The Pakistan army and the government today reacted sharply warning India against any Abbottabad-like “misadventure”, saying it would be responded to “very strongly” that could lead to a “terrible catastrophe”. Referring to the US raid, Kayani “made it very clear that any similar action, violating the sovereignty of Pakistan, will warrant a review on the level of military (and) intelligence cooperation with the United States.”

TCP asks flying squads to waive rule on violators HERALD REPORTER PANJIM, MAY 5

In a major deviation from its stand, the Town and Country Planning (TCP) Board has directed the much hyped flying squads to ask those violating TCP rules, to apply for permissions, instead of filing police complaints against these violators. In a shocking revelation the Goa Bachao Abhiyan (GBA), through effective use of the Right to Information (RTI) Act, has revealed that the decision has compromised the very reason why flying squads were set up. “Instructions issued to flying

squads state that section 17A, which deals with hill cutting does not apply to government projects and digging of pits for foundation of buildings. The flying squad should not file police complaints in cases of hill cutting but instead ask the parties to apply for permissions under section 17A after ascertaining whether the cutting is within permissible limits,” the decision reads. “This will give a free hand to those intending to cut hills. The chief minister had with much fanfare launched the ‘flying squads’ which were supposed to receive calls from the general public and file police complaints if the parties were found violating TCP rules. The decision asking the flying squads not to file complaints was, however, done clandestinely, clearly exposing the government actions. The GBA will now hold a meeting of village Regional Plan (RP) committees and groups on May 12 to chart out their further course of action.

Goa ATS proposal shelved? HERALD REPORTER PANJIM, MAY 5

In a surprising development, it is reliably learnt that the proposal to form the Goa Anti Terrorism Squad (ATS) has been scrapped two years after gathering dust in the government files. Secretariat sources told Herald that the State government has rejected the proposal but the reason for its rejection were not known. However, none of the Goa Police officers confirmed the news. “Your question is wrong. I would not like to comment,” an apparently miffed Director General of Police Bhim Sain Bassi replied when Herald questioned him on whether the proposal was scrapped.

Zawahiri betrayed Osama: paper PTI DUBAI, MAY 5

Al Qaeda chief Osama bin Laden was betrayed by his deputy Ayman al-Zawahiri who led US forces to his hideout as the two were involved in an intense power struggle, a Saudi newspaper has reported. The two top Al Qaeda men had differences and the courier who led US forces to bin Laden was working and had more loyalties for Zawahiri, Al Watan newspaper reported quoting Arab sources. “The Egyptian faction of AlQaeda led by Zawahiri was de facto running the militant group, after bin Laden was taken ill in 2004 and they were trying to take full control,” the paper said.

“The entire police force is an anti-terrorism squad. Every policeman is here to fight anti social elements, control crime and Goa Police has the capacity to handle crisis–like situations,” he said. Sources even stated that all staff from the ATS have been asked to report back to police stations. Some 10 officers from police stations and the Indian Reserve Battalion were appointed to carry out the internal work while awaiting sanction from the State and the Union Ministry of Home Affairs on the proposal. Fearing a possible terror strike in the State after the 2008 Mumbai terror attack, Goa Police had furnished a proposal to a setting up a full-fledged ATS unit in Goa.

The ATS proposal had been caught in red-tapism with Home Minister Ravi Naik, stating in December 2010, that they were awaiting funds from the Central government to start it Goa Police PRO Atmaram Deshpande was quoted saying that despite several reminders to the government, the proposal is still awaiting sanction. The proposal envisaged that the squad would comprise 150-200 strong personnel to look into different aspects such as collecting terror-related intelligence and cyber crime. It was also mooted that substantial manpower would be sourced from the Goa Police and Armed Forces Short Service Commission and officials from the Rajya Sainik Board.
