An all out political war broke out today with the Public Accounts Committee (PAC) coming down heavily on the PMO, Cabinet Secretariat and faulting the Prime Minister in the 2G scam while the Congress and DMK hit back demanding Chairman Murli Manohar Joshi’s resignation. Riled by critical comments against Prime Minister Manmohan Singh, the ruling coalition accused Joshi, a veteran BJP leader, of having “malafide intentions” to destabilise the Government after he circulated a draft report of the Committee which criticised the PMO and Cabinet Secretariat for not tak-

ing “corrective action”. The report will be discussed tomorrow at meeting of the PAC which is likely to be stormy. With the strength of the two sides delicately balanced in the 21-member committee, the role of SP and BSP, which have a member each on the PAC, will be important. The PAC has seven representatives from the Congress, four from BJP, two each from AIADMK and DMK, and one each from Shiv Sena, BJD, JD(U), SP, BSP and CPI(M). Joshi is keen on pushing the report before the term of the current Committee ends on Saturday. But the ruling coalition members are expected to stall

the report by seeking further discussion and calling more witnesses, including former Telecom Minister A Raja in a bid to prolong the process. They may insist on a vote on the issue in tomorrow’s meeting. An indication was available when Congress member K S Rao said the ruling coalition has a majority in the PAC and “you will see it tomorrow”. The report did not spare even Singh for “some unfortunate omissions” that led to the 2G spectrum allocation scam being dubbed by the Opposition as the biggest scandal in independent India. Court cracks whip on striking pilots PTI NEW DELHI, APRIL 27

Striking Air India pilots were today directed by Delhi High Court to return to work forthwith, as the management quickly terminated the services of six of their leaders and derecognised their union while Government said the airline cannot be held at “gunpoint.” At least 40 Air India flights were cancelled till late tonight on the first day of the strike by its pilots causing enormous hardship to thousands of travellers. Notwithstanding the Court order directing the agitating pilots to resume duties forthwith, leaders of the Indian Commercial Pilots Association (ICPA) made up of 800 pilots of the erstwhile Indian Airlines and spearheading the stir said “we

are continuing with our agitation as of now”. The leaders, who are demanding a pay hike and better working conditions, said tonight they were in consultations with their legal team following the court order. There were indications that t h e I C PA c o u l d m o v e t h e Supreme Court tomorrow, but the ICPA leaders said “we will take a decision after our legal consultations are complete”. They were expecting to get final legal opinion by tomorrow morning. In what could be bad news for legislators and parents lobbying to include English as medium of instruction, the Law Department which vetted the Right to Education (RTE) rules has retained Konkani and Marathi as the medium to be taught in schools. Sources from Directorate of Education confirmed this development. “We cannot change the sys-

tem. As decided, the Government will retain the existing system of primary education in mother tongue and upper primary education — Std V to VIII — in English”, an official said. In the recently concluded Budget session of the Legislative Assembly, Education Minister Babush Monserrate had said that primary education in Goa will continue to be in the mother tongue. “Presently, elementary edu-

cation in the State is different from the rest of India, and is going on for the last 50 years”, Monserrate had told the State legislative Assembly. The Government of late is under immense pressure from different sections of society over the medium of instruction. The Government was also put on the backfoot after some of its own legislators were found lobbying for English. Thousands of parents had also supported

the issue. Protests were also held by Bhartiya Janata Party and Bhartiya Bhasha Suraksha Manch, headed by former chief minister Shashikala Kakodkar, who unanimously demanded use of mother tongue at primary level. Former tourism minister, Mickky Pacheco on Wednesday found himself in the dock after a court of Judicial Magistrate First Class, Margao convicted and sentenced him to one year simple imprisonment in the Jr Engineer Kapil Natekar assault case. JMFC, Margao Devidas Ke r ka r f u r t h e r d i re c t e d Pacheco to pay a fine of Rs 5000 or in default to undergo

one month’s simple imprisonment. If the fine amount was paid, the court ordered that it should be forfeited in the name of Government. The court, however, suspended the sentence for a month to allow the Benaulim MLA to file an appeal in the higher court. While the Court held Pacheco guilty under Section 353 of the IPC, he was acquitted of the charges of wrongful confinement and threats.

Judge Kerkar said the prosecution has proved that on July 15, 2006 at about 10.55 am in the office of the Minister for Agriculture and Animal Husbandry, Pacheco slapped on the face of the complainant Kapil Natekar whilst he was performing his lawful duty, thereby causing hurt to him and committing an offence punishable under Section 353 of the IPC. Sanquelim Municipal Council has asked North Goa Collector to rename Sanquelim town to Sakhali. In a letter dated April 14, SMC Chairman Anand Naik has asked the North Goa Collector to rename Sanquelim to Sakhali. “It was a unanimous decision taken by us during the municipal meeting to rectify the name of the city as the word ‘Sanquelim’ is a Portuguese word”, said Naik. “Five villages of Harvalem, Gauthan, Parye, Karapur and Virdi form a Sakhali (chain) and we feel that it is the right word for the city”, added Naik.

Rejecting a plea by his lawyer Adv Srikant Nayak to take a lenient view and to release Pacheco on admonition, Judge Devidas Kerkar said that nobody is above the law and nobody can use his political power to commit illegal acts. Judge Kerkar said the court cannot take into consideration the submission made by the defense that Pacheco has been convicted for the first time, saying the offense committed by the accused under Section

353 of the IPC is a serious offense. “Maximum punishment shall be awarded to the accused in order to deter him not to commit such type of offense in future. Nobody is above the law and everybody has to obey the law and nobody can use his political power to commit illegal a c t s ” , J u d g e Ke r ka r o b served. In his submission on the point of sentence, Pacheco’s lawyer, Adv Nayak submitted that the accused has not been

convicted at any point of time. “Accused was a minister so also political leader in the state of Goa and he got respect from the public”, Adv Nayak said, while praying that the court take a lenient view at the time of granting sentence. On the other hand, Assistant Public Prosecutor, submitted that maximum punishment be awarded to the accused as per the provision of law so that he will not commit such type of offences in future.
