Re-survey saves 401 structures from the axe HERALD REPORTER PANJIM, OCT 23

In what could be termed as a major relief to people who will be affected by the expansion of NH-4A – re-survey has brought down the number of constructions to be axed to 168 from earlier estimate of 569. The officials of the National Highway Authority of India (NHAI) and PWD officers in their joint submission to representatives of the affected people at the PWD office, Altinho, on Saturday here revealed that now 401 constructions would be saved. The survey had recommended 569 constructions to be brought down for the expansion of NH-4A from Anmod to Panjim. Affected villages along the NH-4A were vehemently opposed to expansion as it also included demolition of some religious structures that came in the way of expansion. But in the re-survey, care has been taken to lessen the number of constructions to be demolished and width of the road too has been taken care of at critical locations to save constructions. As per re-survey, width of the NH-4A will be 35 mts-60 meters as against earlier 45mts-60 meters. Changes in the width has been made to accommodate the changes suggested by affected people, claimed members of the

presentation committee. As per re-survey – length of the road for expansion has been cut down – earlier 69.070 km of road was planned to be constructed but it has been now reduced to 65.070 km. Considering the apprehensions of the people along the NH-4A that expansion will cause inconvenience to them in commuting short distances or travelling to a village on other side of the road – crossing and openings at every two kilo meters of National Highway have been planned. According to presentation, the period of construction will be 30 months and total land requirement is 364 hectors of which, 232 hectors has been already acquired. Moreover, the expansion of the NH-4A will give easy connection to Belgaum and other NHs. It will also open up connectivity to major ports, eleven industrial estates, 118 factories and major tourist destinations. Expanded highway will have two toll booths but usage of the highway will be free for twowheelers and three-wheelers whereas frequent users will be charged one-third of the toll charges. But commercial vehicles will have to pay regular toll charges, claimed the presentation committee.

and upset the pluralistic ethos of India and disturb communal amity... Arunachal features in China’s online map PTI BEIJING, OCT 23

An online mapping service launched by China to rival ‘Google Earth’ shows Arunachal Pradesh and Aksai Chin as part of this country, in what is being seen as the latest move by Beijing to assert its claim over the Indian territory. The ‘Map World’ displayed on the internet in Chinese language, which is already being used in I-phone and by mobile and internet users here, shows Arunachal Pradesh, which Beijing claims as “southern Tibet”, as part of China. The map makes no specific mention of southern Tibet but its borders cover up to Arunachal Pradesh, said the Indian officials here who studied the map. Also the Aksai Chin, which

India asserts as part of Ladakh in Jammu and Kashmir, has been included in the map as part of the Chinese Xinjiang province. Indian observers view it as another move by China to assert its claim over the Indian territory. The map, however, also displays the Line of Control (LoC), acknowledging both sides of

Kashmir. It recognises the Northern Areas of Gilgit and Baltistan as part of the “Pakistan-controlled” Kashmir. A controversy broke out some time back when the Chinese Foreign Ministry spokesperson, while replying to questions on reports of the presence of Chinese troops in Gilgit-Baltistan area, referred to them as “North-

ern part of Pakistan.” Besides conveying its concerns to Beijing over reports of presence of Chinese troops in Gilgit-Baltistan area of Pakistanoccupied Kashmir, India had called off defence exchanges with China following denial of visa to Northern Area Commander Lt Gen B S Jaswal to take part in talks here. The online Chinese map, however, shows the Northern Areas as part of “Pakistan-controlled” Kashmir, recognising their disputed status. The map also recognises Sikkim as part of India but Indian officials say it would be difficult to ascertain whether the “Finger Area”, a small tract of territory in the north of Gyangyong in Sikkim overlooking strategically important valley known as the Sora Funnel, is included.

Subsidised grains to 75% population from April 1 OUR DELHI BUREAU NEW DELHI, OCT 23

In a single stroke, the Sonia Gandhi-headed National Advisory Council on Saturday flung aside the “below poverty line” (BPL) criteria for food to poor, directing the government to subsidise supplies to 75 per cent of India’s population, categorising the poorest as “priority” category and a bit better off as “general”. The “priority ” categor y household will get 35 kilo of foodgrains a month, comprising wheat at Rs 2 a kilo, rice at Rs 3 a kilo and millets at Rs 1 a kilo, while those in “general” category will have 20 kilos a month at a price not exceeding

RSS leader charged in Ajmer blast A senior RSS leader’s name figured in the chargesheet in the 2007 Ajmer blast in Rajasthan, a development that was rubbished by BJP and RSS but latched onto by Congress which accused the outfit of disturbing communal amity. Indresh Kumar, the RSS leader, was present at a secret meeting held in a Gujarati guest house in Jaipur on October 31, 2005, in which six other functionaries of the organisation were also present, the chargesheet said. The 806-page chargesheet was filed before a court in Ajmer on Friday against five accused by the Rajasthan ATS. ATS sources said Indresh has not been made an accused in the case as further investigation is under way to ascertain whether he had any links with the blast. The RSS was quick to dismiss the charge as “far from truth”. “We reject the media reports that claim that the name of Indresh Kumar, a senior functionary from New Delhi, features in the Ajmer dargah blast chargesheet. Perry, Brand tie knot the Indian way PTI RANTHAMBORE, OCT 23

The moment finally arrived! British comedian Russell Brand and American pop star Katy Perry on Saturday exchanged wedding vows according to Hindu traditions at a luxury resort. Decked in traditional style, the duo said ‘I Do’ in the presence of select guests at the Aman-i-Khas resort near the Ranthambhore tiger sanctuary as a priest chanted mantras, a source told PTI. Brand led the marriage procession in a horse, flanked by elephants and camels. It is the same spot where the improved Lothario proposed to the ‘Rude Boy’ hitmaker this December. To make the wedding memorable, the couple had invited folk musicians and snake charmers to entertain the high profile guests.

per cent of the 120 crore population lives below the UN-estimated poverty line. The new criteria will steer the government clear of getting bogged down with three different official BPL estimates and enable it to push ahead without entering into any wrangle with the States on the exact count of the poor. The NAC wants a complete overhaul of the Public Distribution System (PDS) for implementing the new regime. “We are obviating the need to look at the BPL data. Starting from the top, we have decided to knock off 15 per cent of the most affluent sections from the rural areas and 60 per cent from the urban areas and included

the rest under the food security net,” Dr Narendra Jadhav, a member of the NAC told a press conference here. He is also a Planning Commission member and a former vice-chancellor of the University of Pune. Because of Sonia Gandhi, the NAC recommendation is as good as a directive to the Government to quickly draft a National Food Security Bill and get it passed by Parliament in the winter session next month to meet the deadline it has set for supplies under the new system through PDS start kicking from April 1. The NAC also made it clear that the subsidy levels should remain unchanged till 2017. All (Continued on page 10)
