Ajmal Kasab, the lone surviving Pakistani gunman in the Mumbai carnage in which 166 persons were killed, was today held guilty of mass murder and waging war against India by a special court which, however, acquitted two Indians. In the fastest trial in a terror case, Special Judge M L Tahaliyani delivered a 1,522page verdict in which he held that evidence in the November 26, 2008 terror attack pointed fingers at Pakistan. The quantum of sentence will be delivered after the court hears arguments by the prosecution and the defence tomorrow. The maximum punishment Kasab can get is death penalty. The evidence also established that absconding accused, including Pakistan-based Lashkar-eToiba(LeT) commanders Hafeez Sayeed and Zaki-ur-Rehman Lakhvi, were involved in the terror attacks, the judge said wrapping up a year-long trial in which 658 witnesses were examined. Except for minor charges pertaining to forgery and few others under Unlawful Activities Prevention Act, Kasab was convicted on almost all the 86 charges framed against him. Bowing to pressure from Goa Bachao Abhiyan (GBA) and village groups, the Goa government on Monday decided to constitute two flying squads headed by deputy collectors for responding to calls on illegal hill-cutting and filling of low-lying land in North and South Goa districts separately. This decision was taken at a meeting chaired by Chief Minister Digambar Kamat and attended by Secretary (Town and Planning) Raajiv Yadhuvanshi who is also secretary to the CM, Chief Town Planner, Morad Ahmad, Nodal Officer, Regional Plan, Sanjit Rodrigues and Deputy Town Planner Vinod Kumar, according to an official press statement issued here. It was primarily a stock-taking meeting on the actions proposed to be taken by the government after the structured meeting held in the Secretariat on April 21 in which various issues dogging the state pertaining to town and countr y planning, were deliberated. On Monday, the government also decided to constitute a special committee having legal experts under the chairmanship of commissioner and secretary (TCP) to review the TCP Act, 1974 amended from time to time. With the thunderstorms on Monday wee-hours, the pre monsoon showers have arrived in Goa, predicting beginning of monsoons in the first week of June. The state witnessed winds accompanied by lightings and thunderstorms before the day break on Monday, giving much needed respite to the people from the heat. The Indian Meteorological Department in Goa has termed these drizzles as ‘pre monsoon showers’. “These are pre monsoon showers and will continue for a month. The showers might occur on daily bases or alternate days,” Met department official told Herald. The official said that the state will witnessed normal monsoon this year, beginning from first week of June. “The monsoons will be normal and will also occur at the normal period (June),” official said. The official said that the early pre-monsoon showers, which occurred with heavy thunderstorms, are basically due to high temperature and increasing moisture in the atmosphere. The city witnessed 3.6mm of rainfall on Monday. The temperature came down to 34 degree Celsius from 36 degree Celsius on Sunday.

Stating that 26/11 attack was not a simple act of murder, Tahaliyani said, “It was part of a larger conspiracy to wage war against the nation.” The judge observed that intercepted telephonic talks revealed that terrorists’ handlers from Pakistan were directing them during the attacks, asking them to “fight until death” and not allow themselves to be caught alive. While holding the terrorist personally accountable for killing innocent people at CST and in and around Cama Hospital, the court also pronounced Kasab guilty of abetting murder at other scenes of the attack where his accomplices perpetrated mass killing. Home Minister P Chidambaram today said that the conviction of Ajmal Kasab and acquittal of two local accomplices in Mumbai attack case shows India is governed by rule of law but sends a message to Pakistan that it should not export terror. “The court has convicted certain accused. It also acquitted two accused. That shows the independence, fearlessness and integrity of the court,” he told reporters reacting to the judgement of a Mumbai special court. He said that it was an open trial in accordance with law and full opportunities were given to the accused to defend themselves. “I am satisfied that within a year we have been able to bring a verdict of conviction of a large number of accused in perhaps a very complex trial. “The trial underlines the fact that India is a country governed by rule of law. A criminal trial can only proceed step by step and within a year, the prosecution has been able to get conviction,” he said. Asked what was the message for Pakistan, the Home Minister said the judgement “is a message to Pakistan that they should not export terror to India. If they do and if the terrorists are apprehended, we will be able to bring them

In a shocking report, a parliamentary standing committee on health has expressed disbelief over thousands of eyes donated to government eye banks going waste due to lack of infrastructure and maintenance facilities. Only 432 of the 13, 896 eyes donated between 2005 and 2008 could be actually transplanted on recipients and the rest were either thrown away or utilised only for research purposes. “There was a big gap between overall figures of eyes donated and those utilised during the period in nine states,” the committee headed by Amar Singh said in a report tabled in

collect less than 15,000 a year on an average, the private eye banks collect about 45,000. Doctors say the donated eyes are required to be preserved and refrigerated for use in maximum of 48 hours as after that time, the eyes become unusable. “The low level of utilisation of those eyes collected suggests that all is not well with the existing arrangement and the system suffers from some grave inadequacies,” the committee report said, pointing out that the government spent a whopping Rs 650 crores between 2007 and 2010 on the National Programme for Control of Blindness, major part of which went in funding the eye banks.

Slab crashes; two children trapped, safe HERALD REPORTER VASCO, MAY 3
Two children, including a oneand-half year old child, had a miraculous escape, when a dilapidated slab came crashing down on them at Baina-Vasco on Monday morning. According to reports, the incident occurred when Ajay Hanumantha Saunoor (10) along with his sister, Saroja, were playing near the 50-year-old Marina Bar and restaurant, which has been abandoned after the demolition of infamous Baina red light area. Suddenly, a portion of the dilapidated slab gave way and both children got trapped under the debris. Sources informed that lifeguard of Drishti Special Response Service and staff of H2O Water Sports swung into action and removed both the trapped children and rushed them to Chicalim Cottage Hospital. Saroja escaped unhurt, while Ajay, who sustained some head injures, was later discharged after undergoing a CT scan later in the evening. Eye witnesses claimed that it was a miraculous escape for both the children, who escaped without any major injuries. In order to ensure that no one was trapped inside the collapsed slab, Vasco fire brigade personnel checked the inside portion of the collapsed slab. Speaking to Herald, business partner of the bar, Elisabao Fernandes, said the bar was not maintained properly after the demolition of red light area. (Continued on page 10)
