KOCHI IN FOR IPL-4 BCCI approves ownership structure PTI MUMBAI, DEC 5
The Board of Cricket Control in India (BCCI) today allowed the squabbling Kochi franchisee to participate in the fourth edition of the Indian Premier League, ending the suspense over the team and ensuring that at least eight sides will be part of IPL IV next year. The IPL governing council, which had given a third deadline to Kochi last week after the consortium’s investors reached a last-minute agreement over their shareholding pattern, today approved their ownership structure and took it in its fold. “At their meeting today, the IPL governing council confirmed that the Kochi franchisee had satisfactorily responded to the notice issued to them by the BCCI, and decided that the franchisee Kochi Cricket Pvt Ltd, would play in the IPL from 2011 onwards,” BCCI Secretary and President-Elect N Srinivasan said in a release. BCCI Vice-President Rajiv Shukla said the board’s legal team was satisfied with the ownership structure of Kochi franchisee. “Today, the governing council
Arrest should be last option by police: SC PTI NEW DELHI, DEC 5
The Supreme Court has ruled that arrest should be the last option used by police as unnecessary incarceration of a person violates the fundamental right to personal liberty. “The arrest should be the last option and it should be restricted to those exceptional cases where arresting the accused is imperative in the facts and circumstances of that case,” the apex court said in a judgement. “Personal liberty is a precious fundamental right and it should be curtailed only when it becomes imperative according to the peculiar facts and circumstances of the case,” the court said. A bench also said that anticipatory bail granted to a person should continue till the conclusion of the trial and no conditions should be imposed for the accused to surrender for obtaining a regular bail.
decided to approve Kochi as the eighth franchise of IPL and it will play in IPL IV. This decision was taken after examining the shareholding pattern Kochi submitted and the response (to the notices) they had given to the BCCI. It was legally examined. The GC found it appropriate,” Shukla told reporters in Delhi. The governing council’s de-
China, at the apparent request of Pakistan, put a “technical hold” on an Indian request to the UN Security Council to slap sanctions on three terrorists, says a secret State Department cable of December 2009 signed off by US Secretary of State Hillary Clinton. China in its capacity as the permanent member of the UN Security Council has the veto power and nothing can be approved by this 15-member highpowered body of the United Nations without the consent of Beijing. “On the international stage, Pakistan has sought to block the UNSCR 1267 listings of Pakistanbased or affiliated terrorists by requesting that China place holds on the nominations. China recently placed a technical hold on the designation of three Pakistan-based or affiliated terrorists nominated by India, although China did not prevent the most recent Pakistan-related US designation nomination in June,” says the secret State Department cable, which primarily deals with the issue of terrorist financing. The United States, which has charged the Wikileaks of indulging in a criminal act by stealing and releasing these cables, has neither confirmed nor denied the authenticity of these documents. According to US officials,

Sacrifices worth it: Tharoor PTI THIRUVANANTHAPURAM, DEC 5
Former Union Minister Shashi Tharoor today said the ‘sacrifices’ he made for the Kochi IPL team were worth it and added that the presence of the Kerala team in the hugely popular league would boost development and promote tourism in the state. After months of confusion regarding the ownership pattern of the team, the BCCI finally decided to allow Kochi to participate in the fourth edition of Indian Premier League. “Though I had to make some sacrifices, the most important thing is Kerala got the
team in the end. That is what I always wished. The recognition will boost development prospects of the State and also promote tourism in a big way,” he said. Tharoor, who had to resign from the Union Ministry following a row with suspended (Continued on page 11)

every cable coming out of the Foggy Bottom headquarters of the State Department is signed off by the Secretary of State as a matter of routine, and this should not interpreted as a personal statement of Clinton; but as an official direction from the State Department to its posts overseas. However, this is for the first time it has come in the public domain – courtesy WikiLeaks – that China has been blocking Indian efforts to designate certain Pakistan-based terrorist outfits at the United Nations. Officials say that both India and the US have been regularly raising this issue with Chinese officials, and have been successful some of the times, but not always, officials point out. This particular cable further confirms ISI’s continued links with terrorists outfits. “Pakistan’s intermittent support to terrorist groups and militant organizations threatens to undermine regional security and endanger US national security objectives in Afghanistan and Pakistan,” the cable says. “Although Pakistani senior officials have publicly disavowed support for these groups, some officials from the Pakistan’s Inter-Services Intelligence Directorate continue to maintain ties with a wide array of extremist organizations, in particular Taliban, LeT and other extremist organizations,” it says.
5,000 and Rs 15,000, the officials said. Two weeks ago, the lowest last-minute Delhi-Mumbai fare was about Rs 17,000, even though the holiday travel season had not begun. The lowest available fares at the same time last year was about Rs 3,000 for Delhi-Mumbai and Rs 4,000 for the DelhiChennai and Delhi-Kolkata sectors, they said. The DGCA, headed by the
newly appointed E K Bharat Bhushan, and his predecessor S N A Zaidi, now the civil aviation secretary, have held deliberations with airline representatives over the last two weeks. DGCA had a formal meeting with officials of the no-frill carriers – IndiGo, Spicejet and GoAir, yesterday following a directive asking all carriers to explain the high fares they were charging. Tomorrow, the DGCA would meet representatives of full-service carriers – Air India, Jet Airways and Kingfisher. The officials, requesting anonymity, said the last minute fares between Delhi and Cochin ranged between Rs 8,000 and Rs 12,000, while that between Delhi and Coimbatore stood at an average of Rs 7,000.
the practice of compensating the land losers with meager compensation, adding the changes would be brought about in the coming months. Incidentally, in his address at the convention, Rajya Sabha member Shantaram Naik said the Goa government need not bring about the amendment as the Union government has tabled in parliament an amendment bill seeking to bring far reaching changes in the Land Acquisition Act. “The proposed changes would require the government to first undertake an assessment of the impact a project would have on the humans living on (Continued on page 11)
