Centre to push for Anderson extradition Rs 1,265 cr package for Bhopal PTI NEW DELHI, JUNE 24

In the backdrop of outrage over the trial court’s verdict in the Bhopal gas tragedy, government today announced a Rs 1265.56crore package and decided to file a curative petition in the Supreme Court besides pushing for extradition of the former Union Carbide chief Warren Anderson. The Union cabinet, which considered the report of the Group of Ministers on the 1984 disaster, accepted all its 22 recommendations but did not fix liability on anybody. It decided that the opinion of the attorney general would be sought on whether Dow Chemicals or any other succes-

sor to Union Carbide Corporation (UCC) or Union Carbide India Limited (UCIL) could be held liable, Information and Broadcasting Minister Ambika Soni told reporters. The cabinet meeting, chaired by Prime Minister Manmohan Singh, decided that ex-gratia of Rs 10 lakh would be given to the kin of each killed in the tragedy, Rs 5 lakh to those who suffered permanent disability, Rs 2 lakh each to people who suffered cancer and total renal failure and Rs 1 lakh to those with temporary disability. The ex-gratia would benefit 45,000 affected people and the amount would be paid after adjusting the compensation already paid, Soni said.

The government also announced various packages for remediation, rehabilitation and other measures, taking the total spending to Rs 1265.56 crore. The cabinet decided that additional material in support of the request for extradition of Anderson may be put together by concerned agencies and the External Affairs Ministry would thereafter press the request for extradition with the US government, she said. India had made requests for Anderson’s extradition earlier, the last being in 2008, but these have not been entertained by the United States. Two days after the Israeli drug dealer Yaniv Benhaim alias Atala was released on bail by the NDPS (Narcotics, Drugs and Psychotropic Substances) court due to lack of evidence, the Goa Police said that it will send a team to Sweden for questioning the Israeli’s former girl friend Lucky Farmhouse. Forced by the media to interact on the issue, Director General of Police Bhim Sain Bassi, who was initially reluctant to speak, stated that the police has done everything necessary in the case. The High Court which heard the case few days back had criticised the police investigations in the case. The court while hearing the bail application plea of a police

inspector linked to the drug mafia said that police were unwilling to get to the bottom of the high profile drug probe, in which a son of a senior ruling party minister is linked. “If the police department can send police inspectors North and East to investigate a simple case of attempted suicide, the police department could have certainly sent a responsible Indian Police Service (IPS) officer to record the statement of Atala’s friend,” Britto said. However, the DGP said that the court did no pass any strictures against the police but only made certain observations, “which we will keep in mind”. Expelled leader Jaswant Singh was today back in BJP, nine months after he was shown the door over his controversial book on Pakistan founder Mohammed Ali Jinnah with the party adopting a forgive-and-forget attitude. The 72-year-old leader, once one of the leading lights of the party when it was in power at the Centre as also in the opposition, was brought back by new party president Nitin Gadkari who is going the extra mile to revive the organisation. Ironically, the leader who welcomed Singh into the party-fold was party patriarch L K Advani who himself had to step down from the post of party president for his remarks on Jinnah during his 2005 visit to Pakistan. “It is good to be back in familiar surroundings... The Congress seems to have drifted from its own policy of not having any tainted ministers in the cabinet. The Congress had dropped the then Finance Minister Dayanand Narvekar for being charge-sheeted in the 2001 Ticketgate Scam. However, within a span of three days two ministers Babush Monseratte and Vishwajeet Rane have switched their loyalty to Congress. Incidentally, both have been

charge-sheeted by the police in different cases. While CBI has charge-sheeted

Babush in two cases including the Police station attack case in 2007, Vishwajeet has been charge-sheeted by Old Goa Police for threatening to kill a lawyer. When this was pointed to the Goa Pradesh Congress Committee president Subash Shirodkar, he said, “Dropping any minister is the prerogative of the chief minister.” “I have no information about Vishwajeet and Babush being charge-sheeted in criminal cases,” Shirodkar stated.

Further, he said, he would gather information on the issue and take and take it up with the high command. When pointed out that Nar vekar was dropped for being charge-sheeted, Shirodkar simply said “I was not the GPCC president then so do not have any knowledge on the issue.” Only days back Shirodkar had said that Babush’s entry in Congress was cleared by high command and as such he would not want to speak on his criminal background.

‘Dormant’ district planning committees to be reconstituted HERALD REPORTER MARGAO, JUNE 24

Will the “bottom to top” planning process ever become a reality in Goa? It appears the government only pays lip service to grass-root level planning, as it’s nearly a decade since the constitution of District Planning Committees, but not a single plan have been put in place for want of guidelines. Take the current status of the District Planning committees. It’s more than three months since elections were held to the Zilla Panchayats, but the government is yet to re-constitute the District Planning Committees till date. Inquiries with the South Goa Zilla Panchayat have revealed that South District Planning Committee stands defunct for want of its re-constitution after the March 2010 Zilla Panchayat

polls. And, the District Planning Committee can start functioning only after its re-constitution after induction of ZP, Panchayat and Municipal members on the Committee. Director of Panchayats, Menino D’Souza said the planning committees would be shortly reconstituted by the induction of new ZP members on the Committee. “This process would be completed soon without any delay”, he said. Questions, however, are raised whether the mere constitution of the District Planning Committees would help put the village and district level plans in place. If the track record of the district planning committees is any indication, nothing would materialize unless guidelines are formulated how to go about the preparing the plan.

Says ex-ZP member, J Santano Rodrigues: “The ZP members and the ZP CEO were eager to consolidate the plans from the villages and the district level, but could not succeed for want of guidelines from the Panchayat authorities”. The Director of Panchayat, however, sought to know what guidelines are required by the District Planning Committees to consolidate the plan. “The Directorate of Panchayat has now mandated the Panchayats to constitute the ward development committees. These development committees will prepare a draft plan and after its approval will be forwarded to the District Planning Committee for consolidation”, he said. D’Souza said the Panchayat authorities have already framed the rules for the guidance of the Panchayat bodies and the Zilla

Panchayats and said the Directorate of Panchayats would enlist the support of Non-Governmental Organisations to help the Panchayats and Zilla Panchayats prepared the district and village Plan. But, Santan Rodrigues and many a ZP member wondered whether the process of decentralized planning would be realistic in the absence of devolution of functions and functions to the Panchayat Raj Institutions and Urban Local bodies. The 73rd Constitutional Amendment (Article 243 ZD) mandates local planning taking into account the natural, human and financial resources available at the village, intermediate and district Panchayat and Urban Local bodies and their consolidation into composite district plan through the District Planning Committees.

Margao ODP to be finalized after rectifying discrepancies HERALD REPORTER MARGAO, JUNE 24

The much-awaited Outline Development Plan (ODP) for Margao will be finalized by the Town and Country Planning department only after rectifying the discrepancies, if any, in the plan drawn by the South Goa Planning and Development Authority (SGPDA). The SGPDA will also set in motion within three months the preparation of the Comprehensive Development Plan (CDP) for the Commercial Capital. This was stated by the Chief Minister, Digambar Kamat when a delegation of Citizens Welfare Committee called on him on the long-delayed Margao ODP 2011.

After giving a patient hearing to the delegation, the Chief Minister agreed to the points raised by the delegation that a comprehensive survey of the city is required for proper planning. Kamat informed that he has already issued instructions to the TCP to undertake talks at the earliest. ‘The Chief Minister told the delegation that he has instructed the sub-Committee (Vigilance Committee) to clear the discrepancies, if any, in the ODP”, CWC President Savio Dias said, adding that the Chief Minister has assured them that the Margao ODP would be finalized only after all the discrepancies

are rectified. “ The Chief Minister furt h e r a s s u re d u s t h a t t h e process of preparation of the C o m p re h e n s i v e D e v e l o p ment plans would be initiated within the next three months”, he added. A wild cat has struck once again in Bicholim on Wednesday night, killing a calf at Wavti-Vathadev, Bicholim. According to reports, the leopard attacked a calf belonging to one Nilesh Nigalye from Wavti. At about 2.30 am on Wednesday, the Nigalye family heard some commotion in their cowshed and rushed to the site, only to see the wild cat attacking their calf. “When the beam of torch fell on the wild cat, the animal jumped over the fence and ran into the jungle,” Animal Rescue Squad Chief Amrut Singh told Herald. When the leopard attacked the calf, the calf was seriously injured on its neck and was struggling for life. As the wounds were deep and the calf had already lost a lot of blood, it died in the morning. It may be recalled that leopard attack in Wavti and sur-

Taking cognizance of mushrooming huts in the Commercial capital, Deputy Collector, Margao Johnson Fernandes on Thursday razed down illegal hutments near the KTC bus stand and the wholesale fish market. The deputy collector passed the order for demolition following media reports that illegal huts have resurfaced in the low lying areas behind the KTC bus stand, creating nuisance to the local farming community. MMC workers, who were requisitioned to raze down the structures, also demolished the illegal huts erected on the bandh near the wholesale fish market. Incidentally, the illegal huts near the KTC bus stand were razed down only recently, but resurfaced within days of the demolition operation.

The Bharat Sanchar Nigam Limited (BSNL) today blamed the public protests against erection of mobile towers for the poor network service in Goa. “We are finding it difficult to set up mobile phone towers in rural Goa due to stiff opposition from the resident population,” chief general manager (Maharashtra Goa circle) Alok Kaul told reporters on the sidelines of the 3G service launch. The official said that the resistance had severely limited BSNL’s expansion and connectivity in Goa's rural areas. “There is big fear in the minds of rural Goan villagers, that mobile towers would have a bad effect on health. Vehicles plying between Goa and Karnataka via Canacona will now have to pass through two check posts at the Polem border, as against the earlier existing one which was subsequently removed by Goa Police. Police has erected barricade a little ahead of the previous check-post, while Goa Excise recently set up a full-fledged gate at the same place where the previous check-post gate stood. Two cases of persons have been detected with Chikungunya at the Bicholim Primary Health Centre. According to Health Officer Dr Shivram Lotlikar, two patients from Tirthbag-Mayem were detected with Chikungunya at a casual check up at PHC Bicholim. “PHC has taken due precaution to prevent the spread of disease further by spraying pesticides and delivering the required medicines,” stated Dr Lotlikar. Dr Lotlikar further informed that two patients, a man and a woman, are presently undergoing treatment at PHC Bicholim and due precaution has been taken in Tirthbag area to prevent the spread of the disease. “A joint meeting of panchayat members was also held in which awareness camp was organized. A blood check up camp was also organized and free medicines were distributed,” said Dr Lotlikar. Meanwhile, residents of Bicholim have requested Bicholim Municipal Council to undertake sanitation of stagnated gutters to prevent mosquito menace. Dr Lotlikar has once again called upon the builders lobby to conduct routine check up of their workers to prevent the spread of different diseases and also informed them to take due precautions to keep the building sites clean.

The native of Bangalore, who was arrested by the Maina Curtorim police, after he was found in possession of ganja, has been remanded. The accused has been given five days police custody. The police said the accused is required in custody to find out whether the 19year old youth had connection with any organised involved gang involved in drug trafficking. The police are conducting further investigations into the case.

It is alleged that these types of police barricade serves police purpose and that too only to some extent, while other agencies continued to be left in the lurch undermining these agencies activities at the State border post. The Goa Excise personnel were reportedly critical of the police for removing the Polem check post and decided to erect its own gate at the same site.

PWD constructs road without taking possession of land HERALD REPORTER MARGAO, JUNE 24

Strange this may seem, but true. The PWD has built a road at Orlim village without taking possession of the acquired land in question – which has now come in handy for a builder to undertake his mega housing project. Officials in the Land Acquisition office, Margao revealed that the PWD could not officially take possession of the land since the government failed to deposit the compensation amount with the deputy collector. This sad reality came to light after villagers of Orlim agitating against a mega housing project objected to the use of road by the builder on grounds that the property belongs to the Fabrica. Land Acquisition Officer, Johnson Fernandes, however, ob-

served that the villagers cannot stop the builder from using the 1.2 km stretch of the road since the PWD has already built the road without any objection from any quarter. In fact, Fernandes on Thursday passed an order under Section 147 of the Cr P C giving the builder right to use the road. He however, stayed the order for the period of seven days after the villagers submitted that they intend to go in appeal to the Higher Court against the order. When contacted, the deputy Collector informed that though the PWD could not officially take possession of the acquired land due to its failure to deposit the money with the Land Acquisition Officer, the land was already put to use by the acquiring de-

partment by building the road. What has come as a surprise to the villagers was the fact that though the Land acquisition officer had passed the award way back in 1999, the government is yet to deposit the compensation to the land owner, Fabrica. Meanwhile, Orlim villagers assembled in large numbers at the Dy collectors court, Margao in view of today ’s hearing in respect of the Fabrica property. The Fabrica of Orlim was represented byAdv Nigel Cost Frias. After the deputy Collector Johnson Fernandes passed an order under section 147 of the Cr PC giving the builder the right to use the road, the Fabrica immediately asked for a stay to challenge the order in the high court, which was granted.

15-yr-old ‘virgin’ building falls

A primary school building at Marlim-Poinguinim built over 15 years ago, but never used for its intended purpose, has collapsed two days ago. According to sources, the primary school building with two classrooms, which was built at an approximate cost of Rs 2 lakh, was never utilized for housing school children or put to any other use. The building was left unattended and uncared for since then, due to which thick weeds

grew over its walls and even wild tree branches covered it from the top. S o u rc e s i n f o r m e d t h a t some two days ago, one of the tree branches came crashing down on the buildi n g , u l t i m a t e l y b re a k i n g down the roof. Given the need for a school building in this locality, consisting of Marlim and Tirval, it is learnt that authorities built this two-room structure at a centralized location in Marlim to facilitate children residing in both the residential areas.

However, given the distance, parents were reluctant to send their wardens to the school and over the years, both Marlim and Tirval got new primary schools in their respective areas, keeping the two -room government building unused and unattended. Locals now blame authorities for not putting the building to use by allotting it to some other departments like forests, which would have helped to maintain the building in condition and avoided drainage and wastage of public money.

‘Profitability has to go up for more people to take up farming’ HERALD REPORTER PANJIM, JUNE 2

Lamenting that people are losing interest in farming activity, Agriculture Minister Vishwajit Rane today said that profitability of the existing farmers has to be increased to attract more and more people to take up farming. Rane was addressing media at Krishi Bhavan after awarding best farmers awards to 11 agriculturists from state’s different talukas. The agriculture minister said that except for the rural areas like Sattari, Sanguem, Pernem and Canacona, elsewhere there is increasing tendency of people leaving farming profession. “The statistics show that the farming in Goa is stable every passing year, but the ground reality is different. There are many people who no more till their land,” he conceded. Further speaking, Rane said,

The agriculture minister said that his issues reflect the problems faced by farmers in the state. “Sustaining the existing agriculture is a bigger task for the department rather than getting fellow land under cultivation,” Rane said. He further said that his government is trying its best to get the central assistance for farming.

Police have registered the complaint as a non-cognisable offence under Section 323 of IPC and were yet to make arrests. PI Sandesh Chdodnakar said they will arrest the guys responsible very soon. Wahab said his workers were beaten up on two consecutive days on Tuesday and Wednesday nights by around 15 to 20 people armed with hockey sticks, lathis and pipes. After being refused hafta money for drinks by these workers they wanted to beat them, he said. He said the dry waste collection has been stopped for the last three days and he had discussed the matter with CCP engineer Sachin Ambe today. The contractor said he had told Ambe it would be good if there is police protection because the workers were scared.

PFI protests Environment conservation is of paramount importance: Guv court verdict on HERALD NEWS DESK PANJIM, JUNE 24

The XVII meeting of the Goa Environment Protection Council GEPC) was held on Thursday at the Raj Bhavan under the Chairmanship of the Governor Dr Shivinder Singh Sidhu. This was the third GEPC meeting which was convened under his Chairmanship. Dr Sidhu said protection and conservation of environment is of paramount importance to attain sustainable as well as optimal utilization of natural resources and as such, GEPC should frequently meet once in every four months, so as to understand the current scenario on various environmental issues in the State and ongoing initiatives taken or to be taken to mitigate the same. Further, he stressed that garbage disposal and waste management as well as sustainable mining should be accorded a top priority, by adapting to an integrated approach, in joint collaboration with various line departments, local authorities, NGOs’ and general public so as to arrive at a common consensus in mitigating the problem. Accordingly, he suggested to convene the next GEPC meeting in the month of November/December 2010 as a follow-up of the today’s meeting. Chief Minister Digamber Kamat in the capacity as Vice-Chairman (GEPC) attended the said meeting. Governor has informed that over Rs 4 crores have been spent by Water Resources Department to install geo-tubes to prevent further erosion of the beach as per the advice of the Central Water Research Institute (CWRI), Pune. The issue related to the preparation of the State-specific Action Plan on Climate Change was also discussed. It was informed that the Goa State Council of Science & Technology (GSCST) and the Center for Environment Education (CEE) were working to sensitize the adverse impact of climate change at educational institutional level to minimize green house gas emissions. Chief Minister informed the Council about various issues particularly related to municipal waste management, implementation of Regional Plan – 2021. He highlighted that lot of efforts and technical inputs besides opinions / suggestions from various stakeholders like panchayats, general public, experts, NGOs’ have gone into the preparation of the Regional Plan and is in the final stage of completion. Once, it is published, it would serve as a landmark regional plan as details about Survey numbers will be incorporated into the plan. In few days time, Pernem and Canacona taluka level plans will be published. Dr Sidhu appreciated the path-breaking

exercise in the preparation of State Regional Plan with such minute details on a large scale. Since Minister(Environment) as well as the regular Secretary and Director Environment were away on official foreign tour, the Governor desired to have a special meeting with officials from the department of DST&E, Panchayat, GSPCB, Municipality along with respective Minister and Secretary on the subject matter related to management of biodegradable as well as nonbiodegradable garbage management in the State. Governor sought to know the steps taken in containing vector-borne diseases in the State, to which Director of Health – Dr Rajananda Dessai elaborated on various steps initiated by the Health Department in this regard. Regarding rainwater harvesting and groundwater recharge, it was decided to conduct a detailed survey to identify sitespecific areas suitable for effective recharge and accordingly, WRD was requested to do the needful. Council also discussed about the progress in finalisation of the State Forest Policy and State Mineral Policy, which are under consideration of the Government. In his concluding remarks, the Governor commended the efforts of Chief Minister for taking personal interest in issues related to garbage management, Regional Plan issues and in constituting Flying Squads for taking instant action on violations, such as hill-cutting, filling-up of low-lying areas, etc. At the conclusion of the meet, the Governor urged all the members to take issues related to environment seriously and work whole-heartily in a time-bound manner so that we preserve our environment for posterity.

The traditional ‘Sao Joao’ festival was celebrated all over the State on Thursday, with some revelers jumping into the wells, while others participated in boat parades to mark the festival. Margao reporter adds: Sao Joao was celebrated with great pomp and traditional gaiety across Salcette on Thursday. Dressed in colourful attires and wearing crowns, Sao Joao revelers went round the taluka countryside celebrating the festival. At Benaulim, the Pedda boys took out a colorful rally, wherein the young and the old participated in the festivities. Traditional jumping in the wells marked the festival in Navelim as village youth organised the festivities in their respective wards. PORVORIM CORRESPONDENT ADDS: A number of colourful boats took part in Sao Joao celebrations in the rivulet opposite Siolim Church on Thursday to mark the festival in the village. According to reports, Sao Joao feast is being celebrated here for the last 176 years. The young and old wearing crowns of seasonal flowers danced to the tune of ‘Sao Joao’. On the occasion, the Siolim Sao Joao Traditional Boat Festival committee organized various programme and competitions. There was an entertainment performance by Prince Jacob and D Pietros. The highlight of the festival was the competition of colourful boats, similar to Carnival floats. A large number of people had gathered at the creek to witness the boats parade at the creek opposite Siolim Church despite heavy rains. The boats parade began at about 3 pm and all the boats gathered at the creek, where the beautiful stage was erected for the artistes to perform. Police had a tough time in regulating vehicular traffic. Siolim MLA Dayanand Mandrekar was among the dignitaries present for the event. One Dilip Bapu Podwal, 52, from Vasco died after he met with a self-accident on his two-wheeler, a Hero Honda Passion (GA-06-C6421), in the city on Wednesday night. He was declared dead at the Goa Medical College and Hospital in Bambolim. Police said the accident happened between 10 pm and 10.15 pm yesterday night near the KTC Bus Stand, here. Podwal, who was found in an injured condition on the road, was rushed to the GMC where he succumbed to his injuries, they stated.

Panel for devolution of powers yet to be notified HERALD REPORTER MARGAO, JUNE 24

Government’s assurance to form a committee comprising MLAs to study the State Finance Commission’s recommendation and table a report in the coming session of the Goa Legislative Assembly for devolution of powers and functions to the Panchayat Raj Institutions has so far not been put in place. Inquiries has only revealed that the government has no doubt constituted a committee comprising of five MLAs, including Panchayat Minister, Babu Azgaonkar, Urban Development Minister, Joaquim Alemao, Power Minister Alexio Sequeira and others. However, the committee has not been notified yet, raising

questions when exactly the Committee members would meet and study the Finance Commission recommendations. Sources in the know said the recommendations from the Committee will be placed before the Cabinet before the same are tabled on the Floor of the House in the coming Assembly session.

Italian certificate courses at GU HERALD REPORTER PANJIM, JUNE 24

The Faculty of Language and Literature , Goa University, in collaboration with the Italian Embassy Cultural Centre, New Delhi, will conduct Italian language certificate courses – beginners and advanced – during the academic year 2010- 2011. Civil Defence Medical Officer, Dr Nagvekar said, it is very important to note that if a person is infected with HIV, they can still transmit the virus to others during the window period. Dr Dattaprasad Nagvekar speaking on HIV for the Home Guard volunteers of the Panaji division at Police Headquarters recently. Speaking further Dr Nagvekar said, the ‘window period’ is a term used to describe the period of time between HIV infection and the production of antibodies. During this time, an antibody test may give a ‘false negative’ result, which means the test will be negative, even though a person is infected with HIV. To avoid false negative results, antibody tests are recommended six months af ter potential exposure to HIV infection, he added. Honorary Company Commander of Home Guards, Panaji Division, John Aguiar was also present. Mr Aguiar exhorted the Home Guard volunteers to promote public awareness and people at risk for HIV infection to undergo voluntary testing. Finding out whether you are infected with HIV is the first step to improving your health and the health of your partners and your family, he added. W

hatever else one may say about him, PWD Minister Churchill Alemao is the consummate politician. He always gets his timing right. Just around the induction of Education Minister Atanasio ‘Babush’ Monserrate and Health Minister Vishwajeet Rane into the Congress, Churchill has chosen to announce that his daughter, Valanka, will contest the election from Benaulim constituency. At this point, Benaulim is leaderless. This is because in the last election, Churchill himself moved his constituency to neighbouring Navelim, and trounced its undefeated representative (and his sworn enemy) Luizinho Faleiro. Churchill wanted to move out of Benaulim, because he was not confident of defeating the presently absconding former Tourism Minister Francisco ‘Mickky’ Pacheco. And, in any case, Navelim constituency included his stronghold villages of Varca, Orlim, Carmona and Cavellossim. Now, in the new delimitation, all these villages have become part of the new Benaulim constituency. Mickky’s strongholds of Majorda and Betalbatim have become part of the new Nuvem constituency, which replaces the erstwhile Loutolim constituency. Mickky therefore faces Power Minister Aleixo Sequeira, not Churchill, as his main rival, and Benaulim is open for Valanka. Valanka Alemao is no greenhorn. She has been taking a keen interest in the affairs of the constituency for some years now, in preparation to step into his shoes. She is educated and intelligent, and can hold her own with the media and fellow politicians. But unfortunately for Churchill, the Congress has a policy not to give more than one member of a family a ticket for an election. This norm may be relaxed for the 2012 poll, to accommodate Health Minister Vishwajeet Rane. However, Churchill’s family already has two tickets; brother Joaquim is the Cuncolim MLA and Urban Development Minister. Can Churchill realistically expect a third ticket for a family member? Let us not forget here, that Churchill has established another little tradition over the last two assembly elections. A little before each election, he resigns from the Congress and ‘joins’ a regional party that his followers have conveniently set up a few months earlier. The last time, it was called the ‘Save Goa Front’. Before that, it was the United Goans Democratic Party (UGDP). And then, about a year after he wins the election, he ‘merges’ that party with the Congress, and joins the cabinet as a minister. He has done this without fail in the last two polls. Is this the first step for a third edition of the same?

n a state where we have no shortage of ‘leaders’ with no followers, here comes a party – presumably full of followers – in search of a leader! The United Goans Democratic Party (UGDP), a namesake of Jack Sequeira’s great United Goans, says it is in total disarray because it needs a suitable leader who can take the reins and restore the party to its erstwhile glory in the coming 2012 assembly elections. For a party that once had three MLAs in the Legislative Assembly, it is a sorry state of affairs. Party Secretary General Anacleto Viegas says that it has not held any meetings, public rallies and not even reacted to the momentous events in the state over the past three years, because all the leaders it brought into the Assembly deserted the party and joined the Congress, starting from its first ‘great’ leader Churchill Alemao. Now, says Anacleto, the party is left only with part-timers – those who have full-time jobs, businesses or are professionals – and no one to manage it full time. In the last Lok Sabha elections from South Goa, party candidate Matanhy Saldhana was even denied its symbol of ‘two leaves’, because it did not poll the requisite number of votes. If the same fate awaits it in the 2012 Assembly Election, it will be de-recognised as a state party as well. Any takers?

t was sometime at the beginning of the 19th century that a soldier in the French Emperor Napolean’s army, when asked to justify the incessant wars that France launched against its neighbours, gave the classic reply: “My country, therefore right” (later modified as: “My country, right or wrong”). The soldier’s name was Eduardo Chauvin (not Faleiro!). He gave the world an entirely new concept: ‘chauvinism’. As a people, we Indians seem to have the highest regard for Chauvin; we have mastered the art of chauvinism. If chauvinism were to be declared as a sport, India would sweep all the medals at the Olympics. A symptom of our chauvinism is apparent in the oft repeated slogan ‘Mera Bharat Mahaan’ (My India is great). The question arises; is it really so? There hasn’t been too much greatness about our country, not in the last two thousand years or so. Our history is nothing but a record of invasions, conquests, subjugations and enslavement. Perhaps no other country has been the victim of as many invasions and conquests as India. The Huns, Scythians, Parthians, Greeks, Mongols… all simply marched into the country, pillaged and ransacked it. We did not give any cause for invasions, as we attacked no one. The invaders came simply because we could not defend ourselves. What prevented us from defending ourselves against foreign invaders? As a consequence of our cowardice and failure to defend ourselves, invaders marched in at will and marched out with booty and tens of thousands of Indian slaves. The poor, underfed vegetarians from the plains were driven ruthlessly over the mountains of Afghanistan, where they died “like flies”. The mountains themselves came to be known as the Hindu Kush range, which does not mean ‘Hindu happy’; it means ‘Hindu killer’ in the local language. Geographically, the country was by far the most defensible against the battle technology available in those days. The Himalayas form a huge bulwark towards the north. No invader crossed the Himalayas into India, until China in 1961. The eastern borders with Burma are rugged, forested hills. No invader came from the East till the Japanese conquered Kohima during World War II. The South has a vast ocean around it. No invader entered

There were just two routes of entry: the Bolan Pass and the Khyber Pass. Most invaders poured in through the Khyber Pass, which is about 134 km long and, in places, just three metres wide. In this context, I am reminded of the designer advertisements being released by the Indian Army inviting youngsters to join the army. They are couched in a language that practically seems to suggest that the Indian Army is a five star hotel with all sorts of facilities for those who join it. But, despite such enticing advertisements, the army is short of as many as 14,000 officers! If we have to join the army there should be only one reason to do so; because the country needs soldiers to defend it. It is here that patriotism comes in. No other reason is required. India has one billion and two hundred million people, and we are running short of 14,000 army officers. Can you beat that? I have seen how when the Government of Goa

uring early years of the sixth decade of the last century, one eminent personality of Maharashtra, noted Marathi litterateur and educationist the late Acharya Atre and Shiv Sena supremo, Bal Thackeray were stern political enemies of each other. Once, Thackeray published a cartoon in his weekly ‘Marmik’ depicting therein Acharya Atre as a dog that wallows in dirt. The next day, Acharya Atre in his daily ‘Maratha’ published another cartoon wherein a roadside stone was drawn. On that stone was written ‘Bal Thackeray’. Then, the very same dog (of Thackeray’s cartoon) was shown urinating on that stone raising up, as usual, one of its hind legs! Then, after a couple of years or so, Acharya Atre visited Goa and met Mr. Dayanand Bandodkar, then the Chief Minister of Goa. Acharya Atre presented Mr. Bandodkar with a puppy and suggested that it be called ‘Jacky’. It must be noted that the leader of the opposition of the Goa Assembly then, was Dr. Jack de Sequeira. Thus, ridiculing one’s enemy by calling him a dog is an old legacy. During the apartheid regime in South Africa, along with the Blacks, the Browns (Indians) too were not treated on par with the whites. Some places were reserved for whites alone. And

the public are fooled, as there is no improvement in administration. On the contrary, scams and criminal activities by politicians, their relatives and ‘friends’ keep increasing, that too exponentially. Today’s politicians are all birds of the same feather. They fool the public saying they will expose ministers’ corrupt and criminal activities, but don’t waste any time to make the same person a minister if they can pull down the government and cobble a majority of their own. Remember, the BJP made two well-known goons ministers, propelling them into so much limelight that they now feel they are above law. BJP even gave corruption an official status by starting corporations like the GSIDC, which looted funds in the name of speedy projects.

Why the silence? Reuben Anthony Coutinho, Tivim Congrats to Svatantra Sarjano for his eyeopening article ‘Why the silence Goans’ (Herald Mirror, 20 June) which could be a catalyst for the Goan masses to unite and wake up, before we literally die in our slumber of apathy and lethargy. We ought to heed Sarjano’s advice and strive to form conclaves or committees of educated, like-minded Goan people, who will unite and come together to strongly fight against the current messy, corrupt situation in Goa. It truly is a shame that there was no response from any of us to support Sarjano. Why the shameful silence? Is it because he is a ‘foreigner’? Are we too proud to take advise? Are we yet to outgrow our ‘frog in the well’ attitude? Or perhaps, it’s the famous ‘crab mentality’ that most Goans are noted for. I would advise my fellow Goans to wake up, unite and revolt against this warped and wicked system of governance before it’s too late; lest we are all slaughtered like Churchill’s pigs!

BJP ‘natok’ Sudesh Naik, Anjuna On the one hand, a North Goa BJP MLA demanded that the government release a drug peddler arrested by the Mumbai cops. On the other hand, the party plans a ‘natok’ in the upcoming Assembly session, saying it

announces vacancies for posts of police sub inspectors (PSIs), thousands of Goans apply. Some are known to have paid up to Rs15 lakh to be selected. I understand that shortly, another batch of sub inspectors is to be recruited, and the asking price has reportedly touched Rs25 lakh. Mark my words, there will be hundreds seeking to pull strings and willing to pay the amount needed to be selected. But none of these applicants for PSIs would go anywhere near an army selection camp, where they would be gladly and freely selected. That’s our patriotism. I often wonder about the Sangh Parivar, which day in and night out talks of patriotism. The RSS itself claims a membership of over 2.5 crore cadre, who dress in khaki and are frequently seen marching in military formation. The Bajrang Dal, Sri Ram Sena and the Vishwa Hindu Parishad (VHP) have tough-looking volunteers who unleashed their ‘patriotism’ in Gujarat, Karnataka and, not very long ago, at Fontainhas in Panjim. So, presumably, the Sangh Parivar is full of young energetic countrymen willing to defend the country’s honour. That being so, why does the RSS and its sister organisations not hold camps of its ‘patriotic’ se-

vaks and call upon the army to select from its cadre? The army should easily be able to enroll 14,000 officers from among the 2.5 crore swayamsevaks. It is time that the Sangh Parivar cadres display their patriotism on the Indo-Pak border! Our self-belief in our greatness is unfounded, and is the cause of our downfall. We do not become great through self-proclamation. The rest of the world has to acknowledge our greatness. No one does so. There is not a single field of human endeavour where we are anywhere near the top. There is not a single field of human endeavour where we are not near the bottom. Until the middle of the 19th century, the Japanese were as insular as Indians. They closed their ports to foreign trade. When western nations demanded the right to trade, the Japanese Emperor refused to concede. The western nations bombarded Japanese ports and, within a few days, the Japanese Navy was routed. Japan conceded all demands and opened its ports. But, unlike us, the Japanese did not take the defeat lying down. They accepted that the West was more advanced. They send their scientists and traders all over the world, acquired western technology, improved upon it and were soon able to compete with and beat the West at its own game. The Japanese became the first Asian nation to defeat a European power when it knocked the stuffing out of the Russian Navy in 1904-05. Less than four decades later, the American fleet was destroyed at Pearl Harbour. Even though they lost that war, the Japanese have since emerged as the second-largest economy on Earth. They have also improved physically. The average height of a 21-year-old Japanese has increased by 20cm post World War II. This increase is jokingly called ‘hamburger height’, since it is attributed to their change to American food habits. We are still lost, since we refuse to acknowledge our weaknesses and correct them, as the Japanese have done. We have to admit that we are a cesspool of superstition, corruption, dishonesty and deceit. We have stagnated, and failed to evolve and advance. Our contribution to civilisation is zero; no pun intended. We have become the ‘Coelacanth’ of civilisation. We are not great. We have to strive to be great.

Therefore, the statement made recently by the new president of the BJP, Mr. Nitin Gadkari calling the two Yadavs –Lalu Prasad and Mulayam Singh as dogs is not surprising. Not only dogs, we humans are in the habit of seeing vices and wrongs in a variety of beings other than us. Besides dogs, they include, ass, pigs, hares, tortoises, cats, rats, crows, horses, oxen, elephants, camels, cocks, hens, chameleons, lizards, monkeys, earthworms, sheep, crabs, crocodiles etc. Phrases like, ‘Black sheep’, ‘white elephant’, ‘horse sense’, ‘rat race’, ‘crocodile tears’ and ‘crab mentality’ are frequently used in the English language. Once in South Africa, Mahatma Gandhi sat in a railway compartment that was reserved for only whites. Soon, two white youth entered that compartment and the sight of a brown person sitting there made them very angry. They rushed towards Gandhi and standing on his either sides and clutching his shoulders, tried to pull him. While doing so, one of them called Gandhi a donkey and the other, called him pig. To this, Gandhiji coolly replied, “I am between the two”! But of all the creatures cited above, dogs seem to be soft targets of mankind. Even its tail is not spared. “A dog’s tail is always bent.

A dog is man’s reliable friend and protects his property. It helps the protectors of laws in searching the wrongdoers. The logo of one of the renowned organization offering financial services is the dog. And under that logo is written, “Faithful, friendly”. Two different dogs of two different reputed companies viz. HMV and Vodafone are quite familiar to us. Most of us might have forgotten that a dog named Laika is the first living being of our planet to enter the space. There are instances of dogs earning names in history and mythology. Like Rana Pratap’s horse Chetak Shivaji’s dog Vagya is remembered by all. It is said that the four dogs that follow Lord Dattatray represent the four Vedas. In the Mahabharata, Lord Dharmdev himself took the form of a dog and accompanied Yudhistir day in and day out. Thus, while half of the present world praises the dog, the other half expresses complete disapproval of it. Therefore, the status of a dog today is like that of a ‘Dhobi ka kutta’. ‘Na ghar ka, na ghat ka.’!

Aspiring politicians nowadays donate a lot of goodies like free text books, uniforms, fertiliser bags, etc, in the name of social work. These goodies cost money. Therefore, one presumes that these social workers have a lot of surplus income. But where does this money come from? Is it surplus from legal income? Is the person born rich? Is it reflected in their income tax returns? Or is it the money of fugitives who robbed this country of taxes or indulged in corruption, and is being distributed in the name of social work to win votes and legalise their corruption and crimes? Recently, the Ministry of Finance (DEA) of the central government vide its OM No: F.4/1/2010/NS-11 dated 12 April 2010, has issued guidelines for the introduction of anti-money laundering (AML) and combating of terrorism (CFT) measures. It has asked post offices to introduce AML/CFT norms in their small savings schemes. Soon, post office savings account holders will have to compulsorily affix a photograph, and furnish PAN details on each and every investment. The postal authorities will also do customer due diligence or introduce ‘know your customer’ (KYC) norms, requiring documentary proof and stringent record keeping and reporting norms. The ‘aam admi’ (small investor) definitely expects the Finance Ministry to find the sources of funds of our aspiring politicians, who invest huge funds in the name of ‘social work’ to get elected and become law makers. will reveal the names of politicians having a nexus with drug mafias. If the BJP is so serious to eradicate this dangerous trend of releasing confiscated narcotics back into the market, why did Leader of the Opposition Manohar Parrikar go into oblivion after merely suggesting a criminal inquiry by an IPS officer? The criminal cops as well the drug mafiosos have been released owing to a shabby investigation carried out by Goa Crime Branch officers, to purposely weaken and sabotage this case. They want to safeguard criminal cops and, particularly, a gambler-turned-politician and his kin.

have all types of criminals – smugglers, drug mafias, land mafias, goondas, murderers and, last but not least, criminals who attack the police right in their station – under one roof in your government.

Dow should pay Adelmo Fernandes, Vasco The Group of Ministers (GoM) on the Bhopal gas tragedy has recommended a Rs1,300crore package for the victims enhancing the compensation for the kin of the dead and disabled. It is in the fitness of things that the victims of the world’s worst industrial disaster should get a hike in compensation. The question is, why not make the erring company ‘Union Carbide’, which is now owned by ‘Dow Chemicals’, pay the compensation to the victims? Is it right for the centre to spend taxpayers’ money as compensation, when the government was in no way responsible for the disaster? The erring foreign company should be made accountable for the untold misery it is causing to the people of Bhopal even to this day.

Following the celebrated Drugs-Police nexus, I have been wondering about officials from the Forest Department. Already five or six cases have reportedly been booked against frog poachers. But where have the frogs gone? When raids are conducted on eateries serving frog meat, where do the officials of the Forest Department release the frogs? Into government custody or into the market?

No rule of law Joel Morais, Cuncolim The court’s verdict in the Bhopal Gas Tragedy after 26 years confirms where a common man stands as far as justice is concerned in our beloved country. The Nadia death case is in the news. The Goa police are doing a great job. But why are the police not giving so much importance to the drug menace in Goa, in which policemen are themselves involved, allegedly with the blessings of politicians in power? Why is the Miramar sex racket case dead and buried? Has the government been serious about the attack on the Panjim Police station some time ago? Not just Mickky, but none of the present ministers are clean. Most of them are involved in some or the other racket. One of them even called Goans ‘squealing pigs’, because genuine Goenkars have raised their voice against selling of their beautiful village to outsiders. Now, the minister denies he ever said it! Nobody says mining is bad. We do understand that a lot of families depend on mining. But everything has a limit, and the mining lobby in Goa has crossed all limits with the blessings of the people in power. When the people in power are all out to sell Goa, how do we fight to save our beloved motherland? If common people like us come out with our own laws to save our beloved state, the people in power will charge us with being Maoists and what not. Only God can save us. Keep Trust and Promise By Samir Khan

Anas ibn Malik (may Allah be pleased with him) reports that barely did the Holy Messenger (may Allah bless and great him) addressed us without saying: “There is no faith in him who cannot hold a trust and no religion for him who does not keep his promise.” (Baihaqi) The Holy Messenger of Allah, Prophet Muhammad (may Allah bless and greet him) used to inculcate the very spirit of Islam in his Companions in a very effective manner. This saying of the prophet brings to light two salient features of the Islamic faith- holding one’s trust and keeping a promise. A person who willingly and knowingly fails to hold one’s trust or keep a promise is a grave sinner - rather a hypocrite in the eyes of Almighty Allah. When a person is entrusted with some money, secret or power, he is expected to hold it fast. And, if he fails to do so, it is not that he is merely shattering someone’s expectations; in fact, it is his lack of faith, at least to some degree, that manifests itself in his misdeed. Similarly, when a person fails to keep a promise, it is a matter of his faith. What really lurks behind a breach of trust or promise is to cheat one’s fellow beings. In doing so, one fails to keep in view the requirements of piety and sense of accountability. That is why the Holy Messenger (Pbuh) used to warn his companions and by extension all his followers against the consequences of not holding these traits.

The greatest sporting spectacle of the world, the football World Cup, kicked- off in South Africa on June 11. Undoubtedly the World Cup is the biggest sporting extravaganza of the universe, even bigger than the Olympics. Thirty-one teams have gone through the gruelling qualifying matches to be part of this great event. Qualifying for the World is a great honour. Brazil and Spain are the bookmakers’ firm favourites. May the best team triumph. We Indians also, would like India to be part of the World Cup. My heart bleeds for India because World cup after World Cup, India has failed to make it to the mega event. In fact India has been knocked out at very first hurdle itself. Given the current circumstances, India at the World Cup seems like a far-fetched dream. And I am afraid that if present state of affairs of AIFF continues, India would not qualify for the World Cup for another hundred years. The AIFF is in absolute disarray and ‘the beautiful game’ has stagnated in India. In the 1950s, India was among the best teams of Asia. In fact India even qualified for the 1950 World Cup in Brazil but had to withdraw from the competition as they were not allowed to play barefooted. So what went wrong? When all the other countries have improved leaps and bounds, India continued to lag behind. Who is to be blamed for the sorry affairs of the game in our country? The football administrators, former players are very quick to blame it on cricket. No doubt cricket and cricketers grab all the headlines and attention to other sports is neglected. But blaming cricket entirely is inappropriate. It is cowardly and unfair to blame others for its own failures. The AIFF should take page from BCCI’s book. We Indians have very emotional attachment to cricket and Bollywood, and are very passionate about the game. It is like football for Brazil and England. But other sports in these countries continue to flourish because of the hard work and dedication of the respective associations and clubs. Cricket in India flourished only after the World Cup triumph in 1983. BCCI in spite of its many wrongdoings has managed Cricket with a fair amount of authority. What has the AIFF done for the development of the game in India? We have an AIFF president, Mr Priyaranjan Das Munshi who is at its helm of affairs for two decades and only steps down due to ill health. We don’t have proper training facilities in India and the national team has to train in places like Dubai, Portugal etc. The national football league which was launched with much fanfare was a flop. The rechristened ILeague is another fiasco. There is absolutely no focus to develop the game at the grassroots level. The J- League launched in the 1990s in Japan, revolutionized the game in that country and soon Japan qualified for the World Cup in 1998 that was held in France. In the next edition of the World Cup jointly hosted by Japan and Korea, Japan reached the pre-quarters; a very significant achievement indeed. The South Koreans were the pushovers in the 1990s; but when they co-hosted the tournament in 2002 reached the semi finals that year. That is an incredible improvement in a very short time. Take USA, a country where most of the population is not even aware of football, where American football, baseball and basketball are the major sports. They qualified for the 1990 World Cup after 50 years. But since then, they have taken long strides in football. They finished runners up in last year’s Confederations Cup, losing narrowly to mighty Brazil. While all the countries have progressed, we have remained dormant. India will be playing in the Asian Cup next year after nearly two decades. As part of the preparations, all the selected players will be housed together for nearly eight months and would not be allowed to play for their clubs during that period. This is something unique and needs to be appreciated. But alas, this would not help much, because you cannot transform mediocre players into champions in eight months. The standard of football in India is so pathetic that we cannot even compete with teams like Thailand, Malaysia, and Indonesia, leave alone top Asian teams like South Korea, Japan, China and countries of the Middle East. The fact is that sometimes we get beaten even by teams like Bangladesh and Sri Lanka. Football Clubs in India should also share the responsibility for the low standard of football in our country. Where is there professionalism among the clubs? Players continue to change clubs at will without the parent club getting any transfer fee, so how will the clubs sustain themselves? Most clubs have no proper training facilities leave alone their own play ground. There is absolutely no stress given to youth academies, the core of any football clubs. There is an absolute lack of vision in most of our clubs. The big Calcutta clubs are satisfied with victory in their local league or a victory in derby matches. The same applies to clubs in Goa as well. There is no importance given to developing the game. We complain that big corporate houses do not support football in India. To get corporate support we need heroes – are there any of these who can be found in the game of football? I am afraid NO. When you have champions who the people can look up to money will easily flow in football. Look at Boxing; - Vijender Singh has taken boxing in India to a different level. There are so many other sportspersons V Anand(chess), Leander Paes, Mahesh Bhupati Sania Mirza Malik(tennis), Saina Nehval(badminton), Pankaj Advani(snooker), etc., who are very successful in their respective sports and are household names in India. Mind you, they are not cricketers. They are successful due to their talent, sheer hard work and the staunch backing of their Associations. India with a population of 1.15 billion - the majority of who are youth- can easily have a strong football team which can compete with the best in the World. The AIFF should have a clear vision and a long term plan. The entire football structure in our country needs to be totally remodelled. Forget the next World Cup in Brazil and the next one too. Set the target for the 2022 World Cup. Unearth young talent from across the country and create a nucleus of the team. Provide them with World class training facilities. Give them adequate foreign exposure. Play regular international friendlies against quality teams; impart training to our youth coaches under foreign coaches. If these basics are followed seriously and religiously, the day won t be far when our tricolour will finally flutter at the World Cup.

In an effort to bridge the trust deficit, India and Pakistan today exchanged proposals on a wide variety of issues bedeviling bilateral ties, including terrorism, humanitarian matters and Jammu and Kashmir. In a change from the acrimony that has marked their relations since the 2008 Mumbai terror attacks, the Foreign Secretaries of the two countries — India’s Nirupama Rao and Pakistan’s Salman Bashir — held “cordial and constructive” parleys here in a bid to “understand each other’s position and concerns.” Rao, the first senior Indian official to travel to Pakistan after the 26/11 attacks, said at a joint press briefing, “We discussed all issues; obviously our core concerns on terrorism were also articulated.” Sources said that proposals and specific ideas on various issues were exchanged during the meeting. India’s focus was on terrorism and humanitarian issues. Pakistani sources said they had also discussed ideas relating to Kashmir. These proposals will be taken back to the political leadership of the two countries so that they can be firmed up and “form the substantial part of

the outcome” of the meeting of the Foreign Ministers scheduled to be held in Islamabad on July 15, the sources said. However, they did not provide specifics of the proposals offered by both sides but indicated that the talks had gone “very well” and that the Pakistani side listened to India’s concerns without dismissing them out of hand. During the talks, the Indian side raised the “core concern of terrorism”, including the activities of the Lashkere-Taiba and Jamaat-ud-Dawah as well as the founder both groups, Hafiz Muhammad Saeed. The Indian side noted that Saeed’s “virulently anti-India rhetoric” was not conducive to peace and that Pakistan need to “at least stop such propaganda”, the sources said. The Indian side also sought to address Pakistan’s concerns about the Indian presence in Afghanistan, saying that the only role being played by New Delhi in that country was developmental in nature. The sources said the Indian side also made it clear that attacks on Indian assets in Afghanistan could not be “allowed to continue” as it affected relations between New Delhi and Islamabad and created “bad blood and

suspicions”. The sources said the ongoing re-engagement process could succeed if it started with the “achievable”, including release of prisoners, trade and cross-Line of Control confidence-building measures. Rao asserted that the orientation of the re-engagement between the two countries was to look at the reasons why there was a trust deficit and how it can be bridged. Rao noted that Prime Minister Yusuf Raza Gilani had assured his Indian counterpart Manmohan Singh in Thimphu in April that Pakistan will not allow its soil to be used for terrorist activities against India. “We believe that it is an important commitment and what we also believe is that we should jointly work together towards our goal of resolution of outstanding issues,” she said. After his meeting with Rao to prepare the ground for the meeting of the Foreign Ministers in July, Bashir said he felt “much more optimistic” about a good outcome at the talks. He said the two countries should “work towards restoring confidence and building trust with a view to make it possible to have comprehensive, sustained and substantial dialogue”. “The meeting was marked with a

3 arrested for Delhi serial honour killings PTI GHAZIABAD (UP), JUNE 24

Three youths who allegedly carried out the sensational honour killing of three of their relatives in Delhi on Sunday were today arrested in Garhmukteshwar area here. Mandeep Nagar (23), Ankit Chaudhury (22) and Nakul Khari (21) were arrested from Garhmukteshwar, about 90 kms from Delhi, and a country made pistol was recovered from them, Senior Superintendent of Police Raghubir Lal said, adding they have also seized a car. The three were on the run after allegedly killing Ankit’s sister Monica, 24, along with her husband Kuldeep, 26, for marrying in a different caste, and Mandeep’s 22-year-old sister Shobha, who too had eloped with a man belonging to a different case. The accused carried out the three murders on the same day— June 20, Additional Director General of Police (Law and Order) Brij Lal said in Lucknow. First they killed Shobha after asking her to meet them. They shot her in her car. Then they called Kuldeep to meet them and killed him. Later his wife Monica was murdered at her home, he

said. The youths said that the villagers would insult them by pointing out that their sisters had married outside the caste and they could not take the humiliation, Lal said. After the murders, the three escaped to Uttarakhand and there were reports that they were moving around in Dehradun, Rishikesh and Musoorie but there was tip off today that they were located in Garhmukteshwar, where police arrested them. Lal said they were being taken to Ghaziabad and Delhi Police has been informed. Police had yesterday announced a cash reward of Rs 50,000 each for anyone providing information on them. The three were presented before the media here by the police. Earlier, Delhi Police took Mandeep’s uncle Dharmaveer Nagar and friend Nitin, who allegedly gave provocative statements justifying the murders, into preventive custody. “We have taken them into preventive custody under Sections 107 (Security for keeping peace in the other cases) and 151 (arrest to prevent the commission of cognizable offence) of the Cr PC,” DCP (north-west) N S Bundela said in Delhi.

Kurla serial murders suspect remanded PTI MUMBAI, JUNE 24

A local court today remanded a 41-year-old man arrested for allegedly trying to abduct a minor girl in suburban Kurla, to police custody till June 29. The police sought the custody of the arrested person, Kamlesh Sharma in order to interrogate if he was involved in the serial rape and murders of three minor girls at Nehru Nagar in Kurla since February this year. Sharma, an auto rickshaw driver, was arrested yesterday after he was nabbed by local residents when he was trying to lure a seven-year-old with money and chocolates. According to the residents, Sharma offered the girl Rs 10 and told her he would give her chocolates if she accompanied him to his house. When she started crying, people around got suspicious and nabbed Sharma. Since February this year, three minor girls from Nehru Nagar were kidnapped, raped and murdered. While the first two incidents were reported on February 9 and March 7, the third came to light when the body of a nineyear-old girl was found inside a room in an abandoned building on June 19 after she had gone missing on June 6. The body of the first victim was recovered from the terrace of a building in the police residential quarters in Nehru Nagar and the body of the second victim was found from a drain in the area. The police today informed the Kurla metropolitan magistrate that it wants to take the DNA samples of Sharma and to also interrogate him with regard to the three rapes and murder cases.

The Supreme Court has held that cases cannot be dismissed by courts on mere technicalities like delay in filing appeals/petitions as the issue involved has to be fought on merits by the disputing parties. The apex court said unless malafide intent is shown on the part of the petitioner/appellants, courts should normally deal with the case on merits. “It is the duty of the court to see to it that justice should be done between the parties. It is pertinent to point out that unless malafides are writ large on the conduct of the party, generally as a normal rule, delay should be condoned. “In the legal arena, an attempt should always be made to allow the matter to be contested on merits rather than to throw it out on such technicalities,” a bench of Justices Deepak Verma and K S Radhakrishnan said in its order. The apex court passed the order while upholding an appeal filed by the Improvement Trust, Ludhiana, challenging the concurrent orders passed by the District Judge and the Punjab and Har yana High Court. Obama, Singh to meet PTI WASHINGTON, JUNE 24

US President Barack Obama would meet Prime Minister Manmohan Singh on Sunday on the sidelines of the G-20 Summit in Toronto, during which the two leaders would discuss a range of issues, a senior Obama administration official said on Thursday.

"I think this will be an important opportunity for the (US) President to continue to foster the close relationship that he has with Prime Minister Singh," a senior administration official told reporters. Obama will be meeting Singh soon after his meeting with the Indonesian President Susilo Bambang Yudhoyono.

SAARC members exchange lists of banned groups PTI ISLAMABAD, JUNE 24

South Asian Association for Regional Cooperation member nations have exchanged lists of banned groups during preparatory meetings ahead of a conference of Interior Ministers of the regional grouping here on June 26. The lists of banned groups were exchanged during a meeting of the SAARC Terrorist Offences Monitoring Desk here yesterday, officials said. The SAARC countries also expressed their determination to root out terrorism through a

joint mechanism. The list prepared by Pakistan comprised 21 proscribed groups. The SAARC countries also shared information on the working of banned organisations in their respective territories. Pakistan briefed the other member countries on its ongoing anti-militancy operations, including the drive against the Taliban in the country's northwest. The participants expressed concern over the spread of militancy in the region and called for a joint strategy to counter the problem, officials said.

A meeting of the SAARC Drug Offences Monitoring Desk was also held yesterday, and participants discussed the need for a border control management system in member countries to counter the smuggling of narcotics and weapons. Two separate meetings on immigration-related matters and cooperation in police matters are scheduled for Thursday while the Interior Secretaries of the eight SAARC countries, including India and Pakistan, will meet tomorrow. Workshop on e-filing of TDS returns

Infrastructure Development Finance Company (IDFC) said the Reserve Bank has classified the company as an infrastructure finance company, which will help the term lender access cheaper resources. IDFC has been classified by the Reserve Bank of India as infrastructure finance company within overall classification of NBFC, the term lender informed the BSE. The status given to the company would allow it mobilise funds at lower cost and get flexibility in the infrastructure lending, sources said. In Feb, RBI had created a separate entity for NBFC -- Infrastructure Finance Companies (IFCs)-- as infrastructure plays a critical role in the growth of economy. IFCs are not subject to the borrower limits, which restrict NBFCs from lending to any single borrower by 10% of its owned fund, and any single group of borrowers by 15% of its owned fund.

The workshop was organized in association with Goa Chamber of Commerce and Industry. Sandip Bhandare, chairman, Taxation Committee of GCCI welcomed all the participants and introduced the Income tax Officials. In his introductory remarks he also placed before the Officials of the Income Department, some of the difficulties faced by the Tax Deductors. Simar Singh Negi, Commissioner, Income Tax explained the importance of TDS deduction and its proper reporting to the department. She explained that there were many discrepancies in the returns being filed by the TDS deductors and showed readiness of the department to educate the TDS deductors and also address all the difficulties encountered by them. Jayanti Angayarkannig D, Asst Commissioner made a presentation on common mistakes made by the TDS Deductors while filing returns, due dates for tax payment and return filings etc. The TDS deductors were also given a detailed presentation on various aspects of e-filing of TDS returns and revisions of the same. The workshop was also addressed by Manoj Joshi, Addl Commissioner, S Sunderrajan - Asst Commissioner and Hanumantappa Dasar, ITO. The workshop was well attended by TDS deductors from all parts of Goa and ended with a question answer session.

Sensex ends flat; IT, auto stocks gain PTI

A buying rush at IT and auto counters in the last hours of trading helped the Bombay Stock Exchange benchmark Sensex recover early losses and end the day flat. Mirroring a weak trend in Asia, the 30-share index shed 120 points in early trade. However, buying picked up in the closing hours on expectations that the US Federal Reserve will leave the benchmark rate unchanged at near-zero level today. The Sensex finally ended the day up 6.25 points, or 0.04 per cent, at 17,755.94. The wide-based 50-share Nifty Index of the National Stock Exchange, too, ended flat at 5,323.15 points, up 0.12 per cent.

RIL acquires shale gas property in US for $1.3 b PTI NEW DELHI, JUNE 24

Reliance Industries today said it will pay USD 1.3 billion to acquire 45 per cent stake in Pioneer Natural Resources'' shale gas assets south of Texas -- its second purchase in the US in three months. RIL will pay USD 1.315 billion to Pioneer and its partner Newpek LLC to get 45 per cent of about 263,000 net acres of Eagle Ford Shale, the company said in a statement. The acreage in south of Texas has 10 trillion cubic feet of resource potential, according to Pioneer, which will continue to be operator at the property. Shale gas is natural gas stored in organic-rich sedimentary rocks. It is considered an unconventional source as the gas may be attached to or "absorbed" onto organic matter. The Eagle Ford Shale currently produces 28 million cubic feet per day of gas from five wells

and Pioneer believes the acreage can support drilling of over 1,750 wells. RIL said it will pay USD 263 million up front and fund USD 1.1 billion of Pioneer and Newpek LLC''s future drilling costs. The country's second largest carmaker, Hyundai Motor India, today said it may relaunch premium sedan Elantra, which was phased out in 2007 due to dwindling sales, in the country. Apart from this, the company will roll out its SUV Santa Fe in October this year which will carry a price tag between Rs 20 lakh and Rs 22 lakh a unit. "We are reviewing the relaunch of our Elantra in the country which will be subject to the growth in the market size of the premium segment," company's senior directo Y K Koo told reporters here today. company attained 31 per cent growth in sales during the period between January and May this year. "The whole auto industry grew by 27 per cent in January-May but we post growth of 31 per cent," he said. Stating that the company infused a sum of Rs 70 crore in developing new 'Verna Transform', Koo said that the new launch would fuel the sales of Verna from 1,500 units per month to 2,000 units a month. With global crude oil trading at below USD 80 a barrel, Deora is seeing this as the last opportunity to usher in reforms in the sector which, otherwise, would need Rs 74,300 crore in doles to bridge the gap between retail prices and import costs. Freeing of petrol prices would reduce the Rs 74,300crore deficit by about Rs 5,000 crore. A one rupee per litre hike in diesel prices would cut losses by Rs 3,800-4,000 crore. Deora had, on more than one occasion, briefed the Prime Minister Manmohan Singh and Mukherjee on the crisis that

would befall oil PSUs if no decision was taken in this regard. But the UPA government seems wary of freeing fuel prices as such a move can add to the already-high inflation. In May, WPI-based inflation provisionally entered double digits at 10.16 per cent. State oil firms currently lose about Rs 215 crore per day on selling fuel below the imported cost. At present, petrol is being sold at Rs 3.73 a litre below its cost, diesel at a loss of Rs 3.80 per litre, kerosene at Rs 18.82 a litre and domestic LPG at a discount of Rs 261.90 on every 14.2-kg cylinder.

GCA bye-laws amended HERALD SPORTS DESK PANJIM, JUNE 24

The Goa Cricket Association has amended the bye-laws to expand the managing committee to 15 members from the present 12. Seven nominations were received for the posts and the following members withdrew their nominations: Anil Pokle, Desh Kinlekar, Subhash Phadte and Daya Pagi. Following members who got elected unopposed are Vivek Pednekar, Prakash Phadte and Zamir Carol. The meeting to be held on June 27 stands cancelled, the GCA stated.

AIFF fines Dempo, Sporting HERALD SPORTS REPORTER PANJIM, JUNE 24

The AIFF’s Appeal Committee levied a fine of Rs 2 lakh on Dempo Sports Club for not releasing two of their players for the National camp held in Goa. Similarly, the earlier decision taken by its Disciplinary Committee of imposing a fine of Rs 2 lakh on Sporting Clube de Goa following the manhandling of the referee by one of their supporters at Nehru Stadium, Fatorda has also been upheld by the Appeals Committee. Dempo’s case was that their players, Mahesh Gawli and Sameer Naik, were declared unfit by the team’s doctor and as such could not be released for the camp, whereas the AIFF had maintained that it would

be the federation’s doctor who would do the medical evaluation of the players in question and rule over their fitness. However, the players were declared fit by the team’s doctor later on and they were allowed to join the National camp by the India coach a few days before the camp could come to a close. The matter was referred to the AIFF’s Disciplinary Committee which levied a fine on the club. Aggrieved, the club filed an appeal, wherein it was decided that the fine of Rs 2 lakh had to be paid by the club. As football unites nations, the feast of San Joao unites Goans who gleefully celebrate it wearing football jerseys and shorts. It was certainly a sight to see youngsters jumping in wells shouting ‘Viva San Joao’ out loud, and what was even more interesting was to see them in a uniformed look in their colourful jerseys either with Viva San Joao 2010 written on the back or the name and logo of a football team participating in FIFA this year, the favourites being Portugal, Brazil and Argentina. Moses Gonsalves from Ribandar is the man behind the custom-made jerseys in Goa. In the business for the past ten years, Moses calls this football season the best he has experienced. “I am completely busy with orders as customers are ordering jerseys and shorts in bulk to celebrate football and San Joao. Presidents of sports clubs across Goa are coming in to give orders for their village boys especially for San Joao. Football fans had placed orders of specific teams well in advance and they come directly to me with their patterns,” said Moses who also undertook orders from corporates for various football competitions in Goa. “The corporate orders are based on the company name while jerseys and shorts of the Portugal and Brazilian teams are quick sellers; teams like Argentina and Germany are also doing well,” added Moses. Roque Fernandes from Pedda-Benaulim thought of celebrating San Joao by creating awareness about our environment. Almost a month ago, he nabbed few people who were disposing garbage near St John the Baptist Church in Benaulim. A concerned villager, Roque Fernandes chose to celebrate the feast with a social message. “This year, the San Joao Boys of Pedda Benaulim wore jerseys with San Joao 2010 written on it with each one sporting a tagline like ‘Save Mother Earth’ or ‘Say No to Plastic’. Besides celebrating by jumping in the well, the committee also distributed Neem plants because of their health and ecological benefits and almost a hundred cloth shopping bags which will in turn reduce the use of plastic. Vandalised religious structures make headlines but what about magnanimous gestures like the Sikh community in Sarwarpur rebuilding a mosque, demolished during partition, and handing over the keys to the Muslim community? The deed needs to be saluted at the highest level in today’s times of strife and unrest. As the eminent columnist Khushwant Singh says, “My heart swells with pride at what members of my community has done. They have done what Guru Nanak, whose first disciple Bhai Mardana (remained Muslim to the end of his life) would have liked them to do; they have done what the fifth Guru Arjun, compiler of the Adi-Granth and builder of the Harimandir (today’s Golden Temple), whose foundation stone had been laid by the Sufi saint Hasrat Mian Mir of Lahore, would have applauded. And so would have Maharaja Ranjit Singh, one of whose maharanis built the white marble ‘dargah’ of Data Gani Baksh, the most popular Sufi shrine in Lahore today.” To rewind a little, in the communal civil strife which occurred during the Partition in August 1947 when most of the Muslim population fled to Pakistan, the ‘Guru-ki-maseet’ mosque was demolished by rioting mobs of Hindus and Sikhs. As the mosque had been in a state of disrepair for a long time, last year, Sikh labourers and masons, and an all-woman team of restorers led by Gurmeet Rai lent their expertise to the mosque’s restoration. Khushwant Singh details, “On May 22, Jathedar Kirpal Singh of the SGPC, MLA of the village Jagiivan Singh and all villagers welcomed Maulana Habibur Rahman Sani Ludhianvi and presented the keys of the mosque to the oldest Muslim villager Dada Mohammad Tufail. There were triumphant cries of ‘Allah-o-Akbar’ amongst the Muslims.” Highly applauding the event, Mr Mac Vaz, director of Madame Rosa Distillery reasons, “It is human nature that has made most of mankind excessively sensitive towards religious structures but is least focused about applying its teachings. This deed is a showcase example of promoting brotherhood which is the essence of all religious teaching which all of us, Indians, need to emulate in our own micro ways.” Always one to have strived and continues to strive in promoting communal harmony to the extent that his equestrian association, the Equestrian and Polo Association of Goa, comprises of himself as president (Christian), Mandeep Singh (Sikh), Praveen Zantye (Hindu) and Kaif Khazi (Muslim), he goes on to expound the significance of a ‘sarva samandar’ in all the Army regiments all over the country. He informs, “It is a place where deities from all religions are positioned and the army persons from various religions gather to pray. We

need to learn from their secularism.” Chat with businessman Lucky Singh and it is easy to see how his name and disposition embodies the true cheerful and adaptable Sikh spirit. Happily he says, “It is sad that the media has not highlighted this significant event. I am touched and feel very proud at this happening.” Elucidating on the Sikh nature, he says, “Sikhs are like water which takes the shape of anything that it flows into. We are the same, very adaptable and flexible.” And what do the Muslims in Goa have to say? Mr Urfan Mulla from Margao who is the general secretary of the Association of All Goa Muslim Jamat and president of the All Goa Urdu Teachers Association opines, “If you look back, except for stray cases like Aurangzeb and Jehangir, all Muslim rulers who ruled India, did so without inflicting violence on the Hindus. In fact, Emperor Akbar even embraced the teachings of Hinduism and followed it. Presently, look at our Goan Hindus, they are extremely peace-loving and it is a blessing when we see Hindus, Christians, Muslims and Sikhs co-exist so peacefully in the state.” As for the restoration of the mosque, he says, “I salute the Sikhs who have brought about this highly commendable deed.” President of the Association of the All Goa Muslims Jamat, Mr Sheikh Bashir from Betim says, “Unfortunately as the media have not highlighted the incident, I was not aware. But yes, it is a deed worth saluting. I always believe that each of us should follow our own religious routes to God personally and just live peacefully with all human beings and do good to one another. In this way, all of us will live be practising and living our religions in the right manner.” He continues, “If so much of good can come out of such a bad incident of the past, I think we are progressing on the right track towards peace and civilization. We need to use this as an example and teach our younger generation how the bad can be converted to good.” Lucky Singh pipes in, “Today’s kids are very clever. They watch from us and learn. And I think I can safely say that amongst us middle-aged parents, there is no animosity or boundaries anymore. So, kids are following suit. Whatever bitterness is there is of the older generation.” The common view from everyone spoken to is that we people should not be naïve and succumb to the vicious designs and provoking of the politicians who believe in divide and rule. As a people, everyone only wants peace and happiness. And with important incidents such as this heart-warming story of inter-communal camaraderie of the restoration of the mosque, we should move forward and break the barriers and boundaries created by the politicians or any negative elements.

Mariah Carey sued by Vet

op diva Mariah Carey is being sued by her vet, who alleges the singer failed to pay her bill for “extraordinary services”. The ‘Hero’ singer, who is married to rapper-and-presenter Nick Cannon, reportedly owes just under USD 30,000 in unpaid bills for Dr Cindy Bressler’s services for her pets. The veterinarian filed claims in a New York court, alleging the ‘Hero’ singer has paid just USD 8,200 towards the USD 37,800 worth of charges for “extraordinary services” given to her three dogs, JJ, Cha Cha and Dolomite in one month. The claim stated: “She rendered veterinary services including extraordinary services to the defendant’s canines. Dr Bressler performed work, labour and services on the defendant’s canines at the agreed price and reasonable value of USD 37,790.32, which sum Mariah agreed to pay.” If Cindy’s claim is successful, Mariah will also have to pay her legal costs making the final total sum higher. Cindy’s attorney said that the vet was in charge of feeding and grooming the pooches while Mariah was away in Los Angeles. A spokesperson for 41-year-old Mariah said her legal team were not aware of the lawsuit.

It has been reported that Kareena is so tied up that she did not have the time to even go home and pack and instead, asked mom Babita to do the needful for her. Kareena was ealier in Hyderabad shooting for Rohit Shetty’s ‘Golmaal 3’ and is presently busy shooting for beau Saif Ali Khan’s film ‘Agent Vinod’ in Morocco. Following this, she will head to London for Shah Rukh Khan’s superhero flick ‘Ra.One’. The girl actually had to ask Lolo to come to the airport for half an hour so we that she could spend some time with her sister and niece and even requested Karishma to pick up a gift for herself, promising to pick up the tab later. But the young actress has expressed interest in teaming up with her sister, that too onscreen! In fact, this has been one long dream of Bebo who even tried convincing Saif to rope in Karishma in some of his films But, nothing worked. She has gone on record to say this about working with Lolo. “I think the only actress I really would love to get paired with is my sister Karishma Kapoor. Though it has not happened so far, but I hope one day we share the same screen space.” In fact, the recent buzz is that Kareena and Karishma were earlier spotted together making a visit to Karan Johar’s office. So there could be a possibility that both Karishma and Kareena will work together in one of KJo’s upcoming films. The Flavours of Sao Joao at Big Foot HERALD FEATURES he monsoons which have the habit of playing hide-and-seek on the of June 24 yearly, decided to lash out in wet fury this year, thus blessing the humidity burdened Goans with reduced temperatures and a fantastic ambience in keeping with the theme of Sao Joao. And so, the rain drenched revellers at Ancestral Goa, Big Foot, Lotoulim skipped and jumped to music, wearing colourful floral crowns – ‘copel’ and savouring lip smacking traditional delicacies like ‘Godshe’, ‘Biknache Pinaque’, ‘Pattoleo’, ‘Folle’, ‘Shevio’, ‘Ponsachi Bakri’, ‘Fotkhote’ and a little shot of Feni – which was traditionally consumed to retain the body heat. ‘Pez’ was served in ‘kotio’ and had with roasted ‘Ponsachi Bikna’ in keeping with this eco-friendly festival, was celebrated to give thanks to Mother Nature. The difference this year was that the traditional foods, sweets and crowns were being prepared on-site for the benefit of the visitors – national and international. Having begun at 10:00am at Big Foot, the festivities reached a peak of merriment at around 1:00pm with the coming of lunch time. Displaying tradition and actually part-taking of it are two different things, it was therefore very charming to view the visitors relish the freshly prepared food, as they absorbed a soon dying tradition of special repast prepared for certain feasts.

HERALD FEATURES amuel Carvalho’s drama ‘Tin Horancho Raza’ focuses solely on the tiatr fraternity. He dwells upon the making of a tiatrist and the outcome of his fame and glory. Celebrated tiatrist Joe (Neville) has mastered the art of penning and staging dramas. His popularity has doubled by organising shows which run to packed audiences. But he fails to realise that it was his parents, who were very supportive in order to achieve his goal in life. Joe’s parents (Succor de Santa Cruz/Chitra) not only sloughed to help him win fame and reputation among the tiatr lovers, but also decided to get him married instantly. But due to his engrossment with staging tiatrs at various theatres, he forgets to give a thought to his ailing parents and create some time for them during their illness. To make matters worse, his dominating wife Flavia (Synetra) empowers him at every step of life and consequently he fails miserably in his responsibilities towards his parents and family. Due to due recognition and appreciation from different corners, Neville thinks no end of himself. He reshuffles his cast as per his whims and fancies, like a pack of playing cards. Without any prior notice, Joe discards one of the female actors Sonia (Sonia), whom he had volunteered to assist financially. He takes that drastic step to pave way for his only daughter Zarina (Cybil). But as Sonia’s mom (Meena) is well aware of the happenings behind the curtains, no doubt she is disheartened at Joe’s unwanted choice, but she cautions him about his daughter being misused by others as an actor. HERALD FEATURES he Gonsalves Mansion in Campal had a very unique experience, with the art workshop organised for the underprivileged children of St Inez, with two noted artists, Unnati Singh and Salvador Fernandes. The workshop culminated with an exhibition of the works created by the children and the artists, which will be on till June 30, 2010. The workshop not only taught the children to handle paint and brushes, but they were also encouraged to pour their hearts out onto the canvas and also think outside the box. This providing them with the freedom to choose their styles of paintings, and giving them opportunity to explore their creativity, and build their confidence, self-esteem, and critical thinking skills. Watching the children treat every piece as a work of art, thus giving it their best shot in unleashing their creativity was a treat to watch.
