Sixty-year-old Thomas, facing a corruption case in a Kerala court relating to Palmolein import scam, resigned immediately after the apex court gave its keenly awaited verdict, just six months after the former bureaucrat was appointed as the 14th CVC. “He has resigned. A belligerent Muammar Gaddafi struck hard carrying out fresh air attacks today to regain control of rebel-held oil export hubs in the east as the International Criminal Court (ICC) announced a probe against the Libyan leader, his sons and senior aides for crimes against humanity. Prime Minister Manmohan Singh today said he respected the Supreme Court verdict on the quashing of the appointment of P J Thomas as Central Vigilance Commissioner.

Contradicting Law Minister Veerappa Moily, Central Vigilance Commissioner P J Thomas’s counsel Wills Mathews said that Thomas has not resigned from his post. “It is incorrect. Thomas has not resigned. We have not even received the copy of the judgment. We have to go through the judgment and study it in depth. After that we will think of the future course of action,” Mathews said. After the Court verdict, Moily said, “Thomas has resigned...the Supreme Court has also held his appointment as illegal”.

In comments that came as an embarassment for the prime minister, the Bench severely criticised the committee for not considering the relevant material including the pending crim-

A pathbreaking Bill dealing exclusively with sexual offences against children was passed by the Union Cabinet today providing for a jail term up to 10 years or even life imprisonment. The Protection of Children Against Sexual Offences Bill, 2011, also legalised consensual sex with a person aged between 16-18 years. The new law will cover all new aspects of sexual offences against children not covered elsewhere. The proposed legislation aims at protecting children against offences of sexual assault, sexual harassment, pornography and provide for establishment of special courts for trial of such offences. The bill provides for treating sexual assault as “aggravated offence” when it is committed by a person in position of trust or authority over a child including a member of the security forces, police officer, public servant, management or staff of a children’s home, hospital or educa-

Full day schools in the State may not be reality from the forthcoming academic year even though heads of schools have agreed to go in for this concept. Education Department officials said that though preparation for implementation of the Right of Children to Free and Compulsory Education (RTE) Act, 2009 had started, it is very difficult to say whether the full day school concept would be implemented from the academic year 2011-2012. “The State Government is yet to adopt a policy decision in this regard, which will cease the tradition of having half day schools in the State”, officials said adding that Department of Education is already in possession of the Act but the Recruitment Rules for the same are still pending with the State Law Department for vetting purpose. The National Policy on Education has made it mandatory to have full day schools in the country. While many States converted their half day schools into full day, Goa is yet

The Town and Country Planning (TCP) Board will finalise the surface utilization plan for Ponda and Quepem talukas in a meeting scheduled on Friday. TCP sources stated that both the plans do not have eco-tourism hubs while micro industrial spaces are notified at certain places. The State Government has already notified Regional Plans for Canacona and Pernem talukas while the plan for Sattari taluka is yet to be notified. The Board had decided to notify all the plans for talukas affected with mining in a bunch. The plans for Bicholim and Sanguem taluka will follow next. Regional Plan 2021 has been facing lot of suspicion from the activist groups, who had said that there was no need for ecotourism zones and several industrial zones in the backward talukas. Lambasting the Centre for not having the “will power” to act against black money hoarders, the Supreme Court today asked why stud farm owner Hasan Ali Khan and others were not subjected to custodial interrogation despite the probe agencies possessing sufficient material. “What the hell is going on in this country”, the court asked, while virtually snubbing Solicitor General Gopal Subramanium when he tried to make certain submissions. The court also said the alleged offenders were a “pampered lot”. Expressing strong displeasure at the manner in which Khan and other alleged offenders were given repeated opportunities for adjournments by the Enforcement Directorate, the Bench said the authorities were “hoodwinking” everybody and wondered whether the same leniency would have been extended to other petty offenders. The court also ordered that three key ED officials allegedly transferred midway into the probe in a case of alleged foreign exchange violation by Hasan Ali Khan, the Pune-based businessman, be reinstated forthwith. The court gave vent to its fury after senior counsel Anil Divan appearing for Jethmalani submitted that the ED was not taking steps to interrogate Khan and others, but was instead giving them repeated adjournments. “This manner they are hoodwinking everyone and giving various reasons. Fate of 40 mines to be decided today HERALD REPORTER PANJIM, MARCH 3

The fate of 40 mines in the State, that had sought permission for consent under Air and Water Acts, would be decided on Friday by the Goa State Pollution Control Board (GSPCB). GSPCB Chairman Simon de Souza said that 40 mine owners had applied for renewal of licences but the Board had held them back because they either lacked forest or wildlife clearances. “We had called these operators for hearing wherein they were asked to produce valid documents and licences”, De Souza said adding opinion has also been sought from the Board’s legal counsel over the matter. De Souza, who heads the GSPCB Board of Directors, will place all documents along with the legal advice before the members on Friday. The 17-member Board comprises public representatives and Government officials. The Chairman said that there were several mines in the State which were operating without the Board’s consent. He, however, refused to elaborate. Mines operating sans proper consent under air and water pollution Act had come to light after GSPCB in September, last year, had received applications from several of the 104 mining lease holders seeking ‘renewal of consent to operate under these acts’. The Board had received direction from the State Government to clear all the applications. The issue had also figured in the State Legislative Assembly session. Following initial scrutiny, the Board had issued show cause notices to 26 mining companies in the first batch. These companies did not have supporting documents like clearance from forest and wildlife and few others had not paid the proper fees. The Board later went on issuing notices as it scrutinized more applications. The decision of the Board on Friday will decide the fate of these mines, many of which are already facing severe opposition from the locals. In the latest case, locals from Cavrem-Pirla had laid siege of Director of Mines office demanding shutting down of the mine, which was operating without GSPCB consent.
