CLASH OF THE TITANS Mickky assaulted after spat with Jose Philip at Vasco HERALD REPORTER VASCO, OCT 26
A spat between NCP legislators Revenue Minister Jose Philip D’Souza and former tourism minister Mickky Pacheco took a violent turn when Pacheco was assaulted at a bar and restaurant in Vasco at about 9 pm on Tuesday. The car (GA-08-F-1854) used by the Benaulim MLA was also damaged in the incident, sparking off tension in the port town. While Jose Philip and his supporters claimed that Pacheco had come with money to ensure the defeat of his panel in the council polls, Pacheco denied bringing money and claimed Jose Philip was frustrated over the imminent defeat of his candidates in the polls. According to eyewitnesses, the incident took place when Pacheco had gone to meet some supporters of D’Souza’s rivals at the hotel. Those present at the meeting, including Goa Fishing Boat Owner Association President S i m o n Pe r e i r a , C h i c a l i m Sarpanch Raul D’Costa and Chicalim Panch Seby Pereira, claimed that the revenue min-

to the incident. Pereira said that it was just a casual and open get-together and no candidates were present in the hotel. “Let D’Souza prove that we have taken money,” he challenged D’Souza.
Another eyewitness, Chicalim Sarpanch Raul D’Costa, claimed that Pacheco was at the meeting when Jose Philip suddenly appeared and confronted Pacheco, demanding an explanation for his presence in Vasco.
“In the ensuing argument, Jose Philip caught hold of Pacheco’s shirt and assaulted him. Then, Jose Philip’s supporter also began assaulting Pacheco,” D’Costa told Herald. “Former Mormugao mayor
Kritesh Gaonkar and some others later damaged Pacheco’s car and smashed the windscreen.” “Jose Philip then threatened Pacheco with dire consequences if he (Pacheco) did not leave (Continued on page 10)

The Home Ministry is understood to have decided not to arrest Hurriyat leader Syed Ali Shah Geelani, writer-activist Arundhati Roy and others on the charge of sedition for making provoking speeches for Jammu and Kashmir’s “azadi”. It will also not take any action against the organisers of the seminar as it was held after obtaining due police permission, the ministry sources said. The decision to ignore the event was taken at the highest political level.
On one hand he made a statement which would give some respite to the people affected while on the other he made another statement which would affect the entire State. Union Minister for Road Transport and Highways Kamal Nath today made two contrasting statements in a day which was hard for the common man to understand. The minister first said that the roads cannot be built against the wishes of the people and

Testing time for coastal security HERALD REPORTER PANJIM, OCT 26
Various defence and coastal security agencies will embark on exercise Sagar Kavach, this year to assess the seamless seaward security cover along Goa coast. Government spokesman said that first such exercise was held this year in May and it would be held again, shortly. “The objective of this exercise is to provide seamless seaward cover along the Goa coast jointly by all security agencies from coastal belt area line to the limit of territorial water which is extending upto 12 nautical miles”, the Government release mentioned. The exercise will also assess the effectiveness of coastal fishing community in serving as “Eyes and Ears” for early warning of seaward threat. Officials said that coastal security, a major subset of an all encompassing subject of maritime security, has been on the centre stage, post terror attack on Mumbai on November 26, 2008. India, being a maritime State, has numerous interests in the
maritime zones and safeguarding these interests, has thrown up fresh challenges in the fast deteriorating security environment. The use of sea route by terrorists for attack at Mumbai has highlighted the vulnerability of our coastline and the lacunae in our existing security mechanism.
The sphere of activities in the maritime environment is vast and thus, a number of agencies which include Indian Navy, Coast Guard, State Marine police, Customs, Fisheries, Port authorities and other Central and State Departments are the stake holders in the maritime domain. This multi-agency environment requires co-operation, coordination and understanding of each other, strengths as well as limitations, to ensure fool proof security by the optimum exploitation of limited resources. The coastal security issue had also cropped up in the recently concluded monsoon session of the legislative session where a panel had expressed unhappiness with the security measures taken by the State Government along the 105 km long coastline.
Paul the ‘psychic’ octopus dead AFP BERLIN, OCT 26
Paul the octopus, who shot to fame during this year’s football World Cup in South Africa for his flawless record in predicting game outcomes, has died, his aquarium in Germany said today. “Management and staff at the Oberhausen Sea Life Centre were devastated to discover that oracle octopus Paul, who achieved global renown during the recent World Cup, had passed away overnight”, the aquarium said in a sombre statement. “Paul amazed the world by correctly predicting the winners of all Germany’s World Cup clashes, and then of the final”,
said Sea Life manager Stefan Porwoll. “His success made him almost a bigger story than the World Cup itself... We had all naturally grown very fond of him and he will be sorely missed”, said Porwoll.

Despite the State Government bringing down the number of demolitions to 168 from 569 for NH4A project National Highway Diversion Action Committee (NHDAC) had warned that they would resort to agitation if Government fails to consider their recommendations. Without referring to the objections raised by NHDAC the Union Minister said roads can’t be built against people’s wishes and the government will find solution to the problem.
