The Supreme Court today dismissed absconding former tourism minister Francisco Mickky Pacheco’s anticipatory bail plea in the death of Nadia Torrado, observing he could tamper with the investigation owing to his “political clout”. Pacheco is the prime accused in the case registered following the death of 28-year-old Nadia in a Chennai hospital on May 30 after she allegedly consumed poison. A Bench of Justices R M Lodha and A K Patnaik, however, stayed the arrest of Pacheco’s aide and co-accused Lyndon Monteiro until three weeks and directed the State police to file its response to his anticipatory bail plea. Police have charged 46-yearold Pacheco with culpable homicide while Monteiro has been accused of destroying evidence. “We are of the view that you have political clout and can tamper with the investigation. It would have been different if you had appeared before the Investigating Officer on June 5“, the Bench said denying Pacheco any relief while also pointing out that he was evading the sleuths for interrogation. Goa Police welcomed the Supreme Court’s decision and said it was favourable for investigation into Nadia’s death. “The order is good for investigation. Now let’s see whether he wants to remain absconding or surrender before police”, State police spokesman Atmaram Deshpande said in Panjim. The Sessions Court and the

Opening a new front against the Congress, UP Chief Minister Mayawati today created a new district carved out of Amethi — Rahul Gandhi’s Lok Sabha constituency — and named it after Dalit icon Chhatrapati Shahuji Maharaj. “The State Cabinet in its meeting chaired by Chief Minister Mayawati has decided to restore district status to Chattrapati Sahuji Maharaj Nagar. It also decided to rename Kanpur Dehat as Ramabai Nagar district,” an official spokesman said here. With this, Mayawati has resurrected her 2002 decision to carve out the new district from some parts of Sultanpur and Rae Bareli districts that was taken during her third stint as chief minister of Uttar Pradesh. The new district was scrapped during the Samajwadi Party ’s regime which issued a notification in this regard on November 21, 2003. Spread over 3,070 sq km area, the new district will have five tehsils — Amethi, Gauriganj, Musafirkhana of Sultanpur district and Salon and Tiloi of Rae Bareli district, 16 development blocks and 17 police stations, the spokesman said. All these tehsils fall within the Amethi parliamentary constituency, represented by Rahul Gandhi who had drawn Mayawati’s ire for his campaign to woo the Dalits in the State. The Congress, however, said such steps will not affect the links between Amethi and Nehru-Gandhi family.

Sharad Pawar today took over as ICC President in the middle of a blazing controversy over former Australian Premier John Howard’s rejection as Vice President, prompting former chief executive Malcom Speed to question the minister’s credentials. Pawar’s rise to the coveted post came on a day when Australian and New Zealand offic i a l s re a c t e d a n g r i l y t o Howard’s rejection by the Afro-Asian bloc, raising speculation of a divided house within the ICC. Speed said if Howard was not good enough then Pawar was hardly an ideal candidate to lead the game’s governing body.

“The man who is to be the next ICC president, Sharad Pawar, is the Minister for Agriculture in the Indian government - a serious full-time job, feeding 1.2 billion people. “He is a good and fair man but he will be working parttime as ICC president and, take it from me, he knows little about cricket administration,” Speed said. Pawar, however, sought to downplay the snub to Howard saying there was no political connotation to the issue. Addressing his first press conference as the President, Pawar said the move had nothing to do with politics and Howard’s policies on Africa, in particular towards Zimbabwe President Robert Mugabe. “What is the political connotation? There is no question of political connotation,” the 69-year-old Pawar, second Indian after Jagmohan Dalmiya to occupy the top post, said. ICC Chief Executive Haroon Lorgat, who was also present at the press conference, said that the game’s governing body was not obliged to explain why Howard’s bid failed. “The ICC does not have to give those reasons. There weren’t sufficient number of directors in support of the nomination, (it) did not go to a vote and the outcome was to request Cricket Australia and New Zealand Cricket to reconsider their nomination,” Lorgat said.

Bowing to criticism from various quarters including the High Court, the Government is mulling handing over the copsdrug mafia nexus investigations to a senior police officer, most likely from the Indian Police Service (IPS). Six policemen including police inspector Ashish Shirodkar and an alleged Israeli drug dealer Atala were arrested in connection with the case only to be released on bail by the court for lack of evidence. The High Court which heard the case a few days back had criticised the police investigations. The court while hearing the bail application plea of a police inspector linked to the drug mafia said that police were unwilling to get to the bottom of the high profile drug probe, in which a son of a senior ruling party minister is linked. Chief Secretary Sanjiv Srivastava speaking to reporters here said the police would follow all observations made by the Panjim Bench of the Bombay High Court, which includes the appointment of a responsible IPS officer to head the probe into the drug nexus. “We will follow the honourable High Court’s observations. The court wanted an IPS officer to head the enquiry, we will do it. Currently the IGP (Inspector General of Police) and (Continued on page 2)

wards infrastructure development has been minimal. Garbage problem which haunts the coastal belt is yet to be tackled head-on by these panchayats despite their coffers being filled to the brim. Take for instance, Colva panchayat which has been dragged to the High Court by some active citizens of the village for nonperformance of civic duties such as garbage collection and disposal. The annual income of this panchayat is pegged at about Rs 36 lakh but its contribution towards infrastructure has been just Rs 91,225. While the panchayat has maintained that they have eng a g e d l a b o u re r s t o c l e a r garbage, citizens who have petitioned the High Court lamented that the panchayat has done absolutely nothing in setting up any facility to treat garbage. As a result, the High Court has barred this panchayat from issuing licenses to multi-storied buildings without its consent until it puts in place adequate infrastructure to take care of garbage that is generated. The number of constructions in the coastal belt has multiplied in recent times with panchayats liberally issuing construction licenses without the slightest thought to planning. Beach areas are affected the most with buildings lined up on either side of the road. An official of the Tourism Department, who wished anonymity, said coastal panchayats should contribute more to improve the infrastructure. “There are no footpaths and there is no place for anything more.
