In a day of dramatic developments, former tourism minister Mickky Pacheco surrendered before the South Goa Sessions Court on Saturday morning, nearly a month after evading interrogations by the Crime Branch in the death of his close friend Nadia Torrado. Pacheco was later admitted in Hospicio’s Intensive Care Unit as he was reportedly suffering from hypertension after the Sessions Court provisionally remanded him to two days judicial custody. (Related reports on Pg 3) The former minister, however, failed in his bid to get interim bail from the Sessions Court as his bail plea was rejected by Additional Sessions Judge P V Kamat. The court would hear Pacheco’s regular bail plea on Monday noon. Judge Kamat has issued notice to the Crime Branch to reply to the bail application. In another development, the Crime Branch moved the Sessions Court seeking Pacheco’s custody. While rejecting Pacheco’s application for interim bail, the judge observed that there is absolutely no intervening and compelling circumstances to grant interim relief to the former minister. “The application seeking
After evading arrest for nearly a month, Mickky Pacheco’s aide Lyndon Monteiro appeared before the Crime Branch was grilled for nearly nine hours by officials at Dona Paula. Monteiro who was granted anticipatory bail by the Supreme Court on Thursday, quietly visited the Crime Branch giving the media persons standing outside the slip at around 10.30 am today. He was given a break for lunch and called back again at 3 pm, thereafter his questioning continued and was later allowed to go at 6.30 pm. Monteiro, who was virtually the tourism minister’s aide-decamp, told the media today morning that he had full faith in the judiciary. “I will provide all the necessary cooperation required to investigate Nadia’s death, which is actually a suicide”, the former vice chairman of the Goa Tourism Development Corporation said. Monteiro further said that he had not been hiding all this while, but was at his residence in Verna. “I was only busy approaching courts seeking anticipatory bail. Police came to my house only once when I was not there. They never visited again”, Monteiro claimed. Monteiro also claimed that he

A hotelier’s son was abducted at Anjuna-Vagator by six persons on Friday night, but was rescued following swift action by the Goa police. The accused have also been nabbed in this connection. According to reports, the incident took place as Sterling D’Souza (22) of Anjuna was on his way home after watching the World Cup Quarter finals tie between Brazil and Netherlands. The youth was proceeding home after closing the restaurant at Vagator, when unknown persons came in a car and kidnapped him. Anjuna police was, initially tight-lipped and refused to provide further details, but later Anjuna PI Manjunath Dessai confirmed late on Saturday night that D’Souza had been rescued
by the police, while six others had been nabbed in the incident. Tightening the noose around embattled Lalit Modi, the BCCI today took the first step towards his expulsion by unanimously ratifying all charges against him and authorising its President Shashank Manohar to initiate civil and criminal proceedings against the suspended IPL chief. The BCCI’s Special General Body Meeting also referred the charges against Modi to a reconstituted disciplinary committee which now has Union Minister Jyotiraditya Scindia replacing Manohar, who recused himself after Modi accused him of bias. Scientist predicts fish famine in Goa

Experts have predicted a fish famine in Goa in years to come, due to over exploitation of sea, extensive coastal population and global atmospheric changes. “After 50-odd years, Goa will have to buy fish at a much higher rate, as there will be a shortage of fish both in quality and quantity ”, National Institute of Oceanography (NIO), scientist Dr Baban Ingole told Herald. He said Goans would then have to change their taste as per what is available. “The climatic change and the current fishing methods have resulted in the over-exploitation of marine life such as sardines, prawns and mackerels”, Ingole explained at the sideline of biodiversity awareness programme at Goa University. “There was a time when Goa used to market fish to neighbouring States, but now there is a change in situation. Large quantity of fish is being exported from Maharashtra”, he said. Ingole said, as per statistics

Ingole was delivering a lecture on ‘Climatic Change and Marine Biodiversity’ at an awareness programme jointly organised by Department of Botany, Goa University and Goa Union of Journalists. On the global side, Ingole pointed out that 80 per cent of the world’s fisheries are fully overexploited, depleted or are on the verge of collapse. “Over fishing and industrial
fish harvesting methods are reducing fish stocks and degrading fish habitats, threatening the entire productivity of ocean biodiversity hotspots, making them more vulnerable to climate change”, he maintained. Apart from these, he said tourism development, declining water quality, warming of ocean; toxic species and dumping of sewerage by industrial units have also affected the fish productivity in the world especially in India. “Population explosion in India and Goa will continue to put pressure on coastal resources”, the scientist lamented. “100 meters stretch of Candolim beach has already vanished in less than ten years. If the trend continues, then Goa will lose maximum percentage of its land and population by 2050”, Ingole said. Shripad blames corruption in govt for rising prices HERALD REPORTER PANJIM, JULY 3
Terming the Congress-led United Progressive Alliance government as the den of black marketing, the Bharatiya Janata Party today said that the corruption in the government is the cause of inflating prices, which has made life miserable for aam admi. “Congress is the den of black marketing,” BJP’s North Goa Member of Parliament Shripad Naik said while addressing a press conference in the city today. Naik, who was the Minister of State for Civil Aviation in the NDA government, said the corruption in the UPA has been the major reason for the rising inflation. “If not corruption and commission how the UPA can justify that when we export rice at Rs 8 and one other hand return import it for Rs 16,” he said. Naik also recalled the UPA’s
poll promise that within 100 days of coming to power they would bring down the prices of essential commodities and fuel. “Forget 100 days. They have completed 380 days now.” The prices of essential commodities have not only not come down, but have in fact gone up, he said adding “the petrol prices
have increased twice in this period.” He said that the Prime Minister Manmohan Singh and the UPA is responsible for this mess. “The recent rise in fuel price has made life miserable for people as due to this, prices of every commodity has increased,” he said. Naik appealed to the citizens to participate in the nationwide bandh called by the BJP on July 5 to express their resentment to the UPA. “We have support from bus owners, and other parties apart from the trade unions and we call upon all the citizens to support the call and express their sentiments to the government,” he stated. To a query he said there would be lots of problem faced by the aam admi due to the bandh but “we have to bear up with the inconvenience for a day for good of our future.”

The Village Groups of Goa have requested the government to hold a presentation indicating the exact and precise alignment in each affected village, detailing the houses, properties and structures that will be affected by the proposed expansion of the NH-17. The village groups made the request since no plans are available in the affected villages and the plan available in the PWD office in Fatorda is too minute that the observation and comprehension of which is difficult for ordinary citizens.
The Groups suggested that this presentation could perhaps be organised at Ravindra Bhavan, Margao, so that all the affected people could assemble and get their queries addressed, in the public interest. The NGOs said the government will surely realise that much of the land acquisition for the proposed expansion of NH17, is passing through densely populated areas, resulting in loss of homes of ordinary citizens and also loss of cultivable land which is the means of self employment and livelihood for the "aam aadmi" of Goa.
The village groups said the government needs to convince the people that the benefits of this highway expansion are commensurate with the terrible and devastating loss and upheaval in the lives of the affected people. “The Government also needs to clarify the process of toll collection and operation of this proposed highway and the financial repercussions on the pockets of the daily commuters not only in terms of the toll, but also through the detours they will have to make as a result,” stated John Philip Pereira. He said the government also
needs to clarify immediately the compensation package to the affected people, since it has been observed that in recent land acquisitions, the people were paid a ridiculously paltry sum of Rs 6, Rs 8 and Rs 12 per square metre. Saying that they are not against the concept of development for public purpose, Pereira, however, said the people need to understand why this same public purpose could not be served if the highway is routed through the relatively uninhabited hinterland without causing undue distress to the people and disturbance to the environment.

Hence, it is necessary that all political parties should render their support to the bandh and make it success,” said D’Souza adding, that the central government had increased the price of petroleum when the price of crude oil was $150 a barrel. “Now the price of a barrel of crude oil has come to $74. The cost of petrol at the refinery level now works out to about Rs 25 per litre and hence the tax component levied by both the Central and State government has made petrol costlier. In order to make petroleum products available to consumers at cheaper rates, the central and the state government have to reduce the tax component,” the Mapusa MLA said.

Goa’s marine research will get a fillip with the department of Earth Science, Government of India, planning to set up a ‘Marine Nodal Centre for Microbial Cultural Collection’ at Goa University (GU). “The nodal centre, which will be fully funded by department of Earth Science, Government of India, would be set up soon in the GU premises,” GU vice chancellor Prof Delip Deobagkar said. He said that the centre would help in studying the marine biodiversity like fish, algae, plants and other species in a more
comprehensive way thus helping in its conservation. Prof Deobagkar was talking at biodiversity awareness programme jointly organised by Dep a r t m e n t o f B o t a n y, G o a University and Goa Union of Journalists (GUJ). The professor believes that in the next 50 to 100 years marine resources will be seen as a major resource of the world. Talking about climatic change, Prof Deobagkar said that the issue involves different aspects like climatic, economic and social aspect and as such we need to look at it as cumulative problem. “The time has come, when we
need to change our mindset. We need to think of what we can do to protect our future. There is no point in looking at past. Rather then thinking about ‘I’, we need to see as ‘we’,” he said. Briefing on ‘biodiversity research at GU,’ faculty of life science and environment, Prof P V Desai informed that the university will be shortly carrying out a research on ‘Restoration of Biodiversity’, which, according to him “will help to study what we lost and how to restore it.” He informed that the university was planning to set up a ‘medicinal plant garden’ in the premises.

The Crime Branch had on Friday moved the Judicial Magistrate First Class, Margao for a warrant of arrest against Pacheco for his failure to surrender before the investigating agency. But, before the JMFC could hear arguments on the application, the former tourism minister surrendered himself before the Sessions Court this morning.
The former tourism minister was admitted in the ICU Hospicio hospital minutes after he was taken to the Judicial lockup by the Margao police as per the court’s order. The police escort party handed Pacheco to the jailor attached to the Margao Judicial lock and the jail authorities referred him for a medical check up to Hospicio as per norms. At Hospicio, Pacheco was medically examined at the casualty by the doctors. An ultrasound was carried out on the former minister, besides other routine checks. Sources in the know said that Pacheco’s pressure was high and sugar low, with the police saying the former minister was suffering from hypertension. A doctor attending on Pacheco told newsmen that the former minister is suffering from hypertension. From the casualty, he was later shifted to the ICU unit and was kept under observation. Police personnel are deployed outside the ICU to maintain close vigil on him.

A large number of Mickky Pacheco’s supporters felt that their leader is innocent and has been falsely implicated in the Nadia Torrado death case and exuded confidence that he would come out clean. In fact, Pacheco’s supporters turned out in large numbers at the south Goa Sessions Court to show their solidarity with their elected representative. As news spread of his surrender to the court, supporters thronged the court premise, which swelled to hundreds by the evening. As Pacheco was led out of the court to the judicial lock-up, one of his supporters shouted Mickky Zindabad and that he is innocent. The supporters came in large
numbers, hailing from Benaulim constituency and from the new constituency of Nuvem. They included sarpanchas, panch members, a ZP member, besides relatives and friends. As the former tourism minister was seated inside the court room during the lunch break, awaiting the court orders at 3 pm, many a supporter were seen trying to get a glimpse of the Benaulim MLA and to meet him. The supporters maintained that the Benaulim MLA is being framed by his political opponents as they feared a threat to their position. “Pacheco has shown his strength in the recently held Zilla Panchayat polls. Some of the political leaders are afraid of him as he has the capacity to win a couple of seats in the next elections,” remarked a supporter.

Goa’s former tourism minister Matanhy Saldanha has criticized Kadamba Transport Corporation Limited (KTCL’s) decision to hand over prized lands to the private parties on lease. “The State government instead of addressing the myriad issues facing the people has instead become land broker selling our land to the highest bidder,” he alleged. In a letter to KTCL Chairman Deepak Dhavalikar, Saldanha expressed his unhappiness over the way the Corporation wants
to make quick bucks by handing over its land to private parties. “The government has been acquiring land for ‘public purpose’ but the real intent appears to be to hand over this land to private individuals,” he said. “No government land should be leased or sold to any private individual or corporate house as these lands have been acquired at dirt cheap rates from the people of Goa to be used for their benefit and not to be handed over to somebody else to make profits,” he said pointing out that the land acquired by the government cannot be
used for any purpose other than the one it was acquired for. He asserted that the KTCL’s proposal to lease or sell its excess land should be opposed tooth and nail. “If the KTCL has excess land, it means that government has been acquiring land without proper application of mind as to how much is actually required,” he argued adding that the sacrifices made by Goans by giving their land for cheap prices has been a waste. “The KTCL’s proposal needs a thorough study as on the one hand it is proposing to acquire additional land and at the same
time claiming that it has excess land,” he said suggesting that the infrastructure sought to be developed on new land, be instead set up on the excess land available with them. The present trend is to decongest towns and the KTCL land situated on the outskirts of the towns is ideal for setting up the new infrastructure instead of acquiring additional land, he suggested. Besides, Saldanha questioned the KTCL’s wisdom in taking up office premises from real estate developers at Porvorim at an exorbitant rent instead of set-
ting up the same office on its own land. “In any case, while no land belonging to the KTCL should be given on lease or sold, no additional land should be acquired for KTCL, until and unless the land in its possession at present is utilized to the optimum,” he said. Saldanha also opined that leasing or selling land is not a healthy way of increasing revenue. “Instead of taking such measures, the KTCL management would do well to cut its operating costs and utilize its facilities to the maximum,” he said.

The KTC Drivers and Allied Employees Association and trade union leader Christopher Fonseca have thanked Kadamba Transport Corporation Chairman Deepak Dhavlikar for implementing the VI Pay scales for the KTC staff. The association and Fonseca met Dhavlikar on Friday and also discussed various issues with him. “The KTC is not operating buses on several routes in the State though it has permits for these routes and this is because of a shortage of drivers. The KTC requires at least 40 additional drivers and we requested
the chairman to fill these vacancies so that KTC can operate buses on those additional routes,” Fonseca told Herald. “We also requested the chairman that those drivers appointed on daily wages should be paid a minimum of Rs 300 per day,” he added. Fonseca mentioned that though KTC has implemented the VI Pay scales for the staff, there are many anomalies left in regard to fixation and gradation of scales and he asked Dhavlikar to rectify those anomalies. The union requested the chairman to ensure that the management does not insist for a medical certificate if the staff remains absent for three suc-
cessive days. However, the chairman agreed that the management will not demand a medical certificate for those remaining absent for two successive days. “Since there are no representatives of workers on the KTC Board of Directors, the union suggested that two workers should be appointed on the BoD,” Fonseca said. Fonseca said the Chairman had mentioned to them that KTC is incurring losses presently and requested workers to work hard to generate more revenue. “The union has agreed to offer full support and cooperation to the management in reg a rd t o g e n e r a t i n g m o re revenue to make the KTC a

No sooner the court provisionally remanded Pacheco to two days in judicial custody, the Crime Branch filed an application in the Sessions Court seeking custody of the former minister in the Nadia Torrado death case. Crime Branch PI Sunita Sawant along with DySP Mohan Naik were present in the Sessions Court this evening to file application seeking Pacheco’s custody. Public Prosecutor Sarojini Sardinha said that it is the right of the Crime Branch to take Pacheco into custody given rejection of his anticipatory bail by the Session Court, High Court and the Supreme Court. “The orders passed by the Sessions Court, High Court and Supreme Court clearly state that the accused must subject himself for interrogations. The investigating agency has filed an application before the Sessions Court to take Pacheco into custody. The court is ex-

Burglars broke into the Counto Honda showroom at Duler-Mapusa and decamped with cash of Rs 92,000 in the wee hours of Saturday. According to Mapusa police, the burglars entered the premises sometime at about 3.30 am and stole the cash. Police informed that a CCTV fitted in the showroom was, however, unable to give a clear picture of the culprits. The company’s Vice President Sadanand Kuvelkar lodged a police complaint in the matter and a police team led by Mapusa PI Rajesh Kumar visited the site. The Margao Municipal Council on Saturday issued a notice inviting suggestions and objections from the public to Goa Infrastructure Development Corporation (GSIDC)’s City Development Plan (CDP) for the commercial capital. Margao Municipal Council Chairperson Savio Coutinho said the CDP will be displayed for public viewing in the civic body for a period of 15 days to facilitate the citizens to lodge their objections and suggestions. Coutinho said the 15-day period to file objections and suggestions expires on July 19 and made an appeal to the citizens to go through the CDP and offer their valuable suggestions to the plan. When it was pointed out that 15 days is too short a time for the people to study the plan and offer suggestions, Coutinho said the civic body has fixed 15
days as the deadline for suggestions and objections as per the Council resolution. Meanwhile, it is not known how the civic body would display the plan for public viewing when the CDP comprises of a bulky document, which cannot be studied in a single day or two. When asked to throw light on this issue, the MMC chairperson admitted that there was no plan in the strict sense of the term for public viewing and added that citizens will have to study the bulky document before offering suggestions and objections. “The CDP will be made available with an Assistant Engineer for the citizens to offer their comments. The entire exercise will come to an end by July 19,” he added. The CDP has proposed to compensate those affect by the freeze in development with the transfer of development rights to the new business hub.

Merces Sarpanch Prakash Naik and Deputy Sarpanch Yogita Kavlekar were ousted in a noconfidence motion by 6-5 votes at a special meeting in the Panchayat office on Friday. Panchas Yateen Palekar, Venita Gracias, Sunil Kalangutkar, Sandhya Hoble, Deepika Shirgaonkar and Girish Uskaikar voted in favour of the motion while Sarpanch Prakash, deputy Sarpanch Yogita and panchas Armstrong Braganza, Milagrina Rego and Alexander Rego voted against the motion. Moving the no-confidence motion, Yateen Palekar said that the Sarpanch and the deputy Sarpanch have failed to act against illegal activities in the village and have also failed to take the panchas into confidence when taking major decisions concerning the Merces village. The motion was seconded by Venita Gracias.

Trade union leader and BJP worker Puti Gaonkar, who unsuccessfully fought the last assembly elections from Valpoi constituency, joined the Congress on Friday. Gaonkar had polled more than 5,000 votes, but eventually lost to Vishwajeet Rane by a margin of over 3,000 votes. Commenting on Gaonkar’s entry into the Congress, a BJP leader from Sattari has alleged that Gaonkar had joined hands with Rane over one-and-half year ago. “But he has formally joined the Congress today and hence, it is not a sudden development or a setback to the party,” the leader said. Another BJP worker claimed that although Gaonkar had joined BJP just before last assembly election, he was not an active worker of BJP and was not even involved at booth level committee. The police achieved a major breakthrough when two youth were nabbed in a Maruti Swift car near the Agonda police outpost, while three others were caught in a cashew plantation at MoloremKhola, about 8 kms from Agonda. Police managed to rescue the youth who was also in the forest. Is garbage from a neighbouring Chicalim panchayat being dumped at the Mormugao Municipal garbage treatment plant at Headland-Sada? The issue was discussed that the Mormugao Municipal Council (MMC) meeting on Friday and while some councilors denied the allegations, others were not even aware of the issue. The council was, however, surprised when Councilor Manesh Arolkar read the letter of the Chicalim sarpanch who has claimed that the panchayat disposes their garbage at the MMC treatment plant. At Friday’s meeting, the council had placed in its agenda two points, consisting of a note to the sanitary inspectors to extend the agreement for door-to-door garbage collection with MMCDS with a condition to stop garbage collection beyond municipal limits.

The Xavier Centre of Historical Research at Porvorim will organize a talk and discussion on ‘Three Fleeting Voices: Vimala Devi, Maria Elsa da Rocha and Epitácio Pais’ by Dr Paul Melo e Castro on July 6 at 5.30 pm. Dr Melo e Castro will attempt to locate these literary works in relation to Lusophone Goan writing and describe some of the challenges this body of literature presents to post-colonial literary studies in general. With reference to those writers, he will touch upon some of the theoretical difficulties he has faced so far concerning issues of representation, canon formation and comparison in literary studies. Dr Melo e Castro is Leverhulme Early Career Fellow in the Department of Portuguese, Spanish and Latin-American Studies at the University of Leeds in England. His research interests include post-colonial writing from the actual and former Lusophone world.

Former chairperson Carlos Almeida opined that the council should allow the Chicalim panchayat to dump its garbage in the MMC treatment plant and in return, the panchayat should allow a landfill site for the council. Chairperson Shekhar Khadapkar said he was himself unsure if the panchayat garbage was being dumped at the council’s treatment plant.

Stressing to increase quality research in Science and Technology, Prime Minister Manmohan Singh today said the government has tried to ensure that it forms strong pillars of India's strategic alliances with other countries. “India's strength in engineering and extremely affordable innovations was becoming known internationally and there was a need for our scientists and engineers to leverage this strength to play a more prominent role in addressing problems that affected all countries of the world,” Dr Singh said. Addressing the 42nd convocation of the prestigious Indian Institute of Technology (IIT-Kanpur) here, he said science and technology today play a prominent role in determining the power and progress of a nation. ''This role has become even more critical in the view of newer challenges like climate change, while we need more innovation in areas such as sustainable agriculture, affordable health care and energy security,'' the PM pointed out. Dr Singh said the establishment of IIT-Kanpur had marked the beginning of co-operation be-
tween India and the United States in science and technology. “In the recently held meeting of Indo-US Science and Technology Joint Commission, several important decisions had been taken to take this co-operation rapidly forward,” he informed the gathering. Exhorting young men and women to go for research, Dr Singh said more youths acquiring PhD degrees was need of the country, which existed not only in science and technology, but across all areas of higher education. In the past five years, the expansion in higher education facilities had been on an unprecedented scale with a number of new IITs, IIMs and IISERs started, he said adding, more than 300 degree colleges have been opened in selected districts and the government expenditure on higher education had risen manifold. Dr Singh pointed out the availability of good faculty was a major constraint on the issue of quality. ''The new IITs are also facing problem in this area,” he admitted. He said an obvious solution to this problem lies in encouraging a large number of bright students to join academics.
Assuring all possible help from the central government to ensure that the IITs functioned with the required degree of autonomy and flexibility and meeting the genuine needs of the IIT faculty, the prime minister urged IIT community to come together to also evolve other innovative ways to address these issues. Dr Singh suggested all the IITs to collaborate more with corporate sector in research projects than had been seen in the past. “This would be of mutual benefit to both -- to the corporate sector it could mean cost effective solutions and newer technology and products, while for the IITs it would bring in much needed funds and research capabilities,” he remarked. He added that the Centre had set in motion an ambitious programme to completely re-structure the legal and the regulatory environment of higher education. “Intensive consultations are being carried out for setting up the National Council for Higher Education and Research,” he said. Several important bills related to accreditation of foreign universities, educational tribunals and unfair practices had been
introduced in parliament, Dr Singh said adding, ''I would urge the entire IIT community to go through these bills and offer suggestions to make them better and also to apply their minds to the improvement of the overall public policy framework in the field of higher education.” Describing IIT-K as one of the topmost institutions of the country, the Prime Minister read out the names of prominent alumni like Narayanmurthy and Vinod Khosla and said that they had helped in transforming India's image in the eyes of the world. Praising the capabilities of the IITs, he talked about launching a joint initiative of seven IITs for the development of a management plan for the National Ganga River Basin. The prime minister also praised IIT-K for being involved in various important projects of the Indian Railways. '”The development of Zero Discharge Toilet Technology is a wonderful contribution not only to the railways, but also to the Shikaras of the Dal Lake in Srinagar. Similarly, the train tracking system that IIT-K has developed should improve the efficiency and safety of our railways,'' he said.

As a young boy, Ravi Shankar toured Europe with his brother's dance troupe and at the age of 18 he
began to learn how to play the sitar from his guru Baba Allauddin Khan. After almost seven years of rigorous study in the ancient gurukul system, Ravi Shankar started composing film music, founded the Indian National Orchestra and worked as a music director for All India Radio. In the 50s and 60s, he taught and performed sitar concerts in the largest halls all over Europe and the Americas popularising ragas and other elements of Indian classical music. “There was no language barrier as I was very fluent in English and also in French and I could explain our music and the various intricacies of ragas and talas”, said Ravi Shankar in his

26/11 case: Court told India won’t send Kasab to Pak PTI ISLAMABAD, JULY 3
Pakistan government on Saturday informed an anti-terror court hearing the Mumbai attack case involving LeT's Zakiur Rehman Lakhvi and six other suspects that the latest Indian dossier on the 26/11 strikes said Ajmal Kasab could not be sent to Pakistan to testify against the accused. A government lawyer appeared before Judge Malik Muhammad Akram Awan, who is conducting the trial in the Adiala Jail in Rawalpindi for security reasons, and said India's latest dossier had said that it would not be possible to send Kasab to Pakistan to join the court's proceedings. The government lawyer said the anti-terrorism court could now make a request for the Indian magistrates and a police officer who had recorded Kasab's statement to come to Pakistan to testify. The government too is looking into this matter and will make a request in this regard, the lawyer said.
Today's proceedings were brief as lawyers across Punjab province and other parts of Pakistan are on strike to protest against Thursday's suicide attack on the Data Darbar shrine in Lahore that killed 45 people. After hearing the government lawyer, Judge Awan adjourned the case and scheduled the next hearing for July 10. Meanwhile, a notification issued today stated that Deputy Attorney General Muhammad Akhtar Awan would be the new special public prosecutor for the trial of the seven suspects. The former special public prosecutor, Malik Rab Nawaz Noon, recently died of a heart attack. Pakistan had recently sought access to Kasab, a Pakistani national who has been convicted and sentenced to death by an Indian court for his role in the 2008 Mumbai attacks, to facilitate the trial of the seven accused. It had also said that India should send the magistrates and the police officer who recorded Kasab's confession to testify in the Pakistani court if access
could not be granted to Kasab. The anti-terrorism court had earlier issued arrest warrants for Kasab and Fahim Ansari, an Indian national accused of involvement in the attacks who has been acquitted by a court in Mumbai. Last week, the trial of the seven suspects was adjourned without any proceedings apparently due to concerns among Pakistani authorities that any adverse developments in the court could impact talks with India. At that time, Home Minister P Chidambaram was in Islamabad to attend a meeting of SAARC Interior Ministers and to hold talks with his Pakistani counterpart Rehman Malik. Indian officials have said they are "not satisfied" with the progress in the trial of the seven suspects and it is understood that Chidambaram raised this issue with Malik during their talks. Chidambaram is believed to have pressed for stronger action by Pakistan to bring to justice all planners, financiers and handlers of the terrorists who attacked Mumbai.

A leading Pakistani religious leader has asked authorities to withdraw millions of rupees provided to the Jamaat-ud-Dawah as aid for its "welfare projects" as the group has links with extremists. Expressing outrage at Thursday's suicide attack on the Data Darbar shrine in Lahore, Sunni Tehrik leader Haji Hanif Tayyab said banned groups were being allowed to work under new names. He demanded that the government should make public details about the funding of these groups. Tayyab, a former federal minister, said: "The JuD has links with extremists and the government has given the group millions of rupees at the behest of the US and this funding must be withdrawn". The Punjab government was at the centre of a controversy recently after official documents showed it had provided over Rs 82 million to the group and its allied organisations in the budget for 2009-10. Officials claimed the funds
were meant for JuD's educational and welfare projects that were taken over by the provincial government in the wake of the 2008 Mumbai terror attacks. India has accused the JuD and its chief Hafiz Muhammad Saeed of masterminding the 2008 Mumbai attacks. Tayyab said the same elements that attacked Rehman Baba's shrine in KhyberPakhtunkhwa province last year were involved in the suicide bombing of Data Darbar. He alleged the Punjab government had concealed details of a cache of arms that was recently seized in the Raiwind area of Lahore. He further alleged that some elements in the electronic media were delivering provocative speeches against mausoleums of saints. These elements should be taken to task and an FIR should be registered against them, he said. Shops and business centres were shut in the eastern city of Lahore on Saturday to protest against suicide bombings that have raised fresh questions about Pakistan's ability to contain militant violence. At least 42 people were killed and 175 wounded when two suicide bombers struck Pakistan's most important Sufi shrine on Thursday night, the second major attack on Pakistan's cultural hub and traditional seat of power, Punjab, in a month. The violence followed offensives that the army said had weakened the al Qaeda-linked Taliban. All major markets and business centres were closed in Lahore for the strike called by a religious alliance. A mob of baton-wielding protesters forced people who did not join the protest action to
close their shops at a major market area. Police detained around 10 protesters after they smashed windows of parked cars. No one was hurt, police said. Emotions are running high among followers of the Sufi strand of Islam after the attack, which may have been the aim of militants seeking to destablise nuclear-armed US ally Pakistan. Major markets in the southern city of Karachi were also closed in response to the strike call. Adedeji had previously said five peacekeepers were killed trying to help civilians caught up in the incident. Roza Otunbayeva was sworn in as Kyrgyzstan's interim president today after guiding it through three months of revolt, ethnic violence and a referendum intended to build Central Asia's first parliamentary democracy. A former foreign minister, Otunbayeva, 59, came to power on April 7 during a popular revolt that overthrew the government of the small by strategically-placed central Asian state, which houses both US and Russian military bases and borders China. She was sworn in to act as president until the end of 2011 under the terms of a new constitution that voters backed in a referendum last week, creating a parliamentary system in a region otherwise dominated by authoritarian presidents. The referendum was held despite violence between ethnic Kyrgyz and Uzbeks in the south of the country that saw villages burned, hundreds of people
killed and hundreds of thousands driven from their homes. ''We are living though one of the most dramatic periods in our history,'' said Otunbayeva at the ceremony held in a concert hall in Bishkek, the Kyrgyz capital. With 30 million albums sold worldwide and the honor of being the only artist under the age of 30 included in Rolling Stone Magazine’s list of the 100 greatest singers of all time, Christina Aguilera releases her brand new album ‘Bionic.’ “The meaning behind the album title ‘Bionic’ is layered. It means to me having bionic body parts, in particular the vocal cords are highlighted in the album art work. There’s a little songbird in there that’s singing through metal pipes and there happens to be horns and a speakerphone. And also it’s the way I see women. We are superhuman in so many ways. We give birth, we give life, we do it all, and I mean we wear many different hats. We work at the same time, we raise our families, we hold down our forts and becoming a new mom since then has also contributed to the bionic meaning of the album,” Xtina (Christina) said. elebrities have always been known to give a part of their time and resources to charity no matter how busy they might be. And Bollywood’s glam girl, Bebo is not far behind. This Kapoor girl has set her heart on the cause of education. Although she has been tied up with her shooting schedules, including boyfriend Saif Ali Khan’s ‘Agent Vinod’ in Morocco, she is taking time off to arrange books and stationary items for donation to NGOs that support the cause of education. She has been arranging these things for a couple of non-profit learning institutes, and she has recently joined the team of the Global Campaign for education – 1 Goal, as their Indian ambassador. The campaign backs the cause of education for 72 million children out of school.
Some of her friends were quoted saying, “Kareena feels very strongly for the cause (of educating children) and in spite of being in Morocco she is constantly making calls to India to co-ordinate books she wants sent to some orphanages and learning institutes.” The actress has also been in the news lately when she recently launched her official website, www.kareenakapoor.me. The website, however, has had too many hits to handle, with the growing popularity of the actress. There seems to have been a problem either with the heavy traffic or with the bandwidth of the website, and had a problem uploading the pages. Earlier a major past time for children, books are in the background when it comes to the hobby activity of the children today. Other sources of entertainment have managed to grab most children’s attention. To expose children to the joys of reading the Kala Academy will be conducting a one-day workshop today, called ‘World of Books’. It will be headed by Jugnaata Sudan, a noted freelancer, writer and book lover. The workshop is open to schools and the age group of the children that want to participate is eight to fourteen years. he lively tempo of Caribbean music builds the infective spirit within the musical soul. The music from these islands located around the Caribbean Sea has caught the attention of the world. The most striking feature of music from the island is that it unites in a great diversity of genres. It would allow us to generalize to a degree. However the right description of the music would be that it is a combination of music that features the African rhythms amalgamated into western music. A few generalizations can be made, howe v e r. T h e E u r o p e a n colonization of the islands and the rampant slave trade of the years bygone are said to have inspired the roots of this music. Though colonization and slave trade has seen the end of time, Caribbean music still lives on for its vibrant, infectious

HERALD FEATURES he Goa University’s prestigious Silver Jubilee Award, for ‘Best Principal’ for the first time ever, has been conferred on Principal Dr B A Gomes, currently Principal of the Governement College of Arts, Science and Commerce, Sanquelim-Goa and former Principal of the same College. He was also the Principal of the Government Colleges of Quepem and Pernem. He was handed the award at the hands of His Excellency the Governor of Goa and Chancellor of Goa University, Dr S S Sidhhu, at a glittering ceremony held by the Goa University at Kala Academy on their 26th Foundation Day held on June 30. The selection was based on the criteria of teaching—learning and evaluation; research, consultancy and extension; management and administration; reforms and innovations; leadership and institution- building. Gomes carries with him 22 plus years of college principalship and has been participating in Goa’s higher education for over 37 years, having taught at the graduate and post-graduate levels. His unique contribution to the state has been the successful integration of higher education in the rural / semi-urban areas. He has been chiefly instrumental in getting three Government colleges of general education, at Sanquelim, Quepem and Pernem accredited by the UGC’s National Assessment and Accreditation Council (NAAC), Bangalore.

HERALD FEATURES oldiers of God’, Rene Mesquita’s maiden gospel CD was recently released at the hands of Fr William Rodrigues, principal of Loyola High School, Margao, at the Loyola School Hall. The hymns on the CD have been produced by Rene and five boys of the High School. The themes of the songs revolve around God’s creation, wonders of Jesus, thanking and praising God, and working on faith besides others. At the release, Fr William appreciated the boys’ talent, adding that the founder of the Jesuit Society, St Ignatius, was not content with the minimum and always strived to do more. He also appreciated the time and effort of the parents of the children that featured on the album.

Germany now face either Spain or Paraguay, who meet later on Saturday, in Durban next Wednesday with a place in the final at Johannesburg's Soccer City on July 11 at stake. It was the third time at these finals that rampant Germany had scored four goals in a match while Argentina superstar Lionel Messi once again failed to reach the heights expected of him. Diego Maradona admitted Saturday he was devastated to be out of the World Cup and indicated that he may quit as Argentina coach, but said that he needed time to think about his future. The former midfield maestro was so dejected after seeing his team crushed Germany said in his post-match press-conference that "I may leave tomorrow". Pushed on whether he was quitting, Maradona appeared to backtrack. "We will see what happens. I haven't thought about leaving, I have to check with my family, with the players. There are a number of things I have to consider," said the 49-year-old. Maradona, who retired from playing on his 37th birthday in 1997, was appointed coach in November 2008 after overcoming cocaine addiction despite having little previous managerial experience. He said the Argentine dressing room was sombre after the Germany game and thanked his players several times for their efforts. "In the dressing room I thanked them. I did not talk about the future because this not the moment to do so," he said.
"I believe that the best one can do right now with them is to thank them for all the days we spent together. They behaved as true professionals." While Maradona was clearly upset at losing, it was the size of the defeat that was the real surprise. Few expected Germany to take them apart as they did, with Argentina coming into the match having won all their group games and the round of 16 clash against Mexico. Maradona suggested that the scoreline did not tell the real story, despite Germany controlling the game. "We studied Germany well and defined exactly who was playing where but from the first cross they got a goal and suddenly it was a different match," said Maradona of Thomas Mueller's opening goal in the third minute.
