Eleven MPs, including one each from SP and BSP, of the 21-member PAC today “rejected” the draft report on 2-G scam that indicted former Telecom Minister A Raja and made critical comments on the Prime Minister and the then Finance Minister P Chidambaram. In unprecedented scenes at a stormy meeting of the committee, the ruling coalition MPs (7 Congress, 2 DMK), aided by SP and BSP, “elected” Congress member Saifuddin Soz as chairman put the resolution for rejection of the report to vote. The ‘election’ took place once Joshi had left the meeting after Soz moved a resolution seeking a vote on the adoption of the draft report. In the “vote” that took place after the nine members belonging to Opposition parties (BJP, JD(U), BJD and AIDMK) had left, 11 members rejected the report, Soz claimed. “I will now present the whole proceedings to the Speaker for her decision”, he told reporters. Soz said in a democracy when situations are created then such things (election) happen. A Congress MP V Arun Kumar said the election of Soz was for this meeting, which was the second session of the proceedings convened by Joshi to discuss the draft report. In more drama, Soz later went to Joshi’s office and handed over the “resolution” rejecting the report to his staff. He said he would apprise the Speaker of the developments in the meeting. Joshi himself told reporters after adjourning the meeting that the ruling side members said that the draft report was “outsourced”. “I wanted to say something but they did not allow me. So I
adjourned the meeting,” he said. However, Congress members claimed that Joshi was not prepared to listen to them and “ran away”. Another Opposition MP said the Congress MPs demanded that Joshi resign and did not allow him to conduct the meeting. In the first session, after three hours of deliberations, Joshi

During the morning session, the 11 MPs gave in writing rejecting the report and demanding a vote. They spoke against t h e d r a f t re p o r t a l l e g i n g malafide intentions behind it. BJP MP Yashwant Sinha defended Joshi. Soz’ resolution read, “I move that the draft report on recent developments in the allocation of 2-G and 3-G Spectrum circulated by chairman be rejected.” He moved it the moment the post-lunch session started. In case of lack of consensus in Committee meetings, rules of procedure and conduct of business in Lok Sabha provide that all questions at any sittings of the Committee shall be determined by a majority of votes of the members present and voting.
Over 200 dead in US storms PTI WASHINGTON, APRIL 28
At least 202 people were killed when dozens of deadly tornadoes, triggered by the storms of near-epic proportions wiped out entire towns across six southern American states, officials said today. The vast majority of fatalities occurred in Alabama, where as many as 149 people perished, although Governor Robert Bentley said there were 131 confirmed deaths. A breakdown provided by Bentley’s office showed that violent weather claimed lives in 16 Alabama counties. Thirty people perished in DeKalb County in northeastern Alabama; the death toll in the hard-hit city of Tuscaloosa, in west-central Alabama, was at 36 as of Thursday morning, said Mayor Walter Maddox. Mississippi emergency management officials also added 14 previously unreported fatalities to the count, increasing the death toll in that state to 32, officials said. At least one person died in both Arkansas and Tennessee and 11 died in Georgia. Virginia Governor Bob McDonnell said eight people were dead in his state. Dave Imy, a meteorologist with the National Weather Service’s Storm Prediction Centre said the number of deaths was the most in a tornado outbreak since 1974, when 315 people died. Entire ne i g h b o u r h o o d s were leveled and hundreds of thousands of people were w i t h o u t p o w e r, C N N r e ported. FORCE sounds ‘war’ bugle over English; sets May 7 deadline Anti-English group dares Govt
HERALD REPORTER MARGAO, APRIL 28
On a day when tension rent the air outside Chief Minister, Digambar Kamat’s residence culminating in the arrest of 30 protestors, the Forum for Rights of Children’s Education (FORCE) on Thursday warned the Government of a mass agitation, including Goa bandh after May 7 on its two-point demand – either include English as the medium of instruction or shut down the 158 English primary schools in the State. FORCE Secretary Savio Lopes was amongst the protestors put under preventive detention by the Margao police as agitated parents marched to the CM’s residence this morning seeking to know the Government’s stand on their just and genuine demand. Tension rent the air as a strong posse of policemen blocked the protestors from heading to the Chief Minister’s residence. The agitated parents

The Bharatiya Bhasha Suraksha Mandal on Monday warned to bring the State to a standstill by blocking the National Highway at Patradevi, Polem and Mollem if the Government dares to change the existing policy on the medium of instruction. This was resolved at a district-level meeting of representatives of school managements, PTA and heads of institutes at the Mahila Nutan School here on Thursday evening. Taking cognizance of the road blocked by the pro-English supporters in the city here earlier in the day, Mandal speakers warned that they will not block roads in Margao, but has

t’s a sham played out in the corridors of power and on the streets. All of Goa’s ministers who pretended that they stood for the medium of choice and by extension supported the genuine demand of parents to have English ALSO as a medium of instruction at the primary level, have gone down under.
The Digambar Kamat Government, far from understanding that issue is as simple as including English as one of the mediums of instruction without affecting Konkani and Marathi, is running scared of even facing the issue. Inspite of the Education Minister telling the Chief Minister that it is pragmatic to consider the demand because
nothing is being taken away from the any of the “mother” languages Konkani and Marathi, Mr Kamat fears a loss of Hindu votes, if the demand is conceded. Mr Kamat, should stop insulting not just Hindus but the intelligence of parents all over Goa who clearly do not link language with religion. Which par-
