Exhausting all avenues for seeking some relief from the courts to avoid arrest, former tourism minister Mickky Pacheco seems to have finally given up and will surrender to the Crime Branch on Saturday morning, even as his Man Friday Lyndon Monteiro has been summoned at 10.30 am at the same place in connection with Nadia Torrado’s death. This disclosure was made by Pacheco’s lawyer Amit Palekar who said his client will make himself available to the Crime Branch tomorrow. Lyndon Monteiro too has been summoned by Crime Branch tomorrow at 10.30 am, he informed. The former tourism minister appears to have run out of all options of evading arrest and his surrender was imminent soon after the Supreme Court declined his anticipatory bail petition. Earlier, the Sessions Court and the Goa Bench of the Bombay High Court had dismissed his anticipatory bail application. Pacheco and Monteiro are wanted in connection with the death of Torrado, 28, who died on May 30 after allegedly consuming rat poison. The Supreme Court had dismissed the anticipatory bail plea filed by the former minister stating that he could tamper with the investigation owing to his political clout.

BJP leader Gopinath Munde has ridiculed the Goa police for their inability to locate the missing former tourism minister Mickky Pacheco in connection with the death of Nadia Torrado. Munde was speaking at the BJP meeting at KhadpabandPonda to protest against the price hike in petroleum products. He alleged that the State Government was well aware of the whereabouts of the missing former minister. “Do you think the State police or the Home Department is unaware of his (Mickky Pacheco’s) hideouts? Can anyone believe this? This is very strange and I hope people will take note of it”, said Munde. ”This is the right time to show the Government that you are not happy by not electing the person who has just joined the Congress. The price rise should become the reason for his downfall”, said Munde, while reacting to Vishwajit Rane’s entry into the Congress. “His defeat will prove that the people have reacted to the price rise”, said Munde. Holding the UPA Government responsible for the rise in inflation, Munde urged people to voluntarily support the call given by the BJP for a nationwide strike against price rise on July 5. ESG proposal to manage govt events shot down HERALD REPORTER PANJIM, JULY 2

The Governing Council of Entertainment Society of Goa (ESG) has rejected the proposal to route all event management activities of all Government departments through the society. The proposal in this regard was moved by the ESG Chief Executive Office Manoj Srivastava who wanted the Council’s approval so that all event management activities of Government departments could be routed through the ESG. The members of the Council felt that the ESG should first set its house in order and have proper manpower to organise its own events successfully. The Council also rejected the proposal to provide financial assistance to non-Goan film makers to the tune of Rs 10 lakh. It is now decided that a special scheme should be modulated and put before the Council. In another decision, the Governing Council directed the internal auditor of the ESG to examine all aspects of the tender awarded to M/s Omkar Melodies for undertaking various works during IFFI 2009. The CEO had put before the Governing Council a proposal to pay M/s Omkar Melodies an additional amount of approximately Rs 10 lakh towards various works such as illumination of trees, supply of computer tables, sound system and so on. The Council members pointed out that all additional claims of M/s Omkar Melodies had already been cleared and hence there was no reason to entertain any of its additional claims. The Nationalist Congress Party on Friday extended a warm welcome to all those who deserted the party in the past and promised to admit those who were expelled for some or the other reason. Addressing his first press conference after being appointed as President of the State NCP, Jose Philip D’Souza extended a green leaf to party deserters and promised to take back those expelled in the presence of Ulhas Naik from Poinguinim who was expelled by one of the earlier presidents. D’Souza mentioned one of his first decisions as president was to revoke the expulsion, even as he gave thrust on strengthening the party at all levels in his address to the media persons. I have decided to readmit Ulhas Naik into the party, he said. “We have a membership of 25,000 till date and my endeavour will be to go to each and every constituency to enroll more members, he stated. On a question whether its past president Dr Wilfred de Souza was also welcome to join back, the new president laughed, indicating the veteran politician too could be back. He said the party will soon have a full-fledged executive committee that will take up the task of strengthening the party. D’Souza mentioned he was taking full responsibility as president and thanked NCP supremo Sharad Pawar for entrusting him this important position. I will work to strengthen the party and see that the NCP and Congress work without any conflict, he affirmed.

The former NCP Goa head was awarded the post when a coalition was struck between the Congress and the NCP. Willy resigned from NCP in June last year with many of his supporters who were today welcomed by the NCP. RBI rate hike not to impact home, car loans for now PTI MUMBAI, JULY 2

The Reserve Bank today raised key short-term policy rates by 25 basis points in an unscheduled announcement to tame doubled-digit inflation, but bankers said this won’t lead to any hike in interest rates for now. Welcoming the steps taken by RBI, Finance Minister Pranab Mukherjee said, “(they) are desirable given that core inflation has risen and credit situation is tight.” The increase in rates comes ahead of the July 27 policy review by the apex bank, which feels that money supply in the system has started easing in contrast to the crunch felt just a fortnight ago, when corporate demand for funds shot up. RBI’s decision to increase the short-term rates, however, may not have any immediate impact on the interest rates.

Terror struck Pakistan’s cultural hub of Lahore as a pair of suicide bombers attacked a famous Sufi shrine packed with thousands of worshippers, killing at least 43 people, including women and children, and injuring 180 others in the latest in a slew of attacks across the country. The blasts occurred late last night in quick succession at the Data Darbar shrine of Sufi saint Syed Abul Hassan bin Usman bin Ali al-Hajweri revered by millions of people. Though initial reports had said the shrine was targeted by three suicide attackers, SSP Chaudhry Shafiq Ahmed today stated that two bombers were involved in the assault. One blew himself up in the shrine’s courtyard while another detonated his explosive vest in the basement in an area where people perform ablutions.

Bus travel to cost more Operators unhappy, strike on HERALD REPORTER PANJIM, JULY 2

Traveling by bus in Goa would now be costlier with transport ministry approving the bus fare hike by ten paisa for every kilometer. Newly appointed Transport Director Arun Dessai confirmed that Transport Minister Ramkrishna Dhavlikar has approved the bus fare hike which will be notified on Monday. With hike of ten paisa, people will have to now pay 55 paisa per kilometer as against 45 paisa earlier. However, Rs 5 for the first three kilometers will remain the same. The Department has also hiked Kadamba shuttle service fares by ten paisa and with this, travelers will have to shell out 80 paisa for every kilometer. Kadamba was charging 70 paisa per kilometer earlier. Dessai said the new rates will

be considered from the date of notification. The ministry has also asked private bus operators to form a society of owners, conductors and drivers and then approach the Government with their other demands. The private bus operators had

condemned Dhavlikar for being insensitive towards their issues. Meanwhile, expressing unhappiness over the quantum of ticket hike, private bus operators today said that they will go

ahead with their all Goa bus strike on July 5. “We have to shell out Rs 5 for diesel every time, the hike in ticket fares by just ten paisa is not acceptable”, All Goa Private Bus Owners Association, General Secretar y Sudip Tamankar told Herald. “We will go ahead with our strike on Monday”, he added. The private bus operators in the State had demanded a hike of 20 paisa, after diesel price went up by Rs 2.72 per litre in April. The diesel prices again went up by Rs 2 in June. “The existing hike was okay had petroleum products not risen recently”, he said. Tamankar also confirmed that the Association is yet to receive any official letter from Transport Department over the hike. “We have no information on hike. Even if we receive we won’t agree to it”, he said.

An earring or bracelet which you buy for your child may pose a health hazard for your loved one, with a new study claiming that artificial jewellery found in Delhi’s markets have dangerous levels of lead content. According to the report released by an NGO ‘Toxic Links’, all the 54 samples of children’s ornaments, which it collected for the study, contained lead in varied range, which was in some cases 1,000 times higher than the permissible limit of 300 particle per million (ppm) in the US. “It is surprising that the Government till now has set no

Davorlim villagers to intensify stir against land acquisition Special gram sabha called to take stock of situation HERALD REPORTER MARGAO, JULY 2

Irked over the government’s decision to go ahead with the acquisition of 1.15 lakh square meters of Communidade land for the proposed multipurpose utility centre, Davorlim villagers have resolved to intensify the ongoing stir to force the government to scrap the project. In this respect, the village panchayat has convened a special gram sabha on Sunday morning to take stock of the situation and chalk out the future course of action. The meeting assumes significance given that the village panchayat as well as the gram sabha in the past had vehemently opposed acquisition of the Communidade land for the proposed multipurpose utility centre. Locals have raised fears that the government after the land acquisition will allot a sizeable chunk of the acquired land to set up Kabrastan for the minority community.

The villagers have been demanding that the land in question be reserved for the original inhabitants of the village for their housing and other needs. In fact, the villagers maintain that the forefathers had protected the land for the benefit of the posterity and wondered whether the multipurpose utility will be of any use to the local residents. Meanwhile, the Davorlim Civic and Consumer Forum has resolved to register their strong objection to the government decision to acquire the land in question. Forum Joint secretary Wilma D’Costa said the area was being used as a cattle grazing ground and also has a small religious structure built by the shepherds community. Questioning government’s action in bypass the several gram sabha resolutions objecting to the take over of the land, the Forum recalled that the villages at the gram sabha meetings had unanimously approved the de-

mand, especially of the ST community, to reserve the land for the purpose of housing, horticulture and pasture for their cattle. The Forum further recalled that the villagers had pointed out that the government in the past had acquired 30,000 square meters of land from the Davorlim communidade for the purpose of building houses for Goans from weaker sections but in reality the housing board caters only to the migrant labourers which has caused myriad of problems like sanitation, encroachments, disposal of household waste, overflowing of sewage water into cultivable fields, thus making the village a breeding ground for mosquitoes. The members want to know from the government authorities the details of the multipurpose project and in what manner it would benefit the villagers at large and urged the government to drop all plans to acquire this land if it cannot give a satisfactory reply.

In a tragic incident, a 60-yearold woman from Guirdolim was buried alive when her old house wall collapsed on Friday morning. The incident occurred at 10 am when the woman Romaldina Gonsalves was standing outside her old mud house when the wall suddenly collapsed burying

her under the debris. The woman was rushed to the Primary Health Centre, Curtorim but was declared dead. Incidentally, the old house of the deceased woman is located barely a few meters away from the new house built by the family. It is learnt that the deceased was buried inside the debris and locals later lend their helping

hand to clear the debris and remove her out. Salcete Mamlatdar Paresh Faldessai who visited the spot later in the day said the district administration will provide compensation of Rs 1 lakh to the kin of the deceased woman. The Maina Curtorim police has registered a case of unnatural death. Further investigations are on.

The Law Department of the State Government has filed a writ petition before Bombay High Court at Goa seeking review of the December 16, 2009 order of the High Court wherein the government was directed to commence construction of the proposed High Court complex at Porvorim within a period of three months. The petition was taken up for hearing by a Division Bench of Justice N A Britto and Justice F M Ries on Friday afternoon and notices were issued to respondents and hearing was posted for further hearing after two weeks. Land admeasuring 22,898 square meters was given to law and judiciary department in 1996 for the construction of court complex. The government did not take any initiative in building proposed High Court complex even as the need for additional courts was felt with the increasing number of litigations. A division bench comprising then chief justice Swatanter Kumar and Justice N A Britto had directed the government to commence the construction of the building within three months from the date of the order.

Julio Lobo, a friend of the British minor Scarlet Keeling whose semi-clad body was found on Anjuna beach on the morning of February 19, 2008, made his deposition before Children’s Court on Friday. Lobo who was initially named accused in the charge-sheet filed by local police, was subsequently absolved of all charges. The case was made over CBI as local police came under fire for shoddy investigation. Making his deposition as a witness on Friday, Julio told the Court that he had dropped Scarlet at Curlies Shack in Anjuna and later to another eatery in the area where she had gone to meet her friend. He was supposed to meet her later in the evening and take her home but she was untraceable, he told the Court further adding that she was found dead at the beach on the next morning. The Court is likely to examine one of the eye-witnesses Murli Sagar on the next date of hearing. Murli Sagar was working at Curlies Shack at the time of the incident.

With the Opposition Leader Manohar Parrikar charging that he has been targeted by the ruling Congress-led government through CBI which is currently investigating the alleged irregularities of IFFI 2004 related projects, the CBI claimed that Parrikar was interrogated in the capacity as chairman of the Goa State Infrastructure Development Corporation (GSIDC) in 2004. “People believe we interrogated Parrikar because he was the Chief Minister of Goa when first IFFI happened. But we questioned him on ground that he was the chairman of GSIDC through which IFFI projects executed,” said a CBI officer who did not wished to be named. The IFFI 2004 related projects over Rs 100 crore were approved by GSIDC while Congress MLAs had severely criticised the BJP government and Parrikar in particular for huge IFFI expenditure. In 2006 Mauvin Godinho, deputy speaker filed a criminal complaint against Parrikar and others at town police station under various sections of the Indian Penal Code relating to forgery, fraudulent transactions,

criminal conspiracy, cheating as also under the Prevention of Corruption Act. The complaint was filed based on the objections raised in the Auditor General of India (CAG) with respect to IFFI 2004 works but that there. It was handed over to CBI in 2007 whereas investigation picked up only this year and Parrikar was called for interrogation. Since then CBI has interrogated and recorded statements of the core committee members of the IFFI 2004, Chief Minister Digambar Kamat included, said the officer. Contractors and consultants have also been questioned and senior officials who were with GSIDC in 2004 are also under scanner. Recently, a high ranking official of the GSIDC who was at the helm of affairs in 2004 but currently posted outside Goa, was summoned for interrogation, said the official. The investigation is likely to be wound-up in the next twothree months. The list of the accused is likely to be a quite lengthy, hinted the official but declined to divulge any thing more. Even if CBI completes its probe in the next few months, it will not be free to file charge

sheet immediately. “The charge-sheet will be filed only after battery of CBI’s legal heads examine our recommendations and will decide whether to proceed with the case or not. Following which a sanction for prosecution will be obtained but it really takes a very long to get the sanction,” he said. This means, on completion of the investigation, the local CBI office will submit its recommendations to its higher authorities. It will take decision on the basis of merits of the case. Meanwhile, Parrikar has won a small battle against CAG. He had alleged that CAG has played into hands of the Congress-Party and had based its findings on wrong assumptions. The CAG denied him the information which he had sought under the Right to Information Act, which he claimed, will help to prove charges CAG wrong and there was no substance in the allegations made. He will now able to lay his hands on that information as his appeal has been granted by Central Information Commission wherein CAG authorities have been directed to disclose all information requested by him within two weeks of the receipt of the order.

GU postpones July 5 exams HERALD REPORTER PANJIM, JULY 2

The Goa University has postponed all its examinations scheduled on July 5, 2010, to a later date which will be notified to all colleges separately. GU Registrar M M Sangodkar said only the examinations of July 5 have been postponed on account of the bandh called to protest price rise. The examinations from the next day onwards will be held as per the original time table, he mentioned. Sangodkar said the varsity had decided to postpone the examinations of the said date because it didn’t want students to face the consequences of the bandh. Secondly, he mentioned, holding re-examination for one student and hundred of these involved the same amount of work so why take the risk.

The governing council of the Entertainment Society of Goa has approved the draft of the Memorandum of Understanding for the 41st International Film Festival of India 2010, to be held in the State in November. The council has directed the ESG CEO, Manoj Srivastava to frame guidelines as regards to the film sections, to be handled by the ESG, which include Country Focus, Foreign Retrospective, Indian Premiers, Goa as Celluloid Destination and others. It may be recalled that some film producers had served legal notice on the ESG during IFFI 2009 challenging the

procedure followed by the ESG in the Indian Premiers section. Confirming this decision, the Chief Minister, Digambar Kamat who chaired the meeting of the governing council later told the reporters that the MoU would soon be sent to the Directorate of Film Festivals, New Delhi, so that the officials from the State as well as the central government could ink the same. “We have made no changes in the clauses of the MoU for IFFI 2009 and the new MoU has virtually the same content,” the Chief Minister said, adding that making more demands from the Ministry of Information and Broadcasting as regards responsibilities to be shouldered by the ESG can sometimes spoil things. “Anyway,

we expect the MoU for the IFFI 2010 to be signed much earlier this year,” he hoped. Kamat also said that during his visit to New Delhi he would discuss with the officials of the I&B Ministry the possibility of extending the period of the MoU to three years instead of making it an annual feature. The governing council of the ESG further directed the CEO to present a comprehensive annual calendar of events to be conducted by the ESG, with proper budgetary projections and proposed income as well as expenditure statements and not bring before the council, programmes in piecemeal fashion. As part of its ongoing revision of electoral rolls, the Election Commission of India (ECI) has scheduled special campaign on July 3 and 4 in the State. Gram sabhas will be held in 188 village panchayats on July 4 to allow villagers to raise objections to inclusion of names of the people who are not eligible to figure in the list, told Arvind Bugde, Assistant Chief Electoral Officer, on Friday. The exercise assumes importance as it would allow people to ensure that names of ineligible persons (those who are not residents of the village) are removed from electoral roll. On

July 3, booth officers will remain present at the booth offices whereas on Sunday they will be seating in gram panchayats to take note of the objections raised in the gram sabha as well as to allow fresh enrolment, said Bugde.

This happened in the past due to lack of awareness among people but they are now being sensitised, he said. Meanwhile, the ECI has extended time by fifteen days to complete the ongoing revision of electoral rolls. Persons who missed earlier opportunities to register as a voter can now approach electoral booth in their respective areas for enrolment. For fresh enrolment applicant has to fill Form VI. The exercise will be on till July 15 whereas by July 30 all claims and objections will be disposed off. Preparation and printing of supplements will be done by August 16 and final electoral rolls will be out on August 19.

REVISION OF ELECTORAL ROLLS There have been instances in the past of people maintaining their names on electoral rolls at different two places. It is unlawful to retain a name at two different electoral booths and if found guilty such persons could be prosecuted under the Representation of Peoples Act.

MMC cracks whip on illegal garage at Madel HERALD REPORTER MARGAO, JULY 2

The Margao Municipal Council on Friday cracked a whip against the garage located in the fields at Madel. The Municipal action follows a 48-hour deadline served by the GPCC General Secretary Vijay Sardessai to remove the garbage or face the wrath of the residents of Madel. This morning, a MMC team visited the spot to raze down the structure, but the owner sought some time to clear the illegality. However, after give some time, the MMC team returned back to the site and raze down a kiosk. The team also disconnected electric supply to the garage.

The incessant rains that hit the State on Friday took the total rainfall to 45 inches. The heavy rains continued to lash the State for the second consecutive day. The Met department recorded 72.6 mm of rainfall for the State on Friday. The official said that the second spell of monsoon which hit Goa two days back took the total rainfall to 1110.6 mm (45 inches). City’s low lying areas were inundated with knee deep water troubling the traffic movement. Choked gutters blocked the water from clearing off. Canacona witnessed the highest amount of rainfall today, with Met department recording 180.0 mm of rainfall. It was followed by Margao (116.4mm), Ponda (104.6mm) and Murmagao (100.8mm).

The Voluntary Health Association of Goa has expressed its unhappiness over Panjim police’s inaction over removal of abandoned vehicles lying close to the Town Police Station and maintained the same were sure breeding sites for malarial mosquitoes on account of water stagnation in them during the current monsoon season. In a letter addressed to the police inspector VHAG pointed out that during their monitoring and surveillance to check for breeding sites for mosquitoes in Panjim and in surrounding areas it had found that there were quite a few abandoned vehicles lying just opp o s i t e t h e Pa n j i m p o l i c e station. It was observed rains water had accumulated in

these vehicles and the same had turned into potential breeding sites for mosquitoes, it pointed out. Embarrassingly, the letter further states, “Besides being a breeding site for mosquitoes, the vehicles are an eyesore to the capital city. In addition, they take up valuable parking space and are also a violation of human rights, i.e. they deny the right of the public to walk on the footpath. The public has to walk on the road and are thus gullible to accidents.” Copies of VHAG’s letter to the Panjim police were also forwarded to the Urban Health Centre, here, Commissioner of the Corporation of the City of Panjim and Tiswadi Deputy Collector Sabaji Shetye. Tightening the noose around illegal vendors in city municipal market, the Corporation of the City of Panaji (CCP) has decided to evict those shopkeepers who do not have documents to show the allotments. Talking to Herald, CCP Commissioner Elvis Gomes said that the Corporation will be evicting all those shopkeepers, who fail to provide proper documents of their allotment and occupation. “There are many tenants who have occupied space in the market illegally. By July 15, they have to approach us with all legal documents. We will be scrutinising all the cases individually,” Gomes said. As per the CCP’s survey almost 295 sq meters of area is been illegal encroached by the vendors as against 1275 sq meters area allotted by the Goa State Infrastructure Development Corporation (GSIDC). Interestingly, their names are also not included in the GSIDC list. CCP’s report has also men-

tioned that more then 100-odd shops in the market, which were occupied at the time of new market complex, are closed. “We will also be scrutinising this issue. If no one approaches to us proving their ownership over these shops, then the same will be publicly auctioned,” Gomes said. The Corporation had recently also come out with a notice asking market tenants to pay off their rents as per new market rates of Rs 195 per sq meter as against Rs 30 by July 15. For this an agreement will be signed between CCP and market tenants. “Till date 50-odd people have approached us with proper documents of allotments and occupation. They have also agreed to sign the revised rent agreement,” commissioner confirmed. Dr Nagvekar said, an infected animal has the rabies virus in its saliva and can transmit it to a person through a bite. In rare cases, an animal can spread the virus when its saliva comes in contact with a person's mucous membranes (moist skin surfaces, like the mouth or inner eyelids) or broken skin such as a cut, scratch, bruise, or open wound. Farmers from Surla-Bicholim, who were affected due to mining activities, have demanded that the State government provide them the balance amount of the financial relief, as directed by the High Court. It may be recalled that the Goa Bench of Bombay High Court in its order dated August 8, 2007, had directed the concerned mining companies to provide financial assistance of Rs 36.50 crore to around 769 farmers by August 30, 2007. Goenchea Ramponkarancho Ekvott at its monthly meeting held at its head office at Cansaulim strongly condemned the price hike in petroleum products announced by the Centre recently and demanded that the same be rolled back immediately. It was also resolved to obser ve a bandh on July 5 protesting against the decision of the Central government, says a press release issued here. “The hike in petroleum prices will have a spiraling effect that would result in a general hike in prices of everything and this will affect the people from all stratas of society,” said Matanhy Saldanha, GRE General Secretary who also pointed out that prices only keep going up and never come down. Speaking specifically of the fishing community, the increase in kerosene prices will adversely affect the traditional fishermen the most as their scale of activity is small since they use canoes fitted with outboard motors with less than 10 horse power which are run on kerosene. The press release states further, as it is, the traditional fishermen are forced to purchase the kerosene from the black market and with this increase, the prices will be prohibitive for them to carry on their occupation to sustain their families, he

The GRE has appealed to all fishermen across the State not to sell any fish on July 5 up to 5 pm to register their protest against the hike in petroleum prices and appealed to all other sections including vegetable and fruit vendors to co-operate and stay off the markets on that day. “If the government does not roll back the hike in petroleum prices, we shall intensify our agitation so that the marginalized traditional sector of the fishing industry gets relief,” Matanhy added.

itting on the edge of my favourite window, facing the vast sea green ocean of our holiday home in South Goa, engrossed in the routine weekend introspection exercise, I soon realized that my friend of long association since childhood, Yeshwant R.N. Kurade, who passed away a couple of weeks back, would have completed 90 years of eventful existence on 4 July. That life made up of hard work, dedication and generosity was governed by s t ro n g m o r a l principles, dictated by integrity of character and sincerity. A self made gentleman, - “rien n’apprit qui rien na’a souffert” – he fought and came out victorious in all vicissitudes from his childhood and yet, he succeeded so well in life. Mr. Kurade started his career working with FORD company in Mumbai in mid 30’s for a brief spell. With the little capital saved from hard work, he started a grocery shop in Carmona, at a time when ravages of II World war were still present. Then, he entered in transport business with a ‘caminhao’, being one of the pioneers of the Cavelossim-Margao route. And within few years, with a fore-

sight, he bought a second ‘caminhao’, a sumptuous one, which he introduced in the long route of Vasco to Sanquem. Later, he introduced buses from Canancona to Margao. Well-settled by then, Mr. Kurade started one of the earliest petrol pumps in the heart of Margao, Kurade Pump, his ultimate success in business, having been a veteran and respected Petroleum dealer for over 60 years. Highly religious, always on the move to visit holy places and temples, with offerings and taking part in festivities with gaiety, he was open to all religious creeds. For a long time, he was supplying oil for the lamp of Carmona Church, where he was staying nearby. And he would always light candles wherever he would find a cross, closely being attached to the Holy Cross chapel of Volvoi, near his residence at Margao. Once, Mr. Kurade celebrated the feast of St. Christopher, Patron of Travellers, at Navelim Church with pomp. And his daughter offered a mass in the Margao church on 12th day of his remembrance.

Josephine Fernandes has been elected sarpanch of Kurdi-Wadem Panchayat by 4-3 votes at a special meeting in the panchayat. The elections to elect the new sarpanch followed from the resignation of former sarpanch Arun Matkar in accordance with a mutual understanding among panchas in the seven-member panchayat. Though according to the mutual understanding, Kushta Goankar was to be elected as Sarpanch, but differences cropped up among some ruling members headed by Gauri Gaonkar, where Gauri Gaonkar’s group allegedly had plans to elect Gauri Gaonkar as sarpanch in place of Kushta Gaonkar. A 55-year-old MMC gardener probably enjoying best of his employment days at a time where hundreds of youth are still struggling to find a suitable job. Ulhas Padval reports to work every day and relaxes outside the Chief Officer’s (CO) cabin, doing virtually nothing. According to sources, the MMC, on the basis of a complaint by an influential former chairperson, has punished him by asking him to seat outside the CO’s cabin. “Since the last 15 days, I am seating idle outside the CO’s cabin without any work,” said angry gardener Ulhas Padval. “My attendance is considered and I am getting my salary. Some councilor has used influence to punish him mainly because of a personal grudge,” Padval added. Incidentally, Padval claims he was victimized earlier as well when he was shifted to

Ramnathi residents voice concern over leopard’s presence Residents of Ramnathi have expressed concern over reports of a leopard on the prowl. A few days ago, villagers had claimed to have cited leopard and this has prompted forest officials to investigate the matter. Villagers along with officials from the Bondla wildlife sanctuary searched the Ramnathi hillock on Wednesday but could not find any pug marks in the area. It may be recalled that last year, residents had claimed to have sighted a leopard and pug marks where also located in fields. Recently, a trap was laid in the premises of GMV’s institute after the staff claimed to have identified pug marks. In continuation of the Road Safety Week, GOACAN organised an awareness action at Nuvem to caution motorists and riders on the importance of wearing seats belts, helmets, and maintaining speed limits. Volunteers displayed banners and carried placards with various messages on Road Safety and Traffic Management. During the awareness action it was noticed that in many cases where drivers were using seat belts, the co-passengers were not using the same and they were surprised to know that the co-passengers must also use the seat belt. Some other drivers who were under the impression that seat belts need to be used only on Highways, were instructed that seat belts must be used at all times for their

safety. Also a number of motorcycle riders were found wearing the helmet without fastening the helmet strap and were cautioned that such a practice was unsafe, as in case of an accident, the helmet would be detached from the rider. During the awareness action it was observed that drivers of vehicles of various Goa Government Departments as well as some of the Goa Police were found not using seat belts. In this connection GOACAN has decided to write to S. K. A family had a lucky escape when a jackfruit tree came crashing down on their house at Harijanwada-Bicholim recently. Sagun Ramgo Parwar and his family had barely gone to sleep, when they heard a loud noise and rushed out of the house. Moments later, the tree fell on their house, damaging two rooms and causing a loss of about Rs 40,000. Bicholim fire brigade personnel informed that they managed to avoid further loss to property. The fire brigade team was led by SFO Laxman Naik. Meanwhile, the Parwar family has requested the Bicholim Mamlatdar and deputy collector to cut the remaining portion of the tree, which is endangering the lives of the people. The affected villagers, who have lost their houses due to

Shirgao panel to build temple at tree crash site HERALD CORRESPONDENT BICHOLIM, JULY 2

The Shirgao Devasthan committee has decided to build a new small temple and plant a new sapling at the site, where the banyan tree fell due to heavy rains recently. Speaking to Herald, Shirgao Devasthan committee President Digambar Gaonkar said the place where the tree fell had religious importance. “The tree was about 500 years old and had religious importance from the point of view of the famous Shirgao jatra,” said Gaonkar. “We knew that it was about to fall, but when we took blessings of the goddess (prasad), we were told not to harm it, so we did not try to cut it,” added Gaonkar. “The tree fell on Friday night on the day of Vatapoornima without harming anyone and later after consulting the goddess, we allowed the fire brigade officials to cut it,” he said. The tree was the place under which the fire pyre (Homkund) was placed on the day of the jatra. The devotees would cross the fire on the occasion. It also withstood these flames of the Homkund every year. After the tree fell, all the mahajans called a meeting and persons from homkhund community at first chopped some of the wood and later the task was handed over to the fire brigade. The fire brigade officials worked tirelessly for the entire day on Monday and were able to clear half of the debris. “It will take another one or two days to clear the entire area,” a fire force official told Herald. The devasthan committee has now decided to renovate the area. It is also decided to build a small temple of the goddess Homkund and plant a sapling of a banyan tree on some auspicious occasion.

BJP today said the upcoming monsoon session of the Parliament would be made a “stormy” one and that it would coordinate with other opposition parties to “corner” the government on fuel price hike and price rise. Senior BJP leader M Venkiah Naidu told reporters here that the July five nation-wide strike called by his party was aimed at "opening the eyes" of the government to the sufferings of people. “We will also confront the government in the parliament during the monsoon session. TC member and opposition leader Partha Chatterjee claimed the chief minister, who charged the Mamata Banerjee-led party with the killing, had misled the House. He warned the party is contemplating a privilege motion against Bhattacharjee. Chatterjee said the June 29 killing of the former legislator was an “example of failure of police and Bhattacharjee who is the minister in-charge of the department.” He alleged that police had failed to make headway in the probe into “killing of 300 Trinamool Congress and Congress workers including in Singur and Nandigram.” Earlier, the entire Trinamool Congress bench led by Chatterjee came down to the well with placards reading 'Go away Buddha -- leader of political clashes', 'Killer Buddha go

‘Jharkhand guv should suggest dissolution’ PTI JAMSHEDPUR, JULY 2

Jharkhand Governor M O H Farook should recommend for dissolution of state assembly as no party has yet come forward to stake claim for government, BJP’s state unit President Raghuvar Das said today. Though one month has already elapsed, no party or alliance staked claim to form a government in Jharkhand. Hence, the governor should recommend for dissolution of the State assembly without any further lapse of time to pave way for fresh elections, Das told a press conference here.

To a query whether BJP would take initiative to form a government, Das said his party has taken a clear stand and demanded for dissolution of the state assembly first. Das refused to comment when asked about the recent JMM statement that it would rethink to form a government in case any national party took initiative in this regard. Criticising the UPA government’s decision to hike the prices of petroleum products, the former deputy chief minister said it has badly affected the masses in general and the poorer section in particular.

KTC’s perennial penury

T

here are no easy ways out for the Kadamba Transport Corporation (KTC), Goa’s state-owned transport service, which is mired deeply in the red. The KTC’s new chairperson, Priol MGP MLA Deepak Dhavalikar, has come up with a slew of proposals that he says will pull up the beleaguered corporation by the bootstraps. The new boss seems to have done his homework. His analysis of the corporation’s finances reveals that on average, the KTC earns Rs18 per kilometre, but spends Rs30 per kilometre every day, giving a stupendous loss of Rs12 per kilometre per day. This means that the corporation recovers only 60 per cent of its costs through its revenues. This is bad, but not awful. A study done in 2004 by two researchers from Rutgers University of New Jersey in the USA jointly with an officer of the Indian Railways reveals that bus transport systems in most large cities in India cover about 70 to 90 per cent of their operating costs. The KTC does better than Kolkata’s bus transport system, for example, which covers only 42 per cent of its costs through passenger fares. However Delhi (72 per cent), Mumbai (80 per cent) and Hyderabad (92 per cent) do much better. Bangalore is India’s only metropolitan bus transport system that is actually profitable (105 per cent). It is clear, therefore, that passenger bus transport operations, for the most part, do not break even. This is something that the Goa government needs to recognise. Like it or not, it is going to have to subsidise the KTC to some extent. Meanwhile, however, let us see the secrets of those bus services that do well. Mumbai’s BEST not only runs a transport service but also provides electricity to most of South Mumbai. The profits from the electricity distribution operations not only subsidise the bus service, but leave a small surplus. As far as both Hyderabad and Bangalore are concerned, their corporations contract bus services to private companies (mostly IT outfits) at attractive commercial hire rates, accounting for their better overall performance. Mr Dhavalikar would do well to study the more successful transport systems in other parts of the country before he comes up with ‘solutions’ for Kadamba’s plight. Some of the measures he has suggested make eminent sense, especially centralising the spares operations, but others do not. Neither buying ticket vending machines for the buses nor introducing an extra stop for the non-stop shuttles is going to yield anything significant. The former, in fact, will only make a bigger hole in the corporation’s coffers. Kadamba’s basic problem is inefficiency and corruption. Its bus depots are prime real estate, but the income from renting shops is pathetically small. There have been innumerable allegations of KTC officers operating spare parts rackets. Some have even been caught, but have escaped punishment. Conductors are known to give passengers a ‘concession’ if they don’t insist on tickets. KTC buses are invariably scheduled so that they leave just after private buses running on the same route, so that the latter get to pick up all the passengers at the stops. Private bus owners demand fare hikes but don’t implement the raised fares, effectively making KTC buses more expensive than their competitors. While some leakage takes place at lower levels, most of it comes from people in responsible positions. This cannot be allowed to continue. KTC needs a spring cleaning. The ring leaders of these rackets have to be caught and punished. But, even if all the leaks are plugged, the KTC is unlikely to break even. No matter; at least it can come up to the operating levels of New Delhi or Mumbai. Some more revenue can be generated by emulating the Hyderabad and Bangalore corporations. Realistically, though, the government is going to have to come up with the rest.

he Governor José Ferreira Pestana authorized the Goan administrator-historian Felippe Nery Xavier in 1847 to consult any nonconfidential official documentation he might require to write the history of the Goan village communities. Those interested in the subject are grateful to him for the sources and information he made available through his various publications. Admittedly, as State functionary he could not be critical of many situations he observed and studied, but left for posterity, valuable documentation that is difficult to find today. He may be considered a true precursor of the modern historiography of rural Goa, anteceding the praiseworthy contribution of the Portuguese administratorhistorian J.H. da Cunha Rivara, whose position as General Secretary of the Portuguese State of India gave him a privileged status and power that permitted him to leave his mark on the political and cultural history of Goa. In his Bosquejo Histórico das Communidades (Nova Goa, Imprensa Nacional, 1852) , F. N. Xavier provides quantified data in a way that only in more recent times historians have learned to appreciate and practise. Part II of that study contains many details village-wise about their churches, including when and how they were built, repaired, enlarged and maintained. It is curious to note that when Archbishop Fr. A. Brandão sought to take over the jurisdiction of the Salcete churches from the Jesuits in the latter half of the 17th century, they appealed to the king to intervene in his capacity of GrandMaster of the Order of Christ with privileges conceded by the Popes to look after the Church at home and overseas in the Portuguese-controlled domains. The kings seized this occasion, and ever since there were recurrent cases of royal intervention, leading to almost a total take-over of the economic administration and supervision of the confrarias and fábricas in the course of the 18th century. The conflict between the Archbishop Fr. Inacio de S. Teresa and the Jesuits was a repeat of the Brandão scene in the 1720s. This time the archbishop went about inquiring into the personal scandals of the Jesuit parish priests in Salcete. He got women to confess their clandestine relations with some of those priests. However, the Archbishop did not get on famously with the State authorities as well. Under Pombaline regime, the Jesuits were sacked, but the Archbishops too had their wings clipped. Even an LDC clerk pays Rs7 to 10 lakh; ask any parent that has an educated daughter or son who wants to work for the government. Corruption breeds corruption. Every employee feels they have invested, and wants the money back. That is business.

The national capital is followed by our very own peaceful(?) Goa. In fact Goa has even beaten Mumbai to the third place as the most unsafe tourist destination in the country. Interestingly the survey also showed that Baga beach is the third dirtiest beach in the country. The dirtiest being Juhu beach in Mumbai followed by the Marina beach in Chennai. What should really bother our politicians is the fact that even though tourism is the bread and butter of Goa’s economy, the State is being seen as an unsafe tourist destination. But then does it really bother our politicians? Hardly. Our politicians still keep on harping that Goa is a safe place for tourists, even though there have been several assaults on foreigners. Be that as it may. How many Goans feel safe living in Goa? A survey in this regard carried out among Goans would probably throw up some startling facts. The older generations always keep talking

His doctoral thesis in canon law titled As Confrarias de Goa, was published in Lisbon in 1973. It would be worthwhile to publish an English edition of this study based on a thorough archival research. Only those who are ignorant of the history of the confraternities and fábricas of the Churches in Goa, can today resent the suggestions of Government intervention in regulating their functioning. It is generally forgotten that in 1738 the Marathas mounted a major military offensive against Goa and several churches were raided and burnt in that occasion. It came to be known later that it was a diversionary strategy of Chimaji Appa, whose main target was Bassein. The Portuguese authorities in Goa were running for funds to meet the threat. The village communities of Goa were called upon to contribute fixed amounts in two installments. The Church confraternities were invited to loan their silverware to the Mint for coining. Interestingly, the State Council decided that all able-bodied servants / slaves should be recruited for defence, and each of the five major religious orders should provide companies of 50 religious each for assisting in the trenches and fortified outposts that were clearly identified in the same Council proceedings. They were to operate in day and night shifts. The natives were to be watched closely for their usual unwillingness to fight. Such situations of crises and fresh demands for funds had made the village communities the milching cows of the colonial state. F.N. Xavier provides detailed tables of the moneys paid by each village of the Old Conquests during 17801839. They were always called euphemistically «donativos», suggesting that they were willing contributions. The provinces of Salcete, Bardez and Ilhas paid in proportion of 3:2:1. One can see there clearly how much was extracted from each village for the purpose of cult, and other expenses, including the construction of the proposed new capital in Mormugão in 1776, a plan that was later abandoned in favour of Panjim or Nova Goa. But there is one feature in the State supervision of the village and Church funds. That feature has not been noticed by researchers so far and could provide a clue for the surge of the church constructions or enlargements. A clue that may be well applicable till our own times! Unlike other expenses which required prior State permission, the funding of churches and cult required no such permission. The village headmen raised such funds with much enthusiasm, often in collusion with their respective parish priests and in fraudulent manner. Under the guise of divine cult much money was pocketed for private use (“para a sombra delle converterem as mesmas fintas para os seus usos particulares”). It is not surprising if this was a loophole that the Goan natives had discovered to meet the ongoing crisis of the colonial regime and its habit to impose fresh taxes upon the native population.

Many lives have been lost because of the pathetic conditions of our roads. A light shower and the potholes on our roads open up like festering wounds. There seems to be no remedy for the malady. Towards a Police State?

Though our chief minister’s latest political move is being hailed by some as a masterstroke, it is sad to see the Congress party in Goa decaying to the point of becoming the antithesis of what its founding fathers envisioned. That apart, what worries me the most is that our beloved land is fast inching towards becoming a police state. The unfolding scenario leaves us wondering whether the Goa Police are being used today as a mere toy by those who control our destinies. We see the scandalous, the immoral and the corrupt go scot-free (provided they don’t rub the powers-that-be the wrong way). Conversely, the innocent who raise fingers against strongmen (like those who protest against environmental crimes) can be threatened into extinction. The ferocity with which former Tourism Minister Mickky Pacheco’s case has been pursued is something to watch. Let it be so. But the blatant manner in which the Atala drugs case has been brushed under the carpet bares the other side of the coin; a grim reminder that those who rule us thrive on opportunism, political expediency, halftruths and half-justice that borders on vendetta. Not that the BJP regime was any better, but surely, with the Congress firmly in the saddle, we are in for times of greater moral decay. Salazar in a new avatar? Crime Branch, is thy name PIDE? Note: PIDE or ‘Policia Internacional de Defesa do Estado’ was Salazar’s dreaded secret police, like Russia’s KGB or Israel’s Mossad. One must remember that Cristiano is only human. He too is disappointed after the defeat. Let us give him some much-needed breathing space. I am sure this talented young player will continue to entertain us with great football.

Tech in football Belinda Braganza, by email This is in response to the letter ‘England denied’ by Errol D’souza (Herald, 1 July). Errol says that football should use hi-tech digital video replays for fair play, like cricket. I disagree. Some technology should be used, like in hockey, where the teams get two chances to challenge the referee’s decision. If the first challenge turns out false, the team loses the second one too. If this is introduced in football, it will not only make matches more interesting, but help to bring about justice and fair play. But if technology is used throughout the match, it will spoil the fun.

In the past we have heard of adulterated food. We probably thought that fruits were the safest food we could consume. Unfortunately artificial ripening of fruits has been the order of the day. We could probably end up with cancer by consuming those artificially ripened mangoes. We are in the midst of the South West Monsoon. The roads have already started flooding and the water keeps entering our homes. The hills which have been cut to make way for mega housing projects have caused land-slides burying the old houses on the way. Electric poles uproot leading to unscheduled power shut-down. Indeed in Goa it is not only the tourists who feel unsafe, probably every Goan feels the same way too. It is only the Almighty God who sees that no harm comes to us. Our politicians are more concerned about keeping their position and their seat of power safe. May God keep us safe.

Time for Dr Hubert Fatima Sardinha, Margao I salute Dr Hubert Gomes on opening a health centre in the memory of his late mother, Dona Angela Mesquita, which will benefit the underprivileged. Enough is enough. Goans have reached a saturation point. It is time for a change. That is why Dr Hubert has accepted to contest elections at the request of the people of Benaulim. Dr Hubert is a personality with foresight and is determined to work for the downtrodden, unlike seasoned politicians, who tread on the downtrodden. Likeminded people should come forward and fight against corruption in Goa. Let us end the nexus between non-Goan builders and our mighty hefty politician. Waka waka, amkam naka, selling of Goa!

Scam on the way Reuben S, Chicalim The news that the Kadamba Transport Corporation (KTC) wants to lease out its lands to ‘spruce up its revenue’ should ring warning bells. The new KTC chairperson wants to ‘lease’ prime properties to big builders for construction of malls, hotels and other mega real estate projects. What is the purpose of leasing such valuable assets that will eventually generate minimal revenue through rents? The government has acquired a habit of acquiring lands for ‘public purpose’. These lands are then conveniently re-assigned for an altogether different, often ‘private’ purpose. Can the chairman please explain why pre-existing lands cannot be used for other government purposes, instead of transferring them enmasse to builders?

Mapusa’s woes Jyoti Shetgaonkar, Morjim I fully agree with the views expressed by Vasanti Alornekar in her letter ‘Probe Mapusa Council’ (Herald, 29 June). It is high time that the government institutes a probe into the working of the Mapusa Municipal Council (MMC), whose cupboards are full of skeletons. Everyone, including the CM and the local MLA, can see the congestion caused by builders who have grossly violated all rules. But no action has been taken against illegal buildings, even though everyone living in Mapusa and around is put to great inconvenience. People visiting Mapusa for official work cannot park their vehicles because the builders have not left any space for parking. Buildings have been allowed even on steep slopes. Only a judicial inquiry will reveal all the muck that has accumulated.

By S Kamat he Bhopal gas tragedy case is taking a more curious turn. In trying to allocate blame for the release of Warren Andersen of Union Carbide and to allow him to leave the country, the common man is bewildered at the number of ‘not mes’ that is coming out of the present and past Congress leadership, with the progeny of the past leadership speaking up for their fathers, along with the ball being shunted between the Centre and the State. It is almost like the game we used to play when we were children while sitting in a circle as to behind whose back the handkerchief would lie. Similarly there is a desperate game of stonewalling being attempted so that the truth does not come out and to pass the buck so that none in the Congress gets tainted. This, while we all know that the Congress party has been complicit in letting Warren Andersen leave the country and to allow Union Carbide get off the hook in terms of payment of damages. Has our present breed of politicians not even heard of the time honoured tradition that the buck stops with the boss? In this case, it should have clearly stopped with Arjun Singh, the then CM of Madhya Pradesh and Rajiv Gandhi as the PM at the Centre. No amount of pussy-footing is going to change this fact of life or clear reality. The more the Congress beat about the bush, the more complex will the issue play when we were children while sitting in a circle as to behind whose back the handkerchief would lie. It is not only the Congress who is to be blamed for this matter, since the succeeding NDA government did nothing either, to pursue the matter with the Union Carbide or the US government, nor did it involve itself with serious efforts to bring relief to the victims in Bhopal. To put a seal on the whole matter, the present PM has put in place a GoM and asked them to come in with a report within 10 days on the future course of action in matters relating to the Bhopal gas tragedy. Why was such a GoM or high power governmental committee not constituted earlier? Why were matters relating to clearance of the affected site not taken up earlier or at least after the Supreme Court judgment on the matter? Why was absolutely nothing done, for the Bhopal gas victims? Why were they only paid a paltry sum of Rs. 25,000 when even then for railway accident victims we were paying at least one lakh? Why was no separate commission set up by the State or Central government to look into the matters of relief and rehabilitation of the victims? We cannot blame the judiciary on this matter - the Supreme Court which decided on the first settlement nor the Bhopal court which came out with the present judgment on the extent of guilt and sentencing of the Union Carbide India personnel. The reason for this is that, the Supreme Court at that time took a decision based on what data it was given and clearly they could not go out on a limb and say that more should be done since the extent of tragedy was not brought home to them. Similarly the trial court in Bhopal has no precedent by law to deal with this tragedy and if the executive branch wanted a harsher punishment they should have made a special law or amended an existing one to deal with the tragedy. Why did the executive branch sleep on this matter? The initiative that the PM has taken on the GoM has been because like they say – ‘the muck has started to hit the ceiling’, and it is time to find means to seal the lips of the people. How can this be done but by initiating steps to do precisely the same things that should have been done as soon as the site became safe for people to enter and deal with toxicity and to provide better health care to the victims? And then finally the icing on the cake literally is to throw in some money as a sop to the victims which is now being talked of to be about Rs. 10 lakhs. In India money surely stops all talk and erases ill will. If the victims had let the ball go around a little more on the allocation of the blame game and the buck came nearer and nearer to the late Rajiv Gandhi , then the money would have been larger. But then like they say the victims could not afford to wait any longer and neither the present government or the Congress party could allow the stain to become bigger and therefore what they are getting, they deservedly are entitled to it. But then what of those that have died in the interim, for lack of care and those that have been born during the tragedy and are facing health issues. Should we call them the ‘Lost Generation’ of Bhopal! Summarising this tragedy shows the uncouth, uncaring, irresponsible face of our politicians of every political hue, who are capable of the highest degree of cruel insensitivity but when it comes to saving their skin would not stop to any extent to wash themselves clean of any taint. God help India!

The US has said it is "very supportive" of the Indian effort to train Afghan security forces, amid reports that President Hamid Karzai has agreed to send a group of military officers to Pakistan for training. “We are very supportive of the Afghan army and police taking advantage of international offers to provide professional military education and training to their security forces. Obviously it is an Afghan decision, in terms of which are those opportunities Kabul wants to take advantage of,” US Under Secretary of Def e n c e f o r Po l i c y, M i c h e l e Flournoy, said. There already are a number of Afghans training in India and benefiting greatly given the professionalism of the Indian military and what they can provide, she said.

“So, we are very supportive of that effort,” Flournoy said yesterday in response to a question after her address on 'Investing in the future of US-India defence relations' before the Washington Chapter of the Asia Society. Flournoy's remarks came a day after 'The Washington Post' reported that Karzai had agreed to send a group of Afghan military officers to Pakistan for training. “The move is a victory for Pakistan, which seeks a major role in Afghanistan as officials in both countries become increasingly convinced that the US war effort there is faltering,” the daily said. In her speech, Flournoy said India was playing a critical and positive role in Afghanistan's economic and social development, and that help will continue. “We highly value India's role and, frankly, the sacrifices that

After accusing babus of indulging in “red-tapism”, Minister of State for Health Dinesh Trivedi today specifically targeted Health Secretary Sujatha Rao charging her with creating hurdles in the path of his “dream” project of a dedicated medical portal. The creation of the portal had been announced by Trivedi along with National Knowledge Commission chief Sam Pitroda in November last year. Delhi begins to count its homeless lot Aiming at including the homeless people in the 2011 Census and providing them facilities accordingly, Chief Minister Sheila Dikshit today launched a survey for them with assistance from UN Development Programme. “There are lakhs of homeless people in Delhi, who are not registered and so they do not have any kind of identity card. Because of this they cannot avail benefits of the social welfare programmes,” Dikshit said. She said the aim of the survey is to include all those people in the current Census. The survey, said to be the first of its kind in the country which involves 24 governmental and non-governmental organisations, will take two months to complete, she said. It will be conducted in 15 divisions of the city. Later, initiative will be taken to get the names of the homeless incorporated in the census.”A register will be made and according to that homeless people will be given ID cards, BPL cards so that it becomes easy for them to avail

Scientists have come up with a way to sati sfy Australians’ demand for prawns which have become the nation’s main Christmas fare — a genetically bred strain of larger, black tiger prawns that taste great. After 10 years of careful breeding and research, Commonwealth Scientific and Industrial Research Organisation (CSIRO) scientists have bred a larger tiger prawn which will reduce the need to import the popular seafood platter and barbecue food. The new prawn, which has won five gold medals at Australian marine aquaculture shows in recent years, means an increase in prawn yield from an average of around 5 tonnes per hectare to 17.5 tonnes per

hectare. ‘’One of the (prawn) ponds actually achieved 24.2 tonnes per hectare, which is a world record,’’ Bruce Lee, director of the CSIRO’s Food Future Flagship. With around 50 per cent of Australia’s prawn market imported from overseas, particularly China and Vietnam, the genetically-modified tiger prawn will deliver quality, sustainable seafood in large quantities, enabling Australia to reduce imports, said the CSIRO. “ Yo u c a n n o w p r o d u c e prawns, particularly at times of the year when you want them fresh. Bowing to pressure, Britain has asked security staff at airports not to undertake humiliating search of Sikh turbans as part of the security drill. In May, under European legislation, security staff were told they could pat down and unravel a Sikh’s turban if the metal detector bleeped as they walked through. B u t t h e s e p o w e r s w e re branded as unacceptable by the religion’s leaders in Britain and the Department of Transport has had to act quickly. Now the Department for Transport has been forced to issue a memo to airports warn-

ing them to stop the searches. Sikhs who set off alarms at airport body scanners will now have their turban scanned by a hand held wand, and will only be subjected to searches by hand if metal is detected in the turban. “On Thursday the Department for Transport advised all UK airports to continue using the previous methods of screening religious headwear, which eliminates the need to carry out hand searches. We have reacted accordingly,” a spokesperson for the Birmingham International Airport was quoted as saying by Daily Mail. The decision comes after leading Sikhs branded the moves “humiliating and offensive”. Dr Indarjit Singh, a British Sikh, and adviser to the Commission for Racial Equality, said that the legislation was unacceptable. “It is considered very offensive to remove or touch a Sikh’s turban, especially in public,” he said. “If there is a cause for concern, the individual should be taken

into a private place where they can be properly searched, with the lightest possible touch.” Harmander Singh, principal adviser to Sikhs in England, said: “Sikhs are being unfairly targeted. A Rwandan pastor accused of leading and coordinating attacks on his country’s minority Tutsis during Rwanda’s 1994 genocide has been arrested in Uganda, a police spokeswoman said today. Jean-Bosco Uwinkindi, a pastor in the Kigali-Rural prefecture, was taken into custody on Wednesday in Isingiro district, southwest Uganda, Judith Nabakoba told Reuters. Uwinkindi is accused by the International Criminal Tribunal for Rwanda (ICTR) of genocide and crimes against humanity during the slaughter in which an estimated 800,000 people were killed. ‘’The information I have is

that he entered the country on Tuesday from the Democratic Republic of Congo but our intelligence operatives were tracking him and he was arrested on Wednesday,’’ Nabakoba said. She could not confirm whether Uwinkindi had been transferred to the custody of the tribunal in Arusha, Tanzania.

According to an ICTR indictment, Uwinkindi ‘’led a group of killers to look for and exterminate Tutsi, in particular Tutsi civilians from Kanzenze commune’’. He is the second Rwandan genocide suspect to be arrested in Uganda in less than a year. In October 2009 Uganda

seized another suspect, Idelphonse Nizeyimana, after he slipped into the country from Congo. Nizeyimana was a former deputy intelligence chief in Rwanda and was accused of genocide, complicity in genocide and public incitement to commit genocide.

Cut CEO salaries on poor showing; cap raise: RBI PTI MUMBAI, JULY 2

Aiming to discipline the financial sector, the Reserve Bank today proposed slashing salaries of CEOs and directors of private banks on poor showing and limiting increases to 15 per cent. The draft regulations on compensation of private banks, based on sound risk management and productivity linked principles, comes within days of the US Congress passing a major financial reform bill to discipline firms on Wall Street. Interestingly, a Finance Ministry panel has only this week recommended better pay for chiefs of public sector banks. Executives of state-run banks are perceived to get salary packages way below that of their private sector counterparts. The country's largest private sector bank ICICI Bank's chief Chanda Kochhar got a remuneration of Rs 1.73 crore in 2009-10, as against market leader and state-run lender SBI chief O P Bhatt's Rs 26.51 lakh. As per available data for fiscal year 2009-10, the number of top executives at private sector banks getting remuneration in excess of Rs one crore a year is more than that of their counterparts in any other sector. As per the latest data, about 25 private sector bank top executives, including chiefs of ICICI Bank, HDFC Bank, Axis Bank, Kotak Mahindra Bank and DCB, figured among the 200-odd such persons during the year ended March 2010. While the government fixes the salaries for public sector bank chiefs, the private banks need a clearance from RBI for

remuneration of their top executives, but currently there is no cap. On its part, RBI proposed limiting annual salary hikes of CEOs or wholetime directors of private banks to 10-15 per cent, besides a provision for slashing remuneration in case of poor financial showing. The proposals were part of the draft regulations on compensation of private sector, local area and foreign banks and are significant given the fact that high salaries and bonuses of bankers (despite their institutions faring badly) were blamed for the 2008 global financial meltdown. "In case of wholetime directors (WTDs)/CEOs, the annual increase in fixed pay should not be generally more than the range of 10-15 per cent," the draft said. In the draft, the RBI said guaranteed bonuses are not consistent with sound risk management or productivitylinked principles and proposed that they should not be a part of the compensation plan. As such, bonus should only be given for hiring new staff and be limited only to the first year, the draft said. However, this payment should be in the form of employee stock option (ESOPs) only, since advance payments would create "perverse" incentives and promote undue risk taking. The RBI, however, suggested autonomy for private sector banks for paying perquisites to the senior staff in line with the existing practices. The central bank also proposed that private sector banks must ensure that there is a proper balance between fixed pay and variable pay.

"At higher levels of responsibility, the proportion of variable pay may be higher. The variable pay could be in cash, stock-linked instruments or mix of both," the draft proposal said. However, deterioration in financial performance of the banks should generally lead to contraction of variable pay. Where the variable pay constitutes a substantial portion of total pay, 40-60% of this remuneration must be deferred for a minimum of three years. A substantial portion of deferred variable pay should be awarded in shares or sharelinked instruments like ESOPs and should conform to SEBI guidelines. The remaining portion of deferred compensation should be paid as cash compensation gradually. In case, there is negative contribution of the bank in any year during these three years, any unpaid portion of deferral compensation should be clawed back. In case of foreign banks, RBI said, if the compensation was not properly aligned to risks or there are other lacunae, the issue would be taken up with the home-country regulator. Private sector banks are suggested to submit a copy of their compensation policy to RBI. The draft also proposes to make it binding on private sector banks to constitute a Remuneration Committee in the Board. Currently, the compensation committee of each of the foreign and private sector banks clears salaries of CEOs and then refers it to the RBI for its final nod, but it is not binding. As for public sector banks, remunerations of chairmen are fixed by the government.

The BSE benchmark Sensex dropped for the second straight session today and ended 48 points down as investors preferred to stay away from riskier assets like stocks amid worries over the pace of the global recovery. In a choppy session, the Bombay Stock Exchange’s 30-share barometer ended at 17,460.95, down 48.38 points, or 0.28 per cent. The bellwether opened firm on positive domestic cues, but failed to sustain the gains till the end of session as heavy selling emerged in the second half of trade dragging the index down to touch a low of 17,426.78. The wide-based 50-share Nifty Index of the National Stock Exchange also lost 0.27 per cent to 5,237.10 points.

Mortgage leader HDFC announced a new concessional rate home loan scheme, where it will charge a low 8.25% interest from borrowers in the first year. Within days of state-run SBI extending its 8% teaser rate home loans till Sept, private sector giant HDFC said that it would offer 8.25% initial interest rate till August 31. The 8.25% rate would be charged till March 31, 2011, and would increase to 9.25% for the next one year, that is till March 31, 2012. Pursuant to that the prevailing floating rate would be applicable for the balance term of the loan tenure, HDFC said.

As per the demerger scheme, RNRL was to source natural gas from Reliance Industries and trade it to ADAG power plants including the proposed mega 7,800-MW Dadri unit near here being set up by R-Power. Though it had signed a Gas Sales Master Agreement (GSMA) with RNRL expressing its intent to supply natural gas from eastern offshore KG-D6 fields, RIL can enter into a GSPA only with R-Power which is to implement the Dadri or other power plants of ADAG. The apex court had on May 7 rejected RNRL's plea for gas from RIL at rates arrived in a private family agreement, saying the government alone had the right to approve the price of fuel and fix its user. The apex court said RIL can sell gas to RNRL at government-set prices of USD 4.2 per million British thermal unit and asked the two to enter into fresh agreement. Govt for pan India toll automation India will soon see a uniform electronic toll collection system on its national highways, increasing the revenue, curbing leakages and ensuring smooth travel across the country. The system, which will use passive RFID (radio frequency identification) technology, is likely to be in place by May 2012. 'Passive RFID will ensure that a person can travel from Kashmir to Kanyakumari without stopping anywhere. The revenue leakages at present is at least 15 percent of the toll collection, which comes to about Rs.300 crore,' said Road and Transport Minister Kamal Nath. Noora Maria Lobo adjusted to life in a white-dominated society with ease and has formed a theatre group with three other British students. Known as ‘Unfortunate Theatre’, speaking to Noora for even a few minutes reveals that she is passionate about making acting her career, something that is very close to her heart. She understands every aspect of it and puts her mind, body and soul into her performance on stage. A youngster living in Plymouth with her family, she is currently doing her Masters in Theatre and Performance at the University of Plymouth in the UK. Noora never had stage fear. From a very young age, she was taught to perform by her grandfather, John Joseph Lobo, a violinist who played for the Mae De Deus Chapel in Corjuem. He used to teach Noora to sing songs and act in khell tiatrs in Corjuem. “In those days for feasts or parish gatherings, the villagers would get together and sing songs and stage short skits. That was the time when I started taking performing serious. My mom Unelia Joao and my grandfather thought it would be my hobby, but I had other plans,” says 21-year-old Noora. Noora studied in St Thomas Girl’s High School, Aldona, where she grabbed every opportunity to get on stage. Whether it was participating in assemblies or school events, she was always on stage to add some spunk to the event. Noora moved to Feltham at the age of 12, where she had to start all over again. “When you travel to a new place with a different culture, you are torn between fitting into your new place and longing for your roots. It is hard to m a ke d e c i sions, and you have to be open-minded. I was in a completely white society, yet I managed to make friends and study without any difficulty. You have

At St Paul’s Catholic College, she joined the Drama Club and scored well in drama classes. At the end of the final term of college, Noora played Mrs Higgins in the play ‘My Fair Lady’. Nearing the end of college, she had to convince her mom, a Biology teacher, to allow her to pursue a degree in Theatre. Fortunately, her Biology grades were lower than her Drama grades, making it easier to get into the University of Plymouth for Theatre and Performance. “I fought and argued for nearly three months with my mom to choose drama, as I wanted something I enjoyed doing. I did study well, but yet fared well in Drama compared to Biology,” she explained. For the undergraduate degree in Theatre and Performance, she played a role in ‘The Chairs’ written by Eugene Ionesco, followed by a performance of ‘Alma Extraviada’. Her final performance, a play called ‘Every Sukrar’, was based on the scenes of Mapusa’s Friday market. Noora had to form a group of theatre students and she named the group ‘Unfortunate Theatre’. The other members of the group are Abbie Heath, Jade Appleby and Harriet Turner. “I remember coming to the Friday market with my mother and, whenever I used to pass the fish market, I would notice a garbage dump with children playing around it. As the only daughter, I would tell my mom: ‘Let’s take one child home, no one will know.’ Those memories influenced me to write a play on how these children survive in the market, as their life is a struggle. It dealt with human trafficking, women’s issues and snatching away of innocence from one’s childhood. It was difficult making my group members imagine a Friday market, as they had never been to Goa. I didn’t give them any Konkani words except for ‘poti’ and ‘Sukrar’, which were important for the play. The play opened with the scene showing a huge dump of garbage with real fish and waste, so as they entered the auditorium, the audience could really sense that they were in a market.” She adds, “The play had story telling, narratives, shadow effects and movements. It was well received by the audience, which consisted mainly of Britishers. Based on that performance we have now been assigned a play that is designed on saving the woodlands that are preserved by the National Trust. We are planning to recreate ‘Alice in Wonderland’ with props like life-sized teapots, teacups, fairs and the Mad Hatter.” Noora also acted in a Konkani tiatr, ‘Punn Tu Goenkar,’ directed by Fr Lucas Rodrigues, where she played three major roles: “This was my debut in tiatr. It was a great experience, as I worked with John D’Silva, Nato, Olga and Anil Pednekar. I learnt a lot from them. The tiatr was actually based on Goans in London, and was performed only in London.” Regarding her current syllabus she says, “The current degree involves a lot of the technicalities behind the scenes, like making a performance come alive, lights, stage settings and costumes. Besides acting, the course also deals with intercultural and cross-cultural theatre and dance practices, dance theatre and physical theatre, choreography, gender and sexuality in performance. They also teach Ashtanga Yoga and the Kerala martial art of Kalarippayattu, as physical movement in drama.”

BY REMEDIANA DIAS Do you have a ‘most important advice’ for a person considering working for themselves? What is most important will vary with each person. Some will need to discover themselves first, others just need to get off their butts and start. If someone is not confident of their abilities, I would encourage them to get a sales job in a retail establishment. Promotions come quickly in retail; they will get experience in all sorts of business disciplines – sales, buying, inventory control, income statements, and lots of other important knowledge. They will also get the chance to enter management and discover if they enjoy that relationship. If they decide to go out on their own, they will have the basics for success, along with knowledge of their own strengths and weaknesses. So what makes the difference in starting styles; how would a person find where they fit? Personalities. Some learn best getting face-to-face with clients. Others need to get face-toface with themselves first. Everyone needs to keep learning and challenging themselves if they expect to be successful. There are many good inspirational books or biographies of successful people that a person can read. I usually read three or four books at a time. I always make sure the book I read before going to bed is inspirational. I also listen to motivational tapes or books on the tape deck in my car. Music is nice, but it will not help me develop a winning outlook. A lot of your ability to apply yourself comes from your own determination; you develop that by immersing yourself in positive information. I hear what you are saying about reading biographies. When I read about George Muller, I found out a great deal about the flexibility of faith and its application. Is there one biography you have read that stands out? Henry Ford. An original thinker and a great success at accomplishing what he set out to do. He had a top notch group of engineers, many of the best. He told them he wanted a V8 engine; they said it couldn't be done. He kept going back and asking how they were doing on the V8, and they kept saying it was impossible. After a year or so, someone had an idea of how it might be done. And it was done… Was there anything else that impressed you about Ford? I like his saying, ‘Anyone who stops learning is old, whether at 20 or 80. Anyone who keeps learning stays young. The greatest thing in life is to keep your mind young.’. How do you organise yourself? I'm a firm believer in the 80/20 rule – 80 per cent of your sales come from 20 per cent of your clients. The key is to put 80 per cent of your effort into the 20 per cent that are your best customers. Many companies ignore their clients while they beat the bushes for new customers. They have it backwards. You need to take care of the customers you have. They will re-buy and supply referrals that are pre-sold by the client's stories about your service.

he latest star addition to join the tweeting scene is none other than the perfectionist Aamir Khan, who in just a span of three days had a following of over 70,000. But his fans were faced with a huge confusion, when they discovered two similar IDs and wondered which one belonged to the star. The two IDs @aamir_khan and @aamir_khanAamir, both active and displaying the similar tweets, got fans in a stir, when they couldn’t figure out which was the real Aamir. However, the chaos dissipated when the truth surfaced. This is what the latest tweets on the latter username read, “this is not real Aamir...real ID of Aamir is @aamir_khan ...lolz,” adding, “somebody made this account and deleted or changed his username...I just overtook this username.” The tweets between Aamir Khan and other Bollywood actors also exposed his real Twitter ID. “Morning! Told you of the 'madness' you would create… barely 2 days and over 70,000 followers… that's immense,” tweeted Amitabh Bachchan, to which Aamir replied, “Thanks to you, sir.” Well Aamir seems to be doing well on the social networking front as well as in his career. The latest buzz being that Aamir has been chosen to star in Danny Boyle’s upcoming project, ‘Bombay Velvet’ to be directed by Anurag Kashyap. Although there is no confirmation about this, Anurag seems positive that Aamir would be excited to take up the assignment which is tailor made for him. While the other productions are eager to work with the Khan, he is busy promoting his own production, ‘Peepli Live,’ looking for innovative ways of doing the same. This time he has taken to poking fun at himself in the promos of the film. “It's a prank on me. It's slightly new style of promoting a film. We are hoping it stands out in terms of marketing, as the film has no stars,” said Aamir. The promo shows a reporter filing from a village named Peepli about the film. He is standing in front of a makeshift stall selling chips and biscuits. The products are named Gajni and Amir Khan (both spelt wrong) and have Aamir's picture on the wrap. The reporter says: "Let's see whether the film becomes a hit or Aamir will live his life selling wafers, biscuits and chips of his name." Once the camera is switched off, the reporter pokes fun at Aamir, saying: Bhaiya roj roj nehi banti Lagaan. Pagal ho gaya hai, kuchh bhi banata hai. (Lagaan is not made everyday, (Aamir) has gone mad, he just makes anything)". So now, let’s hope this ‘anything’, is as good as his previous productions.

The team of Anil Kumar and Shahish Surme, from the Navy Children School, Vasco, emerged victorious, while Raj Kunkolienkar and Shantanu Kulkarni from Mushtifund High School, emerged as the runners up. The Navy Children School, Vasco will be amongst the 80 schools all set to compete in the semi finals. The quiz saw the participation of about 90 students from 50 schools, out of which six schools competed in the city finals – Kendriya Vidyalaya Vasco, KV INS, Navy Children School, Regina Mundi High School, Sharda Mandir School, Mushtifund High School. The Limca Book of Records Quiz 2009 was a success and so was this year’s programme that was organised to continue its journey of promoting knowledge and awareness amongst the young minds of the country. The multi-city initiative has been launched in partnership with ‘Know and Grow with Derek’ and a series of quiz competitions are being organised across 3500 schools across 100 cities divided into 4 zones. The quiz is being organized in three stages – Inter-school level, Semi-Finals and National Finals from April to December, 2010.

iatr Academy of Goa (TAG), in collaboration with Carmel College of Arts, Science and Commerce for Women, Nuvem recently organised a one-day workshop on tiatr at the auditorium of Carmel’s College. The first session on ‘History and Format of Tiatr’ was guided by Tomazinho Cardozo, President of TAG. The students were made aware of the history of tiatr and the original format due to which a tiatr is considered a unique dramatic form. The second session on ‘Script and Lyrics Writing’ was conducted by Joe Rose, a popular tiatr artiste. Joe Rose, is a scriptwriter and lyricist, besides giving theoretical knowledge about script and lyrics writing, he also enriched his presentation with personal experiences of writing scripts and composing songs. The session on ‘Direction and Acting in Tiatrs’ was conducted by Fr Nevel Gracias, a writer and director of tiatr. Besides, theoretical aspects, Fr Gracias stressed on practicals as far as acting is concerned. The presentations were substantiated with entertainment programme presented by Ben Evangelisto and Janet which included solo singing, duets and acting. The workshop was inaugurated by the Principal of the College, Dr (Sr) M Aradhana A C by lighting the traditional lamp in the presence of Tomazinho Cardozo, Joe Rose and Head of Konkani Department, Queenie Viegas. During the valedictory function, the participants of the workshop, almost 65 students, were awarded with certificates of participation.

The problem arises when Jay, a practical, no-nonsense person is fed up of making movies that revolve around a love story. Working for another love story, is when he encounters the production designer, Simran Sharma (Sonam Kapoor), a hopeless romantic to the core who lives in the world of fantasy. She is engaged to a guy of her dreams, Raj (Sameer Dattani.) The whole movie revolves around the two of these characters and how opposites attract. Somewhere in between is a love triangle, in which the true love finally emerges. The movie is likable as nobody would hate a love story and to find out why exactly does Jay hate love stories, is the main catch. Fabio Capello is to remain in his post as England manager despite the team's World Cup flop, the Football Association announced Friday. Capello's position had been called into question after England were knocked out of the World Cup at the last 16 stage by arch-rivals Germany in an embarrassing 4-1 defeat.

But the FA, dismissing talk they might sack the Italian, said Capello would stay as national team manager. Immediately after England's World Cup exit, Capello said he'd been told by the FA they would need two weeks to decide if they wanted him to stay on. Capello's contract runs until after the 2012 European Championships and sacking him would have cost the FA millions

A crumbling concrete wall topped with goalposts divides an Indian art gallery. On one side are 126 iron footballs in glass cases. On the other, the low-pitched drone of vuvuzelas and a cheering crowd. Getting from one side to the other of the sparse warehouse gallery in Mumbai is a challenge. Visitors have to squeeze through a low, narrow opening in the wall to see the best footballers perform in the World Cup on a big screen. But that is the point of installation artist Riyas Komu's work "Subrato to Cesar", a reference to Pune FC and India goalkeeper Subrato Paul and the Brazil number one Julio Cesar, who plays club football with Inter Milan. "One is completely obscure, the other completely famous," said Abhay Maskara, curatorial director of Gallery Maskara and a friend of the artist, who is currently in South Africa documenting the tournament. "It shows the distance, the divide between the two. What will

The month-long festival of football has prompted passionate fans like Komu and Maskara to wonder why India, with a population of 1.1 billion people, has never made it to the World Cup finals.
