Fighting terror, naxals high on UPA agenda PTI NEW DELHI, JUNE 1

Presenting his government’s report on completion of first year, Prime Minister Manmohan Singh today vowed to fight terrorism “root and branch” and enforce the writ of the State in dealing with naxalism and political extremism. He identified price rise as one of the major problems and said necessary corrective steps would be taken to rein in inflation. Making it clear that he was “conscious of the tremendous challenges” lying ahead, he said the government will seek “new frontiers and new directions” to strengthen social and economic foundations during the remaining tenure of four years. Singh referred to the various initiatives taken for economic growth, social upliftment of people and empowerment of children in terms of education and said such efforts would be taken further to provide an “effective, purposeful and responsive” government. ‘The Report to the People — 2009-10’, which was unveiled by Singh and UPA Chairperson Sonia Gandhi, highlighted 12 major themes of the government’s priority. These cover areas like economic resurgence, internal security, education, health, child rights, food security, empowerment of women, weaker sections and minorities, rural renewal and foreign relations. Speaking while releasing the 68-page report, he expressed his government’s determination to fight terrorism “root and branch” and deal with naxalism “firmly” while addressing developmental issues. He also asserted that the government would fight the scourge of communalism and “political extremism”.

The Union Cabinet earlier in the day recommended imposition of the central rule on the basis of the recommendation of Governor M O H Farook, following Shibu Soren resigning as the chief minister ahead of the trust vote he was asked to seek on Monday in view of the BJP withdrawing from his coalition government. The BJP leaders in Delhi alleged a secret deal of the Congress with Soren for keeping the Assembly alive for formation of the government at its own convenience. The Congress sources however denied the charge.

New promotion norms for college teachers PTI NEW DELHI, JUNE 1

Government has approved new regulations for university and college teachers under which promotion of faculty is linked to their research output. The HRD Ministry has approved the UGC Regulations for Minimum Qualification for Appointment of Teachers and Academic Staff in Universities and Colleges. The UGC will pass the regulations at its meeting on Monday and then notif y it, official sources said today. These regulations link performance of teachers to their promotion. An assistant professor in a university needs to have at least three publications for being considered for promotion to the level of associate professor. Similarly, an assistant professor in a college with just Masters degree should have three publications to be eligible for promotion. An assistant

In a swift operation, Central Bureau of Investigation (CBI) laid a trap and caught redhanded Superintendent of Central Excise of Bicholim A S Patil accepting a bribe of Rs 18,000 cash in his office from an iron scrap dealer on Monday. Patil was arrested and slapped with Section 7 of the Prevention of Corruption Act, 1988 for which the maximum imprisonment runs into five years. He was produced in a Panjim court on Tuesday that remanded him to two days custody for further investigation. Addressing a press conference today, CBI SP S S Gavali said Patil had demanded a bribe for a truck load of scrap from the Honda-based dealer. “Earlier, too, the Central Excise

Police summon Mickky over Nadia’s death For the first time since Nadia Torrado died at Chennai on Saturday last, the police have summoned Tourism Minister Mickky Pacheco for investigations in connection with the death of the Loutolim woman. In another development, police have registered a case of abetment to suicide under section 306 of the India Penal code against unknown persons. It is learnt that the police have also served a letter on the Tourism Minister last night not to leave the state and make himself available for investigations in the case. Investigating Officer, PI Raju Raut Desai on Tuesday dispatched a communiqué to Tourism Minister through the Colva police this evening, asking him to report to the Maina Curtorim police station without fail at 4 pm today for investigations into the death of the woman. However, the summons letter reached the Betalbatim residence of the Tourism Minister only at around 4.20 pm. PSI Sudesh Velip, who was drafted by the Colva police to serve the summons on Pacheco, reached Pacheco’s residence only at around 4.20 pm when the Investigating officer asked the Minister to report at the police station at 4 pm. professor with PhD needs to have at least one publication in 12 years for getting promotion to the level of associate professor. An assistant professor with just MPhil needs to produce two publications for being considered for promotion to the next level in a college. Similarly, an associate professor needs to show at least five publications for promotion to the level of professor in both colleges and universities, the regulations said. The papers should have been published in a referred journal, it said. A UGC committee under Prof S P Thyagrajan, former vice chancellor of Madras University, had prepared the regulations which were pending before the government. Besides, the regulations say that there is no need for an external observer from UGC for cases of promotion to associate professor.

Four-member team conducts 2nd autopsy HERALD REPORTER MARGAO, JUNE 1

In a day of hectic developments in the Loutolim woman’s death case, a second autopsy was conducted on the body of deceased Nadia Torrado after the Sub-divisional Magistrate, Margao issued an order just before the funeral was to take place at 10 am this morning. In another development, SDM Agnelo Fernandes has also commenced investigations into the death of the 27-year old woman after it has come to light that Nadia’s death has come within seven years of her marriage. Jeep loads of armed policemen descended at the residence

of the deceased woman at around 9 am and took possession of Nadia’s mortal remains after the SDM issued an order for a second post mortem. The police took possession of the body an hour before the funeral was to take place at the schedule time at 10 am. The body was later transported to the Hospicio mortuary where the SDM conducted an inquest panchanama. The SDM also ordered video filming and photography while conducting the inquest panchanama. Central Bureau of Investigation SP S S Gavali on Tuesday said they had recorded statements of Chief Minister Digambar Kamat and Speaker Pratapsing Rane as part of the investigation into the IFFI 2004 infrastructure scam in which Leader Manohar Parrikar is allegedly involved. Answering questions posed by media persons at a press conference on Tuesday, Gavali said he couldn’t disclose much but all that he could say was Kamat’s and Rane’s statements have been recorded and the investigation was at an advanced stage. Kamat and Rane were some of those in the core committee who were entrusted with taking policy decisions on the infrastructure projects.

Torrados appeal to leave family alone, say no foul play suspected

Making a humble appeal to everyone to leave the family alone after having suffered torture in the last 15 days, the family of deceased Nadia Torrado has asserted that they neither suspect foul play nor suspect any person behind her death. Coming down heavily on the police for harassment and taking Nadia’s body for the second post mortem examination just an hour before the funeral, the family maintained that Nadia’s death was not suicidal and the death occurred after she mistakenly consumed the poisonous substance. The family has lodged a complaint with the National Human Rights Commission against the police for meting out harassment. “We are totally harassed on all sides by different people, who keep coming at odd times at night even at 1 am and 3 am. Today was supposed to be my daughter’s funeral at 10 am. Armed police came and took away the body without explaining the reason for the second post mortem. We were told that the autopsy performed at Chennai was enough”, said Nadia’s mother, Sonia. “Please leave us alone. We have suffered enough in the last 15 days of absolute torture”, Sonia said, while appealing to the authorities to allow her daughter’s funeral. Nadia’s brother Rommel said the family wanted to have the post mortem in Goa, but PSI Suraj Samant and the Chennai hospital authorities said the autopsy needs to be carried out in Chennai itself. “We came with the body to Goa at 3.30 pm. We were summoned by the police at 8 pm. We were allowed to have the funeral today, but at around 3.15 am today, the police came with summons to report this morning at the police station. The police took the body for post mortem for the second time just because Auda Viegas complaint without knowing about the history of the case and to make it a political issue”, Rommel said, adding ‘around 300 people who came for the funeral this morning went back. Family lawyer, Adv Radharao Gracias said the family fails to understand the reason for the second autopsy. “The government thinks there is a abettor. Will this be established by a second autopsy”, he asked, adding an autopsy report will only show the cause of death and not the motive or the abettor. “In this case, who suspects what, we do not know. If the government wants to settle scores with a minister, please do so, but don’t implicate this family”, he said, adding that the government is free to investigate the role of any minister, but not at he cost of the family and by traumatising this family. When newsmen said the second post mortem report was ordered following complaints by NGOs, Radharao shot back “my feeling is that NGOs are being used by the government to create grounds for a second autopsy”. A local resident Dr Mavis Faleiro lashed out at the BJP leader Rajendra Arlekar for making wild and baseless allegations that the deceased was raped and was pregnant. “Arlekar is nobody to judge. An ultrasound done on Nadia after she was admitted in the hospital showed there was no foetus in her uterus. Despite this, we fail to understand on what grounds are these people making such baseless allegations”, she added.

Margao to get new commerce college HERALD REPORTER PANJIM, JUNE 1

Commercial capital of Goa, the Margao city is set to get one more college to absorb increasing number of commerce students. The Chief Minister Digambar Kamat at a press conference held at his official resident at Altinho on Tuesday here declared that a new college for commerce stream is being opened from this academic year in Margao. The Chief Minister in its budget this year had assured to open a new commerce college. Currently, three commerce colleges in the city cater to about 700 students, however Kamat, said this academic year there has been spurt in the number of commerce students.

The number of students who cleared XII in commerce faculty has reached to 933 and to accommodate increased students aspiring to pursue higher education in commerce, the new college will be opened at Borda Multipurpose Higher Secondary, Margao. The new college will be affiliated to Goa University and operate under the tutelage of Government College of Arts, Commerce and Science, Quepem. It will offer specialisation in Financial Accountancy, Cost Accountancy and Management, he said. The prospectus will be made available at Borda Higher Secondary from June 2 and admissions will begin from June 4, he said.

Fr Hilario Fernandes of the Society of the Missionaries of St Francis Xavier (Pilar Fathers) successfully defended his thesis at the Pontifical Gregorian University of Rome on Tuesday. According to reports, Fr Hilario Fernandes’ focus of his thesis was on ‘The Spirituality of the Interrreligious Dialogue: Essential Element of Evangelisation in the Light of the Missionary Activity of St. Francis Xavier’. Fr Fernandes, who hails from Neura, traced back the certain traits of the spirituality of dialogue implicitly found in the life of the missionary activity of Francis Xavier in spite of the differnt world view and theology of his times.

In his research, Fr Fernandes made a study of the original letters of St Francis Xavier. He argued that the Church is much more open today to accept the positive values in other religions and traditions of people. Dialogue is very much needed today, to speak to listen to teach and learn in order to build a kingdom of love and peace. St Francis Xavier manifested his love and concern towards every person whether poor or rich, Christian or other faith. Rev. Dr Christopher Shelke, director of the thesis, appreciated the work of Fr Fernandes. Professor Rogelia Garcia Mateo was the co-relator at the presentation, while Professor Bruno Secondin presided over the event.

Stating that funds under MP Local Area Development (MPLAD) scheme cannot be disbursed for religious purposes, Rajya Sabha MP Shantaram Naik said MPs are supposed to utilise the fund for community projects and development of infrastructure. He was speaking at the function organised by Gomantak Maratha Akademi, Porvorim, to mark the delivery of three computers to the Academi under MPLAD scheme. Naik further said the State government has directed all its departments to update its websites so that information pertaining to their department is made available to the citizens at their door steps. “As per the Right to Information Act, it is mandatory for each government department to update its website so that citizens need not run from pillar to post to get the information about the department or the schemes launched by that department,” said Naik. “But it is unfortunate that government departments, barring three or four, have not bothered to update its sites as yet,” added Naik. Naik said the technology is advancing at a rapid pace and

institutions like Gomantak Marathi Academi should gear up themselves to make use of the new technology. “The concepts of E-books Library have become very popular and Marathi Academy should also go in for it so that readers need not search for books in the shelves of their library,” added Naik. “Internet is an important tool which can be used effectively

Despite safety devices built into a mobile phone to track down a stolen phone, unsuspecting burglars happily steal mobile phones only to be tracked down by technology and a police team. In one such case, Verna Police on Tuesday arrested a 28year-old man from Salvador do Mundo on charges of

stealing a mobile phone and cash Rs 35,000 from a hotel room at a starred hotel at Utorda. According to Verna police, the incident occurred on May 30 when Santosh S Mesta, who was working as a contract labourer for a starred hotel at Utorda, gained entry into the hotel room by using duplicate keys and decamped with the booty, belonging to a tourist

Civil Judge and JMFC Quepem Cynora Lad Telles recently inaugurated the e-library of Quepem and Sanguem Bar Association at Quepem. Judge Telles inaugurated the e-library in the presence of JMFC Sanguem Sudir Shirgaokar. On the occasion, a send-off function to Judge Cynora Lad and Sudir Shirgaokar was organised by Quepem and Sanguem Associations. Lad has been transferred to Ponda after serving Quepem Court for four years, while Shigaokar has been transferred to Bicholim after serving at Sanguem Court for three

The Deputy Captain of Ports James Braganza has taken over as the Captain of Ports. He replaces Captain of Ports A P Mascarenhas who retired on May 31 after thirty years in service. Before joining the department in 2004, Capt Braganza worked as a marine pilot for MPT for two years. He also has vast years of experience in m e rc h a n t n a v y w h e re h e served for twenty years on various ocean going ships, mostly tankers carrying crude oil, products and chemicals of various sizes. Capt Braganza has some ambitious plans for his department but his strategic priorities include development of the inland waterways, to provide more berthing facilities for inland vessels ranging from barges to cruise vessels. It is expected that with his valuable experience, Capt Braganza will redress various prob-

lems which have been long pending. He is acutely aware that there is a need for more repair facilities to service the 350 odd barges in the State as also other types of Inland vessels including ferries. During the repair season between June to September, repair centres are overcrowded and vessels are left unrepaired or unmaintained causing loss to the industry. Goa being one of the prime exporters of mining ore, there is urgent need to build dry docks and slipways. Speaking to Herald, he said the ferries plying the seventeen routes of the State need to be either replaced or repaired. “The RND slipway needs a total refurbishing as repairs of departmental ferries can be repaired at a faster rate,” he says. Sources in the police department said Section 306 of the IPC would be added to the case already registered by the police in connection with the death of the Loutolim woman. “Right now, the police will register the offence of abetting Nadia’s suicide against unknown persons and proceed with the investigations,” a police officer said, adding that the police investigations into the case are moving in the right directions. Meanwhile, Chief Minster Digambar Kamat on Tuesday said that he would not take any stand on the demand made in several quarters to drop Tourism Minister Mickky Pacheco from the ministry. During an informal chat with newsmen, Kamat said, “There is no question of me taking any stand on the issue. I cannot directly interfere in the matter as investigating agencies are presently investigating into the incident.” Replying to a question, the chief minister said he would certainly “examine” if any complaint is handed to him in connection with the case.

Since Nadia’s death has occurred within seven years of her marriage, I have ordered the autopsy and conducted inquest Panchanama,” SDM Fernandes added. Meanwhile, the authorities handed over Nadia’s body to her relatives after performing the second post mortem examination this evening. The family has taken possession of the body and will announce the funeral date after going through the post mortem reports conducted at Chennai and at Margao. According to sources, the second post mortem report has ruled out any foul play in the death of the deceased woman.

The villagers had objected that the proposed mine at Pirla in Quepem taluka was at a distance of barely 20 mtrs from Kushawati River and if the mine was allowed the Kushwati River would be severally affected. Besides, the villagers had also objected that the Ponsamol protected site, which houses ancient carvings, is at a distance of barely 500 mtrs from the proposed mines and also argued that proposed mining activities would affect agricultural land in the area. However, despite the objections raised by the villagers, authorities had given environment clearance to the mines.

Asked whether things have begun to fall in place at Hospicio after his decision to take personal interest in the functioning of the government hospital, Kamat said “it will take some time before things starts moving. Scrap worth Rs 12 lakh was gutted in a fire which broke out in a scrap yard at Colvale Industrial Estate on Tuesday afternoon. According to Mapusa Fire Service station personnel, they received a call from Ashapura Enterprises from Colvale Industrial Estate at about 2 pm about the fire. The fire personnel led by Fire Officer Nitin Raikar rushed to the spot and started their operation. The fire personnel said they managed to extinguish the fire within an hour and 12 fire tenders were required to douse the flames. Apart from Mapusa, fire tenders from Bicholim, Pernem and Panjim were requisitioned. Speaking to Herald, Fire Officer Nitin Raikar said scrap worth about Rs 12 lakh was destroyed in the fire, but they could save property worth Rs 15 lakh, as there were numerous small industrial units alongside the scrap yard.

The three accused arrested in connection with the theft of raw sugar worth Rs 6 lakh from a truck along the Borim bypass on Sunday night have been remanded to one-day police custody. According to sources, Ponda police will seek an extension of the custody on Wednesday. It may be recalled that on Sunday night, a gang of robbers abducted a truck driver and a cleaner and decamped with raw sugar worth Rs 6 lakh from the truck. The truck laden with raw sugar was found abandoned at Dharbandora after emptying the raw sugar bags. On Monday morning, the truck owner filed a complaint after he was alerted by the abducted driver and cleaner. However within six hours, Ponda police located the truck and unearthed stolen raw sugar. Police arrested Muzzaffar, Ibrahim Mullah and Salim Nabi Khan, all from Margao. They were arrested from the site where the stolen material was stored. Panic gripped restaurant staff when they noticed smoke from the storeroom of a restaurant located on the first floor of the terminal building. Vasco fire station personnel said due to short circuit in the electrical distribution box, the storeroom was filled with smoke. “It is suspected that this was caused due to haphazard storage of materials in the storeroom,” said the fire personnel. “The restaurant staff has assessed the damage at about Rs 15,000,” added fire brigade official.

While the death of Loutolim woman Nadia Torrado made headlines due to her alleged friendship with Salcete minister, the Chief Minister Digambar Kamat said he has not received any complaint against the minister when questioned at a press conference on Tuesday here. Kamat however said he has received one complaint regarding death of the woman from some women organisation but could not read it due to his busy schedule. But declined to make any statement about the alleged involvement of the minister saying his statement might hamper police investigation. “I never interfere in police investigation,” he said nonchalantly.

Betim school secures 72%

PORVORIM(HC): Government High School, Alto Betim, secured 72.22 per cent at the recently held SSC examination. Out of the 18 students who had appeared for the exam, 13 students passed. However, the performance of the students of Government High School has improved this year. In 2008 and 2009, the pass percentage was 30.77 per cent and 40 per cent respectively. Speaking to Herald, School Headmaster Sheilesh Zingade said children from economically backward class take admission in the school. Some children go to work in the morning and then come to the school. “It has been observed that students do not take interest in studies as they find the curriculum very boring. The teachers in the school are putting their best efforts to teach the students, but they don’t get required support from students and their parents. Hence school does not get good results,” said Zingade. A student, Ravi Harijan, who passed SSC examination this year scoring 37% marks from the school said he used to get up at 5 am and go to distribute newspapers. He earns Rs 2,000 per month. “After completing my duties, I used to attend the school at 8 am. Since financial condition of my parents is not good, I was forced to do this job to supplement the income of my family,” said Harijan. He has joined the Arts faculty and after completing Std 12, he wants to join police department.

A glossary of Konkani-Portuguese and vice versa, has recently been published by Dr Francisco de Sa, a Goan from Sto Estevam, settled in Portugual for five decades. According to a press release, the glossary has been released at Casa de Goa in Lisbon by Dr Maria Virgina Bras Gomes at a select audience of intellectuals followed by a musical session by a group GAMAT of Casa de Goa. The book is made up of 17 000 words of spoken Konkani in Roman script and has around 300 pages. The preface is written by late Prof Olivinho Gomes detailing the history of the Konkani language. In the introduction, the author explains the reasons that compelled him to come out with the publication in the absence of such glossary. The book is dedicated to Late Prof Dr Olivinho Gomes and to author’s wife late Maya da Costa de Sa. Dr Francisco de Sa is the son of late Dr Valentim de Sa, the then director of Health Services Goa. He has many publications to his credit, including a book on Vice-Roys and Governors of Portuguese in India. He was also an executive of BNU in Lisbon.

Vice President M Hamid Ansari today voiced concern over frequent disruptions in Parliament proceedings but expressed confidence that "collective wisdom" of the elected representatives would find a solution. Interacting with students of BS Abdur Rahman University near here, Ansari, also the Chairman of the Rajya Sabha, said the disruptions were of "considerable concern" and the MPs should find a way out. "Disruptions are taking a lot of time. It is a matter of considerable concern. I am sure the collective wisdom of the elected representatives will find a solution, sooner or later," he said in his 45-minute interaction. Responding to students' questions on the future of India in the context of power generation, he said that while nuclear power has a very important role to play, the potential of importing other sources like hydro-

India had originally bought the ship at USD 974 million, which also included its repair, refit and trials cost. Now, with the work progressing well, the Russians have assured the Navy that the warship would be ready for harbour trials by early next year, with all the work on the ship completed before December this year. Already, the shipyard has completed all structural and hull related work and half of the cable laying work on the warship, the team lead by Kumar had noticed during the visit.

Uttar Pradesh Chief Minister Mayawati today announced an ex-gratia of Rs one lakh each to kin of the 16 people killed in last night's Azamgarh bus tragedy. "Expressing deep sympathies to the family of bus tragedy victims, the CM has directed the Azamgarh district administration to provide a financial assistance of Rs 1 lakh to each of the families," an official spokesperson said here. Mayawati has also directed to ensure free treatment to all those injured in the mishap. The accident took place on the Azamgarh-Varanasi road when a passenger bus ran over a marriage procession last night, Superintendent of Police Bhagwan Swaroop Srivastava said. While two persons died on the spot, several others were injured as the driver tried to speed away fearing backlash.

India and Russia have constituted an apex monitoring committee to supervise the Admiral Gorshkov aircraft carrier refit programme at the Sevmash shipyard, even as work on the warship has gained pace in the last six months with additional manpower deployed. The committee, to be headed by Russian shipyard's corporation chief, was formed recently, with a Russian official personally visiting the shipyard to supervise the work on the warship, to ensure its timely delivery to India by December 2012. The progress report on the refit programme for the 45,000-tonne aircraft carrier that India bought in 2004 comes in the wake of a visit by Navy's Controller of Warship Production and Acquisition Vice Admiral N N Kumar to Russia in the middle of last month, a Navy spokesperson said here today.

President of Karnataka Konkani Sahitya Akademi Kundapur Narayan Khar vi has urged Konkani-speaking people belonging to different sects and religions to identify themselves under one banner of Konkani language. The daylong programme was held at the open auditorium of Hume Park of the Horticulture Department. “About 45 lakh people in Karnataka, Goa, Maharashtra and Kerala speak Konkani according to the 2001 census, this figure will certainly multiply in the present census, yet Konkani is being ignored at different levels,” stated Kharvi. “People of different religions and 42 different sects are Konkani speaking. has come to identify and unite all these sects under one banner of Konkani language setting aside geographical and religious identities,” he urged emphasizing on the campaigning of Konkani by presentation of Konkani Folklore, Lok Vedas, Dramas and Konkani literatures. Controversial Bangladeshi writer Taslima Nasrin is now in the Capital to get her Indian visa extended since the validity of the travel document expires in August. Taslima, who has been in and out of the country after she was dramatically bundled out of West Bengal in November 2007 in the wake of protests by radical Muslim groups, came from London in the wee hours of Sunday and was immediately whisked away to a safe location. The 47-year- old doctorturned writer is also trying for a permanent residency in the country. Her visa is valid till August 16. The future plans of the writer who shot to fame with her controversial book 'Lajja' were not immediately known. The government has already made it clear that Taslima's visa cannot be extended beyond August 16 prompting her to take the help of some of the country's prominent writers. At the time when her visa was extended before, Taslima was told this would be the last extension under the category (miscellaneous) she had applied the visa, official sources said today. Taslima, a Swedish passportholder, had sought visa under the miscellaneous category in 2005 and it has since been extended initially for a year and later for six months. The visa under this category cannot be extended beyond five years. The writer has been told that

she could stay in some other country for a few days and later apply afresh for the visa under the same category, pending her request for a permanent residency in the country, the sources said. The writer had earlier expressed her desire to visit Kolkata but it has been turned down on the ground that radical elements may try and harm her, the sources said. Taslima had earlier left India on March 18, 2008, for Sweden after she was kept at an undisclosed house here for more than four months. She had not been allowed to see any visitor during the period and described her confinement as "a chamber of death". Recipient of various awards, she was shifted from her Kolkata residence after violent protests in the eastern metropolis over her controversial book "Dwikhondito" (divided into two). Certain references in the book had stirred a storm with some Muslim organisations demanding that she be asked to leave the Left-ruled state. She was bundled out of West Bengal in November 2007 in the wake of violent protests by radical Muslim groups there against her. Taslima has lived in exile in many countries including France, Sweden, the US and India since leaving her home in Dhaka in a cloak of secrecy in 1994. During her stay in India in the last five years, she has periodically traveled abroad with the last trip being in August 2009.

Shiv Sena Chief Bal Thackeray today said his party will celebrate the anniversary of Chhatrapati Shivaji Maharaj's coronation at the Raigad fort, irrespective of the Archaeological Survey of India (ASI) banning any such function. A major rebel faction of Gujjars in Rajasthan today warned of fresh agitation from June 16 if the state government fails to meet their demand of five per cent reservation. The faction led by Ramvir Singh Bidhuri, Chief Patron of All India Gujjar Aarakshan Sangarsh Samiti, rejected the one per cent additional quota extended by the state government to the community recently. "Our community members have already rejected one per cent additional quota extended to Gujjars following agitation by (community leader) Kirori Singh Bainsla and now we will launch fresh movement to get our rights," Bidhuri told reporters here. "The movement will be peaceful and not like that of Bainsla where railway tracks were uprooted. In initial stage, we will hold demonstration at all district headquarters and memorandum will be submitted to the state government through respective district collectors. "The agitation will be intensified by staging demonstration at state assembly during the Monsoon session and submit-

ting memorandum to the Prime Minister and AICC President Sonia Gandhi," Bidhuri said. He said five per cent reservation in government jobs, withdrawal of cases registered against the community members during the agitation led by Bainsla and pension to those injured in the protest are among the demands. Strongly condemning the agreement arrived between the state government and Bainsla on granting one per cent additional quota, Bidhuri alleged that Bainsla settled for the accord only for his "personal gains". The community had called off its month-long stir on May 5 after the government agreed to accord one per cent more quota to it in addition to the existing four per cent given to them under the OBC category. As per the agreement, since the community is already getting 21 per cent reservation under the OBC category, they would get one per cent more quota till the High Court completes formalities on their demand, and remaining four per cent reservation would be accorded after the court's verdict under the Special Backward Class category.

Sixty-eight-year-old Rathore's lawyer wife Abha Rathore had filed the review petition on his behalf in the High Court on May 26 seeking bail, a day after he was sentenced by a Sessions Court here and lodged in the high-security Burail jail here. On May 28, High Court Judge, Justice Gurdev Singh had posted the matter for May 31 on the plea of the CBI counsel that the investigating agency had not received copy of the review petition. In her petition, Abha Rathore had alleged that the appellate court had on May 25 passed the order "under media pressure". Yesterday, CBI had strongly opposed Rathore's bail plea before the High Court, submitting that he must undergo "some part of marginal sentence" awarded to him. Fourteen-year-old Ruchika, a budding tennis player, had committed suicide three years after being molested by Rathore on August 12, 1990. A sessions court had on May 25 enhanced Rathore's jail term from six months to one-and-ahalf years while allowing the plea of CBI and the Girhotra family.

Strike Action: Whose Right is it Anyway?

lthough this state is called Goa, often it appears from events that we are actually living in a version of Alice’s ‘Wonderland’ where things work in opposite and get ‘curiouser and curiouser’. How does one explain, otherwise, Chief Minister Digambar Kamat’s reactions to the media when questioned about the death of 27-year-old Nadia Torrado of Loutolim? He declined to comment, saying that “no one” had “officially” approached him with any representation or petition for an inquiry in the matter, or with a demand to drop any minister. When journalists pointed out that a women’s organisation had in fact made both these demands, the CM had nothing to say. When pressed further that Leader of the Opposition Manohar Parrikar had demanded an inquiry, and that the main opposition party, the BJP, had asked that the minister involved be dropped, the CM cryptically said: “Let’s see.” Why do we have government institutions that only operate ‘on demand’? Our police refuse to take any action in certain cases on the plea that no complaint has been registered. Of course, where certain other cases are concerned, they can be highly pro-active. And now, our chief minister refuses to look into a plainly suspicious case, on the specious plea that he has not received and demands, petitions or representations in the matter. Doesn’t he read the newspapers? Here is a case that has been making the front pages of the newspapers and the headlines of the television channels for two weeks. To compound matters, a flamboyant minister from South Goa – who has earlier been booked in four separate offences, ranging from extortion to bigamy and assault on government servants – is involved. If the CM isn’t too bothered about the reputation of his government, at least he should be more concerned about his own image, which has received quite a few knocks lately. Thankfully, we still have the judiciary. Yesterday, a sub-divisional magistrate ordered a fresh autopsy of the late Nadia Torrado, after a women's rights organisation claimed that 28year-old Nadia Torrado's death by poisoning was suspicious. At the same time, Nadia’s bereaved family has been alleging police harassment, and said that they have made a complaint to the National Human Rights Commission (NHRC). That is not all. The opposition BJP has made more specific charges. A BJP spokesman has alleged that the victim was raped, and therefore consumed poison. The party has demanded that the minister should resign from the cabinet or be dropped in order to facilitate an impartial investigation. It has also come to light that even though the woman consumed the poison at 9 am in the morning, she was not moved to the hospital till 3 pm, by when too much time had already been lost. In the face of all these events, the CM would do well to deflect the needle of suspicion by ordering an inquiry into what looks to be a very suspicious case.

Brutality

he deadly Israeli attack on a flotilla carrying aid for Gaza, which claimed the lives of at least 10 people when Israeli commandos raided the boats on Monday, must be condemned in the strongest terms. The attack was carried out in international waters, where the Israeli government had no jurisdiction. The amount of force used was grossly disproportionate, and the Israelis have no excuse for this atrocity. This tragic incident should draw the world’s attention to the terrible suffering of Gaza’s 1.5 million people, half of whom are children under the age of 18, and have been subject to a three-year blockade in which almost anything and everything is forbidden, on the pretext that is can have ‘military use’. This is one a clear human rights violation that serves little or no purpose, as it only strengthens the extremists within the Palestinian movement.

labour union is primarily an organization of workers who have grouped together to achieve a common aim and through its leadership bargains with the employer(s), negotiating wages, work rules, complaint procedures, rules governing firing, hiring and promotion of workers, benefits, workplace safety and policies. In response to employee grievances, work stoppage caused by their mass refusal to work is referred to as strike. The right to strike is considered the fundamental right of every worker. The oppressive management taken to task by an irate workforce that demands better working conditions, and appropriate wages to match the hours of toil, has been a regular feature that very broadly paints the labour scenario in India today. One can understand and sympathize with the working-class who are quite often victimized and exploited by an adamant managerial board that gives more importance to the productivity of the company than the welfare of its employees. This saw the genesis of various trade-unions, primarily conceived to fight for the rights of the exploited class. But as has been usual with such associations, corruption and ill-conjured power equations amongst the leaders led to a steady decline in ethics and human values practiced the interests of the workers was no more a prime concern. Unions began behaving autocratically and the lure of mega-bucks saw the office-bearers shifting their allegiance to the resourceful gentry. Indulging in blackmailing tactics, instead of brokering peace and healthy working relationship between the employers and the members of staff, the unions were seen encouraging closures of the units over petty squabbles. The ‘Bombay millssaga’, a glaring example of militant trade-unionism led to an effective collapse of a system that spawned a virtual generation onto the teeming streets of Bombay that comprised its underbelly. One could very well attribute the proliferation of the ‘Bhai culture’ that was the essence of the Bombay underworld in late 1970s and 1980s to this phenomenon. Unemployment and starvation brought about by a co-ordination that was meant to alleviate the woes of the proletarian class had in the bargain thrown them into total disarray, even breaking their will. Bowing before the collective strength of the factory owners and the manipulative union bosses, an essay in organizing the unorganized had thus capitulated into a waste-

Flash strikes disrupting day-to-day life are a way of life for us Indians. How can even an iota of development come into a state where, at the very outset, when plans are still in the pipeline, there are thoughts of picketing and unfurling redflags in protest against the project! In spite of having state owned corporations that operate regular bus services within and on inter-state routes, there is sizeable presence of privately owned carriers that ply on the same routes in almost every state of the country. Somehow, the private bus owners’ lobby is never a pacified and satiated one, and there are frequent rumblings from their end for a revision of ticket fares every time a hike in fuel prices is announced.

Giving ultimatums to the governments and observing token strikes for a day, or at times days together, they are unmindful of the hardships caused to commuters. One fails to understand why the authorities have to bow down to such exacting tactics, when the government fleet at their disposal can very well take care of any such eventualities. Or are they adhering to the ‘live and let live’ policy, one wonders! The country’s worst air disaster in a decade, when a Boeing 737 Air India Express aircraft overshot the Mangalore airport runway and burst into flames killing all but eight onboard, plunged the whole nation into a pall of gloom – or so one would have thought! With raw wounds still gaping, a nation watched in askance as a section of the Air India employees went on a lightening strike within days of the disastrous air-crash, disrupting hundreds of flights. Engineers and ground crew constituting a major percentage of staff strength were up in arms against the ‘gag order’ on members for talking to the media after the Mangalore air tragedy and ‘delay’ in payment of salaries. The nearly one-and-half day strike was called off following a Delhi High Court order. The de-recognition of unions and sacking of the leaders responsible may be a small consolation, but the fact remains that the striking employees behaved in the most callous manner. How insensitive can one be to a fellow human’s plight! As someone mentioned, ‘it was the blackmail of a nation in mourning’. A new pattern seems to be emerging these days. The setting now shifts from the grumblings of the apparently underpaid, to those from the public sector whose salary raises can only be called substantial. But does this stop them from agitating? Bank employees, central and state government staff, doctors and nurses from state-run hospitals, engineers and technical staff of various corporations. The list is endless. As a writer rightly pointed out, “it is time to have a strike calendar just like a holiday calendar!” In the milieu, one has forgotten to live. Obviously, we celebrate these circumstances, treating them as nothing less than a festival. Immaterial of the public awareness created on the ill-effects of observing bandhs and hartals, people prefer to stay indoors fearing the strike-related violence. With this mentality, why then will not the shutdown calls for the most innocuous of issues, be an instant success in this country?

Jose Salvador Fernandes, Secretary, Dalgado Konknni Akademi Fr Mousinho Ataide's letter ‘Detrimental to Konkani Unity’ (Herald, 20 May) is an act of frustration, because Fr Ataide and his likes could not succeed in their attempts to prevent the promotion of Konkani in the Roman script. The Dalgado Konknni Akademi (DKA) is committed to preserve and promote Konkani in the Roman script. Then what is wrong in publishing a book of the history of Konkani in the Roman script? Fr Ataide is a strong supporter of Konkani in the Devanagari script. He believes in ‘One Script, One Literature, One Language, One Society’. This is a fascist policy that aims at eliminating Konkani written in Roman, Kannada and Malayalam scripts. DKA believes that unity among Konkani speaking people can be achieved only by respecting all scripts and dialects of Konkani. We will strive hard to uphold that unity. 1st June to 31st August. The full three months are sufficient for the fish to breed. The trawler owners are hungrier than anyone else. They force the government to reduce the ban from 90 days to 45 days. Two-three inches mackerels are being caught which do not allow them to grow. The Fisheries department and the High Court should take note of this.

Prior to liberation, a Primary school, a single storey building was existing in front of the Park. There was an open space, with nothing in it, except a few plants. My wife, late Juliana M Cordeiro, was the headmistress and the children, during recess, used to play in the open space. An old gentleman, Urbano Braganza, father of Mathew Braganza, former chairperson of MMC and grandfather of Ryan Braganza, now councilor of MMC, was looking after the plants without any pay. My wife approached Dr Pinto do Rosario, who was the President of Municipal Council and requested him to make something to entertain the children. He im-

It is a matter of shame on the part of Margao Municipal Council Chairperson who always comes out with lame excuses. MMC wards No 14, 15 and 16 are represented by Savio Coutinho, Johnson Fernandes and Rajendra Azgaonkar. The MMC chairperson and Johnson travel everyday by the flyover to their homes, but I feel both are blind to the problem of sanitation and cleanliness. Sewage water is stagnating near the fly-over for the past six months, but these city fathers made no attempt to clean up the sewage water. Also, thorny bushes have grown up along t h e ro a d s e n d a n g e r i n g d r i v e r s . MMC/local MLA are sitting mum on these issues. They have all the time to follow CM, Churchill and others, at inauguration cere-

There is a danger of epidemic in Salcette, coz Sonsoddo garbage dump is still the same after all the cheap talk and media reports. No action has been taken on this project, which is of very great importance for human health and safety. Pilot error S Kamat, Alto Betim There have been reports that a number of PIL's relating to the Mangalore airport safety considering it is a table-top structure had been rejected by the judiciary. There Mangalore airport plane crash could have happened at any airport. It is a clear case of pilot error who overshot the landing mark and therefore was not able to stop the plane's momentum in time before it crashed into the barriers at the end of the runway. What we need to look at is to minimize these incidents and for which we need to ensure that expat pilots are used to the minimum possible extent by national airlines and not at all used for critical airports like Mangalore and others. Familiarity of topography, ability to communicate properly with ATCs and crew, accent, attitude, temperament are some of the criticism which expat pilots from East European countries face, not only in India but around the world. These are some of the things to look at if we are serious about reducing the number of crashes with our airlines and not agonise about the structure and design of airports which are more often than not driven by vested interests.

Rama asked the dog: “Well, how do you want to punish the brahmin?” The dog said: “Make him the manager of a temple.” Rama replied with wonder: “That would be a reward not a punishment.” The dog said: “No, I was a manager of a temple in my previous birth. It was impossible not to mishandle or misuse or misappropriate some fraction of God’s money. When he is that manager, he too will like me be a canine and perhaps get beaten too in his subsequent birth.” In fact, not only the dog or the Brahmin, but every one of us are lining off God’s property, for does not all this belong to Him? What do we do in return for all benefits we derive from the property of the Lord? We should not simply eat and sit quiet. A

fter initially distancing himself, Mr. Churchill Alemao’s overt support for the Carmona mega project for 600 odd apartments by the banks of river Sal, confirms the suspicion that he has been covertly pushing for the project. Well, despite his educational limitations, Mr. Churchill is well experienced and an astute politician. He is well adapted to shooting off one-liners and quote parables when queried by the press on many a critical issue. His responders are often more amusing than satisfactory replies to the queries posed to him. For instance, when questioned about the infrastructure for the Raheja project, he said that the Gudi-Orlim water pipeline would solve the water problem. It is quite obvious that he has either forgotten his roots or has got himself sucked into the whirlpool of power politics. The Minister is well aware that there is no facility for treatment of solid waste or waste water for the entire coastal belt from Velsao to Orlim, wherein lakhs of tons of garbage is generated and strewn around, and tens of MLD’s of sewage/drainage is being pumped into sea, ponds, storm water drains or open fields. He is also aware that putting up any major central works for sewage and garbage disposal to cater to the existing tourism coastal infrastructure, is beyond his own government’s capacity. His persistent requests for a fund of Rs. 1000 crore towards sewerage had been declined by the CM. The Carmona riverfront mega project, being the first of its kind in the eco-sensitive, serene riverine wilderness, raises serious concerns of environmental damage to land and water. The pollution of river Sal, does not concern only the villagers of Carmona but also people residing in over a dozen villages along the length and breadth of the river as well as all Goans who care for their land and water resources. If the villagers of Carmona strongly support this project, they may as well pride themselves as being the first major polluters of the portion of river Sal that is serene and pristine. The problem is that, a couple of huge sewer pipes have already been sunk into the river banks where project is now taking shape. Rahejas may come up with a modern state-ofthe-art riviera township. But can they maintain it without molesting the river and the mangroves. The STP’s will be in place, but in reality the tidal action will flush out their sewage. Are the villagers of Carmona so desperate to promote in their village, hundreds of second homes for rich retirees and holiday makers so that a few villagers may work as watchmen and gardeners. The PWD minister has expressed deep concern about the plight of the 1000 Goan builders who he thinks are in the soup, some of whom even being on the verge of suicide. A similar concern was also expressed earlier by the GCCI. Absolutely not true, with tens of hundreds of hectares of land already under ongoing construction in the State. The government and the GCCI cannot be so blind to existing pathetic state of the crumbling infrastructure which cannot support the already existing urban density. Both should be more concerned about the present pathetic scenario where people are on the roads protesting against empty taps for days together. It appears that the PWD minister is unnerved by the growing opposition to mega projects, especially from the villagers, and was perhaps rattled by the recent happenings at the Assembly involving the various village groups. The minister must bear in mind that the root cause of opposition to projects have been due to five main reasons: 1) the large amount of housing is speculative and excludes the Goan population in need of housing 2) many builders have indulged in serious illegalities and offences against the local people 3) there has been overt and covert connivance by the government and its competent/technical bodies 4) irreparable damage to Goa’s heritage and ecology 5) there has been no commensurate investment even in the basic infrastructure either by the government or the builder community. Why this sudden hankering after a new housing policy for the coastal region. Whatever rules and laws exist, have been flouted day in and out. Let the government have its slate clean. Let it enforce the ethical code of conduct recommended by its High Command. Let it be transparent and accountable for every action. And then bring on board all those who matter. Let the government address all the above vital issues that the government has been conveniently ignoring. A comprehensive housing policy should not be the sole initiative of the government, the builder community and the GCCI. It should also include NGO’s and environmentalists and most of all the people. But when we say people, we mean the people of the State as a whole. And when we mean the State, we also include the Goan generations to come; not the generations of migrants of the neighbouring states who will be carting in and out of the borders to meet their dire needs. Therefore, the PWD minister’s claim that lakhs of migrants in the construction industry might lose their jobs should not be our concern at all. In a similar vein, we would rather have one generation of Goan builders in the soup than have hundreds of the coming Goan generations down in the dumps.

Akshardham terror: HC upholds death rap to 3 PTI AHMEDABAD, JUNE 1

The Gujarat High Court today upheld the death sentence awarded to three convicts by a P O TA c o u r t f o r t h e 2 0 0 2 Akashardham terror attack by Pakistan-based Lashkar-e-Toiba terrorists in which 32 people were killed. The division Bench of Justices R M Doshit and K M Thakar, while pronouncing the verdict, rejected the appeal of six convicts, including the three given death sentence, against the POTA court judgement. The court observed that the six accused were involved in the entire conspiracy to attack Akshardham temple in Gandhinagar on September 24, 2002, which was backed by Lashkare-Toiba, public prosecutor J M Panchal said. Reporters were not allowed inside the court during the pronouncement of judgement which was delivered during incamera proceedings. Panchal said all accused had knowledge of seriousness of the offence, its repercussions, and despite that they provided logistic support to the two terro r i s t t o c a u s e m a x i m u m damage.

Jawan thrown off bus, dies

A Delhi Court today issued notice to the CBI on a petition challenging an order of a lower court accepting the closure report in a 1984 anti-Sikh riots case against former Union Minister Jagdish Tytler. Additional Sessions Judge V K Khanna sought a response from the probe agency by July 24 on the revision petition filed by riot victims. Lakhwinder Kaur, whose husband was killed in the riots, sought further investigation by the CBI into the case following claims about emergence of fresh evidence. Senior advocate H S Phoolka, appearing for Kaur, contended that the trial court had wrongly dismissed a petition protesting CBI's decision to give a clean chit to the senior Congress leader. An additional metropolitan magistrate had on April 27 accepted the closure report filed by the CBI in the case against Tytler saying there was no sufficient evidence to send him for

trial. "There is nothing which suggests that accused Tytler was seen on November eight, 1984, near Gurudwara Pulbangash or incited a mob for killing Sikh people," the magistrate had said. The CBI had given a clean chit to Tytler for the second time in a row on April 2, last year claiming lack of sufficient evidence against him in the case pertaining to the murder of three persons on November one, 1984, following the assassination of the then Prime Minister Indira Gandhi. An Assam Rifles jawan was killed after he was allegedly thrown out of a speeding Bihar State Road Transport Corporation (BSRTC) bus by its staffers in Sitamarhi district, police said today.

Railway Minister Mamata Banerjee skipped the Cabinet meeting again today, saying she had "some serious job" to do rather than attending the meeting on Jharkhand but lost her temper when reporters asked her about her frequent absence. Although Banerjee had earlier remained away from several Cabinet meetings as she used to be in West Bengal, she did not attend the Cabinet meeting held this morning to decide on President's Rule in Jharkhand despite being in Delhi. "It depends on how serious is the meeting," she said, justif ying her absence from the meeting chaired by Prime Minister Manmohan Singh. Al Qaeda's third-in-command, whose role spanned from operations to fundraising, is believed to have been killed last month in a US missile strike in Pakistan, dealing a serious blow to the embattled group. Sheikh Sa'id al-Masri, also known as Mustafa Abu al-Yazid, was believed to be killed along with members of his family in a strike by a pilotless CIA-operated drone attack. Al Qaeda confirmed his death in a statement on a Islamist website yesterday. “We have strong reason to believe ... that al-Masri was killed recently in Pakistan's tribal areas," a US official in Washington said on condition of anonymity. “In terms of counterterrorism, this would be a big victory.” A Pakistani security official

said Yazid was most probably killed in a missile strike in North Waziristan on the night of May 21. “We had a report at the time that one Arab was killed in that strike with some of his family members and I think it was probably him,” said the official, who declined to be named. The attack targeted a house owned by a tribesman some 25 km west of Miranshah, the main town in North Waziristan, a stronghold of Al Qaeda and Taliban militants that borders Afghanistan. The clampdown in large parts of southern Punjab, considered to be a hotbed of the Punjab unit of the Tehreek-e- Taliban, came after gunmen last night stormed the Jinnah hospital here where victims of the May 28 mosque attack were being treated, killing at least five people. Smoking isn’t chic, young eves around the world told UNI UNITED NATIONS, JUNE 1 Describing tobacco as “ugly and deadly”, Secretary-General Ban Ki-moon has urged women around the world to refrain from the substance even as they were increasingly targeted by advertisers who used gimmicks to associate smoking with beauty and gender liberation. “Tobacco is not stylish or empowering,” the Secretary-General stressed yesterday in his message to mark 'World No Tobacco Day', whose focus this year is tobacco and gender in a bid to discourage the trend in which more young women are being lured to start smoking. According to a recent study by the UN World Health Organisation, the number of girls and boys who smoked was about equal in half of the 151 countries where the survey was carried out. More girls used tobacco than boys in some of the countries, including Bulgaria, Chile, Colombia, Cook Islands, Croatia, Czech Republic, Mexico, New Zealand, Nigeria and Uruguay, the agency said. Though fewer than one in 10 women smoke, that still adds up to 200 million women around the world, according to WHO, which also reports that more than 1.5 million women

That toll could rise to 2.5 million women by 2030, the SecretaryGeneral warned. “Governments everywhere must take action to protect women from tobacco advertising, promotion and sponsorship, as stipulated in the WHO Framework Convention on Tobacco Control,'' Ban said. Syria has revealed some details of past nuclear experiments to UN inspectors but is still blocking access to a desert site where secret atomic activity may have taken place, a confidential IAEA report said. The International Atomic Energy Agency report, obtained by Reuters on Monday, said Syria was not allowing followup access to a bombed desert site which US intelligence reports said had been a North Korean-designed nuclear reactor under construction, geared for atomic bomb fuel.

Israel bombed the site to rubble in 2007. Syria allowed the IAEA to inspect the site in June 2008 but has not allowed the agency to revisit it since then. The agency says it needs to take more samples at the site to remove any doubts about Syria's past atomic activities. It also repeated a call for access to three military sites, whose appearance was altered by landscaping after the IAEA first asked to check them. "Such access is essential to enable the agency to establish the acts and make progress in its verification, while protecting

military and other information which Syria considers to be sensitive,” IAEA chief Yukiya Amano wrote. Syria, an ally of Iran which is under IAEA investigation over nuclear proliferation suspicions, has denied ever having an atom bomb programme and says the intelligence suggesting it had is fabricated. The government has, from today, raised the prices of natural gas by more than double to USD 4.20 per mmBtu, leading to a hike in power and fertiliser production costs. However, a hike in CNG rates will come into effect only from next week. The cabinet had -- last month -- approved the raising of gas price from Rs 3,200 per thousand cubic metres (USD 1.79 per million British thermal units) to Rs 6,818 per thousand cubic metres (USD 3.818 per mmBtu). After adding royalty, the price for user industries would be Rs 7,500 per thousand cubic metres (Rs 7.5 per cubic metre) or USD 4.2 per mmBtu. "The decision has been notified with effect from June 1," an official said, adding, "Natural gas to power and fertiliser units is being sold at revised rates from today, but the same for city gas projects will come into effect from June 8." The in-

crease in input cost would result in the price of Compressed Natural Gas (CNG) going up by Rs 5.60 to Rs 27.50 per kg in the national capital. But this would come into effect only from June 8. The price of piped natural gas would be raised from Rs 15.92 per cubic metre to Rs 16.85 per cubic metre. "Gas producers Oil and Natural Gas Corp (ONGC), Oil India (OIL) and gas marketer GAIL India have been informed of the decision. They have started billing customers according to the new rates," he said. The hike in gas price would also lead to a rise in the cost of fertiliser production and power generation. However, fertiliser prices will not increase as the govt subsidises the sector. The increase in power tariff would be marginal as only 11 per cent of the total electricity generated in the country comes from gas-based power projects. And, of these, only one-third use the gas with the increased price tag.

Maruti sales top 1,00,000 a month AGENCY NEW DELHI, JUNE 1

Passenger car major Maruti Suzuki reported a 27.9 percent jump in sales for May at 102,175 units compared to 79,872 vehicles it sold in the year-ago period. This is the first time the car maker has ever sold over 100,000 units in a month, its previous highest monthly sale figure being 96,650 units in February. 'During May, domestic sales stood at 90,041 units in the domestic market, up 27.2 percent over the corresponding month last year. This is the highest ever domestic sales in a month,' the company said in a statement. Exports during the month grew 33.5 percent at 12,134 units. Sales in the compact car (A2) segment grew 16.6 percent at 62,679 units and models in its mid-sized (A3) segment rose 60.5 percent to 10,883 cars while it sold 12,953 vehicles of its C segment .

April exports up over 36% PTI NEW DELHI, JUNE 1

India's exports increased by 36.2 per cent to USD 16.88 billion in April, the sixth consecutive month of growth. Last April, exports had shrunk nearly 30 per cent to USD 12.4 billion under the impact of the worst recession in 60 years that dried-up demand in key markets such as the US. However, going forward the European debt crisis may weigh on outbound shipments, even though India's trade exposure to Greece is limited, rating agency Crisil Principal Economist D K Joshi said. "It all (export performance) depends how the European crisis unfolds," he said. President of the Federation of Indian Export Organisations (FIEO) A Sakthivel said the Greek crisis would only have a minimal impact on exports . "Our big buyers are Germany, Italy and France," he said. European Union generally accounts for about 20 per cent

of India's exports. Experts, however, said the recovery in exports should be viewed in the backdrop of the dismal performance last year. "Right now the growth rate is basically due to low base effect (poor performance in April last year)...," Joshi said. As the impact of low base peters off in the coming months, "We can expect moderation in exports in the second half of the current fiscal," he said. Before turning positive in November 2009, the country's merchandise consignment had contracted for 13 months in a row since October 2008. Reflecting a growing domestic demand, imports too increased in April by 43.3 per cent to USD 27.3 billion from USD 19.05 billion a year ago. Trade deficit for April was USD 10.4 billion, against USD 6.7 billion in the year-ago period. Non-oil imports increased by 34.3 per cent in the opening month of the current fiscal.

Handset-maker Micromax forays into Sri Lanka

PANJIM (HBD) -- K Sahay, CEO Star Union Dai-ichi Life Insurance Company announced the financial results for the year 2009-10 in Mumbai. The company achieved a premium income of Rs 525 crore and issued one lakh policies. The total new business for the year stood Rs 525.38 crore, out of which individual policy was Rs 493.38 crore and group insurance was Rs 32 crore. The renewal premium for the year stood Rs 10.86 crore. So, the total premium upto the financial year stood Rs 636.24 crore. The company issued 1,08,222 individual policies and 40 group schemes during the financial year. The average new business premium per policy was Rs 45,282. The company has achieved all the above said achievements through 5800 branches of Bank of India and Union Bank, only through their branches through bancassurance channel without any agents model. The contribution from Bank of India was around Rs 273 crore and Rs 230 crore from Union Bank of India. The RRBs Referral partners contributed Rs 21.71 crore. It is also the first company to launch the Reverse Mortgage Loan Enabled Annuity plan for senior citizens to lead life with dignity and issued 12 policies totaling the premium of Rs 5.94 crore.

ONGC and OIL would gain about Rs 5,000 crore and Rs 700 crore in revenue respectively due to the gas price increase. GAIL India, which has been allowed to charge Rs 200 per thousand cubic metres or 11.2 cents per mmBtu as marketing margin, would gain Rs 150-200 crore in revenue annually. State-run ONGC and OIL produce 54.32 million cubic metres of gas per day -- about 40 per cent of the total amount originating from the country -through fields given to them on a nomination basis. The gas, APM, is sold at government-controlled rates of USD 1.79 per mmBtu. "ONGC and OIL have been making substantial losses in their gas business. The (current) low prices of gas have discouraged national oil companies from making investments (in raising dwindling output). Therefore, it became essential to increase the price of gas," the official said.

RBI Governor D Subbarao today said the country's foreign exchange reserves are "quite comfortable" and there is no threat to it from the euro zone crisis. "Our foreign exchange reserves are quite comfortable and are being managed efficiently with help from experts," he said while talking to media on the sidelines of a function

here. Subbarao said the flight to dollar being witnessed following the euro zone crisis is a "natural reaction" when there is an uncertainty. "It is shifting to safety and the path of natural reaction in financial markets," the RBI Governor said, adding India need not be overly concerned about the development. level" but still at a "higher level" than what the apex bank would like it to be, adding that it would be taken into account along with growth while formulating the monetary policy. Reacting to the just released figures of GDP growth, he said it was "quite encouraging but not surprising" and recalled that the bank in its annual policy statement had anticipated GDP growth of 7.5 per cent for

2009-2010. Earlier, Subbarao inaugurated the RBI Archives Museum in the premises of a College of Agriculture Banking here and described it as a "treasure trove" in India's economic history. He also said the Central bank would soon announce its Archival and Record Management policy to manage transition from paper to digital infrastructure.

Inflation is still higher than the Reserve Bank of Indias comfort level and the country's 7.4 percent expansion seen in the fiscal year 2009/10 is encouraging but not surprising, its Governor Duvvuri Subbarao said on Tuesday. "Inflation is not at peak level. It is still higher than we would like it. We would take inflation concerns along with growth (while formulating monetary policy)," he told reporters on

India's annual wholesale inflation was at 9.59 percent in April, coming off from a 16month high of 10 percent in February, providing more room for the central bank to hold off raising interest rates at least till its next review on July 27. "GDP growth number that came out yesterday for 2009/10 was quite encouraging but not surprising because, if you would recall, in our annual

monthly policy statement in April we had said growth for fiscal year 2009/10 will be 7.5 percent, in that range," Subbarao said. Official data on Monday showed Asia's third-largest economy grew 8.6 percent in the March quarter, its fastest in six months, broadly in line with market expectations and growth in the 2009/10 year was 7.4 percent, from 6.7 percent in 2008/09. Subbarao said the RBI will also take into account other

global developments while formulating monetary policy and that India's external sector did not face any problems because of the Greek crisis. "Our foreign exchange reserves are quite comfortable and they should be able to tide over any sovereign contingency," he added. The RBI governor said there was no need to be overly concerned about the flight to the dollar as it was part of the financial markets' natural reaction to shift to safety.

Realtime to entertain on BEST buses In a bid to make commuting more entertaining and innovative, a city-base mobile out-ofhome (OOH) firm, Realtime Interactive, has installed Visual Interactive Transit Entertainment System (VITES) in about 150 Best buses. CA Tech eyes 50% growth from India operations Nasdaq-listed CA Technologies is bullish about India and is eyeing a 50 per cent growth in its operations here in FY 11, a senior company official said. "We would grow about 50 per cent in FY 11 (India operations). The company’s business grew by more than 50 per cent in FY 10, led by strong growth in Q3 and Q4 of FY 10," CA (India) Technologies managing director, Amit Chatterjee said at a conference in Las Vegas (US). CA Technologies is one of the world's largest IT management software providers. The company has identified five verticles- Government, defence, BFSI, telecom and IT & ITES for growth in India. "We see opportunities in infrastructure, power and the defence. Telecom continues to be a strong vertical and BFSI is the largest IT spender in the country," Chatterjee said. The Reserve Bank is likely to go ahead with its policy tightening but concerns on the European debt crisis deepening may weigh on the apex bank's policy decisions, Morgan Stanley today said. According to the firm, the RBI may hike its repo and reverse repo rates (short-term lending and borrowing rates) by 0.5 per cent hike each, by the year-end to unwind from its easy money stance, Morgan Stanley today said. "We believe the RBI will continue to tighten policy rates gradually by 25 basis points over the next two monetary policy meetings before yearend 2010," Morgan Stanley Economist, Chetan Ahya told reporters here.

Yamaha India sales up 17% in May PTI NEW DELHI, JUNE 1

Two-wheeler manufacturer India Yamaha Motor today reported a 17.04 per cent increase in its May sales, at 25,033 units. The company had sold 21,388 units in the same month last year, it said in a statement. Domestic sales of the company rose by 3.91 per cent to 17,614 units in May, from 16,952 units in the same month of 2009, it added. During the last month, the company exported 7,419 units against 4,436 units in the yearago period, a jump of 67.25 per cent. "We have been receiving a tremendous response from Indian and overseas markets across all product segments. Prime Minister Manmohan Singh today said the economy is expected to grow by 8.5 per cent this fiscal, but sounded caution on global developments saying there are "uncertainties on the horizon." In his remarks on the first anniversary of the UPA-II government, he, however, said he was cautiously optimistic about the year ahead. Without mentioning the threat to growth from the European sovereign debt crisis, Singh said: "This (India's growth) is one of the best performances in the world... There are uncertainties on the horizon, but on the whole I look to the year ahead with cautious optimism."

India recorded 7.4 per cent growth in 2009-10, which was more than the 7.2 per cent projected earlier. Economic growth had slipped to 6.7 per cent in 2008-09, after four straight years of average nine per cent expansion. In international markets, gold prices surged for the seventh straight day as the European debt crisis increased demand for the precious metal as a safe haven. Bullion in the Asian region gained as much as 0.5 per cent to USD 1,222.47 an ounce, its highest level since May 19, as the euro extended its 2.4 per cent decline against the US dollar last week. "The steep rise in gold prices comes at a time when the Indian markets are passing through a bullish mood on hectic buying by jewellers and retailers for the ongoing marriage season," said All-India Sarafa (Bullion) Bazaar Association President Sheel Chand Jain. The government is considering to provide greater autonomy to 12 top state-owned ports by converting them into corporates to help them compete better with international players. "About ports, there have been some proposals for corporatisation, but it is not disinvestment. It is conversion of the legal entity structure to corporate structure," Shipping Secretary K Mohandas told reporters here today. Experts have unanimously recommended that corporate structure is much better for decision-making and performance, Mohandas said. He, however, added that a final decision on this is yet to be taken. India has 12 stateowned ports -- Kolkata (with Haldia), Paradip, Visakhapatanam, Ennore, Chennai, Tuticorin, Cochin, New Mangalore, Mormugao, Mumbai, Jawaharlal Nehru Port Trust and Kandla -- which handle over 500 million tonnes (MT)of cargo annually. He said the government would prefer a "landlord" pattern for corporatisation, under which the corporate body will own the port, while the services will be leased out. With the launch of its flagship brand in Europe, Apollo Tyres today said it aims to become a USD 2-billion entity by the end of this fiscal, riding on the back of new markets in its portfolio. "We have set a target, which is to become a USD 2 billion company by way of revenue by 2010-11. Today, Apollo already has a turnover of USD 1.7 billion," Apollo Tyres managing director Neeraj Kanwar told reporters here. The company, which introduced its main brand ''Apollo'' here today, said it plans to sell its tyres across Germany, Netherlands, UK and Italy during the initial phase. "Thereafter, by March 2011, we will look at entering other

zones of the European market," he added. The range of Apollo passenger car tyre brands that will be available in Europe includes Amazer 3G Maxx, Acelere, Aspire and allterrain vehicle tyre brand Hawkz. "Our current range, catering to the small and mid-size segment, will meet the growing demand in Europe. We will be available only at established retailers. We will not walk the wholesale route," Kanwar said. He said that the company would be supplying the tyres to the European market from its Baroda plant. Also, some of the tyres meant for the domestic market would be produced at its Netherlands-based Vredestein

facility, which was acquired last year. Apollo Tyres is also planning to enhance the capacity of Vredestein to six million passenger car tyres a year. At present, the facility produces 5.1 million tyres a year. On the domestic front, Apollo Tyres is investing Rs 300 crore to expand the capacity of its newly-built Chennai facility to 8,000 units per day, from the current 3,000. Apollo Tyres had announced an investment of Rs 550 crore while starting work on the plant in September 2008. At present, Apollo Tyres has nine plants across the globe with a total production capacity of around 1,200 tonnes per day, out of which 67 per cent comes from India.

India is poised to become a multi-billion dollar manufacturing hub for photo voltaic (PV) value chain but the main challenge before the industries would be to reduce costs associated with PV manufacturing and installations, a top solar industry official said here. "Currently, India is manufacturing solar modules/cells and they are primarily being marketed to US and Europe. But this equation is likely to change with the advent of Jawaharlal Nehru National Solar Mission with the ambitious objective of producing 20,000 MW by 2022 to make India a global leader in solar energy," Sathya Prasad, president, Semiconductor Equipment Materials International (SEMI), India said. "The key challenge to the solar/PV industry is to reduce

By improved process efficiency, automation, materials improvement, enhancing lifetime energy yields from systems and benefiting from economies of scale, overall cost can be reduced," Prasad, who is also convener, Solarcon India 2010, an international meet to be held in Hyderabad, said. "SEMI supports the development of FIT which has proven to be one of the most effective and widely used means to ensure sustained growth for the PV industry and rapidly realise the benefits of large scale solar energy deployment," Prasad added. "National FITs are an optimum policy solution which has been widely used in Germany, Japan and other countries and has had a dramatic effect in

transforming the renewable energy market in the world," he said. "The continued spread of national FITs that are stable, transparent and substantial will fuel the rapid PV market growth," he added. Saish is a young lad who dedicated the past two years of his life to study thoroughly for his future. A resident of Bordem, Bicholim, Saish shifted base to Panjim so that he could attend higher secondary school and his coaching classes without travelling being an issue. Saish answered his class XII Science exams securing an aggregate of 89.33 per cent with PCM 94.66. He then answered the Indian Institute of Technology (IIT) Joint Entrance Exam ranking 754 in India and second in Goa, followed by the All India Engineering Entrance Exam (AIEEE) for which Saish achieved the 11th rank out of the 11 lakh students who answered the exam nationwide for the 10,000 seats in the National Institutes of Technology. Previously, the highest rank scored by a Goan was 79. But Saish did not stop there; he answered the Vellore Institute Technology Engineering Entrance Exam (VITEEE) scoring the 142nd rank. Next, he answered Birla Institute of Technology & Science (BITSAT) Entrance Exam where he scored 359/450 and he achieved the first place at the Goa Common Entrance Exam (GCEE.) It is not a piece of cake to memorise the entire portion of Class XI and XII to just spill out at an exam. One has to completely learn each and every aspect of the concepts in the syllabus. “It took me two years of thorough study to achieve what I have today. I am quite satisfied with the results. I used to go for my Class XII at Mustifund Higher Secondary school followed by coaching classes at Aryan Study Circle, Panjim from 3pm to 8pm. Once back home, I would study and revise till 12. I never took a break even if we had holidays as I was completely devoted to my studies. IIT was the toughest

exams and preparing for it was a stress while the remaining were much easier compared to IIT. Except for VITEE and GCET which required only Class XII portion, the remaining entrance exams required both Class XI and Class XII portion,” says Saish who also loves painting and had his solo exhibition at the age of 7. Saish was awarded the Gomant Bal Bhushan Award in 2005. With proud parents Dr Guruprasad Kapadi, a dentist and Jyoti, a caring mother, Saish was never under the pressure to perform. “I was so engrossed with studying that my parents never had the opportunity to tell me to sit with the books. My family sacrificed for me too. My mother lived with me in Panjim for the past two years while my dad would travel to and fro constantly. I consider my sir, Venkatesh Pradbudesai, head of Aryan Study Circle as my role model and Sir Amia and Jayanta motivated me.” Saish gave up all recreational activities focussing completely on his studies. “I didn’t want any other distractions as I knew my main goal. Frankly, I dint miss playing or any other forms of recreation. Even now that I have answered and got my results, I am still awaiting the online counselling by IIT which gives a clear idea of where I can opt for admissions. I prefer getting admissions in IIT Bombay or Chennai for Mechanical Engineering through Dual-Degree Engineering Programs that is both BTech and MTech,” says Saish about his future plans. “I did feel jitters before answering the IIT exam. I heeded to advice given by elders like have sound sleep, don’t think about the exam, but they didn’t actually work for me. I was awake after midnight to study for the exam even though I was well prepared. I think students should be focussed about their goals; they should have the right guidance and put in all efforts. Coaching is also important as it gives an edge over other competitors. Through coaching, one gets a crystal clear idea about concepts and even problem solving.”

Putting forward his passion for Goa, he has brought out the compilation of his experiences in his first book ‘My Village, My Responsibility’, with which he hopes to reach out to the Goan population and connect with those who share in his passion for anything Goan. “When I look around me and see what is happening to Goa, I feel pained. There is so much that people have to still know about Goa,” says the dentist. When asked what he thinks about the situation in Goa, he replies, “We always blame the politicians, but it is we the people who have failed Goa and it is in our hands to set things right,” he says with conviction. Being an experienced dentist for the past 27 years, anyone would have expected a book based on his profession but Dr Gomes chose to write a book on his home land. The book, which is set to be released soon, revolves around the days of the dentist as an active member of the Goans First, then his stint as a columnist for a daily newspaper where he addressed various issues. “The experiences I had during all those years were truly great and I wanted to share them with my fellow Goans,” says Dr Gomes. “The mindset of the people has to change and only then will the state progress, and that is what the book aims at,” says Dr Gomes commenting that it is the very attitude of the Goan population today that has caused so much damage to the state. “It is very easy to put the blame on others. I want to drive home a point that the responsibility towards our state lies with each and every one of us,” says Dr Gomes. “The politicians have lost respect for the public and we the public have lost confidence in them; this is a two-way aspect that needs to be set right,” says Dr Gomes. What made him choose writing a book as a medium of expressing his views was the fact that a book will be held for posterity. To this he adds, “I wanted to write a book because many politicians of today talk, but later will contradict what they have said, but I want to keep what I have to say in black and white and use it as reference, for others and for me. t’s difficult to adapt books into movies, says actor R Madhavan, who is still basking in the success of ‘3 Idiots’ based on Chetan Bhagat’s book ‘Five Point Someone’. “A director can get an idea from a novel, but making a film from a book is difficult. Writing the screenplay is a challenge. In ‘3 Idiots’, we had to change a whole lot of things,” said the actor, who was in the capital Sunday to promote long-time friend N Sampat Kumar’s book ‘Love on Velocity Express’. Madhavan said he had spent several nights on Mumbai’s Juhu beach with Sampat Kumar discussing philosophy while he was struggling to get a hold in the film industry. The 40-year-old actor, who played a college boy to the hilt in ‘3 Idiots’, continued showering praise on director Rajkumar Hirani for having deftly adapted the written word onto the big screen. “Rajkumar Hirani did a wonderful job as a narrator and director. He consulted everyone and did what he thought best for the movie. If an actor is asked to make a wish list, the desire to make movies with Hirani should top the list. Naomi Campbell clashes with Warlord over Blood Diamonds A

frican warlord Charles Taylor is trying to block supermodel Naomi Campbell from testifying about ‘blood diamonds’ that she allegedly received from him. Defence lawyers for former Liberian president Taylor, who is on trial for war crimes in an international court, filed papers opposing the prosecution’s request to subpoena Campbell to force her to testify about allegedly receiving a handful of uncut stones from representatives of Taylor after meeting Taylor during a 1997 trip to South Africa. Prosecutors have said that Taylor used uncut ‘blood diamonds’ to buy weapons and fuel a bloody insurgency in Sierra Leone that cost thousands of lives. According to the prosecution, a gift of such diamonds goes to the heart of their case, since they believe Taylor was in South Africa at the time to buy guns with diamonds. However, Campbell has denied receiving diamonds and has refused to testify. The prosecution wants to subpoena Campbell, and call as witnesses Carole White and actress Mia Farrow, who had earlier told the court she remembered Campbell telling her about receiving a gift of a “huge” diamond from Taylor’s men. Taylor has told the Special Court for Sierra Leone that he never gave Campbell any diamonds, calling the notion “nonsense”. When asked if Taylor wants Campbell to testify, Taylor’s lawyer Terry Munyard refused. “No. We want relevant evidence only. This evidence is wholly irrelevant to the charges against him,” he was quoted saying. “The whole application (for a subpoena) is misconceived as a matter of principle. No reasonable tribunal could possibly draw any useful inference about war crimes from this even if they were to find as a fact that our client had given a gift of a diamond to Ms Campbell,” he added. Taylor is facing trial at the Special Court for Sierra Leone on 11 counts of war crimes and crimes against humanity. The trial, which is being held in the Netherlands, has been underway since 2006.

Remembering Robert Schumann HERALD FEATURES n the occasion of German composer, Robert Schumann’s birth bicentenar y, Xavier’s Centre of Historical Research, Porvorim will observe the day by showcasing two films and a talk on June 8, 2010 at 5:30pm. Robert Schumann was a German composer, aesthete and influential music critic. He is one of the most famous and important Romantic composers of the 19th century. Schumann had hoped to pursue a career as a virtuoso pianist and become the finest pianist in Europe. However, a hand injury prevented those hopes from being realised and he focused his musical energies on composition. Schumann's published compositions were written exclusively for the piano until 1840. He composed works for piano and orchestra; many lieder (songs for voice and piano); four symphonies; an opera; and other orchestral, choral, and chamber works. In 1840, after a long and acrimonious legal battle with his piano instructor Friedrich Wieck, Schumann married Wieck's daughter, pianist Clara Wieck, who also composed music and had a considerable concert career, including premieres of many of her husband's works. Robert Schumann died in middle age.

HERALD FEATURES he Directorate of Official Languages released three books and one audio CD on May 31, 2010 at the Maquinez Palace, Panjim. The books were released at the hands of Chief Minister Digambar Kamat, in the presence of the Director of Official Languages, Gopalkrishna Padgaonkar along with the authors of the books. The three books released, ‘Secrets of Dental Care’ by Dr Sandeep Lawande, ‘Vikas Khara Khota’ by Rajiv Nayak and ‘A Concise History of Goa’ by Dr Olivinho Gomes, dwell on three very diverse topics. The books were published under the scheme for Goan writers, two of them in English and one in Marathi. The book by Dr Olivinho Gomes, who passed away last year and who was a recipient of various state awards for his literary works, was released in the presence of his wife. Dr Lawande wrote about the various aspects of dental health ranging from gum diseases to dentures and oral cancers. “Oral health and general health are co-related, and it would give me immense satisfaction to know that my book has been of help to people,” he said. Rajiv Naik’s Marathi book takes a look at the environment over the past ten years while Dr Gomes’ posthumous publication looks into the Goan history from the earliest times to the present government. Along with the three books released, an audio CD of the songs of Bakibab Borkar was also released at the hands of Padgaonkar and the music director of the CD, Ashok Patki. The CD was brought out by the Naad Bhrama society under the chairmanship of Anand Satoskar.

World No Tobacco Day observed with Awareness Exhibition HERALD FEATURES he Tuberculosis Association of Goa organised its 23rd annual Anti-Tobacco Exhibition at its centre in Panjim on May 31, World No Tobacco Day. The exhibition, which was held in the small front entrance to the centre, had a number of books on tobacco and ghutka on display, providing extensive information on the substance and the various ill effects it could have on abusers. Posters with strong anti-smoking catchphrases in bold letters and newspaper cuttings containing short reports and statistics cover plenty of wall space. Grotesque depictions of the consequences that tobacco and ghutka chewing can have on the body were displayed on some of the posters. “Pictures and statistics provide solid evidence,” said Dr Damodar Bhounsule, Secretary of the Association who took up the task of explaining each of the posters and cuttings. To the right of the doorway was an accumulation of cigarette packets, smoking pipes, various types of ghutka, etc. Surrounding the theme of this year ’s World No Tobacco Day, ‘Gender and Tobacco with an Emphasis on Marke t i n g t o Wo m e n’ , a poster at the entrance to the room showed the silhouette of a pregnant woman puffing and smoke surrounding the foetus within her with the text, ‘stillbirths, premature births, low birth weight babies’ – blatantly sending a message across. Richard gets UEFA B Licence HERALD SPORTS REPORTER MAPUSA, JUNE 1

Richard Hood, director, Vasco Sports Club Academy returned to Goa on Tuesday after successfully completing a UEFA "B" Licence football coaching course from Bolton Academy, United Kingdom. Richard, who recently completed an AFC "B" licence in Singapore, was delighted at achieving the European equivalent after starting the course in 2008. Comparing the courses, Richard said, "The AFC B licence was obtained within a period of three months, but the UEFA version takes a lot longer and we need to provide evidence how we conducted our fitness and psychological sessions with our club." Richard would now like to venture a step further by setting up a unique scholarship scheme between Vasco Sports Club and Chowgule College where players will be able to pursue higher studies. Salgaocar coach, Karim Bencherifa recently passed the AFC "A" licence football coaching course, although he holds an "A" distinction from his native country Morocco.

The father of England and Chelsea defender John Terry was spared jail today for supplying cocaine to an undercover reporter after a judge said he was a victim of entrapment. Edward Terry, the 56-year-old father of the former England soccer captain, admitted supplying 3.5 grammes of the drug to the journalist from the News of the World when he appeared before magistrates last month. ''Employees of a national newspaper decided to mount what was in effect a sting operation against Mr Terry to ascertain whether he could or would supply class A drugs,'' prosecutor Paul Scothern told Basildon Crown Court today. The court heard the reporter, Dan Sanderson, had befriended Terry at a wine bar he frequented near his home in Essex,

over a six-week period. On November 5 last year, Sanderson, who was posing as a chauffeur, asked Terry where he could buy cocaine for his boss and his friend. Terry said he could supply it and agreed a fee of 120 pounds while he also asked for 40 pounds for facilitating the deal. He left the bar and returned about 15 minutes later with the cocaine, the Press Association reported. ''Mr Terry would not have acted in the way he did and committed this offence but for being enticed by the journalist who befriends Mr Terry, meets with him on a couple of dozen occasions at the minimum, simply for a tabloid story,'' Terry's lawyer Neil Saunders said. Terry was sentenced to a suspended prison term of six months and ordered to do 100 hours of community service.

In BrIef Govt opens window for IHF, IWHF In a significant change in stance, the Union Sports Ministry is now planning to give the Indian Hockey Federation (IHF) and the national women's body (IWHF) an opportunity to substantiate their claims as organisations with the mandate and wherewithal to govern the game in the country. Stung by the recent Delhi High Court verdict reviving the IHF and the observation that proper procedure was not followed in the disaffiliation and derecognition of the federation two years ago, the ministry admitted it was led by the actions of the Indian Olympic Association (IOA), which invoked its own extraordinary powers to set up a national body, and the International Hockey Federation (FIH) did not make an independent inquiry into the matter. "Now, the clock has been put back by two years. We need to take the right steps," ministry sources told.

"Yes he has sent it last night," informed Modi's Legal Counsel Mehmood Abdi. The BCCI today announced that it will not send either the men's or the women's cricket team for this year's Asian Games in China where the game makes its debut in its Twenty20 format. The 16th edition of the Games will be held in Guangzhou, China from November 12 to 27 and the BCCI's decision means loss of potential medals for the country. "We would not be able to send our team, both men and women, for the Asian Games in China because of international commitments," BCCI chief administrative officer Ratnakar Shetty told reporters here. "We have communicated the same to the Indian Olympic Association," he said. Cricket's debut at the Games was approved at the Olympic Council of Asia's General Assembly in Kuwait recently and yesterday was the last day to confirm participation. Indian men's team will have a busy time in November as they host New Zealand for three Tests and five ODIs. This year's Asian Games will feature 42 disciplines, 14 more than what takes place in the Olympics. Countries which are expected to send cricket teams for the Games include Pakistan, Sri Lanka and Bangladesh.

Meanwhile, Olympic Association Secretary General Randhir Singh lashed out at the BCCI for not sending teams to this year's Asian Games in China and said IOA will write to the Cricket Board tomorrow asking it to reconsider the decision. "I'm very, very disappointed. It really hurts because we were really keen to have cricket in this multi-discipline events," Randhir said. "On behalf of IOA, we will write a letter to the BCCI tomorrow and ask them to reconsider their decision," he said. Randhir, also the Secretary General of Olympic Council of Asia (OCA), said the onus was now on the Asian Cricket Council to take up the matter with BCCI. "The ACC worked really hard to get cricket included in the Asian Games. So it is ACC's responsibility to take up the issue with the BCCI. "It will be a big embarrassment for OCA if India, where cricket is a religion, does not participate in the Asian Games," Randhir said. "This is particularly sad because cricket is a major sport in our country and we expected medals from the Asian Games. "China built great facilities for cricket. So BCCI's decision is unfortunate because all other cricket playing Asian countries will participate," added Randhir.

Brushing aside concerns over a potential clash with the World Anti-Doping Agency, the International Cricket Council today said the sole point of difference was over the "whereabouts" clause of the WADA code to which it is a signatory. "BCCI (Indian cricket board) is WADA-compliant. It's just a question of agreeing on the finer details of the whereabouts clause," said ICC Chief Executive Haroon Lorgat at a media conference to announce the launch of online sales of tickets for the 2011 World Cup to be held in the sub-continent. He also brushed aside suggestions that WADA Director General David Howman had issued an ultimatum to the ICC and its member boards last month to fall in line with its code in its entirety by November. "I'm not sure that's what he said. In fact he was very complimentary about the progress cricket has made in terms of doping. He is very much with us in terms of putting something specific for cricket," Lorgat said. "Being a signatory, we expect the ICC and cricket to remain committed to the WADA code. The ICC has done a lot in the last three years, now they just need to give the final push," Howman had told reporters in Delhi on May 24.

Seventeen National footballers today signed contracts with the AIFF with the players, who recently struck deals with new clubs with increased pay packages after the I-League season, getting almost the new amount while others got 15 per cent hike to their existing salary. The arrangement would mean that players like Steven Dias and Mohammad Rafi, who signed new contracts with Churchill Brothers, will get the same amount as their new salary. They were reportedly getting lesser amount from their former club Mahindra United as compared to other top players. The AIFF had proposed 15 per cent hike in the existing (2009-10 season) salary of select 30 players on pro-rata basis for eight months (June to January, 2011). They will train under National coach Bob Houghton exclusively for January 7-29 Asian Cup in Doha, Qatar.

Bob Houghton is back. On Monday, the Indian football coach put an end to all speculation and announced on a social networking site the news about rejoining the National team, which is set to begin its preparation for next year's Asian Cup in Doha. "To all Indian fans, I am really grateful for all your support towards me during the controversy. To end all speculation... I remain India coach," the Englishman wrote, pulling down curtains on the much publicised spat with All India Football Federation (AIFF) secretary Alberto Colaco over his contract renewal. The National footballers were unhappy with the payment structure of the central contract system and had forced the AIFF to have one-on-one meetings to negotiate their deal that came into affect from June 1. Some footballers felt that the hike was too little as the market value of some of the players had gone up by three to four times.

"We are happy with our contracts," a top footballer said. "Last year some players had to settle for a lesser value due to different problems but after an outstanding season in the ILeague some of the players net value has gone up three to four fold. The meeting went of well and AIFF accepted all our demands," he said.

Paes and Dlouhy remained on course of defending their doubles title with a straight-set win in the quarterfinals at Roland Garros. Butt set to become vice-captain Opener Salman Butt is all set to be named as Pakistan vice-captain for the forthcoming Asia Cup in Sri Lanka and the subsequent tour to England, according to PCB sources.
