India signs CSC; US says will benefit In a significant step which will enable it to engage in international nuclear commerce, India signed the Convention on Supplementary Compensation (CSC), which sets parameters on a nuclear operator’s financial liability, at the IAEA in Vienna. Vasco Police has registered an offence against Revenue Minister Jose Philip D’Souza, former Mormugao Municipal Council (MMC) chairperson Kritesh Gaonkar and 86 others on charges of manhandling former tourism minister Mickky Pacheco on Tuesday night. Police also registered a noncognizable offence against Pacheco on charges of distributing money to candidates in Vasco. The Goa Fishing Boat Owners Association President Simon Pereira, Edwin Carvalho, Mariano Fernandes and Digo Pereira have alleged that D’Souza along with his supporters barged into the hotel and assaulted Pacheco and damaged hotel property. An Australian woman has complained of molestation against a Kerala masseur at Pernem police station today. According to reliable police sources, the 29-year-old tourist alleged that Babu (full name not known) molested her on pretext of massaging her body, on October 19. “The incident occurred at Ashvem where she had rented out a room. She had called him in the room to massage her body and he instead molested her”, said a source. “The victim had come down to Goa from Kerala and hence she knew the alleged accused before the incident…It was, however, shocking to her after what he did”, the source added. Enthused by success in clamping ban on smoking in public and prohibiting cigarette advertisements and hoardings, the Health Ministry is contemplating blanket ban on tobacco chewing and use of the smokeless tobacco in any form. The move has been initiated following the Global Adult Tobacco Survey (GATS) India report pointing out that users of the smokeless tobacco in India were almost double the number of the smokers. The report said 26 per cent of the Indian adults consumed tobacco in the smokeless form as against on 14 per cent smoking it. The ministry plans to hold a national consultation to get views of all stakeholders, including health experts, civil society, judiciary, State Governments

The Centre has asked the Goa Government to consider setting up a gas-based power plant in the State, media reports said here today. “We have suggested gas-based electricity generation in Goa”, the Business Standard quoted Union Power Minister Sushilkumar Shinde as saying at the Economic Editors’ Conference. Goa being a tourist destination, the power project had to be environment-friendly, he said.

A day after the Union Minister for Road Transport and Highways threatened to withdraw the national highway project from the State, Chief Minister Digambar Kamat termed it as only to exert pressure on the State to buck up. The chief minister said that in the next two three days his Government will send a letter to the minister on the exact alterations required in the alignment. The union minister, who was in Goa to felicitate former Union minister Eduardo Faleiro yesterday, had threatened to withdraw the projects if the State delayed

the land acquisition. “We can’t keep funds blocked due to the delay”, the minister had said yesterday. The minister, in a letter to the State, had also set a deadline of October 31. “The letter was just to exert pressure on the State to buck up. In these situations you have to take decisions fast”, Kamat said. Faced with oppositions from various quarters the State recently appointed a committee comprising of NHAI officials, PWD engineers, Land Survey officials and the local legislators, which looked into re-alignment and save maximum structures it can. The committee submitted its report to the Government which, too, faced opposition.

The ministry decided to crack the whip also because of a new phenomenon of the major cigarette companies entering into production of the tobacco-related products that have less or no excise duty and huge profit margins. Its officials admit that any ban on the smokeless tobacco would be a tough task because of their experience of how strong lobbying these firms did to oppose ban on smoking in the public places. Incidentally, Chandigarh is the only city in the country declared as “no smoking zone” with a total ban on sale of cigarettes and bidis and hefty fines on anyone caught smoking.

Minister Alexio Sequeira said that the statement was the outcome of persistent demand from his ministry. “I have not come across the statement as I speak but if the minister has made the statement it has to be the outcome of our demands”, Sequeira told Herald. “I had demanded two gasbased power generation plants for Goa from the minister and since then I had not heard from him. Maybe this is the outcome of our demand”, he said.
