The third and final ODI between India and Australia was on Sunday abandoned without a ball being bowled due to wet outfield caused by overnight rains to give the hosts a 1-0 series victory, their first in over two decades. With the abandonment of today’s ODI, the second such case in the three-match series, Australia returned home without winning a single game in their tour of India. They had lost the two-match Test series 0-2 before the ODI series. India had beaten Australia by five wickets in the second ODI at Visakhapatnam on October 20 while the first match in Kochi on October 17 was washed out. India thus notched up their first ever whitewash of Australia in both Test and ODI series in the same tour. This is also the first time that Australia failed to win a single match in the same tour against any country in their history. India had last won a bilateral ODI series against Australia in 1986-87 when they won 3-2 at home. Umpires Billy Bowden and Amish Saheba made two inspections of the Jawaharlal Nehru Stadium ground at 11 am and 12:15 pm before deciding to abandon the match because of the wet conditions in the outfield that persisted despite the

IOC tanker falls, disrupts air traffic at Dabolim

An Indian Oil Corporation tanker, carrying nearly 6,000 litres of Aviation Turbine Fuel (ATF), fell on its side on the runway at Dabolim Airport on Saturday at about 9.20 pm, disrupting the air traffic. According to Navy PRO Commander M C Joshi, the half-filled tanker with a capacity of 11,000 litres was heading towards the civil terminal for refueling the aircraft and while crossing over the runway, the tanker driver lost control over the vehicle and it fell on its side. The impact of the incident was such that thousands of litres

of highly inflammable fuel was splashed on the runway, thereby making it unsuitable for operations. However, naval authorities at the airport acted swiftly and restored the operations within two hours. The Naval personnel rescued the tanker driver and immediately plug the leak. The runway was closed immediately and a NOTAM (Notices to Airmen) was issued to this effect to halt air traffic operations. “The most challenging task of the hour was to remove fuel from the runway surface and to ensure that it was not slippery, which may result in skidding of

aircrafts,” said Joshi. “The tanker was lifted with the help of a naval crane and was towed away from the site. The fuel was removed from the runway surface by the naval personnel in the shortest possible time,” informed Joshi. He further informed that the runway was restored and was declared fit within two hours and normal operations were resumed. “The leaked fuel is likely to cause damage to the runway surface and naval authorities are investigating the implications,” added Joshi. PM positive of Japan nuke deal PTI TOKYO, OCT 24

India is confident of signing a “win-win” civilian nuclear deal with Japan and is looking forward to a comprehensive economic partnership agreement to boost bilateral trade, Prime Minister Manmohan Singh has said. “I am confident that we will be able to conclude an agreement (on nuclear deal), which will be a win-win proposition for both of us. We have not laid down any deadline for concluding these negotiations,” Singh said shortly ahead of his twoday visit here beginning on Sunday. Asserting that India has an “impeccable” record on nonproliferation, he told the Japanese media that his country is committed to maintaining a “unilateral and voluntary” moratorium on explosive nuclear testing and has “no intention” of revising that commitment. “We are ready to work with Japan and other like-minded countries in realising the vision of a nuclear weapon-free world,” Singh was quoted as saying by Kyodo news agency.

Sexual abuse: social stigma propels acquittals VIBHA VERMA PANJIM, OCT 24

Even though Goa Children’s Act (GCA) is stringent enough to nail the sexual abuse on minors, the fear of social stigma seems to propel the number of acquittals in such cases. The victim turning hostile pricks hole in the entire proceeding deflating it completely, the prosecutors said. In the recent past, the government lawyer representing these minor girls have to walk extra mile to convince the parents and victims to stick to their grounds so that the law can prevail. The contention of consensual sex is becoming an excuse,

which gives an edge to the accused in many cases. Public Prosecutor Poonam Bharne said that if victim is less than 16 years old, even her contention about consensual sex is not considered by the Court.

But if she is aged between 16 and 18 years, her statement of consensual sex flattens the case. “Most rape cases are acquitted because the victim is 14 years plus and below 18 years. They are around 15 and 16 years of age. They depose before the Court that they are in love with the accused and voluntarily fled. If a victim, in such deposition, is above 16 years her consent is material,” she said. At the same time, if the victim admits consensual sex, the case falls apart – accused escapes conviction. The same statement however is invalid if a victim is below the age of 16 years. There are other instances in

which medical evidence fails to confirm rape and victims, at times, are tutored by parents to depose against the boy. The cases of victims’ families shifting to another town also leave the prosecution groping in darkness. They go untraceable and case hits the rock bottom. In 2009, out of 28 rape cases disposed at Children’s Court, the prosecution could achieve only six convictions as against 15 acquittals and seven discharges. While in 2010 till date, around 12 rape cases have been disposed out of which in seven cases the accused have been (Continued on page 10)

3 poll officials go missing in Bihar PTI PATNA, OCT 24

Defying a poll boycott call by Maoists, voter turnout in the second of six-phase elections in Bihar on Sunday was robust recording around 53 per cent though some stray incidents including three poll officials going missing were reported. Polling was held in 45 Assembly constituencies spread over six districts, some of them affected by Naxal menace. The districts were East Champaran, Sheohar, Sitamarhi, Darbhanga, Muzaffarpur and Samastipur. A

total of 623 candidates, including 46 women, were in the fray on Sunday. The first phase recorded 53 per cent voting. “The polling percentage recorded at 5 pm was 52.55 per cent which may go up as some people were still in queues to cast their vote,” Deputy Election Commissioner Vinod Zutshi said in New Delhi. The elections were held in the threat of Naxal violence and in the shadow of last Friday’s landmine blast in Sheohar (Continued on page 10)

Google admits to ‘spying’ on British emails Agencies LONDON, OCT 24

In what could be called a major security breach, Internet search engine ‘Google’ has admitted spying on computer passwords and entire emails from households across Britain. The California-based company has, however, apologised for downloading personal data from wireless networks when its fleet vehicles drove down residential roads taking photos for its Street View project, ‘The Sunday Telegraph’ reported. “It’s clear from those inspections that while most of the data is fragmentary, in some instances entire emails and URLs (web addresses) were captured, as well as passwords. “We want to delete this data as soon as possible, and I would like to apologise again for the fact that we collected it in the first place,” Alan Eustace, Google’s Vice-President of engineering and research, was quoted as saying. Millions of Internet users have potentially been affected. The Information Commissioner’s Office, the privacy watchdog, said it would be looking into Google’s admission. Images for Street View were gathered by vehicle-mounted panoramic cameras starting in 2008. In May this year, Google confessed the vehicles had also been gathering information about the location of wireless networks, the devices which connect computers to the telecommunications network via radio waves. Google archived all the material it had gathered, which included emails being sent by private individuals, the web pages they were viewing and passwords they may have entered as the Street View vehicle passed their homes. It is believed that only wireless networks that were not password-protected were affected, the newspaper said. Simon Davies, director of Privacy International, said: “It’s absolutely scandalous that this situation has developed and so many people have had their communications intercepted.”
