Former tourism minister Mickky Pacheco, the main accused in the mysterious death of his close friend Nadia Torrado, has been admitted to the Goa Medical College and Hospital, Bambolim after he complained of chest pain. “He was brought from Sada sub jail to the hospital at about 5 pm, as he complained of chest pain. He is admitted to Coronary Care Unit and is under observation,” informed Medical Superintendent Dr Rajan Kunkolienkar while talking to Herald. He however did not cite any health complications, at this juncture. “Pacheco’s health status will be thoroughly monitored and further decisions will be taken accordingly,” he further said. This is the second time that Pacheco complained of chest pain. Earlier this month, while in judicial custody, Pacheco was admitted to H o s p i c i o i n M a rg a o w i t h complaints of hypertension and chest pain.

Rain stops KRC in its tracks Margao-Mumbai trains cancelled HERALD REPORTER MARGAO, JULY 25

The heavy rainfall that pounded the Konkan region over the past 24 hours, forced the Konkan Railway Corporation on Sunday to cancel train services on the Margao-Mumbai route following the sinking of railway tracks at the Ratnagiri section. The Mumbai-bound Konkan Kanya train departing from Margao on Sunday evening was cancelled, while the KRC authorities have cancelled other trains on the Goa-Mumbai route till further notice. KRC Sr Public Relations Officer, Baban Ghatge, who headed to Ratnagiri along with KRC Regional Manager, told Herald that all train services between Goa and Mumbai have been cancelled with immediate effect. He said the Mandovi Express departing Margao on Monday morning has been cancelled. He said the KRC is taking stock of the situation at Ratnagiri, adding that the train services will be resumed only after the situation improves in Maharashtra.

LeT eyes C’wealth Games PTI LONDON, JULY 25

India fears that Pakistan-based Lashkar-e-Taiba, blamed for the Mumbai carnage, may attempt to strike during the October Commonwealth Games in New Delhi and has voiced its concerns to the US, according to a media report. The fears were conveyed by the Indian Army leadership to Admiral Mike Mullen, Chairman of the US Joint Chiefs of Staff, who was in New Delhi on Friday and Saturday, The Sunday Times said in a dispatch from Islamabad. LeT carried out the Mumbai attacks in November 2008 that killed 166 people and India fears that the group might target the country again. After his arrival in Pakistan, Mullen had yesterday said that the LeT has expanded its operations to Afghanistan and the West and has become more active throughout the region. The paper said the LeT has joined forces with the Taliban in a new alliance to kill western soldiers in Afghanistan. In the past few weeks NATO commanders are convinced that LeT are behind a string of attacks and influx of fighters into eastern Afghanistan.

Goa to have paperless district court soon HERALD REPORTER PANJIM, JULY 25

The Union Law Minister Dr M Veerappa Moily today said that Goa would soon have a paperless district court. Moily disclosed this while briefing media persons after chairing the Western Region Review meeting for improving justice delivery and other matters, in a starred hotel at Panjim. He said the Centre has decided to have at least one paperless court in every High Court and one court in every district court. “This will help the aam admi. The 13th Finance Commission has sanctioned Rs 100 crores for the computerisation of courts,” he stated. Further, he continued, “Chief Minister Digambar Kamat has

assured him that Goa would soon have a paperless court.” He said the government is making all efforts to reduce pendency in courts by starting morning and evening fast track courts. “The government is of the view that no cases should be pending in the court for over 3 years,” he said adding “...we expect Goa to be one of the foremost State in the country for being one of the smallest State.”

“Goa should be one of the first arrear-free courts. I hope it will be a reality,” he said. Moily also stated that Goa could become an international arbitration centre as the State is one of the most favourite tourism destinations. “Arbitration is one of the important aspects of the Government of India as all our cases are right now being referred to Singapore and we are losing a lot of revenue,” he said. “We have many mediation centres at Delhi, Ahmedabad and Bangalore and need to upgrade them,” Moily said adding “since Goa is an international tourist destination it can make a good arbitration centre and we will like to improve it as a moderate arbitration centre.” (Continued on page 2)

The doctors in Goa Medical College and Hospital, Bambolim on Sunday conducted post-mortem on Utkarsha Parab after a delay of few hours as victim’s family pressed for stern action against accused Sneha Gaonkar and her parents. The cause of death is reserved by the doctors. The post-mortem on the 16-year-old girl, which was scheduled at morning, finally was conducted in the evening. Utkarsha’s family members had refused the consent for autopsy pending action against the accused. After eluding the CBI for four days, former Gujarat minister and Narendra Modi’s close aide Amit Shah was today arrested by the probe agency in Sohrabuddin Sheikh fake encounter case and sent to jail shortly after he made a dramatic appearance at a BJP briefing. Forty-six-old Shah, who resigned from the Modi government yesterday following a charge sheet b e i n g f i l e d against him, turned up at the BJP office in Ahmedabad, where he denied all the charges against him. He then drove to the Gandhinagar office of the CBI and surrendered before the agency which arrested him and produced him before Additional Chief Metropolitan Magistrate A Y Dave.

Surprisingly, the CBI did not press for custody of Shah, who has been charged with murder, extortion, kidnapping and five other sections under IPC for the killing of Sohrabuddin and his wife Kausar Bi in 2005. He was remanded by the magistrate in judicial custody for 13 days till August 7 and taken to Sabarmati jail in Ahmedabad. “I have full faith in the judiciary and I am sure the allegations against me will be cleared by the courts,” Shah said after he appeared during a press conference called by state BJP president R C Faldu at the BJP headquarters in Ahmedabad, ending the suspense of his whereabouts since Thursday when he was first summoned by the CBI. Shah claimed that he was innocent and said that charges against him were “fabricated,

politically motivated and were on the instruction of Congress government” and demanded that his entire questioning by the CBI should be video graphed.

The Benaulim ML A is presently lodged in the Sada Sub jail, Vasco after the Judicial Magistrate First Class, Margao remanded him to 14 days Judicial custody after the expiry of his 14 days police custody. This is the fourth time that Pacheco has approached South Goa sessions court for bail – with his previous anticipatory bail plea and two regular bail applications not finding favour with the Court. Additional sessions Judge B P Deshpande will pronounce his order on Pacheco’s bail plea on Monday morning, even as the legal counsel for the former Minister, Adv Anacleto Viegas submitted before the court on Friday that the MLA is entitled for bail as the crime branch has failed to make any case out against his client. Even as the Prosecution has vehemently opposed the bail application, citing the high court order, stating there’s prima facie case against the former Minister,

Adv Viegas has drawn attention of the court to the same high court order clearing stating that the order should not in any way influence the presiding officer while deciding on Pacheco’s bail application. Adv Viegas, while submitting that Pacheco has become a victim of those who are in power, said the former Minister is not in a position to influence or otherwise interfere with the investigations of the case as he wields no power. In his petition, Pacheco had contended that he had been thoroughly interrogated by the police over a period of two weeks, adding that his petition for anticipatory bail was rejected on grounds that he was required for custodial interrogations. In this respect, Adv Viegas submitted that no further custodial interrogations is now available for the crime branch on the expiry of extended remand period on July 23. Meanwhile, the anticipatory bail applications filed by Pacheco will come up for hearing before the Sessions Court on Tuesday. Paroda locals oppose mega housing project HERALD REPORTER MARGAO, JULY 25

The Paroda gram sabha on Sunday strongly opposed a mega housing project proposed at Karalem area of the village. At the Sunday gram sabha meeting, gram sabha members opposed the mega housing project on grounds that the village has no garbage disposal facility and other infrastructure facilities. Members of the gram sabha also objected to the open air hall proposed at Karalem on grounds that the project would disturb the peaceful environment in the area. On the mega housing project, the gram sabha passed a resolution that the Panchayat should not entertain any files for multidwelling units in view of the poor infrastructure, especially relating to garbage disposal. Sarpanch Sharmila Vaz informed that the Panchayat body would fully support the views expressed at the gram sabha meeting. She said the Panchayat would not approve any file pertaining to mega housing projects. She pointed out that the Panchayat had returned the file from the builder, who has put in a plan to build 20 flats and 16 shop.

Agassaim residents vow to oppose hotel HERALD CORRESPONDENT CORTALIM, JULY 25

Sending a strong signal that they will not allow a mega project in their village, the Agassaim gram sabha on Sunday unanimously opposed a five-star hotel which is to come up along Moita-Dandi belt. The villagers stood up to say “No” when asked whether they were interested in the project. The villagers have also decided to take on the hotelier, who has challenged the panchayat resolution opposing the proposed hotel as per the decision taken by the gram sabha. The gram sabha expressed the need that the panchayat lawyer be briefed properly and

given all the documentations so that a fight can be put up in the court against the hotelier. Leading the discussion, a lawyer from the village Adv Esperdiao Dias wanted to know from the sarpanch and the secretary whether in the first place they had inspected the place where the hotel is proposed to come up. However, both the sarpanch Piadade Fernandes and secretary confessed that they had not seen the place but gave their (panchayat) backing to the villagers in opposing the project. But a villager Shrish Lawande expressed doubts in the panchayat saying their mere lip service would not show their real intentions. “The words should be transformed into action, and it is only then the villagers will know that the panchayat is against the project,” Lawande said much to the applause of the villagers. Mr Dias claimed that he was informed that the hotelier had managed to get CRZ clearance. He said that the panchayat had not given him the copy and wondered as to how the hotelier could get CRZ clearance when the area is full of mangroves and added that if need be the CRZ clearance would have to be chal-

lenged. Dias also informed that the area proposed for the hotel was earlier home to Kadamba port and said the area is a heritage site with a rich history. Dias also gave a grim picture of the ill effects posed by big hotels and said these was evident in Panjim and other coastal areas in Goa. He said that prostitution, drugs are freely available and wondered whether the villagers wanted such type of activity to come up in their village. Appealing to the villagers not to get carried away by the baits thrown at them in the form of jobs which are mostly low paid, Adv Dias said the dangers posed by the hotel are much more than the goodies it claims to offer. Tony Fernandes social worker also spoke at the gram sabha and called upon the villagers to unite against the project without any fear. The gram sabha also formed a committee called `Save Agassiam Village Environment’ under the presidentship of Adv Esperdiao Dias. Some villagers were also of the view that its MLA Francisco Silveira be made a member of the committee. Prominent among those present was Konkani writer Dilip Borkar and panchas.

Teachers demand Part-B scales

A joint delegation of all teachers associations called on Chief Minister Digambar Kamat at his official residence and demanded the implementation of Part-B of VI Pay Scales. The delegation brought to the notice of the C.M. that VI Pay Commission, under the chairmanship of Mr. Justice Krishna, have merged several earlier scales and the number of corresponding scales in the VI Pay have been reduced. “Owing to the merger of scales, the primary, the secondary and the higher secondary teachers are placed in a common scale known as PB-2 with a common grade pay of ` 4200/-. In order to do away with this anomaly the pay commission has speci-

fied relevant scales for different categories of teachers under Part-B of VI Pay Scales”, they pointed out. The Chief Minister was also informed that the Central Govt. controlled Schools like Navodaya & other central schools have already implemented Part-B Scales to their staffs. The Govt. of Goa have erroneously implemented Part-A to the teachers whereby only the replacement scales are granted, the delegation added. The delegation fervently asked the C.M. to implement Part-B and give solace to the teachers. Loutolim gram sabha members on Sunday cried foul over the ongoing exercise of verification of voters list and demanded the verification drive should also ascertain the names of voters wrongly included in the electoral roll. Terming the verification exercise as faulty, as the drive takes care of inclusion, deletion and correction of names, agitated gram sabha members demanded that the Panchayat verif y whether the names already included in the list are valid or not. Gram sabha members contended that large number of voters have been wrongly included in the electoral rolls in recent times following NOCs given by

They questioned the Sarpanch whether the panchayat has made necessary correspondence to the authorities not to give effect to the controversial RP plan. Meanwhile, gram sabha members demanded demolition of what they termed as an illegal wall built in the middle of low lying paddy fields by a shipyard owner. They pointed out that the structure is not violating rules relating to land filling in low lying fields, but is causing hazard to the neighbouring fields. Members also objected to the payment of fees to the lawyer from panchayat funds in matter relating to RTI applications.

Opposing the practice of the Chimbel panchayat to place gram sabha proposals at the panchayat meeting and not allowing these to be discussed at the gram sabha, the villagers demanded that proposals from the public should be discussed at the gram sabha itself, failing which the purpose of holding the meeting gets defeated. Initiating the discussion, Paul Fernandes cited the rejection of his proposal by the panchayat body on flimsy grounds which states that he has made allegations and used abusive language. He sought to know, where, in his entire proposal, he has made allegations or used abusive language and questioned whether the panchayat has a right to reject public proposals. Continuing with the subject, Govind Shirodkar opined that proposals are meant to be discussed at the gram sabha where the villagers can adopt necessary resolutions. He then lambasted the practice adopted by the panchayat of discussing the proposal at the body meeting and refusing to allow some proposals to be discussed at the gram sabha,

and stated that such practice tramples on the fundamental rights of the villagers. Replying to the queries, Sarpanch Chandrakant Kunkolkar informed that the public proposals are placed at the panchayat meeting so that the members can discuss the same and decide which proposals can be allowed to be taken up for discussion at the gram sabha. However, another villager Tukaram Kunkolkar felt that it is a wrong practice on the part of the panchayat, which takes away a villager’s right in a panchayat set up. “If such practice continues, the very purpose of holding a gram sabha will be defeated,” he added. Earlier, a heated discussion ensued between Tukaram Kunkolkar and the Sarpanch Chandrakant over the pending proposals of the previous gram sabha as Tukaram sought to know whether these proposals will be accommodated at this meeting. When the sarpanch agreed to take up the proposals, Tukaram demanded for an assurance from the Sarpanch that if any proposal still remains pending he would adjourn the meeting for the next Sunday. However, Sarpanch

Later, Sarpanch Chandrakant outlined the development works that have been completed in the village and also the development works that would be undertaken in the near future, which was well received by the villagers who, in turn, assured the sarpanch that they would always back him in the positive development of the village. The issue of the need of a village school was also discussed at length with the villagers demanding that the panchayat should initiate the process of setting up a residential school for ST students and urge the State government to fund the same. As the earlier gram sabhas had witnessed abrupt end due to unruly behaviour by the public, Old Goa PI Francis Corte personally remained present for the meeting to ensure smooth functioning of the gram sabha. He also saw to it that nobody spoke out of turn and only with the permission of the Sarpanch Chandrakant, which was primarily responsible for a peaceful gram sabha.

A brand new tempo belonging to Vasco Traffic police was damaged, after a tree came crashing down on it on Sunday. It may be recalled that after repeated requests and a patient wait, the Vasco traffic police had received a new tempo to utilise it for lifting two-wheelers, violating parking norms in the port town. However, the vehicle was damaged, after a tree came crashing on it even before it could be utilised for the purpose for which it was bought. The Vasco Traffic police was supposed to put the tempo into service from Monday. “We got it recently after repeated requests and it was to be put into service from Monday, but prior to that, it got damaged on Sunday,” said Traffic PI Darmesh Angle. Earlier, the Vasco traffic police had tied up with Mormugao Municipal Council (MMC) to utilize its vehicle to lift the two wheelers. Since MMC had other obligations, they were not able to allot its vehicle full day for traffic.Traffic police felt that since they needed a full-fledged tempo exclusively to be used for lifting two wheelers, the traffic police demanded to their higher ups and recently got it sanctioned.

Chinchinim villagers on Sunday unanimously opposed widening of the NH-17 passing through residential areas and have demanded a bypass a la Cuncolim and other villages. At the Sunday gram sabha meeting, villagers raised their apprehensions about the widening of the existing highway by demolition residential houses in the Dandeavaddo section. After much discussions, the gram sabha members resolved to opposed the widening of the highway tooth and nail and have demanded construction of a bypass to avoid demolition of residential hosues. The gram sabha resolution comes against the backdrop of the NHAI decision to reject the state government contention to restrict the width of the highway passing through Chinchinim to 35 meters. The Penha-de-Franca Gram Sabha on Sunday witnessed noisy scenes over the issue of indoor stadium in the panchayat area. Discussing on the issue, R N Naik said the panchayat had sent the proposal to the Collector of North Goa in 1995 pertaining to acquisition of 3,000 sq mtrs of land for construction of indoor stadium. “Since the matter has been pending for long time, the panchayat should pursue the matter and acquire the land,” suggested Naik. Panchayat Secretary M S Mardolkar informed Naik that the Serula Communidade has already converted the land into 13 plots and sold them. “Provisional NOC was issued for it by the panchayat in 2005. The buyers of these plots have applied to the panchayat for grant of con-

Paperless district court LITIGATION POLICY: The Union Minister said that the Centre as well as the States would have their own litigation policy. “If you see major litigations across all courts in country are from the States and the Centre. We need to vacate this space in courts through litigation policy,” he said. “The litigations by States and Centre amounts to 30 percent cases which need to be reviewed and vacate the unnecessary litigations. This would also help the common man,” the minister opined.

Goa Bachao Abhiyan has strongly objected to the proposed introduction of a new Bill to amend the Goa Town and Country Planning Act in the current session of the Goa Legislative Assembly. In the press note issued here, this new Bill seeks to throw open hill slopes, fields, khazan lands, low lying areas and water bodies for construction which are presently prohibited under Section 17A of Goa TCP Act 1974, expressly to protect the hill slopes and fields against 'conversion' for construction. “This Bill is totally opposite to the demand made by GBA to freeze construction on eco-sensitive zones,” the press note read. It further says that the proposed Goa TCP [Amendment] Bill, 2010 is being hurriedly

pushed by the Goa Government to undo the safeguards added to the Goa, Daman & Diu TCP Act, 1974 through the insertion of subsections 2 and 3 in Section 17A. This Bill puts the slopes and fields at risk of "development" once again. The three objectives of the proposed amendment are, need to specify Authorities to implement provision regarding punitive measures, enable Government to frame Rules and Regulations for implementation of provisions under 17A and to do away with ‘Undue control’ and scope for ambiguity implied in the present provisions under 17A. “The proposed Bill is totally silent on the first two objectives, whereas, under the third objective, it has introduced two sub sections, which removes the condition of seeking permissions from TCP under Section 17A,” it said urging the MLAs

to object the proposed Bill. The GBA suspects the proposed Goa TCP [Amendment] Bill, 2010 for it may allow illegal constructions and constructions, which are prohibited while the finalisation of RP 2021 is constantly delayed. “A similar amendment to section 16/ 16A was brought about to bring in projects through the back door to bypass the Regional Plan 2021 process for the Government's projects, many of them outsourced to private organisations,” the NGO alleges. The GBA demanded that the proposed TCP Amendment Bill be junked, and instead the TCP Act review committee should be asked to give its recommendations in a stipulated time frame, through a consultative process which includes a bottom-to-top planning process and revocation of section 16/16A.

Rag picker drowns in septic tank HERALD REPORTER VASCO, JULY 25

A 45-year-old rag picker from Bagalkot-Karnataka, but residing at Baina-Vasco, drowned in a septic tank at an under-construction house at New-Vaddem, Vasco, on Sunday afternoon. The incident occurred when Gangawa Madar along with her two partners, who were picking rags along the railway lines at New-Vaddem, had rushed for shelter from heavy showers in the under-construction house. Since Madar wanted to cover her body with tarpaulin coat, she went inside the house, while her other partners were outside. Madar failed to notice the underground septic tank of a height of about 2.30 mtrs, which was filled with water and partly covered with tarpaulin and fell inside. As Madar failed to come out of the house, her partners, who were outside the house, went inside in search of her. People then spotted Madar’s body inside the tank and summoned Vasco fire brigade to fish out the body.

National Student’ Union of India (NSUI) today charged that those involved in the drug nexus were behind the attack on their Goa Unit president Sunil Kawthankar. “We strongly feel that this is an attack carried out by elements who are threatened by our signature campaign against police-drug mafia nexus in Goa,” NSUI national delegate Gautam Bhagat said in a press note. Kawthankar was attacked on Friday night while he was enroute to Assnora village to meet activists for anti-drugs signature campaign. He has been instrumental in launching the campaign demanding a federal probe into the nexus, which is currently investigated by Crime Branch. The state chief met the Congress General Secretary Rahul Gandhi, a couple of days ago to appraise him about the failure of Goa police in the nexus probe. Unfazed of the recent attack, the NSUI is determined to con-

tinue their campaign. “Goa NSUI will not stop our movement against the police-drug mafias. This attack has not weakened us. We appeal to all students of Goa to join us in our movement against the Police-Drug mafias nexus,” Bhagat said. Kawthankar was attacked when some unidentified men on Bajaj Pulsar motorbike threw a huge stone on the windshield of the car, which was driven by the students’ leader himself. The stone smashed the windshield and hit his face leaving him severely injured. Along with him were three other activists in the car, who escaped unhurt. The sensational nexus probe led to arrests of seven tainted police officials and an alleged Israeli drug peddler Yaniv Benaim aka Atala, all of whom are currently released on conditional bail. No more rejection of mining plans applications by RCM HERALD REPORTER PANJIM, JULY 24

Henceforth, Regional Controller for Mines (RCM) will not able to reject applications seeking mining plans in respect of mining leases. Thanks to decision of the Central Information Commission (CIC) of June 7, information on mining plans for mining leases operating in Goa approved by the RCM will now be freely available to the public. Earlier , the RCM routinely rejected applications for mining plans in respect of individual mining leases on the grounds that the commercial interest of the lessees might be compromised if information in these plans reached rival party. Thus several applications for copies of mining plans in the State had been rejected by the RCM on the grounds that these could not be disclosed under Sections 11 (1), 8 (1) (d) and 8(1) (j) of the RTI Act. As a result, several appeals came to be filed before the CIC against such or-

ders. On February 5, this year, the CIC sought assistance from the Ministry of Mines to settle the matter. The necessary clarifications were provided to the Information Commission by the Ministry of Mines in March 2010. The Ministry of Mines held that certain parts of the mining plan of any mining lease could be disclosed by Public Information Officers under the Right to Information (RTI) Act. It held the applicant can be given information pertaining to location, and accessibility of the mine as given by the mine operator in chapter 1 and chapter 2 of the mining plan. Also, information about mine drainage, mineral rejects and disposal of wastes and other information provided in Chapters 6, 7, 8 and 9 of part A of the mining plan and the environment management plan provided in Chapter 11 of Part B of the mining plan, can be given to the applicant. The Ministry of Mines has been advised by the Information

Commissioner to have all its public authorities put up the various parts of the mining plans that can be disclosed, on their respective websites so that citizens do not have to file repeated RTI queries in the matter. It has been granted time of two months to carry out this decision. The Goa Foundation (GF), an NGO keeping a watch on illegal mining has recommended that all those who filed applications under RTI for information about mining plans should now file fresh applications for the information permitted by the CIC. The information that can be disclosed would cover most information about the mine, its approved dump management plan and environment management plan. The applicant should also request for the relevant maps which are annexed to these chapters and GF is willing to assist any person in this process, appealed Dr Claude Alvares, Director, GF.

Residents continue to object the presence of temporary structures along the coast and protest the partisan attitude of Canacona Municipal Council (CMC) in setting things right in view of its own terms and conditions imposed while issuing temporary permits. It may be recalled that recently, after a resident submitted a complaint to CMC over the large presence of temporary structures on coastal belt demanding action, another resident of Palolem submitted yet another complaint to act against the presence of temporary structures permitted during last tourism season at Palolem. Displaying a copy of his complaint to the civic office, complainant

Merchants from Bicholim are upset over Bicholim Municipal Council’s (BMC) negligence in keeping a check over cow menace in the area. Speaking to Herald, some shopkeepers from Bicholim market claimed that BMC never closes the gates of the market and cows enter the building during the night. “The gates are never closed during the night and this becomes a safe place for stray animals including cows, dogs and other animals, especially during heavy rains,” informed a shopkeeper. “In the morning, when we come we have to clean the entire area and drive them from the gates,” added the shopkeeper. Strong winds and rain caused havoc in Bicholim taluka on Sunday with loss of property worth lakhs of rupees. According to Bicholim fire service, they attended over eight calls from different parts of the taluka. At about 1.20 pm, two Alto cars belonging to one Sanjiv Karapurkar from Sasthiwada-Bordem were totally damaged when a jackfruit tree fell on them. Two houses at Narve and Velgaum Pale were also damaged. At Narve, a house belonging to one Sunil Mandrekar was damaged when a tree fell on the house, while at Velgaum-Pale, a house belonging to Satyawan Haldankar was damaged. Several cases of tree falling were reported at Dhawaskarwada-Karapur, Mayem and other places. At Pale and Bordem-Bicholim, trees fell on electricity wires and disrupted electricity supply in the area.

CURCHOREM (HC): A malaria awareness programme was recently organised by NSS unit of Smt Chandrabhaga Tukoba Naik Higher Secondary School, Curchorem, Cacora Curchorem Municipal Council and upgraded Primary Health Centre Curchorem. The students from CTN Higher Secondary School took part in the rally, which was organized on the occasion. CCMC Chairperson Maruti Naik flagged off the rally near railway station and after covering major part of the town, the rally was concluded near Municipal Council building. The rally was addressed by Curchorem Health Centre Chief Medical Officer Dr Ganpati Kakodkar. He appealed to the students to take care of the surroundings, especially during monsoon so that malaria can be controlled. CCMC Chairperson Maruti Naik appealed to the students to help the municipal council while carrying out various awareness programme. Traffic along the Old Goa-Pilar highway was disrupted for over three hours on Friday evening, after two huge mango trees uprooted on the road in Azzosim. According to Old Goa Fire Station Officer Michael Braganza, two huge mango trees uprooted on the road, damaging electricity poles, besides causing problems to the traffic along the road. The officials rushed to the site and cleared the uprooted tree. The wires of the electricity poles were entangled into the uprooted tree, which were later removed and the road was cleared for traffic at about 6 pm.

Scholar, artist and musicologist Dr Jose Pereira's book 'Song of Goa' will be released at a special function in Hotel Mandovi on July 30. Dr Pereira has co-authored the book with the US-based priest-psychotherapist and musician Dr Antonio da Costa, and the late outstanding composer Michael Martins (1914-1999) of Orlim, who led film orchestras in Bombay and did pioneering work in compiling Konkani songs way back from 1954 onwards. The 497-page hardbound book is priced at Rs 450, and is co-published by the Saligaobased Goa, 1556 and Broadway Publishing House, an affiliate of Goa's largest bookstore. This book contains an exhaustive section on the lyrics, score and translation of Goan mandos

-- a dance-song that conveys the emotions of love, and more. The mando has also commented on contemporary events, mainly political: such as the treaty between Britain and Portugal, the Abkary Act, which gave Britain control over Goa (1878). This book by Pereira et al gives an overview of Goan song, and then goes on to de-

scribe the Mando, its romantic, political and social worlds. It includes an anthology of mandos -- covering some 180 pages. There is also a commentary spanning some seventy pages on the different types of mandos. Included in this book is a bibliography of Konkani spelling, and a guide to the rules of Saxtti (the Konkani spoken in the Salcete area) elision. There is a section focussing on the lives of three major composers, and some "lesser" ones. For the launch function, Dr Francisco Colaco of Margao will speak on the mando, while litterateur Dr Maria Aurora Couto will focus on the intellectual contribution of Dr Pereira, who is currently down in Goa. Curtorechim Sallkam, led by the redoubtable Victor da Costa, will perform at the function, to be held at 4.30 pm.

Hawk contract, cultural deal on anvil during UK PM’s India trip PTI LONDON, JULY 25

A 500 million-pound deal for BAE systems, Britain's biggest defence contractor, to supply Hawk jet trainers is expected to be among a string of highprofile contracts to be signed during Prime Minister David Cameron's two-day visit to India commencing on Wednesday. There is also likely to be a major cultural agreement involving museums, 'The Observer' reported today. Cameron is taking with him seven Cabinet ministers and a huge trade delegation, including representatives from BAE as well as from Rolls-Royce, Standard Chartered Bank, construction group Balfour Beatty and the British Museum. BAE has set up joint ventures with the state-owned Hindustan Aeronautics in Bangalore. The Indian group makes BAE's Hawk trainer aircraft under licence. Dick Olver, BAE's Chairman, said British business needed to think about India becoming as important a trading partner as America. "We need to build a second special relationship." According to the Sunday Tele-

graph, BAE Systems will announce a 500 million-pound deal to build 57 Hawk trainer jets in collaboration with their Indian partners HAL near Bangalore, as a centrepiece of Cameron's visit. Cameron, who will first fly to Bangalore, the hub of "infotech" and innovation, will visit along with Business Secretary Vince Cable and Climate Change Minister Greg Barker the headquarters of Infosys, the cutting edge IT firm based in the city. Cameron is expected to make a keynote speech there calling for an "aspirational partnership" between Britain and India. George Osborne, the Chancellor of Exchequer, will visit Mumbai, the financial capital of India, while David Willetts, the Universities and Science Minister, will travel to Chennai to promote university tie-ups. Meanwhile, Jeremy Hunt, the Culture and Sport Secretary, will go to Delhi, which is hosting the Commonwealth Games in October. In Mumbai, Osborne will ring the bell to open the day's trading to the headquarters of top computer software companies.

On Thursday, Cameron will be accorded a ceremonial reception in the forecourt of the Rashtrapati Bhavan in Delhi. Besides holding talks with his Indian counterpart Manmohan Singh, Cameron is scheduled to meet Congress leader Rahul Gandhi. Discussions about the growing threat of LeT, the Pakistanbased terrorist group behind the Mumbai attacks in 2008, will be on the agenda of meetings between British Foreign Secretary William Hague and India's security chiefs. Cameron and Singh will announce a new forum of top British and Indian chief executives to explore how to dismantle regulatory barriers to trade and make recommendations to their governments. "It will make a significant impact," Commerce Minister Anand Sharma told the Sunday Telegraph. "When the captains of Industry meet in an institutionalised forum, with the composition decided at the highest level, it's surely a major step forward. We have seen it can make a difference with the United States, Russia and France," he said.

Water level rises in Ganga PTI GHAZIABAD, JULY 25

The water level of the Ganges in Bijnore district has increased in the last 24 hours and is flowing only six inches below the danger mark, officials said. The water level has increased due to the discharge of additional water from a barrage on the river. The danger mark is set at 193.8 metre from sea level and water in Ganga is now flowing at 193.2 metre, they added. The district administration has informed villagers that they will shifted from villages to safer places if water level crosses the danger mark. Flood water inundated the fields and the irrigation department is monitoring the situation, they said. Ghaziabad district magistrate Hredesh Kumar said the administration is keeping an eye over the rising water levels and flood relief materials have been put in place. Kudankulam-I to start functioning by Dec PTI NEW DELHI, JULY 25

The much-delayed first unit of Kudankulam nuclear power plant, being built with Russian collaboration, will be operational by December, setting in motion the roadmap that the two countries are working on in the field of atomic energy cooperation. The two countries will discuss the next steps in the roadmap besides other issues when Foreign Secretary Nirupama Rao travels to Moscow on August 2 for Foreign Office Consultations. Under the roadmap, a number of nuclear reactors would be set up by Russia in India, sources said here. Four of the reactors are envisaged to be established in Kudankulam in Tamil Nadu and one in Haripur in West Bengal, with scope for more in future. The 1000 MW Kudankulam-I will be commissioned by December, nearly three years after work began on it, the sources said. The plant will be made operational irrespective of whether

the proposed nuclear liability legislation is enacted. The liability bill, which provides for compensation in the event of an accident, has got caught into a controversy with several political parties demanding its redrafting. Russia, whose nuclear industry is state-controlled, is not too hung up on passage of the liability bill unlike the US which has insisted on such a law before its companies could start business in India. The second unit of Kudankulam power plant will be made operational within six months of commissioning of the Unit-I. The proposal to set up a Russian nuclear plant in Haripur is facing resistance from local people but the government is hopeful of convincing them about its utility and allay their apprehensions. During her visit, Rao will also discuss issues related to defence cooperation under which Russia is upgrading Sukhoi fighters. The two countries are also working to develop 5th generation stealth fighters.

I

hy is the Bharatiya Janata Party (BJP) top brass making such a song and dance about the charge sheeting of Gujarat Minister of State for Home Amit Shah by the Central Bureau of Investigation (CBI)? That’s because he is no ordinary junior minister. In fact, Mr Shah is BJP big boss L K Advani's blue-eyed boy. He has been in charge of ensuring that Mr Advani gets elected to the Lok Sabha from the Gandhinagar constituency term after term. But that’s not the only reason. He also is a member of Gujarat Chief Minister Narendra Modi's inner circle. One of those who helped Narendra Modi build his ‘iron man’ image after he became chief minister in 2001, Mr Shah has been handling the Gujarat Home Ministry independently (officially, the CM is Home Minister), and claims that thanks to his ironfisted stewardship, there have been no major bomb blasts or terrorist strikes in Gujarat (not entirely true). A consummate politician, he is known for an uncanny ability to read the voter's mind successfully. But, with the CBI filing its charge sheet against him, the 46-year-old wunderkind – who once won an election with the highest-ever margin in Gujarat – is in deep trouble, having resigned and, after initially hiding, been arrested and sent to jail yesterday. And though it is fairly obvious that the Congress government at the centre has given the CBI its blessing to go after him for mainly political reasons, the fact is that the mass of evidence collected by the agency can under no circumstances be dismissed as a frame-up. Though BJP leaders have publicly declared political war against the CBI's action in New Delhi – they boycotted the Prime Minister’s lunch on Friday in protest against the CBI summons to Mr Shah – privately, many of them admit that his goose seems to be cooked. The CBI chargesheet says the gangster Sohrabuddin was extorting money from owners of marble factories in Rajasthan, together with one Tulsi Prajapati. In 2004, Sohrabuddin threatened the owners of RK Marbles, who was extremely influential. The minister ordered the then Deputy Inspector General of Police D G Vanzara to kill Sohrabuddin. The story of how Sohrabuddin was killed in a fake encounter in 2005, how his wife Kausarbi was killed by a lethal injection, her body burnt and the ashes scattered in the Narmada River, and how Tulsi Prajapati was killed later in a separate fake encounter, has been carefully investigated and documented not by the CBI, but by a Special Investigation Team (SIT) appointed at the behest of the Supreme Court and headed by Gujarat cadre IPS officer Geeta Johri. The SIT report also says that Mr Shah brought pressure on the then Additional Director General of Police (Crime) G C Raigar, who directed SIT chief Ms Johri to suspend the inquiry and took away the papers under the guise of scrutiny. In sum, the CBI’s case is that Amit Shah ordered the killing of a gangster named Sohrabuddin, not because he was a terrorist or a threat to national security, but because the latter had tried to extort money from someone important to the minister. After the fake encounter killing, Mr Shah himself is alleged to have extorted money from two builders, to keep them out of the case. The CBI says it has meticulous telephone records, statements from the builders and other evidence to back its charges. So, the prognosis for one of Gujarat’s shining stars and Chief Minister Narendra Modi’s right hand man does not look at all good. He was the man most likely to have taken over as CM from Narendra Modi if the latter became prime minister. Now, he is in jail facing murder charges. What was that they said about those who live by the sword…?

Poor joke Floriano Lobo, Goa Su-Raj Party With due respect, Dr Oscar Rebello (‘Reworking the Script’, Herald, 23 July) is a novice on Goa’s politics. He should refrain from making an ‘apolitical joker’ of himself. If he wants a political ‘super script’, it is available in our party’s programme at www.goasu-raj.org. Goa Su-Raj is offended by his likening it to the BJP or UGDP. We do not associate with the likes of G7. In 2005, Goa Su-Raj forced the electoral process to go ahead in Taleigao. We did not allow the ‘King of Loan Sharks’ to become unopposed King of Taleigao and make a travesty of democracy. GSRP will never give an entry to this breed of politician. Ten solid years is proof enough. If Dr Oscar must poke fun at us, it is best he does his homework well.

n India, for the most part, an aura of awe surrounds Bollywood stars, as fans admire the reel heroes as real ones. Bollywood movies depict supermen and superwomen, with heroic stance and spirit, ultimately victorious over evil. Nevertheless, the injustice in our society, corruption in our government institution, violence on our streets, violation of human rights, unimaginable scale of poverty, illiteracy, and other social evils compel people to search for a champion to cleanse the system. It is an enormous, almost impossible task for one hero to accomplish. These movies entice us with an unrealistic utopia, but in a way they beckon us to challenge the status quo in society, and explore new horizons to create a better situation in our own small way. Everyone needs a hero in life to bring about a positive change. Ironically, most people seek, the hero they long for, outside their being, not realizing that the hero lies within oneself. In the recent past, Goa has become the laughing stock of our Nation, and the world at large. With each passing day, Goa and Goans seemingly enact a tragic scene for what could be a new Bollywood movie; and it is a movie without a hero. The irony of this enactment by our people is that it is tragic to our beloved State, but comical to the rest of the world. Even more heartbreaking is that nobody seems capable of deciphering the evil that has infected every strata of our society. This drama could be headed for a perfect melancholy, unless society is ready for true introspection and the transition back to the values that had sustained us for so long . The change will not come from outside, it should spring forth from within each citizen, to cause an unrelenting movement to fight the evil which has drained our society to its lowest ebb. Inner reflection should lead us to selflessness, and empty us of our greed, for greater good of the society. Should someone ask why we have no hero, I would truthfully say I do not have the correct answer, but intend to find one. I thought our police force might give us a good hero, since they are the protectors of the executive component of democracy. There are several instances wherein they have done good to the state by nabbing criminals near and far. However they are not consistent and upright always . More often than not, they act at the behest of the Home Minister

and other legislators, which is abysmal and disgraceful to our democracy. Not a single case involving “big brother” has had a logical conclusion. This attitude of our police force has triggered corruption and crime to a new level, resulting in a society where justice is unsustainable. The victims are yearning for justice, in vain. We elect our legislators to be that hero to purge the system of evil decay, and bring in a positive change for peaceful and prosperous dwelling. The unfortunate reality is that we are unsuccessful. With great caution, I could identify one or two, but most are unworthy of even a salute. Our legislators have betrayed the people, and are the true scoundrels in this “Live Bollywood Show.” The latest twist to this ongoing dismal production is the catch (not really - he handed himself over - fortunately or unfortunately police could not nab him) of Mickey Mouse, who hid himself in a hole for almost a month. To his disadvantage, Mickey Mouse had shown disregard to the public ethic and moral standard of society on several occasions. Guilty or not, time will tell. Sub-standard buildings Marcos Alemao, Varca The Chief Minister’s statement that the new Collectorate building constructed in steelreinforced cement concrete will last only for 25 years (Herald, 18 July), is unbelievable. Buildings constructed during the Portuguese era with only bricks and ‘chunna’ stand erect after over 400 years. This proves that the government puts up bad buildings. The condition of the Collectorate building, constructed a few years back, is shaky. The building adjacent to Hospicio, constructed not many years back, has been repaired several times, whereas the old Hospicio hospital building still stands erect. Obviously, the material used is substandard, in order to loot public money.

I say this because, when other legislators or their kin were involved in a crime, neither the police nor the political parties showed any such interest in bringing justice to the victims. Perhaps, we could find a hero in our NGOs. The NGOs mushroomed to redress the wrong in society, but evil continues to proliferate unbrokenly right under their noses. What can we gather from such an inference? Does it prove that NGOs are ineffective, and perhaps exist for their own gain? Even if one chooses to not notice, it is obvious that NGOs become quite visible and vocal when a big fish is caught in the net, but they brush aside what is politically insignificant. Like other institutions, the NGOs dance to the politicians’ tune, to gain mileage for their own selfish interest. Only when the NGOs truly and sincerely take up the cause of the voiceless, without succumbing to pressure from the ruthless politicians and lobbyists, will they have a chance to redeem themselves and be heroes for generations to come. agenda to pursue. For a long time, the people of Goa lived as true heroes, but lost the intuition somewhere down the line. This is clearly reflected in the escalation of maladies in our society today. First and foremost, Goans failed because we place an unconditional trust on corrupt politicians, as we continue to vote them. Recently, a great number of people came out to support the beleaguered Tourism Minister; and in another instance, to support the Home Minister, and his son. Are we supporting truth and justice, or blindly digging our own graves? Are we so limited by our fears and doubts, that we fool ourselves by taking bribes and engaging in other illegal actions on behalf of our politicians, to live as their slaves? We have become so steeped in the crab mentality, which is causing a greater downfall. Most Goans fight among themselves over a small piece of land or property. Yet they allow outsiders to take advantage. There are a few noble souls, but as a society we live like villains. Each one is concerned about his/her own welfare, uncaring of their neighbours. At one time, such behaviour was unthinkable. For us to witness contentment over the downfall of our neighbour, rather than lending a helping hand, leads to our own defeat and disgrace. This is not “Goanness.” In what used to be a viable society, the hero has been lost! It is very unusual for a Bollywood movie to be produced without a hero. This is why Goa’s “live Bollywood show” is distasteful. The Bollywood movie heroes decipher the evil intentions of the villain and impede his scheme in time, to save society. How can we Goans allow this “live show” to continue without a hero who would pave the way to victory in our war against the rogues who decimate our society? A big question lingers! From where will a hero arise to transform the evil structure and its builders, which have created an inescapable web of seduction and deception in Goa? If we fully appreciate our true worth and the power given to us by our Creator to participate in building a just society, reversal and renewal is inevitable, with His help. Let us rid ourselves of selfishness and greed, and be filled with honour and the courage to embrace benevolence and charity. Know for sure, Eternal Paradise will be our reward. Each one of us will be a hero!

Goans are totally disgusted at the witch-hunting of the Torrado family, especially when they need to tide over grief and loss. Teacher Sonia is adorable, effective and friendly. Her son is an MBA gold medalist. The dailies have been stifling the ‘vox populi’ until recently. The NCP leadership, too, maintained a stoic silence for long. Why are the police pursuing this one case with such vigour and vengeance? Many sensational cases of murder, suicide, corruption, sex, drugs and dacoities are crying for justice, but are not being followed-up enthusiastically. Nobody holds any brief for Mickky. Extra-marital relationships are characteristic of the rich and powerful – even Hillary Clinton has had to face them. Mickky has only himself to blame for evading arrest, but public memory is short, and Mickky will bounce back. Meanwhile, the biggest beneficiaries of this drama are the manufacturers of Ratol, who are smiling at all the free publicity.

It is public knowledge that the tragic death is being investigated by the police, who have so far arrested two individuals. Since the death is the subject-matter of a criminal investigation, how can the concerned authorities permit this issue to become a matter of public entertainment? It not only infringes on the privacy of the deceased Nadia Torrado and her family, but could influence an ongoing police investigation. The tiatrists should avoid putting up stage performances commenting on events relating to the death of Nadia Torrado till the conclusion of the criminal process.

Stop stale fish Adelmo Fernandes, Vasco St Cruz Congress MLA Victoria Fernandes has raised a valid point about stale fish being sold in the Panjim Municipal Market. Actually, this problem is all over the state. Putrid and rotten fish, often unfit for human consumption, is sold at the Vasco fish market, that too at an exorbitant price. This happens more during the monsoon, when fish is in short supply. The Food and Drugs Administration (FDA) should keep a close watch on the sale of

stale fish in the market. Fish is a perishable commodity, and it should have a prescribed time limit for its sale. Keeping it in ice does not prevent its decomposition; regular checks and confiscation of stale fish is the only solution. The FDA should act in the same way it moved against the sale of artificially ripened fruits.

Joaquim at sea Melson F M Louis, Margao It is ridiculous that Fisheries Minister Joaquim Alemao has served a 15-day deadline on fishing boat owners to give consent for the proposed fishmeal plant project at Cutbona jetty (‘Joaquim serves ultimatum over fish plant’, Herald, 17 July). Or, he says, the plant will be shifted to North Goa. The proposed fish meal project site is under the Village Panchayat of Velim. Boat owners have got no authority to give consent for the project. Neither can the Fisheries Minister impose the project against the wishes of the villagers. Fisheries Minister Joaquim Alemao is aware that the Velim village panchayat and Gram Sabha are completely opposed to the proposed project, which requires 1.20 lakh sq metres of precious ‘khazan’ farming land.

Migrant Goans in other parts of India and other countries, even along with migrants from other areas, are not large enough to change the local state or country’s identity, culture or language. We all appreciate that migration happens, but this should not be to the destruction of the adopted state or country’s own identity. Goans migrated overseas have quickly integrated into the local identities, culture and languages. Is this happening in Goa today, or is it vice versa? There was once a place, which was hit by a hurricane so wild that all the houses were razed to the ground, and people had nothing to eat and nowhere to lay their heads. Among the worst hit were a mother and her two sons. The elder bow was a gem of virtue; he felt responsible for the safety and care of the family; he loved his mother, and sought to win her love and blessings, more than anything else. The mother with the younger child was going out begging and keeping alive on the little they could get from the famine-stricken land. Soon, she found that she was too weak even to walk a few steps and so, the elder son had to go begging, all alone, to feed the family. He said, falling at her feet, he would do what she was doing and collect food for all. He wanted that she should not over-exert, and worsen her health. How could three live on mere handfuls? The son too was rendered weak. With faint voice and fainter steps, he moved towards a zamindar’s [house and called out for a morsel. The lady of the house called him in and led him to a plate whereon she served some food. But he tottered into an upright position, and fell plump on the floor. The zamindar came running into the room and placed her ear near the dying boy’s mouth, so that she could catch the last words that emerged from his lips. He was saying: ‘No, no! First she must be given food. My turn comes next‘. You may be able to pay back any debt; but, the debt you owe your mother, you never can repay. It is a violent swinging from 65 metres to 45 metres may be even reduced to 35 metres and even to 30 metres depending on the voice of the people. The viewpoints at the meetings were many. Speakers said that widening of road from Tilamol to Curchorem is government’s devilish plan because it will ground to dust the nest of hundreds of people who have built it with their hard earned money. They ask, “Why the road can’t be twisted and turned to find a bypass on the periphery of this place instead of widening it in thickly populated area by destroying houses? Aggrieved people said the existing road is sufficient for normal traffic and wondered for whose benefit the government was widening the road by spending crores of public money. Some one said, “It is evident that the present widening is done to enable the mining lobby to transport ore. Despite people clamouring for a by-pass road for mining activity, the politicians kept on giving assurances of its construction. But till date, nothing has been done about it. Really, falsehood is easily discovered.” The politicians do not have the interest of the people at heart. They are not concerned that green fields disappear and houses are demolished and people thrown out on the street; they are not worried that our forests are raped and hills are flattened due to illegal mining; they are not disturbed that mine dust flies in the air and settles in our lungs bringing us closer to death, prematurely. Never trust politicians. They go on giving false promises. Their attitude is to get rich and to hell with honesty and old values. Some who attended the meeting sounded a note of whip at election time, “If politicians play with the sentiments of the people, then they would teach the politicians a lesson of the consequences in the coming assembly elections.” There was an inaudible repartee to this: “Politicians do not care for our Goan votes who grunt... no, no, no –squeak like pigs. They have their own vote bank made up of outside-ghantis and inside-stooges. Every time we have the same old corrupt politicians because political parties are interested in winning. So, they give election tickets to the same characters who they think are certain to win the election with -ghantis and stooges.” Some villagers warned that if their demands are not met by the elected representatives, they would knock the doors of the court. A villager joked: “Even if the people go to Court to stop the wide, wild widening of road, politicians look at justice as a woman with a pair of scales in her hands where there is enough room for cheating because there is a blindfold over her eyes.” Stooges of government say, “The persons whose houses are destroyed will get compensation. Aggrieved people say, “It will be so meagre that they will not be able to build similar shelter with the compensated money. They will not be able to live even like earthworms under the stone. They ask, “Should Tilamolkars and Curchoremcars whose houses are destroyed abandon their ancestors land and live in flats in cities? Is the government’s intention somewhat like Marie Antotoinette of France who said, “No bread, eat cake”?” People who had invested all their savings in the construction of a bungalow, now the government will ruin their life by throwing many families on the street.” The government expects the people to take things lying down. Not to question the wide, wild widening of the road, but to sing the song “Que Sera Sera - what ever will be, will be.” Government wants a community to be Rip Van winkle clones and go to sleep. It appears that the land acquisition plan of the government is heading for roadblock. If the administration marched forth with brute force to execute their devilish plan, people will defy it with people’s might to set things right. It would be like ‘The Farmer And The Cranes’ in Aesop’s fable. When the cranes made their feeding ground on the newly sown wheat plough land, the farmer tried to drive them by brandishing an empty sling but when the birds did not move; the farmer charged his sling with stones and killed a great number of birds who at once abandoned his plough-land. Really, when words suffice not, blows must follow. Samson had the power on his hair; the resident affected by the axe of NHA has the power in their unity. Really men, like nails, lose usefulness when they lose their direction and begin to bend. The NHA force of the government is a persecuting force. The affecting person’s force is a crying force. I must say that any force which is continuous force will be the winning force. Observation tells us that the continuous force of a crying child gets the milk.

This is funny. Neil Nitin Mukesh had to kiss Deepika Padukone on screen for their forthcoming film L afange Parindey and the actor reportedly got cold feet. His first director Sriram Raghavan had thrown a fit when Neil refused to kiss Rimi Sen. In his second film, Tera Kya Hoga Johnny, director Sudhir Mishra insisted Neil kiss Shahana Goswami. But the actor refused. Even in Jail where there was a love-making scene with Mughda Godse, Neil refused to kiss the sultry actress. But Lafange Parindey director Pradeep Sarkar pulled the plug on Neil’s chastity vow. A source from the set said it was a long, torrid smooch comparable in intensity and duration to the Aamir Khan-Karisma Kapoor kiss in Raja Hindustani. And Neil was nervous! PTI NEW DELHI, JULY 25

BJP on Sunday accused the CBI of working in a partisan manner by targeting Gujarat and Madhya Pradesh, where it has governments, and ignoring the Andhra Pradesh angle in the Sohrabuddin case as the Congress is in power in that state. "Sohrabuddin Sheikh was a terrorist from whose premises in Indore nearly 300 AK47s were recovered. He used to operate an inter-state gang. "Madhya Pradesh and Gujarat are under CBI radar but the Andhra Pradesh angle (in the fake encounter case) is not being investigated at all as Congress is in power there," BJP chief spokesperson Ravi Shankar Prasad told PTI. The Rajya Sabha MP was confident that Gujarat Minister Amit Shah, arrested today by CBI in the case, would come out clean, claiming that the case against him was weak. "Amit Shah has already resigned and will go through the process of law. But BJP's al-

legation of gross misuse of CBI by the government is too well-known," Prasad said. "The entire case against Shah is based upon sweeping investigations by CBI without any legally sustainable evidence. This motivated investigation would boomerang on the Congress," Prasad said. The CBI case against Shah is based on phone intercepts, which is not admissible as evidence in a court of law, BJP sources claimed. Among the senior policemen arrested in the case include IPS officers from Gujarat, Rajasthan and Andhra Pradesh cadre. Meanwhile, Union Human Resource Minister Kapil Sibal on Sunday said the Congress has nothing to do with the CBI naming former Gujarat Home Minister Amit Shah as an accused in the Sohrabuddin Sheikh fake encounter case. "Congress has not made Shah an accused, it is the CBI which has chargsheeted the former Gujarat minister. CBI has made Shah an accused so he should follow the legal course and tell the court whatever he has

to say," Sibal told reporters. 46-year-old Shah, has been slapped charges of murder and kidnapping in the fake encounter killing of alleged gangster Sohrabuddin Sheikh and his wife Kauser Bi in 2005, He resigned as Gujarat Home Minister yesterday. On BJP giving clean chit to Shah, the HRD Minister said every leader in the party was doing so. "But the issue is whether the court would give him a clean chit," he said. On BJP's allegation that chargesheet against Shah was already prepared, Sibal said "We are in the government, but we don’t know anything about it. They (BJP) are outside the government and must be knowing more than us," he quipped. "If Shah wants he should challenge the case against him in the court, if he wants he can apply for an anticipatory bail for the second time. It's upto him," he added. "I dont want to indulge into this. CBI is the agency which issued summons, filed the chargesheet and made Shah an accused," Sibal said.

Speculation rife over Uma’s return to BJP PTI BHOPAL, JULY 25

Several months after she quit t h e p re s i d e n t s h i p o f h e r Bharatiya Janashakti Party, speculation is rife about the possible re t u r n o f f o r m e r M a d h y a Pradesh Chief minister, Uma Bharti to the BJP. The BJP central parliamentary board which met recently in New Delhi was expected to firm up the decision to bring back Bharti into the party but nothing of that sort happened. It was expected that after the party's decision to take back Jaswant Singh, it would be just a matter of time before Bharti was also taken back into it. Following this, the Madhya Pradesh BJP president, Prabhat Jha said that a decision on Bharti's return to the party would not be taken at least for some time now. Jha has gone on record as saying that there was no proposal before the party's state unit to bring back Bharti to it. He has also been maintaining that the BJP state unit has nothing to do with the return of Bharti and says that a decision on this will be taken only by the party's central leadership. Right now, no one can say when she may come back to the party, but in case she does a homecoming, she will have to answer a lot of uncomfortable questions.

She has said numerous times that come what may she will never return to the BJP and that the party had become a closed chapter for her. BJP leaders in Madhya Pradesh appear to be totally averse to the idea of Bharti's returning to the party as they fear it may change power equations in the State. Still, there are some leaders including a few ministers who till recently were talking of Bharti returning to the BJP. Their statements reached such a point that the party's central leadership had to advice them not to speak to the media on Bharti's issue. It was under Bharti's leadership that the BJP had won the December 2003 assembly elections in Madhya Pradesh after 10 years of Congress rule with Digvijay Singh as Chief Minister. After those elections, she resigned within eight months thinking that she can become the Chief Minister when she wished to do so. But that never happened and she was expelled twice from BJP, first when she dared L K Advani to take action against her and the second time after Shivraj Singh Chouhan became Madhya Pradesh Chief Minister against her wishes. If Bharti returns to the BJP, she would not be the first politician to come to a party after severing ties with it.

The Third District Additional Sessions Court in Belgaum has granted conditional bail to 16 pro-Marathi activists, including former MES ML As Manohar Kinekar, Digambar Patil and former mayor Vijay More, who were arrested in connection with violence that broke out in the district following a pro-Marathi rally in the city on July 12. All the released activists will have to be present at the Market Police Station, Belgaum, on the first and 15th of every month for inquiry over the cases registered against them. They also have been ordered to cooperate in the process of investigations and should not attempt to destroy evidences against them. According to the police, the Marathi activists not only indulged in violence acts at the DC office premises during the rally, but also tore a hoisted Kannada flag at the premises and raised an MES flag.

Three years after lighting up electricity deprived remote villages in Bihar and Uttar Pradesh with power harnessed through rice husk, the team behind the venture is now looking at a similar task in West Bengal and Tamil Nadu as well. Beginning with Tamkuha, in Bihar's West Champaran district where villagers stopped travelling kilometres to the nearest city to charge their mobile phones, the 'Husk Power System' designed by NRI entrepreneur Gyanesh Pandey has gone on to dispel darkness in over 125 villages since 2007. "The conventional technologies and grids had failed to deliver for the pervasive energy starvation in the country and I wanted to find an environment-friendly non-conventional source and low cost of energy," Pandey told PTI. A native of Bihar's Baithania village, Pandey chucked a promising career in the semiconductor industry in the US to return to do good in India. The engineering and graduate management along with friends Ratnesh Yadav, Manoj Sinha and Charles W Ransler started the husk power system company aimed at bringing power to empower the rural population. Assisted by S K Singh, a scientist in the Ministry of New and Renewable Energy, Pandey's team re-

jigged the decades-old technology of biomass gasification deployed by rice millers in Bihar to power their mills using rice husk, perhaps the only bio-waste in the lives of rural folk. "The process is called gasification, where the husk is burnt in controlled conditions to produce a combustible mixture of gases (smoke). This gas is filtered and fed into an engine that drives an alternator to produce power," says Pandey. The idea was not only to provide electricity but also to provide it at a rate lower than the cost of the current alternative significantly keeping a unit profitable enough to ensure its long term functioning. "The baseline price is Rs 80 per month for two CFLs + mobile charging (approx 50W) per month. Users get discount as they purchase more than 100 W. The baseline price is less than the fixed charges levied by the state grid (Rs 250 in Patna). The idea is to slash the cost of the alternative by atleast half," says Ratnesh. Remoteness of the locations required that the operations be carried out as much as possible by the locals and that demanded the entire model to be simple enough in execution. The mantra was to keep it cheap and simple, and after many trials, a near optimal model took shape. Around 200 locals run the operations today.

Rains lash Konkan, train passengers shifted to safety PTI

Turkey will abide by the UN Security Council sanctions against Iran if they are binding, Turkish Foreign Minister Ahmet Davutoglu said here Sunday. Davutoglu made the statement shortly after a meeting with his Brazilian and Iranian counterparts Celso Amorim and Manouchehr Mottaki in Istanbul. The Turkish foreign minister said Turkey would make all contributions to talks between Iran and EU on Iran's nuclear issue. He suggested Istanbul as a venue for the negotiation to resolve controversies over Iran's nuclear program through diplomacy. Davutoglu said what they were doing was laying the groundwork for talks between Iran's top nuclear negotiator Saeed Jalili and EU foreign policy chief Catherine Ashton. He said that Turkey was trying to help launch international talks as soon as possible. "If there is a problem, parties must discuss it," he said. In May, Turkey and Brazil signed a uranium swap deal with Iran under which Iran committed to give 1,200 kg of low enriched uranium to Turkey in exchange for 20-percent enriched uranium it will receive from Western countries to be used as fuel in the nuclear research reactor in Tehran.

Putin blamed 'betrayal' as the cause of busting Russian spy ring in the US and pledged to provide 'decent' jobs to the failed spies swapped under a deal between the two countries.

"I am sure they will work in decent places, I am sure they will have an interesting and bright life," Putin told reporters during his visit to Ukraine. Putin, himself a former KGB spy in East Germany, for the first time disclosed to his pool reporters that he had met with the 10 deported agents including 'hot' spy Anna Chapman and sang 'patriotic songs' with them, NTV reported. At least 34 people have died and 28 others have been declared missing after floods and landslides caused by the torrential rains over the past two days ravaged parts of western and central China. The world's largest and smelliest plant, Lois the corpse flower, came in bloom Saturday in the US fourth largest city, attracting thousands of curious Houstonians a day. Now nearly six feet (1.8288 meters) tall, the flower, technically known as the Amorphophallus titanium plant, was the second corpse flower that ever bloomed in Texas and the 29th corpse flower that did so in the United States, said the Houston Museum of Nature Science, owner of the plant. The flower, nicknamed Lois after a staffer's mother, has been in the museum for six years, since the museum paid 75 dol-

No one knows what triggers a corpse flower to bloom and no one knows when it will bloom in its about forty years of lifetime, she said. The museum had predicated that Lois would bloom two weeks ago. The line to see the flower was out the door Friday morning, once word got out that it would bloom soon. The flower gives off smell like decomposed animals to attract insects, Greig said. It can be in bloom for a few days, but may not bloom for years --if ever.

The foreign ministers of Turkey and Brazil, speaking Sunday ahead of a trilateral meeting with their Iranian counterpart, said they still believe in the nuclear swap deal signed between the three countries in May. Turkey and Brazil mediated and persuaded Iran during a meeting in Tehran in May to store 1,200 kilograms of its low enriched uranium in Turkey until the fuel for Tehran's research reactor is delivered. The Tehran agreement was, however, rejected by world powers as insufficient. The United Nations Security Council then imposed a new resolution and fresh sanctions on Iran last month in response to its nuclear program, which the West believes is aimed at developing nuclear weapons. However, Turkish Foreign Minister Ahmet Davutoglu on Sunday said he believes the swap deal could still be useful as a diplomatic tool. "The Tehran agreement has created a frame-

The BP oil spill, which happened in April, had resulted in thousands of barrels of oil spilling into the sea, affecting marine life. "Though the full environmental and economic consequences of the Deepwater Horizon oil leak will not be known for some time... nearly USD 1.2 billion in output and 17,000 jobs will be lost in the Gulf Coast states by the end of this year," global financial services group Moody's has said. The report was prepared by Moody's Analytics Inc, which deals with economic research and analysis. "Of the five states affected, Texas, Louisiana, Alabama, Mississippi and Florida, the two

hardest hit are Louisiana, with its heavy dependence on fishing, aquaculture and oil extraction, and Florida, with its tourist industry," the report noted. Following the disaster, which claimed 11 lives, US President Barack Obama imposed a sixmonth moratorium on new deepwater oil drilling. The move, affecting about 33 rigs in the Gulf of Mexico, could impact hundreds of jobs in the region. The report noted there would be long-term environmental and economic problems resulting from the oil spill, which may affect the economic outlook for the Gulf Coast or the nation. "Some of the most likely involve higher industry costs, through insurance premiums and stricter federal oversight, which may deter future oil drilling in the Gulf," it added. 4 militants killed in US drone attack AFP ISLAMABAD, JULY 25

At least four people were killed and five others injured in a US drone attack launched Sunday in Pakistan's northwest tribal area of South Waziristan, according to local media reports. At about noon time, a US drone reportedly fired four missiles at a house in the area of Shaktoi in South Waziristan, a tribal area bordering Afghanistan, which is believed to be a stronghold of the Taliban militants. The house targeted is believed to be one of the residences of the deceased Taliban leader Baitullah Mehsood who was reportedly killed in a US drone strike in August 2009. A vehicle parking near the house was also reportedly blown up by the missiles fired by the US drone, said local sources. Sunday's strike is the second of its kind in the past two days. On early Saturday morning, a US drone fired five missiles at a suspected militant hideout in South Waziristan, killing at least 16 militants and injuring many.

Police have unearthed at least 51 bodies in a mass grave outside Mexico's business capital Monterrey since Thursday, a grisly sign of the escalating drug violence in the northern city, authorities said. Acting on a tip from an informant yesterday, investigators have been digging up a rural area 12 miles east of Monterrey, uncovering dozens of corpses, some burned beyond recognition, others with bullet wounds, said the governor of Nuevo Leon state, where Monterrey is located. “(Investigators) believe these could be people related to organized crime, a product of war between these cartels,” Governor Rodrigo Medina told reporters. “This is the level of violence we expect when these groups clash.” Many of the victims found in the mass grave were believed to have died as recently as two weeks ago, police said. In what could be a major overhaul of the way public offers are conducted, market regulator SEBI is mulling over a possible demarcation of days to be given to retail and institutional investors for submitting their bids. As part of efforts to attract more retail investors to the stock market, SEBI is considering a proposal wherein the institutional investors would be first asked to submit their bids, possibly in the first two days, and then the remaining two days would be open only for retail investors, provided the IPO is open for four days. The move is being considered because retail investors have been traditionally following the cues from the demand generated among the large institutional investors and put in their bids on the last day, but in the recent IPOs the institutional investors have also been seen waiting till the last mo-

Betting big upon the rising demand for branded diamond jewellery, Mumbai-based Goenka Diamond and Jewels plans to scale up its operations and has earmarked an investment of upto Rs 100 crore to fuel its growth. As part of the expansion plan, the company plans to open 19 more outlets pan-India over the next 18 months, taking the total number of outlets to 24, GDJ's Managing Director, Navneet Goenka, said. "We are looking at opening 19 more stores over the next 18 months with an investment of Rs 100 crore. Of this 17 will be G Wild and two will be Ceres stores," GDJ's managing director, Navneet Goenka, said. On the back of expansion plans, the company aims to grow at 25 per cent annually atleast in the next five years. "We expect a 25 per cent top-line growth this fiscal, at par with the industry standards. The bottomline is expected to grow by nine per cent to around Rs 60 crore," Goenka said.

The banker said such problems have been aggravated in the recent months as investors have not been able to reap any big returns and have in fact lost money in some IPOs, thus making them hesitant to put in their bids in the initial days. SEBI believes, the banker noted, that the response has been even more worrisome from retail investors and while most of the recent IPOs have managed to get handsome bids from institutional investors, that is not the case for small retail investors. The proposal of earmarking separate days -- first few for institutional and last few for the retail investors -- is currently being discussed by the SEBI''s

Primary Market Advisory Committee as part of its efforts to revive retail investors'' interest in the public offers. Among other steps, the Committee is also considering making the IPOs a simpler investment process. Besides regulation and development of the primary market, this committee also advises SEBI on changes required to make the systems and procedures simpler and transparent. The primary market used to be retail investors'' favourite investment avenue and an entry point for many of them till a few years ago, but their interest has been dwindling of late. This was reflected even in the recent offers from some public-sector firms, which have traditionally enjoyed a sound and safe investment image among public investors. Sources said the government has also been asking SEBI to revive public investors'' interest in primary market.

Mutual fund houses are strongly resisting a proposal from market regulator SEBI for treating small investors at par with large institutional ones in terms of various charges, such as exit-loads, with the argument that retail investors are costlier to service. The Securities and Exchange Board of India, in its latest communication to about three-dozen fund houses operating in the country, has suggested that they charge equal exit-loads, which are the fees that investors are asked to pay when redeeming their mutual fund investments, from both retail and institutional investors. Generally, retail investors are asked to pay about one per cent of their investment value as exit-load, while there is no charge for large investors, where the fund value runs into crores of rupees. These charges are informed to investors at the time of making their investments. In some cases, the fund

houses also waive such charges at their own discretion for large institutional clients. As part of its attempt to make MF investments more attractive for retail investors, SEBI now wants them to be treated at par with large investors, a top official at a leading fund house said, adding that the move also holds significance because of the continuing exodus of investors during the past few months, especially from equityfocused funds. However, the fund houses are not in favour of such a move as they feel that servicing retail investors is much costlier for them and the margins are also less and hence, the charges can not be lowered, another senior industry official said. At the same time, the fund houses do not want to lose large institutional clients by increasing the charges for them, the official said. Most of the fund houses have communicated their stand to SEBI and have asked industry body AMFI to take up the matter with the regulator, he

added. The official also added that abolishing of entry load late last year has anyway not helped in bringing in more retail investors to the market and the decision in fact backfired, with distributors shunning this business. A move to lower or abolish exit load was not advisable in the interest of the industry, he said. After three months of continuous exodus, the industry could check the outflow of investors only last month and that too, because of debt schemes, where retail investors participate in limited numbers and which are mostly bought by large institutional investors. According to data available with AMFI, the total number of MF folios or accounts stood at nearly 4.79 crore at the end of June, up 21,350 from a month ago. The debt schemes recorded an increase of 1.90 lakh folios during the month, while the number of equity scheme accounts fell by nearly 1.4 lakh -making it the fourth straight month of decline.

Samsung looks to consolidate PTI NEW DELHI, JULY 25

Aiming to strengthen its foothold in the domestic television market, consumer durables major Samsung today said that it will double its market share this year by selling 1.2 million units of flat panels. "Our panel business is the major growth driver and we are looking at almost 1.2 million panel business this year. We will be almost doubling the market share this year to nearly 40 per cent," Samsung India Electronics Deputy Managing Director Ravinder Zutshi

said. He said the market size for such products is estimated to be around 3 million units annually. "We are currently the market leader in flat panel TVs in India, and have been consistently so in the past two years," Zutshi said. Samsung''s nearest competitor is Sony, followed by LG, in the flat panel television segment. The company aims to sell 2,00,000 units of LED TVs and 30,000 units of 3D TVs during this year. The company is present in tconsumer electronics, IT and mobile handset space.

The Aviation Ministry should refrain from forcing pilots to exceed the duty limit on flying hours to avoid air accidents, Assocham has said. The chamber also said that inquiries in air accidents should be conducted in a fair and transparent manner by an independent agency, outside the administrative control of the Civil Aviation Ministry. While the final report on the Mangalore air crash in May is yet to be made public, its cause has been linked to a possible human error due to pilot fatigue, which -- according to estimates -- accounts for up to 78% of such disasters. "The ideal way out to avert possible and unforeseen air traffic casualties could be brought to an end by not rostering pilots beyond sunset and sunrise so as to help them shed away their fatigue," Assocham Secretary General D S Rawat said.

Uflex's Rs 250 cr rights issue likely by Sept PTI MUMBAI, JULY 25

India's leading flexible packaging firm, Uflex plans to raise around Rs 250 crore through a rights issue by September to support its expansion plans and repay loans, a top company official said. "We plan to raise around Rs 250 crore through a rights issue by September, 2010. A part of the fund will be used to repay loans while the remaining will be used for business expansion," Uflex's Group President, Finance & Accounts, R K Jain, said. The Board of the company has already given its nod for the rights issue, he said. Backed by a good growth in the domestic packaging industry, Uflex is eyeing to achieve a

market share of 35-40 per cent over the next two years, Jain said. The company has lined-up a capex of Rs 1,150 crore over the next two years to strengthen its global presence and consolidate its position in the domestic packaging market, Jain said. "We plan to invest around Rs 1,150 crore over the next two years to set up a new unit overseas and also to enhance capacity of our existing facilities in India," he said. Also, Uflex plans to increase its packaging capacity to 79,000 Tonne Per Annum (TPA) by 2012 from the current capacity of 54,560 TPA, Jain said. The Rs 15,000 crore domestic packaging industry is currently growing by 15-18 per

cent on rising demand for flexible packaging products in FMCG and pharma segments, Jain said. As compared to this, on a year-on-year basis, Uflex is growing by 25 per cent. The BSE-listed company offers packaging solutions to more than 800 companies, including Unilever, Pepsi, Procter & Gamble, Colgate, Nestle, ITC, Hindustan Petroleum, Indian Oil, Britannia and Dabur. Moving ahead, it plans to set up a new manufacturing facility in Egypt, which is expected to get operational by this monthend, Jain said. The govt will launch an aggressive campaign to promote Indian silk among sports persons, spectators and officials at the Commonwealth Games. "We will start a high-decibel campaign a week before the mega sporting event here and this will continue till the Games are over," a ministry official said. The Commonwealth Games are taking place between October 3 to October 14, 2010, in Delhi. Besides promotion of silk, the focus would be on handloom and handicrafts items. During the campaign, a number of road shows and exhibitions would take place. Also, stalls would be set up showcasing dress materials, garments, scarves both in silk and handlooms, in malls, fivestar hotels and near the airports, the official said.

Malaysia Airline to double India-bound flights PTI NEW DELHI, JULY 25

Malaysia Airlines plans to double the number of flights to India to 60 per day from 30 at present by 2012 and is eyeing over 20 per cent growth in the Indian aviation market, a senior official of the airline said. "We have ordered several aircrafts, including A-380 of Airbus and will keep on adding them in our fleet till 2015. Some of these aircrafts will be used to expand our presence in India and by 2012, we are looking at doubling the frequency of our flights," Malaysia Airlines Regional Manager (South Asia Operations) Azahar Hamid told PTI. He added that one more flight is being added on Hyderabad -Kuala Lumpur route from today and 5 more flights will be operational by September between Delhi and Kuala Lumpur. However, pas-

The art critic is one of the most sought after persons in this creative field. This career choice is a matter of skill – albeit trained skill. The critic must be knowledgeable of elements such as the techniques, language, style, perspective, perception. At the same time he/she must be able to see as the artists, and beyond the artist, to make sound and balanced judgement, after accurate interpretations. Because bloggers generally discuss various aspects of their daily lives, a good many mention their workplace. Employers are concerned about blogs revealing confidential information, according to Ben Wilmott, employee relations adviser for the CIPD. "You could even get employees making racist or sexist comments about their workplace in their blog," Wilmott says. "If a blog is written in work time or on an employer's computer, the employer could well be exposed to claims of defamation, discrimination or harassment," Jonathan I'Anson, a legal associate, warns.

An employer could apply to the High Court for an injunction to prevent an employee leaking further confidential information and even sue for damages. Hyde Clarendon College suspended an employee because her blog, which revealed that she took five pupils to a bar, before letting them stay at her home, put the school's reputation at risk. Although, like I said earlier, the teacher is like a parental figure and we must be aware of the same, as he/she can endorse or break our future , and there is nothing we can do about it I am against brutality, but definitely not against a rap or two on the child to learn better and study the subject in question as it is said that fear ensures authority and better compliance of understanding on what is issued. Teachers might vent their frustration on an unruly child. But it is up to the child in collusion with his/her family to be more comprehensive and understand their teacher better, for which immediate counselling is advised and should be the order of the day for the child to be more educative and pro-rational. Therefore I say shun brutality for better sense to prevail and inculcate the child with the best of available facilities.

They start worrying right away about choosing a proper preschool, the right grammar school and the most prestigious high school so the kid

can get into the best college, where he or she will meet the best people and make the best contacts that will ensure the best possible future. ' Do those same parents worry much about what kind of religiou -s education that child is getting? If the child gets poor marks in religion, will they immediately start bustling around to find a school that has better religion teachers? Will they hire a tutor to teach religion?Will they check to see that any religion homework is done and ask questions about what is b e i n g taught? Will they see that as the most important step in a child's education. As the child grows, will they check on religious growth? Will they quiz each child to find out if they know about basic morals and values... Will they check to see if the child knows any formal prayers or understands how to pray spontaneously? Will they talk about God and pray together as a family? Maybe it is time today's parents started to think about their priorities in planning a child's future. What kind of education is really important for a happy life?.

Kolkata on Sunday. Maria thus created history, as she became the first women in India to referee at a senior national men’s football event under the AIFF. “Certainly there was a little pressure, not from the players, but because I was being assessed by the AFC official who had air-dashed from Kuala Lumpur,” stated Maria from Kolkota. “The AFC official was overall pleased with my performance. He felt that I had exercised adequate control. He appreciated my capabilities in handling the proceedings and suggested some measures in some areas which I need to improve further,” expressed Maria on a highly jovial mood. “I did referee Under-19 boys matches in Kolkata. But this was

a very special one, as I was officiating a senior men’s match. The match went off without any problems. I had to pull out the yellow card four times to keep the proceedings under control. The assistant referees, all men, gave me plenty of support and I am happy that it was a perfect team work,” stated an elated Maria. Meanwhile, Ezilda Sapeco, chairperson, Goa State Women’s Commission congratulated Maria on opening a new chapter in India football as she became the first woman to referee a senior men’s match recognized by the AIFF. “It’s a proud moment for Goa. It only showed that women are as capable as men as far as refereeing men’s football matches, which was so far the domain of only men. Maria should pursue

her career with dedication and single-minded devotion so that not only the AFC takes notice but even FIFA selects her for officiating at the world level,” remarked Ezilda. Meanwhile, former International player and Olympian referee Bentla D'Coth, hailing from Kerala, has become the first Indian woman referee to be selected for the FIFA Futro III Referee's Instructor Course to be held in Kathmandu from August 1 to 6. Bentla, who is in the AFC's Elite Referee's panel from 2001 to 2010, had officiated many international and national championships including the Under-19 and Under-20 Women's World Cup, Olympics, Asia Cup, Asian Games, South East Asia Games and EAFF Championship.

The dreaded duo of Lasith Malinga and Muttiah Muralitharan would be missing from the Sri Lankan bowling attack but Indian skipper Mahendra Singh Dhoni today said their absence does not make his batsmen's job any easy in the second cricket Test starting here tomorrow. Pacer Malinga and off-spin genius Muralitharan shared 15 of the 20 Indian wickets among them and played a major role in inflicting a crushing 10-wicket defeat on the visitors in the first Test in Galle. Malinga has been ruled of the match due to a knee injury and Muralitharan has just retired from Test cricket. "Nothing is easy in international cricket. You may miss the

For only the second time this season, Force India returned empty handed as Vitantonio Liuzzi and Adrian Sutil finished the German Grand Prix at the 16th and 17th place respectively in Hockenheim on Sunday. The result also snapped Force India and Sutil's point-spree of

the last six races. Sutil's home GP, he was one of six Germans in the race, thus ended in sheer disappointment. Points eluded Liuzzi for the third time in a row but he had the satisfaction of moving six places up after starting 22nd on the grid. Force India's race was compromised in Saturday's qualifying itself when Liuzzi crashed

out after an accident and Sutil was handed a five place penalty for changing gearbox between FP3 and qualifying. Malleswari wants IWF Yadav sacked IANS NOIDA, JULY 25

Sydney Olympics bronze medallist Karnam Malleswari said Sunday that Indian Weightlifting Federation (IWF) secretary Sahdev Yadav should be sacked for not taking timely action against coach Ramesh Malhotra, who has now been suspended on charges of sexual harassment. Malleshwari, who is the vicepresident of the IWF, said that Yadav never paid heed to her complaints in the past against Malhotra. She said that Yadav should take the responsibility and resign. Under pressure, the IWF, in the wake of the sexual harassment case in hockey, sacked Malhotra after Malleshwari alleged that the coach was involved in sexually harassing junior lifters at the national camp at Patiala. "It is not enough to suspend the coach. The federation secretary should also be sacked since he never took any action against Malhotra despite repeated complaints. If Yadav is not sacked, then people like Malhotra can become coaches again," Malleswari told reporters here. Malleshwari said that she first complained against Malhotra at the IWF Executive Committee meeting at Udaipur in February. "I was assured that action would be taken. But leave alone taking action, he was recommended for the Dronacharya award," she added.
