Chinese man massacres eight Barely hours after a Chinese doctor was executed for massacring eight primary school students, a knife wielding man broke into another school in southern China stabbing 18 students and a teacher. Among the 22 allegations of irregularities over creation of infrastructural facilities for hosting International Film Festival of India (IFFI) in Goa in 2004, the Central Bureau of Investigation (CBI) is investigating, includes the construction of multiplex in the old GMC complex at Campal. Denials notwithstanding, Comptroller and Auditor General (CAG) of India had found several flaws in the construction of multiplex for International Film Festival of India (IFFI) 2004. As reported earlier, Goa State Infrastructure Development Corporation (GSIDC) was appointed as the nodal agency for development of the facilities required for hosting IFFI. CAG went into all the aspects including tendering, evaluation,
etc. In February 2004, GSIDC, in a bid to get the infrastructure ready in time, invited Expression Of Interest (EOI) from leaders in the multiplex industry for development of entertainment facilities comprising construction of a multiplex with minimum of three screens and total capacity of about 1250 seats along with other supporting amenities required for the profitable operations of the proposed facility. GSIDC received five applications of which only one application — that of PVR Cinema — satisfied the minimum eligibility criteria of experience and turnover, CAG said in its audit report. Analysing the documents, it found that GSIDC relaxed the eligibility requirements and with this two more applications

Separate technical and financial bids not invited as a result, the bid values varied. REJECTION: The Adlabs bid was rejected based on the recommendation of the lead consultant. But the rejection of their offer, which otherwise conformed to the notified requirements and which was lower by Rs 4.74 crore was not justified. MODIFICATIONS: GSIDC failed to avail the benefit of Rs 3.11 crore arising due to reductions in screen and scope of work. BONUS: Agreeing to pay Rs 60 lakh bonus for completion of the project on the stipulated date of completion lacked justification and was an undue favour to the contractor.

Top party job awaits Parrikar HERALD REPORTER PANJIM, APRIL 28
Opposition leader Manohar Parrikar is likely to be inducted in Team Gadkari on Good Governance in a bid to help the BJP grow in strength across the country. The announcement to this effect will be made in New Delhi in a day or two, sources said. According to information reaching here, the party high command has called Parrikar to the national capital for deciding on the nitty-gritty of the new position they are offering to Goa’s former chief minister. It may be recalled that Parrikar was prominently in the list of a few candidates tipped for the top post. However, he declined the offer to succeed L K Advani. Later, Parrikar was involved in a controversy over a TV interview wherein he allegedly described L K Advani as “rancid pickle”. Parrikar didn’t want to be out of Goa for long and that was the reason he had opted himself out of any major post then. However, considering his experience as chief minister of Goa for nearly five years when several new schemes were launched, Parrikar is likely to head Good Governance programme for the national BJP. That the new position, sources said, will not require Parrikar to stay put in Delhi. He may have to fly on and off as and when required, sources added.

Cops recover five more stolen cars HERALD REPORTER PANJIM, APRIL 28
The Panjim police today recovered five more cars in the car theft case in which two persons were arrested this weekend. Panjim PI Sandesh Chodankar told Herald that the police recovered five more cars based on information from the two arrested persons Santosh Gaonkar and Govind Lamani. “Three cars were recovered based on the information given by the accused while two other cars one Scorpio and WagonR were found abandoned at Patto a n d U s g a o re s p e c t i v e l y, ” Chodankar said. The PI said they are on a lookout for another Innova, which has been missing. Further, Chodankar said, the remand of the accused has been extended by another four days even as the extensive search is on to nab the other two culprits
Mukund Gondhale from Maharashtra and Robin Tiotio from Goa. Krishna Gadekar from St Inez had complained on April 2, that his Innova car has been stolen. One Mukund Gondhale had taken it on rent. In the same way Sheikh Hassan and Vicky Naik also from Panjim had lodged a complaint that their Wagon R cars are also missing after they gave it on rent. Panjim PI Chodankar following these complaints located Innova belonging to Gadekar at Colva. On inquiry, the police found out that registration number of the Innova was changed and RC book was also forged. “Earlier the accused were charged under 406 and 420 of IPC but we have added some more sections 468, 471 and 120B of IPC now,” he said. Origin of Delhi radioactive waste traced PTI NEW DELHI, APRIL 28
The origin of radioactive Cobalt60 found in west Delhi’s Mayapuri, which led to the death of one person, has been traced to Delhi University’s Chemistry Department where it was lying unused since the last 25 years. The Cobalt-60 was in a “Gamma Irradiator”, which was bought in 1968 from Canada and was not in use since 1985, police said today adding it was bought by scrap dealers in Mayapuri through an auction in February this year. “We have traced the radioactive material to Delhi University’s Chemistry Department. One of the equipment was Gamma Irradiator,” Joint Commissioner of Police said. The scrap dealers dismantled the equipment and in the process, the lead covering on it was pealed off leading to radiation exposure, Kashyap said.
Charter tourism drops by 25%

Call it an impact of global meltdown or the rising number of crimes against foreigners, the State has seen a drop of 25 per cent in the charter tourist arrivals in last two years. The state receives nearly two lakh charter tourists every year but in the last two years the number has gone down to below 1.5 lakh tourist. In 2005-06, 719 charter flights landed in the State bringing in 1.80 lakh tourists, however, the next year saw about 10 per cent drop as 720 charter flights brought in only 1.69 lakh tourists. In 2007-08 the state got 758 flights bringing in 1.85 lakh tourists, which was the highest the state received in last five years. Incidentally, 2008 was also

Tourism department says the drop in charter tourism has not affected the State as the number of foreign tourist arrivals by schedule flights has increased. “I agree there is substantial drop in charter tourists arrival but we have to also see that there is equivalent increase in foreign tourist arrival,” Tourism Director Swapnil Naik told Herald when contacted. Naik said that more and more foreigners now prefer to come by schedule flights rather than the charter flights. “The year 2005-06 and 200708 saw sudden rise in charter tourist but then it went down,” he said. This, Naik said, is due to change in trend the flights are getting bigger. “But the number of tourist arrival is the same,” he said. (Continued on page 10)

The four-month-old JMM-led government in Jharkand was reduced to a minority today after alliance partner BJP withdrew support retaliating strongly to Chief Minister Shibu Soren voting for the UPA in Lok Sabha. Jharkand appeared headed for another round of political uncertainty, as a stunned BJP wasted no time in pulling the rug under Soren’s feet dubbing as betrayal his action to vote against the party’s cut motion yesterday. The 66-year-old JMM supremo was also slammed by the BJP for his “dubious conduct.” After withdrawal of support by BJP which has 18 members, the strength of the ruling coalition has been reduced to 28 from 46 in a House of 82. The incumbent JMM-BJP coalition government is the seventh since the mineral-rich state was created in 2000. Soren is a threetime chief minister. Sanjay Seth, spokesman of BJP’s Jharkand unit, said his party will seek time for a meeting with Governor MOH Farooq tomorrow to hand over letter of withdrawal of support. A meeting of the BJP top brass, headed by party chief Nitin Gadkari, decided to withdraw support immediately giving indications that the new experiment in Ranchi has floundered. “The BJP Parliamentary Board has decided to withdraw support immediately to the Shibu Soren government. He (Soren) has behaved in a very dubious manner and voted with the government during the cut motion. BJP has taken very serious note
