Pakistani investigators on Wednesday probed the possibility of a larger conspiracy behind the killing of Punjab Governor Salmaan Taseer by his bodyguard as they arrested over 40 people, including 36 policemen. The Environment Appraisal Committee (EAC) of the Environment and Forest Ministry has shot down the Mormugao Port Trust’s proposal for expansion of its coal terminal at Berth No 11, seeking a separate proposal after a 2-year study on mechanisation of the existing facility. It has also suggested a study to shift all coal handling facilities to other berths away from Vasco city, leaving Berth 11 exclusively for clean cargo as a permanent solution as also to avoid PIL (public interest litigations) in future. It also sought a study on impact of dredging and disposal of the dredged toxic material. The EAC noted that the High Court’s permission on PILs is only for mechanisation of the existing coal handling practices without mentioning the volume and hence environment issues may be monitored for two years after mechanisation. A separate proposal may be submitted for expansion thereafter, keeping in view Vasco city’s vulnerability to adverse environmental conditions due to handling of the dusty cargo. It also ordered public hearing as per provisions of Environmental Impact Assessment Notification, 2006 and said the issues raised by the public should be addresses in the Environmental Management Plan. Also postponed was decision on finalisation of ToR for proposed twin jetties with a common deck at village Cotombi, Bicholim Taluka in North Goa district, on the request of the project proponent. The EAC pointed out that Vasco has been experiencing the coal dust pollution because of the coal handled by semi-mechanised means to the extent of 1.5 million tonnes. It noted that the Goa State Pollution Control Board has suggested to the court the Berth No 11 will be used for berthing the vessels and it will be strengthened by constructing four covered storage domes to store 80,000 tonnes and entire handling operations mechanised, including screw-type unloaders to prevent pollution. Congress on Wednesday held several rounds of discussions with Andhra Pradesh Chief Minister Kiran Kumar Reddy and leaders from Telangana region on the eve of the release of the Justice Srikrishna Committee report on the emotive issue. TRS, TDP and BJP have announced that they will skip the meeting convened by Home Minister P Chidambaram on January 6, to discuss the report, after which it will be made public. Congress President Sonia Gandhi held consultations with Kiran Reddy for over an hour in the morning and is understood to have discussed the political situation and the likely fallout of the report. “I also do not know what is in the report.
