Arrested ethnic Indians released Most of the activists of a banned outfit of ethnic Indians, who were arrested for taking out an “illegal” rally against the introduction of a controversial book in school curriculum in Malaysia, were released by the authorities. Police had arrested 109 protesters, believed to be members of the Hindu Rights Party (HRP) for protesting against introduction of the Malay language novel ‘Interlok’ in the senior school curriculum. – PTI

Three persons died on the spot Saturday night while two others succumbed to injuries at a hospital Sunday morning, they said. Finance Minister Pranab Mukherjee is likely to give tax concessions to the salaried class and offer incentives to farmers in his Budget 2011-12 tomorrow to give relief from high prices and keeping an eye on elections in five states. It is widely expected that the Budget will raise the income tax exemption limit to Rs 1.80 lakh from the current Rs 1.60 lakh per annum. The Finance Ministry is already committed to raising the exemption limit to Rs 2 lakh per annum in the Direct Taxes Code (DTC) which is to be implemented from April 2012. Mukherjee may also consider raising the limit for investment in tax-free infrastructure bonds to give a boost to the fundstarved sector. Investments up to Rs 20,000 in infrastructure bonds enjoy tax exemption now. Experts said with fiscal deficit projected to come down sharply to 4.8 per cent, the Finance Minister would have some leeway to provide these tax concessions. The Economic Survey 201011 presented in Parliament projected fiscal deficit at 4.8 per cent, down from the budget estimate of 5.5 per cent for the current fiscal. With five states — Assam, Tamil Nadu, Puducherry, Kerala and West Bengal — heading for polls, it is unlikely that Mukherjee would completely
roll back the stimulus and come out with harsh measures to increase government revenues and bring down fiscal deficit, experts said. Mukherjee’s third consecutive budget is also expected to increase the credit flow to the farm sector. On tax rationalisation, Mukherjee had said, “The sustained growth has been possible due to rationalisation of tax structure, improvement in tax administration and persistent efforts of the employees of Income Tax department.” Inflation has remained above the comfort level for most part of the current fiscal and will be another focus area for Mukherjee. The overall inflation at 8.23 per cent is higher than the comfort level of the Reserve Bank at 5-6 per cent. Food inflation had also touched at a high of 18.23 per cent in December, but moderated to 11.49 per cent in mid-February. Industry fears that Mukherjee may roll back some of the stimulus to fight inflation. Moreover, the Survey had also projected the economy is recovering fast and is expected to return to the pre-crisis growth rate of 9 per cent in 2011-12. Stimulus package provided by the government at the time financial meltdown helped India grew by 6.8 per cent in 200809, and by 8 per cent in 2009-10. The economy grew by 8.9 per cent in the first half of 2010-11.

The question paper of an allIndia examination for the post of assistant administrative officer of LIC was on Sunday leaked in the national capital and Hyderabad ahead of the test following which police arrested 11 people including a high school teacher of Uttar Pradesh and four job aspirants. Four candidates allegedly bought the question papers for the test for LIC’s office cadre post from Pawan Kumar, a 33-year-old Geography graduate from Delhi University and Arjun (25). Terming the incident as unfortunate, Anju Banerjee, Chairman and Managing Director of Educational Consultants India Limited (EDCIL), which is conducting the exams for LIC, told PTI they will decide on whether to cancel the tests after police investigations are over. The incident came to light after Delhi Police’s crime branch got hold of the copies of two sets of question papers for both morning and afternoon sessions last evening and arrested Kumar from Naraina where a raid was conducted. Later, Arjun and four candidates were also arrested and a case of cheating was registered. In Hyderabad, sleuths of Commissioner’s Task Force (West
Zone) nabbed five persons in the early hours after raiding a house in Gandhi Nagar in the city and seized question papers, six mobile phones and Rs 6,000 cash from their possession. Task Force Deputy Commissioner of Police V B Kamalasan Reddy said the arrested were Yogeshwar Kumar Rao alias Yogiraj, a high school teacher from Ghazipur, Palvai Ashok Kumar, B Anna Rao, Perla Srinivas and Gudla Srinivas (all agents from Andhra Pradesh), were charging Rs 7 lakh from each candidate for providing the leaked question paper. Prime accused Yogiraj got the question paper from his childhood friend Lal Bahadur, a resident of Lucknow on February 23 and Bahadur got it from his relative Dindayal, a native of Noida who is working in a printing press, he said. The test is being conducted in two sessions in 160 centres across the country and 1.65 lakh candidates are appearing for the test. In Delhi, there are 16 centres. “The question papers have been leaked. We got the copies of the question papers and when we tallied these copies with the original question paper, they were found to be the same,” Ashok Chand, Deputy Commissioner of Police (Crime), told reporters in Delhi.

Launching a major evacuation drive, India has brought back over 530 of its nationals from strife-torn Libya by two special Air India planes, even as 88 others crossed over by road to Tunisia from the North African nation facing large-scale protests against the Gaddafi regime. While the first flight evacuated 291 Indians from Libya and brought them back here late Saturday night, another Air India plane carrying over 235 people landed at the Terminal 2 of the Indira Gandhi International Airport here in the wee hours. The two flights had left Libya yesterday after the authorities there allowed landing of two flights from India per day till March 10. Minister of State for External Affairs E Ahamed and Foreign Secretary Nirupama Rao received last night the first batch of passengers who were helped by Resident Commissioners of 10 states, including Kerala, Uttar Pradesh, Tamil Nadu and officials of External Affairs and Overseas Indian Affairs Ministries. The chargesheet in the infamous Hitler Fernandes jailbreak has revealed that a jail guard had inspected the cell from where three criminals escaped few hours before the incident but he missed to locate a huge manhole in it. On August 4, 2010, a gang of three prisoners Hitler Rosario, double convict, Seby Ferrao and Abhijit Babasaheb, both undertrials escaped from Sada Sub Jail’s Cell number 13 by drilling a hole in the toilet. The chargesheet filed against five prison officials clearly mentions how jail guards were reportedly lax in patrolling the jail from within, which is housing State’s few of the most dreaded undertrials. Highly placed sources stated that the chargesheet was submitted to the Inspector General of Prisons (IGP) Mihir Vardhan recently following which departmental inquiry against the five jail

Barely a day after one juvenile escaped from ‘Apna Ghar’ at Merces, another two inmates fled from the protective home on Saturday night. According to Old Goa Police, one of the juveniles, who had escaped on Saturday night, was nabbed at Canacona by Canacona Police on Sunday evening. The juvenile was later brought to Apna Ghar from Margao police station. Police informed that the incident took place between 8.45 pm and 9.45 pm on Saturday when the two juveniles aged 17 (Continued on page 10)
