Unfazed by the all-round attack on him, Lalit Modi today made it clear that he will not resign as IPL Commissioner and threatened to “expose some people” even as he dared the BCCI to sack him in Monday’s Governing Council meeting.

With the dice heavily loaded against him in the Monday meeting and indications that he may be sacked, Modi said people were pressurising him to resign and dared his detractors to remove him.

Modi made his views public by tweeting his remarks even as top BCCI officials met informally to consider the strategy for Monday meeting where a resolution is likely to be brought forward for removing him if he absents himself.

The BCCI President Shashank Manohar, vice-President Arun Jaitely, secretary N Srinivasan, IPL vice-Chairman Niranjan Shah, finance and media committee chairman Rajiv Shukla and Chief Administrative Officer Ratnakar Shetty were present at the meeting which went through documents to prepare the grounds for laying charges against Modi.

Elsewhere, Modi got the backing of franchise owners, including Vijay Mallya Shah Rukh Khan and Preity Zinta, who hailed him for the success of the IPL and said he should be given a chance to redeem himself.

Expectations from panchayats are increasing every year. However, the budgetary allocation for them is at its low creating financial crunch during many instances, Panchayat Minister Manohar (Babu) Azgaonkar said today.

Azgaonkar said if the Government was serious enough to empower panchayats, it should sanction more funds to these grassroot-level bodies, which are the backbone of the State’s administration.

Azgaonkar explained that weaker panchayats in the State approach him for financial help.

“But since there is low allocation of funds for my ministry, I can’t provide necessar y help to them,” he said.

CBI wants to introduce plea bargain PTI KOLKATA, APRIL 24

The CBI today said it favours introduction of plea bargain, whereby a defendant is offered an opportunity to plead guilty usually to a lesser charge or to the original one with a recommendation of a lighter than the maximum sentence, to reduce the number of pending cases.

“We would like to introduce the system of plea bargaining so that we can expedite the process of justice and reduce the number of cases pending in the country,” CBI Director Ashwini Kumar told reporters here today.

Stating that at present there were 9,000 cases pending in the country including 740 in West Bengal, he said if the new system were introduced it would reduce the number of cases to a considerable degree. “This is where we want to prioritise.”

Income Tax officials have collected some papers from the New Delhi office of Civil Aviation Minister Praful Patel in connection with the IPL controversy.

Confirming this, NCP chief Sharad Pawar addressing a party convention here said, “the authorities never questioned Patel in this connection. Only some papers were collected from his office in New Delhi”.

The Goa Government has approved an additional period of benefit of tax exemption under Goa Value Added Tax Defermentcum-Net Present Value Compulsory Payment Scheme, 2005, to some categories of industrial units.

According to the notification issued by the Finance Department, a small scale/medium scale/large scale industrial unit which is registered under the said Scheme and whose entitlement to avail the benefit of NPV or the tax exemption for the inter-State sales, for the balance un-expired period computed on 31-03-2005, expires or expired after 01-04-2007 but before 3103-2010, shall be entitled to an additional period of tax exemp-

tion of one year beyond its normal entitlement in terms of entry 68 or entry 85 of the Second Schedule appended to the Goa Sales Tax Act, 1964 (Act 4 of 1964).

Second, a small scale/medium scale/large scale industrial unit which is registered under the Scheme and whose entitlement to avail the benefit of NPV or the tax exemption for the interState sales, for the balance unexpired period computed on 31-03-2005, expires after 31-032010, shall be entitled to an additional period tax exemption of two years beyond its normal entitlement in terms of entry 68 or entry 85 of the Second Schedule appended to the Goa Sales Tax Act, 1964 (Act 4 of 1964).

These include the industrial units which have been declared by the Central Government as of high polluting nature and to whom the tax exemption has been extended by the Government under special order and also the industrial unit whose tax exemption/entitlement of benefit of NPV expired on or be-

fore 01-04-2007.

Third, the industrial units which are covered by the Schedule appended to item No. (ii) of sub-clause (e) of clause 2(A) of the said Scheme. The small scale industrial unit upon its graduation into medium scale industrial unit the period of entitlement to the extent it remains un-utilised on the date of its graduation.

Transfer of ownership of any industrial unit during the period of such additional entitlement will require prior approval of the Commissioner of the Commercial Taxes, failing which the request for benefit under the said Scheme will be rejected, the notification signed by Vasanti Parvatkar, under secretary (finance) said.

The 14th edition of ‘Malabar’, the annual bilateral Indo-US defense exercises commenced on Friday, off the Arabian Sea with the participation of destroyers, frigates class ships, nuclear submarines and aircraft.

A joint statement issued by both countries – the Indian Navy and the U S Navy – was read out

by Flag Officer of Goa Naval Area Rear Admiral Sudhir Pillai at a press briefing onboard INS Mysore on Saturday morning in the presence of CTF-70 Admiral Kavin Donegan, Commanding Officer of INS Mysore Captain Atul Jain, Commanding Officer of USS Shiloh Methew Loughlin and officers from both navies.

“The exercise is primarily aimed at deriving mutual benefit from each other experience such as training exchanges, information exchange and technical cooperation,” said Rear Admiral Sudhir Pillai.

“Both navies need to periodically exercise at sea to build interoperability, to share best

practices and share common ideas in the interest of maritime security,” added Pillai.

The 14th edition of Malabar features ships from CTF 70 of the USN 7th Fleet which is based in Yokosuka, Japan. The CTF would include the Cruiser USS Shilon, Destroyers USS Chaffee, U S Lassen, and Frigate USS Curts and in addition Los Angeles class nuclear powered submarine USS Annapolish, two P3C Orion aircraft and 28 member U S Navy special force team will participate in the exercise, which will go on till May 2.

The Indian Navy deployed its INS Mysore, Delhi class guided missile destroyer and three guided missile frigates INS Godavari, INS Brahamaputra and INS Tabar, in addition one Shishumar class submarine, INS Shankush and Sea Harrier fighters’ aircrafts and other fixed and rotary wing aircraft.

About 3,000 defense personnel from both countries will be involved in the exercise, but this seems to be a modest exercise compared to the 12th edition,

when 8,500 officers from both countries had taken part in the exercise which included the participation of Ronald Reagan Strike Group (RRSG) Navy’s 7th Fleet including USS Springfield submarine, and a P3C Orion aircraft.

Both navies categorically denied that aircraft carrier would be the part of the exercise and CTF 70 Admiral Kavin Donegan said this was because of topographic reasons, log distance and other factors.

Donegan said the joint exercise is primarily aimed at deriving mutual benefits from the experience of the two participating expertise and confidence gained through interoperability during such exercise has proved to be immense use, particularly during humanitarian and disaster relief operation.

“The thrust of this year’s exercise would be anti-submarine warfare, surface firing, maritime interdiction operations, visit board search and seizure and submarine operation,” said Pillai.

tional cooperation, friendship, understanding and economic progress, amidst many multi-dimensional challenges that we are faced with – whether political, economic and social. In this backdrop, he said the East and the West are rapidly intermingling and a never before in the past, making renewed creative and enduring effort to come closer.

The film industry, which is a powerful integrator of humanity and a contributor to economic and artistic progress of the nations, has a significant role to pay towards the noble cause of international peace, mutual understanding ,goodwill and fellowship, he said.

The governor further said that the delegation of European Union to India has started a new chapter of friendship and cooperation with Goa through this initiative. “I am sure that this film festival will bring best of

European films which will provide detail perspective of life, problems, socio-cultural values of people of Europe”.

He said the European Union has provided us an opportunity to have a close look at the creative genius of its people by organizing the 15th European Unin Film Festival in Goa. The venue – Goa- is appropriate in more than one way, he said emphasizing that Goa is developing its own film culture.

He further said that the film finance scheme is being reoriented by the state government.

Goan actors, singers and musicians, he said, have contributed immensely to the Indian cinema.

At the festival, an audio visual tribute had been paid to Goa’s first film maker Al Jerry Braganza who made the first Konkani film Mogacho Anvdo more than 60 years ago. Goa, he said, has occupied a prominent place in the film festival.

Piracy: The exercise will also focus on tackling the threat of piracy in the Gulf of Aden.

The concern of India and US navies over growing piracy were clearly evident during press briefing on board INS Mysore at Mormugao Port, Vasco on Saturday.

“Anti-piracy operations are one of the best examples where two navies can coordinate with each other. We are conducting similar kind of exercises which are usually held during anti-piracy operations,” said Flag officer Commanding Goa Area (FOGA), Rear Admiral Sudhir Pillai.

He said the joint exercise would also highlight the sea piracy and cited the example of recent piracy in Somalian coast.

“The Malabar exercise has proved to be operationally beneficial particularly during the ongoing anti-piracy operation in the Gulf of Aden,” added Pillai.

He said that piracy in Somali is a complex problem which could be dealt with cooperation and participation from different countries.

Women’s and children’s rights organizations have promised to take up the torture of the 12-year old minor girl by a Mumbaibased family, even as the Margao police has forwarded the case to their Mumbai counterparts for further investigations.

Bailancho Ekvott Convenor Auda Viegas said the brutal assault on the girl is unprecedented in nature. Viegas, who was called by the Margao police when at the girl reported the matter to the police station, said there are scars all over the body of the minor girl. “The family cannot be allowed to get away with the torture. Justice needs to be done to the young girl”, he said.

In this connection, Viegas disclosed plans to take up the matter with the Goa State Commission for Children, besides Non-Governmental Organisations in Mumbai to take the matter to its logical conclusion.

“The people who have unleashed the brutality on the young girl should not go unpunished. The NGOs and the commission working for the welfare of children will be involved to get justice for the young girl”,

In once such case, political interference in police department has once again come to the fore and this time the victims were two police constables attached to Usgao outpost in Bicholim taluka.

According to reports, there was an accident between a truck (KA-22-A-6475) and Trax (GA-01-B-5511) at Usgao-Bicholim on April 13.

After the two police constables attached to Usgao outpost rushed to the site, Trax driver Somnath Raghuvir Naik and Gurudas R Naik started arguing with them and demanded that the truck driver be handed over to them and they would solve the issue their way.

Following the law, the police constables rejected the demand.

Enraged with this, the duo attacked the constables, threatened of dire consequences and also told them about their political links.

Since the duo was not ready to listen, the police arrested them under Section 353 IPC for obstructing government servants in discharging their duty.

However on Friday, the two police constables were surprised when they got transfer letters and were asked to join Goa Reserve Police.

“It all happened because of political interference and it is really sad that the cops are getting this reward for their prompt service,” a source from police told Herald.

Questions remain over selection of consumer panel members HERALD REPORTER PANJIM, APRIL 24

Consumer rights activists and several forums associated with consumer issues across Goa are gearing up for a busy Sunday morning to deliberate on the appointment of two members to the State Consumer Redressal Commission, an issue which has reached the Chief Minister in the form of several petitions.

The activists, village groups and forums, women’s collectives and individuals had petitioned the CM’s office urging him to intervene and ensure that the two persons to be appointed as members of the Commission were honest, competent and integral individuals having a respectable standing in public.

But some of the legal fraternity members, who spoke to Herald on condition of anonymity, mentioned contrary to the several petitions to the CM and the Director of Civil Supplies and Consumer Affairs the Government has approved the recommendation of the Selection Committee of the Commission for appointment of one member, who is a retired Government servant from the Goa Civil Service.

They revealed his appointment is for a two-year term as the maximum age for retirement is 67 years for any member of the Commission as per the Consumer Protection Act (CPA).

The aggrieved members said the 65-year-old male appointee is far from competent and as per the Act doesn’t have the adequate knowledge and at least

10 years of dealing with problems relating to law to handle the Commission having jurisdiction over matters ranging upto Rs one crore. It is likely that his appointment order will be issued next week as the term of one of the two members comes to an end on April 30, 2010.

Around 50 petitions have reached both the CM and the Director of Civil Supplies expressing their apprehensiveness over the appointment of the two members to the Commission. The petitions point out the fact that the recommendation of the members is being done by a senior justice who had forwarded the name of Adv Harsha Naik for the post of President of the North Goa Cons u m e r D i s p u t e Re d re s s a l Commission.

It may be recalled Adv Harsha Naik, who was appointed as President of the forum on December 16, 2009, for a fiveyear term was unceremoniously terminated from the post as she was found below age, a fact that had missed the attention of the Selection Committee headed by the senior justice.

Legal members said there were other competent members among the seven who were interviewed by the Selection Committee for the post of member of the State Commission. According to them one woman candidate, a very senior member in the legal field, was told by the Law Secretary during the interview he had no questions to ask looking at her bio-data, which he found impressive. No

other questions were asked by the senior justice and other member of the Selection Committee, they stated.

They revealed another male candidate who was also very much eligible for the post had been left in the lurch though his interview went on for a long time. The candidate, as per requisites of the Consumer Act, has a reputable public standing, they stated.

Surprisingly, they mentioned, one more male candidate, who appeared for the interview, had served as member of the district forum for a full five-year term.

His candidature too was found unsuitable for the post, they mentioned.

The members have raised questions about the functionality of the Commission after April 30. Even though the Commission will function from May 1 onwards, it will not be able to pass orders with just one member who will be the in-charge.

As per the CPA for an order to be passed it is mandatory to have two members, they informed.

It is learnt from reliable sources re-interviews will take place for the appointment of the second member but that will happen only in June when the President of the Commission (the senior justice), who is on the Selection Committee, is expected to arrive to attend to consumer cases for two days.

Till then what happens to the functionality of the court is the question doing the rounds of the corridors of the Commission.

The 30th annual symposium on Sea Turtle Biology and Conservation will be used to garner support for several public petitions on issues of importance to marine turtles and their habitats, including one asking that ports and large infrastructural projects are kept at least 25 km away from critical marine turtle nesting habitats.

The symposium being held in the South Asian region for the first time in its 30 year history took off on Saturday in Goa at the Kala Academy, here. It has brought together a diverse range of participants from around the world, including

students, academics, activists and conservationists.

Over 700 individuals from 70-plus countries across the world are attending the event, making it one of the largest international conferences on ecology and conservation to be held in India.

KRC footbridge near Margao flyover weak: pedestrians HERALD REPORTER MARGAO, APRIL 24

Pedestrians in the Commercial Capital have complained that the Konkan Railway Corporation’s footbridge near the Margao flyover has turned weak for want of maintenance.

Regular users of the footbridge pointed out that the railings have become weak while the concrete has petered off from the steps.

Local businessmen having establishments on the Khareband side of the bridge said the government did not take up periodic maintenance of the bridge since its construction around seven years ago.

A trader said that the bridge was the sole link between Khareband and Margao side of the city before the Goa government built another footbridge a year ago. “Since its commissioning, the footbridge was not even illuminated by the government. This despite the fact that the bridge was mostly used by the aam admi”, remarked another trader.

When contacted, KRC Sr Public Relations Manager, Baban Ghatge feigned ignorance about the status of the bridge and said the KRC has till date not received any complaint from any quarter till date.

He, however, assured to ask the technical cell of the Corporation to ascertain the facts by inspecting the footbridge at the earliest.

Drugs and foreign currency worth a staggering Rs 25 lakh were seized by police in a raid in Calangute late Friday night.

A 39-year-old Nigerian national has been arrested in this connection.

Acting on a tip-off, a police team, led by Calangute PI Nolasco Raposo, nabbed the Nigerian, Monday Felix Odede, near the Calangute Post Office at Naikka Vaddo, Calangute while he was waiting for some customers.

Police caught Odede in possession of 465 gms of cocaine worth of Rs 23.25 lakh, 45 gms of

MDMA valued at Rs 90,000, 300 USD and 50 Euros valued at Rs 1.01 lakh, a small electronic weighing scale, mobile phone and other items, all valued at about Rs 25.33 lakh.

Expressing happiness over the seizure, PI Raposo also had a word of praise for his team, comprising Subhash Malwankar, Santosh Govekar, Waman Naik, Luen Pereira, Datta Shirodker and Rajesh Shirodker.

This is the largest seizure of drugs since PI Raposo took over the responsibility of Calangute police station. Earlier, a resident of Calangute was also arrested in possession of cash worth of Rs 20 lakh in regard to drug dealings.

Panjim MLA and Chairman of Sub Committee Manohar Parrikar to study the projects under Jawaharlal Nehru National Urban Renewal Mission (JNNURM) has said that he will study the allegations of illegal constructions mushrooming around St Inez Creek, a Rs 17 crore project which is taken up for development under the centrally funded scheme.

Parrikar's intervention came after JNNURM’s sub committee members and citizens raised their apprehensions about the structures bordering this creek.

“There should be proper access to the creek. The area surrounding the creek is declared as no development zone,” Par-

rikar told Herald today.

"I will investigate into the matter. I have received certain representations on this issue," he added.

The St Inez Creek criss-crossing the capital city of Panjim is scheduled to be taken up for upgradation under JNNURM. The project is hanging fire due to technical difficulties.

In the last sub committee meeting the members including Patricia Pinto, Nandkumar Kamat, Dr Joe D'Souza and others strongly expressing their discontent over the constructions that have sprung along the water body.

"It’s only because of all these illegalities that the project has been kept on hold. We can go ahead with the beautification

of the creek once all these illegal constructions and hutments are removed," Dr D'Souza, member of sub-committee said.

CREEK: Dr D’Souza said that the water body has been officially declared as creek to control flooding during monsoons.

"The Central Government in its directives under JNNURM has ordered the State Government not to carry out any sort of construction within 15 mts of the creek, which is a natural water body and need space for its beautification," Dr D'Souza stated.

In yet another incident of reckless driving in Mormugao taluka, over 27 persons were injured when a speeding bus toppled at the Matol-Verna junction near Fr Agnel Ashram, Verna on Saturday morning.

Verna police acted swiftly and shifted the injured passengers in 108 ambulances and police patrol jeeps to the Hospicio Hospital, Margao.

Most of the injured passengers were workers at the Verna Industrial Estate and others included a teacher and a 10-year-old girl.

Eye-witnesses claimed that the bus was proceeding in a reckless manner and the driver, Majunath Lakhade, tried to turn near the Matol-Verna junction at a high speed when the bus skidded on the road towards the driver side and dragged to a distance of nearly 10 metres.

As luck would have it, there were no vehicles along the Verna bypass, which converges at the Matol-Verna junction, at the time of the mishap or else the mishap could have been a major tragedy.

A 6-year-old boy from DattagadBethora died while six others were injured in a road mishap about 15 kms from the Mollem check post along the PanjimBelgaum highway on Saturday evening.

According to Collem PI Manoj Mardolkar, the incident took place when a family, consisting of two men, four women and the deceased, Sarfroz Khan were traveling in a jeep (GA-09-A2663) from Belgaum to Ponda.

At about 6 pm, the jeep reached Anmod ghat when one tyre got punctured and the driver lost control of the vehicle.

The jeep went off the road and turned turtle, injuring all occupants in the vehicle.

Collem police rushed to the site and shifted the injured to the ID hospital at Ponda. Sarfroz was, however, declared dead on arrival. Collem police is investigating the case.

According to Verna police PI Jivba Dalvi, 21 persons including the driver were discharged after medical aid at the hospital.

Six passengers, Aurora Colaco (40) of Nuvem, Mohammad Rasul (50) of Margao, Bhagesh Varik (31) of Canacona, Umesh Salbhai (29) of Nuvem, Sanjana Naik (34) of Sanvordem and Abhi Mathew (30) of Kerala have been admitted at Hospicio, police said.

“While some of them have head injuries and fractures, the others have been kept for observation,” PI Dalvi said.

SP South Goa Alan De Sa also visited the site to take stock of the situation.

The driver, Majunath Lakhade, has been arrested under Sections 279, 337, 338 of IPC and police has recommended the cancellation of the bus driver’s license and the bus permit.

2 arrested for hiring, mortgaging cars using forged documents HERALD REPORTER PANJIM, APRIL 24

Police on Saturday arrested two persons for their involvement in hiring three cars from the capital city and changing their registration numbers. Two of the vehicles were mortgaged using forged documents.

The names of the two accused as furnished by Town Police are Santosh Gaonkar, 32, and Govinda Lamani, 26. Two more people, Mukund Shankar Gondhali and Robin Gyanchand (both in the 30s), who are the main accused, are absconding, the police said.

Mukund and Robin, both residents of Betim, had hired the cars – a Toyota Innova and two Wagon Rs – belonging to three different people from St Inez and Mala, here.

Krishna Atmaram Godkar of St Inez complained that Mukund and Robin induced him to handover his Toyota Innova (GA-07-C5015) and two Wagon Rs belonging to Shaikh Hassan of St Inez and Vicky Naik of Mala.

Godkar said they were given to understand the vehicles were hired between April 2 and April 20, 2010, for a company named Goa Property Consultancy. But later on after inquiries realised they were being cheated, he mentioned.

PI Sandesh Chodankar said the Innova car was recovered and two people arrested today evening. “We also recovered two Wagon Rs which are not of this crime registered,” he stated.

The PI said Mukund had forged the documents and made a RC book in his name. We are likely to make arrests as this appears to be an organised racket, he mentioned.

Adding insult to injury, John Fernandes and Pobre Fernandes, who were allegedly assaulted by two persons on Friday, were booked by Quepem police on Saturday on charges of blocking mining traffic.

This has evoked strong condemnation from the Quepem Taluka Mining Affected People’s Front (QTMAPF), at a meeting in Quepem on Saturday.

It may be recalled that Herald’s correspon-

dent John Fernandes and Pobre Fernandes were assaulted on Friday, when John tried to click photos of mining traffic congestion at Quepem.

John Fernandes and Pobre Fernandes later filed a police complaint against the accused, Prasad Faldessai and Eupociano Pereira with the Quepem police. Faldessai and Pereira later filed a counter police complaint accusing John and Pobre of blocking the mining traffic.

Quepem police then booked all four persons under Section 151 CrPC.

In a bid to further streamline mining traffic in South Goa’s hinterland, the South Goa District Magistrate, G P Naik has directed setting of four additional police check posts to monitor and regulate trucks transporting mining ore.

The District Magistrate further issued direction to mining companies operating in the Sanguem-Quepem region to obser ve the High Court directions on mining operations in both letter and spirit.

This was conveyed by the Magistrate to representatives of mining companies at a meeting held at the District Collectorate, Margao on Saturday morning.

Officials of various government agencies, including Traffic and Transport attended the meeting.

Naik told Herald after the deliberations that he has issued instructions to set up additional police check posts at Gudemol, near the Sanjivani factory, at Dharbandora and at Mollem.

“The work on erection of check posts would commence

from tomorrow. The work is expected to be complete in all respects by Tuesday. The check posts would be operational by Tuesday evening or Wednesday”, Naik said.

According to him, fresh instructions have been issued to the mining companies to stop plying of mining trucks after 5.30 pm.

As per new instructions, the transporters are required to load the trucks with mining ore till 5.30 pm. “This will be effectively monitored by the police personnel manning the check posts. Any violations by the transporters will be viewed seriously”, the District Magistrate added.

This is the second time the District Magistrate; South has issued directions to set up check posts to regulate mining traffic in the Sanguem-Quepem region. Earlier this month, the District Magistrate had erected five check posts including the two posts at Tilamol and Ambaulim and the authorities are regulating and reviewing the transport problems, although eyebrows have been raised over the success of the check posts.

License fee hike hits construction activity HERALD CORRESPONDENT PORVORIM, APRIL 24

Construction activity in Mapusa town has taken a hit, as civic authorities have hiked the construction license fee steeply with effect from April 1.

The construction license fee for a residential house of an area of 100 sq mts, which was Rs 4,950, has been increased to Rs 9,500, while for commercial constructions, the builders will have to pay construction license fee of Rs 11,000 for an area of 100 sq mts instead of Rs 4,950.

Municipal authorities claimed that they have not hiked the construction license fees. They are charging construction fees at the rate of 1% on the total cost of construction only, but the total cost of production is

being arrived at based on the revised formula stipulated by Public Works Department.

“The cost of construction has increased many folds during the last four years. Hence PWD has suggested the revised formula,” said the authorities.

Mapusa Municipal Council (MMC) has also increased the house tax by 10% effective from the current financial year. Further, MMC have now included the garbage tax of Rs 200 in the house tax.

While giving the explanation for increase in house tax, MMC Chairperson Roopa Bhakta said as per the government gazette notification, the house taxes are required to be revised upward by 10% after every four years.

“Accordingly, we have re-

vised the house tax this year.

With regard to inclusion of garbage tax in the house tax, it was observed by MMC that the residents were hesitating to pay garbage tax of Rs 30 per month. Due to the difficulties experienced by MMC in collection of garbage tax on monthly basis, the council in

mapusa its meeting decided to charge the flat rate of Rs 200 per year and include it in the house tax,” she added.

She further said collection and disposal of garbage is a major problem to MMC. “The council has therefore started to collect the garbage on door-todoor basis and nominal fee of Re 1 per day was being charged

for the service,” she added.

“But we did not get positive response from the public and the garbage was still thrown alongside the roads. Hence, MMC was compelled to stop the practice of collecting garbage fee of Re 1 per day and levy flat charge of Rs 200 and include it in the house tax. The revenue of the council will also increase by this move,” said Bhakta.

Bhakta said MMC has acquired a land of about 4,000 sq mts at Cunchelim for setting up garbage treatment plant.

“The Pollution Control Board has approved the site, but since some residents have raised objection and the matter is pending before court, we could not start the work,” said the chairperson.

“As soon as the clearance is given by the court, we will go ahead with the work on the treatment plant. Meanwhile, MMC is disposing off the garbage on Assagao Plateau after treating it chemically,” said Bhakta.

Claiming that veterinarians play a crucial role in the link between animals, their owners and society at large, Dean of Bombay Veterinary College Dr Abdul Samad on Saturday stated that vets are responsible not only for animal health, but also animal welfare, public health, food safety and food security.

“The responsibilities of the veterinary profession are much broader than one of animal health alone. All over the world, vets are responsible for public health issues which include food safety, biosecurity, zoonotic disease spread and socio-veterinary interactions,” said Dr Samad.

Addressing a seminar, organized by the department of Animal Husbandry and Veterinary Sciences (AHVS) at Nanutel, Margao, to mark the World Veterin a r y D a y, h e s a i d t h e responsibilities of veterinarians towards society and public health in recent emerging animal origin diseases had increased manifold.

It has long been known that 60% of known infectious diseases are common to humans and animals (whether domestic or wild), 75% of recent emerging human diseases came from animals and 80% of the pathogens that could potentially be used in bioterrorism are zoonotic, said Dr Samad.

“It is also known that human populations need a regular diet of protein particularly from milk, eggs or meat, and that a deficiency can also be a public health problem.”

Dr Samad emphasized that the World Veterinary Day serves as an opportunity to celebrate the contribution of veterinarians to society.

He averred that the only way to minimize the impact of new hazards is to adapt the existing systems of animal and public health governance at world, regional and national levels in a harmonized and coordinated manner.

“From the animal health perspective, the theme ‘One World, One Health’ should eventually lead all countries to make a firm commitment to establish mechanisms for the early detection of disease outbreaks, as well as allowing rapid implementation, by veterinarians, of any required preventive or therapeutic measure directed to animals,” said Dr Samad.

Veterinary Officer of the Investigating Unit at Tonca Dr Rajaram Naik elaborated the risk and challenges of the veterinary profession in view of public health in relation to zoonotic diseases.

Descriptive information was presented in respect of vital zoonotic diseases like Japanese B Encephalitis, Bovine Spongiform encephalopathy (mad cow disease), Bird Flu, Swine Flu, Rabies, Brucellossis, Hydatid Cyst, Toxoplasma.

Latest modern approaches towards clinical veterinary diagnostic procedures were explained by Dr Rajaram Naik in his presentation.

The function was chaired by AHVS Deputy Director Dr Savio S Vaz, who welcomed the guest and all the delegates.

The blessing of the renovated chapel has been scheduled on April 25 at 5.30 pm at the hands of his Excellency, Most Rev Alwyn Barreto, Bishop of Sindhudurg, followed by a solemn Eucharistic celebration. A host of clergymen including the priests who have earlier served in the Vasco parish, local politicians and other dignitaries are expected to be present for this auspicious function.

The chapel has been extended to facilitate the accommodation of the faithful for better participation in the Liturgical acts and to preserve the aged interiors of the chapel.

The renovation and extension work was carried out under the guidance of renowned Engr Ernesto Moniz, he said. The construction was entrusted to M/s Arsenio & Associates, Mapusa and the three imposing alters were restored to their pristine design by Agnelo Fernandes from Margao, who is considered to be a master in restoration of old artifacts, Carlos said. Utmost care was taken to preserve the original architecture and interiors of this centuries old Chapel, he added.

Chicalim gram sabha

VASCO(HR): Chicalim Panchayat has convened a general gram sabha in the panchayat premises on April 25 at 9.30 am.

The gram sabha will deliberate on issues like determination of priorities of the work to be undertaken by the panchayat, approve project proposed under National Rural Employment Guarantee Scheme, identification of beneficiaries under various schemes of the government and discuss on the proposals received from gram sabha members.

CANACONA(HC): Forum for Senior Citizens of India organized an orthopedic medical camp for senior citizens from Canacona taluka on Wednesday.

About 110 senior citizens were examined for orthopedic problems by a team of doctors led by specialist Dr Amey Velingkar in Canacona Municipal Council (CMC) hall, Chaudi.

The camp was inaugurated by Canacona Mayor Shamsunder Dessai in the presence of CMC’s Deputy Chairman Dilip Kenkre, Jawahar Navodaya Vidyalaya Principal R S Naik, Inter-continental Lalit Resort Liason Officer Guilherme Martins and others.

In his welcome speech, Canacona Taluka Co-ordination Committee of Forum for Senior Citizens of India Chief Suresh Nagarshekar requested the senior citizens to care for their health by regularly taking medical assistance.

CMC Chairman Dessai reiterated his commitment to extend help of CMC for the senior citizens forum in the manner they requests.

The orthopaedic team of Dr Velingkar consisted of Dr Eknath Nail, Dr Anant Pai, technician Babloo, besides a representative from CACHET Pharmaceuticals Rupesh were present on the occasion.

Birthday celebration

Power Minister Aleixo Sequeira paid a surprise visit to the electricity department at Mapusa recently.

After Sequeira called for the muster roll, he was shocked to see that over 30% of the staff did not report for duties on time. He directed Executive Engineer Ulhas Kerkar to mark those staff as ‘absent’ and take disciplinary action.

Speaking to media, Sequeira said he had received complaints from the general public that some of the staff of the electricity department at Mapusa never report for duties on time due to which they face a lot of incontinence.

“Discipline is a must, without which the administration cannot function properly. It is for this reason, I paid a visit to the electricity department in the morning to check whether all the staff report for duties on time or not,” he said.

“Even if the staff goes for Census work, he/she has to inform his superiors about it and then go. It has been observed that under the cover of Census work, some staff does no report for duties in many government de-

Paibir is secretary of MPT

PANJIM(HND): Rajendra P Paibir recently took over as the new Secretary of Mormugao Port Trust. Paibir has been appointed by the Ministry of Shipping, Govt of India and will head the general administration department of MPT. According to a press release, Rajendra Paibir, of Goan origin, is a Post Graduate in Organic Chemistry and holds a Masters Degree in Administrative Management from the University of Mumbai. He has also attended extensive Professional Training in "Integrated Transport Planning and Cargo Handling in Sea Port" at Germany and has studied some of the most modern European Ports like Rotterdam, Antwerp, Hamburg, Bremenhaven, etc before joining Mormugao Port. Paibir was the Traffic Manager at Cochin Port.

Paibir began his career in the Port sector as an Officer in the Traffic Department of Mumbai Port Trust and has vast experience in handling various Commercial, Operational, Administrative and other Managerial functions after working in the premier Ports of Mumbai and Cochin.

He has worked on several committees constituted by Mumbai and Cochin Port for formulating and implementing Port policies and also assisted the Ministry of Shipping and the high profile Inter-ministerial Group for the study conducted on Dwell time of cargo in Indian Ports. KPCC president R V Deshpande has stated that Reddy brothers of Bellary may not submit their resignations even as the Congress party high command is putting pressure on the BJP to drop them from the cabinet.

“Already, the Congress party has left no stone unturned to make Reddy brothers resign from the cabinet in Karnataka but in vain. We have made all sorts of protests inside the assembly and outside, but the Reddy brothers are unlikely to bow down from any kind of pressure,” he added.

He was responding to questions from media persons during his visit to Belgaum for a party programme on here.

Deshpande said his party in Karnataka was powerful enough to fight against corruption and ministers like Reddys.

After Reddys continued to be in the cabinet despite pressure from the opposition, the party high command began demanding their resignations. The Congress high command was not making any kind of revenge politics by asking their resignations, soon after the party asked Shashi Tharoor to step down as union minister.

“The Reddy brothers are adamant. The party wanted to see them out of the state cabinet for long. Efforts are being made at all levels to make them resign

Deshpande accused the Karnataka government of weakening the panchayat system in the state by halting funds.

“The government is supposed to hold elections to the panchayats to avoid the appointments of administrators to them. Against the rules, the government appointed administrators to the panchayats and delayed to hold elections. The state government is neglecting the panchayat system as it does not have faith left in the decentralisation of power,” he alleged.

He said the state government was totally bankrupt and that most of the funds being spent in Karnataka on various works had been released under different projects by the Centre.

“Even after two years of being in power, Chief Minister B S Yeddyurappa has failed to overcome power crisis in the state. He is not ready to halt power supply to many of those industries which failed to settle the power bills, but has announced that he would not spare any of the farmers who failed to pay the power bills,” he said. ”For two years, Yeddyurappa said he would give free power to the farmers. In reality, there is no power to supply to the farmers at all. He has taken all the farmers in the state for a ride by halting power supply to the villages,” he charged.

Belgaum p’yat polls on May 12, filing of nominations begin HERALD CORRESPONDENT BELGAUM, APRIL 24

Elections to 8,114 seats in 464 panchayats in Belgaum district will take place on May 12.

Filing of nomination papers to contest the panchayat polls commenced from Wednesday and will continue till April 28.

Scrutiny of the papers would be conducted on April 29 while May 3 is the last date to withdraw the candidature. Counting would be done on May 17.

Elections to the remaining 21 panchayats will be held after their term gets over. Of the 8114 seats, the reserved seats include SC (984), ST (763), Backward Class ‘A’ (2,137), Backward Class ‘B’ (562) and general category candidates (3,668).

As many as 3493 seats have been reserved for women. A total of 21,75,015 voters (11, 13,398 men and 10, 61,617 women) will exercise their franchise while 2629 polling stations will be set up, of which 890 are considered sensitive and 820 as hyper-sensitive booths.

The taluka-wise break-up of panchayats and candidates includes Belgaum taluka (51 pan-

chayats and 971 candidates), Khanapur taluka (51 panchayats and 971 candidates), Hukkeri taluka (49 panchayats and 753 candidates), Bailhongal taluka (45 panchayats and 670 candidates), Gokak taluka (51 panchayats and 1027 candidates), Savadatti panchayats (38 panchayats and 630 candidates), Ramdurg taluka (35 panchayats and 503 members), Chikkodi taluka (65 panchayats and 1,172 candidates), Raibag taluka (33 panchayats and 796 candidates) and Athani taluka (46 panchayats and 1,003 candidates).

One administrator, assistant returning officers and 72 additional returning officers have been appointed to all the panchayats and a total of 14,451 staff will work for the polls.

Deputy Commissioner Dr J Ravishankar is the district chief returning officer. Election code of conduct is in force since April 15 and will continue till May 18.

Meanwhile, Dr Ravishankar has instructed the people to deposit their weapons with the police till the completion of the polls.

Govt to confer voting rights to Indians living abroad, MP told HERALD NEWS DESK PANJIM, APRIL 24

Union Minister for Overseas Indian Affairs Vylar Ravi informed Mr Shantaram Naik during Question Hour today that Government is interested to confer voting rights on Indian passport holders who are working or living abroad, and that efforts are being made in that direction.

When Mr Naik submitted through a supplementary that citizens who go abroad to work on ships or in gulf countries, they are deprieved of their voting rights, Mr Ravi said that election laws require deletion of names of person who remain absence for more than six months from their residence.

However, the minister assured Naik that as , declared by the Prime Minister, the issue is under the consideration of the government and, said that, the Government will also take up the matter with the Election Commission .

Belgaumites deprived of civic amenities: Kumar HERALD CORRESPONDENT BELGAUM, APRIL 24

Urban Development Minister Suresh Kumar has acknowledged that Belgaumites are deprived of their rights in terms of civic amenities despite paying taxes regularly.

Speaking to reporters after reviewing development works here on Tuesday, Kumar claimed that lack of co-ordination between various departments was the root cause behind the inconvenience the people of Belgaum are facing.

He instructed officials to stop blaming each other for the lapses and work sincerely to ensure basic civic facilities.

On the chief minister’s special grant of Rs 100 crore released to undertake development works in the city, the Minister said works were moving at a snail’s pace.

The minister also instructed the corporation officials to instruct private medical practitioners and building construction contractors to make their own arrangements for safe dumping of medical waste and debris.

Suresh Kumar, who visited Kote Kere (Fort Lake) in the morning, said the lake was not maintained properly, and was stinking unbearably as morning walkers stroll across the walkers track around the lake.

The Minister instructed the authorities to establish more fountains in the lake and urged for a citizens forum, which can help the administration in developing the lake.

"Our government is aware of the difficulties being faced by Panchayats. It has been our continuous endeavour that basic facilities are provided to PRIs and arrangements for (devolution of) funds, functions and functionaries be made to them," he said.

"This will help giving a new shape to the services rendered by the Panchayats," he said.

Noting that the government had under the 13th Finance Commission announced a share to the Panchayats from tax collections, the Prime Minister said this would give PRIs the status of local self-governance units in the real sense.

Expressing the hope that the conference would discuss all the issues, which were inevitable for making PRIs more effective and transparent, he said the recommendations of the meet would be seriously looked into and after examination, the government would take necessary action.

Earlier, Singh presented awards for Effective Implementation of Panchayats' Empowerment and Accountability Incentive Scheme to Kerala, Karnataka, Tamil Nadu, West Bengal, Maharashtra and Sikkim.

He also released a two-volume report for 2010 on the status of Panchayati Raj. Rural Development and Pachayati Raj Minister C P Joshi said the government intended to build a new India through the Panchayats by empowering the villages.

Prime Minister Manmohan Singh today said challenges posed by Maoists could be countered by empowering rural poor and marginalised sections through Panchayati Raj Institutions.

"We should pay special attention to ensure that PRIs function effectively in remote and backward areas, which include tribal areas. This will help us in tackling the challenges such as the Maoist menace," he said inaugurating a conference to celebrate the National Panchayati Raj Day. Singh said participation of Panchayats in various development programmes was essential as "they understand the local needs."

"Panchayats not only make direct participation possible for the marginalised section of society in governance, but also play an important role in ensuring transparency and accountability in the functioning of government institutions and officials," he added.

Describing the day as "historic" for PRIs, he said it was on this day in 1993 that the 73rd Constitutional Amendment was implemented to enable the three-tier Panchayats to take responsibility of governance.

"This has made decentralisation (of power) possible up to the grassroot level.

The impact of the 73rd amendment is now very clearly visible. It has empowered the common man and poor, and has brought about changes in the power equations in rural India," he said.

Expressing happiness over the regular conduct of Panchayat elections, Singh said over 28 lakh people have now officially become part of the country's democracy through about 600 district panchayats,

6,000 intermediate panchayats and 2.3 lakh gram panchayats.

Noting that 33 per cent reservation for women has been implemented in the PRIs, the Prime Minister said it was a matter of pride for the country that today about 10 lakh women work in rural India as elected representative, which is more than the number of reserved seats.

"With the implementation of the proposed 50 per cent quota for women in PRIs, their number is expected to increase to 14 lakh in these institutions," he added.

The Prime Minister said apart from the women's reservation in PRIs, there are arrangements for providing quota for SCs and STs in proportion to their population, while some states have provided reservation to OBCs too.

Chief Minister Sheila Dikshit today said steps have been taken to provide compensation to those affected by development works in the run up to the Commonwealth Games (CWG) in Delhi.

"People whose houses or shops were demolished to facilitate the Commonwealth Games project will be compensated soon. I have asked (PWD Minister Raj Kumar) Chauhan to direct the DDA to distribute the compensation amount within a week," she said at a function near Azadpur flyover here.

Chauhan said the government has completed 14 of the 24 CWG-related projects and is well on course to meet the deadline with respect to the remaining development programmes.

Hoping for reconciliation with the Left, SP chief Mulayam Singh Yadav today said his party had committed a mistake by supporting the UPA-I after the Communists withdrew support on the nuclear deal issue.

Yadav, who is trying to regain the lost bonhomie with the Left by joining the nation-wide strike by 13 parties on April 27 against price rise, said that deliberations with the Left in this regard would be held after the stir.

Asked whether the strike call would bring Samajwadi Party closer to the Left, Yadav said he had raised the matter at a meeting of parties in Delhi earlier this month.

"They (Left) agreed on it and said that talks in this regard would be held after April 27," he told reporters. On differences between the two sides, Yadav

said "not only they, we too had committed a mistake... what was the need to extend support to the UPA government when the Left had parted ways with it".

On the phone tapping issue, the SP president said that it would be raised in Parliament as it was a "violation of the fundamental rights".

He claimed that it was the efforts of Lalu Prasad Yadav and Sharad Yadav besides himself that forced the government to give an assurance for a probe in the IPL controversy in the Lok Sabha.

"All the issues would be taken up in the probe and we would also demand tabling of the report in the House," Yadav said evading a reply to whether he would demand resignation of the union ministers allegedly involved in the controversy.

‘Dynamic’ models to forecast monsoon PTI PUNE, APRIL 24

Aiming precision in the monsoon forecasting, the India Meteorological Department (IMD) is planning to develop "dynamic" prediction models, supplementing the existing statistics-based systems.

The programme to be given effect from next year will involve various meteorological institutes in the country that will work on the proposed 'National Mission on Monsoon' being undertaken at the instance of the Ministr y of Earth Sciences (MoES).

"Use of reliable dynamic models will improve accuracy in weather and monsoon predictions", said Ajit Tyagi, Director General, Meteorology, IMD, at the just-concluded session of South Asian Climate Outlook Forum (SACOF) here.

The IMD officials who participated in the deliberations said

various international dynamic prediction models would be studied to devise a five year monsoon forecast plan for India.

These dynamic models--models that put greater accent on physics of atmospheric flow and processes--- for forecasting monsoon will function in addition to the statistics-based ones that are being employed at present.

After days of speculations, music composer Anu Malik has finally decided to continue as a judge on the fifth season of 'Indian Idol'.

It was reported that Malik was miffed with the channel after he learnt that he was getting less money than co-judge Sunidhi Chauhan. The singer had some other creative issues as well.

Malik denied that his remuneration was an issue and said that he has decided to stay with the show after judges were given veto power to recall a contestant even after being evicted by the public voting.

Centre flayed for ‘phone tapping’ PTI NEW DELHI, APRIL 24

The CPI(M) today asked the government to own up responsibility for tapping phones of top leaders, including Prakash Karat, to "serve its political purpose" and sought guidelines to prohibit such surveillance.

The party also demanded that intelligence bodies be brought under Parliamentary oversight and codification of surveillance on grounds of national security and criminal activity.

Referring to reports in a magazine about tapping of phone calls of four political leaders including CPI(M) General Secretary Prakash Karat, the party Politburo said it was a "serious matter" that government was using intelligence agencies to serve its political purpose.

The report shows that the government is using the intelligence and security agencies "to ser ve its political purpose to spy upon opposition leaders and to keep track of even its own allies and party leaders," it said.

Asking the government to own up responsibility and take action against those

who ordered the sur veillance, the party said, "Such acts subvert the democratic system and breeds an atmosphere of illegality in the higher echelons of the government. They cannot be tolerated".

To ensure that such illegal acts do not recur, the government should place in Parliament a clear set of guidelines prohibiting the use of intelligence and security agencies for any form of surveillance of political leaders and their activities, it said Further, the instructions on tapping of phones and surveillance on grounds of national security or investigation of criminal activity must be codified, the party said, demanding that intelligence and security agencies "must be subject to Parliamentary oversight".

BDR to set up new intelligence unit PTI DHAKA, APRIL 24

Bangladesh's paramilitary BDR, which witnessed a bloody mutiny last year, is set to establish a new full-fledged intelligence agency with three wings comprising 67 officers, in a bid to unearth any possible unrest

within the border force.

The three wings of the intelligence agency would be the Border Security Bureau (BSB), Regional Intelligence Bureau (RIB) and Unit Intelligence Branch (UIB), the 'Daily Star' reported today.

About 67 officers will lead the three wings with the help of about 2,700 members.

Twenty per cent of the officers will be recruited from among the civilians while 30 per cent from retired army officers and the rest 50 per cent from serving army officers.

A Bangladesh Rifles (BDR) official involved with the matter said that BSB will have 765 members to be headed by a Colonel.

The RIB will work in all the seven divisions and UIB in each BDR battalion under the leadership of a Brigadier General and a Major respectively.

One unit of RIB will be constituted with 125 members, while a unit of UIB will have 25 members, he said.

Yet,pinhole photography continues to hold its ground. Today, on World Pinhole Photography Day, Herald unravels the mystery shrouding these cameras

BY JANICE RODRIGUES HERALD FEATURES n an era where everyone is racing towards anything digital, from music players to cameras, all in the quest to make life easier, there are some people who prefer to abide by the older techniques. While photography has advanced a million leaps ahead with the myriad software and cameras in the market now, the charm of the pinhole camera still continues to enchant many.

The charm of the pinhole camera is that it is so simple to operate and even to make. The pinhole camera is a basic version of the camera and can be made at home using film roll or photographic paper and shoeboxes or matchboxes by making it light proof. The camera is made by piercing one side of the box and placing the roll or the paper on the interior of the other side of the box.

A flap attached over the pinhole works as a shutter and the hole works as a lens. The loading of the roll or photo paper should be done in complete darkness.

The camera uses simple principles of physics of light to create the images onto the film roll. The images that are seen through the pinhole get inverted and are transmitted onto the film; the final product will come as a flipped over image, upside down and reversed. While taking a picture, point the camera at the object you want to shoot, and depending on the lighting, the shutter may have to be kept open for a specific period of time, this could extend from 30 seconds to even 4 minutes. Once the picture is taken, the paper or roll has to be developed, which is another meticulous procedure. items but are ideal for capturing landscapes and still objects.

Although pinhole photography is based upon simple principles, it is far more complex than normal photography. For one, the final product is a mystery to the photographer. “With the absence of a viewfinder, the photographer has to calculate the appropriate angle, distance and the light to create an image,” says Edson Dias, a pinhole photographer who is part of the Goa Centre for Alternative Photography (Goa CAP). The pictures captured can be both, in black and white and colour, depending on the film roll used.

The Goa CAP has been propagating the idea of pinhole photography since January this year and has four pinhole photography artists in Goa. “This kind of photography is catching up around the world, while in Goa it still has a long way to go,” says Dias.

The simple yet complex nature of this camera is what enraptures those who try their hand at using it. “If you click a picture from a normal camera it is the machinery that is doing most of the work, but in case of the pinhole camera, you have the joy of making your very own camera out of simple things, and also, the thought process behind clicking the mystery picture is equally intriguing,” he adds.

On the occasion of the World Pinhole Photography Day, the Goa CAP is organising an International Pinhole Photography Contest, which invited people from all over the globe to participate in the maiden contest. The 40 photographs that are competing will be on display at the Art Chamber, Calangute till May 9, 2010. The cameras used to click these pictures are made from scrap material like shoeboxes, peeled tomato cans and tea boxes. The Centre also holds regular workshops to propagate the idea of pinhole photography.

With various genres of music hitting the market, one kind that has always stood out is Gospel Music. In Goa, the Gospel band, ‘Soldiers of Goa’ has made quite a mark on the minds of many youngsters. Herald finds out the inspiration behind their commitment

BY DOLCY D’CRUZ HERALD FEATURES hen a youngster’s life goes haywire, it’s quite common for parents to rush to pray for their children’s wellbeing, usually sans their children. Rene Mesquita, Director of the band Soldiers of Goa, is giving parents an opportunity to bring their children with them for a musical treat with a divine message. Soldiers of God consists of five energetic young boys, Keegan Pereira, Valdo Fernandes, Anslem Fernandes, Austin Gomendes and Chris Da Costa, all studying in Class IX of Loyala High School, Margao, along with music director, Rene by their side.

“Each boy has a quality; they sing Alto, Soprano, Base and Tenor for different songs. It took us nearly a month to practice for all the 20 songs and give it a great touch. The music pleases not just the youth but even the elders who come along with the children and grandchildren for the show,” says Rene, who has been working with choirs for the past 34 years and is currently a music, mathematics and science teacher at Loyola High School. “I have conducted a number of choirs and had my own choir called ‘Little Town Choir’ for about 15 years,” adds Rene.

Rene is a talented singer, musician and dancer and was inspired to form the group in an attempt to give something back to God. Proceedings of the shows are used to help a cause, either for renovation of churches or helping those in dire need of medical or financial assistance. “The name ‘Soldiers of God’ came to my mind as a soldier with a mission of peace. The best part of the mission comes from the youngsters of the society. Jesus said ‘the kingdom of God belongs to children’ and as such, this youngsters were brought on the stage,” says Rene.

So far, the band has performed two shows to an overwhelming audience and will perform next on May 1, 2010 at Betalbatim Church 7pm and then on May 14 at Ravindra Bhavan, Margao at 7pm. The band sings English hymns beginning with ‘Look All Around’, a hymn about the creation of the world. The show also includes ‘Deva Mhojea’, a hymn composed by Rene. Each hymn starts with a brief explanation with slides and lyrics of the hymn displayed on the LCD, which assists the audience to sing along. The presentations have been prepared by Francisca Da Costa.

“My message for the people is to encourage youngsters in the field of music. Gospel music is surely touching the souls of people,” concludes Rene.

HERALD FEATURES he 42nd governing body meet held on June 15, 2009 had taken a decision under agenda item no 9, titled, ‘Calendar of events’ of Entertainment Society of Goa wherein one of the senior governing body members, Tomazinho Cardozo had proposed to host a Konkani Film Festival in the month April 2010 as it was coinciding with the date of the release of the first Konkani film.

The governing body had approved this decision and the chief executive officer, Manoj Srivastava was supposed to take appropriate action on the same. But today, after the passage of nine months, the ESG has failed to remember the Konkani Film Festival directives and instead are engrossed into organising of ongoing European Film Festival.

Mr Tomazinho Cardozo, a governing body member and strong supporter and promoter of the Konkani language stated, “When I had inquired with the CEO as to why we are not having a Konkani Film Festival, he said he was just following orders from Delhi. He should have pushed for a Konkani Film Festival on grounds that yesterday was a big day for Konkani cinema.”

It is interesting to note that in the past too, various complaints were lodged with the Chief Minister of Goa, Mr Digambar Kamat by the governing body members, members from the film fraternity and artists’ community about the attitude of the CEO in sidelining and neglecting the Goans and promoting outsiders. Some of the members on anonymity said, “These are deliberate acts of the CEO who has come here to settle his personal agenda and we will strongly take up the matter now with the CM.”

Beatle Mania – Symphonic Style B

eatles music is something that has remained popular through the years. This everlasting music is also very famous in Goa and has remained popular for time immemorial.

Now Beatles’ music is available to the audience that loves those melodious songs, but in a symphonic style. The group ‘101 Strings’ has brought out the instrumental form of all Beatles favourites. There are 58 lovable hits from the Beatles all arranged in a harmonious concerto.

The group ‘101 Strings’ is a symphony that believes in imparting easy listening to its audience. It was founded by producer/engineer Dick L Miller in 1957.

Miller made the orchestra a band name by incorporating his innovative ways.

They have produced 200 albums, mostly on particular topics like some well-known artist or songwriter, a TV or movie theme, etc.

True to the trademark productions brought out by ‘101 Strings’, the album has great reverence for melody, pristine sound and overall production and it sets

a nice ambience for listening. It is evident that the group has concentrated on using the resources of piano, guitar and some mild rock and roll structures. But the string section, to live up to the name of the group, can be vividly heard in the front (beginning) and at the centre (midway) through the track.

The album has tracks like ‘Lucy in The Sky with Diamonds’, ‘Eleanor Rigby’, ‘Sgt Pepper’s Lonely Hearts Club Band’ and others that are not heard much today, but are yet popular and bring in the feeling of nostalgia. There are also the popular tracks ‘Norwegian Wood’, ‘Do You Want to know a Secret’, ‘She Loves You’, ‘Yellow Submarine’, ‘Hey Jude’, ‘A Hard Day’s Night’, ‘Michelle’ and ‘Ticket to Ride’ besides a host of others.

Sao Minguel de Taleigao registered a 6-3 win via the tiebreaker over Candolim Sports Club to move into the semi-finals of Colormax Imperial Rolling Trophy soccer tournament, organised by United Sports Club Nerul and sponsored by Jaysing Rane at Dr. Gustavo Monteiro stadium, Candolim on Saturday.

The teams were locked 2-2 at the end of the regulation period.

Taleigao took the lead in the 5th minute when Victor Lobo sent a cross to Valencio Estricio, who smashed the ball into the goal giving no chance to Candolim goalkeeper David Rebello.

Taleigao could have increased the lead but Vardhan Haldankar and Victor Lobo missed scoring opportunities.

After the lemon break, Candolim entered the field with renewed ideas and found the equaliser in the 3rd minute when Harish Divkar sent a long pass to Francis Rebello whose powerful header went into the goal after deflecting Ramesh Martin of Taleigao.
