IN BRIEF Monsoon in Kerala by May-end The south-west monsoon is expected to bring rains in Kerala by Monday and it is likely to advance to coastal Karnataka and parts of Tamil Nadu in the first week of June. In its forecast, the Indian Meteorological Department said the onset of the monsoon over Kerala would occur around May 31. IMD had on May 14 said the monsoon would hit Kerala by May 30 with a model error of plus or minus 4 days. – (PTI)

At least 76 passengers of a Mumbai-bound express train were killed when Maoists derailed it in the wee hours of today with five of the 13 coaches that jumped the tracks also being hit by an oncoming goods train. Two hundred passengers were also injured in the derailment of the Howrah-Kurla Lokmanya Tilak Gyaneshwari Super Deluxe Express in West Midnapore district, about 150 kms from Kolkata at around 1:30 am, when the train was running between Khemasoli and Sardiya stations, South Eastern Railway officials said. Seventy-six passengers were killed and 200 injured in the derailment of the Gyaneswari Exp re s s , We s t B e n g a l C h i e f Secretary Ardhendu Sen said. Several passengers are feared trapped in the worst smashed S-5 compartment of the train which bore the brunt when the speeding goods train ploughed through the derailed coaches. In one of the deadliest coordinated attacks, two groups of terrorists targeted mosques at heavily-congested Garhi Shahu and the posh Model Town area at around 1.45 pm local time when worshippers were about to start the prayers. Cuncolim girl’s murder: 3 arrested

The Cuncolim police arrested three persons, believed to be associates of the main killer, who had shot dead the 22-year old girl from Cuncolim earlier this month. The police said though the main accused — believed to be from Hyderabad — is still at large, they had managed to nab his associates who actively participated in the cold-blooded murder. Cuncolim Police station incharge, PI Nelson Albuquerque said the trio has been remanded to police custody for further investigations. The police, however, expressed hope of nabbing the fourth accused late evening. He said it was a love turned sour story that was behind the gruesome murder of the 22year old girl, who was shot dead point blank at her house earlier this month. Police action didn’t deter the agitated teachers of Discriminated Teachers Forum to continue their hunger strike on Friday in an attempt to call the attention of the authorities concerned to take note of their grievances. Around 84 teachers aged over 60 were detained today morning at the Panjim Church Square, here, from where they were to take the road to the Chief Minister’s official residence to start the hunger strike. A journalist of a Lahore-based TV channel was wounded while covering the assault at Garhi Shahu and later succumbed to his injuries. Witnesses said eight to 10 terrorists were involved in the two attacks. Three attackers at Garhi Shahu blew themselves up by detonating their suicide vests, Bhutta said. The Environment and Forest Ministry on Friday clarified that only accredited consultants under the Environment Impact Assessment notification of 2006 will be entertained for seeking the CRZ (Coastal Regulation Zone) clearances after June 30. It justified accreditation for appraisal of the CRZ proposals, pointing out that CRZ clearance also involves appraisal of environment impacts and their mitigations by the Expert Appraisal Committee (EAC). Parties can appear before the committee through the accredited consultants, it said. The ministry also made it clear that it will not extend the last date of June 30 fixed for accreditation of the consultants through whom the parties can approach the ministry and its various committees for environmental clearances.
The ministry has engaged the Quality Council of India and the National Accreditation Board of Education and Training (QCINABET) to help it to select the consultants. All those seeking clearance of their projects will have to present their cases only through these consultants after June 30. An office memorandum of the ministry said the project proponents can appear before the Expert Appraisal Committee and make submissions and presentations without a consultant, but only accredited consultants will be entertained by the committee after June 30, the last date for getting registered. It may be recalled that the Government of Goa had recently requested the ministry of environment and forests to bring about a Goa-specific amendment to the CRZ notification to save houses of traditional inhabitants.

Additional Sessions Judge Sunita Gupta ordered framing of charges against Kumar besides Balwan and Krishan Khokhar, M Yadav, Captain Bhagmal and Girdhari Lal.
