KTCL to buy 20 buses this Chaturthi HERALD REPORTER PANJIM, JULY 27

It will be Ganesh Chaturthi bonanza for the commuters as Kadamba Transport Corporation Limited (KTCL) will procure 20 additional buses from Rs 3.75 crore approved by State Government. KTCL Chairman Dipak Dhavlikar said that the process has started to take over this lot of buses, which was pending in the depot. “The State finance department has approved Rs 3.75 crores for procuring these buses. The amount is likely to be sanctioned in the next ten days,” Dhavlikar told Herald. K TCL had obtained 20 Kadamba buses under Jawaharlal Nehru National Urban Renewal Mission (JNNURM), this year. But as the Centre refused to pay the said amount, the buses were lying idle at the private depots. “We will make sure that all these buses run along the State routes before Chaturthi,” he said. Under JNNURM, the KTCL had rejuvenated its fleet with the induction of 30 buses, which started plying along the State routes last year. These new ones are low floor buses with additional 10 seats (31-seater) and will provide shuttle services to the travellers. The low floor buses will facilitate the aged people and partially disabled to board them without any hassles. These buses will have special seating arrangements for students.

Quotas for municipal elections HERALD REPORTER PANJIM, JULY 27

The Government has decided to reserve 19.5%, 12% and 2% reservation for candidates from Other Backward Classes (OBC), Scheduled Tribes (ST) and Scheduled Caste (SC) communities, respectively, in the forthcoming municipal elections. Replying to a calling attention motion moved by Aldona MLA Dayanand Narvekar, Urban Development Minister Joaquim Alemao assured the Goa Legislative Assembly on these reservation figures. “The absence of authenticated figures of these communities, the Government had decided to give “appropriate” reservation to them. Notification to this effect will be issued at an appropriate time,” he stated. Narvekar, who expressed happiness at the decision, was highly critical of the Goa State Commission for Backward Classes for its failure to carry out survey of these communities as directed by the High Court in 2007. “The Commission, which is sitting on the survey for the last three years, doesn’t deserve to exist,” he derided and added, “It has committed contempt of court.” Reacting to one of the questions raised by Canacona MLA Vijay Pai Khot, the Chief Minister Digambar Kamat said the backward communities will not be deprived of due representation in the absence of any authenticated figures. “The data used for reservation in employment will be used till we get the actual census figures in 2011,” he mentioned. In between noisy scenes were witnessed in the House over the issue prompting the Speaker to

In an interesting development, the five Sanatan Sadhaks charged by the National Investigating Agency (NIA) in the Margao bomb blast case have prayed to the South Goa Sessions Court that they be housed in a single cell in the judicial lock-up fearing physical assault by anti-social elements. The five accused – Vinay Talekar, Vinayak Patil, Dhananjay Asthekar, Dilip Mangaonkar and Prashant Asthekar – also prayed to the South Goa Sessions Judge U V Bakre to conduct the trial in the Margao bomb blast case on a day-to-day basis. In their application field by their Mumbai-based legal counsel, Adv Sandip Punalyekar, the five accused submitted to the court that they have been

housed in different barracks since their remand to judicial custody. The accused maintained that they have apprehensions in their minds about a possible physical assault on them by anti-social elements following adverse publicity the case has been receiving from the media. House committee asks Law department to study case HERALD REPORTER PANJIM, JULY 27

A legislative panel has asked the State law department to study the possibility of bringing the office of the Archbishop Patriarch of Goa and Daman within the ambit of the RTI Act. The ad hoc committee on law, chaired by Bharatiya Janata Party (BJP) legislator Francis D’Souza, has asked the law department to reply within 15 days. However, the department in written reply to the panel said: “The Vatican is recognised as a sovereign nation and the pope is the head of that nation. In that sense it is not known how its institution could be compelled to make their records open to public.” The committee’s decision to recommend the State law de-

stand up and ask the standing members to take their seats and have a sensible discussion. MLA Pandurang Madkaikar alleged that the Opposition was opposed to the reservation. Opposition Leader Manohar Parrikar said BJP was not against reservation, but would like to point out in many places municipal ward numbers have been interchanged to keep out the backward community candidates out of the election process. The system of ward rotation for giving representation to backward classes needs to be streamlined, he mentioned. Intervening during the noisy scene, CM said this was a very sensitive issue and no one should make comments without giving due thought. Parrikar mentioned there was no surety of the 2011 Census because the Government of India had not taken any decision on it. Alemao reassured directions

A South Goa local was successfully treated for H1N1 influenza within few days, doctors at the Directorate of Health Services said. The 42-year-old person, hailing from Quepem earlier this month approached a private practitioner with cold flu symptoms. The doctor suspected swine flu and immediately referred him to DHS where his throat swab samples were taken for testing. Without causing any delay, the doctors began his treatment against the influenza. “We collected the swabs for testing and simultaneously began his treatment…At the same time counseled his relatives on do’s and don’ts…” DHS Director Dr Rajananda Desai said while speaking to Herald. National Investigating Agency (NIA) in the case, later told newsmen that the application is nonmaintainable. Faria said he would oppose the application on grounds that undertrials are governed by the jail norms, adding that the jail superintendent has to decide all such matters relating to under trials. Faria said the accused also moved an application before the court for a day-to-day trial of the case, admitting that the NIA Act mandates trial on day-today basis. Both the applications will come up for hearing before the court on August 5. Meanwhile, the Sessions Court is likely to frame charges against the accused at the next date of hearing. The Reserve Bank today raised its key interest rates by up to 0.5 per cent to check double digit inflation and predicted dearer interest regime, but banks said they would wait for now. Most banks, including market leader SBI and ICICI Bank, said though RBI steps had put pressure, they would not raise interest rates immediately. As a result, commercial, auto and home loan rates would not change soon, contrary to industry’s apprehensions. RBI in its quarterly review of the policy increased the shortterm lending rate (repo) by 0.25 per cent to 5.75 per cent and short-term borrowing rate (reverse repo) by 0.50 per cent to 4.50 per cent though it kept cash reserve ratio (CRR), the portion of funds that banks keep with central bank, and bank

The government has launched a project to set up radar sensors along the country’s coastlines for surveillance to avoid a Mumbai-like terror attack during which Pakistani terrorists took the sea route to enter the city. The Rs 350-crore project to set up the chain of radar sensors along the entire 7,517-km coastline, Andaman and Nicobar Islands and Lakshadweep is implemented by the Coast Guard. The radar sensors will be fitted on light houses at 46 locations, out of which 36 are in mainland, six in Lakshadweep Islands and four in Andaman and Nicobar Islands. Radar sensors use Frequency Modulated Continuous Wave

(FMCW) to reliably detect moving or stationary objects even in extreme weather conditions. “The government has been on continuing basis reviewing the security arrangements of our coastline in the light of emerging challenges, including from terrorists. The decision to set up a chain of radar sensors has been taken to strengthen the coastal security,” an official said. As part of the overall coastal security, the Navy has been designated as the authority responsible for overall maritime security which includes coastal security and offshore security. The Indian Coast Guard is additionally designated as the authority responsible for coastal security in territorial waters, including areas patrolled by State Coastal Police.

3 paintings of naked deities kick up row HERALD REPORTER PANJIM, JULY 27

Three paintings showing two naked Hindu deities making merry with nude women were withdrawn from an exhibition at Xavier Research Institute at Porvorim. Hindu Janjagruti Samiti (HJS) held a protest, which forced the institution to withdraw the paintings depicting naked Lord Krishna and Lord Shiva reveling with unclothed women. Inspector Devendra Gad informed that the exhibition was withdrawn completely following a protest by the Hindu-right wing members. HJS spokesperson Nilkanth Chodankar filed a complaint with the Porvorim Police Station demanding withdrawal of paintings and action against the painter – Dr Jose Pereira. “We reached the exhibition

RBI had earlier on July 2 hiked repo and reverse repo rates by 25 basis points and today’s hike was the fifth since January to combat inflation which is in double digits for the fifth month now. Finance Minister Pranab Mukherjee hoped that steps taken by the RBI will check inflation without hurting growth. RBI Governor D Subbarao, however, said, “We expect credit to be dearer...As credit demand picks up, we expect lending and deposit rates to go up.” “No immediate impact on the interest rate. Chodankar meanwhile has also written to the Chief Minister Digambar Kamat, Home Minister Ravi Naik and Director General of Police Bhim Sain Bassi about the paintings. One may recollect, HJS had also launched protests against the painter M F Hussain and artist Subodh Kerkar, as these artists too depicted Hindu deities in various forms. Kerkar’s installations showing Lord Ganesh in controversial positions invited anguish from Hindu groups, last year. He also faced apparent threats and police complaint under Section 149 of IPC which deals with hurting religious sentiments.

Abel in her formal communication to the legislative committee also said the office of the Archbishop over the years had failed to formally convey to the Pope about Goa’s liberation from the Portuguese regime in 1961, which has resulted in a rather piquant situation. “The Archbishop Patriarch of Goa and Daman was bound to repeal the Portuguese constitution, laws, customs, culture and traditions and report to His Holiness the Pope to come under the Constitution of India, Indian laws, customs, culture and traditions for the survival of the Catholic Church in Goa,” Abel said.
