Faced with attack from Right and Left for some changes in the Nuclear Liability Bill, Government tonight expressed readiness for any “reasonable modification” in it as it started reaching out to the Opposition parties for support which seemed unlikely in the present form. Minister of State in the PMO Prithviraj Chavan, who met Leader of Opposition in Rajya Sabha Arun Jaitley, sought to justify the amendments that have attracted criticism but said the Government has an “open mind” on the changes and would be ready to accept any “concrete suggestions”.

MPs bargain, get Rs 10,000 more PTI NEW DELHI, AUG 23

After a hefty hike in salary and allowances last week, Members of Parliament today got another bonanza when the Union Cabinet today agreed to a further raise in their monthly allowances by Rs 10,000. The Cabinet, which met under the chairmanship of Prime Minister Manmohan Singh, decided to increase the office and constituency allowances of MPs by Rs 5000 each per month. The decision came against the backdrop of lawmakers expressing unhappiness over the increase proposed by the Cabinet last week. Their unhappiness arose from the rejection of the demand that the Government accept the proposal of a Joint Parliamentary Committee to hike their salaries from Rs 16,000 to Rs 80,000. The MPs want their salar y pegged at Rs.80,001, one rupee more than the salary of a Secretary in the Government. The Government had pegged the MPs’ salary at Rs 50,000 per month. Besides, it had hiked the office and constituency allowances from Rs 20,000 per month each to Rs 40,000 per month each. Now, the constituency and office allowance of MPs would be Rs 45,000 each per month, Government sources said. The Lok Sabha had witnessed uproar last week by RJD, SP and JD-U members over Government’s decision with agitated members of these parties dubbing it as an insult to Parliament. Finance Minister Pranab Mukherjee moved the proposal for a hike in constituency and office allowances by Rs 5,000 each which was immediately approved by the Cabinet. These allowances are exempt from Government taxes. After stalling Parliament proceedings over the issue and even conducting a ‘mock’ Parliament on Friday, leaders of political parties had a meeting with Mukherjee on Saturday where it was decided to take their concerns on board.

The modus operandi…

A 2-metre deep tapping connection was made to the 20-inch diameter underground pipeline that runs from the Mormugao Port to the oil depot at ZIOTL in Zuarinagar-Sancoale. This was connected with an L-shaped reducer pipe which had a one-inch diameter hole. PI Dalvi is confident that police will crack the case shortly. It is learnt that a car, which used to remain parked at the place where the tapping connection was detected with the motive of hiding the pilferage, is yet to be traced. Tyre marks of a tanker in the compound area, where connection was detected, were also clearly visible. (Continued on page 2)

The Government today extended sops worth Rs 1,052 crore to exporters, particularly for the labour-intensive textile, handicrafts and leather sectors, to help them see through the fragile economic recovery globally. “We are not yet out of the woods,” Commerce and Industry Minister Anand Sharma said while extending the schemes like DEPB, under which taxes are reimbursed to exporters, subsidised interest and sops for import of capital goods. Releasing the annual supplement to the Foreign Trade Policy 2009-14, he said the revenue implication of these measures would be Rs 1,052 crore. A 12-hour hostage stand-off on a hijacked Philippine bus ended in bloodshed today, with officials saying at least seven Chinese tourists were dead along with the disgruntled ex-policeman who seized their vehicle in a bid to get his job back. At least six captives survived, four of whom were seen crawling out the back door of the bus after Philippine police stormed it today evening when the hostage-taker started shooting at the 15 Chinese tourists inside, said police Senior Superintendent Nelson Yabut. He said the hostage-taker was killed with a sniper shot to the head after he wounded a police sharpshooter. Police and ambulances were lined up next to the vehicle in the pouring rain after the standoff ended. Local hospitals reported seven bodies of hostages were brought in. (Detailed report on page 11)

Smarting under bad publicity over a ragging incident last week, a three-member committee of the Goa Medical College and Hospital in Bambolim will probe into what exactly happened at the Boys Hostel in room No 10. Nine senior MBBS students were expelled from the hostel after they were caught ragging seven of their juniors. “We will have a committee of three senior professors who will probe the incident and report back to the anti-ragging committee”, said Dr V N Jindal, Dean, GMC. Jindal said the committee was formed today and it has been asked to submit the report on the incident in the next seven days. The ragging incident came to light after a senior professor was on the rounds of the hostel. He sounded the dean after which the students were expelled from the hostel and later arrested by the Agassaim police.

The seven promoters of Special Economic Zone (SEZs) who were allotted land by the Goa Industrial Development Corporation (GIDC) have demanded damages of over Rs 1500 cr from the Goa Government a top official has said. Addressing a press conference here today after chairing the Board meeting, GIDC Chairman Chandrakant Kavlekar stated that all the seven SEZ promoters have approached the court claiming huge compensation. “All seven promoters have moved the Court demanding more than Rs 1500 crore in compensation, damages and losses for being unable to set up shop”, Kavlekar said. The chairman who is also the Quepem legislator, stated that till the Government decided not to scrap SEZs in the State, the GIDC had received an approximate amount of Rs 50 crore from the seven promoters as payment (in instalment) for the 32 lakh square

The Rs 1500 cr compensation works out to 30 times the amount paid collectively by the seven promoters to the GIDC for acquiring 32 lakh sq mts of land, where the seven SEZs were proposed to be set up. The seven SEZ promoters are Meditab Specialities Pvt Ltd, Cipla group, Peninsular Pharma Research Ltd, Paradigm Logistic & Distributors, Planetview Mercantile Pvt Ltd, Inox Mercentile Pvt Ltd and M/s Maxgrow. “The compensation and damages claimed by the promoters are unimaginable for the GIDC. Just because they have asked for such money does not mean we will give it to them”, Kavlekar said adding “we can at the most return whatever amount we had received from the promoters”. Chief Minister Digambar Kamat last week said that he had demanded with the Union Minister for Commerce and Industry Anand Sharma to denotify three SEZs in the State.

The scheme, which was announced in August last year, was to expire on March 31, 2011. Steps to reduce transaction cost of exports too were announced in the policy. At present, transaction costs are estimated at 7-8 per cent of the exports value. India Inc and exporters body today expressed satisfaction over the steps taken by the government in wake of the global demand slowdown and domestic resource constraints.
