Confirming that medicine papers of the final year MBBS have been leaked out, Goa University (GU) on Monday morning cancelled the examination to the two papers – General MedicineI and General Medicine-II papers – at Goa Medical College (GMC). Herald had exposed that General Medicine-I and General Medicine-II papers were leaked to the around 100 students prior to the exam that HERALD began on January 1. After consulting GU ViceChancellor (VC) Deelip Deobagkar, GMC Dean Dr V N Jindal immediately announced the cancellation of General MedicineII paper minutes before students could appear for the examination. General Medicine-I, which has already been answered by the students on Saturday, also stands cancelled. GU has formed a high-level inquiry committee after GMC authorities briefed the former about the leakage. “We have formed a threemember committee to initiate a formal inquiry. The committee is asked to submit its primary report in 48 hours so that we can take prima-facie action. A detailed inquiry is in progress,”

VC Deobagkar told Herald. This has been the first case of paper leakage reported in Asia’s oldest medical institute. “It is unfortunate and a bad way to start a New Year,” he said. To a question on whether it was an administrative system lapse, Deobagkar said that the paper setting system is foolproof and universal. In the same breath, he said that the entire system will be reviewed considering the leakage. Earlier, at about 8:48 am, GMC authorities called this reporter to reveal the leaked papers to them so as it could be compared to actual papers. The reporter was shown the ‘sealed’ question paper set of General MedicineII to-be opened at the examination hall in the presence of two student witnesses. At about 9:40 am, Dean Dr Jindal, senior examiners Dr Jagdish Kakodkar and Dr Dubhashi cross-checked the ‘leaked question paper’ with the original set and found that 14 out of 16 questions matched. Govt’s decision on Adarsh likely today

Reliable GMC sources told this reporter that the three sets of questions for General Medicine I and II were dictated to a group of 50 students by a faculty member prior to the exam. These students were then asked to pass on the questions to remaining batch of 50 students. “The trend of correcting papers in front of respective students has been abandoned since few years ago. Then, marks could be given on courtesy but the new rule was an issue among some of them. To retain the higher passing percentage of GMC, the students are now dictated questions from the original question paper sets,” said the source. It has however not been revealed on record as to who dictated the questions to the students. Dr Jindal said that GU in its inquiry will look into every aspect. It has been learnt that a twomember team from General Medicine which comprised of one lady doctor was appointed as examiners for this year’s exam. When asked, Dr Jindal refused to name the examiners from General Medicine department. As per the Centre guidelines,

Goa Bachao Abhiyan on Monday claimed the draft Regional Plan 2021 showed 89 active mines whereas the current notified plan shows 129 making it very clear that 40 mining leases have been released during the last three years. The GBA addressed a press conference in the city on Monday to bring to the fore the discrepancies in the notified plans of Pernem and Canacona and to point out how the Government had deviated from the promises in the policy document. The briefing pointed out in Khola, Canacona, there was shown a bauxite mine which was not marked in the draft RP or the maps sent in by the village panchayat. Claiming several discrepancies, the media was taken through a power point presentation pointing out the same. While the old issues like notifying eco-sensitive zones and FAR status remain, the GBA brought out new issues before the media persons. Speaking on the mining issue, GBA said the release of 40 mining leases during the last three years was in deep contravention

of the draft RP-21 which clearly indicates phasing out of mining in the interests of the health of the State. Claiming arbitrary policy decisions, it maintained the village map of Virnoda as submitted in the draft had increased in area manifold in the final taluka plan, now including parts adjoining Pernem village. three external and one internal examiner prepare three sets of questions each, which is later handed over to the moderator who blends all and makes it into three sets. These are then sent to GU for printing to an undisclosed printing press. The GU officials randomly pick up one set which then comes back to GMC in a sealed envelop in the form of question papers for students. The sealed envelop as mentioned earlier is opened in front of students and signatures of two ‘witness’ students are taken minutes before the exam starts. While the two papers are cancelled, GMC Dean said it would continue with the remaining papers which include one paper of Pediatric, two papers of Surgery and Aesthetic medicine each. Second year MBBS, final year MBBS part I and part II students are appearing for the slated exams.

The Bofors ghost returned to haunt the Congress party with an income tax tribunal saying that kickbacks of Rs 41 crore were paid to late Win Chaddha and Italian businessman Ottavio Quattrocchi in the Howitzer gun deal and that they are liable to pay tax in India on such income. “....inaction in this regard may lead to a non-existent undesirable and detrimental notion that India is a soft state and one can meddle with its tax laws with impunity,” the Income Tax Appellate Tribunal (ITAT) said in its 98-page order. The Tribunal gave this order while dismissing an appeal by Win Chaddha’s son against Income Tax Department’s claim of Rs 52 crore and Rs 85 lakh from his father for the (Continued on page 11)
