3 cops suspended in Cipriano death case HERALD REPORTER PANJIM, JAN 25

After the suspension of a police sub-inspector in the police-drug nexus expose, procedural lapses in the custodial death of Cipriano Fernandes has resulted in the suspension of three police officials including a police inspector. Panjim Police Inspector Sandesh Chodankar, police subinspector Radesh Ramnathkar and head constable Sandip Shirvaikar are suspended from their services for procedural lapses in the Non-Resident Goan’s custodial death. Police spokesperson and Superintendent of (Special Branch) Police Atmaram Deshpande said that the three police officials are suspended based on the interim report submitted by Deputy Superintendent of Police Boussette Silva.

Though there is no time frame to submit the final report, the spokesperson said that they expect the report within a week’s time. Goa police, a week ago appointed a senior gazetted officer – DySP Bousette Silva to look

into the procedural lapses and whether there was misconduct on the part of the police after Cipriano’s arrest. A bulk report was submitted to the Deputy Inspector General of Police Ravindra Yadav on Monday evening. The inquiry report has found that Panjim police flouted certain formalities after Cipriano’s arrest under Section 151 CrPC. “There were certain rules like matters connected with the arrest of Cipriano was not followed,” he said quoting the 1996 D K Basu v/s State of West Bengal Supreme Court judgment. Pranab rules out naming ‘black’ bank accounts PTI NEW DELHI, JAN 25

Under attack from Opposition and the Supreme Court, Government today announced a fivepronged strategy that includes creating an appropriate legislative framework for repatriating black money stashed abroad but ruled out disclosure of the names of such account holders. Finance Minister Pranab Mukherjee parried questions on whether the government would ban Participatory Notes, an instrument widely suspected of being used for tax evasion, and announce a general amnesty scheme for evaders. He said he cannot disclose whether a decision would be taken on banning Participatory Notes. On the other issue a group has been constituted to look into it, he added. Addressing a press conference on the directions of Prime Minister Manmohan Singh, he said there was no legal framework

Goans snubbed at Padma HERALD NEWS BUREAU PANJIM, JAN 25

Goans were snubbed at the Padma awards this year as not a single Goan, either a resident or native of the State, were honoured by the Government of India for either the Padma Vibhushan, Padma Bhushan or Padma Shri awards announced on Tuesday. In fact, as many as 11 Goans, either residing in or hailing from the State, had been nominated for the prestigious awards. Six Goans, including late Shreeram Kamat whose last work was an encyclopaedia, had figured among 1,302 nominations received by the government for the Padma awards, announced on the eve of the Republic Day. ‘The Kings Speech’, a British drama about the stammering monarch King George VI, leads this year’s Oscar nominations with 12 nods, while another period drama ‘True Grit’ follows closely with 10 nominations. BJP’s high-decibel campaign to hoist national flag in Srinagar’s historic Lal Chowk was today foiled by the Jammu and Kashmir government which arrested Sushma Swaraj and Arun Jaitley and hundreds of party activists at the state border with Punjab amid high drama. As they were arrested here soon after entering J and K, Swaraj and Jaitley lashed out at Omar Abdullah government as also the Centre, accusing them of making a “historic mistake” and a “psychological surrender” to separatists. Swaraj vowed to make another attempt to hoist the flag in Srinagar tomorrow. A day after being thrown out of the State, Swaraj, Jaitley and senior party leader Ananth Kumar tried to re-enter the state along with the Ekta Yatra being led by the party’s youth wing president Anurag Thakur but failed. They were arrested for violating Section 144 which prohibits assembly of more than four persons at any particular place. The lone runway at the Dabolim airport will remain closed on Republic Day for over 13 hours, as naval authorities are undertaking a periodical maintenance of the runway. Speaking to media along the sidelines of the launch of the naval training ship ‘Sudarshini’ on Tuesday, Flag Officer of Goa Naval Area Rear Admiral Sudhir Pillai said it was decided to undertake periodical maintenance of the runway on January 26, after consulting the Airport Authority of India, all commercial airlines and other stakeholders at the Dabolim airport. “The Navy will begin the repair work early morning after the arrival of Qatar Airlines at about 4 am and it is expected that the maintenance work will be completed in the evening”, informed Pillai.

“The repair work is being carried out after consultation with all the stakeholders, as no flight will be cancelled. Most of the flights have been rescheduled”, added Pillai. Source at the airport informed that about 34 civil flights will be affected, including three chartered flights, two scheduled international operations and the remaining domestic flights. The surface layer of the runway, which was laid in 2007, is regularly maintained and due to increase in traffic and arrival of large military and civilian aircraft, some minor repair work is required on the coating of surface layer. “We wanted to repair the runway without causing inconvenience to passengers, as repairs are necessary and since the airport has only one runway, the closure of it is unavoidable”, added Pillai.
