It was in a 12x12 CBI lock-up that Suresh Kalmadi spent his 67th birthday, far removed from the pomp that marks such occasions for the well-connected Congress MP in the past. There was no cake, no candles and no celebrations except for a visit by his son, Sumeer and three other members of his immediate family. The room in which he held though is in the new, swanky CBI headquarters building opened only yesterday by Prime Minister Manmohan Singh. During the Prime Minister’s presence at the function where he asked the agency to act without fear, Kalmadi is said have been shifted to the old CBI headquarters, which in no way detracted from the irony of the occasion. The family of Kalmadi, remanded to CBI custody following his arrest in the CWG scam, wanted to have a get together in his cell including cutting of a cake but the CBI wanted them to get the permission of the court which was not possible, according to a top official of the investigating agency.

The helicopter carrying Arunachal Pradesh Chief Minister Dorjee Khandu and four others remained untraced for the second day today as inclement weather hampered a massive ground and aerial search involving Sukhoi war planes, several choppers and satellite imagery. Two IAF Sukhois from Bareilly and a MI-17 of IAF joined hundreds of personnel of Army, SSB, ITBP and police in the searches but failed to locate the chopper that went missing yesterday after taking off from Tawang for Itanagar. (Earlier report on pg 7) Satellite images sought by the Centre from ISRO also did not give any clue as the area where the helicopter ferrying Khandu, 56, went missing was under cloud cover, Indian Space Research Organisation said. “The images are cloud-covered and so far nothing could be spotted”, ISRO spokesperson Satish said in Bangalore. As PWD Minister Churchill Alemao called on the chief minister on Sunday hours after returning from the Gulf, FORCE Secretary Savio Lopes wondered whether any purpose would be served with tomorrow’s meeting of Congress Ministers and MLAs. “We have heard these Ministers and MLAs making public statements in support of English medium. But, sadly, there’s nothing concrete happening at the ground level”, he rued. As a solution, Lopes suggested that these Ministers, if at all serious in addressing the grievances of the parents, should instead insist on a Cabinet meeting to decide on the issue. “Let these Ministers circulate a note to all the Ministers in favour of English medium. Let the people also know who is supporting and opposing English”, Lopes said. Lopes said parents from Margao will hold a candlelight vigil in the commercial capital on Monday evening as scheduled. Refusing to divulge details of his discussion with the chief minister, the PWD Minister said that the Congress MLAs and Ministers will call on Kamat on Monday to discuss the issue threadbare. “I will brief the media after the meeting or on Tuesday”, he said, while saying that the Congress Ministers and MLAs would press for inclusion of English as the medium of instruction at the primary level from the coming academic year.

Civil society members held rallies in several cities today in support of a strong anti-corruption law as the Union ministers went through minute details of various versions of the draft Jan Lokpal Bill prepared by Hazare’s team. At a round-table organised recently, two former Chief Justices of India — J S Verma and M N Venkatachalaiah – had opposed inclusion of judges of the Supreme Court and High Courts in the proposed legislation.
The latest version has a new clause, Clause 13-C, which gives wide powers to “an appropriate bench of the Lokpal to approve interception and monitoring of messages or data or voice transmitted through telephones, internet or any other medium as covered under the India Telegraph Act, read with Information and Technology Act 2000”.
