Environment and Forest Minister Jairam Ramesh on Wednesday shot out a directive to the State governments to adopt a nationwide uniform mechanism for regulating mining of minor minerals, that includes minimum mining lease of five years and minimum size of mine not less than five hectares. The guidelines also addresses the ticklish issue of sand mining and other river bed mining, stressing that leases should be granted stretch wise and depth may be restricted to three metres or water level, whichever is less, and after working out the safety zones. He has forwarded to them the guidelines evolved by his ministry in March for sustainable mining of minor minerals, sug-
gesting that these should be incorporated in the mineral concession rules framed under the Mines and Minerals (Development and Regulation) Act of 1957. Other recommendations of the group formed in the ministry with Environment Secretary as the chairman that Jairam suggested implementation are: — Mandatory mine plans for minor minerals; — A cluster approach to mines in case of smaller mine leases operating currently; — Creation of a separate corpus for reclamation and rehabilitation of the mined-out areas; — Mining below groundwater table should be based on hydro-geological reports; and — Re-examination of classification of minerals into major and minor categories.

After cooling his heels in custody for over a month the suspended Police Inspector Ashish Shirodkar got some relief on Wednesday as the Bombay High Court granted him conditional bail. Vacation Bench of Justice N A Britto granted his bail application on a personal bond of Rs 50,000 and one surety in like
amount. Shirodkar had moved the High Court in May when his bail plea was rejected by the Narcotic Drugs and Psychotropic Substances (NDPS) Court, Mapusa. In the eye of a storm over the death of Nadia Torrado due to poisoning, Tourism Minister Mickky Pacheco has requested Chief Minister Digambar Kamat to institute a judicial probe by a retired High Court Judge to investigate impartially the death of his good friend. Nadia’s husband files for anticipatory bail …says police are harassing HERALD REPORTER MARGAO, JUNE 2
The husband of deceased Nadia Torrado has filed for anticipatory bail in the South Goa Sessions Court on Wednesday fearing arrest in the case, even as Nadia’s funeral took place at the Loutolim Church this morning. Nadia’s husband Winston Barretto filed the bail plea this morning through his lawyer
Adv Srikant Naik, claiming that he fears an arrest as the police have been harassing and threatening him over the phone since Tuesday. Adv Naik said that Barretto has informed that the police came to his residence and has lifted away his laptop and mobile phone without any intimation when he was out of the house. “I was told by my client that while he was at the

He further said that Winston has filed the anticipatory bail plea as the police appeared hell bent in arresting him in a non-bailable offence. Mumbai-bound bus searched, drugs seized HERALD REPORTER PANJIM, JUNE 2
The Anti-Narcotics Squad of the Customs and Central Excise raided a Mumbai-bound bus at Mapusa and seized 1.5 kg of narcotic substance, alleged to be opium, and caught redhanded the owner of the bus with the consignment. Sources said one Sanjay Virdikar, aged 55, who owns at least three buses that run on routes besides Goa-Mumbai, has been arrested in the crime. No details were available on the tip off and how the anti-narcotics squad zeroed down on the bus given the fact that there are numerous buses plying on the Mumbai-Goa route.
