A key witness in the case who saw Panjim police kicking ‘motionless’ Cipriano has been summoned on January 27. Sources said that Kenneth Silveira turned down SDM’s informal summon request via telephone. He was then sent formal summons notice asking him to appear for questioning on January 27 evening.
HERALD IMPACT SDM who is carrying out a parallel inquiry into the episode has so far examined 22 witnesses excluding doctors from the Forensic Department of the GMC. Silveira first spoke to Herald, late Thursday evening narrating the shocking tale of how brutally Cipriano must have been treated after which he held a press briefing on Saturday. Silveira said that Cipriano was ‘motionless’ and he thought he was dead. “There was froth oozing from his mouth and there was a very foul smell. His face was swollen, his clothes were torn and his trousers almost ripped off with his undergarments visible. There were white chalk marks on his clothes” he had told Herald.

The suicide bomber with metal pieces filled explosive vest was in the thick crowd of people receiving the arriving passengers, Russian media said. High drama at Jammu airport Swaraj, Jaitley stopped; sit on dharna PTI JAMMU/NEW DELHI, JAN 24
On a day of high drama, senior BJP leaders Sushma Swaraj, Arun Jaitley and Ananth Kumar were today stopped at Jammu airport ahead of the party’s march to Srinagar to hoist the tricolour on Republic Day and later taken out of the state to Punjab by road. The three leaders, who flew in here on a chartered plane, were not allowed to leave the airport for over five hours and they staged a dharna on the tarmac in protest. Later in the evening, they were driven to Madhopur in
Punjab. Swaraj, in a late night tweet, said the security personnel had told them that they were “under arrest” but the State Government denied it. Jammu District Magistrate entered the aircraft and told the BJP leaders that they cannot enter the city to address tomorrow a rally in the city, one of the stops on the party’s controversial Ekta Yatra which is slated to culminate on Republic Day with the party hoisting the national flag at Lal Chowk in Srinagar. Refusing to fly back to Delhi, the BJP trio sat on a dharna on the tarmac after they were al-
lowed to deplane. As word spread about their detention, hundreds of BJP supporters outside the airport raised slogans against the Omar Abdullah government. Over 50 BJP activists were taken into custody for violating prohibitory orders. “It is a draconian situation here. They have created an almost Emergency-like situation. We will not accept this order as we are free citizens of India and entitled to land in Jammu”, Kumar said. The BJP is in no mood to back off from its decision to hoist the tricolour at Lal Chowk on Wednesday.

Time-bound disposal of cases soon: Moily International Arbitration Centre-Goa inaugurated
HERALD REPORTER PANJIM, JAN 24
“If you do not have faith in law, then our democracy is in peril. People are thirsty for justice. We are now initiating measures to ensure that cases should not be pending in court for more than three years”, said Union Law Minister Veerappa Moily while speaking during inauguration of the International Arbitration Centre-Goa (IAC-Goa), which was held at a city hotel on Monday. Lack of faith in the justice system of India is provoking people to take up insurgency and naxalism, Moily said while speaking in the presence of Chief Minister Digambar Kamat, former union
law minister and chairman of Law Commission, Goa Ramakant Khalap and others. He said IAC -Goa will be backed by a strong legislation emphasizing that the Centre has
to be world-class, or people won’t come here. “Goa is a place known by the world. If tourists get attracted to this place, why not people seeking arbitration”, he said. Speaking on the occasion, Khalap said that Goa joins the likes of Singapore, Hong Kong, London and Paris with the setting up of an international arbitration centre. “Goa can be another Geneva or Hague”, he said. Whereas senior counsel and President of Goa High Court Bar Association, Surendra Dessai said that IAC-Goa needs to network with its counterparts across the world. (Continued on page 11)
the Ministry barely five days ago from M S Gill, said that both Kalmadi and Bhanot have been removed in light of the ongoing investigation by the CBI over allegations of corruption and irregularities in organisation and conduct of Commonwealth Games. “In the light of the concerns expressed by the CBI and in the interest of impartial and unhindered investigations, it has been decided to remove Kalmadi from the position of the Chairman of the Organising Committee and the position of Chairman, Exec-
utive Board of the organising, CWG, with immediate effect”, Maken said. But a defiant Kalmadi made it clear that he will not step down from his other post of Indian Olympic Association President. He also said he will react to his ouster as OC Chairman only after getting the letter in this regard. Kalmadi has been directed to handover charge to Jarnail Singh, Chief Executive Officer of the Organising Committee, who is also a Member of the OC’s Executive Board, Maken said.
