IN BRIEF Overhead panel in flight collapses An overhead panel in an Air India flight from Port Blair to Chennai collapsed during landing at the airport here today but no one was injured. The panel in the economy class of flight IC-550 gave in but some alert passengers immediately held the falling panel preventing further damage. A team of journalists from Bangalore were among the passengers travelling on board the A-320 aircraft. — (PTI)
IBSA navies hold jt drill off SA coast PTI CAPE TOWN, SEPT 26
India, Brazil and South Africa, the three emerging economies which form IBSA, are engaged in hectic naval activities along the South African coast as part of a joint exercise aimed at achieving inter-operability and fostering synergy among them during maritime emergencies. The second edition of the biennial IBSAMAR (India-BrazilSouth Africa maritime) exercise with India as the lead country this year had kicked off on September 13 off the coast of Durban with the participation of four Indian warships, two from Brazil and five from the South African navy and will conclude here tomorrow. Briefing reporters on board SAS (South African Ship) Amatola frigate, which is being docked at the port here, Rear Admiral R K Pattanaik, Flag Officer Commanding, Western Fleet, Indian Navy, indicated that the IBSAMAR exercises may be held in India or Brazil at a later stage. However, he made it clear that the third edition of IBSAMAR to be led by Brazil will be held in 2012 on the South African coast.

Just as things were beginning to look up for the crisis-hit Commonwealth Games, fresh criticism hit the Games Village with South African envoy here claiming that a snake was found in one of the rooms even as four more top athletes today pulled out of the mega event. A snake was found in a room in the residential towers, earmarked for the South African athletes, High Commissioner Harris Mbulelo Mejeke said. “We can’t go and stay till things are fixed up. We have very grave concerns. If snakes are found we can’t ask our teams to stay there. Yesterday we found a snake but I don’t know whether it was an Indian snake. But it was there in one of our rooms,” Mejeke said before entering the Village. “That was a threat to the lives of our athletes. Very disappointing. Basically, the basement was full of water and the staircase was also damp,” he said. However, the South African envoy said there team will not withdraw from the controversymarred event.

170 dogs caught PTI NEW DELHI, SEPT 26
Even as the Commonwealth Games Village gets dogged by problems, the MCD has launched a special drive, catching about 170 canines from the complex and the surrounding areas in the last few days. MCD dog catchers have been deployed in the Games Village and the chief of its veterinary department R B S Tyagi was camping there to oversee the operation. About 170 canines were caught in the last few days, 40 of them today, officials said adding, they were being sent to a shelter of Friendicoes SECA (Society for the Eradication of Cruelty to Animals) in Defence Colony from where the animals were being shifted to a sterilisation centre in Ghazipur. Some dogs have also been caught from Jawaharlal Nehru Stadium and other venues. Delhi Mayor Prithvi Raj Sawhney said a drive had been launched by the veterinary department to keep dogs away from the venues and CWG Village and the civic body is trying its best to deal with the issue of stray animals.

In yet another disgrace, police measures have failed to stop Israeli drug peddler Yaniv Benaim alias Atala from countr y ’s boundaries. He has already reached his home town in Israel and is hiding. According to an Israeli news portal - www.Ynet.com, 36-yearold Atala, accused of organising major drug cartel in Goa, was spotted in Rishon Lezion. The report titled “Goa drug king hides in Rishon - Letzion” has given chronological details of his arrest to Goa government’s reaction after his missing. The report has claimed that the 36-year-old drug dealer is back in his town ‘after escaping from house arrest by the Indian authorities.’ “Indian authorities reported in the last few weeks that Yaniv Benaim is missing, but now it seems that the Israeli drug dealer is in Israel and is hiding in Rishon Letzion,” the report reads. Firmly opposing any moves for a Greater Goa by merging Konkani speaking areas into the State, former Chief Minister, Luizinho Faleiro has said he doesn’t want the ghost of merger to come through the back door in Goa and asked all the champions of lost causes to stop misguiding G o ans on the agenda for a Greater Goa. ‘The people of Goa will not like to lose their identity. We have already lost much of our identity. The agenda of the champion of lost causes for a Greater Goa will be like another step when some people launched a movement to merge Goa into Maharashtra saying Marathi is the language of Goans. At that time, the people fought for their identity and we
would not like the champions of lost causes to again misguide Goans”, he said. Faleiro was reacting to demands in some quarters, including PWD Minister, Churchill Alemao, for merger of Konkani speaking areas of Karwar to make Greater Goa. Saying that Goa has got a unique identity, culture and a unique place on the map of India, Faleiro said “for historic reasons, Konkani loving people migrated to Karwar, Mangalore, and many parts of the world. That does not mean that all these areas should be merged with Goa”. Asserting that he does not subscribe with the idea of Greater Goa, Faleiro said that he doesn’t want the ghost of the merger to come through the back door in Goa and spoil the peace and tranquility of Goans.

These States enjoy 90 per cent grants and only 10 per cent loan. In the case of Goa, we receive 80 per cent loan and only 10 per cent grants”. Replying to a question, Faleiro said that the people, who were demanding merger of Goa into Maharashtra, ought to have asked for special category status, adding that it is still not too late to ask for Central benefits for the State.
BJP names Santosh for Valpoi by-poll HERALD REPORTER PANJIM, SEP 26
Santosh Haldankar, an entrepreneur and brother of former BJP MLA, Narahari Haldankar will take on Congress candidate Vishwajeet Rane in Valpoi byelection on BJP ticket. The BJP State President Laxmikant Parsekar announced the candidature of Haldankar at press conference on Sunday here in the presence of in-charge of Goa desk Bharti Mehra, Opposition Leader, Manohar Parrikar and BJP Spokesperson Govind Parvatkar. The Central Committee has also accorded its approval and Haldankar will file his nomination papers next week, said Parsekar. Taking pot-shots at Rane, the BJP President said, Haldankar is a resident of Valpoi and is available at all times. It must be recalled that the BJP has been critical of Rane’s unavailability in his constituency allegedly due to his frequent foreign trips. In response to a question whether BJP would highlight about Rane securing government jobs only to his constituents, Parrikar said, there are more than three thousand unemployed youth in Valpoi. Jobs are given to only 300-350 in government hospitals as Class D workers and mostly as patient attendants, which they are now finding difficult to cope with. He further said most of the projects taken up in Valpoi constituency on the initiative of Rane are yet to be completed. The BJP may put up a brave front against Rane, this time, as it has lost much ground since its loss to Rane in the 2007 polls. Rane contested and won the Valpoi seat as an independent candidate after he was denied ticket by the Congress.
A report titled “Goa drug king hides in Rishon - Letzion” has claimed that the 36-year-old drug dealer is back in his town after escaping from arrest. The report says that Atala is now hiding in Rishon Letzion in Israel. as he was sentenced by the court in India and since then his trails were lost, the Ynet.com says. The tattooed-arm man jumped bail in July after Narcotics and Drugs Psychotropic Substances (NDPS) Court at Mapusa granted him bail on June 21. However, no Goa Police officials were available to confirm the development. The Central Pollution Control Board (CPCB) has adjudged Goa as the State which was second in the country in taking steps to curb air pollution under the Nat i o n a l A m b i e n t A i r Monitoring Programme (NAAMP). Mizoram was named the best State in fighting air pollution, while Kerala and Pondicherry followed Goa. These grades were given after examining and investigating the tasks carried out by the States for the cause of a clean environment. For the year 2010-11, the Planning Commission has announced incentives of Rs 1,849.84 crore for States that are environmentally aware.
