Fighting terror, naxals high on UPA agenda PTI NEW DELHI, JUNE 1

Presenting his government’s report on completion of first year, Prime Minister Manmohan Singh today vowed to fight terrorism “root and branch” and enforce the writ of the State in dealing with naxalism and political extremism. He identified price rise as one of the major problems and said necessary corrective steps would be taken to rein in inflation. Making it clear that he was “conscious of the tremendous challenges” lying ahead, he said the government will seek “new frontiers and new directions” to strengthen social and economic foundations during the remaining tenure of four years. Singh referred to the various initiatives taken for economic growth, social upliftment of people and empowerment of children in terms of education and said such efforts would be taken further to provide an “effective, purposeful and responsive” government. ‘The Report to the People — 2009-10’, which was unveiled by Singh and UPA Chairperson Sonia Gandhi, highlighted 12 major themes of the government’s priority. These cover areas like economic resurgence, internal security, education, health, child rights, food security, empowerment of women, weaker sections and minorities, rural renewal and foreign relations. Speaking while releasing the 68-page report, he expressed his government’s determination to fight terrorism “root and branch” and deal with naxalism “firmly” while addressing developmental issues. He also asserted that the government would fight the scourge of communalism and “political extremism”.

Jharkhand finally came under yet another spell of the President’s rule on Tuesday, with President Pratibha Patil signing the order while keeping the state Assembly under suspended animation, ignoring the BJP’s demand to dissolve it for fresh elections. The Union Cabinet earlier in the day recommended imposition of the central rule on the basis of the recommendation of Governor M O H Farook, following Shibu Soren resigning as the chief minister ahead of the trust vote he was asked to seek on Monday in view of the BJP withdrawing from his coalition government. The BJP leaders in Delhi alleged a secret deal of the Congress with Soren for keeping the Assembly alive for formation of the government at its own convenience. The Congress sources however denied the charge.

New promotion norms for college teachers PTI NEW DELHI, JUNE 1

Government has approved new regulations for university and college teachers under which promotion of faculty is linked to their research output. The HRD Ministry has approved the UGC Regulations for Minimum Qualification for Appointment of Teachers and Academic Staff in Universities and Colleges. The UGC will pass the regulations at its meeting on Monday and then notif y it, official sources said today. These regulations link performance of teachers to their promotion. An assistant professor in a university needs to have at least three publications for being considered for promotion to the level of associate professor. Similarly, an assistant professor in a college with just Masters degree should have three publications to be eligible for promotion. An assistant

In a swift operation, Central Bureau of Investigation (CBI) laid a trap and caught redhanded Superintendent of Central Excise of Bicholim A S Patil accepting a bribe of Rs 18,000 cash in his office from an iron scrap dealer on Monday. Patil was arrested and slapped with Section 7 of the Prevention of Corruption Act, 1988 for which the maximum imprisonment runs into five years. He was produced in a Panjim court on Tuesday that remanded him to two days custody for further investigation. Addressing a press conference today, CBI SP S S Gavali said Patil had demanded a bribe for a truck load of scrap from the Honda-based dealer. “Earlier, too, the Central Excise

The clearance was challenged by Gomantak Shetkari Sanghatana (GSS) through Ritwick Dutta. The group first sought relief from Delhi High Court which directed the authority to examine the case. It sought cancellation of permission for mining of iron ore on the grounds that it was very close to the wild life sanctuaries as also just 50 metres from the river Kushawati. Central Excise officer caught taking bribe

Police summon Mickky over Nadia’s death For the first time since Nadia Torrado died at Chennai on Saturday last, the police have summoned Tourism Minister Mickky Pacheco for investigations in connection with the death of the Loutolim woman. In another development, police have registered a case of abetment to suicide under section 306 of the India Penal code against unknown persons. It is learnt that the police have also served a letter on the Tourism Minister last night not to leave the state and make himself available for investigations in the case. Investigating Officer, PI Raju Raut Desai on Tuesday dispatched a communiqué to Tourism Minister through the Colva police this evening, asking him to report to the Maina Curtorim police station without fail at 4 pm today for investigations into the death of the woman. However, the summons letter reached the Betalbatim residence of the Tourism Minister only at around 4.20 pm. PSI Sudesh Velip, who was drafted by the Colva police to serve the summons on Pacheco, reached Pacheco’s residence only at around 4.20 pm when the Investigating officer asked the Minister to report at the police station at 4 pm. professor with PhD needs to have at least one publication in 12 years for getting promotion to the level of associate professor. An assistant professor with just MPhil needs to produce two publications for being considered for promotion to the next level in a college. Similarly, an associate professor needs to show at least five publications for promotion to the level of professor in both colleges and universities, the regulations said. The papers should have been published in a referred journal, it said. A UGC committee under Prof S P Thyagrajan, former vice chancellor of Madras University, had prepared the regulations which were pending before the government. Besides, the regulations say that there is no need for an external observer from UGC for cases of promotion to associate professor.

Four-member team conducts 2nd autopsy HERALD REPORTER MARGAO, JUNE 1

In a day of hectic developments in the Loutolim woman’s death case, a second autopsy was conducted on the body of deceased Nadia Torrado after the Sub-divisional Magistrate, Margao issued an order just before the funeral was to take place at 10 am this morning. In another development, SDM Agnelo Fernandes has also commenced investigations into the death of the 27-year old woman after it has come to light that Nadia’s death has come within seven years of her marriage. Jeep loads of armed policemen descended at the residence

of the deceased woman at around 9 am and took possession of Nadia’s mortal remains after the SDM issued an order for a second post mortem. The police took possession of the body an hour before the funeral was to take place at the schedule time at 10 am. The body was later transported to the Hospicio mortuary where the SDM conducted an inquest panchanama. The SDM also ordered video filming and photography while conducting the inquest panchanama. IFFI scam: Kamat, Rane depose HERALD REPORTER PANJIM, JUNE 1

Central Bureau of Investigation SP S S Gavali on Tuesday said they had recorded statements of Chief Minister Digambar Kamat and Speaker Pratapsing Rane as part of the investigation into the IFFI 2004 infrastructure scam in which Leader Manohar Parrikar is allegedly involved. Answering questions posed by media persons at a press conference on Tuesday, Gavali said he couldn’t disclose much but all that he could say was Kamat’s and Rane’s statements have been recorded and the investigation was at an advanced stage. Kamat and Rane were some of those in the core committee who were entrusted with taking policy decisions on the infrastructure projects.
