Shunglu panel gets 10-point charter PTI NEW DELHI, OCT 25
The Prime Minister-appointed Shunglu Committee will probe the “weaknesses” in management, alleged misappropriation, irregularities and wrongdoing in the conduct of Commonwealth Games among other things under a comprehensive 10-point Terms of Reference announced on Monday. The announcement of the Terms of Reference (TOR) came even as Prasar Bharti rejected allegations of impropriety and defended the award of the Broadcasting rights contract for Commonwealth Games to UKbased SIS Live and said the selection of the company was made with the approval of I and B Minister Ambika Soni. Unveiling the mandate for the two-member high-level committee, the Prime Minister’s Office (PMO) also said the CAG, CVC and other agencies will independently carry out their audit and investigations in accordance with their respective mandates on the Games and take action immediately on complaints.

Rubbishing allegations of impropriety while finalising the contract or making payments to the company, Lalli said whatever payment has been made till date is according to schedule which has been approved at the highest level – that is the Information and Broadcasting Minister.
IFFI: Talak’s O Maria to be screened HERALD REPORTER PANJIM, OCT 25
Goan filmmaker Rajendra Talak’s film “O Maria” is one of the films selected for the Indian premier section, during the forthcoming International Film Festival of India. The film was selected by a six-member jury headed by Malayalam filmmaker Shamaprasad. The members selected three films after watching all the movies in the screening facility at Maquinez Palace, in Panjim. O Maria is the fourth film of filmmaker Rajendra Talak, who has kept his record of premiering his movies every alternate year in the IFFI. The national award winning filmmaker had his movie Alisha premiered in 2004, Antarnad in 2006 and Sawariya.com in 2008. O Maria is entirely shot in Goa and has internationally acclaimed musician of Goan origin Remo Fernandes composing the title song for it. Veteran directors Amol Pa l e k a r ’ s M a r a t h i m o v i e Dhoosar and Ritupurno Ghosh’s Nauka Dubi are the other films which will be screened in the Indian Premiers section. Airport operations take a hit HERALD REPORTER VASCO, OCT 25
Most domestic flights were delayed at Dabolim Airport on Monday due to load restrictions imposed on commercial airlines, after the length of the runway was reduced following the accident on Saturday night. It may be recalled that on Saturday night, an oil tanker car-
rying nearly 6,000 litres of Aviation Turbine Fuel (ATF) turned on its side on the runway at Dabolim airport, disrupting air traffic. Though the spillage was cleared by the naval personnel, restrictions on operation of jumbo jets flights have been imposed at the airport. Airport Director D Paul Man-
ickam informed that the domestic airlines had normal operation on Monday morning on the reduced 6,900 ft runway. “Navy has committed to complete the restoration work of the runway by October 27. There are no large bodied planes arriving in the State till October 29, thus it will not affect any international flights,” assured

MLAs want highway toll for locals scrapped HERALD REPORTER PANJIM, OCT 25
Amid calls from the Members of Goa Legislative Assembly, whose constituencies would be affected by the expansion of the National Highway 17, for scrapping of toll for the locals, the Chief Minister Digambar Kamat on Monday said that he would take up the issue with the Union Minister. The Union Minister for Road, Transport and Highways Kamal Nath would be in Goa for the felicitation function of Commissioner of NRIs Eduardo Faleiro, tomorrow. “At a joint presentation today by the committee, the legislators demanded that they need detailed information on the expansion plans,” Kamat told Herald after the meeting. The chief minister also admitted that there were demands for scrapping the heavy toll for locals, which would be charged after expansion. “The MLAs wanted the toll to be scrapped for locals to which I have assured them to take up the matter with the minister,” he said. However, Kamat was quick to add that the minister would be attending a function and only if time permits he will discuss the issue or else will meet him in Delhi whenever he visits. Karnataka government’s restriction on transporting ore across its State borders to Goa has drilled a hole into the expectation of Goa government earning revenue through transportation cess. Goa had predicted Rs 15 crore as transport cess on ore from Karnataka, which is also named as Goa Rural Improvement and Welfare Cess (GRIWC), for the current fiscal. But the ban which came into force in June, this year has worked as an impediment. Talking to Herald, Transport Director Arun Desai said that there will be a drop of at least Rs 7-8 crore in the cess collection due to the ban. “Though the ban has been lifted now, the transportation of ore is yet to kick off. This year, we might hardly earn Rs 4-5 crore through ore from Karnataka,” Desai said. The State government had
set a target of Rs 50 crore from total iron ore transportation, which includes Rs 15 crore projected from the ore transported from Karnataka and Rs 35 crore is a cess collection target from locally exported ore and tax on coal and coke which is imported through State’s major port Mormugao Port Trust (MPT). Of these Rs 35 crore, the Transport department till date managed to collect Rs 13 crore. The department expects the figure to rise further after rains withdraw. “As the rains have extended its normal seasonal time, the ore transportation has affected. Once the season gets over, it will start with full swing,” the director said. The tax of Rs 50 per tonne is collected from the ore brought from Karnataka, which is later e x p o r t e d t h r o u g h M P T. Whereas, the transportation of ore within Goa state as well as cess on coal and coke is Rs 20 per tonne charged by Transport Department. “ The ore imported from neighbouring State to be supplied to sponge iron plants in (Continued on page 10)

Alleged serial killer Mahanand Naik was on Monday acquitted in the rape and murder of Shakuntala Kavthankar in 2005. North Goa District & Sessions Judge Nutan Sardessai acquitted him as the prosecution failed to produce concrete evidence proving his guilt under Sections 364 (kidnapping), 392 (robbery), 302 (murder) and 201 (destroying evidence) of Indian Penal Code. Known as the “duppatta killer”, Mahanand, 40, has been charged with raping, killing and looting 18 gullible unmarried girls for one and half decade, between 1994 and 2009. This is his fourth acquittal in five cases so far. (Continued on page 10)
