged crimes committed by him as on date. “Unfortunately, now-a-days, it’s all about the money right from producing a tiatro to everything else,” opines Cardozo, an ex-speaker of the Goa Legislative Assembly. “Then again, this tiatro might not have happened if Mahanand was a rich man, would it?” Time to introspect ! Rain Parties and all that Jazz! Diamond Ring makes Priyanka cry

HOROSCOPE As you move out of your depressed state, be grateful that you let yourself feel it. You are feeling (23 Sep – 22 Oct) somewhat stuck today - but patience is the best way out! Limitations that seem incredibly restrictive today are sure to be lifted in the near future, so hold on for a little longer.

Photos courtsey Wilson Mazarello’s book, ‘100 Years of the Konkani Tiatr’

All Goa Retreat for seamen and their families will be held for five consecutive Fridays starting today. There are issues galore to be addressed in making their lives more meaningful. But who really is genuinely concerned about taking care of their causes? Herald probes…

The slashing, incessant rains might be a bother to some but others find them an excellent excuse to party! A splash of the monsoons and slosh of music! It’s…

N

ormally Priyanka Chopra, who just turned 28, is not the kind of girl who displays emotions, not even in front of her own family. But when her parents threw a small pre-birthday party for her, she for the first time cried openly. It was not the well-organised party where her mother cooked her favourite Punjabi food that made Priyanka emotional. It was the gift that her parents bought her, a sixcarat diamond ring, which made Priyanka bawl like a baby. “The minute she saw the gift, Priyanka burst into tears. We were shocked because we had never seen her like that,” says a close friend who was at the get-together. Apparently Priyanka, who celebrated her birthday with near and dear ones, proudly wore the ring to her beach side holiday although her parents warned her she might drop it in the water. Priyanka’s brother Siddharth, who celebrates his birthday a week before his sister, kept teasing her about hiding the ring before she left. Incidentally, Priyanka had arranged a surprise birthday party at China House at the Grand Hyatt for her brother. “It was his 21st birthday and very special. Priyanka looked into every detail personally although she was shooting for ‘Saat Khoon Maaf ’. Siddharth, who has just returned from a year-long course on the culinary arts from Switzerland, cooked Priyanka’s favourite pasta for her birthday,” said the friend.

BY CLARON MAZARELLO he rains have taken over Goa and a ‘Slush 2010’ pool party is scheduled this July 25 with DJs Aneesh Gera, Brute Force and Prianjana spinning the wheels this time at ITC Fortune at Candolim. Incidentally, the rains have always meant more of a party for the Goan party hoppers; considering that they don’t have to deal with too many visitors to the state like in the season. Then again, DJ Ajit’s return to Mambo’s and Cape Town after his break will only up the ante at this Tito’s party lane at Baga with his newer selection of music. As for the Fridays, besides L’Orange at Candolim with some salsa ambience, Riviera de Goa setting up ‘Hollywood to Bollywood’ nights where DJ Donnabelle is all set to grace us with her presence and hopefully some new music. Monsoon Afternoons by PLUg IN have also been placed on Fridays kicking off day parties in the state at Pearls Oceanique at Colva. Legendary musician Braz Gonsalves explains jazz music as improvisation music; be it by way of chords or scales. “They actually say –

T

take four musicians, put them in a room and ask them to play, and that will be jazz,” comments wife Yvonne Gonsalves. Yvonne sings with fretless bassist Collin D’Cruz, ace drummer Lester Godinho and Darryl Rodrigues on keyboards in their band called, ‘Jazz Junction’ that just played their last show at RGBC after performing there every Friday night for about three seasons now. Jazz music, that begins to define itself from musical nothings, ironically is the highest and most complex form of music in today’s world with special schools dedicated only to teaching jazz music. Apparently, an improvised jazz solo by a particular musician on his instrument is never ever repeated again in the life of this musician, given the unlimited number of improvisations possible; thus getting the most of creativity from a musician. Music, with its ever changing nature, slowly turned electronic over time and especially after the invention of the synthesizer keyboard. Then there were computers and of course, CD writers that gave us the freedom of access to it all.

Application forms are available at the Kala Academy, Panjim during office hours. The last date to register is August 5, 2010. Application forms, along with the birth certificate and the certificate of previous training should be submitted to Pandurang Phaldessai, member secretary, the Kala Academy. Tiatr Review ‘Soglleank Nomoskar’ tackles a Common Family Problem

HERALD FEATURES

HERALD FEATURES laywright Mariano Fernandes in his drama ‘Soglleank Nomoskar’ lays emphasis on the attitude of daughters-in-law. Expectations turn sour when the in-laws realise that their daughters-in-law are self-centred and refuse to cooperate with the other members of the family. Dazyl (Mariano Fernandes) and his younger brother Rony (Mini Mario) tie the knot with Daisy (Olga) and Ninoshka (Tracy) respectively. Judy (Aplon) and her husband (Cajetan de Sanvordem) welcome their daughters-in-law as their own daughters and expect all support and cooperation from them. Gradually, there are misunderstandings between the two daughters-inlaw, which result in unnecessary arguments in the family. Each of them considers themselves superior than the other and they blindly refuse to indulge in routine household chores. Obliged to their wives, Dazyl and Rony also hesitate to accept the overall responsibilities of the family. They try to have their own say in various matters and they go their own ways, heeding to their dominating betterhalves. Unable to bear the indifferences in the family, Rony bows down to his wife and leaves the house. Thereafter, instead of depending on his two sons for any financial assistance, Judy’s hubby shoulders all the responsibilities of the family. That decision forces Dazyl and Rony along with their wives to realise, admit their mistake and return like the biblical prodigal son. Unity in the family is brought about through unexpected decisions taken by the head of the family, leaving both the daughters-in-law ashamed of their misdeeds. The hard realities of life, especially the brawl between the daughters-inlaw and their in-laws have been well presented, demanding retrospection from the viewers. Each actor has done justice to his or her respective roles, with prompt dialogue delivery.

welcome note pointed out that this year was the birth centenary of four ‘sons of the soil’, Bakibab Borkar, Bhausaheb Bandodkar, Jaikrishna Bhatikar and Professor V J Mahatme. Mahatme was showered upon with praise by all his students. Dr Dhume said, “He was a man with a bunch of qualities, when he taught, his notes were our only textbooks. He taught in such a manner that every student was instilled with a love for learning.” Tomazhino Cardozo said it is high time the teachings of Mahatme are re-visited. “There is no vocation left in teaching now, let us all go back to the teachings of this great man,” he said. Advocate Usgoankar in his brief address said, “Professor Mahatme was an angel to me. There was a bond of love and respect between him and all his students. He always instilled confidence in them.” Shashikala Kakodkar in her address spoke of the respect that the Professor commanded from all his students and praised his intellectual spirit. “He was not only an intellectual being but his knowledge about the arts was also great. Apart from this, he also knew the psychology of the mind. He knew very well how to bring out the best in a person,” she said.

Three residential structures in close proximity on a single stage setting wherein Domshal (comedian Dominic), an LIC agent, Salu (Luis Bachchan) and Caritad (Joana) as immediate neighbours was something unique and different in the drama. Anil Pednekar’s entry in a different character role won the hearts of the audience. Marcus Vaz did justice to his role as a weak and ailing father of Salu, but his entry after successful recovery from grave illness looked overdone. Another scene wherein Marcus makes an entry on stage with Luiza as his spouse and insane Anil Pednekar with Joana as his better-half looked absurd. Songs rendered by Francis de Tuem (Mickky), Andrew/Albert/Elias (Goyche Pulis), Joana (William de Curtorim), Luis Bachchan (Bos kondoktor), besides others on various social issues, were appealing to the ears.

Nerul booked their place in the semi-finals defeating Parish Youth, Nuvem 5-2 via the tie-breaker in 39th Custodio memorial football tournament at Raia ground on Thursday. The teams were level 1-1 at full time after a goalless first half. Daniel fired the first salvo which was collected by Nerul keeper Xavier Estrocio. Nerul then hit back but Nuvem goalkeeper Floyd Colaco came brought off good saves. Nerul kept up the speed and attacking tempo to give Parish Youth defence some anxious moments. However, Floyd Co-

laco stood his ground to deny Nerul a goal. Parish Youth were gifted with a goal on a silver platter in the 34th minute. Mukund controlled a cross from Joe Colaco and backpassed to the goalkeeper but the ball crawled into his own goal. Sustained wave after wave of attacks by Nerul got them the equaliser through Janifar Clement in the 43rd minute. Parish Youth had umpteen opportunities to march ahead, but slow thinking and slow pace denied them the lead. Man Utd rated as richest club in world AGENCIES LONDON, JULY 22

Manchester United has been rated as the most valuable sporting club in the world. A study done by Forbes.com said that shrewd marketing to a worldwide fan base made Manchester United the richest club in the world. Forbes released its list of the world's most valuable teams on Wednesday, with the Premier League club valued at $1.84 billion. The second highest and top North American franchise is the

National Football League's Dallas Cowboys valued at $1.65 billion. The New York Yankees, Washington Redskins, New England

Patriots, Real Madrid, New York Giants, Arsenal, New York Jets and Houston Texans are also in the top 10. United's top ranking is in spite of the club's heavy debt, with Forbes factoring in endorsements, merchandise sales, sponsorship and television revenues when considering a company's value. Amid protests from fans, Manchester United's owners Glazer family has said it would not entertain offers to buy the club, which has around $1 billion of debt.

Reds can challenge for title: Giggs

Ryan Giggs says it is "dangerous" to rule Liverpool out of making a challenge for the Barclays Premier League title this season. The Anfield club are going through a period of transition with Roy Hodgson replacing Rafael Benitez after they finished seventh in the table last time

around. However Hodgson has already pers u a d e d England midfielder Joe Cole to sign up after his contract ended at Chelsea and Giggs believes their rivals deserve respect. "Liverpool have a new manager and difficult to say what they are going to do," said Manchester United's record appearance holder. "Two years ago they were close to winning the Premiership and you can never write them off. It just depends on how it goes.” "It is dangerous to write off a team with Liverpool's history. They have won the same amount of leagues as us. You cannot just dismiss that. They are a huge club and a massive team." United are aiming to wrest the crown back from Chelsea and Giggs feels six or seven clubs will be in the mix. Those include Manchester City, who ended last season just outside a Champions League place in fifth position.

Giggs enjoys the derby matches and said: "The rivalry has always been there but it has been turned up a notch purely because of how much money they have got.” "I felt that last season with the first game. The build up to it was huge. The world was watching.” "They were watching the biggest team in the world, which is us and the richest team in the world, which is them. So it is great for the city to have that sort of interest." At 36, Giggs shows no signs of slowing down and is training hard during their five-match summer tour from Canada to the United States and then to Mexico. "I enjoy it more than ever. When I stop enjoying it, I will stop. I still have the hunger, the desire, "he told ESPN. "I still want to train every day, I still want to improve. So when those things stop happening I will finish.” "I started my first pre-season 20 years ago. It was running until you collapsed. You did not see a football for the first two weeks.” "Now it is a lot more detailed, a lot more science. We have football days and days in the gym. It is a lot more technical."

Yorkshire County has expressed its keenness to stage a Test between Pakistan and India at Headingley, if the two arch Asian rivals are to play a series at a neutral venue next year. Wenger wants €60 m for Fabregas AGENCIES LONDON, JULY 22

With the Arsenal captain clearly set on a move back home to Spain, Arsene Wenger has decided to open talks with the Catalan side. According to reports from Spanish radio station Ona FM, Wenger has decided that keeping a home-sick player is a losing battle, and has set a price for Barcelona to meet if they really do want the services of the World Cup winner. Until now the Arsenal manager had refused to meet or discuss any transfer with the Catalan side as the London club was incensed with the way Barcelona had been trying to force the club's hand. It is understood that Barcelona president Sandro Rosell will fly to London and it is claimed that Wenger will finally meet him after having rebuffed previous approaches from Rosell during the World Cup. However, at this stage that is no guarantee that the La Liga champions will meet Arsenal's €60 million valuation of the player, as they have publicly declared that they would not pay more than €50 million for the 23-year-old.

l Lanka spank India by 10 wickets PTI GALLE (SRI LANKA), JULY 22

Spin genius Muttiah Muralitharan brought down the curtains on his Test career in a blaze of glory by becoming the first cricketer to scalp 800 wickets as Sri Lanka spanked India by ten wickets in the first Test here today. The hosts had to sweat a bit to wrap up the remaining five wickets and dismiss the world's number one team for 338 in

their second innings, a total largely built around gritty contributions from tailenders. With rain clouds hovering over the stadium, the Sri Lankan openers Tillakaratne Dilshan (68 not out) and Tharanga Paranavitana (23 not out) showed great urgency to rattle up the required runs on the final day to take a 1-0 lead in the three-match series. victory in style by clobbering Harbhajan Singh for a mighty six as the Lankans raced to 96 no loss in just 14.1 overs to record their seventh 10-wicket win overall and the second against India. Resuming at a precarious 181 for five, India lost captain Mahendra Singh Dhoni (4) and Harbhajan Singh (8) in quick succesion but VVS Laxman (69) and a dogged resistance by tailenders Ahimanyu Mithun (25), Ishant Sharma (31 not out) and Pragyan Ojha (13) delayed the inevitable. The late order fightback not only frustrated the hosts but helped India to avoid the ignominy of an innings defeat and take a slender lead to stretch the game beyond the tea break at the Galle International stadium. Muralitharan hiumself played a key role in his swansong Test by scalping five wickets in the first innings and three in the second to take his overall tally to 800, thus becoming the first cricketer to achieve the remarkable feat.

I hold no grudge against the umpires : Murali PTI GALLE, JULY 22

He describes the controversy over his action as a ‘crisis’ during his career but Muttiah Muralitharan holds no grudge against any umpire as he bid farewell to Test cricket with gracious words for the men in white coats. Murali, whose action had come under the scanner on a number of occasions, said the umpires were only doing their job and it was tough from them to spot everything with naked eyes. The spun wizard, who brought down the curtains on his Test career with a phenomenal 800 wickets under his belt, said it was a huge relief for him when the use of technology proved that his action was clean. "I was disappointed after what happened in 1995. I didn't expect that my action will be

ever doubted. But I don't hold any grudges. It was their job. Umpires judge with naked eyes and I technically proved my action was right," Muralitharan said at the presentation ceremony. "I am very grateful to the cricket board, Arjuna Ranatunga and Aravinda De Silva, they all stood by me and guided me so that I could come through that crisis," he added.

Asked what are his future plans, Muralitharan said he would make himself available for the World Cup if the selectors feel it necessary. "I have spoken to the selectors. If they need me for the World Cup, I will play but if they think youngster can do the job for the country then also its ok. I will continue playing Twenty20," he said.

Bids ‘adeus’ to Test PTI GALLE (SRI LANKA), JULY 22

Sri Lankan off-spinner Muttiah Muralitharan today became the first bowler to take 800 Test wickets, reaching the milestone in the last Test of his illustrious cricket career. The 38-year-old spin wizard got Indian tailender Pragyan Ojha caught at slip by Mahela Jayawardene to reach the magical figure, which puts him several pedestals above his contemporaries. The enigmatic off-spinner needed eight wickets going into the match and as he marched towards the mark, he was made to feel special by some emotional gestures along the way from both the Indian and Sri Lankan players. He was given a guard of honour on the third day of the rain-hit match by both the teams and firecrackers were set off at the start of play everyday to celebrate his achievement. His entire family turned to watch him get to the record on the final day and no less then President Mahinda Rajapakse flew in to congratulate him. Rajapakse, who met players from both the Indian and Sri Lankan teams, presented a special memento to Muralitharan to show his admiration for the iconic cricketer.

Murali’s record will never be beaten: Warne AGENCIES LONDON, JULY 22

Australian legend Shane Warne insists Sri Lanka spinner Muttiah Muralitharan's record total of 800 Test wickets will never be beaten. Muralitharan reached the astonishing haul with his final ball in Test cricket when he dismissed Pragyan Ojha to bring India's second innings to an end in the first Test at Galle on Thursday. The 38-year- old had an-

nounced before the start of the series that he would retire from the Test cricket after the Galle clash, setting up the prospect of a final bid to the become the first man to reach the 800 landmark. He went into the Test needing eight wickets and completed the task in dramatic fashion, much to the delight of retired leg-spinner Warne. The 40-year-old is second to Muralitharan in the all-time list on 708 wickets after the

Sri Lankan passed Warne's mark in December 2007."I don't think anyone will get there, so well done to Murali for getting his 800," Warne told Sky Sports. "The way he's gone about it has been amazing. Lack of experience in pace bowling exposed: Dhoni AGENCIES GALLE, JULY 22

Completely outsmarted by Sri Lanka, Indian skipper Mahendra Singh Dhoni on Thursday admitted that lack of experience in the pace attack and failure to build partnerships proved costly for his team in the opening Test in Galle. India were without pace duo of Zaheer Khan and S Sreesanth and Dhoni said although the inexperienced seamers -- Ishant Sharma and debutant Abhimanyu

Mithun did not fare too badly, the lack of experience showed. "Looking at the conditions here, I think we lacked experience in bowling. It was a learning experience for the seamers, who did a decent job after the first day," Dhoni said after India succumbed to a 10-wicket defeat. "It was not a kind of start that we were looking for. We lasted just three sessions today. But there are some positives. It was good to see the way Mithun bowled and Sehwag also batted

well. "There are plenty of areas to work on. Hopefully we will learn from mistakes and come good in the next match," he said. Dhoni described the double blow by Murali in successive deliveries which broke his partnership with Yuvraj Singh in the first innings to be the turning point of the match. "I think when we had a partnership going between me and Yuvraj Singh in the first innings, we were in a position to avoid

the follow on and after that we could have been in a position where we could have saved the Test match. "But Murali bowled two good deliveries and got both of us out. With the follow on enforced it was important to keep going and keep batting. Then again when we got some kind of partnership going, Malinga got a couple of wickets. It was very difficult from that point of time. "Once you lose your top six or seven batsman and if you don't have

Andy Schleck won the most prestigious stage of this year’s Tour de France, while defending champion Alberto Contador finished second Thursday to virtually guarantee a third title. Schleck knew he needed to pick up time on Contador in the 17th stage, and tried to break away with six miles left in the climb of the legendary Col du Tourmalet in the Pyrenees. But Contador stuck to his Luxembourg rival as they raced in fog and drizzle.

Andy Schleck acknowledges Alberto Contador after their duel up on Thursday.

They completed the 108 miles from Pau to the Col du Tourmalet in 5 hours, 3 minutes, 29 seconds. Contador still leads Schleck in the overall standings by eight seconds. The two men completed the final miles of the race almost side by side, representing the two-rider battle that has been the story of this year’s Tour. French President Nicolas Sarkozy was on the top of the mountain to greet them. “The image of Alberto and Andy side by side was a great image of sport,” Sarkozy said. “Alberto may win, but Andy will win next year.” Schleck and Contador braved

the weather as well as the flags of fans hitting them in the face during the climb. Third place went to Spain’s Joaquin Rodriguez, who pulled away from the rest of the chasing group and finished on his own, 1 minute, 18 seconds back. The 2008 champion Carlos Sastre made a valiant attempt to make up the more than nine minutes separating him from Contador, breaking out alone in search of the lead group after 15 miles, aided by his teammate Ignatas Konovalovas, who dropped back from the leaders. The Tour finishes in Paris on Sunday.

Watson inspires Australian fightback AGENCIES LEEDS, JULY 22

Ricky Ponting led Australia's recovery in the second and final Test against Pakistan at Headingley on Thursday. Australia were 136 for two in their second innings, just 34 behind, when bad light forced an early close on the second day. Ponting, the Australia captain, was 61 not out - the first fifty of the match on either side and Michael Clarke 32 not out following a wicket-less final session.

Their stand was worth 81 almost as many as Australia made when dismissed for just 88 in a dramatic first innings collapse. Australia had been 170 behind on first innings after Pakistan made 258. All-rounder Shane Watson took six wickets for 33 runs in 11 overs - the second time in as many matches he'd taken Testbest figures - as Pakistan failed to bat Australia out of the game. Australia have won their last 13 Tests against Pakistan and in

January triumphed by 36 runs at Sydney despite a first innings deficit of 206. Ponting's innings saw him get the 40 runs he needed to join India great Sachin Tendulkar as the only other batsman to have scored 12,000 Test runs. An edged four to third man off left-arm quick Mohammad Aamer took Ponting him to the milestone on a ground where he made his first Test hundred back in 1997.
