Reports that Bihar Chief Minister Nitish Kumar does not want Narendra Modi and Varun Gandhi to campaign in the State for assembly polls today created fresh strains in the Janatal Dal (United)-Bharatiya Janata Party (BJP) alliance with saffron party leaders asserting that they cannot be dictated to. On a day when leaders of the core group of BJP’s Bihar unit were meeting party president Nitin Gadkari, four ministers of the party attended a cabinet meeting chaired by Kumar in a sign that things have not reached a breaking point. The BJP top brass reviewed its ties with the JD(U) with party leaders from Bihar in the backdrop of senior leader L K Advani being not in favour of the alliance splitting. Bihar deputy chief minister and senior BJP leader Sushil Modi, who called off a joint appearance with Kumar for the ‘Biswas Yatra’ on Sunday, met Advani. He was accompanied by party chief spokesperson Ravi Shankar Prasad, who also hails from Bihar. Even as private bus owners have decided to postpone their bus fare hike demand due to reshuffle of the transport director, the state Transport Ministry said that it is scrutinizing the demand. “We have received a detail report from the director of transport over several demands of private bus owners. A decision will be taken only after scrutinizing the report,” Transport Minister Sudin Dhavalikar told Herald. He said that there is no specific recommendation on hike

It’s Dhavalikar versus Dhavalikar vis-à-vis ticket hike for Kadamba Transport Corporation Limited (KTCL). While Transport Minister Sudin Dhavalikar has said that KTCL can also be included in the ticket hike, if given for private bus operators, KTCL Chairman Deepak Dhavalikar said that they would not like to hike the fares. “We won’t be considering any such directives from the government nor are we going to put forward any proposal for hike in ticket fares,” KTCL’s newly appointed chairman said. There were reports that supporters of the former minister assembled at his residence this morning to take stock of the situation arising out of the rejection of his bail application by the High Court. However, when newsmen visited his Betalbatim residence around noon, not much activity was witnessed at his house. However, rumours were rife that the Benaulim legislator would finally surrender to the crime branch in a day or two, with sources saying that his supporters may accompany him to the Crime Branch headquarters during the surrender. Seattle-based scientist Cliff Kushler who developed a mobile phone software called T9 in 1990s to guess the word being typed to reduce tapping every letter has come out with a new technology to glide a finger across the virtual keyboard to spell words, rather than tapping out each letter. He has named the solution Swype that he developed with a fellow research scientist, Randy Marsden. They noted that more phones are using virtual keyboards on a touch screen, replacing physical buttons, but pecking out a message on a small piece of glass is not so easy, and typos are common. While many smartphones have features that auto-complete words, correct typos on

the fly and add punctuation, Kushler is aiming for the next level. “We’ve squeezed the desktop computer, complete with keyboard and mouse, into something that fits in a pocket. The information bandwidth has become very constricted,” he said. “I thought, if we can find a better way to input that information, it could be something that would really take off.” He claims Swype is a big breakthrough that could reach billions of people. That’s not as ambitious as it sounds. To date, the T9 technology has been built into more than four billion devices worldwide. In 1999 its creators sold it to AOL for a reported $350 million; it is now owned by the speech-recognition company Nuance. Swype’s software detects

GIDC nod for water recharge plan HERALD REPORTER PANJIM, JUNE 22

The Goa Industrial Development Corporation (GIDC) today gave its stamp of approval for funding the implementation of the rain water harvesting and the ground water recharge plan, at the Verna Industrial Estate. The decision was taken at the 318th meeting of the GIDC board, which was chaired by Quepem legislator Babu Kavlekar. The project, to be taken up at a cost of Rs 2,41,32,000 would be partially funded by the Department of Science Tech-

nology and Environment (DSTE) and the Goa State Pollution Control Board (GSPCB). The DSTE and the GSPCB will contribute Rs 15 lakh each for the project. GIDC Chairman Babu Kavlekar, speaking to Herald, said that the plan for the project was drawn by experts – Som Sundarama, Senior Hydrogeologist (Water Resources Department) and Goa University professor Dr A G Chachadi. “The plan and estimates for the project were ready for some time but was held up only due to finance,” Kavlekar said.

He further stated that the GIDC requested the industries to contribute for the project but since nothing came forward the corporation itself decided to go ahead with it. “The GIDC will now deposit the money with the WRD which will undertake the project,” he said. He said 14 sites have been identified for the project in different phases of the estate. Apart from 14 pits there would be one bandara. “Residents and non-governmental organizations (NGOs) have made several complaints

against the bore wells being dug by the industries. This project will put an end to such complaints as it will increase the ground water table,” Kavlekar stated. The Quepem legislator said after the completion of the project the corporation will again request the entrepreneurs to contribute for the project as it will benefit them. He worked with Marsden to fine-tune the Swype software — which took a laborious seven years. “The most important thing was that it could accurately figure out which word you wanted to spell,” Kushler said. “It needed to work no matter what.”

Kadamba Transport Corporation (KTC) Chairman and Priol MLA Deepak Dhavlikar has stated that he will request the State government to release funds to commission the newly built Kadamba buses. It may be recalled that about 20 Kadamba buses, which were obtained under the Jawaharlal Nehru Urban Development Mission are lying idle due to unavailability of funds. Babush may face disqualification petition for joining Cong HERALD REPORTER MARGAO, JUNE 22

A day after he joined the Congress, Education Minister Babush Moneratte may have to face a disqualification petition from the BJP, even as the opposition party has demanded that Chief Minister Digambar Kamat sack the Taleigao MLA from the Cabinet as he is facing criminal charges. BJP spokesman Damu Naik said he would in probability file a disqualification petition against the Education Minister for defecting to the Congress, but said a final decision will be taken by the party at its Legislature meet scheduled on Friday. The Fatorda MLA has said that the Taleigao Legislator has violated the provisions of the AntiDefection law by merging with the Congress, more so when the UGDP has maintained that the regional outfit has not merged

with the ruling party. “All these issues will discussed at the BJP Legislature party meeting scheduled on Friday”, he asserted. The BJP spokesman, however, lamented that petitions filed against the MLA under the 10th Schedule of the Constitution have not been acted upon by the Speaker of the Goa Legislative Assembly. In fact, Naik said the Speaker had been using the disqualification petitions filed against the MLA to suit the interests of the ruling group and felt that the speaker should play an impartial role in such matters. Meanwhile, the BJP spokesman has demanded that Chief Minister Digambar Kamat immediately sack Babush from the Cabinet since he is facing criminal charges. One held with charas at Mapusa HERALD cORREsPONDENT PORVORIM, JUNE 22

Mapusa police on Monday evening arrested a man from Curchorem on charges of possessing 110 grammes of Charas worth Rs 11,000. According to Mapusa police, they received an anonymous call that a person, identified as as Desmond Rodrigues, would proceed near the Milagres Churches on Monday evening to deliver Charas to his customer. The police posted their staff in civil dress to nab the culprit. At about 7.20 pm, police noticed a person moving near Milagres Church in a suspicious manner. On interrogation, police found that Rodrigues was allegedly in possession of 110 grammes of Charas. Police arrested him under Section 20B (II) of NDPS Act.

A day after the anticipatory bail was rejected by the High Court, the Goa Police today said it will continue to raid the home of former Tourism Minister Mickky Pacheco in South Goa till he is tracked down. Pacheco is an accused in a culpable homicide case and has been ‘missing’ for more than two weeks now. Superintendent of Police (CID) Atmaram Deshpande speaking to reporters at the headquarters said that the police had already raided Mickky’s house thrice.

“We have already raided the house thrice and there is no limit to the number of times we can carry out such searches. We can raid again if we have specific information,” Deshpande said. Mickky, along with his aide, Lyndon Monteiro, are listed as accused in the suspicious death of the minister’s alleged lover 28-year-old Nadia Torrado, who died after consuming poison on May 30. It may be recalled that the deputy collector in his order stated that in view of opening of schools from June 7 and for the safety of students, mining trucks were prohibited from plying along the road from 7 am to 8 am and from 1 pm to 2 pm so that students from these areas can safely reach to the school in time and reach their residence. The National Investigation Agency (NIA) on Tuesday took into custody accused Prashant Ashtekar for investigations in the Margao bomb blast case. The NIA moved the South Goa Sessions court seeking custody of the accused, which was granted by Sessions Judge U V Bakre. The court remanded the accused to 10 days custody with the NIA. Accused Prashant had surrendered before the South Goa sessions court earlier this month after his name figured as an accused in the Charge-sheet filed by the NIA in the court. After his surrender, the accused was remanded to judicial custody, with the NIA reserving its option to seek his custody for further investigations into the case. Four accused are still at large. Meanwhile, the National Investigation Agency (NIA) is continuing its investigation into the funding aspects of Sanatan Sanstha. Sources in the NIA said the agency will file a detailed report in the court after completion of the investigations.

The Carmona village panchayat on Tuesday conducted a site inspection of the Mumbai-based Raheja property following allegations that a pipeline has been laid to release sewage in the River Sal. Led by Sarpanch Estaquio D’Costa, the panchayat members conducted an inspection of the site this morning along with the panch members. The Sarpanch later told newsmen that no sewerage line is being laid inside the property, but the developer has only laid water drainage pipe to the River Sal. He said the panchayat would act if it is drawn to its attention that the real estate developer is discharging sewage in the river. “The Panchayat would act tough against the developer if found discharging sewage in the river”, he warned. If you thought the setting up of National Institute of Technology (NIT) in Goa would benefit local students in a big way, hold on. For, if the Goa Hitrakhan Manch is to be believed, Goa – though allotted an independent NIT – is mysteriously clubbed with Daman and Diu, Lakshwadeep and Dadra and Nagar Haveli. This implies that students from Daman and Diu, Lakshwadeep and Dadra and Nagar Haveli will also be in contention for the 50 per cent of NIT seats reserved for students of the home state. That’s not all. While Goa was earlier reserved a quota of 55 seats in the NITs across the country, the number of seats in the Goa NIT for the home state has come down to 45. And, there is no guarantee that Goan students will get these seats since the state has been clubbed with Daman and Diu, Lakshwadeep and Dadra and Nagar Haveli. Warned GHM leader Prashant

Transport dept to increase fines HERALD REPORTER PANJIM, JUNE 22

The transport department’s plans to increase the fines manifold to create fear against traffic violators, will be implemented in next two months, department official said. Director of Transport, Swapnil Naik said that the basic idea behind increasing the fines is to create fear amongst the people, who often break the traffic rules. “People are ready to pay Rs 100 to Rs 200 as fines for violating traffic rules. An increase in fines will discourage people from breaking rules,” Naik said. As per the proposal, the people moving without helmets or over speeding will be fined Rs 500 as against Rs 100 earlier. Similarly, the vehicles carrying excess load will be fined Rs 5000 and if overloaded by more then a tone, additional fine of Rs 1000 per excess tones will be charged. Earlier, the vehicles with overload where fined Rs 2000 each. Naik said that the department has already received government approval over the project and it will be now forwarded for vetting.

The Coastal Village Panchayats (CVPs) that have been found wanting in setting-up garbage treatment facilities received fresh warning from the Bombay High Court at Goa on Tuesday. While taking CVPs to task, a Division Bench comprising Justice A S Oak and Justice F M Reis, directed them to complete the process of setting up of garbage composting units by July 23, 2010. The Division Bench have sounded warning that contempt proceedings would be initiated against CVPs if they fail to comply with Court directives before the next date of hearing . The Division Bench was hearing a suo motto writ petition on garbage which has been pending before High Court since 2007. The High Court has pursued the garbage problem by issuing directions to CVPs and municipalities from time to time during last the three years, civic bodies have been dragging their feet in complying with court orders. The Goa State Pollution Control Board (GSPCB) conducted inspection of composting facilities in village panchayats on direction of the Court and filed a detailed report in April , 2010, has revealed that many have not set up composting facilities. When the matter came up for hearing today morning, Amicus Curiae Norma Alvares submitted a chart based on the GSPCBs inspection report, showing the number of panchayats that have complied with the directions of the Court. She told the Court that most panchayats have not acquired sites for setting up of garbage composting units. “During pendency of the petition, erring

In a bit to curtail procedural delays, the Corporation of the City of Panaji (CCP) has sought intervention of Directorate of Municipal Administration (DMA) to declare St Inez creek as falling under Coastal Regulatory Zone (CRZ). Though, CCP has already moved the proposal for the same to the state government last week, the city fathers has now decided to sought help of DMA for the immediate approval of the proposal. “Last week we had moved the file to the urban development secretary. He has informed us that the file will be moved to DMA, PWD and water resource department, which is a lengthy process,” CCP official told Herald. “In order to get immediate notification, the corporation decided to approach DMA, who has more powers,” official added. Jawaharlal Nehru National Urban Renewal Mission (JNNURM) sub-committee-led by Manohar Parrikar, in their meeting on May 6 passed a resolution to notify the water body as a

creek and subsequently as a part of CRZ. “For the development of St Inez creek, the notification is must. Unless we get the approval from the government, it will be difficult to fetch funds under JNNURM for its development,” official stated. The official said that once it is officially declared, all the rules of CRZ will be applicable. “At later stage, the sight inspection will be carried out to identify all the illegal constructions along the creek which have violated the CRZ norms. The action will be taken accordingly,” official said. Though the DPR of St Inez creek beautification project is passed by the sub-committee, the project is yet to move to the center for the funds. Six projects worth Rs 7 crore under heritage conservation, six more projects under urban renewal parks and garden at a cost of Rs 11 crore and E-governance project worth Rs 15 crore are been already sent to the union urban ministry for funds. CCP is expecting to receive Rs 22 crore under JNNURM soon.

Mormugao Municipal Council (MMC) Chairperson Shekhar Khadapkar called an emergency meeting on Monday to endorse the purchase of three vehicles without issuing a tender. According to sources, the chairperson has refused to accept the illegality even though the chief officer admitted that no tendering has been done. Former MMC chairman Saifullah Khan alleged that public procurement procedures were not followed while placing an order for three vehicles – garbage compactor with metallic dust bins, water tanker and garbage van. However, the Goa Municipal Act and General Financial Rule 2005 followed by the State administration is clear on procurement of goods, if the council wants to purchase anything above Rs 2 lakh, then it has to be follow a tender process. The MMC despite making a budgetary provision for the purchase of three vehicles and that

too a budget, which was passed on March 31, 2010, the council did not have time to tender it and hurriedly tried to push for a direct purchase by taking a resolution and placing order with the company, as vehicles are ready for delivery. MMC Chairperson Shekhar Khadapkar called the emergency meeting on Monday, after the chief officer recommended that the purchase of three vehicles is to be ratified by the council. Interestingly, most of the councilors agreed that the procedure followed by the council should be continued since it is already delayed in getting the much-needed vehicles and decided to go ahead with the purchase of vehicles. Reacting strongly, former MMC chairperson Saifullah Khan and Councilor Krishna Salkar raised serious questions about the manner in which the purchase was made without following norms. Khan threatened to report the matter to the vigilance department and alleged that he smelt

COLvA viLLAgE PAnCHAyAT: The Colva Village Panchayat came under heavy fire as it was brought out that it has done absolutely nothing in addressing the garbage problem. Apparently, a active citizens from Colva Village are before High Court wherein they complained that their panchayat has been doing nothing towards collection and disposal of garbage. The report of the GSPCB also confirmed that indeed Colva Village, where the problem of garbage is more grave, had not bothered to com-

ply with directions of the Court. Taking serious note of the non-compliance of its orders, the High Court has now ordered Colva panchayat not to issue fresh construction licences to any new multistoreyed building without the leave of the court. Meanwhile, the court has granted more time to some municipalities to implement High court directives pertaining to setting of garbage treatment facilities. They have been directed to complete setting up of composting units by April, 2011 but have asked to file compliance report by October 31, 2010. This municipalities include Valpoi, Ponda, Pernem and Margao. Next hearing in the matter has been fixed on November 15.

Old Goa police on Monday arrested four persons in connection with thefts of vehicle batteries, which had taken place in Corlim and along the Kadamba by pass in the last few days. In a trap laid at Merces, Old Goa police comprising PI Corte, Head Constable Dhuri, Constables Samir Phadte and Vinay Srivastava arrested Krishna Chinnapa Pujar (28), Sherya Ballapa Chauhan (19), both from Betim, and Ganesh Ruplappa Chauhan (22) of Merces, all natives of Karnataka. Police informed that the accused, who had stolen batteries of the vehicles, which were parked in Corlim and along the Kadamba by-pass in the last few days, used to sell it to a scrap dealer in Curca. Later, Old Goa police officials arrested scrap dealer Umesh Malgimani and recovered about six batteries. Old Goa police arrested the accused under Section 379 of IPC Act and have been remanded to seven days police custody for further interrogation.

Delayed monsoon spruced hilly terrain cultivators from Canacona taluka to commence their traditional farming, including Canconchi mirsang, on various hillocks in right earnest. It is learnt that traditional cultivators are upbeat that delayed rains helped them by not destroying their seedlings or saplings, which they normally put to grow in the last week of May to get a correct sapling growth in mid-June for cultivation on hilly terrains. Many local farmers, who takes up cultivation on hilly terrains, especially of chillies, were seen heading to the hills beginning commencement of this week with saplings (molo) cast over their heads. A truck cleaner was injured, while the driver escaped unhurt, after a vegetable and fruits-laden truck turned on its side along the Ponda-Panjim road near Masjid at Old Goa on Monday at about 6.30 am. According to Old Goa police, the incident occurred when the vegetable and fruits-laden truck (KA-2B-175) was proceeding from Belgaum towards Panjim. On reaching near Masjid at Old Goa, the truck turned on its side. Speaking to Herald, one Sakrudin, who was present at

the time of the incident, informed that the incident occurred at about 6 am. “The truck driver in a bid to save two cows, which were crossing the road, the driver took a turn due to which the vehicle overturned,” said Sakrudin. He further said the cleaner sustained minor injuries, while the driver escaped unhurt. The vehicular traffic along the Ponda-Panjim road was affected for nearly three hours, as the fire brigade personnel arrived three hours later to clear the road. Old Goa police have registered the case under Section 279 of MVA Act.

During the year 2009, Health Authorities had conducted a survey for which a total numbers of 1438 samples were tested for Dengue out of which 277 were confirmed positive for Dengue and a total number of 1525 samples were tested for Chinkungunya, out of which 685 were confirmed

positive for Chikungunya. From January 2010 till June 17, 2010 a total number of 478 sample were tested for Dengue and out of which 98 were confirmed positive for Dengue and from these, 48 patients were from outside the state of Goa. The number of samples tested for Chinkungunya were 438 for the same period, out of which 208 were confirmed positive

for Chinkungunya and from these, 22 patients were from outside the state of Goa. Recently in the month of May small outbreak of Chinkungunya were reported at Dabal (Curchorem), Valkini (Sanguem) and Nirankal (Shiroda) areas. Presently the situation is under control with every safety and precautionary methods observed, says a press release.

Samruddhi Kerkar, daughter of noted environmentalist Rajendra Kerkar, recently rescued a rare Caecilian at Keri-Sattari. Samruddhi saved the snakelike creature, which could have been crushed under the wheels of a truck. Samruddhi later released the Caecilian in the wild. The Caecilian is similar to a snake thereby causing some concern among people. According to the online encyclopaedia Wikipedia, Caecilians are legless, burrowing amphibians which mostly live in leaf litter, loose soil, under rocks and decaying logs.

They are also found in agricultural fields and only surface during the monsoon. The body is elongated and smooth with a slimy skin. The smaller caecilians superficially resemble earthworms while the larger ones are often mistaken for snakes. However, they can be told apart from earthworms by the presence of eyes, teeth and skeleton and from snakes by the lack of scales on skin. The eyes in caecilians are not well developed which is most likely to be because of their burrowing life style. They are considered as rare which is apparently due to their subterranean habits.

Residents of Xellvado-Bastora on Tuesday called on Mapusa police DySP Sammy Tavares and sought to know why police did not initiate any action against the woman, who had allegedly assaulted a man and his son from Xellvaddo on June 19. The residents in the memorandum, which has been signed by 24 residents from Xellvado, stated that the residents saw the woman physically assaulting and abusing Pramod Kalangutkar. “When we saw the woman assaulting Pramod, we all rushed to release him. However, Pramod’s father, Suryakant, who was with us, asked the woman why she was assaulting his son. But the woman assaulted his father too,” stated the residents in the memorandum. “When we tried to control the woman, we found that she was drunk. Later, Suryakant lodged a complaint against the woman with Mapusa police. But the police did not take any action against her,” they added. “On the contrary, police arrested Pramod and Suryakant based on the complaint filed by the woman,” states the memorandum. The residents sought to know why police did not take any action against the woman although Pramod had filed complaint before the woman could file her complaint. The residents also sought to know about the medical report of the woman and why Suryankant, who was trying to release his son from the hands of the woman, was also arrested. DySP Tavares assured the residents that he would conduct investigation and necessary action will be taken. The Corlim Citizen Civil and Consumer Forum (CCCCF) has started corner meetings at various places in and around Corlim to create public awareness on the impact of the widening of the national highway through Corlim. One such corner meeting was addressed by Corlim Panchas Naresh Naik and John Lobo, CCCCF President Alexander Gomes and Forum members and about 50 residents from Corlim attended the meeting. It may be recalled that on June 20 in its meeting in Corlim, the Forum has chalked out various activities in the next one month to put forth their demands of asking the State government to scrap widening of the national highway through Corlim, which would affect over 40 along the highway. The Forum has also decided to hold a public meeting in Corlim panchayat hall on June 27 at 9.45 am, besides a chain rally along the national highway on July 4. The CCCCF has also threatened that they would lead a protest rally at the State assembly on July 19, if their demands are not met by the State government.

HRD ministry allocates Rs 1 cr to Goa Sarva Shiksha Abhiyan HERALD CORRESPONDENT PORVORIM, JUNE 22

The Ministry of Human Resource Department (MHRD) has allotted Rs 1 crore to Goa Sarva Shiksha Abhiyan (GSSA) for implementing two special educational projects during the current academic year. The two projects are providing LCD TVs with computers and all accessories to government upper primary schools and to open two residential education centers, one in each district of Goa, for the drop outs/out of school children. Speaking to Herald, Deputy Director of Education (GSSA) Dr K K Nadkarni said under Learning Enhancement Programme – Computer Aided Learning, GSSA will provide LCD TVs with computers and all accessories to 105 government upper primary schools in Goa and teachers would be given training to impart education to the students using computers. “It will be the responsibility of respective schools to take care of TVs and computers,” said

Seven members of a marriage party were killed and six others injured when a jeep in which they were travelling overturned in Suhwal police area, officials said here today. Raj surrenders in two more cases, gets bail PTI OSMANABAD (Maha), JUNE 22

MNS chief Raj Thackeray today surrendered before a local court in two other cases of rioting registered against him in 2008 and was later released on bail. Raj was enlarged on a bail by a judicial magistrate (first class) in Kalamb taluka of Osmanabad on a bond of Rs 15,000 in both the cases. This is the tenth case of rioting in which Raj has been granted bail, his lawyer Sayaji Nangre told PTI. Raj had got bail yesterday in another rioting case in Umergaon court here. The MNS chief was arrested on October 21, 2008, in Ratnagiri in connection with an agitation launched by his party against north Indians which claimed that migrants had deprived the sons of the soil from getting employment in the state. Following arrest of Raj, riots broke out in Mumbai, Jalgaon, Aurangabad and other parts of the state. Over 50 cases were registered against the MNS Chief and his supporters.

Infant dies of swine flu in Mumbai PTI MUMBAI, JUNE 22

A one-year-old boy died of Swine Flu at a civic hospital here last week, taking the death toll in the viral infection to three in the city this month, health officials said today. The infant, a resident of Dharavi, died due to Swine Flu at Sion hospital, they said. "The child was suffering from fever since June 12. When he was brought to Sion Hospital on June 17, he had started developing breathlessness. As the doctors suspected him to be suffering of Swine Flu, his throat swab sample was taken immediately," BMC's Executive Health Officer G T Ambe said. The child tested positive for Swine Flu on June 19 and was put on Tamilfu, Ambe said, adding, "His family members were also asked to take Tamiflu for five days." The city has recorded two deaths of Swine Flu in the last 20 days. The victims were identified as Ashiya Sheikh (25), a resident of Bhandup, who delivered twins at Sion Hospital, and died of Swine Flu on June 7 and Rekha Shah (52), a resident of Bhayandar, who died on June 16 at P D Hinduja hospital, they said.

How Goans Argue

T

he Congress is jubilant. Taleigao MLA and Education Minister Atanasio ‘Babush’ Monserrate’s entry into the party raises its strength in the 40-member Legislative Assembly to 19. If the grapevine is to be believed, Valpoi independent MLA Vishwajeet Rane is likely to follow suit, taking the Congress tally to the halfway mark. With two Nationalist Congress Party (NCP) MLAs as part of the cabinet and one on the run, the party then has the option of jettisoning the third coalition partner, the Maharashtrawadi Gomantak Party (MGP), represented in the cabinet by Transport Minister Ramakrishna ‘Sudin’ Dhavalikar. The resulting vacancy will enable it to re-induct Cumbarjua MLA Pandurang Madkaikar, a representative of Goa’s scheduled tribes. Babush’s entry also effectively wipes out the so-called Group of Seven (G7) dissident MLAs that has been a major irritant for the government. So now ‘aaal is well’? Not really. Is Babush incurring the provisions of the Tenth Schedule to the Indian Constitution, better known as the ‘Anti-Defection Act’? He has chosen not to resign from the Legislative Assembly and seek re-election, as required under the law. In his defence, he says he has not ‘joined’ the Congress, but formally merged his own party, the United Goans Democratic Party (UGDP), with the Congress. That claim is hotly disputed by UGDP leader Radharao Gracias and the party’s Secretary General Anacleto Viegas. They say the Taleigao MLA is not even a member of the UGDP since his expulsion from the party two years ago. If he was expelled, it would make Babush an ‘unattached’ MLA. However, in the eyes of the law, he continues to be a member of the old party for the purposes of the Assembly, as ruled by the Supreme Court in ‘G Vishwanathan vs Speaker, Tamil Nadu Legislative Assembly’. Regardless of expulsion, he would have to resign his assembly seat before he can join another party. But there’s a complication. The UGDP leaders, it seems, did not send the party resolution expelling Babush to the Speaker of the Legislative Assembly. As a result, Babush is still listed in the Assembly records as a UGDP MLA. Assuming he is still in the UGDP, can Babush merge the party with the Congress? He can, if he formally splits the party. But there is nothing on record to show that Babush has declared a split, formed his own faction of the UGDP and duly informed the Election Commission (EC) and the Speaker of the Goa Legislative Assembly. Former UGDP MLA Matanhy Saldhana was disqualified in 2005 by then Speaker Francisco Sardinha in a petition filed by then Pernem MLA Jitendra Deshprabhu, on the grounds that he had violated a party whip and voted for Manohar Parrikar on the floor of the House. In this, Sardinha relied on an affidavit given by the UGDP party organisation. Matanhy challenged his disqualification in the High Court, but it is yet to be decided. At the time, Matanhy – like Babush at present – was the UGDP’s sole MLA in the House. It would seem that legally, Babush does risk disqualification by joining the Congress. But this is far from crystal clear. Moreover, until an MLA files a disqualification petition, Speaker Pratapsingh Rane is not required to take cognisance of the matter. The UGDP has no other MLA, so it cannot move to disqualify Babush. No Congress MLA is likely to stick his or her neck out. Neither is independent MLA Vishwajeet Rane, who reportedly hopes to follow in Babush’s footsteps. That leaves the opposition Bharatiya Janata Party (BJP), since the NCP and the MGP are members of the coalition. Will the BJP move to disqualify Babush? That remains to be seen. Like so many other things in this state, what happens now will be determined more by the balance of political convenience rather than the letter or the spirit of the law.

One wonders why it seems to overshadow similar cases earlier; due to its so-called ‘political angle’? Who would have thought this case would call for such political drama? Our politicians sought an opportunity to dethrone their arch rival Mickky Pacheco, owing to his honest views on certain issues. That is the real reason for the media attention. I think our politicos are in self-denial these days, and need counselling. Isn’t it obvious that most politicians in Goa themselves are ‘the enemy’, yet they have opinions on every issue. As for the NGOs, it is left to be seen whether they look into similar cases of suicide, harassment, etc, in future with such gusto.

od forbid if you disagree with a fellow Goan. He’ll take it personally, rake up all kinds of issues, make allegations against you and abuse you. This is my experience from watching from the sidelines, rather amusedly, the debates taking place in cyberspace since a Goan presence began being felt there way back in 1994. Occasionally, I do get tempted enough to plunge into the murky waters. But when you go in, make sure you don’t take yourself too seriously. Be ready to be heaped with abuse. If you can laugh while reading it, so much the better. And always remember that old sagacious advice: never argue with an idiot; he’ll drag you down to his level, and then beat you with experience. Last week, I so much dared as to suggest that the Comunidades in Goa might not be all that egalitarian, “aboriginal”, admirable institutions they are made out to be. For one, Comunidades have no place for women. For another, they exclude more people than they include. There are caste connotations, though most are not willing to talk about this. My view is that there’s little difference between politicians out to grab and loot such land resources, and ‘intelligent’ people who act as if the Comunidades are a flawless institution. The response was swift. Someone will drag out something you wrote a decade ago, add some masala to it, and dismiss you with a whole lot of adjectives. Goan arguments in cyberspace tell us more about the social contradictions of Goa itself. Read the arguments put forth there, and all the old differences and divides of the village marketplace come back to the fore. It is the rascals who believe in a cynical use of religion - not religion itself - that can play quite some dubious games. Somehow, few individuals felt targeted. The response was quick and sharp. An article was written, mentioning my name about 17 times, making the point of how wrong I was, and why I couldn’t be right in the least. It is certainly fine to contest someone else’s ideas and positions. But why argue against a person to make a point? That too, when we feel - rightly or wrongly - that a comment targets us, and we have to fight it at all costs? As the old saying goes, ‘if the cap fits, wear it. If not, just ignore it’. The other issue is that such arguments can go on and on, sometimes for years. In recent years, a small group of people sharing their views in cyberspace have felt that they’re not getting their fair space to make their point. This, they call censorship. Without doubt, we need to create space for the free exchange of ideas. Everyone should have the right to express themselves, whether others agree with them or not. Even if their views might sometimes be distasteful, the perspective of a tiny minority, or from one extreme end of the spectrum.

Apropos Dr Gladstone D’Costa’s article ‘Whither Indian Justice?’ (Herald, 21 June), despite India’s rhetoric of ‘democracy’ and ‘neutral judiciary’, the hard reality is that extreme or harsh punishment is reserved for the poor. The rich, powerful and influential, if at all brought within the ambit of law (occasionally, owing to pressure from the media), get punishments that are hardly proportionate to the gravity of their crimes. After killing 15,274 innocent people and grievously injuring innumerable others in Bhopal, Union Carbide officials got a mere two years (that too, bailable) in jail, 26 years after the offence. Ex-cop S P S Rathore, who not only molested Ruchika Girhotra but hounded her to suicide, got a sentence of just 18 months! But if the alleged ‘criminal’ happens to be a poor sentry from a remote village like Dhananjoy Chatterjee, rape and murder becomes the ‘rarest of rare’ case overnight, and we do not hesitate to hang him! But free speech has its own limits. Contrary to the view that at least one editor has propounded, posts in cyberspace too are very much answerable to the laws of the land. Defamation is a no-no, and one can indeed be held accountable for this. In fact, cyber laws in India are perhaps far more strict than the general laws applicable to the (traditional) media as a whole. Even in cyberspace, the rules of fair-play, right-to-reply and the curbs on virulent communalism, extreme ethnic chauvinism or racism are very much relevant. So, those feeling a lack of space to express themselves attempted to start smaller networks of their own. For one thing, I doubt very strongly the claims that those running (or having initiated) these networks are not responsible for the posts made on these. It is very easy to disown responsibility, but that is probably not how the law will see things. It can be very entertaining, for awhile, to see grown men (mostly) insult each other, say rude things and generally be disagreeable. My experience is that anyone offended publicly by someone else, tends to remember the hurt with an elephantine memory. Five years later, and a “fight” can still be running! But, after awhile, things get predictable. They

also turn nasty. It gets boring when you see two or three persons, mostly smart and well educated, accuse each other - or serially - and their words stem more out of hurt than logic or genuine disagreement. Is it any surprise that people get quickly bored with such nastiness, and there are a whole lot of “take me off your list” requests coming up? Not just that, the rude language used against one another is definitely not becoming of anyone claiming to be human. But this is not all. Every now and again, a Goan association overseas will burst into open disagreements, public allegations, and bitterness all around. In the past week, we have seen the same happen in Kuwait. Without taking sides on who’s right and who’s not, is this all we can manage? As my friend and colleague Miguel Braganza (with whom too I sometimes strongly disagree) nicely put it, maybe we in Goa need to invent something like an “ego jaccuzi”. A tool meant to give giant ego-massages to anyone in need of it, so that our society gets more functional. What is worse is when the attitudes of the past get projected into the future. The other day, we were referring to the role of language in Goan society. Someone was using the lack of knowledge of Portuguese as a put-down. This was a far more strongly trend in the 1960s and thereabouts. Haven’t we seen so many Goans laugh at one another, because they don’t speak “good” Konkani? Or the right dialect of it? Sashti has long been parodied in Bardezi-run tiatrs. Antruzi is the “correct” choice post the Official Language Act. Both the Pednem and the Kankonn dialects have been belittled into near-extinction. Sometimes, such “verbal battles” continue for years. While two individuals fight each and every small comma and full-stop, everyone reading them simply gets bored. Can’t we just treat such differences of perspectives, as being just that? It is time we grew up and showed more maturity in our debates. Nothing will come from insulting one another; nor will we convince anyone. It would be very nice, on the other hand, to use the new technologies available to us to go in for a form of communication that allows us to discuss, share ideas, contest positions, and yet do it without the bitterness that often creeps in to Goan dialogue.

The truth about CMEs

This refers to the letter ‘Medical scams’ by Stephen Dias (Herald, 22 June) alleging medical scams at Goa Medical College (GMC). GMC is a teaching institution with OPDs and a 1400-bed hospital, and around 350 doctors. It is well accepted that doctors need to be ‘up to date’ on recent advances and case studies in the medical field. Recognising this need, the Govt of Goa recently issued a notification (under direction of the Centre) that medical practitioners seeking renewal of their licenses would have to undergo a prescribed number of hours in Continuing Medical Education (CME) training each year. The GMC has, since 2008, organised 120 CMEs covering various disciplines, through lectures, operative workshops, bedside clinics, imaging seminars and slide seminars by eminent doctors. These benefit not only doctors working at GMC but even outside GMC to upgrade their medical knowledge and skills. It is the patients who visit GMC in thousands that are benefited most, by better medical advice, the latest medical management practices and complex surgeries that have been performed at GMC. Of the 120 CMEs organised, only four have been sponsored by pharmaceutical companies. The balance 97 per cent were conducted by GMC alumni now working in renowned medical institutions overseas, or visiting examiners, at no cost to the GMC. These are sponsored by GMC itself, as part of its visiting faculty programme. They are held between 3pm to 5pm at the GMC premises on working days, and not even a cup of tea is served (there is certainly no “illegal” sponsorship by pharma companies for “wining and dining”). The CMEs are open to all practicing doctors in the state, and due notice is given in advance, publicly mentioning the date, speaker and topic. CME programmes are useful both to the medical fraternity and the general public. Our Honourable Courts, which are overburdened with cases, seem to be doing very little to ensure that issues that should have been routinely decided by government departments are not unnecessarily dragged to the Court because the litigants failed to get jus-

tice from the government. Many cases in Courts are the result of acts of omission and commission by government officials. Such cases cause not only a burden on Courts, but also heavy expenditure on those seeking justice. Except in case of a compound wall in Vasco, where the Hon High Court made the delinquent engineer pay for the damages from his own pocket, we hardly hear of cases where the Courts held government servants and people’s representatives personally accountable. If the Courts decide to heavily penalise those responsible for not taking action or acting against the law, it would be a deterrent for others to avoid shirking their responsibilities. The Courts will then be relieved of hearing issues that are essentially the responsibility

of the bureaucracy and elected representatives to decide.

NH 17 widening Mlanford Coutinho, Kuwait I appreciate the National Highways Authority of India (NHAI) for taking the initiative to connect the country with world class highways. But is it sensible to build a superhighway at the cost of razing people’s houses, that too without adequate compensation? NHAI has no right to carve its highways through our humble villages. Let it find a way through terrain that would least damage private settlement property. What would be the posted speed limit on the stretch from the Mandovi bridge through Coqueiro circle up to the Mahindra showroom? Being a fairly populated area, the speed limit should not exceed 60kmph, for which we already have two lanes. We do not need to add a disastrous fast lane that will only increase road accidents. The people of Porvorim will stand firm to prevent our people from being exposed to fumes of burnt fuel and rubber from fast traffic.

By doing this, they may enjoy political power, but certainly they will lose their identity and image in the eyes of their voters.

Normally such discussions, with the passing of is forgotten, never to be revived. But in the present case of N.H. W 17, it will not only revive but jump and lead to confrontation between the people the and Government in case State Government does not yield to the demands, giving scant attention to the suggestions and objections raised by the regional people. While drawing up and finalising the trajectory of the N.H.Road while going through inland areas of States, a judicious caution should be taken not to destroy even a single habitation or cottages or houses of business or industries nor even ‘gadas’ serving snacks and drinks located in these areas for the purpose of broadening of the roads. A forcible destruction may traumatize the sentiments of the people affected in particular and the State population on the whole. Recently, at Porvorim Plateau which belongs to four Panchayats and all of them have done marvellous work tarring all the roads in their areas besides erecting electricity poles, village parks, playing grounds etc., a meeting was held to express the fear of the local people in connection with the broadening of the existing road. The meeting at Azad Bhavan with a packed audience and presided by Fatima D' Sa was addressed by prominent speakers. All of them vehemently objected to the overlapping and broadening of the old Panjim-Mapusa, road, that was beautifully planned some 100 years back with cottage like houses at both sides of the road with compound walls that were built for which the owners were compulsorily obliged to leave a broad open space in between road and compound walls. The road now broadened slightly is lends a unique beauty to the Porvorim Plateau commonly called Alto- Porvorim. Whenever there are projects from Central Government like National highways, Aerodromes, settlement of Military establishments, Atomic Power Stations etc., the Central Government Ministers being very dominating, disregarding suggestions and demands that are put forth by qualified individuals or the people. Ministers in charge of these projects make behave like powerful dictators, forgetting that the money needed to implement the project in crores of rupees is not growing in the Budget Coffers, but coming from the pockets of crores of people of this country. People have an absolute right to supervise the projects undertaken if it is for the people's benefit or that of Ministers who have made arrangements in advance about ways to siphon crores of rupees into pockets, a safe guarantee card for next elections. Ministers in the State Governments are trying their best to find ways by which they can swallow funds from powerful land sharks who have purchased land in connivance of their support- vast barren land in Panchayat areas, leaving no place for the diversion of Highway Roads.The Socorro Panchayat is one of them. Surprisingly the elected representatives of these areas are not showing their support to those who will suffer, with their houses and their business settlements ruined, demolished by bulldozers in the name of widening the existing small, but beautiful road. The ecology of the Plateau will be totally destroyed and with houses on both sides of the road demolished, the scene will be like the mourning in a cemetery. Kamal Nath, Minister of Transport Central Government in charge of the Project N.H, W.17 has time and again declared that he will complete the project as fast as possible. Referring to Goa, he said that if Goa does not co-operate he will leave Goa and complete the project. How can he leave Goa? The very concept of National Highways is connecting the people of the State North-South, East-West, by broad roads with minimum curves linking states with shortest possible distance with roads of either four to six lanes, leaving open spaces at both sides of the road as ecological safeguards, and if necessary, for broadening the roads in future. The main Highway Road should be like a straight trunk of a tree with branches whenever necessary. The main trunk of the Road will go straight either tangentially to or through the inlands of respective states, not necessarily through cities. Cities will be and should be connected through branches, to the main trunk with two lanes road or more lanes according to vehicular movement. Besides, the breadth of main trunk should be away from settlement areas and leaving a minimum distance of 50 meters on both sides of the road as open space. This is an important requisite to avoid sound and air pollution. People think that gaseous emissions of different kinds from the vehicles and other kind of machinery may affect only those who are living on the boundaries of the road. All gaseous toxic emissions are lighter than air and goes upwards in the sky, but the movement of the winds and the propulsion of air by the moving vehicles it spreads laterally to the minimum 50 meters on either side of the road. Air pollution can cause tremendous hazards to future generations with multiple kinds of sicknesses and monstrous physical deformities running through generations like slow acting poison. Regarding the Environmental Pollution "THE TIMES OF INDIA" dated June 15, 2010 reported under the caption "Punjab Villages Become Toxic" various cases of deformities and neurologically disabled children , a study by Dr. Reyes Tirado a scientist from University of Exeter, U.K. The solution to avoid destruction of Porvorim Plateau lies only in diversifying the main trunk of the Highway Road say from nearby the Green Park Hotel at Guirim till the bridge in the offing for the Highway Road at River Mondovi. If the Highway Road Authorities and the State Government do not attend to demands of local population of Alto-Porvorim which belong to four Panchayats, the entire population under these Panchayats will fight together with all means possible and compel the Government to divert the Highway Road. People say that the Government is planning in favour of the Flyover Bridge. This will be not be a solution but an engineering pollution most detestable than rumblers on the road, not avoiding accidents but provoking accidents- destroying vehicles by sudden jumping , particularly to those who are not familiar with that road. Why is Government not going with the Diversion Plan which Wilber Smith, a Consultant company of Highways submitted to the Government, wherewith no destruction of any habitation was in sight? Enquiries about this Plan in the Government offices, get negative replies that it is not available. People from Alto Porvorim earnestly hope that Digamber Kamat, a capable Chief Minister of the State, will look into the matter and take the necessary action, and compel the Central Government not to injure single person of the country in the name of modernization and development with big national projects.'

CPI(M) wants all-party meet on Bhopal package PTI NEW DELHI, JUNE 22

CPI(M) today demanded an allparty meeting to discuss the proposed Bhopal compensation package, saying it was based on "flawed estimation" of deaths and injuries and there was no liability on Dow Chemicals. In a letter to Prime Minister Manmohan Singh, party General Secretary Prakash Karat said the Union Cabinet should take a final decision only after an allparty meeting, in which gas victims' organisations should also be invited. The Cabinet would be meeting on June 25 to discuss the report of the GoM on the Bhopal issue, headed by Home Minister P Chidambaram. Karat "appreciated" the Prime Minister's intention to take speedy decisions on payment of enhanced compensation, medical treatment and the clean up measures to be taken at the site of the plant, but wanted him to consider these issues.

"Since providing justice and adequate compensation for the victims of the gas tragedy has dragged on for 26 years, it is important that the views of the large number of people affected should be taken into account. Further, there are questions about who is liable for the damages and the remediation measures to be undertaken," Karat wrote. A woman lecturer of Kalol Primary Teachers' College (PTC) attempted suicide by consuming poison after she was allegedly raped by three teachers in Kadi taluka of the district, police said today. One of the three men, accused of allegedly raping the 25-year-old victim, was detained for questioning today, they said. The lecturer consumed poison yesterday evening at Kalol state transport bus depot, police said, adding that she was admitted to a private hospital where she was still unconscious. Delhiites will have to loosen their purse strings further from tomorrow with the city government today effecting a 35 per cent hike in auto and taxi fares following rise in CNG prices, while making it mandatory for three-wheelers to install GPS within six months. Transport Minister Arvinder Singh Lovely said the minimum fare for autos will now be Rs 19 for the first two kms as against the current rate of Rs 10 for first kilometre. Subsequently, Rs 6.50 will be charged for every kilometer thereafter instead of current Rs 4.50. Lovely said that while heeding to auto unions' demand for hike in fares, government has made it clear to them that permits will be cancelled if the autorickshaws fail to install Global Positioning System (GPS) in their vehicles within next six months.

"We have given the autorickshaw owners six months time to install GPS in their vehicles. It will help monitor the vehicles and also keep a tab on their movements. If any auto is found with no GPS after the six-month period, their permits will be cancelled immediately," he said. The hike will pinch the pockets

The Philippines’ military chief, who is retiring after less than four months in the job, accused incoming President Benigno Aquino III of politicising the army and suggested more officers, might get involved in politics. General Delfin Bangit was appointed to his position in March by outgoing President Gloria Macapagal Arroyo. He opted to retire early to avoid conflict with Aquino, who will become commander-in-chief when he is sworn in as president next week. Aquino had said he would replace Bangit, who had headed Arroyo’s presidential guard and was widely seen as a close ally of the president. A derailed train plunged into a ravine in Congo Republic, killing around 50 passengers on a deadly rail link in the oil-producing Central African state, a national rail company source said today. The accident happened late last night after the train left the coastal town of Pointe-Noire on the Chemin de Fer Congo Ocean (CFCO) line to the capital Brazzaville, a line which has seen at least two serious accidents in recent years. ‘’Unfortunately the train took a corner that turned out to be fatal,’’ said the rail company source, who declined to be identified because he was unauthorised to speak publicly. The United States is indirectly paying tens of millions of dollars in protection money to Afghan warlords, and potentially to the Taliban, to secure convoys carrying supplies to US troops in Afghanistan, congressional investigators said in a report. The Pentagon’s system of outsourcing to private companies the task of moving supplies in Afghanistan, and leaving it up to them to provide their own security, frees US troops to focus on counterinsurgency. But its unintended consequences undermine US efforts to curtail corruption and build an effective Afghan government, according to the report to be reviewed at a congressional hearing on Tuesday. “This arrangement has fueled a vast protection racket run by a shadowy network of warlords, strongmen, commanders, corrupt Afghan officials, and perhaps others,” Representative John Tierney, chairman of a House of Representatives national security subcommittee, said in a statement. Tierney, a Democrat, said the system “runs afoul” of the Defense Department’s own rules and may be undermining the US strategic effort in Afghanistan. The report by the subcommittee’s Democratic staff called protection payments “a significant potential source of funding for the Taliban,” citing numerous documents, incidents reports and emails that refer to attempts at Taliban extortion along the road. Congressional investigators began looking into the Defense Department’s $2.16 billion Host Nation Trucking (HNT) contract in November 2009. The contract covers 70 percent of the food, fuel, ammunition and other supply distributions to US troops in Afghanistan. “HNT contractors and trucking subcontractors in Afghanistan pay tens of millions of dollars annually to local warlords across Afghanistan in exchange for ‘protection’ for HNT supply convoys to support US troops,” the report said. “The HNT contractors frequently referred to such payments as ‘extortion,’ ‘bribes,’ ‘special security,’ and/or ‘protection payments,’” the document said. Many contractors have told US military officials that warlords were demanding protection payments in exchange for safe passage and that these payments were funding the insurgency, the report said. But the contractors concerns were never appropriately addressed, it said. It faults the Pentagon for a lack of effective oversight of its supply chain and private security contractors.

The 30-share barometer of the Bombay Stock Exchange, which rallied over 300 points to settle at its highest level in more than two months yesterday, witnessed profit booking in metal and Information Technology stocks to finish the trade at 17,749.69 points, down 126.86 points, or 0.71 per cent. The BSE gauge witnessed the biggest fall since June 7. The bellwether opened on a weak note, tracking global cues. During the markets, the Sensex touched a low of 17,725.63 points but ended above that level.

State oil firms currently lose about Rs 215 crore per day on selling fuel below imported cost. They lose Rs Rs 3.73 a litre on selling petrol, Rs 3.80 per litre on diesel, Rs 18.82 a litre on PDS kerosene and Rs 261.90 on every 14.2-kg LPG cylinder. Petroleum Secretary S Sundareshan said: "These are political decisions. I have nothing to say on this." Sources said his ministry may push for freeing petrol price from govt control and possibly giving limited autonomy to state oil firms to price diesel closer to market rates. Petrol price will go up Rs 3.73 a litre on aligning the domestic prices with international rates. In case of diesel, the proposal is to give oil firms freedom to price the auto fuel only till such time that international crude oil rates stay below USD 90 per barrel. If accepted, diesel rates will

The Oil ministry made a presentation on the impact of the Parikh committee's recommendation, projecting a revenue loss of Rs 74,300 crore to state oil firms if petrol, diesel, domestic LPG and kerosene continue to be sold at rates below the imported cost. The EGoM also discussed the impact of implementing the committee's report on inflation, sources said, adding that freeing auto fuel prices would lead to a 1.4 per cent rise in the Wholesale Price Index (WPI). State-owned Indian Oil Corp, Hindustan Petroleum and Bharat Petroleum currently lose about Rs 215 crore per day on selling fuel below imported cost. They currently sell petrol at a loss of Rs 3.73 a litre, while the under-recovery is Rs 3.80 per litre of diesel, Rs 18.82 per litre of PDS kerosene and Rs 261.90 on every 14.2-kg LPG cylinder.

French air-carrier, Air France, has introduced a new intermediary cabin, positioned between the Voyager (business) and economy cabins as a part of its on-going innovation in its flights. The new class, Premium Voyager, has been launched on the airline's Mumbai-Paris Sector as well, a press release said here. Besides, from August 17 this year, the airline plans to introduce the Premium Voyageur cabin on its Bengaluru-Paris flight as well. Presently, the Premium Voyageur cabin is available to 22 destinations and by the end of 2010, the airline plans to make it available across 58 destinations. MF FUNDA FORTIS MUTUAL FUND has announced that the NFO period of Fortis Fixed Term Fund - Series 17 B, a 369 day close ended income scheme has been preponed from July 6, 2010 to June 23, 2010. BY CAPTAIN JOE LOBO aste falls into largely four categories: water, sewage, solid waste and power consumption. To make Goa a sustainable society, we must implement ‘nature provided solutions’ that are simple, cost effective and successful. But the key to successful implementation of these measures is that each and everyone, from a child to the aged, rich and poor, takes responsibility. It is predicted that the next big war will be over water. In fact, our enemy will be our own neighbour. Goa receives almost 11,127 billion litres of rain every monsoon; enough to cater twice our needs. However, 90% is runoff; causing erosion of valuable topsoil and clogging our reservoirs, lakes and rivers with silt. There are simple measures that are common sense, to harvest this bountiful gift of nature. Our ancestors created percolation tanks and wells to cater for their needs. If we maintain these precious assets, it will cater for some of our needs. Rainwater harvesting from rooftops is the cleanest source of water to charge our wells and bore wells directly. Use a net at the end to filter debris. The next simple solution is water percolation measures. The ground, because of its grainy composition, is a wonderful reservoir to hold water. All what we need to do is dig pits in the ground to break through the impervious layer at the top and allow water to soak in the ‘murram’ (porous layer) below. Pits around the periphery of our boundaries allow water to soak and recharge wells. Because of our ignorance, we allow the PWD to transport water from great distances by pipelines and at great expense to the exchequer. We also leave the responsibility of the quantity and quality of water in the hands of people whom we do not know. This creates dangerous dependence for a resource which is available in abundance. Sewage causes contamination of ground and well water. This is especially noticeable in mega projects that are not connected to a sewage system. The septic tank-soak pit solution was meant to cater only for a family of five and where the discharge barely exceeded 600 litres. This was just sufficient for the naturally present micro-organisms in the earth to manage. However, when the number of people rises to 100 and over, then the load becomes 15,000 to 1,00,000 thousand litres of sewage and the problem becomes catastrophic. If sewage is treated with E M (effective micro-organisms) it becomes com-

posted with no smell and rich with nutrients which can be pumped to the roots of trees. Each large tree consumes around 2,500 litres of water a day and transpires through their leaves about three times that volume. Sewage Treatment Plants (STP) is the best solution for large urban areas. A STP plant in Nasik uses Bio-sanitizers to treat 300 million litres of sewage waste a day. The system downstream uses this clean water for their needs. The system uses no power. The Maharashtra Pollution Control Board monitor the quality of water discharged from STP plants using electronic microchips. Sensors measure the parameters and transmit information through internet, directly to offices. The Goa Government can emulate such practices. Green Goa Works (0832-2255217) consults on how to segregate waster and how to compost waste. Goa is moving to a point of ‘NO to landfills’, that is, burying of waste, as a solution, a failed idea in the West. There is hope that everything is recyclable and this will go a long way to keep the poor employed and fed. Goa needs a dedicated listening from the powers to be and who bestow a budget for garbage management. Concerned Goans have suggested that Goa needs a dedicated Central Authority for Waste Management. This includes solid waste, sewage treatment and water harvesting. This authority needs to look into the best methods of dealing with these issues. POWER SAVING SOLUTIONS: The summer months are a time for power consumption, especially to run air conditioners. Most heat that we feel is generated by radiation from heated surfaces that are in contact with the sun. The roof, walls and ground around the home is the main source of radiated heat. Shady trees and a good garden can bring down temperatures by almost two to three degrees. As a temporary measure, UV treatment sunscreen nets over sunny areas will ensure that most heat is defused. Observing your house pets will help locate the coolest place in the home. A portable fan is your best friend for a pleasant afternoon. Pursuing such options will not only bring down power consumption, but also temper the body for better immunity, health and well-being. There are many who will read an article and forget its contents. There are others, who say ‘I am responsible’ and make ‘a declaration’. They keep their ‘word’ to make the world a better place. The children of the next generation in schools and colleges should make ‘I am responsible’ their battle cry. This is the only hope for future generations to make Goa truly clean, green and an example to other places in India and the world.

Kashmir through Goan PSI’s Eyes BY THOMAS FERNANDES olice Sub Inspector Sherif Jacques and his companion Dinesh Naik who stayed at Nehru Park Dalgate, Srinagar, took time off from their personal fiesta in order to feel the life of their counterparts in the terror hit state of Jammu and Kashmir. Interacting with Herald, PSI Jacques explained his experience of the beautiful state rich in natural beauty. “Standing by the shores of these lakes one can admire the stunning beauty of the houseboats as they traverse though; PSI Sherif Jacques and his companion Dinesh the scene takes on an even more ethereal Naik don the mantle of kayaking staff in J&K look in the nights. As he continues to inform, some of the houseboats are almost 50 years old, a fact that bears witness to the strength of the wooden boat as these massive structures keep floating in the water. The houseboats are good enough for a dream stay and probably the best place where you can see the use of beautiful Kashmiri handicrafts. They have two bedrooms with attached bathroom and a common eating-place while the interiors are as luxurious as that of a five star hotel and a balcony to enjoy the refreshing evening breeze. The decorations are typically Kashmiri of vibrant colours and arts. These boats have a cook boat attached to them to serve many cuisines like Chinese, Continental and exclusive Kashmiri dishes. Even the basic houseboats have a balcony with a beautiful view. It is learnt that the idea of houseboats came up when the British had to put up in boats as the Marathas would not allow them to have permanent residences in this state.

Currently at Aquem in Margao, Fr Silva was instrumental in building the present church and also a cemetery, thus solving the long standing needs of the budding parish in the commercial capital of Goa. “I was fortunate enough to get an opportunity of starting an ICSE school in Aquem, under the Diocesan Society of Education. There are plans of acquiring land for expanding the School in future,” informs Fr Silva. Always a calm and composed personality, he, despite of shouldering many responsibilities, is always accessible to the parishioners. In his free time he enjoys travelling, reading books, sight seeing and also does a bit of landscaping. “On this day I would like to thank God for giving me this wonderful priesthood life, and all the people who have touched my life and always supported me in my endeavours. I want to thank the people of Aquem in a special way for helping me in my achievements. So my message to the people would be ‘we can succeed only if all of us work together hand in hand’,” says Fr Silva. “With the support of the parishioners, a priest can achieve great things. The people of Aquem always collaborated and stood besides me,” he adds. Due to recent church transfers, Fr Silva is to take up his new posting at Guardian Angel Church in Sanvordem, Curchorem.

akistani singer Ali Zafar doesn’t have pleasant memories of his maiden visit to the US and always wanted to change his image there. He says his first Bollywood film ‘Tere Bin Laden’ provides him the opportunity to do so. “When I started singing, my album ‘Channo’ became a big international hit. When I went to America with my music, I got negative vibes at the airport. When they saw my Pakistani passport, their attitude was negative. The feeling was that you are not welcome there,” said Ali. “I thought the discrimination was unfair. That day I decided I have to do something that will change their attitude towards me, and this film gave me that opportunity,” added the 29-year-old, also known as Pakistani Prince of Pop. Set for a worldwide release July 16, ‘Tere Bin Laden’ is a comedy and it is director Abhishek Sharma’s debut movie. Asked was he apprehensive before accepting the role, he said: “Of course, I was apprehensive. I read the script to make sure the content has nothing that would offend anyone. There was nothing like that. It’s a fun comedy film.” “The media spread distorted facts about (Osama bin Laden) and the film’s story is about that. Who knows where has he been? In the film, it shows that one makes a fake tape on Laden and sells it to the world and the world buys it. So there is nothing to worry about,” he added. The Pakistan censor board has yet to approve the film’s release in Pakistan. “Media in Pakistan has written well about the film. But the film still has to go through the Pakistan censor board. If they will approve it, then only it will be screened there. There films go for censor board approval just a week before release because the prints reach there at that time,” he said.

ne year on from Michael Jackson’s death, US musician Sheryl Crow pays tribute to the late performer as she prepares to release a new record inspired by soul and R&B. ‘100 Miles from Memphis’ is Crow’s seventh studio album. “Like so many other people, I didn’t really weigh the importance of his presence until he was gone,” says the 48-year-old, who toured with Jackson in the 1980s. The Jackson 5’s ABC record was the first album I ever owned, and Michael ended up giving me my first gig as a back-up singer.” Crow’s latest album, 100 Miles from Memphis, features a cover version of the Jackson 5 song I Want You Back, which the singer describes as “a sort of homage”. “It was a bitter-sweet moment for me to sing that song with the experience that I’d had with him,” she reveals. Crow performed with Jackson on his Bad world tour in the late 1980s “For years I wanted to make a record that was directly linked to my earliest influences,” she says. “After ‘Detours’ in 2008, it seemed a great time to make something that was a more light-hearted, a little more sexy and not quite as heavy.” As the title suggests, Crow grew up near to Memphis, Tennessee - an important force in the genesis of country, rock & roll and the blues.“I grew up listening to a lot of Stax music, a lot of Memphis artists like Al Green, and a lot of Motown,” the singer recalls. “This record is really a throwback to old soul, with a lot of lyrics based in sensuality and emotion,” she continues. Apart from her music, Crow is busy with her two adopted sons, Wyatt and Levi, though she did take the time out to try her hand at acting with a three-episode stint in US TV show ‘Cougar Town’ in which she played a wine expert. The show stars Courtney Cox as a recently divorced woman who begins dating again.

Being a costal state, it is expected to have a thriving sea shell craft industry, but very often, the artists are faced with a sudden drop in the sales of item which have been selling like hotcakes for the past twenty years. Taking a look and understanding these shifts in trends, the GHRSSIDC (Goa Handicrafts, Rural & Small Scale Industries Development Corporation Limited), has conceived the idea of holding a workshop that would enable the local artisans to understand the global markets. The Design Development Workshop has been designed to help master craftsmen expand their vision and create new variants, under the guidance of Bhawana Vij Katyal, a jewellery and handicrafts designer who was with the National Institute of Fashion Technology, in Delhi. The workshop is meant for the people who know the craft, but are not aware of the trends. “The demands in crafts change from time to time, and they have to keep up with the trends. This workshop will give them a platform to cope up with the global demands and will encourage them to come out with more creative ideas,” says Nikhil Desai, Managing Director of GHRSSIDC. Katyal will be opening up the view of these craftsmen to see how designs have to change with time

The second part of the workshop which will commence from June 28, 2010, will focus on creating 40 prototypes which will be based on the previous designs but in tune with what is the current demand in the global markets. These prototypes will be then sent to various parts of the state and beyond, to test their markets, thus enabling the Goan artisan to look at wider scope of their crafts.

Indian Classical Music to get a boost with Samraat Sangeet Sitara HERALD FEATURES he richness of India’s culture is clearly evident in the compositions of some great classical musicians of the country. But the genre of Indian classical music does not seem to have many takers among the youth today. In a bid to turn this trend around, the Samraat International Club is organising a classical singing competition, titled, ‘Samraat Sangeet Sitara 2010’. “The Singing Competition in its fifth year is an excellent platform for budding artists of Goa, and a good means of boosting those who are undergoing training in this genre of music,” says Mahesh Naik, Chairman of the Club. The contest which begins with the auditions commencing from June 26, 2010 will span over a time of a month and a half, culminating with the final round to be held on August 1, 2010 at the DMK Hall, Kala Academy. “The auditions are being held at seven different centres in Goa, namely Panjim, Savordem, Margao, Ponda and Bicholim; the other two centres are at Sawantwadi and Belgaum,” says Satchit Pai, CEO of the Club. There will be 24 contestants chosen to participate in the next round. The contestants will be divided into two groups: Soormayee and Swarmayee. From them, five of each group will progress into the pre-final round and then the final round will have five participants who will compete for the title of the Sangeet Sitara. The contest is open to people from the age of 15 to 25 who should perform any songs from the languages of Konkani, Marathi or Hindi, and can sing short Raga, Khoyal, Thumri, Dadra, Gazal, Bhaav Geet and Natya Geet. The first place winner will be awarded cash prize of Rs10,000 along with a token; second place is Rs5,000 plus token and third place is Rs3000 with token.

Charges were dropped Tuesday against two Dutch women arrested at a World Cup match for wearing short orange dresses made by a brewery that FIFA says was "ambush marketing". "The charges have been dropped. FIFA indicated that they have no interest in proceeding with the matter," said Mthunzi Mhaga, spokesman for the National Prosecuting Authority. Prosecutors dropped the case after the football governing body and Dutch brewery Bavaria reached a settlement in the case, he said.
