Goa may lose film festival?

Indian film doyen Yash Chopra’s lament at inadequacy of Goa in hosting the International Film Festival of India (IFFI) has stirred a thinking in the Information and Broadcasting Ministry to shift it back to Delhi.

Reviewing the just concluded festival in Panjim, the ministry officials say Goa was made a permanent destination seven years ago in 2004 but it has failed to develop the needed infrastructure to make it India’s Cannes for synergy between tourism and films to generate “film tourism”.

Chopra has, therefore, triggered a rethinking in the ministry at the highest level on continuing to hold the annual film festival in Goa. The transcript of Chopra’s address has been circulated to examine the IFFI’s relocation back to Delhi.

No definite line of thinking has yet emerged, but the Government may throw open the festival for grab to Mumbai and

Hyderabad to take advantage of their film culture and availability of the ready infrastructure for hosting such an event, the officials said.

They say nobody can disagree with Chopra’s contention that “we need to have the infrastructure, then only can we compete with international cinema”. They say Chopra’s warning is ringing in ears of the officials who attended the festival in Goa that the event would lose its charms if no immediate steps are taken.

Chopra said, “we need cinema halls with better seating and screening capacity to host festivals. We need halls with 12 screens. We need convention centres. We need exhibition halls to host international film festivals”.

In the light of these words, the ministry is giving a hard look at whether the Entertainment Society of Goa (ESG) should continue to host the festival on its home ground as a growing thinking is that Goa has failed (Continued on page 10)

PWD Minister Churchill Alemao’s official note to acquire land for widening of the existing road to 10 meters may not be of any help to Mumbai-based real estate developer Ms K Raheja Universal Ltd to obtain construction license for construction of bungalows in Carmona village till the land in question is acquired and the road developed.

For, the Town and Country Planning department has again categorically maintained as in the past that any secondary development on the land owned by the Mumbai-based developer would be permitted only after “acquiring” and “development” of the road of 10 meters and shall be governed as per rules in force.

This question has assumed significance given the real estate developer had replied to the TCP citing the note put up by the PWD Minister towards acquisition of the land for road widening.

When contacted, Town Planner, Margao Rajesh Naik said his office is in receipt of the letter-cum-

reply from the developer and the file is being processed as per rules.

He, however, replied in the negative when asked whether there exists any mandatory 10meter road from the main road to the property. And, the Town Planner agreed that one of the conditions that Raheja will have to fulfill is the acquisition and development of a road of 10 meters to the property. “The file is being processed. Appropriate decision will be taken as per the rules and conditions”, he added.

The TCP had earlier issued NOC for sub-division of plots to K Rahejas Universal amongst other conditions that any secondary development will be permitted only after the acquisition and development of road of 10 meters.

Incidentally, PWD Minister Churchill Alemao had put up a note on November 30, 2009 issuing directions to the PWD, Executive Engineer to immediately take up land acquisition for widening of the road to 10 meters right up to Raheja property on grounds that the residents of the locality face hardships due to inadequate motorable access to reach their destination, especially during the monsoon.

Based on Alemao’s note, the Town and Country Planning had issued the NOC for sub-divisional of plots, but on conditions that any secondary development would be permitted only after the acquisition and development of the approach road to 10 meters.

Ex-GMC dean took money from students, deposes doc HERALD REPORTER PANJIM, DEC 3

An associate professor with the Goa Medical College has said that former GMC dean was involved in taking money while functioning as an Examiner for the medical students.

“Dr Manindra Pal had suffered a stigma during his tenure being involved in taking money while functioning as an Examiner for the medical students. There was a stigma when he was involved in negligence case concerning a private Gynecologist,” Dr Edmund Rodrigues, associate professor in GMC forensic medicine told Sessions Judge while deposing in a murder case.

The revelation came during the Court hearing in a murder case of Vasant Sastikar (65) who was allegedly assaulted by Manohar Sastikar and his son Shailesh Shastikar with Samai metal brass in 2008. While, Manohar died during the course

of the trial, Shailesh is in custody since his arrest on May 2008.

Dr Rodrigues who carried out the autopsy of the deceased said that he found nine ante-mortem injuries which were caused by blunt weapon. “Cause of death was due to head injury consequent to blunt force impact by object which was necessarily fatal and fresh at the time of death,” he said.

Whereas, Dr Pal who has been a gynecologist and gave evidence on behalf of the accused contradicted opinion put forth

by Dr Rodrigues. Public Prosecutor Subhash Desai in the cross-examination brought out to the Court that Dr Pal never conducted post-mortem examination and that he deals with illness pertaining to females.

“Dr Pal also admitted that as a dean he performed administrative functions and did not see the body of the deceased in the present case,” the PP said.

General Secretary of North Goa Youth Wing of MGP Tushar Tople, General Secretary of Mapusa Youth Wing of MGP Sanjeev Swar and six other members have resigned from their posts.

Tople, Swar and six members – Umesh Dharwadker, Mangaldas Kurtarkar, Ranjan Mayekar, Sripad Yende, Ninad Bagawalker and Prasad Tople submitted their resignation letters to the party president.

Addressing the media at Mapusa, Tople stated that the MGP leaders have not done anything appreciable during the last couple of years.

“The party block president in Mapusa has done practically nothing to expand the party in Mapusa and moreover he did not field any MGP candidates in the recently held municipal elections nor declared party support to those who contested the elections on their own,” claimed Tople.

“This shows that party leaders are not interested in building the party, which has lost its credibility. The party is at the crossroads and if no serious steps are taken, the party will fade into oblivion as the grass root workers are today completely confused and pained with the manner in which the party leadership is handling party affairs,” said Tople.

Tople further said inspite of being the centenary year of Bhahusaheb Bandodkar, MGP leaders did not organise any programme worth to be mentioned in Mapusa so far.

“Therefore, all the loyal workers of MGP are disillusioned.

MGP has no longer remained the party of the Bhahujan Samaj, but it has become the party of elite people,” he added.

“We have decided to leave the MGP and form a new Manch within the next four months, in which members of all communities will be included,” said Tople.

Even as the All Goa Private Bus Owners Association are bracing up for an indefinite hunger strike from Monday, the transport and traffic authorities are gearing up to launch random checks of the buses in the city.

Chairman of Margao RTA, Johnson Fernandes ruled out the question of reverting the traffic changes in view of the threats of hunger strike by the private bus owners, beginning from Monday.

On the contrary, Fernandes informed that the transport and traffic officials would launch a drive from Monday by checking buses randomly to ascertain whether they are conforming to the Motor Vehicles rules or not.

“The drive would also ascertain the conditions of the vehicles and all other aspects they bus owners are required to regularly maintain”, he said.

With the traffic changes effected in the city by banning short route distance buses from taking round of the Municipal garden evoking strong backing from the Chief Minister, the district authorities appears gearing up to launch counter moves against the operators.

The All Goa Private Bus Owners Association had served a statutory notice on the Chief Secretary to open the old bus stand in Margao for the affected 45 operators within a period of seven days, failing which the members had threatened to sit on an indefinite hunger strike from December 6 in front of the office of Deputy Collector, Margao.

The operators had also threatened to keep the buses off the road from the third day of the strike.

The deputy Collector informed that if the All Goa Private Bus Owners Association wants the Margao old bus stand to be closed down permanently, the RTA and transport authorities would soon take a decision on the matter.

Margao New Market Traders Association has threatened to intensify their stir if their demand for denotification of the pick-up stand road as no parking for four-wheelers is not revoked immediately.

Market traders under the leadership of Association President Vinod Shirodkar have knocked the doors of the district Collector, South G P Naik with a request to revoke the notification.

Strongly protesting against the erection of no parking board along the pick-up stand between Royal Foods and Borkar super market, Shirodkar has demanded the immediate removal of the boards notifying parking only for two-wheelers along the busy road.

“This stretch of road is being utilized by our traders.

If the road is notified for twowheelers, we would face various problems, affecting our business and subsequent financial loss”, Shirodkar said in a memorandum addressed to the district Collector.

He further informed that in the New Market, the number of two-wheelers being too large, there would be any space left for four-wheelers owner to park their vehicles for unloading of goods.

Besides, he pointed out that if four-wheelers are banned, then people coming in for shopping in the new market will decrease, affecting their business.

North Goa Collector Mihir Vardhan on Friday visited the mining belt in Pale constituency and expressed the need of road widening and new roads for the public.

The mining tour was organised by Pale MLA Pratap Gawas.

The Collector was accompanied

by Bicholim Deputy Collector Narayan Gad, Mamlatdar Pramod Bhat, PWD Executive Engineer Audhut Bhosle, AE A B Rao, JE Shivaji Desai, Gaonkar and Gajanan Desai.

The Collector inspected the roads at Navelim and later heard the grievances of Surla residents.

The officials also took stock of the situation of the mining road.

During the inspection, the

Collector’s car was held up in traffic of the mining trucks for almost half an hour.

MLA Gawas and reporters explained to the Collector the condition of the people in the area.

The MLA also told him how students from Surla and Pale get late due to mining trucks. The track started from Navelim and went to Maina, Surla, Bhamai, Kothambi and Pale.

The Collector after looking at the condition of the road claimed that the entire area should have cement roads as tar roads would prove useless.

Speaking to media persons, Collector Vardhan said they inspected the site and will chalk out an action plan to solve the problem.

The Goa Board of Secondary and Higher Secondary Education via a circular has announced the time-table for SSC and HSSC examination that will begin from March 30, 2011.

As per the circular, the first examination on March 30 will be technical subject-paper-I (workshop technology), followed by technical subject-paper-II (i.e. engineering science-mechanical and electrical and engineering science-radio and electrical) on March 31.

On April 1, students will appear for the first language (English, Marathi and Urdu), followed

by Science, Drawing & Painting on April 2 after which there will be a gap of two days to prepare for Mathematics on April 5. The same day (April 2) Puppetry examination will also be conducted.

April 6 has been earmarked for third language and April 7 for Social Science-paper II. Students will have to appear for second language on April 8, followed by Social Sciencepaper-I on April 9.

Similarly for children with special needs, exams will begin on April 1 with first language (English and Marathi), followed

by Science (April 2), Mathematics (April 5), English T L and Word Processing (April 6), Social Science paper II-Geography and Economics (April 7), Bakery & Confectionary, Tailoring & Cutting (April 8) and Social Science paper I-History & Civics on April 9.

The Indonesian Embassy has detected that 11 Indonesian girls employed with spas in Goa have been illegally held back and harassed by their respective employers.

In a letter to Director General of Police Bhim Sain Bassi, the Embassy said that the girls working as spa therapists in Panjim and Calangute spas have been illegally detained. Bassi, has ordered Crime Branch to investigate into the case.

“Some eight Indonesian girls’ complained to the Embassy that their parlour owner has taken away their passports and residential permits and refused to return it back to them,” Investigating officer, Police Inspector Sunita Sawant told Herald.

The parlour has its chain of outlets in Panjim, Calangute and Mumbai wherein other set of Indonesian girls are also employed. She said that the owner will be interrogated soon.

In yet another revelation, Indonesian spa therapists in Mumbai spas complained to the Embassy that Goa Foreigners Registrations Office have issued their residential permits although they have never visited Goa. The Crime Branch has registered an offense under section 419 (impersonation), 465 (forgery), 468 (forgery for purpose of cheating), 471 (Using as genuine a forged document or electronic record) and 341 (wrongful restrain) of the Indian Penal Code.

Chief Minister Digambar Kamat’s alleged soft approach to illegal structures within Margao Municipal Council has evoked sharp reaction from CRZ activists in Canacona.

“The chief minister is primarily hell-bent on protecting the vote bank in his home constituency by advocating the need to regularize illegal structures on the pretext of raising municipal revenue,” fumed Khola Bachao Abhiyan President Precopio Fernandes.

Reacting to reports in the media, Fernandes alleged that “the chief minister can hardly care for filling-up the coffers of a local body, but everyone knows that he is more interested to protect the migrant community which he is banking on for votes in future hustings.”

“Who do you think he helps by allotting house numbers to a series of illegal structures in Margao? Niz-Goenkars or locals at the most don’t need this, except for those hordes of migrants that may need such gestures from the chief minister there,” stated Fernandes.

Narrating how the same chief minister failed to come to the rescue of traditional coastal residents for so long, Fernandes said: “After CRZ demolitions has slowed down a bit in recent time, now the coastal people are forced to go into another nightmare of a company circular, which reportedly claims its stake on coastal residential areas of 58 yards from the high-tide line towards land in Khola. But the chief minister has so far never uttered a word against that company.”

According to Fernandes, Khola Panchayat has received the company circular, which states that 58 yards from HT line towards land belongs to that company and in the recent gram sabha, panchayat officials have been asked to take legal opinion.

“Now, it is again shocking to learn that chief minister immediately reacts when question of migrants in some or either forms arises, like the illegally staying migrants who were once served with eviction notice by railway authorities at Margao, but unfortunately fails to even respond when similar things befall on niz-goenkars,” he said.

Reiterating its demand for accountability from the GIDC Directors instrumental in the fraudulent allotment of land for SEZs, the SEZ V irodhi Manch has called a meeting at Keri on December 4 to finalise an action plan to ensure that appropriate penal action is initiated against the politicians involved in the huge scam of SEZs in Goa. SVM working president Charles Fernandes has also requested Chief Minister Digambar Kamat to initiate an independent inquiry or a CBI investigation into the scam and initiate appropriate action against the GIDC Board of Directors and also set in motion the process for the reversal of the acquired land for the villagers.

He said though the people were repeatedly demanding that the government pursue the denotification of the three notified SEZs, the centre not only failed to denotify the SEZ and withdraw the approvals granted to other four SEZ, but on the contrary granted renewals to the four approved SEZs from time to time “Now after SVM members have filed petitions in the Courts and quashed the allotments of the lands for SEZs through the judgement of the hon’ble High

Court, it is interesting to see that MP Shantaram Naik and Commerce Minister Anand Sharma are in a hurry to de-notify the notified SEZs in the State. Their latest spin in the media about denotifying SEZs in Goa is meaningless as the denotification of notified SEZs and withdrawal of formal approvals of other four SEZs is a mere formality as the Courts have cited in the judgement “The notifications of notified SEZs have been issued on the basis of the allotment of the lands by GIDC. As the allotment of the lands is held to be illegal, notifications cannot be acted upon now. (Page 188-189 of judgement)”, he added “Today politicians can be seen playing blame games naming ex-Chief Minister and ex-Industries Minister for their role in the fraudulent allotment and clarifications are being made that their role was only recommendatory in nature.

The actual culprits who are responsible for the fraudulent allotment are the members of the Board of Directors of the GIDC instrumental in allotting the lands to the companies for SEZs are today mum and lying low, including MLA and GIDC chairman

The Judicial Magistrate First Class (JMFC) Mapusa has acquitted a resident from Tropawado, Sodiem-Siolim, for the offences levelled against him by Mapusa Police.

It may be recalled that complainant Poonam Patre in a complaint with Mapusa Police had stated that Domnic D’Souza had abused her with filthy words, assaulted her and snatched Mangalsutra from her neck.

Later, Mapusa Police had registered complaint against Domnic D’Souza under Sections 504, 323, 354, 356 and 379 of Indian

Penal Code.

The prosecution had examined six witnesses. After going through the facts of the case and hearing the arguments of both the parties, JMFC Mapusa observed that the complainant in her complaint stated that the incident was seen by three persons.

However, when the complainant was cross examined, she stated that the three witnesses reached the spot after the incident. Therefore, it was clear that none of the witnesses presented by prosecution as eye witnesses were present before the complainant and the accused at the time of incident.

With no respite from the illegal parking of heavy duty trucks at the Aquem Power House Junction, residents of Davorlim have threatened to take to the streets if the district authorities fail to crack a whip against the activity immediately.

Residents are sore that the district authorities and the Margao Traffic cell has failed to give relief to them from the illegal parking activity.

They pointed out that South Goa Additional district Collector, Prasanna Acharya had asked the Margao Traffic Cell incharge, PI Prabodh Shirwaikar to study the matter and report back, but lamented that nothing has moved in the right direction.

A citizen Anand Sawant said that dozens of outstation trucks are parking right near the road junction, causing hardships to the Davorlim villagers.

Landslide victims from Tariwado-Vasco, who were rehabilitated in housing units of Goa Rehabilitation Board (GRB) at Headland Sada, are agitated over demolition notices served by the Board.

About two years ago, 72 families from Tariwado, who were victims of landslide, were shifted in housing units constructed by GRB at Headland Sada. Later, 23 families had made some alterations to the premises without seeking permission from GRB, due to which GRB recently served demolition notices to the additional structures.

In a meeting with local councilor Sharad Chopdekar, GRB member Arnold Rego and Pascoal D’Souza at Headland Sada on Wednesday evening, the residents briefed the difficulties faced by them.

The residents complained that for the last two years, they have been making applications to the board to grant them a permission to make some

changes to the housing units, as the present construction has some defaults that are causing problem to the residents.

“Despite repeated reminders and when the Board has failed to listen to our grievances, we carried out additional work to suit our basic needs like toilets, etc,” informed the residents.

Sharad Chopdekar assured the residents that except the municipal council, no one have the right to issue demolition orders and the notice served

by GRB stands to be an illegal.

The Goa Rehabilitation Board in its demotion notice has claimed that changes and additional work to the existing house is carried out without permission from the Board, thus causing danger to the structure and life of inhabitants.

The additional work also amounts to breach of terms and conditions laid by the Board, which amounts to expulsion and consequent eviction from the premises.

The estimated cost of the desilting work is put at Rs one crore.

Addressing the citizens, the Fatorda MLA said that the file for the desilting work was being processed since 2006 and thanked the government for sanctioning the project at an estimated cost of Rs one crore.

He said the Madel nullah had turned into a breeding ground for mosquitoes and added that he has fulfilled the promises made to the residents of Madel to get the nullah desilted.

Local citizen Purnanand Chari thanked the Fatorda MLA for getting the nullah work sanctioned from the Goa government as the Maddel nullah had become an eye sore and mosquitoes were breeding in its stagnated waters. Calangute Police on Thursday evening arrested two persons on charges of illegal possession of drugs worth Rs 27,000 in separate raids at Sangolda and Saligao.

Calangute Police have arrested Don Pereira (25) of Sangolda and Muktum Vaghangiri (41) of Karnataka, but residing at Porba Vaddo, Calangute, in connection with the drugs cases.

In the first incident, Calangute Police led by PSI Narayan Chimulkar, acting on a tip-off, caught red-handed Pereira, who was waiting for customers with the contraband of 187 gms of Charas valued at Rs 18,700. Cash of Rs 2,300 and an electronic weighing scale were also seized from the accused.

In the other raid at Saligao, PSI Gaurish Parab arrested Vaghangiri on charges of possession of 400 gms of Ganja, worth Rs 8,000. The accused was waiting for customers in the parking lot near Mae De Deus Church, Saligao.

73 NSS volunteers participated in a seven-day NSS special camp of Pope John XXIII Higher Secondary School, Quepem held recently in Padi and Quisconda villages in Quepem.

The primary aim of this ecology related camp was natural resource management and to disseminate information among the villagers appropriate to hygiene, personality development and keeping the surrounding clean and beautiful.

Volunteers mingled with the villagers by accompanying them in paddy harvesting, fruit gardens, vegetables and chilli farms.

The volunteers built a Julkund (a low cost rainwater harvesting structure) and helped repair loose boulder check dams.

The volunteers also dug two pits for every house and taught the residents how to manage their household waste with one

pit for degradable waste and the other for non-degradable waste.

NSS volunteer also organised various personality development and entertainment programme.

While the students trained the village children in song and dance, the village womenfolk taught the girl students their special fugdi dance. A hike was also organised to the remote village of Vavurla and the NSS volunteers.

Cong turns more heat on Yeddy govt, seeks Lokayukta probe PTI BANGALORE, DEC 3

Congress today lodged a complaint against Chief Minister B S Yeddyurappa, his son B Y Raghavendra and others, including nine key figures, alleging their involvement in scams worth "thousands of crores of rupees."

State BJP President K S Eshwarappa, Energy Minister Shobha Karandlaje, Home and Transport Minister R Ashoka, Major and Medium Industries Minister Murugesh R Nirani, Katta Subramanya Naidu (who resigned as Minister today), MLAs S N Krishnaiah Shetty, Hemachandra Sagar and M P Kumaraswamy and MLC Bharathi Shetty were others who figured in the complaint list.

It also named some officers of the personal establishment of the office of the Chief Minister, Bangalore Development Authority, Karnataka Industrial Area Development Board (KIADB), Department of Mines and Geology, Department of Stamps and Registration and Department of Forest.

The complaint was lodged by Congress leaders V S Ugrappa, B L Shankar and Appaji

and thus suppressed their income and wealth.

Ugrappa later told reporters t h a t t h e C o n g re s s u rg e d Lokayukta N Santosh Hegde to investigate the allegations, find out the loss caused to the state exchequer, the persons responsible for these "illegal acts and omissions" and to initiate action against them including criminal prosecution.

Hegde told the Congress leaders that he would consider initiating an inquiry once the High Court passes an order on a PIL, which sought a direction on who should investigate the land scam cases -- Lokayukta or the Justice B Padmaraj Commission.

Asked about the extent of land involved in the scams and their value, Ugrappa declined comment, saying it’s a matter of investigation but added: "On the face of it, if you take the (illegal) de-notification of thousand of acres in and around, the loss to the state exchequer is thousands of crores of

Denying his role in the 26/11 attacks at Chhatrapati Shivaji Railway Terminus, Pakistani terrorist Ajmal Kasab today told Bombay High Court that police had cooked up a story to falsely implicate him in the crime.

Picking up holes in the prosecution's case and pointing out contradictions in the accounts of witnesses, defence lawyers Amin Solkar, Farhana Shah and Santosh Deshpande argued that Kasab was not present at CST when the incident happened.

"We do not deny the incident, we also do not dispute that two terrorists had fired at people... all that we say is that Kasab was not at CST at the relevant time," they told Justices Ranjana Desai and R V More who are hearing arguments on confirmation of death sentence awarded to Kasab.

Kasab did not appear on the screen put up in the court for the video conference link to enable him hear the proceedings.

Solkar urged the judges to visit the terror spots personally to get a first hand impression of the topography in order to appreciate the evidence adduced by the prosecution against Kasab.

The judges said they were inclined to visit the spots and would fix up a day next week for this purpose. A decision on this matter would be taken soon, the bench said.

Earlier, senior sessions judge M L Ta h a l i y a n i , w h o h a d awarded death sentence to Kasab, had also visited the terror spots before the trial.

Solkar pointed out contradictions in the testimony of witnesses and said police constable Bharat Bhosale, who was injured in the shoot-out at CST, had disclosed that a hand grenade was thrown by terrorists first and then after 10 minutes they fired at people.

However, other witnesses were silent on this aspect, Solkar argued.

Only one witness had said that there was an explosion at CST before the terrorists fired.

Other witnesses have said they heard two explosions and not one, Kasab's lawyer said.

Solkar argued that constable Bhosale said he had seen Kasab reloading his rifle at CST but did not say anything to identify him. He also did not describe

Kasab in his statement to police although he identified Kasab in the court as the gunman who had fired at people. "I had forgot to describe Kasab in statement to police," Bhosale had told the court.

Moreover, Bhonsale was not shown Kasab's weapon in the trial court, Solkar submitted.

"This witness cannot be called reliable. His testimony should not be believed because he was not present at CST and was introduced by police to implicate Kasab," he argued.

The defence lawyer also disputed the presence of constable Jillu Jadhav who claimed to have confronted Kasab at CST by throwing a chair at him as his rifle got jammed and failed to fire bullets.

Solkar said Jadhav had told police as well as the court that he had hid himself behind a pillar to protect himself from the bullets fired by Kasab. In such a situation, how could he see Kasab, more particularly when he was behind a pillar, he asked.

Most of the witnesses have given a general description of Kasab as 'butka' (a person of short height) and his partner Abu Ismael as 'lambu' (a tall person). Such identification was not relevant and should be discarded, Solkar argued.

Also, the witnesses have said that they had seen Kasab and his accomplice from a distance of 25-30 feet. From such a distance, their faces cannot be seen clearly and hence it is difficult to believe that they had seen Kasab, the lawyer said.

The CCTV footages are also not visible and do not show the faces of Kasab and slain terrorist Abu Ismael clearly, the lawyer pointed out.

The resignation of rebel Congress MP from Kadapa in Andhra Pradesh, Y S Jaganmohan Reddy has been accepted, Speaker Meira Kumar announced in the Lok Sabha today. Kumar said Reddy's resignation has been accepted with effect from November 29.

"I have to inform the House that I have received a letter dated November 29 from Y S Jaganmohan Reddy, an elected member from Kadapa parliamentary constituency of Andhra Pradesh resigning from the membership of the Lok Sabha. I have accepted his resignation with effect from November 29," she said.

Amid a stand-off with Congress leadership, 37-year-old Reddy had sent his resignation to the Speaker and announced his decision to quit the party alleging that the Congress "humiliated" his family and tried to drive a "wedge" in it.

‘Tantrik's’ custody extended till Dec 7 PTI MUMBAI, DEC 3

A local court today extended the police custody of a self-proclaimed tantrik, arrested for raping six teenagers and their domestic help, till December 7 allowing the investigators to question him for four more days.

Mehdi Kasim Shaikh was arrested on Sunday for allegedly raping six young cousins for over two years after he had convinced their mothers - three siblings - that he could prevent any possible complications during the girls' future pregnancy and childbirth, police said. Their domestic servant was also sexually assaulted by him.

"Shaikh was produced before a local court as his police custody expired today. On raiding the premises of his Kalyan flat, we had found Rs 87,30,000 in cash, and gold and diamond jewellery worth Rs 13,70,000. We suspect that he owns a few more properties in West Bengal, the place from where the accused claims he hails from," said Khanderao Patil, Senior Inspector J J Marg Police Station.

"We also want to know if he had exploited any other families. As his further custody was necessary, the court granted us four more days

he National Organisation for Tobacco Eradication (NOTE) and the Voluntary Health Association of Goa (VHAG) have urged the central government not to give awards to movies that have smoking scenes. They say that if filmmakers want awards, they should find some way to avoid showing smoking on screen. At very least, while showing such scenes, they should carry a disclaimer.

The justification of ‘creativity’ given by the filmmakers to allow smoking, they say, is just an excuse. Since advertising of tobacco products is banned filmmakers are being ‘used’ by the tobacco industry. A World Health Organisation (WHO) survey shows that three out of every four Indian films show smoking. Teenagers watching Bollywood characters smoke are three times as likely to do so themselves.

If young people see their idols light up on screen, they are 16 times more likely to think positively about smoking.

Says NOTE, 54 per cent of youth start smoking after they watch their favourite film stars light up on screen. Of this, half will die of cancer if they get addicted to tobacco. We completely agree.

But why stop only at smoking? Let us cut out all the evils that plague society out of films. Alcohol is the country’s only legal narcotic. Owing to its evil effects on society, advertising of liquor is banned too. Let the government not encourage booze through films – no more awards for any film that has drinking scenes.

Young people have tried to carry out robberies, dacoities and kidnappings, just as they have seen in movies. Therefore, to discourage crime, the central government should not give awards to any film that shows robbers, dacoits or criminals positively. Or, let them carry disclaimers stating that ‘Crime does not Pay’.

India is already on the sick list for degenerative diseases.

It has the highest rates of diabetes in the world. Within 15 years, it is estimated by a body no less eminent than WHO, India will have the highest rates of death from heart disease in the world. Heart disease, high blood pressure and diabetes will become the number one killers in the country within the next decade; with mortality rates much higher than cancer. Smoking no doubt worsens these conditions, but they are basically caused by a diet that is disproportionately high in fat and sugar. Therefore, films that have stars eating large amounts of red meat, fried food and sweets – which exacerbate these degenerative diseases – should not get awards.

Corruption is India’s bane. It has led this country on a desperate downward spiral in terms of public morality.

Films that have protagonists that accept or give bribes, therefore, should not get awards. Tax evasion and black money are social evils that not only rob the public exchequer of revenue desperately required for social sector spending, but also contribute to criminalisation of politics. Any film that shows these social evils should not qualify for any award of any kind.

If we cut all bad things out of our films, we will have wholesome entertainment that will help build a good, clean and healthy society. But then, our films will have nothing to show, so who will bother to see them?

Insidious torture of convicts in jails are examples of glaring human rights violations, says FREDDY DIAS

ne of the most insidious evils in this supposedly modern age is the continued practice of inflicting torture upon individual human beings, particularly by the police and other law-enforcement agencies. Though the protection of human rights has been guaranteed in the preamble of our country’s constitution, rampant violations continue to take place, ironically, at the hands of the law-enforcing officials.

In fact, from April 2001 to March 2009, as many as 1,184 persons died in police custody across the country, as reported to the National Human Rights Commission (NHRC). “Most of these deaths took place within 48 hours of the victims being taken into police custody,“ states a report prepared by the Asian Centre for Human Rights (ACHR).

With the possibility of such cases being unreported, the figures quoted raises questions of the ability of the police to act against its black sheep.

According to the report, in December 1993, the NHRC had issued certain directions to all district magistrates and district superintendents of police in every district across the country to report to the Secretary General of the NHHC about custodial deaths and rapes, within 24 hours. “The NHRC had warned that failure to report promptly would give rise to presumption that there was an attempt to suppress the incident.

Even then, the directives continue to be flouted”, the ACHR reports states.

Out of the total 1184 deaths reported to the NHRC, Maharashtra has recorded the highest number (192) of custodial deaths in the country followed

by Uttar Pradesh (128) and Gujarat (113), according to the study conducted by the human rights group.

In Goa fortunately, there have been a few. There have been five custodial deaths in the last decade, but physical and mental torture and other such third degree treatment, meted out to suspects during ‘interrogation’ have been reported frequently.

Official reports pointed out that the maximum custodial deaths were recorded during hospitalisation - when the victims had been hospitalised for treatment after being tortured. And though it has not mentioned the kind of treatment for which they needed hospitalisation, the cases registered after such deaths pointed to the injuries victims received, during police custody.

VALUE OF LIFE The official figures also highlighted that deaths were reported not only when victims had been remanded to police custody by courts, but occurred in cases where police took suspects into their detention. This is a more serious scenario when victims had to face police brutality without any protection at all. In fact, a large number of deaths were reported when victims died even before being presented in court after their arrest by police.

And though the official figures do not give a complete and clear picture of police brutality against accused during custody, the figures could at most be indicative of such incidents.

It is pointed out that no one can be sure of the number of other similar cases which had never been brought to the picture by the families or friends of the victims the directives continue to be flouted,“ the ACHR reports states.

The Supreme Court has observed that thirddegree methods adopted by police during interrogation of suspects, are in violation of fundamental rights of individuals to live with dignity. This includes using so-called modern ‘scientific methods’ purportedly for ascertaining the truth, like narco analysis. The Apex Court has laid down elaborate preventive guidelines, to check custodial violence in the country.

A recent Supreme Court judgment, which has been despatched to all state governments, holds that the state is liable to pay compensation to victims of custodial torture or their dependents. It has also ordered that the compensation amount may be recovered from the individual perpetrator of custodial violence.

“Custodial violence strikes a blow to the rule of law. It is a naked violation of human dignity.

Whenever human dignity is wounded, civilisation takes a step backward – the flag of humanity must, on each such occasions, fly at half-mast, “the Supreme Court’s trendsetting ruling says.

The action of the state must be right, just and fair”, it adds.

The Apex Court has declared that the right to life guaranteed under Article 21 of the Constitution of India, cannot be denied to even convicts, undertrials, detainees and other prisoners.“Custodial torture” is a serious violation of human dignity and a degradation which destroys to a very large extent, human personality, the Court said. It laid down a two-point guideline for police and warned that violation of these would render the delinquent officer liable to be punished under contempt of court apart from paying compensation for taking recourse to custodial torture.

t must be said that Goans in general are not compulsory moviegoers. There is no filmy culture as such, in the state. Many would prefer a Konkani tiatr or a Marathi drama over a Hindi flick. But then in the past ten days or so, thanks to the International film Festival of India, we were bombarded by filmy news and gossip, by the print and electronic media.

For someone like me, it was just Greek and Latin. I, for one, cannot make head or tail of a filmy column. But then, that does not mean I am averse to the big screen. As a matter of fact, in my younger days, I was a movie buff. I do not belong to the era of black and white movies.

In fact, I belong to the era, when Bollywood gave us hit movies like Bobby, Sholay, Muqaddar Ka Sikandar and the like. And, of course, there were the Hollywood blockbusters like ‘Guns of Navarone’, ‘Mackenna’s Gold’, and ‘The Good, The Bad and The Ugly’, to name a few.

Going down memory lane I recall, when on every Sunday, I used to head to the movie theatre after the morning mass, to watch the morning show, which invariably was an English block buster.

The rates of the tickets in those days were 0.75 paise for the lower

stall, Rs1.25 for the upper stall and Rs2.80 for the balcony. I recall the long queues at the ticket counter. But then the tickets would get over in no time, leaving many high and dry. This was because those selling tickets at the counter had an understanding with the black marketeers.

As soon as the counters were closed, tickets were available outside at a premium. Of course, there were cops to book those selling tickets in black. But they would always look the other way, as their palms too were “greased”.

Of course, in those days, the theatres did not have the central air-conditioning. The noise emanating from the overhead fan made it difficult for viewers to follow the conversation. But then, it was all great fun.

There were no film festivals in those days. But when the entire family went for the matinee show, it was like a mini celebration and the members of the family were united by some strange bond.

On and off, one would see young lovers cuddle together, munching popcorn while watching the movie. Compare this with the movie world of today.

The rates of tickets have undergone a 100% increase. Forget

The National Human Rights Commission (NHRC) has recommended to government to enact a law putting onus on police for the person under detention, receiving any injury. It was also suggested that no sanction under Section 197 of the CrPC be required to prosecute a police official, accused of custodial torture or rape.

The Universal Declaration of Human Rights adopted by the United Nations (UN) on December 10, 1948, in Section 5, insulates arrestees against high handed treatment by authorities. Article 7 of the International Covenant on Civil and Political Rights, 1966, of the UN, mandates that no one shall be subjected to torture or cruelty, inhuman or degrading treatment or punishment.

Many would be surprised to learn that India is a signatory to the Convention, as also to the Declaration on Human Rights, 1948, and the International Covenant on Civil and Political Rights 1966. However, it has not taken any concrete steps to implement them effectively. Only recently after concerted efforts by the National Human Rights Commission, the Union Cabinet gave its approval to the convention against torture.

Reports of torture in lock-ups continue to pour in from across the country. The magnitude of inhuman treatment being meted out to citizens in glaring violation of their fundamental rights comes home in the number of custodial deaths.

In India, according to the NHRC, even suspects involved in petty criminal cases are picked up, beaten and kept in jails for several days without food. They are usually severely tortured and thirddegree methods are often used against them.

One such appalling method is the electric shock.

Unfortunately, despite being a signatory to the UN Convention against custodial torture on humans, India is yet to implement it effectively.

The solution lies in the greater awareness and responsible implementation of the rule of law and regulations. The UN code of conduct for enforcement officials and the Supreme Court’s guidelines should be strictly followed. An awareness campaign and proper training of officials are essential to curbing rights’ violations. The media has a significant role to play in highlighting these violations.

The wash-rooms are air-conditioned, as well. And to make your wait in the toilets more comfortable, there is piped-music.

The pop-corn now comes in cheese-flavour. And for the more adventurous type, there are the 3-D movies where you are provided with special dark glasses.

It seems that ironically, all these advances have robbed all the fun of going to the movies, which was there during the yesteryears.

I would give anything to go back in time, to experience moviewatching of the past. It was so uncomplicated and so down to earth. If we did not get the tickets for the movies, we would just go back home. Nowadays, people probably head to the nearest fast-food joint.

The next stage will either be an inability to meet loan repayments or the value of their homes falling to such an extent, where the bank may seek additional security. This is a warning to all unwary latecomers. One has to be careful as all your hard earned money can go up in smoke.

Broken promises Eric Pinto, Alto Porvorim The protest against all things Portuguese is very confusing because it was similar to what the Portuguese did in its bludgeoning of the media, clamping down on dissent, and centralisation of authority. These were the hallmarks of the erstwhile Portuguese rule. This is in direct contrast to the anarchy that is Goan democracy of today.

Some time ago, an ammonia gas leak from the Animal Husbandry office had me almost suffocated to death. I sped towards Merces to breathe fresh air. Had it happened during the current rule, everyone would be gunning for the minister’s head.

The role of those involved in the multi crore scam, needs to be thoroughly probed.

Politicians are never to do anything for free. An investigation by the CBI into the alleged SEZ land scam may not reveal much, unless it is monitored by the High Court.

A judicial probe will ensure that justice is served.

Value is arrived at by multiplying the approximate tonnage with the rate, which is Rs19 per kg or Rs19,000 per metric tonne. In the case of the River Princess, Goa government would have to shell out Rs61 crore only. Payment of this bad debt is the million dollar question, when owners/charterers are existing!

For the last 15 days, there has been a logjam in parliament causing loss of Rs20 crores to the exchequer. The treasury benches and the opposition are equally responsible for the functioning of Parliament. The defiance of the ruling combine and adamancy of the opposition has not broken the impasse, in spite of all the deliberations to meet half way.

The options of the UPA-II with CAG PAC CBI Supreme Court monitored probe, special committee to assist the probe etc. are not acceptable to the opposite party.

The opposition feels it is their democratic right to pursue the matter, and the UPAII feels that every demand of the opposition need not be granted. The logjam has caused a lot of inconvenience to the public. In a monetary sense, its relation has to be viewed in light of the exchequer’s loss of Rs1.76 crores due to the 2G scam. Resignation of those associated with this and other scams do not meet the ends of justice. ground the statements against masjids (Herald 2 December) appears to be a feeble attempt at “The Art of diverting the attention” of the general peace loving public. It is the practice of people who repeatedly level accusations against masjids and madrasas.

A visit to the Masjid would clear the air and get all acquainted with its role of promoting the values of peace, which mankind aspires for.

False rumours Babluis Pereira, Pomburpa This refers to the news item published in Herald (21 Nov) ‘Rs50 crore earmarked for Aldona’s development-MLA’ The news report states that the MLA visited Aldona Panchayat office to hear the grievances of the people, where he told the gathering that Rs50 crores has been earmarked for development. No doubt, Aldonkars should wait and see the infrastructure development. Apart from the fact that the MLA has developed the constituency, nobody talks of the Rs100 crore that was earlier being earmarked for development of the constituency. Everyone has seen the tremendous development work done in Aldona and other villages.

Some rumours have been floated that development of the village has been neglected. This is false and carries no weight.

Welcome move Stephen Dias, Dona Paula The news item which appeared in Herald (3 Dec) “No voting without EPIC” was a welcome move by the Election Commissioner since there was a rampant bogus voting not only in Goa, but all over India.

This has to be properly implemented to stamp out bogus voting.

The Election Commissioner should also investigate all the previous records listed as “bogus voters” and prosecuted them after proper scrutiny. Any other person/s or election candidate involved in such a racket, should be severely punished. Goa government must gear up and act immediately. Public will then heave a mighty sigh of relief.

Enlightenment needed Sidonio Mendes, Chandor Recently, I saw a picture in Herald about freedom fighters in a purifying ceremony of the Goan sea, following the visit of Portuguese ship ‘Sagres’. I know that this ritual is totally Hinduistic, pure and sacred. I have seen ‘Bhatji’ performing it with all purity and hygiene. Any scene of purity should not be stained as a mark of protest by wearing black arm-bands, etc.

Political maharajas Sada Govekar, Nerul In the next five years, it appears that Goa will be ruled by self declared maharajas.

These are located in Sattari, Salcete, Ponda and one from Bardez. Few more political maharajas are likely to declare their fiefdoms. What a mockery of democracy! It appears that Goans love to be ruled by such maharajas. God bless Goans.

Why the delay?

Alexio Mendes, Margao I am an NRI and have filed cases in the rent controllers in Panjim. I have won the cases in the rent Controllers court and the same had gone for an appeal to the administrative tribunal.

For reasons best known to them and even after completion of the arguments for more than one and a half year, the judgment is still awaited. The Supreme Court should take up the matter suo moto and prosecute the concerned persons sitting in rent controllers and administrative tribunal courts. The guilty judges need to be punished for not giving judgments in time.

Election gimmick Allwyn George, Carmona The lust for power and money brings many to try their luck in the game of political ambition. Benaulim constituency is a classic example. When I visited a reputed dentist in Margao, I was handed a leaflet which promises free treatment to the poor. While distributing free saplings, fertilizers and money was heard of, providing free dental treatment to voters is a unique way of garnering support. But will the free treatment continue after elections, sans outcome?

OPinionatEd Reflections on National Highways

By Sudin Govenkar The project of National Highways while landing in Goan soil brought a lot of controversies leading even to a reserved thought of abolishing the very project of highways in Goa. Central Government disregarding the viability of the project has proposed not to take into consideration the damages it will cause to the cities and villages of this small state, wants to impose the project and has threatened to withdraw the project, if the delay is unwarranted in the process of land acquisition.

The State of Goa is so small that it's population is less than of the city of Belgaum in Karnataka. Total area of Goa is less than that of any district of neighbouring states of Maharastra and Karnataka. The width of the state at the larger part of its land is less than 60 km by 150 km, length north by south. National Highways of 6 lanes dividing Goan land vertically along its length of 150 km will grab an area of more than 20 square kilometers excluding area of open space at both sides of the road.

The bifurcation of the tiny state land by a six-lane highway will be like tearing up a beautiful land, disfiguring its face and disintegrating its unique identity of centuries old right from Parshurama's time.

The bifurcation of land with a large corridor of highways with its side track of open spaces will bring be a nuisance with influx of neighbouring labourers and others, and will cause ecologic disturbances and socio-cultural imbalances. It will also result in destruction of the centuries old background of diverse cultural confluence not only from the time of Portuguese domination, but also the earlier times. It has always been maintained throughout its long history as a land of beauty in diversity. But after the highway corridor project has been proposed, the old stamp of diversity in beauty will be wiped out and replaced by ugliness in beauty.

The Union Minister of Transport and Highways the honourable Kamal Nath who is in charge of the project when he came to Goa some days back for the felicitation program of former Union Minister Eduardo Faleiro, issued like a ultimatum to the Chief Minister Digamber Kamat, asking him to submit the report within three days on what exactly the state wants, where it's width should be reduced to 35 metres, number of bypasses, flyovers etc.

The Union Minister who is well aware of public opinion and strong objection to the proposed alignment, which is city oriented and not state to state wise could have the trajectory routed from north to south through the lands of Maharashtra and Karnataka. This road path nearing the eastern border of Goa could have diversions to join the inland network of fine roads to Goa. But they have in mind the toll collection with booths at the city's entrance which will bring in fabulous revenue since Goa has more than seven lakhs vehicles in the city's circulation.

Rightly, the Chief Minister said that Kamal Nath is using pressure tactics and to disorient the public who threatens to withdraw the project in case of delay to implement the project.The core problem of highways in India is: Does India need highways?

India has vast network of roads linking cities and states.

With little expansion of roads at their sides and with good asphalt, we would have a very good network of transport compared to of the many other countries of the world.

International money sponsoring agencies including World Bank advances money to certain projects of their choice to developing countries disregarding their priority sectors need like agriculture, electricity, water, city's drainage and so many others. Roads come last in the priority list.

We should not forget that we were dominated by western nations like Great Britain and Portugal for centuries. We should not be a target for a new kind of economic domination of the new era.

Now that highways have been planned, Goa should be carefully vigilant as far as its trajectory and alignment is concerned.

The trajectory of national highways should not be allowed to go through inland of our very small state. It should go through the vast lands of Maharashtra and Karnataka nearing and adjacent to the east border of our state.

In the turbulence of people's voices with suggestions and objections raised in the past and now recently on 2 Nov by the National Highway Diversion Action Committee which held a big meeting with participation of more than three thousand people at Azad Maidan, will it be possible to any Chief Minister to submit a report within three days, without taking into consideration and not hearing the voice of people?

If people revolt, no government will be able to hold up people's voice and take any decision and sustain the consequences and the fall of the Government.

Allahabad HC to file petition against Apex Courtâ&#x20AC;&#x2122;s remarks PTI ALLAHABAD, DEC 3

The Allahabad High Court has decided to move an application before the Supreme Court seeking expunction of the remarks made by a bench of the apex court against it.

Sources said that judges of the Allahabad High Court, who met on November 26, expressed their anger over the Supreme Court's critical observations against its functioning and decided to approach the apex court.

A meeting of the governing council of the Bar Association has been called today and if it passes a resolution, a review application would be moved before the Supreme Court, the general secretary of the High Court Bar Association said.

Maharashtraâ&#x20AC;&#x2122;s Anti-Terrorism Squad (ATS) is likely to file a charge sheet tomorrow in the Pune's German Bakery bomb blast case against seven people, including the lone arrested Himayat Baig, allegedly involved in the terror attack that left 17 people dead in February this year.

Accused of being an operative of banned Indian Mujahideen terror outfit, Baig, who was arrested on September seven this year, is expected to be charged with murder and waging war against the country under the Indian Penal Code and various others sections of Unlawful Activities (Prevention) Act and Explosive Substances Act, along with six others who are absconding, official sources said here.

A Nepali national suspected of having links with Maoists was arrested in central Delhi allegedly with around 500 nonelectric detonators and fake Nepalese currency, police said today.

Loknath Panth (40) was apprehended yesterday by Special Staff of Central district police while he was going to New Delhi Railway Station from Karol Bagh, a senior police official said.

As many as 498 non-electronic detonators concealed in the bag he was carrying were recovered besides some fake Nepalese currency, the official said.

Even as the 26th anniversary of the Bhopal Gas disaster is being observed in the city today, its victims continue to be plagued with a number of problems that have not been resolved over the years.

Abdul Jabbar, convenor of the Bhopal Gas Peedit Mahila Udyog Sangthan, the first and the biggest organisation working for the disaster victims told PTI that they were not suffering from one single problem alone.

"If only the victims had been treated properly, adequate compensation was given to them and those guilty of the disaster has been punished, they would not have anything to complain," he said.

But Jabbar said it was unfortunate that all these things have not been done and continue to add to the unending daily misery of the victims.

"Even if one accepts the BJP contention that the Congress had not done anything for the gas victims, one would like to ask what the BJP has done in

the last seven years during which it has been in power in Madhya Pradesh," Jabbar said.

The Sangthan convenor said that as far as the disaster was concerned, there was not much difference between the Congress and the BJP and both were working like two sides of the same coin.

Both these political parties had not done anything for the victims and only used them to further their own political ends, he added.

The Sangthan convenor said that both the Congress and the BJP had only been shedding crocodile tears for the gas victims from time to time. "It would be wrong to assume or presume that the two parties had even a bit of real sympathy for the gas victims," Jabbar said.

He said it was really very sad that the issue of the Bhopal gas disaster was not raked during American President, Barack Obama's recent visit to this country.

This was one opportunity that could have been used effectively to help the gas victims but it had been allowed to go waste,

Jabbar added.

"Long back, noted freedom fighter Bhagat Singh had written that we can get freedom from the whites but how can we fight the black Englishmen since it would be difficult to identify them in our midst," he said.

What had happened in Bhopal indicated the manner in which multi-national companies were playing with the lives of people in this country.

The first judgement relating to the Bhopal gas disaster case was delivered in June this year by the Chief Judicial Magistrate but the guilty were given bail within an hour after it was announced.

Jabbar said this meant that because of the bail, it was ensured that not even a single person went to jail even for a day following a disaster which claimed more than 15,000 lives and left injured more than five lakh persons. "This also is a very sore point with the victims who feel that they have been cheated as no one has been sent to jail in connection with the disaster," he said.

Need to raise awareness about cerebral palsy: experts With cerebral palsy one of the commonest causes of childhood disability in India, doctors and health experts say there is a grave need to talk more about it to facilitate the integration of the affected people into the mainstream.

On the International Day for Persons with Disability, medical professionals engaged in rehabilitation of children living with cerebral palsy said despite the availability of medical interventions, lack of awareness meant that the disorder hampered the lives of those affected.

According to figures compiled by the Hyderabad-based Indian Academy of Cerebral Palsy, there are an estimated over 25 lakh children and people with cerebral palsy in India. The incidence is up to 3 cases per 1000 live births.

Cerebral palsy is basically a developmental difference that occurs due to interference in brain development, and causes difficulty in movement, speech and sometimes learning.

This occurs either in the womb, or during birth, or even after two years of birth during which rapid development of the brain takes place. The child consequently suffers from paucity of movement, poor balance and co-ordination and in some cases blindness, and severe cognitive

Manipur unit of BJP today said that R K Meghen alias Sanaiyaima, chairman of the major insurgent outfit United National Liberation Front (UNLF), who was reported to have been arrested from Motihari district of Bihar on November 30, should be brought back to Manipur for trial, a party statement said today.

The statement said the news of arrest of Meghen from Bihar ended what it called the 'drama of concealment' of the top insurgent leader for over two months and wanted a fair trial at a court of law.

Although there has not been a single official line about the arrest of Meghen, media reports had earlier said he was arrested from Dhaka in Bangladesh on September 29 by a joint intelligence team of India and Bangladesh while he was travelling in a car.

The reports had said that Meghen was being kept at a house at Mehrouli area under the supervision of the union home ministry and was being pressurised to hold peace talks with the Centre which he steadfastly refused.

He said two Congress members have already given notice in Lok Sabha under rule 193 to have a discussion on the issue.

"By persisting on its demand for JPC, the Opposition is politicising the issue and trying to mislead people," Bansal said.

Reacting to comments made

by Mukherjee and Bansal, BJP said the government was trying to divert attention from the JPC demand by mentioning the Bangaru Laxman case.

"We should not divert this issue. Congress is trying to divert attention from this issue.

Yesterday, L K Advani had given a detailed statement on why JPC should be instituted. We will not be party to any attempt of the government to divert attention from this," Leader of Opposition in Rajya Sabha Arun Jaitley said in reply to a question.

He maintained that the since t h e U PA g o v e r n m e n t h a d "dented" the credibility of CBI and CVC, there was no option but to go for a JPC.

India hopes China shows more sensitivity on key issues PTI NEW DELHI, DEC 3

Ahead of Premier Wen Jiabao's upcoming visit here, India today hoped that China realises the need to show more sensitivity on core issues that impinge on the country's "sovereignty and territorial integrity" as raised by Prime Minister Manmohan Singh.

Foreign Secretary Nirupama Rao said the two countries were also putting in place more confidence building measures to tackle the vexed boundary issue, for which India is making a serious attempt to try to arrive at a "fair, reasonable and mutually acceptable solution".

Addressing a seminar on China-India relations, Rao talked about a host of issues which were a matter of concern to New Delhi and included Chinese presence in Pak-occupied Kashmir, issuance of stapled visas to residents of Jammu and Kashmir and construction of dams on cross-border rivers.

"We believe that India-China relationship will grow even stronger as China shows more sensitivity on core issues that impinge on our sovereignty and territorial integrity. We hope this can be realised," she said.

India has maintained that the activities of Chinese companies in Pak-occupied Kashmir were illegal and the issue has been

raised with the Chinese leadership. The matter of stapled visa to Jammu and Kashmir residents has also been raised with Beijing.

"As India and China continue to pursue their interests, and so long as their overwhelming preoccupation remains their domestic transformation, and both understand that this goal requires a peaceful periphery, it is my firm conviction that the element of competition in the bilateral relationship can be managed and the element of congruence can be built upon," Rao said.

India has made known to China its concerns over the presence of Chinese companies in PoK and has put them under a scanner to check whether the same firms were active in the country as well.

The Indian leadership is understood to have been "quite frank" and "hard-nosed" while raising these issues of concern in intense discussions with their Chinese counterparts.

Citing the recently concluded 14th round of talks between the Special Representatives on the boundary issue, Rao said, "The absence of the solution to the question is not due to the lack of effort but arises from the difficulty of the question".

She maintained that the IndiaChina boundary was the most

peaceful of all boundaries and both the countries have a "well organised" set of measures to ensure peace and tranquillity on the boundary.

"We are currently talking to each other on establishing more such mechanisms," she said, adding leaders on both the sides have shown maturity to understand the complexity of the issue and to insulate it from affecting the broader relationship.

Rao said India has not hesitated in stressing its "genuine concerns" regarding some aspects of the China-Pakistan relationship, particularly on China's role in PoK, its J&K policy and security and nuclear ties with Islamabad.

"The need for mutual sensitivity to each others concerns cannot be denied," she said, adding "the issue of giving stapled visas for Indian nationals from the state of Jammu and Kashmir arises in a similar context."

Rao said India was "alert" to reports of China damming crossborder rivers and has sought assurances from Beijing that it will take no action to negatively affect the flow of the rivers into India.

"China has assured us that the projects on the Brahmaputra are run-of-the-river projects and are not meant for storing or diverting water," she said.

Inventor of neutron bomb dies at 89 Nobel row: China stops artist from leaving AGENCIES LOS ANGELES, DEC 3

Samuel T Cohen, the father of the controversial tactical nuclear weapon known as the neutron bomb, which was designed to kill people and other living

things but inflict minimal damage on buildings and other property, died Sunday at his home in Brentwood. He was 89 and died two weeks after the removal of a cancerous tumor from his stomach, according to

his son Paul.

A conventional nuclear weapon releases massive amounts of radiation and heat that incinerates humans and inanimate objects alike, leaving behind radioactive debris that contaminates the area for years or decades. A neutron bomb, or enhanced radiation weapon, in contrast, has only about a tenth the explosive power of a comparable fission weapon, and most of its output is in the form of neutrons — tiny neutral particles that can pass through walls, vehicles, tanks, armor and other inanimate objects with little or no damage.

President Reagan ordered 700 neutron warheads during the Cold War, but they were later dismantled.

But those neutrons cause severe, lethal damage to the nuclei of living cells, killing combatants quickly. Because of its limited range, however, there is little risk to civilians not in the field of battle and little or no residual radiation to threaten the environment after the conflict.

"It's the most sane and moral weapon ever devised," Cohen said in an interview with the New York Times shortly before his death. "It's the only nuclear weapon in history that makes sense in waging war. When the war is over, the world is still in-

Critics, however, took a different view, contending that the limited damage associated with the neutron bomb would make nuclear warfare more acceptable and that, in turn, could lead to full-scale nuclear retaliation.

Soviet P remier Nikita Khrushchev called the neutron bomb the ultimate capitalist weapon, built "to kill a man in such a way that his suit will not be stained with blood, in order to appropriate the suit."

Cohen relentlessly promoted the weapon throughout his career, arguing his case before presidents, members of Congress and scientific bodies. Presidents Kennedy, Johnson and Carter rejected it, arguing that it would upset the existing balance of power and test-ban moratoriums.

Ai Weiwei, a fierce critic of Beijing, said he was due to travel to South Korea, but police told him his trip could "threaten national security".

The authorities have reportedly been working to prevent activists from attending the Nobel ceremony.

The foundation is giving its prize to imprisoned campaigner Liu Xiaobo.

A hardline Pakistani Islamic cleric has offered a reward to anyone who kills a Christian woman convicted of blasphemy against Islam.

Maulana Yousef Qureshi told a rally in the north-western town of Peshawar that his mosque would give 6,000 US dollars (£3,800) to the person who kills Asia Bibi.

Bibi, who is in jail, was sentenced on November 8 to hang for insulting the Prophet Mohammed. She and her family say the charge is baseless.

Her case has attracted international attention and a personal appeal from Pope Benedict XVI for her freedom, while government officials have talked about the possibility of a presidential pardon.

But Islamist groups have protested against any move to show leniency towards her.

Mass evacuations continued across northern Israel Friday morning as dry easterly winds fanned a massive brushfire towards the city of Haifa.

Over 17,000 residents, including 600 prison inmates, were evacuated as the blaze raged out of control, devastating hundreds of acres of pine forest before sweeping down the slopes of the Carmel plateau towards Israel's third largest city.

Chinese engineers celebrated Friday after setting a new world record for the fastest unmodified passenger train speed of 302mph.

The train reached the speed on the recently completed highspeed line linking Beijing to the coastal city of Shanghai.

From a standing start, the Chinese-built locomotive reached the top speed in just 22 minutes, and when it starts operating next year, it will cut the journey time between the two cities to just fours hours from the current 10 hours.

The route will open 12 months ahead of schedule and is part of the country's massive $313.5 billion programme.

Whistle-blowing website Wikileaks has been forced to change its web address after the company providing its domain name cut off service.

EveryDNS.net said it had terminated services because Wikileaks.org had come under massive cyber attacks.

But Wikileaks has already reappeared using a Swiss web address.

Wikileaks has also used micro-blogging site Twitter to urge its fans to redistribute its "raw" net address so it can be viewed at any time.

This numerical internet protocol (IP) address remains live and accessible even when web domains - the normal "www" addresses used to access most sites - are unavailable.

Experts say it is likely that Wikileaks has done deals with lots of web hosting companies, although many are likely to back away from dealing with the controversial site in the light of recent web attacks.

Disgraced nuclear scientist A Q Khan has been allowed by Pakistani authorities to attend public functions after being kept in "protective custody" for the past six years following his acknowledgment that he ran a clandestine proliferation network.

Khan attended the convocation of a private university yesterday and was seen sitting on the dais alongside Education Minister Aseff Ahmed Ali. Restrictions on Khan's movements were lifted by the Lahore High Court recently.

In recent weeks, he has been seen shopping in Kohsar Market.

However, he continues to be shadowed by security personnel who also maintain a watch on his residence in the heart of Islamabad.

US has slapped sanctions against three Pakistan-based key terrorists leaders, including Abdul Rauf Azhar the top commander of Jaish-e-Mohammed in India, who in 2008 was assigned to organise suicide attacks in the country.

The Treasury Department also slapped sanctions on two other terrorists -- Lashkar-e Jhangvi (LJ) senior leader Amanullah Afridi for acting for or on behalf of LJ and LJ chief operational commander Mati ur-Rehman for acting for or on behalf of LJ and Al-Qaida.

"Today's actions strike at the heart of two terrorist organisations responsible for deadly attacks against innocent civilians in Pakistan, Afghanistan and India," said Under Secretary for Terrorism and Financial Intelligence Stuart Levey yesterday.

Both LJ and JEM are Pakistanbased terrorist organisations.

LJ has conducted numerous attacks in Pakistan and is the group responsible for the January 2002 kidnapping and killing of US journalist Daniel Pearl, the Treasury said.

LJ was designated by the US pursuant to Executive Order (EO) 13224 in January 2003, by the UN 1267 Committee in February 2003 and was also designated as a Foreign Terrorist Organization (FTO) by the State Department in 2003.

JEM was designated in October 2001 by the USpursuant to EO 13224, by the UN 1267 Committee and by the State Department as an FTO in 2001.

Rajapaksa's speech to the Oxford Union had to be cancelled this week because of the Tamil protests.

No power sharing with Taliban: US

US has assured India that it will not let Taliban enter a powersharing agreement in war-torn Afghanistan taking on board New Delhi's concerns, according to diplomatic cables made public by WikiLeaks.

The assurance was given by Special Envoy for Afghanistan and Pakistan Richard Holbrooke to visiting Foreign Secretary Nirupama Rao in January this year when she sought US pressure on Pakistan to break its ties with terrorist groups and to permit Afghanistan's economic links with India to grow.

"During the meeting Holbrooke said that some of the anxiety stems from confusion between reintegration and reconciliation," the cable said.

While Washington appears inclined to do business with the moderate Taliban, India has warned that any such move would have an adverse fallout as there is no "good or bad" Taliban.

The special envoy said the reintegration programme is not a political negotiation designed to give Taliban elements a share in power.

"The US cannot be a party to any such arrangement, in his view, because the Taliban is allied with the Al Qaeda and the social programmes of the Taliban are unpalatable," he said.

Holbrooke also said the Taliban leadership appears to have no interest in talking to the inter-

national community in Afghanistan.

"Rao said India needs some deliverables on terrorism before it can engage bilaterally with Pakistan," the cable said.

The US has termed the release of these secret documents as illegal and an act of crime. At the same time, the US has neither

denied nor confirmed the authenticity of these cables.

Anil Ambani Group firm Reliance Communications today said its R-World, will be powered by mobile data services and solutions provider, Motricity, which will deliver complete mobile Internet and data services. The mobile data services portal has been developed on Motricitys mCore platform which powers 3G mobile portals of many leading global 3G service providers, R-Com said in a statement.

"Reliance is aggressively rolling out 3G services in India and we believe our partnership with Motricity will allow us to deliver a richer, more personalised, mobile Internet experience to our customers," Reliance Communications CEO Wireless Business - Syed Safawi said. The portal developed for the upcoming 3G services will deliver end-to-end mobile Internet and data services to 120 million Reliance mobile subscribers.

Reserve bank governor D Subbarao today pitched for streamlining banking regulations, saying some were "confusing" even though they served the banking system well.

On the existing arrays of laws in the banking sector, he favoured a single legislation to remove inconsistencies.

Subbarao also asserted that the proposed financial sector reforms should be driven more by the sectoral regulator Reserve Bank than by a legislative panel.

“Policy direction should drive the work of the proposed financial sector legislative reforms commission and not the other way around,” Subbarao said. The RBI Governor was delivering the inaugural address at the two-day Bancon 2010, one of the premier annual bankers meets.

He said there is an urgent need to streamline the

plethora of regulations governing the banking system in the country.

“There is a whole lot confusing laws out there. But it has served the system well by helping maintain an orderly banking system.

The Banking Regulation Act has not only stood the test of time, but several of its provisions have all helped the Reserve Bank in preventing crises and maintaining financial stability", he said.

"But the recent global financial crisis has taught us that our regulations have to change according to the need of the time..", SubbaRao said.

Arguing that there is an urgent need for streamlining and fine-tuning the existing array of laws, the Governor said, “we need to do so to level the playing field as the existing laws are uneven.

“A single legislation will bring about clarity and do away with the inconsistencies currently governing the bank-

ing system.

"The prime motivation for rewriting the laws should be to integrate the various statutes, reflect the lessons from the (recent global financial) crisis and aid inclusive growth", Subbarao said.

He said the global financial crisis threw up a number of areas requiring significant legislative action either because there is no legislation or because the prevailing legislation is inadequate.

SubbaRao said the decision to set up a financial sector legislative reforms commission to rewrite and clean up the financial sector laws, to bring them in line with the requirements of the sector, was very timely and vital.

However, the Governor was quick to add, “but I have one caveat. It is important to recognise that bringing about policy changes or regulatory architecture cannot be the remit of a legislative reforms commission."

Shinsei Investment, Rakesh Jhunjhunwala and Freedom Financial Services (P), the current shareholders of SHINSEI ASSET MANAGEMENT (India) (P) (the AMC), the investment manager of Shinsei Mutual Fund, have entered into an agreement with Daiwa Securities Group (DSGI) and Daiwa Asset Management Co (DAM), the parent company of DAM. Pursuant to the agreement, DAM, the asset management subsidiary of the Daiwa Securities Group, will acquire 91% of the equity share capital of the AMC and the balance 9% of the AMC will be acquired by DSGI. As a result thereof, there will be a change in the controlling interest of the AMC and DAM will become the sponsor of Shinsei Mutual Fund.

Pursuant to the proposed transaction the name the fund house will be changed from Shinsei Mutual Fund to Daiwa Mutual Fund.

The name of the schemes will also be changed as Daiwa Liquid Fund, Daiwa Treasury Advantage Fund and Daiwa Industry Leaders Fund.

India, Egypt tourism agreement on anvil PTI HYDERABAD, DEC 3

Indian and Egyptian Governments may enter in to an agreement in tourism sector soon, said a top official of Egyptian tourism department here today.

According to Adel El Masry, Director of Egyptian tourism office, India, the travel protocol will help boost tourism and related activity between the two countries.

"We signed a tourism protocol agreement with Indian government in 2007. We will renew it next year. It will facilitate trade, training and allow us to operate more flights between the two countries," Masry told PTI during 'India International Travel Mart' - a three-day travel and tourism exhibition which began here today.

The agreement will cover main points of trade, it will also

concentrate on exchanging knowledge, expertise and experience for human resource development.

Under the agreement Egyptian tourism students will be able to undergo training in India and vice-versa.

The Egyptian tourism official said they received as many as 88,000 Indian visitors last year and hoped to see the number touch one lakh this year.

Egypt has hosted 77,160 Indian tourists during JanuarySeptember this year, an increase of 40 per cent over the last year same period.

To a question on the promotional activities being under taken by the Egyptian Government, he said, they are going to spend US $500,000 on the Egyptian tourism promotion in India.

Buoyed by the encouraging performance in India over the last few years, global security solutions provider, Symantec Corporation, plans to focus on expanding its base through strategic acquisitions, a top company official said.

"India is an important destination for us. We are looking at acquisitions all the time and we will certainly want to acquire as many companies. We will be investing heavily in India to expand our presence in terms of IPs, sales offices, R&D units and increasing our workforce," Symantec's Vice President, Asia South Region, Eric Hoh, told PTI here.

Symantec has so far acquired around 160 different companies globally, he said, without, however, divulging any details about investment or acquisitions in India.

To expand its footprint, the company also plans to ramp-up distribution and enter into more partnerships with telecom firms, Hoh said.

Symantec currently has over 2,800 employees in India and three R&D centres--at Pune, Hyderabad and Banga-

lore. It also has six sales offices in major metros and plans to set up more in Tier II cities.

Hoh, alongwith Symantec's Vice-President, World Wide Sales, Bill Robbins, were in India to present the Symantec Luminary awards to IT leaders, across locations and sectors, for their innovative use of its products and services to deliver business benefits to their organisations.

Born in 1910, Ramnath Narayan Mauzo would be 100 today, if alive. Founding three photo studios – at Margao, Vasco and Panjim – this great photo-artist and photographer passed away in 1990 at the ripe age of 80 living a full life.

In his young age Mauzo wished to go out of Goa and explore the world in his photography.

The trio – Dinanath Dalal, Raghuvir Mulgaokar and R N Mauzo were close friends who wished to go to Mumbai to try their luck in art. While the first two made their way to fame and glory, their friend Mauzo stayed back in Goa till his last breath. Nevertheless, leaving footsteps on the sands of time Mauzo marked a page in the history of photography world.

His students, spread far and wide, made him feel proud. It is noteworthy that Mauzo taught drawing, painting and photography to international painter Laxman Pai, his favourite student and nephew, who later became the first Principal of Goa College of Art. Noted Goan cinematographer in Bollywood, late K Vaikunth was Mauzo’s find. Now his son Atish Vaikunth is following his late father’s footsteps as a Director of Photography in Mumbai.

The glorious history begins in 1932 when R N Mauzo was honoured with a gold medal at the hands of Veer Vamanrao Joshi for his photo of Narayan Shenvi Kirtani. Years later Mauzo won State Cultural Award by Goa Government for his contribution to art in 1986.

still hung at old Secretariat in Panjim and in Municipalities at Vasco and Margao. Mauzo had donated 60 paintings to Portuguese freedom fighter Maria de Fonte to be put in Portuguese government schools.

The portrait of Laibhaskar Khapruji Parvatkar still hangs proudly on the walls of Swar Manch Institute. Mauzo played musical instruments, sang classical music, acted in plays.

Known as a ‘Sundar Purush’ (meaning a handsome man) he mostly acted as a female character in dramas. Son Narayan remembers his carefree father singing to himself while walk-

ing alone on the streets of Margao in his late years.

Madgaokars were quite familiar with his tall and handsome figure that preserved a beautiful mind.

As a tribute to his unparalleled contribution to the field of art and photography, Mauzo was sent on a month-long tour Portugal in 1960 by the last Portuguese Governor Vassalo de Silva. Understanding the importance of the incidents and the anecdotes, Narayan has preserved rare photographs, documents and newspaper cuttings of earlier times. There is an old photography of Pandit Jawaharlal Nehru at Daboli Airport. Mauzo had managed to click the photo amidst tight security but was punished by the Portuguese and put behind bars. But he cleverly managed to throw the role in the bushes before being caught. When he was released he searched the role and got it. “This is the same photo,” Narayan exclaims.

Mauzo was an artist turned photographer and an artistic photographer. The photos he clicked were exclusive. Engrossed in his work Mauzo used to dip his paintbrush in his tea and as a boy Narayan had to keep a watchful eye after serving him tea in the afternoons. Narayan feels today’s photography is mere play of graphics. It does not depict the essence of the art of the photographer. While the photographers in the olden days had to have a complete command over this art. They had to know the exact use of light and shade and catch the correct moment in a flash of a second.

If he failed, the entire photograph would be a failure. “My father was a perfectionist. The photos of to-be-married girls

clicked by him were always a success. His talent would make even an ordinary girl look beautiful,” Narayan proudly says.

Briefing the family history, low-profile Narayan tells. “I was named after my grandfather Narayan Mauzo (fondly known as Nani), who was a trader in tobacco. He had a small shop at Old Market of Margao. My father was his only son who had to shoulder the responsibility of the family.

That’s the reason why he could not go to Mumbai to follow his passion for art. But he did not deter and followed his heart.

He established an Art School at Margao. Finding it difficult to run it in those days as acting, dancing or singing was considered as low and degrading.

This scenario forced him to close his Art School and go for a change in the profession. His artistic inclination led him to photography. He went to Bangalore to learn the art of photography in G K Vale European School. After the training he came to Margao and at 26 started his first studio in 1936.

The studio shifted to the present place in 1945. Mauzo Studio at Vasco and Panjim were started in 1956 and 1958 respectively.”

Delving into the then photography world in Goa, Narayan tells – “Lords Photo Studio in Margao, ‘Souza & Paul’ in Panjim and ‘Reis De Costa’ in Mapusa were the oldest studios. Mauzo Fotografo was the second Studio in Margao, that later became Mauzo Studio. Photography in those days was very complicated. A bellow camera, a huge tripod and wooden slides to keep films were the apparatus. All this had to be carried to the place where photo had to be clicked so studios were preferred to click photos. Luckily we owned a car. My father would take a ‘bhadeli’ with him to carry the box of the camera on her head, as the car would not go to the doorsteps of remote houses. The rich would offer him to come to their homes to have a family photograph. But compared to the efforts and hardships put in, the remuneration was not very high. In those days films were imported from Japan, London and Germany. Mauzo Studio was the sole agent for German film roles. A role of 12 photos would cost Rs1.25 paise while 4 annas were charged to develop a photo. Two rupees were charged for 4 ‘black & white’ passport size photos.”

Sadly, today photography is no longer considered an art.

Formidable Goan outfit Salgaocar SC thrashed Viva Kerala 3-0 in a one-sided I-League football match at Jawahar Muncipal stadium, here on Friday. Salgaocar led 2-0 at the break.

Striker Ryujisueoka struck twice in the 7th and 51st minutes while Antony Barbosa scored the other goal in the 44th minute.

Much was expected from Kerala , but they disappointed, as they failed to convert the chances that came their way.

Mumbai FC came from behind to beat Air India 2-1 in the round one tie of I-league 2010-11 at Sahu Maharaj ground in Kolhapur on Friday.

Though Air India got the initial advantage, they couldn’t get the momentum going and capitalize on the lead.

Mumbai first levelled the score off striker Henry Ezeh in the 65th minute and later midfielder Nicholas Rodrigues gave them their first three points and a blazing start to a new I-league season.

After dominating the first half and missing two golden chances, the airmen repented on not being able to cash in on the advantage. At half time the teams were unable to score. Air India midfielder Yusuf Ibrahim gave them the lead in the 63rd minute when he went past the Mumbai defence and let the ball in. But their happiness was shortlived as just two minutes later Mumbai striker cashed in on the confusion when Uttam Singh and goalkeeper Arup Debnath fell down and he tapped the ball in.

Mumbai’s new coach Subrata Bhattacharya couldn’t have asked for more as his debut with the Mumbai FC team started with a roaring win over Air India.

It was the left footer hit from striker Nicholas Rodrigues which helped to seal the win for Mumbai FC.

With no defender in sight, a long ball from the midfield was capitalised by Joshimar on the right and the Brazilian gave a crosspass to Junior who tapped the ball home with astraight rightfooter.

The goal notwithstanding, AIFF XI players, who filled in the void left by disbanded Mahindra United, did not give their experienced opponents an easy outing in the middle.

There were no spectators to cheer them but Lalrindika's beautiful 30-yard shot that brought in the equaliser for AIFF was enough to send a message to the hosts' camp. A curling shot from the diminutive player was beyond the reach of Chirag's experienced custodian Abhijit Mondal who dived to his right but only to see the ball fly into the net.

Seven minutes after scoring the spectacular goal, Lalrindika produced another eye-popper from a free kick but the shot hit the Chirag left post.

Pune FC effected a change by replacing captain Venkatesh with Lester Fernandes and suddenly they got springs in their attacks. First was Edmar who ran through the defence right till the Bagan forte, but he was gamely tackled in the box. Then it was time for Arata to take the ball deep from the right before he sent a cross in vain.

But Pune FC had the last laugh when Gurjinder’s corner resulted in a melee. Once the ball hit the underside of the horizontal before Arata found the loose ball and tapped it in for the equaliser.

Debutants AIFF XI dished out a spirited display but Chirag United rode on a brace by Elijah Junior to register a 2-1 win as the I-League 2010-11 got off to a low-key start at an empty Salt Lake Stadium here on Friday.

Man-of-the-match Junior struck in the 3rd and 42nd minutes, while AIFF XI scored through Lalrindika Ralte who caught the eyes with a brilliant 21st minute strike.

Infant Jesus High School, Colva defeated Loyola High School, Margao to sail into the finals of St Domnic Savio U-14 interschool football tournament organised by Don Bosco Past Pupils, Mormugao Unit at Tilak Maidan, Vasco on Friday.

The match started on a fast pace with the teams putting tremendous pressure. Loyola’s made the first break-through when Snedden Madeira secured an early lead with a close shot.

Stunned, Infant Jesus regrouped and made several raids but, were unable to find the nets.

Changing over, Infant Jesus came out with renewed ideas and dominated. Their efforts bore fruit when Snedden Rodrigues found the equaliser in the 35th minute. In the closing stages, Dylan shot two quick goals.

Dylan of Loyola’s was declared player-of-the-match.

Mariano Dias, former Salgaocar player and technical director of Salgaocar Youth team was the

chief guest and gave away the prizes and certificates.

St. Xavier’s Institute were lucky to beat in-form Regina Mundi High School, Chicalim 4-2 via the tie-breaker.

Regina Mundi were unlucky on two occasions when they failed to capitalise on open chances from close.

In the penalty shoot-out, St. Xavier proved to be lucky winners converting four of their tries through Presley, Jovan, Nathan and Ignatius while Aaron and Viraj scored for the losers.

Left wing back, Savio of Regina Mundi, deserved special praise for his over lapping runs down the flanks. He was rightly adjudged player-of-the-match.

FIFA has put to bed the thorny subject of World Cup hosting for the foreseeable future and will now have time to ponder its own path forwards after a tumultuous couple of months.

Feast of St. Francis Xavier

The Feast of St. Francis Xavier commemorates the death of St. Francis Xavier, patron saint of Goa. Fondly called the Goincho Saib or the Lord of Goa, St. Xavier was a Spanish Jesuit missionary who preached Christianity in many parts of Asia. After achieving great success in Goa, St Xavier set sail for China but breathed his last at the Sancian Island, about 10-km from the mainland of China, on December 2, 1552.

Legend has it that when the body of St. Xavier was transferred to Goa the following year, the body was found as fresh as the day it was buried. When news of this miracle reached the Vatican, the title of 'Saint' was conferred on Xavier.

His mausoleum was erected in the Basilica of Bom Jesus church and the mortal remains were kept inside in a silver casket.

At last, a former Goan referee, Anthony John Dâ&#x20AC;&#x2122;Costa, found a place in 4-member AIFFâ&#x20AC;&#x2122;s Referees Committee on the advice of Praful Patel, AIFF president followed by the decision made in the I-League 2010-11 committee meeting.

The others are Col. Gautam Kar, K. Shankar, Ravi. J. Shankar.

The committee would be responsible to finalize the panel of referees and other match officials for the I-League, appoint match officials for each match, and conduct referees courses for referees, inspectors and match commissioners.

Coincidentally, Anthonyâ&#x20AC;&#x2122;s appointment comes after the exit of former general secretary, Alberto Colaco. In fact, it is no favour for Anthony, who has had a distinguished career in refereeing spanning 23 years.

Anthony rose to become FIFA referee and had a commendable 4-year stint at the international level. Known for his straight talk,

business-like, no-nonsense approach and strictler for rules which has not been to the liking of some Goan football referees, who are still persuading the GFA president Shrinivas V Dempo to drop him as a co-opted member in GFA Executive Committee, Anthony is presently accredited with the AFC as its referees assessor.

Anthony did bring about a refreshing change in Goan refereeing standards since he took over as the chairman of the then GFA referees committee in the past.

He saw to it that the Cooper Tests were conducted on proper lines under the supervision of competent and qualified officials and always insisted that referees had to be 100 per cent physically fit.

He also stuck to the age-bar limit and this alone got him in bad books with those who had crossed the age-limit and were still officiating especially in intervillage tournaments.

AIFFâ&#x20AC;&#x2122;s recognition is a belated one, but as the saying goes â&#x20AC;&#x201C; better late than never.

India might be comfortably placed to wrap up the five-match series going into the third ODI against New Zealand with a 2-0 lead tomorrow, but skipper Gautam Gambhir today warned about the dangers of complacency creeping into the mindset of his team.

"I have always felt players need to be wary from becoming complacent. We are going to see it now as three-match series.

New Zealand are a dangerous one day side and we are looking forward to the contest tomorrow," said the India captain at his pre-match media conference at the Reliance Stadium.

Gambhir, who would not be a part of the senior members team going to South Africa early for acclimatization, said his entire focus is now on the current series and in particular tomorrow's match.

"I am not thinking about South Africa. My focus is on the series at hand and tomorrow's match. I have been given a responsibility to captain the team and only after completing it I would think about South Africa tour," Gambhir said.

"I will fully utilise the time I will get after reaching there to

acclimatise to the conditions," he added.

The Cricket Board has decided to send senior players – regular skipper Mahendra Singh Dhoni, Sachin Tendulkar, Rahul Dravid, V V S Laxman, Virender Sehwag and Harbhajan Singh -well in advance of the opening Test against South Africa commencing on December 16.

After striking a Rs 26 crore endorsement deal with world's second largest spirits firm, the UB Group, Indian cricket team captain Mahindra Singh Dhoni is set to sign up to four more deals soon.

"We are talking to several companies at the moment. At least three to four new brand endorsement deals will be closed in the next two months," Rhiti Sports Management, Promoter, Arun Pandey said.

Indian cricketer Sachin Tendulkar will be competing with the likes of tennis star Rafael Nadal and Formula One driver Sebastian Vettel for the 2011 Laureus World Sportsman of the Year Award.

Tendulkar, who was named International Cricket Council Player of the Year, will also have to fight it out with spin legend Sri Lanka's Muttiah Muralitharan for the prestigious award.
