10 pro-Taliban militants killed Ten pro-Taliban militants were killed and eight others injured in aerial and ground attacks by security forces in the restive Orakzai tribal region of northwest Pakistan, official sources said. Four militants were killed and eight more injured in a ground offensive in Sanghra area of Orakzai Agency. A security personnel was also injured in the clashes. Six more militants were killed when gunship helicopters bombed targets in Sanghra, Kasha, Shakar Tangi and Mashti areas. – (PTI)

Unfazed by the all-round attack on him, Lalit Modi today made it clear that he will not resign as IPL Commissioner and threatened to “expose some people” even as he dared the BCCI to sack him in Monday’s Governing Council meeting. With the dice heavily loaded against him in the Monday meeting and indications that he may be sacked, Modi said people were pressurising him to resign and dared his detractors to remove him. Modi made his views public by tweeting his remarks even as top BCCI officials met informally to consider the strategy for Monday meeting where a resolution is likely to be brought forward for removing him if he absents himself. The BCCI President Shashank Manohar, vice-President Arun Jaitely, secretary N Srinivasan, IPL vice-Chairman Niranjan Shah, finance and media committee chairman Rajiv Shukla and Chief Administrative Officer Ratnakar Shetty were present at the meeting which went through documents to prepare the grounds for laying charges against Modi. Expectations from panchayats are increasing every year. However, the budgetary allocation for them is at its low creating financial crunch during many instances, Panchayat Minister Manohar (Babu) Azgaonkar said today. Azgaonkar said if the Government was serious enough to empower panchayats, it should sanction more funds to these grassroot-level bodies, which are the backbone of the State’s administration. Azgaonkar explained that weaker panchayats in the State approach him for financial help. “But since there is low allocation of funds for my ministry, I can’t provide necessar y help to them,” he said. “Panchayat members often

CBI wants to introduce plea bargain PTI KOLKATA, APRIL 24
The CBI today said it favours introduction of plea bargain, whereby a defendant is offered an opportunity to plead guilty usually to a lesser charge or to the original one with a recommendation of a lighter than the maximum sentence, to reduce the number of pending cases. “We would like to introduce the system of plea bargaining so that we can expedite the process of justice and reduce the number of cases pending in the country,” CBI Director Ashwini Kumar told reporters here today. Stating that at present there were 9,000 cases pending in the country including 740 in West Bengal, he said if the new system were introduced it would reduce the number of cases to a considerable degree. “This is where we want to prioritise.”

Income Tax officials have collected some papers from the New Delhi office of Civil Aviation Minister Praful Patel in connection with the IPL controversy. Confirming this, NCP chief Sharad Pawar addressing a party convention here said, “the authorities never questioned Patel in this connection. Only some papers were collected from his office in New Delhi”. Rubbishing the charge that his party or ministerial colleague Praful Patel was involved in any alleged wrongdoing relating to the T20 league, Pawar said “NCP or Praful Patel has nothing to do with the IPL controversy. “We welcome the inquiry instituted by Finance Minister Pranab Mukherjee in the IPL episode. We are unnecessarily being dragged into the controversy”, he said. An email was sent from the office of Patel by his daughter Poorna, IPL’s hospitality manager, to former Union Minister of State for External Affairs Shashi Tharoor regarding projections of evaluation of IPL franchises a couple of days before the auction of two new franchises — Pune and Kochi. The information, Patel had claimed, was already in public domain.

The Goa Government has approved an additional period of benefit of tax exemption under Goa Value Added Tax Defermentcum-Net Present Value Compulsory Payment Scheme, 2005, to some categories of industrial units. According to the notification issued by the Finance Department, a small scale/medium scale/large scale industrial unit which is registered under the said Scheme and whose entitlement to avail the benefit of NPV or the tax exemption for the inter-State sales, for the balance un-expired period computed on 31-03-2005, expires or expired after 01-04-2007 but before 3103-2010, shall be entitled to an additional period of tax exemp-
tion of one year beyond its normal entitlement in terms of entry 68 or entry 85 of the Second Schedule appended to the Goa Sales Tax Act, 1964 (Act 4 of 1964). fore 01-04-2007. Third, the industrial units which are covered by the Schedule appended to item No. (ii) of sub-clause (e) of clause 2(A) of the said Scheme. The small scale industrial unit upon its graduation into medium scale industrial unit the period of entitlement to the extent it remains un-utilised on the date of its graduation. Transfer of ownership of any industrial unit during the period of such additional entitlement will require prior approval of the Commissioner of the Commercial Taxes, failing which the request for benefit under the said Scheme will be rejected, the notification signed by Vasanti Parvatkar, under secretary (finance) said.
