The 33-hour flash strike by a section of Air India employees was called off today following a Delhi High Court order, but the management cracked down on strike leaders sacking 15 and suspending 13 others.

Several more employees involved in the strike which began yesterday afternoon and disrupted hundreds of flights, are likely to be either terminated or suspended, highly-placed sources said tonight, indicating that a total of upto 100 employees would face action.

The High Court earlier restrained the striking employees from continuing with the stir even as Government talked tough asking the airline’s management to crack down on them.

The Air Corporation Employees Union (ACEU), which spearheaded the strike along with the All India Aircraft Engineers Association (AIAEA), while announcing that the strike has ended said the striking staff will resume work with immediate effect.

“Following the intervention of Chief Labour Commissioner and in the interest of travelling public, the ACEU is calling off the agitation. Our rank and file has been asked to restore normalcy as soon as possible. The AIAEA is also calling off the stir,” ACEU leader J B Kadiyan told reporters here.

Delhi HC turned the heat on the Unions directing them not to continue with the strike and also not to resort to strike with effect from May 31 in terms of the May 14 strike notice, giving relief to AI management.

A Kadamba Transport Corporation Limited (KTCL) bus conductor preferred to fling money from the window rather than lose his job.

In an unusual incident, KTCL conductor on Margao-Panaji route threw two notes of Rs 50 from the window to save himself from being trapped by ticket checkers.

Deputy General Manager Sanjay Ghate disclosed that the said conductor was thoroughly checked by ticket checker, who found Rs 75 extra on him despite his desperate attempt to get rid of extra money. “Notice was issued to him after he was found with extra cash,” Ghate said.

In yet another incident a conductor was found short of ticketed amount — Rs 85 — on the same route.

“This also amounts to irregularity and action will be taken in this case too. Lots of complaints are being received from Panaji-Margao route,” an official said.

Deputy General Manager Sanjay Ghate said that ticketless travellers will not be spared even if they claim bankruptcy to pay the fine.

“The Corporation has now decided to adopt stringent measures to rake up the revenue after sixth pay commission burdened them with the additional financial liability”, he said.

While Crime Branch has not made any significant progress in its investigation in the alleged police-drug dealers nexus, the Bombay High Court at Goa on Wednesday asked the State Government whether it would consider handing over the investigation to a specialised agency like CBI. In a bid to prevent migratory birds deserting India’s wetlands during winters, the Environment and Forest Ministry on Wednesday unveiled a priority programme of creating a regulatory mechanism for conservation of wetlands like Keoladeo national mark in Bharatpur, Rajasthan, Chilika in Orissa and Wular in Jammu and Kashmir.

It issued a draft notification for setting up the regulatory authorities at national, state and district levels for wetland conservation, inviting comments from all stakeholders latest by June 21. It pointed out that onethird of Indian wetlands have already been wiped out or severely degraded and hence the high priority being accorded for protecting them.

gories, A category directly handled by the central regulatory authority and B and C categories tackled by the state and district authorities.

Cutting across party lines, Members of the South Goa Zilla Panchayat has served a six-month deadline on the Goa Government to devolve powers and functions to the district panchayat bodies or threatened to go on a hunger strike.

That’s not all. The ZP members have clamoured for a hike in salaries and a pension scheme, besides petrol allowance similar to the perks enjoyed by the Members of the Legislative Assembly.

Cruise boats get notice on sewage HERALD REPORTER PANJIM, MAY 26

The Goa State Pollution Control Board (GSPCB) has issued notices to cruise boats operating in river Mandovi for discharging sewage waste into the river.

They have been asked to show cause within 15 days as to why no action should be taken against them.

Interestingly, among the violators are two government-run boats – Santa Monica and Shantadurga.

GSPCB conducted an inspection of the boats a few days ago

to verify the complaints received by it that the cruise boats do not have treatment plants and that they dispose their sewage

and other waste directly into the Mandovi.

The Government could go in for inclusion of caste in census, according to indications that emerged today from a meeting of the Union Cabinet which decided to set up a Group of Ministers to discuss modalities in this regard.

During the meeting, chaired

by Prime Minister Manmohan Singh, several ministers, including M Veerappa Moily, Jaipal Reddy, Pawan Kumar Bansal, Mukul Wasnik and Dayanidhi Maran favoured inclusion of caste in census, sources said.

There was a general feeling that inclusion of caste in census exercise was necessary in the changed scenario.

Some ministers said an early decision on the issue should be taken as the Monsoon Session was not far away and several political parties have been very vocal in demanding inclusion of caste in census.

exercise has already begun, the sources said.

Some said that inclusion of caste in census was a gigantic exercise as the country has over 17,000 castes and sub-castes, some of which are scheduled castes in some states but not in some others.

A minister said none of the members opposed the inclusion as such but wondered how far such a course of action would be in consonance with the goal of a caste-less society.

Finance Minister Pranab Mukherjee who has been heading several GoMs on sensitive subjects, could be given the task to head the group to look into the issue.

Anand Sharma, who had spoken against inclusion of castes in census, today presented a balanced view on the sensitive subject.

Sources said the GoM would also finalise the modalities involved if castes are to be included in census.

Panaji (CCP) now seems to be heading for another goof up by tempering with the list of Goa State Infrastructure Development Corporation (GSIDC).

CCP’s opposition corporator Surendra Furtado has warned the CCP against tempering of original list of GSIDC by adding new names to it.

“The corporation in the recently held standing committee meeting decided that the names of all those non-Goan’s, to whom the shops have been transferred by locals, to be enrolled in the new list of GSIDC,” Furtado said.

“This is illegal and is against the decision taken during the construction of new market,” he added.

Furtado has warned Mayor Carolina Po and Commissioner Elvis Gomes that if they don’t desist from tempering with the list, he will approach High Court and get a stay.

“I request mayor and commissioner not to be part of these illegalities,” he said.

However, Mayor Po denies of any such resolution being passed by the committee.

“I was present during the meeting….there was no such resolution....it’s a false news,” she said.

Interestingly, Po said that if such proposal comes in near future then the corporation might think on it only after proper study.

“All the documents will be verified and then the decision will be taken,” she explained.

Recently, the corporation has completed the survey of closed shops in the market complex and has decided to re-allot it.

The market project was marred with controversy after few corporators misusing their position tried to accommodate additional vendors diversifying from the earlier decisions.

Orlim villagers cry foul over inspection of mega project HERALD REPORTER MARGAO, MAY 26

Orlim villagers cried foul over the inspection carried out at the mega housing project on Wednesday and has asked the village sarpanch to immediately issue stop-work order and revoke the construction license issued to the builder.

The villagers bitterly complained that that the so called inspection was carried out by keeping them and the complainants away from the site.

Kim Miranda said the site inspection was a one-sided affair with the complainants being left out standing in the Fabrica property, while the T C P c o n d u c t e d t h e Pa n chanama.

Incidentally, she said the TCP official later maintained that he had come specifically for the Panchanama, while the Panchayat said it was a for a joint site inspection.

Given the situation, the villagers, who were expecting a joint inspection along with the TCP, BDO and complainants, de-

manded an immediate halt to all construction activity on the site.

They told the Sarpanch not to allow any workers to stay on the construction site or in the vicinity, saying they are a threat to the security in the village. The villager later demanded that the Sarpanch, deputy Sarpanch and the Secretary immediately issue stop work order and revocation of the license.

The villagers claimed that while they had to go without power and water supply, the builder is working late into the night, disturbing the neighbourhood.

Meanwhile, the Colva police led by PSI Sudesh Velip also visited the mega housing construction site to conduct panchanama under section 17A of the Town and Country Planning Act. The Panchanama follows the case registered by the police against the builder under section 17-A of the TCP Act following a letter from the Town Planner Rajesh Naik.

AI strike affects passengers at Dabolim HERALD REPORTER VASCO, MAY 26

Nearly 500 passengers had to bear the brunt of nationwide strike

by Air India employees, as three flights including one international scheduled to take off from Dabolim airport were cancelled on Wednesday afternoon.

However, most of the passengers were updated on the status of the strike and were asked not come to the airport because many flights were cancelled all over the country. Few passengers, who had the urgency, visited the airport and were flown in some other airlines.

According to Dabolim Airport Director D Paul Manickam, two domestic flights, Mumbai-Goa and Delhi-Goa via Mumbai scheduled in the morning and evening did not arrive in Goa, as both arrival and departure were cancelled, while international flight ChennaiGoa-Kuwait was also cancelled.

“It is most likely that Kuwait-bound passengers will be flown on May 28,” added Paul.

On Tuesday night, about 170 passengers of Dubai-Goa-Bangalore flight that had arrived in Goa were stranded, after Air India employees refused to flow it to Bangalore. Most of the passengers were accommodated in a hotel in Vasco.

Meanwhile, passengers of Dubai-Goa-Bangalore flight were flown in some other flights to Bangalore on Wednesday afternoon.

The Forest department officials have recently spotted footprints of tigers at two different places in Keri-Sattari.

It may be recalled that the work on census of tigers existing in Goa, conducted by the forest department, is in progress in different parts of the State.

While the work on census of tigers was in progress, the Forest department officials found footprints of tiger, tigress and cub at two different places in Keri.

According to sources, the footprints of tigress and cub were first spotted at Chorla Ghat and later at Kelawade-Keri. The Children’s Court has acquitted a tuition teacher Conny D’Silva, who was charged by the Colva police for allegedly sexually assaulting a 10-year old at Benaulim.

President of the Children’s Court, B P Deshpande acquitted the accused on grounds that the prosecution has failed to prove beyond all reasonable doubt about the charge framed against the accused.

The Judge observed that the prosecution has failed to prove that the accused had sexually assaulted the victim body by committing grave sexual assault on him on various occasion.

The Judge observed that around 13 students used to attend tuition class from 3 to 8 pm in the house of the accused, which were from different classes, ie from Std IV to X and it is unbelievable that such tuition teacher would be engaged prior to and after the tuition class in such sexual activities with a boy of 10 years old, that too in the veranda of the house.

“The defense witnesses have brought on record the probability that no such act could have been done and therefore it is sufficient to consider this aspect as it is well settled that it is not necessary for the accused to prove her defense beyond all reasonable doubt, but it could be proved on the basis of prepondence of probabilities”, the Judge added.

The Corporation has already suspended four of its conductors, while in two cases the inquiry is on and two are grounded. Apart from these, two drivers are issued memos for not stopping on the way for passengers.

The Corporation has also opened a helpline for the passengers to inform about the misdeeds of their staff. More than 100 phone calls were received by the management on the first day when helpline number was declared by the management. The helpline number is 9423055742.

The last date for accepting the application for photocopies of answer-books in the office of the Board is June 10, and for verification of marks in absentia/presentia is June 24, a circular said.

Department of Tourism has undertaken extensive exercise of prompt cleaning of beaches from Baga, Calangute, Candolim, Sinquerim stretch. Workers are put on the beaches for cleaning tar balls that washed on the shores.

The Contractor working for Tourism Department said the clean up was scheduled to be completed in a couple of days. He said, there is no magic trick to making tar balls disappear. Once tar

balls hit the beaches, they may be picked up by hand or by shovels.

Tar balls along the coast of Goa arise whenever an oil-slick occurs in the vicinity of the coastline. One common cause for such a slick is dumping oil overboard by a passing ship in high seas.

The department has initiated to clean up all the beaches as and when the problem arises. The newly constituted inspection asked to keep a close watch on the occurrences.

Aggrieved by the inaction on the part of the State government, the Discriminated Teachers’ Forum (DTF) will be holding a dharna and an indefinite hunger strike on May 28 at Chief Minister Official residence at Altinho, here.

Conveying their unhappiness over the functioning of the flying squads, village groups of Goa on Wednesday called for injecting professionalism in the functioning of the flying squads by constituting dedicated teams to tackle illegal landfilling and hill-cutting.

Representatives of the village groups called on the South Goa District Collector G P Naik Wednesday morning and complained over the poor functioning of the flying squads.

The village groups lamented that there is lack of professionalism in the management of the flying squad and demanded that the flying squad should have dedicated people to man its functioning.

Judith Almeida said deputy collectors are already overburdened with official work and wondered whether appointing the deputy collectors to head the flying squad would serve any purpose. “These officials should not form part of the flying squads. We also demanded that the team constituted for the disaster management should not be used to act as flying squads”, she demanded.

The NGOs appealed to the Chief Minister Digambar Kamat to tackle the serious issue of illegal hill cutting and land-filling with professional and dedicated flying squads. “Let us get

rid of the old mindset and start anew”, Almeida said, while appealing to the Chief Minister to put a dedicated flying squad in place if the government is at all serious in tackling illegalities.

One acquitted in Khareband attempt to murder case HERALD REPORTER MARGAO, MAY 26

The South Goa Sessions Court on Wednesday acquitted Guruppa Zamune who was charged by the Margao for the attempt to murder one Shiva Latur at Khareband last year.

The accused was acquitted

by Assistant Sessions Judge Anil Scaria for want of evidence. The prosecution had examined eight witnesses in support of its case, but that did not find favour with the court.

In this case, the victim Shiva Latur had suffered multiple stab injuries after he was stabbed on July 12, 2009 on his abdomen, neck, cheek after being allegedly by the accused, who is a driver employed in a government department. The incident had occurred over some previous enmity between the victim and the accused, the police had charged.

Calangute Police on Wednesday arrested three persons in connection with the assault of Police Constable Mahabaleshwar Eknath Sawant attached to Anti Narcotic Cell (ANC).

Calangute police have identified the accused as Cookie Marcelo Rodrigues (43) of Margao, but residing at Calangute, Sandeep Kumar Bhuniya (18) of West Bengal, but residing at Calangute and Janaya John (28) of Hyderabad, residing at Calangute. One accused is reported to be absconding.

Police informed that all the accused have been booked under Sections 341, 333, 307 read with 34 IPC and have been remanded to seven days police custody.

Police further informed that the Sections were altered immediately on receipt of medical report late Tuesday evening stating grievous injury to the ANC constable and a search to nab the accused began.

However, the accused evaded arrest Tuesday night, but were finally trapped on Wednesday

The Pratapsing Rane government that followed, in keeping with the Congress party’s resolution, increased the retirement age to 60.

“Our demands are just to settle our two years increment along with sixth pay benefit,” the president said.

Meanwhile, a general body meeting of the forum members and all other such senior teachers has been fixed on Thursday at Loyola High School, Margao, to be part of this demonstration and hunger strike.

DTF said that they have received full support from the education minister Babush Monseratte and from the 40 elected representatives of the state.

“Its only chief minister, who is against our grievances,” Rebello said.

It may be recalled that the forum had a candle light procession in the state on the eve of budget session on March 21, 2010, where more than 600 teachers had assembled.

Replying to a question, DTF vice president C K Mathew said that the case of government employees, who retired at the age

of 58 and the DTF, should not be treated as same.

“Since last several years the retirement age of the government employees has been 58 years. It was changed only during Kamat tenure and was fixed as 60 years. Whereas teachers retirement age have been always 60 years,” Mathew explained.

Hot-mixing of Agonda roads hits road block HERALD CORRESPONDENT CANACONA, MAY 26

The hot-mixing work of roads in Agonda-Canacona may have commenced with much fanfare, but the project abruptly ended halfway much to the anger of residents in the village.

It may be recalled that Chief Minister Digambar Kamat and PWD Minister Churchill Alemao had launched the hot-mixing of about 6-km of State and Agonda village internal roads at an approximate cost of Rs 4.5 crore.

Residents, who were unhappy with the government for ignoring their pleas for repair and hot mixing of village roads, were ecstatic on Sunday after Kamat and Alemao launched the longawaited demand, giving hope that the roads will be better in the ensuing monsoons.

The contractor who immediately began hot-mixing the road near the Agonda panchcyat completed only one kilometer stretch up to Panna bus stop by Monday.

Instead of taking hot mixing job on the remaining portion of the State road or other marked internal roads, residents on Tuesday morning were surprised to observe that the hot-mixing machine was being moved out of the village.

On noticing that machinery was moved out, some villagers reportedly confronted the contractor seeking explanation for leaving the roads incomplete and moving away.

Heated arguments reportedly ensued between the contractor’s personnel and some villagers. The contractor reportedly pacified a section of people saying that the hot-mixing plant at Balli is stopped and the hot-mixing machine itself will mechanically fail if it is operated in the eventuality of rains hitting the village.

Efforts to contact PWD officials proved futile till late Tuesday evening. However sources informed that angry locals are planning an agitation against the government for cheating the locals and making false promises.

When contacted, former minister Sanjay Bandekar said work of laying hot-mix on the remaining portion will be resumed on Wednesday.

“Due to some technical difficulty which arose at hot mixer plant at Balli, it led to suspension of the work on Tuesday at Agonda,” said Bandekar. “ The chief minister and PWD minister assured me that the work will be resumed at the earliest,” informed Bandekar.

The Mapusa Nagrik Samiti has stated that despite pursuing with the authorities, the Mapusa Municipality has failed to comply with the demands of cleaning the market drains, cleanliness of the market on regular basis and installation of garbage cans in the market and other prominent places.

Mapusa Nagrik states that while the Municipality has undertaken some works, it has failed to pursue several other works affecting the citizens.

Residents of Bicholim have demanded a full-time chief officer for Bicholim Municipal Council (BMC) and a full-time deputy collector for Bicholim taluka.

It may be recalled that Bicholim taluka does not have fulltime deputy collector and chief officer due, to which important works of the residents have remained pending, as part time officers are unable to look after both the offices.

It may also be noted that gove r n m e n t o f f i c i a l D H Ke nawdekar had been holding the charge of both the offices. However, since he has retired, new Deputy Collector Narayan Gaad has taken over the charge of the office.

Primary Health Centre (PHC) Candolim, conducted an advocacy workshop on vector borne diseases at the conference hall of Nazri Resort, Cobra Vaddo, Calangute, on Wednesday.

After the inauguration of advocacy meet, PHC Candolim Health Officer Dr Sachin Govekar made a presentation on educating people’s representatives and citizens in eliminating the diseases caused due to breeding of mosquitoes.

“The major contributors to the vector borne diseases like malaria, dengue, etc, are the migrant labourers employed at different construction sites,” said Dr Govekar.

“The PHC by its hard work has been able to minimize and control malaria to a large extent through

their awareness campaigns and programme,” added Dr Govekar.

Dr Deepak Kapadia said: “Though the results over the years after our efforts to control vector borne diseases are good, we should not be complacent and work on elimination of the diseases.”

“However, without the co-operation of everyone including citizens, nothing can be achieved,” added Dr Kapadia.

He further said village sarpanchas and panchas should look into health hazards while permitting constructions of huge projects as these are the major contributing places for mosquito breeding.

“The elected members should form ward-wise committees to look into stagnant waters at the construction sites which are the breeding grounds for mosquitoes,” said Dr Kapadia.

“A few drops of stagnant water is sufficient for mosquito breeding so it should be the initiative of the elected members of the panchayat to keep a strict vigil on such stagnant water leading to mosquito breeding at the construction site, wards or even at one own surroundings,” added Dr Kapadia.

MLA Dilip Parulekar said: “We have been trying to desilt the drains, nullahs to avoid stagnant water in Saligao and have been involved in cleanliness of the villages.”

TAG schemes for preservation of Tiatr HERALD NEWS DESK PANJIM, MAY 26

Tiatr Academy of Goa (TAG) has formulated schemes for the preservation of Tiatr, its songs and music through appropriate documentation. The first scheme is ‘Documentation of Tiatr, its song and music’ through research work. The research can be on any aspect of Tiatr, its song and music. Adequate remuneration will be paid to the research writer and the book will be published by TAG. The application in the prescribed form should be submitted to TAG on or before June 30 while the manuscript can be submitted

by December 15.

The other scheme is ‘preservation of Tiatr literature in the book form’. This scheme provides for the publication of books of scripts of tiatrs, lyrics of songs with or without music, scripts of one act plays etc. The prescribed application form along with the manuscript should be submitted to TAG on or before June 30.

Scriptwriters of tiatrs and one act plays, lyricists of songs/music composers are requested to take the benefit of these schemes. No application to this effect will be accepted after June 30.

PWD Minister Churchill Alemao launched the hot-mixing works of various internal roads in Quepem Municipal area along with MLA and Chairman of GIDC at Shirvoi- Quepem on Wednesday.

T h e i n t e r n a l ro a d s a re taken up for hot-mixing at an estimated cost of Rs 3.75 crore.

Speaking on the occasion, Alemao said, that the Government is committed for the welfare of the common people in the state. He stressed the need to create awareness about the people oriented programme

being implemented for the upliftment of poor and needy in the society.

PWD Minister reviewed various Rural Development Programmes and requested the people to avail the benefit of these schemes. The Minister said that he has been successful in bringing effectiveness in the functioning of RDA and further mentioned that various development works have been taken under RDA. The Minister also listed various schemes meant for BPL people and said that people from Quepem taluka should come forward and take the benefit of BPL Schemes. So fare 50,000

people have been included in the BPL list and a total of two lakh people will be included, he added.

MLA Chandrakant Kavlekar said that he will endeavour for the all round development of Quepem taluka. The inauguration of the hospital and multipurpose complex will be held very soon. So far various roads in eight panchayats have been hot-mixed at a cost of Rs 42 Crores, Kavlekar added.

Theft of cables adds to misery of BSNL BINDIYA CHARI PANJIM, MAY 26

Telephone lines going ‘dead’ obviously puts the BSNL on the receiving end but for quite some time now, the cause in many cases is not “line fault”.

The real culprit may be thieves who steal the underground telephone cable leading to disconnection of your telephone.

In the last two years or so, the BSNL has noticed rising incidents of theft of their underground telephone cables across the State particularly in Bardez and Ponda.

During September 2008 till June 2009, BSNL has lost material worth Rs 4 lakh. But it is not the question of loss of material alone for BSNL but also loss of revenue and goodwill because disappearance of laid cable whether it is two meters or more can lead to disconnection of telephone connections of couple of its customers.

Speaking to Herald on Wednesday Sujeet Kumar, Deputy General Manager (DGM) BSNL, North Goa, said till March 2010 theft of cables have been reported from Tivim, Aldona, Siolim, Nachinola, Arpora as also from Panjim and Merces.

In the recent times, thefts have also taken place in Nerul and Betim. But most cases of theft were reported from Tivim village.

The Police have not able to track the culprits in any of the case except in Merces where police arrested one person.

Despite its technological superiority, Wimax (wireless digital communication system) or wireless broadband has not been able to expand its customer base in the State.

Wireless broadband was launched in Goa on June 2009 but its customer base has not crossed 1000 mark.

Of this 75 per cent are entrepreneur customers with individual customers opting for other broadband services.

“It’s primarily the price difference that has restrained residential customers from opting for wireless broadband,” says Sujeet Kumar, Deputy General Manager (DGM), North Goa. The BSNL’s 750 plan offers 256 speed as also wireless stopped after that at least, in Merces,” says relieved Kumar however that has not been the case in other areas.

Between September 2009 and March 2010, thirteen FIRs were filed about thefts that were discovered in Bardez and other areas but there has been no progress in investigation.

While the police have failed to nail robbers, BSNL has been trying its best to min-

Road mishaps toll touches 13 in 3 days HERALD NEWS BUREAU PANJIM, MAY 26

The death toll along the roads in the State has continued with a total of 13 persons losing their lives in the last three days.

VASCO REPORTER ADDS: A scooterist from Velsao died, after he was knocked down by a speeding tempo near Cansaulim Health Centre, Cansaulim, on Wednesday.

According to Verna police, Sheriff Jerico D’Mello, who was proceeding on his Honda Dio scooter (GA-06-X-1347), was knocked down by a tempo (GA02-V-5759). Seriously injured D’Mello was rushed to GMC Hospital in Bambolim, where he succumbed to injuries.

Police said the deceased has secured first class in the recently held Higher Secondary School Certificate examination.

Verna police have arrested tempo driver Jerome Fernandes and is investigating the case.

PORVORIM CORRESPONDENT ADDS: A 39-year-old motorcycle rider died, after the vehicle which he was riding rammed against an electricity pole at Porvorim on Wednesday at about 4.30 pm.

According to Porvorim Police, the accident occurred when Ikbal Sheikh was speeding on his motorcycle (GA-03M-6869) from Porvorim towards Halliwada-Brittona.

Sheikh lost control over the vehicle while descending the slope and dashed against an electricity pole and sustained grievous head injuries.

Sheikh was declared dead on admission at GMC Hospital at Bambolim. Police Sub Inspector K P Sinari is investigating the case.

Earlier, on Monday night, a 27-year-old man died, after the vehicle which he was riding collided against an oncoming motorcycle near Cansa-Tivim.

According to Mapusa police, the accident occurred when Demetri Athaide was proceeding on his bullet motorcycle (GA-01-D-8214) from Bicholim to Mapusa.

On reaching Cansa at about 10.15 pm, Athaide dashed

against another oncoming motorcycle (GA-04-A-9767).

Both the motorcycle riders, who sustained grievous injuries, were admitted to Azilo Hospital at Mapusa, where Athaide succumbed to injuries.

The other rider was shifted to GMC Hospital. Police Sub Inspector Uday Gaude is investigating the case.

COLLEM CORRESPONDENT ADDS: A 25-year-old man from Dhanddi-Karnataka died, while three others were seriously injured in a road mishap along the highway at Anmode Ghat, Collem, on Wednesday evening.

According to Collem police PI Manoj Mardolkar, the accident occurred at about 4 pm when six persons from Karnataka were proceeding in their Zen car (KA31-M-2931) towards Goa. On reaching at Anmode Ghat, the car collided against a truck (KA-16-A-6073). Chaanu Iranna Gegari died, while Ashok Bhatt, Meharubbi Ram Puri and Altaf Rampuri sustained grievous injuries. The other two occupants from the car escaped unhurt.

Collem police rushed to the site and shifted the injured and the deceased to GMC Hospital.

Collem police have arrested truck driver Mohammad Rafik Alisab Topi (20) of Chikmangalore-Karnataka.

It may be recalled that nine

persons died in four separate road mishaps at UgvemPernem, Bhatwadi-Korgao, Matve-Dabolim and at BordemBicholim on Monday. On Tuesday, two more persons died in separate accidents at AdvalpalBicholim and KondalwadoPernem.

Controlling Noise Pollution in Goa

M

inisters may make the rules, but they have to be based on laws. Powerful though they may be, ministers cannot make and break rules on whims. Their decisions must follow due process. Therefore, Urban Development Minister Joaquim Alemao’s recent declaration that no construction file can be approved by a civic body without taking the concerned ward councillor into confidence is a pure exercise in loud thinking. It has no force in law. Civic officials are not bound by it.

Alemao apparently made the statement on Monday at the Cuncolim Municipal Council. He was reacting to demands of citizens in the wake of an agitation by local people against a construction license issued by the municipality for a bungalow at Adibandh in Cuncolim. He went on to warn the municipal engineer that he would be ‘sacked’ if any file is passed without taking the concerned ward councillor into confidence.

We hold no brief for this bungalow. If it has been approved in violation of rules or condoning any illegalities, the license ought to be instantly withdrawn. If local people object to it on some other grounds, they must get a sympathetic hearing by the chief officer. We do not wish to comment on the specifics of this case.

But we do strongly object to Mr Alemao’s new ‘rule’, announced only verbally, that “the concerned councillor(s) should be taken into account before passing any file, whether it is for a compound wall or a house”. As it is, people have problems complying with the complex paperwork required to construct anything legally. To add one more barrier is highly counterproductive. That this obstacle should be a politician is even worse.

Mr Alemao is absolutely right when he says that a councillor has the right to know about any construction plan in his ward.

But it does not mean (s)he has the right to dictate which construction can go ahead and which cannot. The latter is tantamount to giving councillors absolute veto powers over voters; something that is untenable in a democracy.

“Treat this as my order,” the minister is reported to have told Cuncolim municipal officials. If that is what he expects, let him come out with a proper government order to the effect. Nowhere in the country do elected councillors have veto power over construction in their wards. All approvals and permissions are supposed to be issued by officials strictly as per the rules. And no amount of grandstanding by ministers should change that.

It may or may not be true that the problem over the bungalow in Cuncolim arose because, as the minister claims, “the ward councillor was kept in the dark”. But one cannot change a rule because of one stray case. The fact is that even municipal chairpersons – leave alone councillors – are not normally taken into confidence before approving construction files.

There is a very good reason for this. They have no right to interfere in the issuance of construction licenses. But this does not mean the municipal officials can refuse to furnish information to councillors about construction licenses they have issued.

ow far have we fallen? Now, drug peddlers can beat up policemen in Goa and nearly get away with it. After Anti-Narcotic Cell (ANC) constable Mahableshwar Eknath Sawant was beaten up by drug peddlers outside a shack in Calangute, the police only registered a non-cognisable (NC) offence of ‘simple hurt’. It was only after x-rays showed a broken nasal bone that ‘attempt to murder’ charges were laid.

This is utterly shameful. It hints at a close nexus between the druglords and the state’s law and order machinery.

Noise pollution leads to various physical and psychological ailments writes FREDDY DIAS

ound the alarm. Sound pollution can drive you deaf. This frightening finding of the Goa Pollution Control Board (GPCB) says that noise pollution, particularly in urban and coastal areas of the State, has crossed all barriers. It has gone up to 40 to 45 per cent more than the ears can accommodate. Every year, Goa’s average noise level increases by one decibel.

According to the preliminary findings of an ongoing study, Goa is becoming increasingly noisy.

This year, the average noise levels have reached over 80 decibels, while the recommended daytime norm for residential areas is below 50. The highest noise level is recorded in various urban areas and all along the coastal belt, besides places through which the main Highways pass, the range between 79 and 84 decibels. Prescribed norms peg the permissible level at 45 to 55 decibels, not exceeding 60 decibels.

The survey shows that the noisiest areas are Panjim, Vasco, Margao, Ponda and Mapusa, besides popular tourist destinations in the State like Colva, Calangute, Anjuna, etc. Noise levels, particularly at street junctions, in these areas, peak at a shrill 90-100 decibels, equal to the levels found, in the industrial areas. The few areas which do make the grade are found, not surprisingly, in far flung suburbs of Pernem, Satari and Canacona talukas.

Debates over noise pollution in the state are not new. Every year, the season of festivals from September to May has seen irate residents pitted against revelers bent on having a raucous time. Several Court rulings, however, have ensured that loud-speaker noise has reduced considerably, although it still continues a contentious issue during festivals.

Fingers now point to less obvious though more ubiquitous source of noise. The dramatic rise in the number of vehicles on the road, is mainly responsible for increased noise levels. Anyone crossing urban or semi-urban coastal areas at peak hours through the cacophony of horns and the unrelenting chug of engines, will be inclined to agree. While horns shriek at levels of up to 100 decibels, engine noise can range from 70 to 90 decibels in case of trucks and buses.

Pressure horns and gas-guzzling and smoke belching trucks, pickups, buses, etc., are the main problem area. Pressure horns are in vogue. Even scooterists have taken to using pressure horns. Multi-toned horns create problems and need to be checked thoroughly.

Studies have shown that pressure horns blow beyond 120 decibels, and even a single exposure of 130-140 decibels is known to cause permanent injury to the ears. Also, sudden blowing of horns often lead to accidents. That’s not all.

ecently, as my three-year-old grandson and I sat on the front porch early one morning, he became fascinated by the busy activity of a small ant. Still in his pajamas, he watched it intently for a few seconds, and then reached down to pick it up.

“But it is frightened, and you are going to smush it if you don’t put him down”.

He opened his grasp slightly and briefly checked its slightly leg movements, then resumed his captor’s hold on his tiny hostage.

“I am big. It is little”, he announced, sounding very much like his television idols.

“Yes, you are big, and it is a lot smaller than you, and must be very scared of such a big boy, so let it go home now, please.”

“I will take it into the house,” he stated rather than asking permission. I exercised my grandfather’s veto power, and let him know that the ant was not going to become a household pet.

But unfortunately with modernism creeping in and many of our clergy coming out with modern theories, praying the rosary, lighting of candles near the statue of Our Lady, sprinkling holy water, praying to saints, wearing a scapular or any other holy article is considered old fashioned The modern preaching is that you should pray directly to Jesus, all these traditions are useless. The writing of the popes over years has mentioned the importance of these simple traditions which helps in our Catholic faith. Please remember when you pray to Mother Mary, she directs all the prayers to her son, or for that matter praying to the saints, they all intercede for you, which means there will be more people asking God to grant you the favour.

As with other issues, laws for controlling noise pollution exist, but implementation is wanting. The Motor Vehicles Act (MVA) provides for norms on engine noise. For example, the permitted level of noise for two-wheelers is 80 decibels while for a passenger or commercial engine weighing 12,000 kg, the norm is 91 decibels. But sound is never used as a parameter in the engine tests the Regional Transport Office(BTO) conducts for registration or for fitness certification.

Transport department officials admit that they do not check decibel levels since they do

not have the proper machinery for the purpose.

Besides, The Act, according to them, has not laid down the exact manner in which noise should be measured.

ENT specialists say levels in excess of 70-85 decibels for a prolonged period can lead to hearing impairment. Noise flattens the cilia (hair-like structures in the ear) which affect hearing. And it takes hours to get it back in shape. Continuous barrage of noise flattens the cilia which are then not able to straighten up and eventually die. Experts perceive noise as one factor contributing to the increasing incidence of deafness in the State.

Normally, hearing loss starts at the age of 50 to 55, but now we see it begins as early as 40, ENT specialists say.

Studies have shown that high noise levels also cause psychological and physiological damage.

According to noise researchers, noise pollution leads to psychological illness, heart trouble, hypertension, ulcer and neurological disorder. An increase of 20 per cent in such cases has been noticed, of late.

Technically, the entire state of Goa is a silence zone. In practice, not even the silence zones demarcated around schools and hospitals observe the norms. In fact, the silence zones are in the grip of noise pollution even though blowing a horn near a hospital, school and court up to a distance of 100 metres is strictly prohibited.

Noise level at Hospicio hospital at Margao, is 82 decibels instead of the if5 during the day and 60 instead of 40 during the night.

Why have the police not launched a drive to combat noise pollution when vehicles are being subjected to air pollution tests? Confronted with this question, police officials say that over 1,000 vehicles have been booked in the last four months alone for polluting the atmosphere. But noise pollution? Mum is the answer.

The rules and regulations by way of Environment Protection Act, and Indian Penal Code (IPC) are all there at hand but unfortunately lie confined to files. The limits for noise level laid down by the Environment Ministry’s 1989 notification are so universally violated that they have become redundant. At the same time public awareness in the matter is at an alltime low.

He hesitated for a moment, looked up at me and mentally calculated that I was as much larger than him as he was to the ant, then bent down, and released his grateful prisoner.

He struggled for a short time, then drunkenly continued to watch it until it was well out of his sight, and ready to take a popsicle break.

I find myself looking at earthworms, spiders, butterflies, lightening bugs, and the busy little ants. They have been here all these years since my own children were small, and I was too busy to notice the critter kingdom thriving in my own yard.

Those beautifully, intricately woven spider webs, which are magically suspended between the columns of our front porch, still collect the morning dew. I now take a moment to pause and look at them, rather than knocking them down with a broom. The hairy little caterpillars that I used to find so repulsive are really fascinating to watch from a respectable distance.

I have found bird nests and looked at the eggs that will hatch open to release the baby birds within them. The frogs, lizards, and snails that are permanent residents of our back yard have become

a source of renewed great interest. The squirrels that hop across the front yard, out of the dogs reach, seem to sense that they are being watched, and stop, statue like, enabling us to get a longer admiring look.

They have all been here, going on with their daily rituals, while I have been dashing through several years of my life, too busy to stop and notice nature’s free entertainment. I had almost forgotten how remarkable the wings of a butterfly could be, or how rhythmic the call of a Koyal (Kogull) is at dusk.

I sat and watched a woodpecker noisily riveting his way into one of our trees, and wondered how many evenings he had done this, unnoticed by his human landlords. I now listen to the cooing of the pigeons in the faint light of early dawn, and the unseen tree frogs serenading in the dark evenings. No radio station, or orchestra, could rival their symphonies.

Those horrid little ticks have their place somewhere in all of this, I am sure, but I could very easily manage to get along nicely without their presence. And if my grandson decides he wants to observe any snakes in the vicinity, he will very definitely be happy that I can stand snakes, what with my village expertise.

Wooing minorities

BJP National President, Nitin Gadkari was here in Goa recently trying to apply ‘Fair & Lovely’ cream for the minorities after abusing them with ‘Saapat’ lotion for years.

Speaking at a public meeting at Azad Maidan, he said that his party was not against minorities, but only against terrorists.

I would like to know from him who these so-called ‘terrorists’ are. Are they only the Muslims?

To prove his point,. Gadkari even went on to add that it was the BJP which had appointed A.P. Abdul Kalam a Muslim, the president of India. Well, if he and his party really have any concerns for the Muslims and the minorities in India, then why are they not re-building the Babri Masjid at the original site at Ayodhya? Why are they still glorifying and not sacking the chief architect of the infamous Gujarat riots 2002, Narendra Modi and not giving justice to all victims (mostly Muslims) of these communal riots? Why aren’t they taking any serious action against their own extremists outfits like the RSS, VHP, Bajrang Dal, etc. Why haven’t they taken any serious action against Varun Gandhi for making that hate speech against Muslims?

Come on, Nitin Gadkari, forget hanging Afzal Guru, Ajmal Kasab, etc. There are some of the worse political criminals from your own party like Narendra Modi, L.K. Advani, etc., roaming like VIPs and who need to be sent to the gallows for instigating and committing some of the deadliest crimes against our own Indian people in the name of religion and pseudo-nationalism. So, stop wooing the minorities by putting a Mukhtar Abbas Naqvi here and a Francis D’Souza there, coz we all know what this BJP is all about. the Santarbata Chapel while at prayer session. We approached and called 108. They responded speaking about their inability to cross the ferry.

Opening of the new fish market should not be a pride of Diwar, it is secondary. Our basic need is a clinic with full facilities to meet the need of the villagers. We need to inform our local MLA, who inaugurated the fish market to be aware of the most urgent need of this islanders which has been promised in the past, but not yet delivered. We do not need supermarkets. All we need is our basic needs to treat the people in emergency.

Bitter truth Francis Soares, Santa-Cruz It is indeed sad to hear from a top politician that our votes do not count anymore.

The bitter truth is that we have been outnumbered by migrants with the blessing of our leaders and there is little we can do about it. We can only remind them that not every one is born with a golden spoon.

Many of our politicians, bureaucrats, top class migrants, builders have made it from

rags to riches. All have to realize that there is a God above watching and there is a limited period for everything. Have we not heard or seen many untoward incidents happening to such greedy and selfish people or their families? Losing someone precious in the family or suffering with chronic sickness. Do they care? Do they question themselves why did it happen? Deep inside, they will have the answer. Brother and sister born with a golden spoon or made it from rags to riches stop being greedy and selfish for God’s sake and look for the betterment of our future generation so that God may have a soft corner for you and your family, rather than repent when it is too late.

Watch out Prof Robert Castellino, Calangute Our Goan politicians, in their infinite wisdom are slowly beginning to realise that they no longer require our votes. They can depend on migrants to vote them back to power. Little do our politicians realize that it wont be long before the migrants realise that they do not require Goan politicians

A few years down the line the scenario will be somewhat like this: ten odd Goan politicians will fight among themselves for Goan votes in a constituency; the migrants will vote en masse for their candidate who will stand a much better chance of winning even with a few undivided votes. Our Goan politicians must see the writing on the wall before it is too late.

This was further elaborated by the PWD minister saying that the plant will be commissioned on May 25th. That sounded like Mozart’s music to the ears! Today is May 25th, the tryst with solving our water woes. We did not get to see the wonderful advertisements and soundbites from the CM or the PWD Minister today , first thing in the morning, announcing the grand inauguration and dedication ceremony of the Assonora plant for the aam aadmi ? We wonder what happened?

Incidentally, the tryst with birthdays does not undergo any change. Almost half the newspapers are packaged with the great works being done by our so called netas and their incredible capabilities. The motto could be suitably changed to khaas aadmi

Warning signs Adelmo Fernandes, Vasco It must be said that since most of the well known beaches in the State are too crowded., people prefer to go to isolated beaches for a picnic. These isolated beaches do not have life guards doing duty as they are not under the purview of beach management company Drishti Special Response Service. Most of these beaches are dangerous for swimming. As it is not possible to post life-guards on all beaches in the State, the government should put up necessary sign boards on these beaches spread along the vast coastline warning the people from entering the water. Alternatively these isolated beaches where the waters are very dangerous for swimming should be closed to the public as there will be no life-guard around in case of an emergency.

The Old Man and the Scorpion One morning, after he had finished his meditation, the old man opened his eyes and saw a scorpion floating helplessly in the water. As the scorpion was washed closer to the tree, the old man quickly stretched himself out on one of the long roots that branched out into the river and reached out to rescue the drowning creature. As soon as he touched it, the scorpion stung him. Instinctively the man withdrew his hand. A minute later, after he had regained his balance, he stretched himself out again on the roots to save the scorpion. This time the scorpion stung him so badly with its poisonous tail that his hand became swollen and bloody and his face contorted with pain.

At that moment, a passerby saw the old man stretched out on the roots struggling with the scorpion and shouted: “Hey, stupid old man, what’s wrong with you? Only a fool would risk his life for the sake of an ugly, evil creature. Don’t you know you could kill yourself trying to save that ungrateful scorpion?”

Blast rips through Kandahar

Smoke and dust rose into the sky after a powerful blast ripped through Kandahar city in southern Afghanistan today, witnesses and officials said.

“It was a car bomb,” said Mohammed Shah Farouqi, a city police official. “So far we are not aware of any casualties”.

UN launches drive for ban on child abuse UNI UNITED NATIONS, MAY 26

The UN has launched a major campaign for universal adoption of treaty protocols that outlaw the sale of children, child prostitution and pornography, and protect youngsters in armed conflict, with Secretary-General Ban Ki-moon calling for full ratification by 2012.

“The sad truth is that too many children in today's world suffer appalling abuse,” he said at a ceremony yesterday at the headquarters of the UN Children’s Fund in New York.

The programme was organised to mark the 10th anniversary of the adoption of the two optional protocols strengthening the Convention on the Rights of the Child by providing a moral and legal shield for youngsters vulnerable to prostitution and pornography or caught up in the armed conflict.

“Two-thirds of all member states have endorsed these instruments. On this 10th anniversary of their adoption, I urge all countries to ratify them within

the next two years,” he said.

He noted, that fewer and fewer states now permit children to join the armed forces and reiterated his previous calls to the Security Council to consider tough measures on those states and insurgent groups that still recruit children.

“Nonetheless, much remains to be done,” he said.

“In too many places, children are seen as commodities, in many instances they are treated as criminals instead of being protected as victims, and there are too many conflicts where children are used as soldiers, spies or human shields,” he opined.

Speaking on the occasion UNICEF Executive Director Anthony Lake said, “The Optional Protocols represent a promise made to the world’s most vulnerable children born into extreme poverty and despair, children in countries torn apart by conflict and children forced into unimaginable servitude by adults who regard them as commodities.”

The Optional Protocol on the Involvement of Children in Armed Conflict has been ratified by 132 states; 25 states have signed but not ratified it and 36 states have neither signed nor ratified it.

“We know from the situation on the ground that much remains to be done. Violence against children in all its forms remains a challenge for societies in the world,” Mr Ban’s Special Representative for Children and Armed Conflict Radhika Coomaraswamy said.

“The Optional Protocol is an important tool for tearing through the mantle of invisibility surrounding the sale of children, child prostitution, child pornography and other forms of sexual exploitation, to mobilise societies and to translate political commitment into effective protection of children from all forms of violence,” Mr Ban’s Special Representative on Violence against Children Marta Santos Pais said, citing significant law reforms to criminalise such crimes.

Pakistan has asked the US to nudge India to address contentious issues in order to bridge the trust deficit between the two countries instead of looking at the distrust solely through the prism of terrorism, a media report said today.

"We want the US to encourage India to take steps for improving the human rights situation in Kashmir, moving forward on Siachen and Sir Creek and agreeing to arbitration on the Kishanganga hydropower project," a senior unnamed diplomat was quoted as saying by the Dawn newspaper.

The message was conveyed by the Pakistani leadership to the US administration through diplomatic channels even as Pakistan and India move towards a phased process worked out by their Foreign Ministers for building trust and confidence before the revival of peace talks suspended in the wake of the 2008 Mumbai attacks.

"Our two countries do need

to build mutual trust and confidence. It is therefore necessary that we engage each other with sincerity of purpose with a view to settling our differences and disputes and achieving peace and prosperity in the region," Foreign Office spokesman Abdul Basit said.

Pakistan is looking forward to a meaningful engagement with India for freeing bilateral relations from disputes, Basit said.

"It is a key for both of us to first agree on the cause of trust deficit before we find ways to deal with it," the unnamed diplomat said. He said India’s tendency to see terrorism as the only cause of distrust could complicate matters.

"It is a self-delusional approach," he added.

The diplomat said the re a l i z a t i o n i n I n d i a t h a t c o n f r o n t a t i o n w i t h Pa k istan "is hurting its own development" is a positive sign and could expedite the normalization of bilateral relations.

The newspaper quoted analysts as saying that the Foreign Secretary-level talks in Delhi on

Discussions on rebuilding trust will get underway with a meeting between the Interior Ministers of India and Pakistan in Islamabad on June 26 on the sidelines of a SAARC conference.

The same day, the Foreign Secretaries will also meet in Islamabad.

The two Foreign Ministers are set to meet on July 15.

The Interior Ministers are expected to discuss anti-terror cooperation, diplomatic sources said. The Foreign Secretaries will prepare the ground for the meeting of the Foreign Ministers and discuss confidence-building measures on Kashmir, the paper reported.

Fresh chargesheet in Bhutto murder case PTI ISLAMABAD, MAY 26

Pakistani prosecutors today filed a fresh chargesheet against five suspects in the 2007 killing of Benazir Bhutto, saying they were linked to the suicide bomber who assassinated the former premier under a conspiracy hatched by slain Taliban commander Baitullah Mehsud.

The fresh chargesheet was filed by the Federal Investigation Agency (FIA) in the anti-terrorism court of Judge Malik Muhammad Akram Awan.

The judge is conducting the trial of the five men accused of involvement in Bhutto's assassination within Adiala Jail in Rawalpindi due to security concerns.

The five suspects – Muhammad Rafaqat Hussain, Hasnain Gul, Aitzaz Shah, Abdul Rasheed and Sher Zaman – were arrested in the wake of Bhutto's assassination by a suicide bomber shortly after she addressed an election rally in Rawalpindi on December 27, 2007.

Sources said the fresh chargesheet stated that the suicide attacker was known to Hussain and Gul and had stayed at Gul's residence.

The chargesheet also named former Pakistani Taliban chief Baitullah Mehsud, who was killed in a US drone attack last year, as the mastermind behind Bhutto's assassination.

The anti-terrorism court adjourned the trial till June 12.

Prisoners have been held at Bagram airbase since US and Afghan forces overthrew the Taliban government in 2001, but for many Afghans its name has become synonymous with abuse.

North Korea threatened to close the last road link with the South if Seoul goes ahead with propaganda broadcasts across the militarised border, as Washington pressured China to help persuade the North to change its ways.

Mahindra buys majority stake in Reva PTI BANGALORE, MAY 26

Auto major Mahindra and Mahindra Limited today acquired 55.2% stake in Reva Electric Car Company, a move that would stengthen its position in the Electric Vehicles domain.

With acquisition by M&M through a combination of equity purchase from the promoters and fresh equity infusion of over Rs 45 crore, the new entity will be renamed as Mahindra Reva Electric Vehicle Company Ltd. Under the agreement signed between the two companies today and post the buyout, Mahindra Reva will have five nominees from M & M, two from Reva's founder, the Maini family and one of California based AEV LLC, Reva's cofounder.

President of Mahindra Automotive and Farm Equipment Sector, Dr Pawan Goenka was today elected chairman of the newly constituted board.

"It is a very exciting opportunity for Mahindra as it will have one of best technologies available in the electric car space", Goenka told reporters.

He said the electric vehicle space now was not very large as only 3500 Reva cars are on the roads. Over the next five to 10 years, the EV market across the world is expected to grow

to 1.5 million to two million vehicles, he said.

In India, Mahindra and Mahindra projects the growth rate for EVs at between 80,000 to 100,000 vehicles by 2020,he said. M & M will leverage on work already done by Reva in development of new vehicles and also Mahindra's marketing network, he said.

Chetan Maini, who will continue to play a leading role in Mahindra REVA as Chief Technology and Strategy,said authorized capital would be Rs 135 crore and paid up capital Rs 20 crore.

"There are no liabilites or hardly any debt of the company now", he said.

On the stakeholding pattern in the new entity, Goenka said M&M would hold 55.2 per cent, the Maini family 31 per cent plus, Dr Bell 11 per cent and employees, the balance.

He said the earlier tie up Reva had with auto major General Motors was not expected to continue. "GM has informed us they are looking at other options on electric vehicles", he said.

"It was a good deal with GM. With the new deal, right now it is for General Motors to decide whether to proceed or not. Initially it looks like they are not continuing. We have no problems with General Motors continuing. We are quite open

The Bombay Stock Exchange benchmark Sensex surged by 365 points today, the best gain in over two weeks, as investors rushed to pick up stocks at lower levels.

The Indian stock market was the leading performer in Asia, with the BSE’s 30-share barometer closing the day 2.28 per cent, or 365.36 points, higher at 16,387.84 points.

The Sensex opened firm tracking positive cues from Asian peers and soared 388 points in late mid-session after a strong start to trading in Europe.

The wide-based 50-share Nifty index of the National Stock Exchange also jumped 2.30 per cent to settle at 4,917.40.

Raja meets HM about Chinese equipment PTI NEW DELHI, MAY 26

Concerned over delays in procuring equipment, particularly from Chinese vendors, Telecom Minister A Raja met Home Minister P Chidambaram and sought a review of the policy so that sector's growth is not hampered.

The meeting comes in the wake of home ministry' comments indicating that procurement from Chinese firms is not recommended.

There are apprehensions in the industry that such an order or a blanket ban on Chinese equipment could hamper the growth of the entire sector, Raja is understood to have told Chidambaram.

"I shall be grateful if you could kindly review the whole issue and lay down procedure in a manner so that the growth of telecom sector is not hampered," Raja said in a letter,

which was handed over to Chidambaram.

The security agencies had expressed reservations on allowing the Chinese companies in telecom and information technology citing the incidents of Chinese hackers targeting sensitive data on government web sites.

Two Chinese firms ZTE and Huawei have been doing telecom business in the country for many years and have supplied equipment to various private operators as well as government- owned BSNL and MTNL. The representatives of both companies have met the government officials and explained and offered to take any step to ensure that there was no security threat from them.

As suggested by the ministry of home and security agencies with regard to security concerns over procurement of telecom equipment/software by service providers from foreign vendors, the DoT had issued amendments in licences in December 2009 to obtain security clearance before placement of purchase orders.

This has been causing inordinate delays in procurement of equipments and the private operators have complained to the DoT and are seeking review of such policies.

Shekhar Bajaj-led Bajaj Electricals (BEL) is eyeing acquisitions in its core segments of household appliances, fans and lighting, besides a 25 per cent top-line growth this fiscal, a top company official said.

"We are interested in acquiring brands or companies which have a strong manufacturing base which we can supplement with our very strong distribution network. We are interested in acquisitions in the home appliances, fans and lighting spaces where we are a leading player," BEL's CMD, Shekhar Bajaj said.

The company would, however, go in for an acquisition only if it provided synergetic benefits, he said.

"Bajaj Electricals has a very strong distribution network and we have expertise in managing multi-brands," he said.

Finding resources to fund an

acquisition would pose no problem, he said. The company had recently raised Rs 160crore through a QIP, a part which could be used for acquisitions.

The company expects to grow 25 per cent this fiscal, though margins could be under pressure in Q1 FY 11 on account of commodity prices having risen a few months back.

"We expect a 25% growth in our top-line this fiscal," Bajaj said, pointing out, however, that pressure on margins which began in Q4 FY 10 could continue into Q1 FY 11 as well.

"Margins were under pressure in Q4 FY 10 and this could continue in Q1 FY 11 as well with prices of copper, oil, steel and zinc having risen," Bajaj said.

However, a positive development is that commodity prices were now beginning to decline and this downward trend is likely to continue, Bajaj said,

SBI sees enough liquidity despite 3G, tax outgo PTI MUMBAI, MAY 26

Country's largest lender, SBI, today hinted that it might not hike interest rates immediately as liquidity remains sufficient in the system despite the expected cash outgo on 3G auction and advance tax payments.

"I think there is enough liquidity in the system...on an average, there is still a fair amount of liquidity in the system," State Bank of India chairman, O P Bhatt, said.

Nearly Rs 70,000-crore is expected to go out of the system next week owing to payments by telecom companies. This, together with the advance tax outgo in mid-June, is feared to drain out around Rs 1,00,000crore from the banking system.

Bhatt, however, added that it is early to say whether the impact on liquidity from the 3G payments will have temporary

or permanent impact on the liquidity conditions.

State Bank has been approached by telecom firms for loans of as much as Rs 18,000crore to make their payments for third-generation waves and the lender is likely to disburse nearly half of that amount, Bhatt said.

"We have requests (from telecom companies) for that kind of money (nearly Rs 18,000-crore)...that is at the upper end. We may provide roughly half of that," Bhatt said.

Also, the country's largest lender is unlikely to increase its deposit rates in the immediate future, Bhatt said, replying to a question.

However, with surplus liquidity gradually disappearing from the system, SBI has repriced certain segments of its shortterm corporate loans by 0.250.50 per cent upwards, he said.

Commenting on the bank's NPA levels, Bhatt said that the NPAs have started coming down in the last few quarters and "the worst is over".

In the January-March quarter, SBI reported a 32 per cent fall in its net profits at Rs 1,867 crore due to a host of reasons, including higher provisioning for non-performing assets.

The fall in profit after tax was due to various reasons like provisioning for increased wages and pensions, higher provisioning for NPAs and a fall in treasury income, the bank said.

The bank's net profit in the same quarter in the previous fiscal stood at Rs 2,742 crore.

The bank's provisioning during period in the quarter was 59.23 per cent of the bad assets against 56.98 per cent in the same period last year.

Arcil to raise Rs 2,000-cr to boost business plans PTI MUMBAI, MAY 26

In a bid to support its business operations, the country's first asset reconstruction firm, Arcil, is in the process of raising Rs 2,000-crore through a fund from domestic and foreign investors, its chairman said.

Out of the total corpus, the company has already mopped up Rs 400-crore from 6-7 investors at its first close, Arcil MD and CEO, S Khasnobis, told reporters today.

"This is a multi-close fund

and 42 per cent have lost confidential or proprietary data in the past.

The study also revealed that 82% of Indian enterprises use Facebook, while 54% officially use web-based consumer email and 62% use blogs.

"Enterprises should have a sustainable data loss prevention (DLP) program that would allow them to measurably reduce risk of a data breach, demonstration regulatory compliance and safeguard customer privacy, brand equity and intellectual property," he added.

Leading real estate player, Nirmal Lifestyle, has drawn up a USD 10-billion investment plan over the next 10-years, a top company official said.

"We are investing around USD 10-billion over the next 10 years for our proposed 20 Lifestyle cities planned by 2020," Nirmal Lifestyle Chairman and Managing Director, Dharmesh Jain said on the sidelines of a conference here today.

The company is presently engaged in developing townships, residential properties, commercial offices, retail and hotels.

The company has finalised plans to develop Lifestyle cities in Thane, Kalyan, Dombivali and Pune in Maharashtra and Indore in Madhya Pradesh, Jain said.

The company is also developing one of India's largest hotel complexes aggregating more than 1,000-rooms in Mulund in Mumbai an estimated cost of Rs 1,000-crore.

The company has no immediate plans to raise capital through an initial public offer (IPO) and its projects would be financed through internal accruals and finance from consumers, he said.

Jain ruled out a correction in real estate prices in the near future and said that rates would remain steady as demand continued to be strong.

The retail space would be in short-supply in 2012-13. The

rentals in retail have stabilised in the last six-months and malls doing well would attract better rentals, he said.

Like Lord Jesus Christ, his teachings transcend all other religions.

Today, on Buddha Purnima, you get enveloped by a surreal feel when you listen to the significance of the beautiful moon in the life of one so spiritually rich. The romantic full moon night was always an important feature in the life of the enlightened one: his birth, his enlightenment and his attainment of Nirvana or salvation. According to our historians, legend has it that on the full moon night of Vaishakh in 544 BC, Queen Mahamaya was travelling from the capital Kapilavastu to her parents’ home in Devdaha. But she went into labour and had to halt under the shade of two Sal trees at Lumbini and she gave birth to the beautiful prince, Siddhartha. Even as he was born, the court astrologer had predicted that the child would redeem the world. After enlightenment, he was called Gautam the Buddha, meaning Gautam the wise.

Historically, Goa might not have much to boast about when it comes to Buddhism, but chat with the residents of the state and virtually everyone spoken to vouches for the ideals that Gautam Buddha stood for. Heritage expert Prajal Sakhardhande enlightens, “There is no inscriptional evidence that we had Buddhist families in Goa, but according to Goan folklore, a Buddhist monk named Purna used to preach Buddhism on the banks of the Kushavati river and in Zambaulim. So, obviously we would have had Buddhist families then, sometime around 5th Century AD to the 15th Century. Those families would have later converted to Hinduism or Christianity when the Portuguese came.

Besides, we also have three Buddhist caves in Rivona, many small caves in Lamgao, Bicholim and five cells in Harvalem. The monks used to meditate in these caves as there is evidence of the significant Buddhist feature ‘Baithak’ present there.” He adds, “Gautam Buddha always inspires people as numerous tourists come to visit these caves. We get many Goans too visiting these caves.”

As for his teachings, it is absolutely touching when little children opine, “Though Prince Gautam was a Kshatriya, he never hunted and instead tried to protect animals and birds.” Amazing! The heritage expert ruminates, “Centuries ago, though Buddhists were a minority, Hindus did get converted to Buddhists, though later they might have got converted back.” Interestingly, according to Hindu scholars, the presentday sublime thoughts and convictions of a common Hindu is attributed a lot to the life and preachings of Buddha. And Buddha himself has been revered as an ‘Avataar’ of God by Hindus. Buddha's life abounds in many instances where he honoured and upheld the purity and devotion of the lowliest in the society. The spiritual and moral forces generated by Buddha have strengthened and enriched Hinduism and helped to wean it from perversions which had set in at that time. Buddha, like Mahaveera, denounced the animal sacrifices in the ‘yajnas’ and ‘yagas’ and himself stood as the very embodiment of compassion to all living beings.

Another interesting piece of information sought on the Bollywood front is that Buddha is such an inspiring character, that epic filmmaker, Ashutosh Gowariker is planning a film on this beautiful persona. Who wouldn’t be inspired by this humble, yet great soul?

So, on Buddha Purnima, whichever religion we belong to, let us look at that seated statue of the Buddha as he radiates an indescribable sense of peace and assure ourselves that any kind of suffering can be conquered not by violence and war but by the eight-fold path of salvation: the right type of life-view, of intention, of speech, action, livelihood, effort, frame of mind and of concentration.

BY DOLCY D’CRUZ HERALD FEATURES hile Bryan Adam’s ‘Summer of ‘69’ gave us a vibe of what it was to form a band back then, Acacio and his band mates have painted the same picture.

Formed in 1985, May 4 to be precise, they were a bunch of youngsters trying to prove that they could sing and perform. Today, they are one of the top bands in the state, continuing to perform with the same passion and energy. Though music through the times has changed, the band has kept up with the changing trends.

The present band comprises Acacio Tavares (rhythm guitar, vocals), Franky Fernandes (lead guitar, vocals), Marcelino Fernandes (keyboards), Emman Dias (drums, percussions) and Ashley Fernandes (bass guitar). The band was originally formed with all members from Ribandar. The line-up then consisted of Acacio, Franky, Marcelino, Elvis D’Souza and Tony D’Souza.

“I am the father of the band as I was the oldest among all the members. We practised for five continuous years before finally launching ourselves. We underwent thorough practice to perform to perfection. We were a pop and rock band before but have now changed to soulful music. The highest achievement that won us audience appreciation was winning the first ‘Pop, Beat and Jazz’ competition in 1986. It was the first time the competition was held by Kala Academy. People started noticing our music and we were a huge hit among the youth,” says Acacio Tavares.

“The year we planned to launch our band, Prince released his album with the song ‘Purple Rain’; we thought it would be something different to use as a band name.

Before that, we used names like ‘The Village Boys of Ribandar’. We played for Aires Rodrigues’ 21st birthday and now for his 50th birthday. Over the years, some of our band members have changed but it was only due to their careers and not to join other bands. Most of our ex band mates are now working abroad.

Emman from Taleigao, has been with the band from the past 12 years while Ashley from Panjim, has played for the band for five years,” says Franky.

The band has performed shows across India and has played as opening acts for world renowned Indian bands like Indus Creed, Shiva and Brahma. They are known for their original compositions like ‘Bala Bala Music’, ‘Papa Day’, and not forgetting the most requested Konkani wedding song ‘Kazaracho Wish’ which was all recorded in their album ‘Purple Rain’.

Advising youngsters interested in forming their own bands, Franky shares, “One of the main problems that seep in a well managed musical band is ego. Once the members start having egoistic issues, it eventually leads to a split. Many Goan bands have fallen prey to it. We have our small fights but it is only for that time, especially while practising. Ego spoils everything, so avoid that and keep practising as there is no substitute for practice.”

Tom Cruise explains Bizarre Couch Incident

aving made epic films like ‘Swades’, ‘Jodhaa Akbar’ and ‘Lagaan’ Ashutosh Gowariker has set off on another tryst, which from his previous track record isn't just another run of the mill, but yet again a film of gigantic scale. He is all set to direct an English film titled ‘Buddha’ to be produced by Dr Bhupendra Kumar Modi of Spice Infotainment, a US-based company.

The male lead is yet to be finalised and could be a new comer or even a foreign actor said Ashutosh. He isn't keen on taking an established actor to play this role as he believes their star value will come in the way of the character. “I am looking out for a fresh face to play the part. One who can do justice to the innocence of the character of Siddhartha," he says.

Gowariker is going the web way, as he calls out actors around the globe to log on to the site named Buddha-movie.com and download the sample scene and upload their audition videos and pictures.

Producer, Dr Bhupendra Kumar Modi says, “This film is long overdue and the need of the hour in the world we all are living in. The search for Siddhartha's character in the film will be one who the youth of the world can connect with.”

The 200 to 250 crore budget film will be shot in the foothills of Himalayas and will go on the floors

by May 2010.

Giving more information on the project Ashutosh said ‘Buddha’ will have an international cast and crew and will be his most challenging project till date.

Gowariker concludes, “The search for the actor to play Buddha continues. I am going through the hundreds of auditions that have already come in and I must say we are getting closer to our Buddha.”

ollywood actor Tom Cruise has opened up about his bizarre couch-jumping incident during an interview with Oprah Winfrey.

The 47-year-old actor was reportedly jumping up and down on the couch chair expressing his love for Katie Holmes at the Oprah Winfrey Show.

Cruise said he was confused by the repercussion over his erratic behaviour on the Oprah Winfrey Show in 2006, when he jumped onto Oprah’s on set couch to express his love for Katie.

This incident led to the cancellation of Cruise’s contract with Studio Paramount Pictures after 14 years.

“There was a confluence of events,” Cruise told reporters.

“My deal with Paramount was up and it wasn’t extended. At first it was, Huh? I don’t get it, but people have misconceptions about that whole thing, too,” he said.

Cruise said that he was just trying to please the show’s audience.

“What happened, happened. I wanted the audience to be happy just like I wanted to make my sisters and my mother happy when I did those skits as a kid, but I’ll take responsibility for my actions,” Cruise said.

“It felt like being the new kid in the schoolyard again and the other kids are whispering and whispering about you and suddenly you hear what they’re saying, and you think, what? That didn’t happen. Look at the reality of the situation,” he added.

TAG formulates schemes to preserve Tiatr Culture T

HERALD FEATURES iatr Academy of Goa (TAG) has formulated schemes for the preservation of Tiatr, its song and music, through appropriate documentation.

The first scheme is ‘Documentation of Tiatr, its Song & Music’ through research work. The research can be on any aspect of tiatr, its song and music. Adequate remuneration will be paid to the research writer and the book will be published by TAG. The application in the prescribed form should be submitted to TAG on or before June 30, 2010 while the manuscript can be submitted by December 15, 2010.

The other scheme is ‘Preservation of Tiatr Literature in the book form’. This scheme provides for the publication of books of scripts of tiatrs, lyrics of songs with or without music, scripts of one act plays, etc. The prescribed application form along with the manuscript should be submitted to TAG on or before June 30, 2010.

Scriptwriters of tiatrs and one act plays, lyricists of songs/music composers are requested to take the benefit of these schemes. No application to this effect will be accepted after June 30, 2010.

Youth Eye comes to Goa

HERALD FEATURES outh Eye, a premier national level youth magazine, has finally arrived in Goa with a very youthful launch at Kala Academy. The magazine was launched at the hands of Vishnu Wagh, Media Advisor, Department of Information and Publicity along with Sachin Jain, Chairman of Youth Eye and Karishma Karnik, the PR Head of the magazine.

Other guests at the dais were Janardhan Bhandari, Chariman of Mandovi Entertainment and Kunal Sagarkar, CEO of Mandovi Entertainment.

Addressing the gathering, Wagh said, “A youth magazine like this one is something that was long needed in the state. It is a welcome effort and the youth should take up to reading more.” He also pointed out that even though other media have entered into the field, the power of the print media has not diminished. “With 14 dailies in Goa, the reading public has grown, and it is a good thing that a new magazine has arrived here,” he commented.

The launch of the magazine also hosted the auditions of the Mr and Miss Youth Eye India Contest; the Face of the Month and a Bollywood audition. These auditions saw a huge crowd of youngsters from all over Goa coming in to showcase their talents not only in modelling but also in singing, dancing and acting.

The judges for the auditions were designer Monty Sally, model Dawn Mortimer, photographer Sanjeev Salvi and Karishma Karnik.

Sporting flays Lajong’s Larsing Timing of allegations not proper: AIFF member AGENCIES PANJIM, MAY 26

In a strongly worded letter to All India Football Federation (AIFF), Sporting Clube de Goa launched a stinging attack on the owner of Shillong Lajong, Larsing Sawyan just before the final round of I-League is to kickoff.

The Goan club questioned the AIFF stating as to what action had been taken against the above mentioned official for sitting in the technical area despite not having being registered for the same.

Sporting believes that with Larsing on the bench and given that he is part of the AIFF Executive Committee, the AFC adhoc committee for Indian football and several more, he is in a position to influence the referees.

Larsing being the secretary of Meghalaya Football Association (MFA) was seen with the match officials before the game against Sporting in Shillong, as claimed by the Flaming Oranje which hasn’t gone well with them.

Branding the I-League as a “close affair” Sporting have raised the issue on the disparity between Shillong Lajong’s home-and-away record and thereby, claiming that it’s the influence of the owner which caused the difference along with

the watering of the field at half time.

The club has even cast doubts over the integrity of the I-League adding that an investigation must be conducted by the AIFF. Conspiracy theories were also raised as Sporting mentioned of their team being victimized against the larger issue to finish off their team.

Sporting need to win their last I-League match away against Chirag United and expect a couple of results going in their favour in order to survive in the top division next season.

‘Event visas’ for fans

Lionel Messi doesn’t feel any pressure to deliver for Argentina at the World Cup, with the world player of the year saying he won’t change his Barcelona playing style to suit his country.

Four years on from watching Argentina lose to Germany in the quarter-finals, Messi is a different player from the 18-year-old who watched from the bench in Berlin that June afternoon.

This time around, Messi heads to the tournament in South Africa having won a string of personal honors and

titles with Barcelona, largely due to his extraordinary playmaking and scoring prowess.

“I don’t feel the pressure,” Messi told the Associated Press in a recent interview.

“The truth is I’m arriving in good shape. I have a strong desire to do as well as I can, as do my teammates. We want to give our best for Argentina and we hope things turn out well.”

Coach Diego Maradona has yet to capture Messi’s best, with the forward’s performances for Barcelona seemingly on a different plane to his international displays.

“I won’t change. I’ll keep playing in the same way,” Messi said.

“I hope to be able to do what I do (in Barcelona) in the national team without my form suffering, because that (way of playing) is what has made me able to achieve everything I have (up until now).”

Up until now, Maradona has opted to select Messi in a free role behind the two strikers, but the Argentina coach has an array of attacking talent in Diego Milito, Carlos Tevez, Gonzalo Higuain, Angel Di Maria and Sergio Aguero.

With Maradona’s tactics offering little intent on trying to replicate Barcelona’s Ajax-inspired formation with suitable players.

“I don’t know. It’s Diego’s decision,” said Messi, who spoke to the AP at the launch of his new Adidas soccer shoes.

“But I think Argentina is fortunate to have many top-quality forwards. That has been proven in this last year because if you look at all the important leagues, there is an Argentine there at the top.”

The South African missions in India (Mumbai and New Delhi) will have separate counters to accept ‘Event Visa’ applications between 9 a.m and 12 noon, Monday to Friday as the South African Department of Home Affairs has put in place a number of key services to ensure efficient and secure immigration for visitors attending the 2010 World Cup. At least 30 to 40 Goan fans including Shrinivas V Dempo, Shivanand Salgaocar, Peter Vaz, Savio Messias, Tonito Boetlho, Vinod Parkkot, Menino Goes Proenca have already got their tickets.

South Africa will be the first country in the history of the FIFA World Cup to offer an ‘Event Visa’ to nationals travelling from specific non-visa exempt African countries participating in the competition.

The ‘Event Visa’ will be offered to spectators with proof of purchase of FIFA match ticket. These visas will be issued to qualifying travellers at no cost and are valid for a period of 90 days.

Accredited FIFA delegates are exempted from applying a visa even if they come from countries that are not exempted from visa requirement.

‘Event Visas’ has been introduced with a view to hasten admissions and departure

clearances in all ports of entries during the FIFA World Cup. The concept of such a visa, with no precedence in the world, had been successfully piloted during the FIFA Confederations Cup in South Africa last year.

Several programmes are in place to facilitate the influx of World Cup spectators in South Africa. Highly trained volunteers wearing FIFA branded uniforms will be on duty to assist Immigration Officials at all strategic ports of entries.

Express queuing lanes will be dedicated to several World Cup travellers at all priority airports– ‘Event Visa’ holders, FIFA accredited members, FIFA match certificate/voucher holders, others pre-cleared abroad.

The dedicated express lanes will ensure rapid and efficient clearing of travellers without compromising national security.

The Department of Home Affairs will utilise ‘Event Visas’ for the 2010 FIFA World Cup and other major events beyond. They are striving towards leaving an everlasting legacy for South Africa through their revamped immigration infrastructure and improved work ethics.

South Africa says that they are committed to providing a memorable African World Cup with an unbroken link of experience from ports of entry, transport, hospitality, accommodation, stadia, safety and security, communication, arts and cultural entertainment, and a lasting best-ever African experience.

Corporator Uday Madkaikar, chairman, organising committee, addressing a press briefing here on Wednesday, stated that 13 municipalities and the Ciorporation will take part in the firsdt of its kind event which will be a one-day affair.

The event will provide an opportunity for municipal councillors and corporators to forge solidarity using cricket to de-

velop friendship and sporting spirit. Each team will have at least four councillors, with the others being drawn from their respective staff, which has been asked to carry their I-cards.
