Shah named accused in Sohrabuddin case PTI AHMEDABAD, JULY 23
CBI today filed a chargesheet in the Sohrabuddin Sheikh fake encounter killing case naming Gujarat Minister of State for Home Amit Shah as one of the accused and charged him with murder, kidnapping and extortion. The chargesheet filed in the court of Magistrate A Y Dave also said Sohrabuddin was killed because he had terrorised the marble traders in Rajasthan. It named Shah as an accused along with four IPS officers DIG D G Vanzara, SPs Rajkumar Pandian and M N Dinesh and DCP Abhay Chudasama, besides DSPs M L Parmar and N K Amin among others. The voluminous chargesheet has been filed against 12 cops under IPC Sections 384 (extor-
tion), 302 (murder) and 201 (causing disappearance of valuable evidence of offence) in the fake encounter of Sohrabuddin and killing of his wife in November 2005. The accused have also been charged under sections 120-B (conspiracy) 342 (wrongful confinement), 364 (kidnapping and abducting to murder), 365 (kidnapping or abducting with intent and wrongfully confine a person) and section 368 (keeping in confinement kidnapped
or abducted person). Three persons who have been shown as accused and are yet to be arrested include Shah, Yashpal Chudasma, Chairman, ADC Bank and Ajay Patel, Director, ADC Bank. According to the chargesheet, “elimination of Sohrabuddin was being used for extortion by the accused to establish an element of fear in the minds of the businessmen and others.” There was rivalry between Sohrabuddin and Hamid Lala gangs in the a r e a s o f R a jsamand, Nathdwara and Udaipur in Rajasthan known for marble mining trade, the chargesheet said. Taking advantage of the same, the “accused from Gujarat and Rajasthan entered into a criminal conspiracy to eliminate Sohrabuddin.”
State NSUI chief attacked at Assonora HERALD CORRESPONDENT PORVORIM, JULY 23
National Students Union of India (NSUI) State President Sunil Kawathankar was attacked by two persons at Assonora on Friday night. According to Mapusa Police, the incident occurred at about 8.45 pm when Kawathankar and his friends were proceeding in his car from Panjim towards Bicholim. Two unknown persons riding a motorcycle trailed them and blocked the car near Assonora. They pelted stones at Kawathankar, who was driving the car, and fled away. Kavthankar sustained face injuries and was admitted to Vrundavan Hospital at Mapusa. Mapusa Police PI Rajesh Kumar is investigating the case. Murli Sagar, a key witness in Scarlet death case today identified both the accused before the Goa Children’s Court. The witness pointed out both the accused in the court when Public Prosecutor S R Rivonkar, asked him whether he can identify Samson D’Souza and Shana (Placido Carvalho). However, Advocate Ryan Menezes, appearing on behalf of accused D’Souza raised objection stating that Sagar’s chief examination was over. The objection was ruled out by the Court. Sagar, working in a beach shack was present at a place where Scarlet spent last few hours, before her death. During cross examination, the witness did a volte-face on his earlier deposition before police made on February 24, 2008. He contradicted his earlier statement that on the fateful night Scarlet was comfortable
with Samson and was sitting on his bike. Murli Sagar had said that he had seen Samson holding Scarlet from behind. Sagar was also caught on wrong foot when he changed his statements about his and accused’s presence with Scarlet in the shack. He also said that he never told police that when he came out of the toilet, he met Masala and that when he came to the bar; Masala was shouting “how can these people give Ecstasy to her (Scarlet)”. The witness also cleared that he never made a statement, asking Scarlet, whether she intended to live with him. Sagar, originally hailing from Mumbai refused that he had asked for cocaine from Samson as recorded in the police statement. Unless we get the notification in writing, we cannot go ahead with the new rates” After the State Government notified the newly sanctioned hike, the private bus operators have decided to implement it from August 1 onwards. “The new rates will be implemented from August 1,” All Goa Private Bus Owners Association, general secretar y Sudip Tamankar told Herald. Tamankar confirmed that the State Transport Department has already come up with notification on State Official Gazette over hike in bus fares, which will be signed by Chief Minister Digambar Kamat, today evening. “We will be meeting Transport Director Arun Desai on
Monday, requesting him to complete the procedure within a week. Unless we get the notification in writing, we cannot go ahead with the new rates,” he stated. When asked, Desai said that the entire procedure is been completed and now it’s up to the transporters to decide on the implementation. “We have already come up with notification on Thursday… now let the bus owners decide when to go as per the new rates,” he said. It may be recalled, it’s only after consistent warning of strike by private operators that department conceded on the hike. However, they failed to convince the government over their demand of 20 paisa hike. Claiming that hike by 10 paisa, as offered by the State Government earlier, won’t help fetch additional income for the first nine kilometres, the private bus operators on Monday managed to get assurance from the chief minister over 15 paisa hike for each nine-kilometre stretch. As per the hike, for first three kilometres Rs five will be charged whereas for every ninekilometre stretch 60 paisa will be charged per kilometre. (Continued on page 11)

The State Government came in for severe criticism from the legislative panel for allowing offshore casinos and cruise vessels to release raw sewage into river bodies. In a report tabled in the Goa Legislative Assembly, the Adhoc Committee for Ports Administration has asked the State Government to initiate proper measures to dispose sewerage, garbage and oil. “The committee is aghast to learn that the gaming vessels, casinos and boat cruises are releasing all kinds of waste into the Mandovi River thereby causing water pollution,” the panel headed by Quepem MLA Chandrakant Kavlekar has stated in the report.

Nearly 10 days after the 26/11 Mumbai attack mastermind David Coleman Headley spilled beans that Goa was also on the terror strike agenda, Goa police is awaiting interrogation report from the National Investigation Agency. Police spokesperson Superintendent of (Special Branch) Police Atmaram Deshpande said they are awaiting the NIA to share information after the latter wraps up the case probe. “We have not sought the report as yet but since Goa is figured in the interrogation, we are certain that information will be shared with us. We are waiting for the NIA to wrap up the probe,” he said. The report also holds importance since Headley carried out a comprehensive recce of certain installations on the state’s coastal belt. As per the inputs by central agencies, he was reportedly in Goa for two weeks and stayed at Anjuna and Arambol. Goa Intelligence Cell, earlier this year, revealed that Headley did conduct a survey of vital installations including Chabad house at Anjuna. These places were immediately provided thorough security cover. Meanwhile, sources said that Centre had asked Goa to substantiate on Headley’s visit here. NIA returned back to India after a sustained interrogation of the Pakistani-American national in the US where he is behind bars. According to Headley’s fresh claims, the Al-Qaeda supported 313 Brigade, led by Ilyas Kashmiri planned to attack Delhi, Pune, Goa and Pushkar.
House panel to study NH4A, NH17 widening HERALD REPORTER PANJIM, JULY 23
PWD Minister Churchill Alemao has said that House Committee will be constituted to allay fears regarding widening of NH-4A and NH– 17. The committee will be headed by Chief Minister Digambar Kamat while affected MLAs will be included in the committee, announced Alemao on the floor of the House on Friday while responding to resolution moved by Leader of the Opposition, Manohar Parrikar. The PWD Minister said, neither he nor the chief minister has any intentions to demolish houses of the people for road widening but committee will be constituted to look into objections raised, he said while requesting Opposition Leader to withdraw the resolution. Parrikar tabled the resolution that said the widening of NH4A/NH-17 be finalised only in consultation with those who are impacted and that it should be constructed by bypassing cities and villages. Also, House should resolve that there should be no toll collected on NH -4A and NH17 within the State. Parrikar deliberated on practical difficulties that might arise if current plans for widening of two national highways are executed.

Curtorim MLA recommended that the government should amend the Town and Country Planning Act and other relevant laws in a manner as to ensure that no authorities are allowed to grant permission to construct buildings exceeding ground plus one floor in villages specially, in small localities. The resolution however was withdrawn following assurance by chief minister.

Legislative panel slams govt for sorry state of ferry boats HERALD REPORTER PANJIM, JULY 23
A legislative panel has slammed the government for the sorry conditions of the ferry boats plying in the rivers across the state. “The committee deplores the sorry state of affairs in the River navigation Department and recommends that the government should conduct a survey and take final decision so that the new ferry boats come into operation at the earliest,” the ad-hoc committee on River Navigation, headed by Quepem legislator Chandrakant Kavlekar said in the re-
port which was tabled in the House today. The committee observed that the department has a full fledged marine workshop at Betim with the required infrastructure which attends to minor and major repairs of the ferries. “However, the number of under repair ferries are more than the ferries operating across the state waters,” the committee pointed out. “The committee recommends to replace all the old ferry boats with new ones and to look after their maintenance and repairs from time to time,”
the report says. The committee has also desires that the government allocates sufficient funds to the River navigation department for purchasing new ferry boats and repairing the ones whose repairs are economically viable. “The government may approach the concerned central ministry for technical expertise to ascertain whether it is economically viable to repair the 15 non-operating ferries,” it says adding “the central ministry may also be requested to provide at least 10 new ferry boats to the state of Goa.”
House informed on schemes for dhangars HERALD REPORTER PANJIM, JULY 23
Minister for Social Welfare Ramkrishna Dhavalikar in a written reply to the Goa Legislative Assembly during the monsoon session informed that the ‘Water Storage Tank’ scheme for the Dhangar community could not be implemented due to non-receipt of applications from panchayats. The objective of the scheme is to provide water storage tanks of 500 litres capacity for human consumption as well as for cattle rearing in hilly and remote areas where a sizeable community of Gouly (Dhangar) population resides. Dhangar families who are notified as OBCs and having income less than Rs 1.50 lakh per annum are eligible for the scheme. To a question posed by Quepem MLA Babu Kawlekar,
the Social Welfare Minister replied in all four schemes were formulated for welfare of the Dhangar community during the year 2009-10 out of which three were approved by the Government. He informed further the Water Storage Tank could not be implemented due to non-receipt of applications from panchayats. Dhavalikar revealed a scheme titled ‘Gouly Urjya Yojana’ was under the consideration of the Government. The minister further informed two schemes – Bicycle to Gouly Students and Shikshan to Gouly Girl Students – were implemented during the year 200910. The budgetary provisions for the welfare of the Dhangar community during he year 2009-10 was to the tune of Rs one crore. He said the Government had made a budgetary provision of
Rs 7 lakh to implement the Bicycle to Gouly Students scheme and Rs 8 lakh for the Shikshan to Gouly Girls scheme for the year 2010-11. A provision of Rs 32 lakh has been made for the welfare of the community during the same year, he stated. The population of Dhangar families resides in remote and hilly areas like Sattari, Sanguem, Quepem and Canacona. Due to the difficult terrain, besides other reasons, the bicycle scheme has been implemented for students from Std VIIIth onwards in an effort to make it convenient for them commute to school without any difficulty. The Shikshan to Gouly Girl scheme has been implemented for students passing Std X and taking admissions to Std XI or any other vocational and diploma courses.

The Opposition on Friday demanded that mamlatdars should not have any say in auctioning of sluice gates on grounds of corruption. “There is huge corruption in auctioning of sluice gates and the government should order enquiry,” said Leader of the Opposition, Manohar Parrikar on the floor of the House during “Question Hour” on Friday demanding mamlatdars should not be allowed to interfere in auctioning of the sluice gates. However, Revenue Minister Jose Filipe D’Souza replied, mamlatdar remain present in the capacity of supervisor during auctioning while auction is being conducted by the tenants association. To which, Parrikar suggested that in such cases mamlatdar from outside should be posted so that there is no scope for manipulation as tenants associations are literally harassed by mamlatdars. The tenants association has to obtain approval from the mamlatdar if it wants to withdraw money above Rs 5000, and mamlatdar in return demands 10 per cent commission, stated Parrikar. Some more MLAs also pointed out that tenants associations are being harassed and
mamlatdars should not be allowed to interfere in any way. The Speaker Pratapsing Rane too said, tenants association should be left free and mamlatdars should have no role to play. The Revenue Minister eventually agreed to look into alleged irregularities by mamlatdars and consider the demands made by the members.
St Cruz MLA demands community hall at Merces PANJIM (HR): St Cruz MLA Victoria Fernandes, through a private member’s resolution, recommended that a modern community hall with all necessary facilities be built at Merces. She said modern community hall is needed in Merces which is famous for its craft and sports talents. It has been identified as census town but does not have a community hall for public functions, cultural programmes and other creative activities. PWD Minister Churchill Alemao asked her to submit a proposal and her demand would be met. The resolution was withdrawn on assurance given by the minister.

PANJIM (HND): Is the Government committed to establish the Goa Human Rights Commission and what was the progress into the matter as on June 30, 2010? This was the question tabled by Santa Cruz MLA Victoria Fernandes in the House to Home Minister Ravi Naik. In his written reply Naik informed the MLA that as per Section 22 of the Protection of Human Rights Act, 1933, the chairman and members of State Human Rights Commission shall be appointed by the Governor after obtaining recommendations of a committee formed for the purpose. The committee consists of Chief Minister as the chairperson and Speaker, Home Minister and Leader of Opposition as its members. Naik, who is not attending the assembly due to health reasons, further informed the committee was to meet on June 21, 2010. However, the meeting was adjourned and the same is scheduled to be held shortly, he replied. There is no mention of the reason for adjournment of the meeting. On a question whether there was a move to refer case of human rights violation from Goa to Maharashtra Human Rights Commission, the minister replied in the negative.
HPCC approves 71 proposals; likely to employ 8359 persons HERALD REPORTER PANJIM, JULY 23
About 71 proposals were approved by High Powered Co-ordination Committee (HPCC) in the last four years with a proposed investment of Rs 3655.78 crore and proposed employment potential of 8359 persons, informed Chief Minister Digambar Kamat in its written reply to a questioned tabled by Curchorem MLA, Shyam Satardekar during Question Hour on Friday. As assured in the House in the last session Kamat, said reversion process for taking back plots allotted that were left unused, has been initiated. Altogether 34 plots have been taken reverted for noncommissioning of projects whereas in case of two plots reversion process has been initiated and hundred show cause notices have been issued, he said. Action will also be initiated against those who have not fully utilised full area of the plot. However, exception has been made in cases where industries have plans to put up plants at future date, he said further adding that the authorities have been asked to conduct survey to determine whether area of the plot allotted is used for landscaping and lawns and to take action in such cases. Kakoda Industrial Estate: The Chief Minister assured Curchorem MLA the government will like to build a structure to house Auto Plaza and allot units to genuine applicants. He also requested the MLA in identifying genuine applicants as half of the applications received were not genuine and hence, there has been delay in allotting plots for Auto plaza.
Children’s Court today set August 2 for final arguments in the case trial of sexual assault on a nine-year-old Russian girl, following which it will pronounce its verdict. The prosecution led by PP Poonam Bharne submitted the ossification test of the main accused Aman Bharadwaj confirming he was between the age group of 19 and 22 years old. Bharne earlier relied on his credentials including school leaving certificate and employers’ card that also confirmed he is above 18 years old. Following this confirmation, the Court fixed up the date to conclude the case trial, which was paused on the judgment day in May. The issue arose when the alleged accused told the Court that he was 17 years old, a figure against his earlier statement before the police and Court that his age was 20. In his application he even said that the Court was not competent to try him, for, he was a juvenile. He took a U-turn, ironically on the very same day when the Court was to pronounce its verdict on May 12 after the trial concluded in a record break

Speaker Pratapsing Rane granted leave to withdraw the Registration (Goa Amendment) Bill, 2008, in the Monsoon Session of the Goa Legislative Assembly on Thursday. The Bill was passed more than two years back to restrict foreigners from buying land in Goa. It had raised eyebrows after it was passed in the Assembly. It may be recalled Dayanand Narvekar, who was then Law Minister, had asserted the bill meant to “ban” foreigners from buying properties in the State didn’t mention anywhere its intentions of banning foreigners from buying land. He had maintained there was no mention of foreigners in the bill. Since it was a Central Act, the Union Home Ministry didn’t agree to the amendment.
Govt to work out mechanism to collect cess on imported milk HERALD REPORTER PANJIM, JULY 23
The State Government has agreed to work out a mechanism to collect cess on imported milk on regular basis and also, to ask milk dealers who were slapped with show cause notices for non-payment of cess, to make representation to the government. Chief Minister Digambar Kamat accepted to have a mechanism in place to collect cess on milk that comes from outside Goa while responding to a question posed by Poiguinim MLA, Ramesh Tawadkar. Currently, arrears amounting crores of rupees are due from milk dealers as they stopped payments after one of the companies went to Court. Kamat said, subsequently all dealers stopped payment of cess.
The notification imposing cess on milk coming from outside Goa was introduced on August 8, 2001 and initially, cess was paid by the dealers, he said. There are about ten dealers included Goa State Co-operative Milk Producers Union Ltd, that owe crores of rupees in the form cess to the department of Animal Husbandry & Veterinary Services (AHVS). The Leader of Opposition Manohar Parrikar suggested that the government to write off all the dues as it will be now very difficult for the government to prove the case after so many against the dealers who have not paid their cess. He also pointed out that main clause in the notification says, “Cess has to be paid on milk imported from outside
and sold here. What if milk imported was converted into lassi or curds and then sold? How will the department prove that they are claiming cess on milk sold here?” he queried. Parrikar also pointed out practical difficult in recovering pending dues from milk dealers. The department will not able to recover even some lakhs from dealers even if their properties are attached, he said making a case that the government should write off arrears. While Kamat accepted to immediately put in place some mechanism to collect cess on daily basis but said, “It will not be possible to write off total dues but let them make a representation and we will work out something.”

Despite the menace of garbage plaguing the state, the government seems to be sitting comfortably thinking that things are well under control. In its reply to the ad hoc committee on municipal administration, the government has given a rosy picture of the garbage situation in the state. “All the 14 municipal authorities in the state have partly implemented the Municipal Solid Waste (management and handling) rules 2000. The role of the government is to provide land for acquisition of land for landfill sites and related infra-
structure,” the reply which was tabled in the house said. Further, it says, “all the 14 municipalities have identified landfill sites with due authorization of Pollution Control Board. “The 10 municipal authorities and Corporation of City of Panjim are already in possession of sites. The land acquisition of Mapusa, Curchorem-Cacora and Valpoi municipalities is under progress,” the reply says. The government has said that all the municipal authorities have taken steps in setting up of ward wise composting stations for treatment and disposal of bio-

This had prompted the Court to hold back its judgment and to order an inquiry in his age under section 7-A of Juvenile Justice (Care and Protection) Act 2000. Aman was then subjected to ossification test at Goa Medical College at Bambolim in June. Aman, hailing from Uttar Pradesh along with his accomplice Anil Raghuvanshi of Madhya Pradesh was charged with sexually assaulting the Russian minor when she was bathing in
the water lake at Arambol, on January 26. While, Aman sexually abused her, Anil played the role of diverting attention of the minor’s mother who was resting on the beach rocks closeby. The duo was arrested in Chembur and KTC bus stand respectively after a massive manhunt launched by the Goa police. Pernem police filed a charge sheet against the pair within 14 days from the date of the incident in February. The Court granted conditional pardon to Anil and made him a state-approver in the case to disclose facts.

In a sudden decision, Palekar had withdrawn himself as Pacheco’s lawyer. South Goa based lawyer Anacleto Viegas is now representing Pacheco in the court. Monteiro said that Palekar will also fight his case when it would be chargesheeted. The Chief Minister Digambar Kamat on Friday informed the House that patrolling in Mapusa city will be increased in the night after 12 pm due to increase in the cases of robbery. The Opposition had raised the issue during “Zero Hour” on Friday in view of the robbery in Laxminarayan temple on Thursday night wherein burglars stole cash, silver and gold ornaments worth Rs 5 lakhs. Leader of the Opposition Manohar Parrikar along with Mapusa MLA Francis D’Souza asked what kind of patrolling is being carried out in the city as burglars even dare to break –in at places close to Mapusa police station. Laxminarayan temple is located within one kilometer from Mapusa Police Station, he said. Robberies in Mapusa market is a regular feature and at least, one shop is looted once a week, he said expressing need for heightening patrolling in the city. D’Souza suggested there has be special patrolling during Ganesh Chaturthi during which time most robberies take place when people go to their native places.

It was a day when former tourism minister Mickky Pacheco’s 14-day judicial custody with the Crime Branch finally ended on Friday morning, but not before the MLA had to spend a couple of hours in the custody of the Margao police following his sudden arrest in the 2008 forgery case lodged by her estranged wife, Sara. It was only later in the evening that Pacheco was relodged at the Sada Sub Jail, Vasco after Judicial Magistrate First Class (JMFC), Margao ordered his release in the forgery case upon furnishing bail of Rs 10,000, with directions not to leave the country and to make himself available before the police for investigations.

Konrad, brother of late Nadia Torrado would be referred to Goa Medical College at Bambolim after he suffered medical complication, tomorrow, family sources said. 22-year-old MBA gold medalist is currently undergoing treatment at Institute of Psychiatric Behaviour (IPHB) for depression. “Konrad is not recovering. He still cannot come out from the traumatic phase his family is undergoing. This has also affected his physical health,” said family sources. Incidentally, Konrad went into depression a day after his mother Sonia was arrested on July 17. Family members immediately rushed him to IPHB for psychiatric treatment. He is since then on anti-depressant pills. Sonia was arrested for culpable homicide not amounting to murder and destruction of evidence. She was lately released on conditional bail. Crime Branch officials, investigating the mysterious death of the 27-year-old Nadia, on June 20, had quizzed Konrad in IPHB.
In another development, the South Goa Sessions Court this evening granted interim anticipatory bail to the former minister, with the court directing the police not to arrest him till Tuesday, pending hearing of his anticipatory bail applications. Pacheco approached the Sessions Court fearing arrests by the police in the criminal cases registered against him at the Margao, Colva and Quepem police stations. The former tourism minister was taken into custody by the Margao police no sooner the JMFC remanded him to 14 days judicial custody. Armed with a transfer warrant, a team of Margao police brought the former minister to Margao Police Station and arrested him in the
forgery and cheating case lodged by his estranged wife Sara. The Margao police had in 2008 registered a case of forgery and cheating after Sara complained that Pacheco allegedly forged his power of attorney and transferred her property. He, however, was released on bail later in the evening and later taken back to the Sada Sub Jail. In his anticipatory bail applications, Pacheco has feared that he may be arrested by the police in forgery cases registered at the Margao and Quepem police stations following complaints lodged by his estranged wife Sara. Sources said the criminal case pertaining to the Colva Police Station relates to Section 353 and 501 (ii) of the IPC.

The former Minister’s legal counsel, Adv Anacleto Viegas submitted to the court that the former Minister is entitled for bail on grounds the prosecution has not made out any case against his client. Adv Viegas drew attention of the Additional sessions Judge that the high court in its order rejecting Pacheco’s bail application had stated that the courts should not be influenced by the observations made in the order while deciding bail plea of the former Minister. Adv Viegas made the submission after Public Prosecutor Sarojini Sardinha submitted that the high court in its order rejecting Pacheco’s bail had ob-
served that there’s prima facie case against the accused. The defense counsel further said that the investigating agency is still not clear whether they want to charge Pacheco for culpable homicide not amounting to murder of for abetment of suicide, saying sections 304 and 306 of the IPC are not compatible. On the other hand, the public prosecutor Sarojini Sardinha said that the former Minister is seeking for bail on grounds that the Session of the Legislative Assembly has commenced from July 19 and will continue till July 30. She, however, pointed out that the high court, while rejecting Pacheco’s bail plea, had observed that the MLA is free to approach the court seeking permission to attend the Assembly session. After hearing arguments, Judge Deshpande has reserved his order to Monday. Earlier in the day, the former Minister was produced before the Judicial Magistrate First Class, Margao after the expiry of his 14 days remand in police custody. After arguments, the JMFC remanded Pacheco to 14 days Judicial custody and the former Minister was taken to the Sada Sub Jail, Vasco.

Bhartiya Janata Party (BJP) Spokesperson Rajendra Arlekar has expressed concern over the issue of foreign nationals figuring in the electoral rolls of the State. Addressing a press conference in BJP office on Friday afternoon, Arlekar said BJP demands a thorough examination of the electoral roll and delete names of foreign nationals. “It is a cause of concern and the recent exposure of foreign national possessing Electoral Photo Identity Card (EPIC) and ration card is just a tip of ice berg,” claimed Arelekar. It may be recalled that recently, Mormugao Deputy Collector Levinson Martins had directed election authorities to delete the names of a Nepali couple from the electoral register, after Mormugao Mamlatdar’s office noticed that the couple from Adarshnagar-Chicalim are foreign nationals. Besides, the couple also declared that they possessed ration
card. Martins had stated that the couple was not entitled to posses such legal documents being foreign national. Thus, he directed to delete their names from the electoral roll and scrap their ration card. “We strongly suspect that besides Nepalis, there are Bangladeshis and Pakistanis, who have illegally immigrated into India and managed to register their names on electoral roll and possessed ration cards,” alleged Arlekar. He said BJP demands that the Chief Electoral Officer (CEO) should take an initiative to carry out thorough verification drive in entire State to delete the names of foreign nationals from the electoral roll. “Possessing legal document like ration card by foreign national is a cause of concern and this is nothing new, as earlier a Russian was also found possessing ration card,” added Arlekar. He further said the Nepali couple,

Civil Supplies crackdown on hotels, 73 cylinders seized MARGAO (HR): Officials of the Civil Supplies department cracked a whip against hotels and eateries using domestic LPG cylinders in their premises for commercial use. Led by Civil Supplies inspector, John Fernandess, Salcete taluka, the team seized as many as 73 domestic LPG cylinders in coordination with officials from Bharat Petroleum.
The team raised hotels in the heart of the Commercial Capital and later checked establishments at Borda, Fatorda, Madel, besides some hotels in the villages of Colva and Davorlim. Inspector John Fernandes informed that the raid was conducted following complaints from NGOs that many establishments were using domestic LPG cylinders in the commercial establishments in flagrant violation of the rules. He said the rampant use of domestic LPG cylinders in commercial establishments have hit supply of cylinders for domestic use. The Civil supplies inspector has warned erring hoteliers and owners of eateries that the department will carry out random checking of the premises to unearth illegal use of the domestic cylinders.

Delayed payments by the Margao Municipal Council and space constraints at the dog shelter has hit Animal Birth Control (ABC) program in the Commercial Capital. If the coordinator of South Goa Welfare Trust for Animals Sandra Fernandes is to be believed, the dog shelter can tackle the stray dog nuisance if basic facilities and payments are made on time. Fernandes further said the monthly payment of Rs 11,000 to the NGO by the Civic body has been found inadequate to meet the requirements. That’s not all. She said the Civic body has not been making the payments on time, saying that payments for the month of June has not been made till date. She, however, solicited public support for the ABC project and said the dog shelter can seen a turn around with little assistance from the government and public support. “we can even perform 30 operations if the shelter is further extended. The government should also depute a doctor to carry out the operations”, he added. Saying that the MMC has defaulted payment of the Rs 11000 pertaining to the month of June, Fernandes said “We cannot run the shelter without the payments. The Mapusa Municipal Council (MMC) in its ordinary meeting held recently deliberated on the proposed renovation and maintenance of the municipal toilet in the market. Chief Officer Dashrath Redkar informed that MMC has received a proposal from Sanitation Consultation Services, Navi Mumbai, that they would repair the existing toilet in the market at a cost of about Rs 5 lakh and would run it as a pay toilet. “The Sanitation Consultation Services will keep a deposit of Rs 30,000 with MMC and electricity and water bills will be paid by them,” informed Redkar. The councilors gave their consent to the chief officer to have a dialogue with the party, but stressed that the agreement should be for five years initially and it could be renewed further, based on the performance of the company. Councilor Rohan Kavlekar said labourers engaged by MMC do not collect the garbage properly during rainy season. “Labourers are not wearing raincoats and as soon as it starts raining, they stop the work and take shelter in the houses or shops. Hence the MMC should not pay them the allowance for the purchase of raincoats and instead MMC should give them raincoats,” suggested Kavlekar. Some councilors complained that the labourers do not use gloves while collecting garbage. The chief officer immediately summoned the representatives

PANJIM (HND): Corporation Bank recently organised a daylong Hindi workshop for its officers. Deputy General Manager B B Tejappa said that liaison officers nominated in the branches should take up the work of implementation of national language Hindi earnestly. He urged all the officers to motivate the other staff members to make sincere efforts in official language implementation, by doing their internal work in Hindi. During the day-long proceedings, participants were informed about the provisions of Official Language Policy of Government of India and methods of implementing it by way of various theoretical and practical sessions. Pradhyapak, Hindi Teaching Scheme Devkinandan Pathak, Bank of Maharashtra Manager G P Gupta, Sr Manager (Hindi) Canara Bank Vanita Gadiyar and B B Tejappa delivered lectures, during the workshop. The chief officer said MMC has received a letter from Deputy Superintendent of Police stating that movement of vehicles in municipal market should be restricted from the security point of view. cussion decided that the MMC should close the gates to prevent entry of vehicles inside the market. The issue of putting up a board of Municipal Council in Devanagri script figured in the discussion. Chief Officer Redkar said as per the notification issued by the Directorate of Official Language, the name board can be put up in English, Hindi, Konkani and Marathi languages. Subhash Narvekar stated that since Konkani is the official language, the name in Konkani should appear above Marathi. The councilors also offered their consent for the same. Speaking on the occasion Tendulkar appreciated the pro-active role played by ICAR and KVK during the recent years, which have seen many technologies being developed and used by the farmers. Fr Inacio Almeida in his speech appreciated the contribution of scientists from ICAR and KVK for the farming community for the last 25 years. Earlier, Dr S Subramanian, In-charge Director, welcomed the gathering and gave a detailed account of the importance of commemorating ICAR Foundation Day. During the technical session, Mr Hoble, ZAO, Tiswadi, gave a detailed account of various schemes of the Department of Agriculture for the benefit of the farming community while Geeta Pansare, Manager, NABARD gave a detailed account of various schemes of NABARD for the farming community. A team of government doctors conducted a day-long orientation camp for residents of Canacona taluka on Chronic Renal Failure (CRF) at the Canacona Municipal Council Hall on Thursday. The team, which was specifically made to answer to the woes of the people, gave lectures on the incidence of cases of CRF from child birth onwards. The team also presented a slide show of the functioning of kidneys, how they are affected due to food habits and the precaution that has to be taken. Canacona taluka is plagued by high incidence of kidney failure, the issue which was even raised in the Assembly in 1999 by ex-MLA Isidore Fernandes and then health minister Francisco Sardinha had directed for a formation of a team of medical experts to find out high incidence of kidney failure in Canacona taluka. The study remained inconclusive and till date the medical fraternity is yet to pinpoint on the exact cause of high incidence of CRF in the taluka. It is learnt that majority of CRF patients in Canacona hail from ST, fishermen and Christian community and majority of them are women. The doctors displayed a new machine where urinary samples can be taken on the spot and report of the functioning of the kidney and other functioning of the body can be taken in a short period of time. “Presently, the portable gadget is available at Hospicio in Margao and new instruments will be procured and Anganwadi workers will be trained to use the equipment and around 44,000 people of Canacona will be under the scanner of this hitech machine,” said Dr Amol Mahaldar. Dr Mahlaldar, a Nephrologist by profession, said he will visit Canacona once a month to monitor the CRF case study in Canacona.

The State Government has no intention to hand over Cabo-deRama fort to a private party however its renovation will be undertaken this year. As also, restoration of Chapora fort will start this year, told Babush Monseratte, Minister for Archaeology while responding to a question tabled by Quepem MLA Chandrakant Kawlekar during Question Hour. The restoration of these forts will be carried out through Indian National Trust for Art & Cultural Heritage (INTACH) and he will ensure that no disturbance is caused to any of the community or religious activity. The Caba-de-Rama fort has a chapel at the entrance and residents fear that their entry will be restricted once restoration work starts, said Kavlekar seeking clarification from the Minister. In a written reply to a question tabled by Siolim MLA, Dayanand Mandrekar, the minister also informed the House that restoration work of Fort Mormugao has also been taken up whereas 80 per cent work of restoration of Fort Reis-Magos has been completed. Also, restoration work of forts at Alorna and Khorjuve will also be taken up during this financial year. Margao lacks infrastructure to fight fires, says Parab HERALD REPORTER MARGAO, JULY 23
Maintaining that the available infrastructure to fight fires in the commercial capital is grossly inadequate, Assistant Fire divisional Officer, Margao, Prakash Parab has said it is high time the stake holders put the necessary infrastructure in place before a disaster strikes the Commercial Capital. Delivering a talk on the fire accidents and safety requirements in the city here organized by the south Goa Journalists Association on Thursday, Parab further said the agencies should get rid of congestion in the markets to avert any stampede in times of emergencies. Parab recalled that he had recommended installation of as many as 40 fire hydrants across the city way back in 1999, but lamented that not even one hydrant has taken shape till date. That’s not all. Parab said the concerned agencies should immediately lay a dedicated water supply line – connecting the Selaulim water line to the heart of the city – to meet any eventuality. “Fire hydrants sans a dedicated water line will not help fight fires. The dedicated line is required to maintain the desired water pressure in the hydrants during fire fighting operations”, he added.

Gold ornaments, cash and about 3000 Euros, all worth about Rs 8.14 lakh were stolen from a house at Christian Wado, Marcel, on Thursday. According to Ponda Police, the maid employed with the Lobo family on July 20 has been suspected of the theft. According to the complainant Anna Jude Lobo, the theft took place sometime between 8.30 am and 3.30 pm, when Anna had left for work. The complainant further stated that the maid suspiciously went to sleep once she left her residence on the pretext of being unwell. The room in which the maid went to sleep had the cupboard which had all the valuables. At about 11.30 am, the maid left Lobo’s residence informing Anna’s mother that she was going for shopping, but the maid failed to return. The incident came to light only when Anna came back to her residence.
‘Sonsodo fire, a case of sabotage’ HERALD REPORTER MARGAO, JULY 23
Assistant Fire Divisional Officer, Margao Prakash Parab has asserted that the raging fire at Sonsodo in February 2009 was due to sabotage. Commenting on the fire at Sonsodo, Parab said it is a clear case of sabotage and the fire cannot be attributed to any accident or methane gas at the yard. “If the fire was due to any methane gas, it would have started from the middle and not from the side of the dump yard”, he said, adding that the 2009 fire at Sonsodo was a clear case of sabotage. He wondered why there has been no fire accident at Sonsodo in 2010, even presuming that the 2009 fire was due to formation of methane gas at the site. The Assistant Fire Divisional Officer said the Margao Municipality and other agencies should join hand to put the fire hydrants in place in the New market and Gandhi market area. He said pending laying of an

Saying that Fire services often draw flak for delays in reaching the spots, Parab said that he had in the past written to the government agencies to ban double parking in the markets, especially on the turns. “The fire tenders find difficulty in approaching the markets, especially on the turns. Banning parking on the turns would help a great deal in removing the bottlenecks”, he added.
Patient’s relative injured in Asilo hospital HERALD CORRESPONDENT PORVORIM, JULY 23
She had accompanied a patient but ended up receiving 11 stitches on her head when a heavy wooden photo frame fell on her at Asilo Hospital in Mapusa on Friday. The incident occurred at about 9.30 am when one Prabhalata Naik of Assagao had gone to the hospital along with her sister-in-law Tejaswini, who was to be operated in the afternoon. Prabhalata was sitting on the benches kept in the corridors of the hospital when the photo suddenly came crashing down on her. On hearing Prabhalata’s screams, nurses and doctors rushed to her and got her shifted in the hospital and offered medical treatment. She received 11 stitches on her head. In the meantime when Siolim MLA Dayanand Mandrekar got the information that a woman from his constituency sustained grievous injuries, he rushed to the hospital. He also informed about the incident to the health minister. Health Minister Vishwajeet Rane rushed to the hospital and enquired about the well-being of the patient. The Majorda-Utorda beach stretch has faced the brunt of nature’s fury, with the beach witnessing extensive soil erosion this monsoon. A visit to the beach has revealed that a significant portion of the beach has been affected by the rising sea water.

Last year too, the MajordaUtorda stretch of the beach was hit by soil erosion, prompting village Sarpanch Visitation D’Silva to take up the matter with the Water Resources department to implement beach protection measures. The sarpanch has said that the nature’s fury has affected the Utorda beach, besides Ma-
jorda and said the Panchayat has already taken up the beach erosion with Water Resources Minister, Filipe Neri Rodrigues for action. The process has begun to put in place beach protection measures along the MajordaUtorda beach stretch a la Betalbatim’s Sun set beach. “I have been assured that work on protecting the Majorda-Utorda beach will commence after the monsoons in October. Hopefully, some measures will be in place before the onset of the next monsoons”, the sarpanch added. Meanwhile, Betalbatim’s Sun Set beach has successfully withstood the fury of the nature as the protection measures implemented has prevented soil erosion. Though the boulders placed along the shore has helped to prevent soil erosion, locals says the government should carry out repairs wherever any breach is spotted along the beach.

Vasco Police on Friday recovered two male bodies in two different places in Vasco. In the first incident, Vasco Police found the body of a man believed to be in his forties close to a bar near Valmiki Building, Baina-Vasco. The deceased was wearing light blue long sleeves shirt, black trouser, bleached hair with beard and moustaches and body complex whitish in colour. At about 3 pm, Vasco Police found one more male body, also believed to be in his forties, at an abandoned building near Va s c o Ra i l w a y s t a t i o n , Mestawado-Vasco. The Green Goa Foundation has threatened to approach the High Court if the contractor engaged to build the Assolna Cavelossim bridge fails to clear the industrial slag used as land fill for the approach road within 10 days. In a representation to the Goa State Pollution Control Board, PWD, District Magistrate, South, Cuncolim police, besides Assolna panchayat, the Foundation sought directions to the contractor to remove the slag and build the road with rubble and mud packing as mandated under the PWD Roads Manual. He alleged that truck loads of industrial slag is being used for landfill for the approach road to the bridge, adding that the slag is deposited in large quantities on the acquired paddy fields on the Assolna side of the bridge. “The Industrial slag contains pollutants and is environmentally unfriendly. The paddy fields, water bodies and the river are on the verge of being polluted as the industrial slag finds its way into these bodies”, the Foundation said, adding that the contractor is duty bound to bring in mud and rubble stones for the land fill.

Dangerous precedent
T
he ruling of the International Court of Justice at The Hague that Kosovo’s unilateral declaration of independence from Serbia was ‘legal’ under international law sets a dangerous precedent. International affairs experts say the groundbreaking ruling will have immediate implications for separatist movements around the world, bolstering demands for ‘independence’ by secessionist outfits in Northern Cyprus, Somaliland, NagornoKarabakh, South Ossetia, Abkhazia and Transnistria. In fact, it might facilitate the break-up of Kosovo itself, as the Serb majority around the northern town of Mitrovica has ‘broken away’ from the Albanian-dominated former Serbian province. Kosovo unilaterally declared its ‘independence’ on 17 February 2008 with US backing, after nearly 10 years of operating independently with international supervision, when it was nominally an autonomous province of Serbia. Kosovo’s ‘independence’ has been recognised by 69 countries, but it needs a nod from 100 countries to join the UN. Court President Hisashi Owada said international law contains no “prohibition on declarations of independence”. The court, therefore, concluded that Kosovo’s unilateral declaration of independence “did not violate general international law”. Ten of the 14 judges on the Bench endorsed Kosovo’s independence, while four opposed it. Specifically, the verdict says it was not in violation of UN Resolution 1244, which contains no provisions to prevent a unilateral declaration. The court has actually ruled on an extremely narrow and specific issue – whether there is anything in international law to rule secession illegal. After hearing submissions by UN members, from Serbia and Kosovo – as well as examining the few precedents in international law and how a country like the Soviet Union broke up into its constituent republics – it gave a ruling that essentially relies more on omissions than substantive precedent or practice. This suggests that issues of sovereignty rely not so much on international law as on geo-politics. The US, the world’s only superpower, has thrown its full weight behind Kosovo, right from when the territory declared its ‘independence’. Kosovan Prime Minister Hashim Thaci was in America at the time of the International Court’s judgment, and US VicePresident Joe Biden publicly reiterated American backing for Kosovo’s independence before the verdict. After the judgment, Mr Biden telephoned Serbian President Boris Tadic to assert Washington’s support for Kosovo, hinting that if Serbia accepted the ruling, the US would support its entry into the European Union (EU). Right now, Serbia says it will ‘never’ accept Kosovo’s independence (the decisions of the International Court are not legally binding). It has support from Russia, which has said the ruling gives no legal basis for secession. However, if the two succumb to the seductive cocktail of US pressure and enticements, it could have far-ranging implications. Tomorrow, if a rebellious province in a country (hypothetically, it could be Baluchistan in Pakistan or, say, Kashmir or one of the North-Eastern states in India) declares ‘independence’, secures US backing and ‘recognition’ from a few dozen of its client states, its declaration could conceivably be considered ‘legal’. That is why India must think a hundred times before it even considers recognising Kosovo’s ‘independence’.

here is a growing tendency, in recent times, for pharmaceutical firms and for the medical establishment in general, to rush into prescribing solutions for problems of which they are still only vaguely aware. The process of “research” has often been driven, not by the need to understand a problem but by the need to become the first to market a solution so that one gets the maximum financial benefits from putting a product in the market. The prestige of being the pioneer in that particular area of research also has its own attraction. Often, the scientist himself/herself, or the team working on a problem, are not responsible for the over-enthusiasm in announcing the product to the world; the research institute or the company’s research and analysis department is most often responsible for a premature promotion of the so-called “solution” to the problem. In an extremely competitive world, it is understandable that institutes or establishments are driven to push products or processes with a view to harvesting most money; or, as it is called in today’s marketing jargon – capturing the greatest share of the market. Unfortunately, the governments of our time are not immune to the pressures, driven by financial considerations instead of fulfilling their obligations as custodians of public safety and morality. Corruption and intrusive manipulation of public policy making by industry has become only too evident in the past few decades. This has led to massive public health disasters all over the world. Examples are too numerous to elaborate, but one can cite the better known instances of the promotion of penicillin as “the miracle drug”, the world-wide use of Enterovioform and Mexaform as prophylactics against travellers diarrhoea, the sudden eruption of Mad Cow disease, the promotion of commercially manufactured Infant Foods to replace Mothers’ Milk, and so on. The Bill which is to be introduced in the next session of Parliament, known as The Assisted Reproductive Technologies (Regulation) Bill - 2010, is an outstanding example of the Government of India rushing in to “capture the major share of the market” in the growing business of surrogate motherhood. From a prima facie reading of the draft Bill, it becomes evident that the Ministry of Health and Family Welfare is in a hurry to push through legislation on a matter to which it has not given sufficient attention. The first impression one gets is that the Government wants to control the entire enterprise of surrogacy. The 2009 report of the Law Commission described ART as

Even the Supreme Court of India was aghast by the Law Commission describing surrogacy as an industry. “With all due respect to the Law Commission, how can they call something with regard to children as an industry?” the Court observed. The Solicitor General of India, Mr. Gopal Subramaniam, in his arguments before the Supreme Court, asked: “In the end, we have to ask if this is a country where people are going to enter a contract to buy or sell children.” The proposed legislation is a clear attempt by the Government of India to “control” the entire field of surrogacy in India. It is quite evident that no attention has been paid to the ethical questions related to Artificial Insemination techniques and the renting out of wombs to carry out pregnancies for other women – whether fertile or infertile. Even Chapter VII of the draft Bill does not address the ethical issues although it is titled: “Rights and Duties of Patients, Donors, Surrogates and Children.” The proposed Bill seems to be overly concerned with the problems concerned with Sourcing, Storage, Handling and Record Keeping for gametes, embryos and surrogates. The Preamble states that “The bill details procedures for accreditation and supervision of infertility clinics (and related organizations such as semen banks) handling spermatozoa or oocytes outside of the body, or dealing with gamete donors and surrogacy, ensuring that the legitimate rights of all concerned are protected, with maximum benefit to the infertile couples/individuals within a recognized framework of ethics and good medical practice.” This is significant because this is the only area in which the Government seeks to exercise control of the functioning of private clinics. Why is a similar control not exercised on all other private health institutions? It is very significant that the Bill was drafted by a committee of lawyers and bureaucrats from the Ministry of Health and Family Welfare, with only four medical doctors, who, apparently have a vested interest in the “business” of surrogacy. An obvious omission is the absence from the drafting committee of any representative of the National Human Rights Commission and the Na-
tional Commission for Women. The absence of inputs from these two Commissions is glaringly obvious. Although the draft Bill speaks about protecting the rights of “all concerned” there is no evidence whatsoever of the protection of the rights of the child(ren) conceived and brought to birth by surrogate mothers. The most critical chapter VII of the draft Bill, which addresses the “Rights and Duties of Patients, Donors, Surrogates and Children,” is the most ambiguous and most confusing. It is full of contradictions e.g. while sub-section (1) states that “Subject to the other provisions of this Act, all information about the donors shall be kept confidential and information about gamete donation shall not be disclosed to anyone other than the central database of the Department of Health Research, except with the consent of the person or persons to whom the information relates, or by an order of a court of competent jurisdiction”, sub-section (5) specifies that “The identity of the recipient shall not be made known to the donor.” The obvious implication of such legal provisions is that children born to surrogate mothers are deprived of knowledge of their parents. A prominent publication rightly criticizes such an arrangement in a recent article titled my father’s name is “Donor.” The study of this Bill gives rise to the nightmarish scenario in which a super-surrogate “Data Bank” emerges which is the only source of information about parentage. Donors of gametes or sperms have no information about the end result of their contributions, the surrogate mother is not informed who the donors are, and the children begotten from such arrangements will be unaware of their biological parentage. The only source of information will be the “Central Database of the Department of Health Research.” And from our past experience of trying to get any reliable information from any Departments of any Government, we are assured of a massive flood of confusion The Government is unable to control the economy; it is struggling to feed millions of citizens who are literally dying of starvation; it is unable to provide basic education to more than half of the population; it cannot guarantee basic services such as potable water and disposal of human and municipal waste in urban areas; it has not yet been able to immunize children against preventable diseases . . . law and order in many parts of the country remains an intractable problem, and the Government is now proposing to enter the “lucrative” business of surrogate motherhood.

The Met department’s job is to predict the weather. But then many a times Nature has proved the weatherman wrong. When rain is predicted, the sun comes out in all its glory. At the time of the elections, politicians would love to have someone predict the results only if it was predicted that they would win the elections. A prediction is always good if it is to our advantage. Otherwise people will not believe in the prediction even if it is made by an octopus.

Immediately, the minister’s son called a press conference, refuted the charges, and warned of a defamation case. Perhaps he was not aware of the outcome of a similar case filed by the Advocate General. Next, a ‘Sena’ led by the son in a morcha burnt an effigy. Then some self-styled leaders made statements warning about ‘caste bias’. When the IGP said that the police may interrogate those named, the minister pleaded illness and got himself ‘admitted’ to avoid further queries. Finally. in the Assembly, the CM refused to hand over the case to CBI.

Cong for non-Goans Croydon Medeira, by email A wonderful statistic brought before the public during the ongoing Assembly session is about the number of non-Goan security guards employed by the government. Mandrem MLA Laximikant Parsekar said that out of 500-odd security guards employed, over 300 were non-Goan, which is more than 50 per cent. Congress governments at all levels – Panchayat, Zilla Parishad, Council, MLA or MP –always support non-Goans; in jobs, government schemes, facilities, or even rehabilitation in natural disasters. Goans are left to die or fend for themselves.
Caste politics Praxy Fernandes, St Cruz Goa may be the most literate state in India, but surely it is the least educated one. Just because the Leader of the Opposition and the NSUI President have pointed out lacunae in the police probe on the politician-drug peddler nexus or, for that matter, on the cricket ticketgate scandal does not mean the people have to resort to caste, ‘samaj’ and religious politics to defend themselves. Has Parrikar at any point of time used the phrase ‘Bahujan samaj’? Did he talk about the nexus having anything to do with caste and religion? Then why are people defending their political masters on the basis of ‘samaj’ and caste? What has happened to our education in Goa? Degrees and certificates do not make one educated. How can the police summon anyone for alleging a nexus? This is suppressing freedom of speech. Strange and disgusting!

Catholics want jobs

I have been reading letters in the newspapers asking all Catholic MLAs why Catholics are being deprived of government job opportunities. This was pointed out not by any Catholic, but by the BJP Leader of the Opposition Manohar Parrikar, who said that only 9 per cent of 9,000-odd jobs have been given to the minorities in government departments. This is less than the number of jobs he gave to minorities during his tenure! For this, first and foremost, I would like to blame the religious heads – especially the Catholic priests – who time and again propagate among the faithful that they should elect the same old faces, and that they have full faith that with them the minorities will be protected and benefited. But, alas, what do we get barring a few advertisements in Church souvenirs for the cultural programmes that we are famous for? The Hon’ble Chief Minister has the support of nearly 6,000 Catholic voters in Margao constituency. But how many Catholics has he given jobs to? It is hardly 2 per cent, as per the records. And what about Catholic ministers like Joaquim Alemao and Churchill Alemao; how many minorities they have given jobs to? With a 70 per cent Catholic population in their constituencies, Joaquim has given only 5 per cent and Churchill only 17 per cent. Only Aleixo Sequeira has helped many Catholics in the Electricity Department. Will our priests please learn from the above facts? Instead of asking for advertisements and donations to the Church and for dances from these politicians, who have amassed huge wealth at our cost, why don’t they ask for jobs for our Catholic brethren, instead of forcing them to migrate to foreign countries? As MLA, he convinced the Railway Minister and Railway Board to develop Sawantwadi Station as the main terminal in the Konkan, and got two new trains sanctioned between Sawantwadi and Mumbai. In contrast, our MPs have failed even to maintain the daily train between Vasco and Mumbai via Miraj and the Vasco-Bangalore train via Londa and Hubli, which were running before conversion from metre to broad gauge. Our MPs have also failed to enable unemployed Goans to secure jobs in the Konkan Railway. Even vending stalls on platforms in Goa have gone to non-Goans! One ex-MP, who is now a minister in Goa, and had earlier strongly opposed the Konkan Railway passing thorough Goa, is today offering shops on Konkan Railway stations to non-Goans for a price, keeping Goa’s unemployed youth high and dry. Shame!
Religion & country Joseph Lawrence, Navelim The letter ‘Not by God’ by Constancio Fernandes (Herald, 17 July) has two basic errors
(I speak as a Roman Catholic; I cannot speak for other religions). His point that all religions are man-made is false. The Catholic religion was created by God himself, through his son Jesus Christ. After God created man, he noticed that man was making idols of strange ‘gods’ and worshipping them, instead of Him. So He sent His only son to show us the way. Jesus set up the Roman Catholic Church and made St Peter its head (First Pope). I also do not agree that one’s country comes above religion. If you follow your religion properly, you will also be a good citizen. Christ told us: “Give unto Caesar what is Caesar’s and unto God what is God’s.” It is clear that the two are separate and cannot be compared. God created the whole universe, including the Earth and all countries. A ‘creation’ cannot be superior to its ‘creator’. Even when the Father of the Nation Mahatma Gandhi was dying, he did not say: “Jai Bharat.” He called out to his God…
Change crisis Rodney de Souza, Assagao Once again, there is an acute shortage of small currency. One rupee and two rupees notes have become extinct. The five rupee note survives, with patches and stitches. The once big family of coins has become smaller; but in coins, a small family is rarely a happy family. All coins up to 25 paise are extinct. The 50 paise coin is rarely seen and the rest are getting scarcer by the day. Only the beggar and the eunuch are happy, for obvious reasons. The vendor in the market is not affected. He just rounds off your purchases to the next ten rupees. He also happily gives toffees and cough lozenges in place of coins. But though toffees have become legal tender in Goa, the customer has no reciprocal right to pay for his purchases in toffees. As always, the common customer is at the receiving end.
Drugs case vs Nadia Irineu Gonsalves, Verna The Goa Assembly has been witnessing noisy scenes. Manohar Parrikar does his homework well. He deserves to be in the Opposition (no pun intended), as he brings public awareness of the shortcomings of the government. However, he falls short in suggesting remedies. It was clear after Tuesday’s proceedings in the House that the Congress-led government is under stress. The Manohar Parrikar-led opposition is demanding that the drug case be handed over to the CBI, and rightly so. Some ruling legislators are walking the tightrope of conflict of interest and have joined the opposition cacophony. Whether this is out of concern or just to grind an axe with the Home Minister is another matter. Chief Minister Digambar Kamat should know that people are watching and expect the case to be pursued just as keenly as Nadia Torrado’s. What is sauce for the goose is sauce for the gander; in both the cases high profile ministers are involved. Or, this disgraceful case will become a political liability and a deep embarrassment for the Congress.

Dangerous trends

ll the world’s a stage. And the “nataks” going on in Karnataka is a symptom of all that is going terribly wrong in our country. Affluence and modern lifestyles which are drifting far from Nature, have upset the balance everywhere and in everything. Government and society reflect all that is bad and ugly, pushing the good into the background. The respected Lok Ayukta in Karnataka resigned since he could not keep duelling with the government that reinstated those he suspended and went after those who exposed corruption. Even after L.K.Advani got him to withdraw his resignation, assuring him that all his requirements to function effectively in his office would be met, the government reluctantly acceded to give him necessary powers, but kept the MLAs out of his ambit! The sanctity of the Legislative Assembly is regularly desecrated by unruly behaviour of its members and the opposition is resorting to daily sleep- in protests, whilst the ruling dispensation seems to have every intention to stay in power by condoning crime and corruption. In the Bihar Assembly, 67 unruly MLAs are suspended for unruly behaviour, slippers flung at the Speaker and a woman member threw several flower pots around and had to be dragged out of the premises! Out of 28 States, 14 States and also Kashmir are in turmoil with caste, religion, regional disputes or home grown active terrorist outfits. The recent non fruitful talks in Pakistan with Foreign Ministers Krishna and Qureshi shaking hands but with sharp outbursts during Press conferences is not a good sign. About Qureshi’s taunt that our FM constantly required advice from Delhi, I would have asked whether I should take advice from America, China or the ISI! However I am glad our FM did not stoop to Qureshi’s level! All future talks, with Pakistan playing a clever game to keep Kashmir on the boil to destabilize and keep India out of Afghanistan, must end with a joint statement and no Press Conference thereafter, which brings matters back to square one. The most dangerous trend is the increasing violence in our political establishment and the mindset of the people. The government controls or influences all four Estates, the Executive, Legislature, Judiciary and the Press. It has long been recognized that society prepares the crime, the criminal merely commits it! India is a vast and complicated country with plenty of divisions in caste, creed, cuisine, language, wide disparities in living styles and culture. A foreigner put it nicely when he said he has never met an Indian! They are either Punjabis or Keralites, or Goans etc. Our Constitution preaches unity in diversity, and this one beautiful thing that the world admires us for, is in danger of being blown away! India lives in the space and bullock cart ages simultaneously. The present knowledge explosion and communication technology, with powerful mediums like Television and Internet have raised expectations and there is a scramble for money and power to achieve instant success by hook or by crook. We have bred politicians who are a product of this degradation. The various policies by this breed of leaders like reservations and out-of- turn privileges are creating more and more divisions and themselves encouraging corruption and violence by all manner of guiles to subvert the law and remain in power. This has brought our Nation into unsustainable development, permanent damage to integrity and character of the people, breeding of internal violence visà-vis Maoists, Naxalites and internal bred power centres that can control the government and subvert the law. In Goa we have the Politicians-Police –Drugs nexus. The government refuses to have a CIA or NIA impartial investigation. How can the police be trusted to investigate its own members impartially? The policemen involved are out on bail, the model Lucky Farmhouse who claimed to have recorded evidence was not contacted on one excuse or another. In the meantime the arrested drug dealers are out on bail and investigation delayed so trail becomes cold and there is plenty of time for cover up, intimidating or bribing of witnesses. The police were unable to find politician Mickky Pacheco absconding for about a month, or his aide Lyndon Monteiro. They could approach the courts up to the Supreme Court during this time, and when all avenues were exhausted, they gave themselves up, after which the police became overactive. More than a month later, they arrested and took into custody the mother of the victim for interrogation of destroying evidence. She is a respected school teacher, not a hardened criminal who has not absconded or asked for preventative detention bail etc., and they could have interrogated her at her residence or conveniently whenever they wanted! These are dangerous trends. Coming to the monsoon session of our Assembly, the Opposition is highlighting various ills, but we do not see any serious will to chastise or punish those responsible or make good the loss to the public exchequer. The Opposition has no solution, and all this is nicely brought out in the air-conditioned Sulabh toilet discussion. It is all good fun. Never mind if there are absolutely no Sulabh toilets in Shiroda or Mandrem constructed in the last 4 years or people have to use the open grounds. The Sulabh toilet constructed at Pomburpa Springs is unattended to, and was stinking during the Sao Joao festival. After joking that the person using the air-conditioned toilet will not come out in a hurry, the CM assured that all files for request of Sulabhs in various constituencies have been cleared by him; next question! I trust that our burning issues like Garbage and sewage control, River Princess, price control of essential commodities, illegal mining, infrastructure for sustainable development, stray dogs/ cattle , finalization of RP2021, TCP Act and Police Bill in line with the Supreme Court directions will be addressed with a sense of great democratic responsibility.
Mumbai attack probe ‘must do’ for Pak: US PTI WASHINGTON, JULY 23
The US wants Pakistan to continue to investigate the Mumbai terror attack and bring to justice those responsible for the carnage, saying these are "must do" things for that country for the benefit of the region as a whole. State Department spokesman P J Crowley told reporters at his daily news briefing yesterday that the US would continue to discuss with Pakistan the need to probe the November 2008 attack that killed 166 people. "There are things, clearly, that Pakistan must do. Certainly, continuing to investigate and bring
to justice those who are responsible for the Mumbai attack is an important element," Crowley said. "It's important to Pakistan. It's also important to India. And we will continue our conversations with Pakistan on the things that it needs to do not only for the benefit of Pakistan but the region as a whole," he said. The spokesperson said the US policy is to fully cooperate with Pakistan on terrorism and to continue to work closely to help Pakistan battle the insurgency that now is a threat to Pakistan itself. "We've seen significant progress by Pakistan over the past year. It's an area that was part of the Strategic Dialogue that our governments just had in Islamabad," he said. India has blamed Pakistanbased terror outfit Lashkare-Taiba for masterminding the attack, and the lone Pakistani gunman captured alive following the raid has been awarded a death sentence by a court. A trial is also on against seven suspects, including LeT operations commander Zakiur Rehman Lakhvi, in Pakistan but India has said Islamabad should do more to bring the masterminds to book.

M Sayeed Alam, whose 'Ghalib' has seen 33 productions across the country, says he chose Alter for the role for three reasons. "First Alter's Urdu is too good. He has a great command over the language. Secondly, his complexion almost matches with what Ghalib is described as and thirdly their age. Alter, who is 60, plays the role of Ghalib as a 67-year-old," Alam told PTI. This weekend two productions of the play will be staged in Chandigarh and the national capital. A hen that changes its colour frequently owned by a farmer at a coastal hamlet near here has evoked keen interest not only among lay men but also the scientific community. The Zoologists here are studying the phenomenon as it was the first such documented case. The six-year old bird, which was black originally, changed its colour four times in the last six years without shedding its plume or any other physical problem. The bird turned black-and white

The court said the victim's age has been proved to be around 18 when the incident occurred. Rathod, then 30 years old, was serving at a forest office near the victim's house. The government today clarified that the tenure of the Cabinet Secretary has not been fixed at four years but an incumbent may be given a maximum of four years in the post in "public interest". "The Central government may, if considered necessary in public interest, give extension in service to a Cabinet Secretary in the Central Government for such period or periods as it may deem proper subject to the condition that his total term as such Cabinet Secretary does not exceed four years," an official release said.

The Centre has shunted out a CBI officer who had made a significant breakthrough in the investigation into the Rs 60,000-crore 2G spectrum scam of the Telecom Ministry that could have helped the agency take Communication Minister A Raja to court. Vineet Aggarwal, an IPS officer of 1994 batch of the Maharashtra cadre, has been relieved from the CBI on the ground that his central deputation ended in April and he is required to go back to the parent state. He is now back in Mumbai as the additional commissioner, Central Region, Mumbai Police.

HC stays order on CAG report PTI PATNA, JULY 23
The Patna High Court today stayed its previous order on whether or not the allegations levelled in a PIL in connection with the CAG report were a fit case to be referred to the CBI, in a major reprieve for the Nitish Kumar government. After an almost two-day hearing on the interlocutory petition filed by the state government seeking modifications in its order dated July 15, a division bench comprising Chief Justice R M Doshit and Justice S K Katriar also stayed its directive to the CBI director and Joint Director to be present in the court on July 26. Advocate General P K Sahi told PTI that the bench had put a stay on paragraph 18 and 19 of its July 15 order wherein both these two points were elaborated.

Pakistan's powerful army chief Gen Ashfaq Parvez Kayani has been given a three-year extension of service ending months of suspense over his future, with the government citing continuity in counter-terrorism operations for extending his tenure. The 58-year-old Kayani, who replaced former President Pervez Musharraf as army chief in 2007, was to retire on November 28. He is the second top most Pakistani General to get an extension in recent years. His predecessor Per vez Musharraf gave himself a tenure of nine years as the Army Chief. The decision to extend his tenure was announced by Prime Minister Yousuf Raza Gilani in a televised address to the nation last night. "In the best interests of the
country, I have decided in my capacity as Prime Minister to give Gen Kayani an extension of three years from November 29, 2010 while relaxing the existing policy and after consulting President Asif Ali Zardari," Gilani said. Musharraf had hand-picked Kayani to succeed him in 2007 superseding Gen Tariq Majid, the current Chairman of the Joint Chiefs of Staff Committee. Kayani's extension would effectively kill the chances of the next senior most three-star general Lt-Gen Khalid Shamim Wyne, who may be given a sop as the new Vice Chief of Army Staff. Defending his decision to extend Kayani's tenure, Gilani said: "This decision has been made in the light of (Kayani's) effective role in the war against terrorism and different law enforcement operations".

Latin American countries have appealed to Venezuela and Colombia to preserve regional peace by negotiating an end to their dispute over claims the former is harbouring Colombian rebels. RBI may need to get more aggressive REUTERS MUMBAI, JULY 23
Inflation in India has spread beyond food and fuel prices and is becoming entrenched, meaning the RBI may have little choice but to tighten policy more aggressively than now expected. A majority of economists polled by Reuters this week expect the RBI to raise interest rates by 25 basis points for a fourth time since March in its quarterly review on July 27. Most also expect the central bank to notch up rates by just another quarter point before the end of the year, given a tightening of market liquidity in recent weeks and uncertainty about the strength of global recovery. However, trends in broad money growth, the credit-deposit ratio and rising imports suggest inflationary pressures are likely to remain and may pose a bigger challenge later on, calling for a more aggressive action. PACE OF IMPORT GROWTH MAY WIDEN TRADE GAP FURTHER
With India expected to grow more than 8 percent this year and next, imports are expected to pick up. Since export growth is weak, rising imports threaten to push up the trade deficit up substantially, in turn widening the current account deficit, which reached $13 billion in the January-March quarter, its biggest since 1981.

After touching a fresh 30-month high today, the BSE benchmark Sensex ended little changed at 18,130.98 points as cautious funds booked profits. Recording a rise for the third successive day, the 30-share barometer of the Bombay Stock Exchange closed higher by 17.83 points, or 0.10 per cent, at 18,130.98. This translates into an overall 0.8 per cent rise in the Sensex for the week ended July 24, the third consecutive week of gains for the benchmark index. The wide-based National Stock Exchange index Nifty also registered marginal gains to end 0.13 per cent higher at 5,449.10 points.

The company's total income rose from Rs 2,428.36 crore in QI FY 10 to Rs 3,023.21 crore in the AprilJune quarter of this fiscal, the airline said in a filing to Bombay Stock Exchange.

Power utility CESC Ltd is looking to invest 20 billion rupees to develop a 200 mega-watt (MW) solar power project in the state of Rajasthan, ViceChairman Sanjeev Goenka told a news conference on Friday. "For the first phase, the work is going to start in the next 2-3 months. We have already acquired 300 acres of land near Bikaner," Goenka said. The project will be developed over a period of five years and the company is in talks with some firms for technology partnerships, Goenka said. A spate of firms have rushed in to tap the fledgling sector. Areva Renewable, a unit of France' Areva , is considering solar-thermal projects in India, it said in April. Bharat Forge has said it is targeting 100 MW of solar power projects over a 3-4 year period. Apart from solar power, CESC has also achieved financial closure for a 600 MW thermal power project at Haldia in West Bengal and the firm would pump in around 33 billion rupees to develop the project, the work for which will commence shortly. But the plan to divest stake in Spencer's is not shelved, he said. "We are in the process of dialogues with 2-3 other private equity players". PMEAC sees economy growing faster PTI NEW DELHI, JULY 23
The Prime Minister's Economic Advisory Council today said the economy would expand by a faster than expected 8.5 per cent this fiscal, but cautioned that high inflation, low farm productivity and poor infrastructure could turn the story sour in the medium-term. Describing inflation as a source of worry, the PMEAC today said containing surging prices, improving farm productivity and improving infrastructure is essential to put the country on a nine per cent growth on a sustainable basis. Wholesale prices based inflation was 10.55 per cent in June, owing to higher fuel and food prices. Releasing the Economic Outlook for 2010-11, PMEAC Chairman C Rangarajan said inflation at 10.55 per cent is more than double the comfort zone and the Reserve Bank should take either strong monetary action or "baby steps" to arrest it. "A bias towards (monetary) tightening is necessary," the former RBI governor said. The RBI is slated to review its monetary policy on July 27. Rangarajan, however, said inflation would start easing by August-September and cool to 7-8 per cent by December before falling to 6.5 per cent by this fiscal end. This fall, he said, would come on the back of better farm sector output. He said the agriculture sector is likely to grow by 4.5 per cent, industry 9.3 per cent and services by 8.5 per cent and
these together would help push economic growth this fiscal to 8.5 per cent. It had earlier projected 8.2 per cent growth. He said normal monsoon would help grow farm output, after two years of poor rains. Agriculture output grew 0.2 per cent last fiscal and 1.6 per cent the previous year. However, overall low farm productivity could still come in the way of nine per cent growth projections in the long run, the PMEAC cautioned,
while calling for improving water and soil management along with better farm practices and cultivation of a wider range of crops. "We need to develop an integrated approach to these issues," Rangarajan said. The third area which could halt the expected nine per cent growth story were infrastructure bottlenecks, particularly in power, the Council said. Ridiculing shortage of power supply, he said, "As against a planned target for creating
78,740 mega watts, it appears we would be lucky to get 62,000 mw by March, 2012." But the nine per cent economic growth, the Council felt, was possible thanks to high investment and savings rates of 38.4 per cent and 36 per cent that year. Rangarajan said the Council has assumed recovery to be slow in the West, although it ruled out a second bout of recession like the one following the 2008 global financial crisis. Pointing out that fuel has be-
come a limitation in the power sector, Rangarajan stressed on broadbasing fuel usage to nuclear power, natural gas and renewable sources, while reducing the proportion of coal. The Council expected manufacturing segment in particular and industrial sector in general to continue with high growth momentum. "Overall, we expect manufacturing output to expand by about 10 per cent in 2010-11 and the general index (industrial production) to register almost ten per cent. Capital goods output will register high growth, as will durable consumer goods," he said. The PMEAC also expected services to continue to show buoyancy, though some segments in the community and personnel services will not be as strong. It projected software and BPO activity to expand significantly in 2010-11, both in domestic and exports fronts. Also, it forecast steady expansion in financial services. Rangarajan said capital flows will be sufficient to cover current account deficit estimated to be 2.7 per cent of GDP this fiscal and add to the forex reserves. Even as he expected portfolio investment, which is the foreign fund inflows in the capital markets, to decline to 25 billion dollars this fiscal from 32 billion dollars last fiscal, Rangarajan said robust FDI inflow will more than make up for the decline.

Govt okays 18 FDI proposals PTI NEW DELHI, JULY 23
The govt approved 18 foreign investment proposals worth Rs 2,245.32 crore, with the major inflow being accounted for by Transcend Infrastructure for setting up communication and broadcasting towers business. Transcend Infrastructure (TIL) proposal entails FDI inflow of Rs 1,932 crore, a finance ministry statement said. The company plans to build, acquire and lease towers for the communications and broadcasting sectors, it added. Meanwhile, the govt has rejected 10 proposals, including those of M&M, INX Media , Telcordia Tech and Siemens. Besides, 21 other proposals have been deferred and involve companies like Wipro, Zee Entertainment Enterprises, Jagran Media Network, Essar Capital Holdings (India), UTStarcom India Telecom and Verizon Comm India. The other proposals cleared include that of Frigorifico Allana for setting up a JV, involving FDI of Rs 125 crore. The proposal of GETIT Infoservices, involving FDI of Rs 96 crore, has also been cleared. The company plans to increase foreign equity and undertake "additional activity relating to publishing", the statement said.

Danish pump manufacturer Grundfos is planning to make India its global research and development (R&D) base, a top company official said Friday. The $4.5 billion-turnover company is also setting up a new facility at Sriperumbudur near here to cater to neighbouring country markets. 'We have 16 acres of land at Sriperumbudur where we plan to build a bigger facility and move in there by 2012. However, details about the capital expenditure, the products to be made and the markets to be served are being discussed,' Grundfos India MD N K Ranganath said. The 12-year-old, Rs.208crore Grundfos India is responsible for markets in Bangladesh, Bhutan and the Maldives. Launching a new range of water pumps targeting the domestic residential segment under the DAB brand belonging to group company DWT, Italy, he said Grundfos is planning to convert Grundfos India's Thoraipakkam facility here into a R&D centre to house around 300 engineers over the next five years. been set up to develop software to be embedded in water pumps. This is being done on an experimental basis as the group's global R&D is based out of Denmark now,' he added. Meanwhile, Grundfos India has taken up a small space at Marg Special Economic Zone (SEZ) to start exports of water pump components. Speaking about the DAB range of water pumps, he said: 'Our Grundfos pumps are targeted at institutional segment and it is premium priced. How-
ever we found there is a latent demand for our energy efficient pumps at mid market segment. But in order to tap that segment effectively this new range is added.' Though belonging to the same group globally the Grundfos and DAB range of products were sold by different marketing channels and only in India both the brands will be sold by one company, Grundfos. The total Indian pump market (including industrial) is estimated to be around Rs. 4,500 crore.
World's cheapest laptop at $35 REUTERS MUMBAI, JULY 23
India has come up with the world's cheapest "laptop," a touch-screen computing device that costs $35. Human Resource Development Minister Kapil Sibal this week unveiled the low-cost computing device that is designed for students, saying his department had started talks with global manufacturers to start mass production. "We have reached a (developmental) stage that today, the motherboard, its chip, the processing, connectivity, all of them cumulatively cost around $35, including memory, display, everything," he told a news conference. He said the touchscreen gadget was packed with Internet browers, PDF reader and video conferencing facilities but its hardware was created with sufficient flexibility to incorporate new components according to user requirement. Sibal said the Linux based computing device was expected to be introduced to higher education institutions from 2011 but the aim was to drop the price further to $20 and ultimately to $10. The device was developed by research teams at India's premier technological institutes, the Indian Institute of Technology and the Indian Institute of Science.

Every service contains a set of ethics within its core that act as a fulcrum towards providing maximum benefit to the people. Upon joining a service, an individual should abide by these ethics. Among the various fields present the ethics of a journalist should be highly stressed upon, because “The very nature of his job is directly connected in the interest of the public,” says a senior reporter with a local English daily. He adds, “We have to take our jobs very seriously as our expressions form the undercurrents for public thought, the repercussions are on a vast number of people.” The point made here is simple, the larger the people influenced the more responsible and ethical one should be. The main question to be addressed here is how one can apply journalistic ethics to their job. “Don’t sum it up as a job,” comes the strong voice of an equally strong colleague. “As soon as you view it as a petty, money minded, nine to fiver, your focus shifts to simply making money and the essence of your work is diluted.” Journalists whole-heartedly agree that this is not acceptable at any cost in the field of journalism. “Journalism is a freedom. The journey of the young, orphaned boy who lives with his aunt’s family, spending a life of an outcaste until one fine day, he finds out that he belongs to a world poles apart from the normal life he had been leading, is what enchanted the readers, making it one of the fastest selling books in history. The book, which started out as an attempt to rise above the normal way of living, made the author an ideal example of the rags-to-riches story. In a span of just five years, JK Rowling made millions of fans go gaga over the magical world she described. Much to the relief of some parents, the Harry Potter series drew their playstation-savvy kids to the reading habit. “I was really happy when my son said that he wanted to read a book!” exclaimed Amelia Coutinho. “The first novel my son Rafael started reading was Harry Potter,” says Nita Noronha e Costa. “I was really intrigued by the way Rowling wrote her books, her way of describing the fantasy was just amazing and her writing kept me engrossed; I could just read and not want to put the book down,” says Gail Gonsalves. The craze for the book had gone to such an extent that some fans even sat up all night reading the book, and when their parents would object to it, they thought of ways to keep reading without their parents realising it. “I would wait for the lights to go out and then huddle under the blanket and read the book in torchlight, not bothering about my eyesight,” says Nikita Fernandes. “What is so fascinating about the book is that it keeps you wondering what happens next, the fascination of the spells and the experiments that the students keep attempting is what keep the reader interested,” says Rafael D’Costa. From the Summoning Charm – Accio, to the Patronus Charm – Expecto Patronum the charms and spells have been on the tips of the tongues of all Potter fans. Characters like Ron Weasley, Hermione Granger, the Weasley twins and Hargid have made this series even more likable with their unique antics and personalities. On the other hand, the mere mention of Voldermort and his followers can instill fear and hatred into hearts of those who love being good. “The various spells and the characters were so interesting. Dumbledore for example is my favourite, he’s got this aura about him and is the most practical of them all, never ridden by his emotions,” says Gail. “There were times when we would discuss the stories and come up with our own theories about the series. Some of my friends were so addicted to

By the very dynamic of our profession there should be no compromise on principles, values or ethics.” Giving an answer to the question posed, journalists in the state feel that for the maintenance of credibility of the media, the people within it should regulate themselves. “Self regulation is the best regulation. The concept of ethics itself is laced with self-regulation,” says Kamat. Explaining his statement he adds, “When persons in the media do not keep a check on their actions, they will waver in the public eye. As soon as this happens, external bodies, the government to begin with, will play regulatory body to the media, challenging its freedom of expression.” The danger of this becoming a reality is constantly lurking in the shadows. Hence to retain its autonomy, journalists should all the more keep a check on their ethics. “Work in tune with your conscience,” says the reporter. All said, ethical dilemmas, present themselves often in a journalist’s life. And choices have to be made in time. What is a journalist to do then? “An individual’s personality comes to play here. There is no standard answer here. Do not compromise on your values and be very clear about the constitutional principles,” journalists collectively agree. In the case of extremes, like sting operations for example, “Make sure they are conducted in the public interest and answer the larger question, ‘How far can I infringe upon an individual’s personal life in the interest of the public?’,” aptly concludes Prakash Kamat.

The love for such a dark and scary world of witchcraft and wizardry has garnered a lot of debate, but nonetheless, the books and movies still are a rave. “The series has become such a phenomenal success because he is a realistic boy in this fascinating world, he is a regular kid who has his limitations, and against all this he still goes on,” says Jugneeta Sudam, of the book club, Pageturners, who are organising a one-day workshop on Harry Potter, in association with the International Centre Goa. Jugneeta says this will open the world of books to children and bring them back to the reading habit. “Wizards have always held our fascinations, and the marketing of the books that release worldwide on the same day is another factor for its popularity,” says Nita. “The reason why it has gained appeal is that it is basically a tale of good over evil, and it gives you the reason for why there is evil and why there is good, the lust for power and the prohibition of the evil use of this power,” explains Nita. While there are people who are happy about the fact that there were people reading, there were another set of people who think that these books should have age restrictions as the books that came later are more mature and the story delves in darker areas of death, and the very graphic fight of good against evil. “The last book especially, Harry Potter and the Deathly Hallows is full of adventure, it’s like what Harry has been studying in the past years, he is able to put into practice here; it is the ultimate showdown of good versus evil,” says Rafael. “The children today are socially aware, and you can’t keep them away from reality,” says Nita. “Children today don’t want fairytales, they are already presented with the truth of life on a platter in the form of the television and the internet, and so there is no topic now that can be considered taboo,” says Jugneeta. There can be no argument about the popularity of the series and the fact that it continues to weave its charm among all the readers.

ollywood actress Gwyneth Paltrow has disclosed that she suffered “the darkest and most painfully debilitating” time of her life when she had post-natal depression after the birth of her second child. The actress stated that she was engulfed by depression after the birth of her second child. On her blog, she wrote that she had expected to experience a similar “euphoria” to that she had after giving birth to her first child, her daughter Apple, in May 2004. Instead, she said she suffered five months of post-natal depression. She wrote: “When my son, Moses, came into the world in 2006, I expected to have another period of euphoria following his birth, much the way I had when my daughter was born two years earlier. Instead I was confronted with one of the darkest and most painfully debilitating chapters of my life.” “For about five months I had, what I can see in hindsight as postnatal depression, and since that time, I have wanted to know more about it.” On her blog which includes recipes, dieting tips and lifestyle advice, she then added articles by gynaecologist Dr Laura Schiller on how to tackle post-natal depression. Paltrow won an Oscar for her role in the film ‘Shakespeare in Love’ and is married to British musician Chris Martin, the singer of the group Coldplay. The Twilight Series’ ‘Eclipse’ star Bryce Dallas Howard, 29, also faced the same problem. She posted a detailed account of her own upsetting post-birth experience with son, Theo, who’s now 3. Here’s an excerpt: “Before Theo was born, I had been in good humour about my 80-pound weight gain, but I was now mortified by it. My house was a mess. I believed I was a terrible dog owner. I was certain I was an awful actress and worst of all, I definitely felt I was a rotten mother--not a bad one, a rotten one. Because the truth was, every time I looked at my son, I wanted to disappear.”

ead actors playing visually challenged characters is not new, but for Deepika Padukone it was a first. She describes it as her toughest role yet. That’s right! Deepika, the ‘bindaas’ Bollywood babe who plays the lead character of Pinky Palkar in Yashraj Films’ ‘Lafangey Parindey’ opposite Neil Nitin Mukesh, is visually challenged in the film. Deepika reveals that she had to do extensive research on the behaviour and life of blind people by meeting and observing them closely. “For me, this role out of all the films that I have done was the most challenging. It’s not been easy. It required a lot of focus and concentration,” stated the 24 year old. In the film she is needed to do skate dancing, while pretending to be blind, and mastering this too took considerable time. The catch was to look and act blind while actually seeing everything. Director Pradeep Sarkar, of ‘Parineeta’ fame, was a great help to Deepika and explained everything in a very practical way. While Deepika is a blind girl living a typical ‘mumbaiya’ lifestyle, Neil essays the part of ‘one shot Nandu’. This character is that of a boxer who fights blindfolded in the ring.

Let’s not forget, the team has regaled us with some terrific entertainers in the past. Naturally then, you expect ‘Khatta Meetha’ to take the legacy forward. Unfortunately, ‘Khatta Meetha’ is noise, more noise and only noise, while the content takes a complete backseat. ‘Khatta Meetha’ raises a finger at the corruption in government establishments, but what it tries to say, or expose, has been witnessed over and over again. In fact, it’s the writing, or more rightly, the absence of it, that makes matters worse. The beginning is good, the middle falters and the end is exasperating. Struggling road construction contractor Sachin Tichkule (Akshay Kumar) is doomed. There is no chance that his dreams will ever come true, simply because he has no money to bribe. To make matters worse, the new Municipal Commissioner turns out to be his ex girlfriend (Trisha), who now hates him. The film reveals the extent of corruption and bribery rampant in the system and the ingenious means you have to adopt if you want to survive in today’s times. While the romantic track is the weakest link with the songs forced down your throats without valid situations, the flashback portions, depicting Akshay as a college student, are just hard to digest. Even the end is worn out and doesn’t give the feel of contentment that one expects at the conclusion of a film. Priyadarshan’s handling of the comic sequences is noteworthy, especially in the first half of the film. The repair-and-paint sequence at Asrani’s mansion is sure to bring the house down. Ditto for the conversation that Asrani has with multiple people, in person and also on phone. Also, the road roller sequence is a laughriot and prior to that Johny Lever’s sequence of repairing the road roller is truly funny. But a few isolated sequences aren’t enough to hold the film together. Akshay plays the common man with gusto. He looks his part and more importantly, not once do you feel that he’s repeating himself. However, he goes over the top in a few sequences. Trisha carries the Plain Jane look well, but fails as an actress. On the whole, ‘Khatta Meetha’ is a major letdown from the accomplished

Because while she isn’t busy adopting half of the Third World, maintaining a position as a Goodwill Ambassador, and keeping Brad Pitt amused, she’s pulling off yet another bad-ass action film. This summer’s highly anticipated blockbuster, ‘Salt’, directed by Phillip Noyce could potentially stand toe-to-toe at the box-office with last weeks booming success, ‘Inception’. As a highly accomplished CIA officer, Evelyn Salt is a diamond in the rough. On the evening of her anniversary, she’s called in for a last minute emergency cross examination of a Russian prisoner, and a defector accuses her of being a Russian spy. Without any solid explanation, Salt immediately takes off and initiates the goose-chase of the century to avoid disclosing the truth behind her identity. Firstly, the film deserves a round of applause for a 100-minute run-time. Salt w a s t e d z e ro t i m e a n d achieved its “bad-ass” quota quite deftly, and without the typical Action/Thriller fluff. The story unravels itself with gripping suspense, though with a certain grace and fluidity. As for performances, there was more than one occasion for cheesy, declarative dialogue – though they were sufficiently overshadowed by solid acting. What didn’t work were the chase scenes which, though well-executed and visually stirring, were indisputably unrealistic. Overall, if twisty-turny action-thrillers starring Angelina Jolie are your cup of tea, then you’re in luck for that’s exactly what ‘Salt’ is. Salgaocar Sports club have been on a busy shopping spree in the transfer market with a total of 19 new signings for the upcoming season. Among them is prolific Nigerian striker Yusif Yakubu with over 100 goals in Indian football to his credit. This year, Salgaocar plan to field a Third Divison side in the GFA League consisting of their youth team players to keep them active. Karim believes this will give them valuable senior match experience. Karim has gone a step further
by inviting junior players to participate in the pre-season training. "I have invited junior players such as Gilbert, Plecio, Joseph and Clifton to benefit from the preparation camp," stated Karim. France coach Laurent Blanc will drop all 23 World Cup players for his first match in charge next month as collective punishment for the team’s embarrassing fiasco in South Africa. The French Football Federation has suspended the sqaud for their next match, a friendly against Norway in Oslo on August 11. The French federation said Friday in a statement it had granted Blanc permission to suspend the players at the coach’s request. France was eliminated in the group stage at the World Cup, failing to win a game. The players also refused to train as a protest after Chelsea striker Nicolas Anelka was sent home
following an expletive-laced tirade at then coach Raymond Domenech. Blanc refused to speak to reporters when he left the federation’s headquarters Friday. Blanc is set to announce his squad on August 5. France’s disappointing performance in South Africa came after the team also failed to win a game at the 2008 European Championship, also under Domenech. Outgoing federation president Jean-Pierre Escalettes has launched an investigation into the players’ actions. The commission should deliver its conclusions to the federation by August 15. The Brazilian Football Federation says it has invited Fluminense coach Muricy Ramalho to lead the national team. Federation president Ricardo Teixeira tells the O Globo TV network he invited Ramalho on Friday in Rio de Janeiro. Teixeira says that before the appointment becomes official, Ramalho must first talk with his Rio club, with which he has a contract until the end of the year. Ramalho will replace Dunga, who was fired just days after Brazil’s disappointing loss to the Netherlands in the quarterfinals of World Cup in South Africa. Pakistan is on the verge of its first Test victory over Australia in 15 years, requiring 40 runs to level the two-match series with two days remaining following impressive performances from Mohammad Aamer and Imran Farhat. After Aamer claimed 4-86 as Australia was bowled out for 349 to leave Pakistan requiring 180 to win, Farhat scored 67 to steer his team to 140-3 at stumps on the third day at Headingley. Farhat hit nine fours in 95 balls, while Azhar Ali is unbeaten on 47 with five boundaries in 104 deliveries. Australia opening bowler Doug Bollinger was the pick of the attack, taking 2-37 from eight overs. Earlier, a belligerent 77 from allrounder Steven Smith allowing Australia to set Pakistan a tricky target that would have seemed unimaginable after its first innings of 88. According to media reports, Azharuddin has been dating 26year-old Jwala and is on the verge of filing for divorce from his wife of 14 years Sangeeta Bijlani within a week. However, Azharuddin, a Congress MP from Moradabad, rubbished all such reports, terming them as baseless, fabricated and in bad taste. "These reports are completely rubbish, baseless and are in bad taste. I am very hurt by all these. I know Jwala, she is a good friend of mine and to write such reports which are completely false and fabricated is disgusting," a livid Azharuddin told PTI.
BCCI invites bids for TV rights till 2014 PTI MUMBAI, JULY 23
The Cricket Board (BCCI) today invited bids for television broadcasting rights for the coverage of home matches to be played by India till December 2013. The bid documents have been made available from today upon payment of Rs five lakh, BCCI said in an advertisement published in a national daily. The bidding parties will need to fulfill the eligibility criteria and other requirements as specified in the bid document. The last date for bid submission is July 30.

The inquiry panel probing the sex scandal that has rocked Indian hockey submitted its report to Hockey India today amid indications that the committee had only given a factual account and refrained from drawing any conclusions on coach M K Kaushik's conduct. HI, on its part, will submit the report of the five-member inquiry committee to the Sports Authority of India (SAI) tomorrow. "We have received the report from the committee. We will
study and discuss the report thoroughly and accordingly give our recommendations and submit it to SAI tomorrow," HI secretary general Narinder Batra said. Chairman of the inquiry panel, Rajiv Mehta said the committee received testimonies from both the parties – coach M K Kaushik and complainant Ranjita Devi -and no other evidences were required for the probe. Denying reports that Yuvraj concealed his IPL income from the Income Tax department, Shabnam said the King's XI Punjab batsman was paid only for playing and not promotional activity. "The fact is that during the
IPL, Yuvraj's agreement with M/s KPH Dream Cricket Pvt Ltd entitled him to a certain sum which was paid to him only for his services of playing for the team. Therefore, there is no breakup of earnings as mentioned in the news report," she said in a statement. Shabnam said Yuvraj's tax consultants Raman Aggarwal and Associates, through a letter to the Superintendent, Office of the Commissioner of Central Excise and Service Tax, Chandigarh, has already clarified the matter. Quoting from the letter, Shabnam said, "It is respectfully submitted that the consideration received by the assessee (Yuvraj Singh) is only for playing cricket and the assessee is not indulging in any kind of promotional activities... the promotional activities has to be taken by the Franchisee (Kings XI Punjab) and the assessee is not even allowed to do any promotional activity individually. "I'd reiterate that all Yuvraj received from the franchisee was the sum for playing cricket for Kings XI Punjab and there were no individual promotional activities or income thereof."
