Technical institutes must keep 5% quota for poor PTI NEW DELHI, DEC 30
From now, technical institutes approved by the All India Council of Technical Education (AICTE) have to reserve up to five per cent of super-annuatory seats for students from economically backward sections of the society. “Till now, tuition fee waiver scheme operated by AICTE allowed providing up to 10 per cent supernumerary seats that are given to students of economically backward category. “It was the discretion on the part of the institution to apply
for such a scheme. Now these seats are made mandatory for every institute up to five per cent, Human Resources Development Minister Kapil Sibal said. Unveiling the revised AICTE norms here today, he said the technical institutes can from now on can increase the intake capacity per programme from 40 to 60 seats. Opening up the doors to the corporate sector, he said companies can also set up technical institutes provided they set up entities registered as a nonprofit entity under Section 25 of the company’s act to run such
institutes. No joint venture will, however, apply to this, he said, adding the scheme would only be allowed in 241 districts where at present no AICTE approved institute exist. “If the corporate sector wants to offer AICTE programmes, they can do so after setting up a section 25 company without a joint venture, and thereafter seek approval from AICTE for the programmes,� he said. At present, only trusts and cooperative societies are allowed to run technical institutes. (Continued on page 8)

Boney M front man Farrell dead PTI MOSCOW, DEC 30
Bobby Farrell, the front man of the popular 70’s disco quartet Boney M, has died in the Russian city of St Petersburg, of unknown causes. He was 61. The ‘Daddy Cool’ hitmaker, known for his flamboyant costumes and energetic dancing was found dead in his hotel room on Thursday morning, said his agent John Seine. The death was sudden, since he performed with his band yesterday in the city and his body was found in his room by hotel staff after he failed to respond to a wake-up call.

Around 1,000 policemen would be on guard for the December 31 night in Goa as the beaches are getting flooded with the visitors. Police have chalked out separate traffic arrangements for the coastal belt, which witnesses chock-a-block vehicular moment at mid night. Police spokesman Atmaram Deshpande said that two companies of Central Industrial Security Force, India Reserve Battallion force, Quick Response Teams and police station staff have been activated. “Besides this, there will be coastal police patrolling the beaches and also constant coordination with the Indian Coast Guard is also on,� Deshpande said.

Moily to look into Aarushi case lapse Parents to consult lawyers PTI NEW DELHI, DEC 30
Lamenting that the Central Bureau of Investigation (CBI) failed to “properly investigate� Aarushi Talwar murder case, Law Minister M Veerapa Moily today said he would take a “serious� look into “how such a lapse� took place. “Such a brutal murder case cannot be properly investigated and the accused not traced. I will definitely, seriously look into it,� Moily told PTI here. He said while he was not referring to any proposed changes in existing laws but as a law minister he would look at “how such a lapse� took place. CBI had yesterday filed a closure report in the Aarushi mur-
der case before a court on the grounds there was no available evidence at the crime scene to pursue the probe, meeting a dead-end in the case that shook the country over two years back. Meanwhile, upset with the CBI filing a closure report, the parents of murdered teenager Aarushi Talwar today said they will consult with their lawyers before deciding on their future course of action to take the case forward. “Our lawyers have not yet read the closure report and, hence, we cannot say anything. As a mother I would say that we won’t rest in peace till the case moves for ward,� said Nupur.

The new mechanism, sought to silence the Bharatiya Janata Party and other opposition parties trying to corner the government on alleged corruption in 2G spectrum allocation, Commonwealth Games and Mum-
bai’s Adarsh Society scandal, may be unveiled as early as next week as the United Progressive Alliance government’s first gift in the New Year. The draft ordinance is understood to have been forwarded to the Law Ministry for examination before it is brought before the Union cabinet for approval, though it is not yet placed on the agenda compiled by the cabinet secretary for cabinet meetings. Though provisions of the im-
pending ordinance are not known, sources said it may include constitution of the Lok Pal, the ombudsman who can also probe charges against the CM, in place of a bill that has been hanging fire for years.
